Recently a detailed study ?Minerals Planning Policies and Supply Practices in Europe? has been completed. The study, conducted on behalf of DG Enterprise, demonstrated that there are very few written down national minerals policies within European Union. Mineral policy elements are dispersed in many different documents and acts. The paper discusses the essential elements of minerals policies; particularly importance is placed in issues related to planning (land use planning, mineral development, etc.). A number of examples of successful and less successful mineral planning policy approaches are presented in other to support the idea of importance of comprehensive mineral policy. The main sources of information were the country reports of 26 European countries that are appendix of the study. We conclude that comprehensive written mineral policy that incorporates essential elements is crucial in order to achieve secure minerals supply.

During 1996 and 1997, Oregon experienced flooding on a scale not seen in many years. Some gravel pits located near rivers experienced erosion. In several cases, breaches occurred between the gravel pit and the river. Initial evaluation of several sites that experienced these breaches showed that impacts to the river system were complex and varied significantly from site to site. The impacts to the adjacent river system may be viewed as positive and negative. Several flood-plain-mining sites in Oregon located in areas of historic river flow reverted to active riverbeds. In many cases, state and federal fisheries biologists and university researchers saw the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries —Mined Land Reclamation Program (DOGAMI-MLR) is studying the effects to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound flood-plain decisions regarding mining.

In recent years there has been an Increasing Interest In the application of automatic control theory to mineral processing systems, and numerous applications of mineral process control have appeared in the literature. A general approach to the synthesis of mineral process control systems is presented. The first phase of the control system design consists of specifying the control objectives, process variables and their interactions; these topics will be discussed with specific reference to mineral processing. The second phase Is con¬cerned with selection of control strategies algorithms, instrumenta¬tion, and other components of the control system and is discussed at length. These concepts are then illustrated by a flotation control case study.

Many of the gravel deposits in Mississippi which range in age from Mississippian to Recent are being exhausted. Particularly in southern Mississippi the supplies will become very short in the near future and some use of sand will have to suffice. All methods of exploration for sand and gravel are presently being used in the State and this will be of some assistance in finding other deposits. A good supply of material for expanded clay aggregates is present in the State and will be sufficient to supply the needs of this segment of the construction industry for years to come. Crushed stone has been a minor contributor in years past and will probably become no more important in the future.

Shovels, trucks and repair bays for the trucks each play their role in the capacity of an open pit operation. It is therefore convenient to have a procedure for the capacity calculation which takes all 3 factors into consideration in a comprehensive manner. This can be done by means of a cycle model, earlier developed for the shovel-dumper circuits, when the repair facility with its number of repair bays is added as a superimposed service system, which the trucks visit at certain specified intervals. The calculation model transforms the mechanical availability of the trucks into their operational availability. The system's capacity in truckloads per shift and the trucks' operational availability of certain combinations of shovels, trucks and repair bays are shown.

The mining industry finds itself in the middle, between the need to increase production of our energy resources and the necessity of minimizing the environmental impact. Using the recent past as a guide, the mine planning engineer's function will continue to increase as further coal quality constraints are made upon the production staff. The engineer will need to make use of all available tools in order to provide timely answers to the complex "what if" questions that arise. This need to consider many alternatives is bringing about a rapidly increasing acceptance and utilization of the computer. In the areas of data handling, mineralization modeling, and production simulation, the computer is an effective tool for the mine planning engineer. Described herein is a coal data storage and analysis system developed to provide timely answers to the "what if" questions for an operating strip coal mine in Montana. The characteristics of a computerized coal data base and coal quality planning system are outlined in this chapter. The system has been developed for use at a particular coal mine; however, it has applicability to coal mines in general. Fig. 1 is a flow chart showing the functional relationships of the system. There are three main file types: the drill-hole data base, the boundary file, and the zone file. The purposes for which each file is organized are illustrated on the flow chart.

In 1994 Newmont Gold Company commissioned a 2.5 Mt/a refractory gold ore roasting plant near Carlin Nevada. Many unique characteristics of this facility required use of specialized materials of construction in the areas of dry grinding, roasting, gas cleaning, and sulfuric acid production. Process conditions and design criteria that necessitated the use of special materials include; siliceous and abrasive ore, low roasting temperatures, gas streams with high concentrations of oxygen and sulfur, and stringent environmental regulations. Materials selected for use were ceramics, corrosion resistant steels, high temperature steels, and high temperature polymers, lead, polypropylene and low flammability PVC.

Selective flotation and adsorption behavior of zircon and rutile under hot soap conditions have been examined. Conditioning temperature, pH and washing steps were shown to control the flotation selectivity. The adsorption of the sodium soap of oleic acid at zircon- water and rutile-water interfaces was investigated through micro- electrophoresis and adsorption density measurements. The soap adsorption on the zircon surface increased markedly with increasing temperature due to a strong chemisorption/surface reaction, and was almost independent of pH. In contrast, the soap adsorption on rutile decreased at high pH values. A simple physisorption plus hydrophobic interaction appeared to be the principal mechanism for the soap adsorption on rutile at moderate temperatures (below ~70(C), beyond which it may change to chemisorption through an activation process. Water wash, particularly under acidic conditions (pH 2-3), of the rutile particles treated with soap, will lead to a desorption of the soap from the rutile surface by forming an acid salt precipitate.

In processing coal, the low concentrate value requires high capacity production and sharp classification/separation techniques to reduce specific production costs. The allflux separator meets these criteria with a unique two-stage design. Through a combination of rising current and fluidized bed technologies, the allflux has extended the state of the art by expanding the particle size range that can be efficiently processed. Using concepts that have proven successful in processing concrete sands, small-scale industrial testing with coal feed stocks looks very promising. Attractive applications for the allflux are projected in fine coal recovery from old settling ponds or as a retrofit in existing fines circuits.

INTRODUCTION The components of the radiological hazard in uranium mines are: 1. exposure to radon and its short-lived daughters 2. exposure to long-lived ore dust 3. external irradiation With usual ventilation rates, the dosimetry relative to the first component only requires to know each miner&apos;s exposure to a potential energy of short-lived radon daughters, (EXP[a]). Presently in France, (EXP [a]) is determined monthly from radon concentration measurements. This is an indirect method based on ambient monitoring. After technical improvements achieved during the last years it is now possible to measure (EXP [a] directly with an individual portable monitor developed by the CEA. The purpose of this study is to analyze and compare monitoring results obtained by these methods. DETERMINATION OF INDIVIDUAL MONTHLY EXPOSURES TO[ a] POTENTIAL ENERGY OF SHORT-LIVED RADON DAUGHTERS [(EXP a) amb, by ambient monitoring] In this case, it is necessary to know individual monthly exposures to radon, (EXP Rn). As mentioned by Pradel, J.,et al., 1976, (EXP Rn) is estimated for each worker from informations both on radon concentrations (CRn) measured as described by Pradel, J., 1962 and times (t) elapsed in the various workplaces. (EXP Rn) is obtained by summing up the elementary radon exposures CRn x t relative to all the workplaces where the miner was successively engaged during the month. (EXP Rn) values are then corrected by an average equilibrium factor of 0.17 deduced from many measurements and taken as representative for all the French mines. Finally: [ ] (EXP [a])ind are obtained directly with an individual portable instrument described by Chapuis, A.M., et al., 1972. Samples of the air breathed by the miners are pumped continuously and radioactive aerosols containing the short-lived radon daughters are trapped on a filter. The principle of the measurement lies on track-etch detection of the a particles emitted by the deposited material. The technical aspects have been described by Duport, P., et al., 1980a, Mouden, A., et al., 1980 and Chapuis, A.M., 1980. As mentioned by Duport, P., et al., 1980, fiability is good. Indications on measurement reproducibility are given by Pradel, J., et al., 1977. PRESENTATION OF THE STUDY The underground miner population of a French mine was followed during a period of 8 months (October 1978 - May 1979). Monthly exposure values for each miner determined either by ambient or individual monitoring, (EXP [a])amb or (EXP[ a])ind, had been previously collected by Le Gac, J., 1980, who had also defined miner categories according to the characteristics of the work performed. Four groups are considered here, the "whole mine" and three categories as described in table 1. Data on the individual monthly exposures,(EXP [a])ind and (EXP [a])amb, were taken again to analyze the individual cumulative exposures instead of the "month by month" values. The influence of the mean habits of each individual on its surveillance results is thus taken into account. Each miner has a cumulative exposure as an individual of the "whole mine" and as an individual of each category in which he has worked. The results obtained by ambient or individual monitoring were analyzed (characteristics and adjustements of the distributions) and then compared (description of the discrepancies observed). Obviously, such a study is possible only if all the exposures are cumulated on a same duration. As miners have not worked during the same number of months in the course of the data collecting period, one must considerer the individual average monthly exposures, [(EXP a)]amb and[ (EXP a)]ind, instead of the individual cumulative exposures, which is typically the same thing. To be sure that the exposure values of a given group (A, B, C or D) are representative, only those miners really present for at least 3 months in this group were taken into account. Finally, each individual of the "whole mine" and of the various work categories has a pair of average monthly exposure values : [(EXP a)amb] determined by ambient monitoring and[ (EXP a)ind] deduced from the track-etch recording of the individual portable monitor. Mr. Chairman, Fellow Keynoters, Ladies, and Gentlemen: It is purposed to consider the theme of this meeting, "The 1970&apos;s - Pivotal Decade for the Mineral Industries," from the particular -- some would say peculiar -- point of view of one engaged in mineral engineering education, and this coign of vantage prompts the textbookish subtitle, "Problems and Solutions (?) in Undergraduate Mineral Engineering Education." Three interrelated problems, or problem areas, will be presented and discussed, and where solutions seem to be emerging or seem worthy to be suggested, they will be identified. The three problems are: 1. The goals, and therefore the course requirements, of the undergraduate curricula are in question, 2. The unit costs of undergraduate education appear excessive to those who bear the charges, and 3. The social ambience of the day affects for the worse the work attitudes and the career motivation of both prospective and in-course students. The Need. - Any discussion of these problems must bottom upon recognized national needs for minerals and a technologically sound minerals industry staffed by competent engineers, particularly at the exploration, development, and production levels, Fortunately, these needs have been recognized and to some extent quantified, and they are even now under further intensive study by some of the most competent members of our society and profession. The latter reference is, of course, to the current work of the National Commission on Materials Policy (U.S.A.) under the executive directorship of Dr. James Boyd. INTRODUCTION This paper describes one of several research projects funded by the Advanced Research Projects Agency to extend the technology of rapid underground excavation. This study and field research effort are to investigate alternative means to determine rock and geological conditions in advance of a tunnel boring machine (TBM). Approximately 1 year of a planned 3-year program has resulted in the definition of three candidate drill systems. Hardware has been assembled to field test these candidates and testing has begun. The 3-year objective is to develop a single optimum prototype drill and test it in an active TBM operation. Use has been made of several theoretical models to predict radiation levels in underground uranium mines. The models used are the Evans model, the Thomas-Epps mine model, the isolated mine model, the mine tunnel with no air flow and the mine tunnel with air flow (Beckman and Holub). Calculations based on the above models have been extended to include thoron gas and its progeny, a common occurrence in some Canadian uranium mines. Theoretical predictions include radon and thoron progenies WLs and concentrations, and some ratios of great practical interest. The main differences between the models are pointed out and comparison is made with experimental data gathered during the last three years in several Canadian underground uranium mines.

The major role of financial institutions in the free world in the development of mineral resources is to provide the necessary capital in the form of loans to underwrite the development of these resources by the industry on a stable and continuous basis. This capital provided by the depositors to the bank must be invested in sound projects where the degree of risk is relatively small, the return on the investment is reasonable and the time to retire the loan is of short duration. Money is, therefore, one of the important ingredients along with technology, manpower and an exploitable resource that will provide a sound economic base in this region of development. Canadian banks are similar to banks of other western nations, although each country has some differences in their banking systems. The basic difference between the American and Canadian systems is that the former employs unit banking while the Canadian utilizes the more mobile branch system, which is prohibited or restricted in the United States and some other countries. Canadian banks are the subject of this paper, so, subsequent material will relate to Canadian banks unless indicated otherwise. It will be realized by everyone that the mineral industry is only one area of the economy in which the banks are interested and to cover the subject matter in the time allowed, the topic is restricted to mineral resource development. In Canada this is a vital sector of our economy and before we outline some of the details of financing and services involved in various aspects of mineral development, a review of the Canadian mineral industry is a necessary part of the sequence of presentation. The writer presents this material as a resource engineer advising a major bank in mineral matters, so the presentation may relate more to the financial problems of the developer

Several issues deserve further attention to improve subsidence prediction accuracy. These include: subsidence initiation and development over a setup entry area; subsidence development after face stop; and subsidence over chain pillar. An intensive subsidence monitoring program has been carried out over several longwall panels. A large amount of subsidence data has been collected, analyzed and solution techniques developed. In this paper, some of the measured data. data analysis techniques and the developed prediction methods are presented.

Surface subsidence is a phenomenon mainly associated with longwall mining, although it can also occur if the coal pillar left to protect the surface deteriorates with time and results in the collapse of the room and pillar system. A method has been developed that utilizes physical mine models and laser holographic interferometry. This method is capable of measuring displacements as small as 5 micro- inches by means of generating displacement contours on a surface, even that of granular materials. Analysis of subsidence in room and pillar mining using models of various extraction ratios ad overburden depths along with two different types of overburden model material (sand and gelatin) has been made. The sand represented the extreme brittle conditions of geologic material while the gelatin represented visco-elastic behavior of geologic material. This paper deals with the analysis of data which has been gathered up to date, and mainly associated with the use of sand as an overburden model material. The analysis included the effect of variation of geometric parameters on surface subsidence. Among these parameters are: variation in seam depth and thickness, surface and seam inclination, and extraction ratio.

The southwestern United States has an abundance of natural lightweight aggregate (NLA) deposits of volcanic origin that are being used in the construction industry within the region. New Mexico, Arizona, Nevada and California utilize NLA in portland cement concrete and concrete masonry units for weight reduction and related economic reasons. The geological environment of the western United States is amenable to the occurrence of natural lightweight rocks because it contains Tertiary and Quaternary volcanic products that include low-density glass and vesicular material. There are two major classical types of natural lightweight materials of igneous origin; pumice and cinder. These account for the vast majority of volcanic rocks that are presently utilized as NLA. Pumice is an ejecta product generally found as part of tuffaceous units associated with nearby siliceous volcanic centers. Cinder, also an ejecta product, is associated with mafic volcanics and is most often found as a cinder cone. Both are highly vesicular. A third type of natural lightweight material, though also associated with siliceous volcanics, is less vesicular than pumice. It is best described as being a slightly pumiceous rhyolite or rhyolite-tuff breccia that occurs as a siliceous dome or tuft unit that is most likely to be glassy. Uses of these natural lightweight rocks center on the construction industry where they are utilized in lightweight portland cement concrete and lightweight concrete masonry units. The major reason for usage in portland cement concrete is cost saving effected by weight reduction in high-rise construction. The major usage in concrete masonry units, or "block", is for weight reduction that enables a mason to lay more lock.

Waste disposal underground is the most effective method when viewed from an environmental aspect. As costs of other methods of disposal continue to escalate, the cost effectiveness of underground disposal during the mining cycle becomes increasingly attractive. The use of concrete for sealing abandoned mines has proved to be suspect when associated with a relatively incompetent adjacent strata due to its shrinkage characteristics. Complete failure of the plug has been known to occur in some instances. A more effective, cost competitive seal can be obtained using pneumatically stowed material and incorporating a polyurethane grout, which has greater adhesion characteristics than concrete. Injection of the surrounding strata and of the stowed material helps to ensure an impervious barrier and prevent the plug from moving when subject to high pressure heads. When properly placed, impervious seals cause the old workings to flood, raise the mine pool level, and thus eventually eliminate the potential for oxidation, which is the primary cause of acidity in the water.

The Heartland Corridor Clearance Improvement Project is part of a regional Public-Private initiative to allow double stack container trains a direct route from the Port of Norfolk through Virginia, West Virginia, Eastern Kentucky and into Central Ohio. The project involves clearance improvements to twenty-eight tunnels, twenty-one of which require structural modification. With construction of the first Package of tunnels just underway at press time, this paper summarizes the program implementation from design through the initial stages of construction.
