INTRODUCTION In open-pit mining of high grade ores, operators of mining equipment in a pressurized cab are protected from inhaling radioactive aerosols by the use of filtered air through a pre-impactor and a HEPA (high efficiency particulate air) filter. At present, a limited amount of scientific information is available on the worker exposure to airborne alpha emitters in the mining of high-grade ores. (Miller, 1977, Nielson, et al, 1979). Factors affecting the worker exposure to alpha radiation are: the grade of uranium containing ores, the environmental conditions inside the mine pit, the protection factor of the cab filter system, the workers' attitude towards the hazards of radioactivity and the adopted contamination control in the cabs. Four series of field samplings were conducted during the fall of 1980 and the summer of 1981 at a mining site in northern Saskatchewan to investigate the extent of protection an equipment operator has against cab internal exposure to airborne alpha emitters with short and long half-life radionuclides. The variation in the breathing zone concentrationnof aerosols as a result of resuspension is discussed, however no attempt was made to isolate and investigate the factors and the associated parameters of the aerosol resuspension phenomenon. AEROSOL RESUSPENSION IN A CAB Mechanisms of Resuspension [Sources]: The presence of radioactive aerosols inside a cab and in the breathing zone of an operator may be due to initial concentration inside [(CO)], concentration in the filtered (HEPA) air (CC, at the flow rate [QC]), the concentration of the aerosol through resuspension ([CR]), the aerosol concentration in the air outside the cab ([CE]) and the concentration of the aerosol in the leaking air [(CL)], at the flow rate of [(QL)]. [Volumetric Equilibrium]: Assuming a uniform concentration of the aerosol in the cab, the aerosol concentration in the breathing zone[ (CBZ)] may be expressed as, [CBZ+CO+CC+CR-CL] If [QC] remains greater than [QL], there is pressurization in the cab. There is particle loss as a result of the leaking air from the tight cab, however the condition of adequate pressurization ensures that [CL ~ CC]. Also for dust particles filtered through HEPA [CC – 0] thus [CBZ + CO + CR] For the radioactive gases, [CBZ - CO + CC] Over long periods,[ CBZ – CE] but if [CBZ] exceeds the value of CE then the aerosol build-up in the cab has, occurred. [Resuspension]: Turbulent bursts are generated within the core region of a cab confinement, such that the down sweeps and the up sweeps of the air bursts cause resuspension of dust from the surfaces. Particles initiate resuspension by four major modes: namely, sliding, rocking, rolling, bouncing or sudden ejection or by combinations of these. Nevertheless the adhesion force between the particles and the surface must be overcome by ejection forces before ejection takes place (Kline et al, 1967, Corino and Bradkey 1969, Kim et al 1971). The phenomenon of particle resuspension from a surface may be expressed in a generalized form as: CR =f (Uz . R . D . H) where CR = Rate of particle resuspension UZ = Surface shear velocity R = Surface roughness parameter D = Aerodynamic diameter of particle H = Frequency of surface airburst A detailed discussion of the individual parameters was attempted for the case of farm tractor cabs by Atiemo (1981), such a treatment is out of the scope of this study. Only the effects of the properties of surface roughness will be discussed. Effect of Surface Properties The roughness of the surface from which dust particles are ejected plays a significant role in the deposition and resuspension of the dust. The roughness or the amount of protrusions greatly influence the intensity of air turbulence in the immediate vicinity of the surface (Schmel 1976). For most roughened surfaces therefore, larger particles may be dislodged in greater quantities than smaller particles. The deposition and the resuspension of dust particles from different surface materials of glass, cloth, metal and rubber have been studied in a wind tunnel (Atiemo, 1981). Field Conditions Mining equipments used are: a backhoe, a bulldozer with ripper attachment and two dumptrucks for high-grade ore operations; a payloader and two dumptrucks for waste handling; and a jumbo drill which drills dynamite holes for ore blasting. A reliable estimate of radon emissions to the environment from underground uranium mines was obtained through measurements of radon in ventilation air at 24 mines and from estimates of radon release from other mine sources. The total production of U308 from the mines sampled represents about 63% of the total U.S. production from underground mines (1978 statistics). Wide variation in the radon emission rate per unit of production was found from mine to mine. Using the total radon emitted and U308 produced by all mines sampled, an average of 26.7 Ci of radon was emitted per ton of U309 produced. The investigation includes a brief study of the sources of variation of the emission rates. A statistically significant relationship was found between the measured radon release rate and the cumulative ore production at several mines.

The use of solid state track deters allows totally passive, integrating measurements of 222Rn (radon) or of 220Rn (thoron) plus radon. A track-detecting solid is placed in a holder that is closed by a selective membrane and exposed to the atmosphere of interest to produce an accurately time-averaged record over times of interest that range typically from a week to a year. By selection of the proper membranes, dosimetry can be done for radon or for the sum of radon and thoron. A different membrane is appropriate for measuring radon under humid conditions such as are found in the ground. Large numbers of measurements have been made with these systems both in the ground, where radon levels are high, and in indoor environments, where levels are orders of magnitude less. Calibrations have been carried out at both high and low concentrations of radon. New results in the air at the site of the Shirley Basin mine and mill give reproducible results with month-long integrating periods. The off-site background levels are in the range 0.7 to 1.0 pCi/l (26-37 Bq/m3). The average yearlong on-site level is 1.5 pCi/l (56 Bq/m3); at the mill it is 2.6 pCi/l (96 Bq/m3); and the level measured at the backhoe in the open pit mine is 3.9 pCi/l (144 Bq/m3). The region of significantly elevated radon levels is confined to a radius of 1.6 km of the mine and mill. All of the on-site radon concentrations are less than but comparable to the typical values found in the living areas of modern energy-efficient homes.

The Silver City mining region is located in Grant County, southwestern New Mexico (Fig. 1). This area is well known, having produced large tonnages of base and lesser amounts of precious metals over the past several years. Mining within the region continues today, as well as exploration activity, which seems to have been on the increase since the recent discovery of a large skarn-associated Zn-Pb-Cu replacement deposit near Pinos Altos, a mineral district within the region (McKnight and Fellows, 1978). Because the Silver City area contains a number of mineral districts and retains promise for additional deposits, as suggested by widespread hydrothermal alteration and favorable igneous rocks, it was selected as the focus of two independent geochemical studies, both seeking to enhance anomaly-to- background contrast in order to improve our abilities to detect blind metal deposits or subtle manifestations of near-surface occurrences. The first of these independent studies involved the systematic sampling of those secondary Fe-Mn oxides that occur within coatings, selvages, and fault fillings, and then the selective extraction of these oxides from the host-rock matrix by chemical methods. The second study sought to isolate clastic Fe-Mn-rich materials from the heavy fraction of stream alluvium. The ultimate source of the clastic Fe-Mn oxides is presumed to be the same coatings, selvages, and fault fillings sought by the direct sampling of joints, but has been transported as a result of lateral erosional processes.

INTRODUCTION How accurate are past and present employee radondaughter exposure records of underground uranium miners employed in the United States? This often-debated question is essential for future substantiation of safe exposure limits. An apparent discrepancy between company-reported exposures and Mining Enforcement and Safety Administration (MESA) projected exposures was detected in 1977. For these reasons a need for an updated comparison of these exposure data was indicated. This paper gives some of the conclusions of the earlier study and compares more recent exposure records compiled by the Atomic Industrial Forum, Inc., with projected exposures based on sampling by Federal mine inspectors. EARLIER STUDY In its 1977 Annual Report (U.S. Department of the Interior, 1978), MSHA's predecessor, the Mining Enforcement and Safety Administration (MESA), reported that there was "an apparent discrepancy between Federal inspection results and company records." Both company records and MESA's projections from samples taken during routine Federal inspections indicated reductions in the average exposure of underground uranium miners from 1975 to 1977, but the MESA projections were over 4 times higher than the company-reported averages. This apparent discrepancy however, was based on a comparison of exposure data reported for all U.S. underground uranium miners. This projection more closely represented the average exposure of U.S. underground uranium mine production workers who worked 1,500 hours or more during the year. Exposures of such workers are reported each year by the Atomic Industrial Forum, Inc. (AIF) in summaries of exposure data reported to the AIF by uranium mining companies throughout the United States. (The AIF exposure summary for 1979 appears as tables A-1 and A-2 in the appendix of this paper.) Assuming that the average exposure for each exposure range category is the midpoint of each exposure range category, table 1 compares the estimated average exposures for U.S. underground uranium mine production workers who worked underground 1,500 hours or more each year in 1975 through 1977 with the exposures projected by MESA for those years. Reported- Projected Year (WLM) (WLM) 1975 1.59 5.68 1976 1.84 4.64 1977 1.68 4.08 1 Atomic Industrial Forum, 1976, 1977, 1978. 2 U.S. Dept. of the Interior, 1978.] Table 1 indicates that, even after adjustment to ensure better comparability an apparent discrepancy between Federal inspection results and company reported exposures for 1975-1977 exists; however, the apparent discrepancy diminished over the 3 years. Slade, 1977, explained some of the discrepancy between company records and MESA projections of miners' average radon-daughter exposures as follows: 1) Concentrations of radon daughters in some work areas can vary greatly during any one day. A variation from 0.3 WL to 17.0 WL has been measured in the same stope on the same day. 2) Seemingly simple abatement problems indicated by the regular Federal and State inspections were solved simply by manipulating the mine ventilation. 3) The methods used by mine operators to compute cumulative exposures were such that high radiation readings were seldom or never reflected in the records. For example, a work area sampled on Monday indicated a radon-daughter level equal to 0.2 WL and this was recorded. It was sampled again on Wednesday of the following week and the level was 2.2 WL. The miners were withdrawn or told to fix the ventilation, and when this was accomplished the area was sampled and found to be at 0.2 WL again. Although the miners could have been working in the higher concentration up to 6 days, this reading might never be reflected in their records. If it was recorded, only a fraction of the day on which it was discovered would be entered into the cumulative exposure calculation (time-weighted average). 4) Some of the mines visited used a mine average radiation concentration, and every employee working underground was given the same exposure per unit of time spent underground. As a result of the 1977 study, more stringent sampling and recordkeeping standards were proposed and public hearings held in 1977. The resulting new and revised health standards on radon-daughter sampling and exposure recordkeeping became effective August 30, 1979 (Mine Safety and Health Administration, 1979). Prior to these new regulations, radondaughter sampling requirements were on an "as often as necessary" basis (Code of Federal Regulations, 1978). The new regulations required practically all active work areas in underground mines to be sampled at least once every 2 weeks, with many areas requiring weekly sampling. In order to better understand the relation- ship of underground and surface oil shale processing systems, a block flow chart is presented in Fig. I. From this figure only modified in-situ and Room and Pillar underground mining are currently committed and into the Detailed Design and Construction phases. Figure II illustrates the times required (Federal land site) to bring oil shale operation into production. As this example shows, only those companies having progressed beyond the exploration stage have a chance to obtain oil shale production within the next 10 years. A more detailed breakdown of the oil shale development for those on private lands or having already obtained Federal lease lands is shown in Fig. III for shale oil development (without major regulatory changes).

Groundwater freezing was used to stabilise 8m thick beds of saturated and weakly cemented sands at a depth of 170m, during driving of twin 1 in 4,5.2m o.d. circular drifts from the surface to the Coal Measures through 600m of Permo-Triassic strata. Instrumentation was installed during erection of the lining in frozen and unfrozen ground to measure ground and groundwater pressures on the lining and ground temperatures up to lm into the frozen ground. Observations showed that following thawing, effective lining stresses in the frozen zone were low, indicating minimum strata disturbance during freezing and subsequent machine excavation. Groundwater pressures were lower than expected.

Previous production at Spektakel was undertaken during the periods 1854 - 1888 and 1892 - 1901. During this period a total of 41,7 kt of ore grading 32% Cu was hand-sorted from 270 kt to 360 kt of ore mined. Initial open-pit mining was followed by underground mining, access being by means of an inclined shaft to the 85 fathom level. During the period 1946 - 1952 cement copper equivalent to 5,452 kt of blister was produced by leaching of oxidized ore. The Spektakel ore-body branches and coalesces both in plan and in cross-section which accounts for its remarkably complex configuration. Constituent rock-types are andesenite and various varieties of biotite diorite and of ?norite? (biotite-hypersthene diorite). Closely related spatially, and possibly genetically, but predating the above-mentioned basic rocks are bodies of biotite-bearing monzoritic rocks, locally termed shonkinita.

OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. This possibility, however, is totally unrealistic because the Mill Tailings Act requires that stabilized tailings be transferred to

Massey Coal Company's Western Division, headed by Vice President, Gregory H. Hoyl. I also have a very close friend and fraternity brother who works and lives in Denver so I could talk on and on about this area and our western coal properties, but it's Massey's coal terminal business I'm to focus in on today, and that's a horse of a different color. INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. Many factors -- political, environmental and technological -- will determine the extent to which the United States realizes the potential of its vast coal resources. Not the least of these factors is technogical development including mining, processing and transportation. With regard to processing technology, about 50% of the 800x106 tons of coal mined annually in the U.S. is processed in preparation plants. The purpose of the physical separations accomplished in these preparation plants is to remove ash (present as clays and other oxide minerals) and sulfur 'present mostly as pyrite). Coal flotation circuits for such separations are becoming more important in the processing of minus 28 mesh coal. (1,2,3) For example in the U.S. in 1960, 31 flotation plants processed 26,500 tpd; whereas in 1980, there were 80 flotation plants which processed 78,300 tpd. This corresponds to an annual growth in flotation plant capacity of 10 per year during the past two decades. Coal flotation is based on the natural or induced hydrophobicity of coal particles which are separated from hydrophilic ash and sulfur constituents by attachment to air bubbles. The coal particle/air bubble aggregates are collected in a froth phase which is created by the addition of a suitable frother such as MISC. Without exception, such separations are made in a conventional flotation cell, which, in essence, is a stirred tank reactor with a shrouded rotor to shear the air as it passes through a hollow shaft. The dispersed air bubbles (4.0 mm diameter) are stabilized by addition of the frother. Collision of the air bubbles with, and/or precipitation of the air bubbles on, the coal particles results in the formation of coal particle/air bubble aggregates which rise in the gravitational field and are collected in the froth phase developed at the top of the flotation cell. Restraints on successful separation by this conventional flotation technique are particle size and retention time. Generally it is found that effective flotation is only achieved for particle sizes between 10 and 1000 microns. Further, with respect to retention time, it is found that a nominal retention time of at least 2 minutes is required for successful separations. These facts limit the effectiveness of conventional coal flotation. Coal fines may be lost in the reject stream and disposal is frequently a problem. The retention time required for conventional flotation results in large floor space demands which limit the capacity of the plant.

INTRODUCTION The development during 1979 of a relatively small, but high grade (10,000 tonnes uranium at an average grade of 2 per cent), uranium ore body at Nabarlek in the Northern Territory, Australia offered an excellent opportunity to obtain detailed radiation data for an open cut mine operating during the dry season. The ore body (Queensland Mines Limited-1979), which was completely extracted in a period of four and a half months, consisted of a vein type deposit dipping at 30 to 45 degrees and contained a central core of pitchblende in massive and irregular pods, surrounded by lower grade fine grained disseminated pitchblende. Mineralisation extended from the surface to a depth of 72 metres over a length of 230 metres with an average but variable thickness of 1D metres. Ore near the surface had been heavily weathered and complex secondary minerals were formed which had dispersed from the main vein. Mining was carried out with large earth moving equipment. Overburden and weathered surface ore were removed initially with scrapers. At greater depths bulldozers were used to rip and assemble ore and rock at each level, and these were removed by large trucks to the ore and waste rock stockpiles. Where necessary, blasting took place during shift changes each evening. Mining was essentially continuous with two ten hour alternating shifts working for thirteen days out of fourteen. At the completion of mining a relatively small excavation (335m x 185m x 70m) remained, and this will serve as a tailings repository during the milling phase. FIELD MEASUREMENTS The inhalation of radon daughters, arising from the radioactive decay of radon gas is well established (Archer et. al. 1973) as a potential hazard in the uranium mining industry. Control over radon and its daughters to ensure that recommended exposure limits are not exceeded is achieved by providing adequate ventilation, and under normal circumstances natural ventilation from an open pit should be sufficient. However, during the dry season it is not uncommon for stable atmospheric conditions, with little horizontal air movement, to develop - particularly at night - and significant radon daughter concentrations may accumulate. Throughout the entire mining period measurements were therefore made of radon and radon daughter levels at representative locations within the pit and on the ore stockpile as it developed. Initially these measurements were carried out manually, using the Rolle method for radon daughters, (Rolle 1972) and .scintillation cells (Lucas 1964) or a two filter tube for the determination of radon (Thomas 1970). For the latter half of the period however, a continuous recording instrument, developed within the Laboratory was used to provide a detailed record of radon daughter levels within the pit. At the same time, continuous readings of wind speed and direction, and vertical temperature gradient between 10 and 3D metres were recorded on a 30 metre meteorological tower, situated 800 metres from the pit. Radon Emanation Rates It is evident that radon and radon daughter concentrations depend on the grade, or more particularly, on the surface radon emanation rate of the ore which is exposed. Accordingly, as the mine progressed, detailed measurements were made of both of these quantities. The surface emanation rate of radon was determined for each ore bench as it was exposed by placing an extended array of canisters, filled with freshly degassed activated charcoal, face down on the ore for a known time. These canisters, which had previously been calibrated in the Laboratory, adsorb radon with high efficiency, and the total radon adsorbed is measured after retrieval by detecting the gamma rays from the trapped radon daughters (Countess 1977). At the same time, as each canister was placed in position, a measurement of the local ore grade was made for each location. This was achieved with a calibrated sodium iodide scintillation detector, adjusted to detect the 609 keV gamma ray from the isotope 2148i, a decay product of radium. Finally, measurements were made of the radiation field 1 metre above the surface, with a gamma ray survey meter, which was calibrated in the Laboratory. The relationship between the scintillator count rate and ore grade was determined by comparing the scintillator output with the gamma monitor, and relating the latter measurements to ore grade (Thomson and Wilson 1980). It was observed that while emanation rates and ore grades varied widely, the ratio of emanation rate to ore grade was in general fairly stable. A plot of this ratio is presented as a function of depth below the original surface in Figure 1. For most observations the ratio is constant at a value of 80 Bq m-2 s -1 per unit ore grade, where ore grade is expressed as percentage of U308. At the surface however, where the ore was weathered, the ratio was about a factor of three higher, and at two particular depths, where high grade pitchblende was being removed, it was very much lower. This was not unexpected as earlier Laboratory studies of drill core samples from Nabarlek had indicated that the emanation coefficient (the fraction of radon produced within the ore which escapes from the mineral particles) decreases with increasing ore grade.

Tround International Inc. is developing rock excavation and drilling devices which utilize a simple patented mechanism for firing frangible projectiles. This system launches a salvo of three projectiles with every shot in automatic sequence. Studies conducted by Physics International Inc. have demonstrated that firing projectiles into hard rock such as granite creates fragmentation which is much faster and cheaper than conventional drilling and blasting. The Tround salvo approach enhances this further by a controlled stresswave interaction created by a slight time difference during impact of the individual projectiles. The University of Maryland is conducting additional studies to optimize these parameters.

INTRODUCTION The Southern California Rapid Transit District has commenced Preliminary Engineering for an 18 mile Metro Rail Project. This initial line will consist of approximate 36 miles of single track tunnel and 16 subsurface stations. The estimated cost of $1.2 Billion in 1978 dollars, places it in the category of a major public works project. During the planning phase of this project, particular attention was paid to the National Academy of Science Reports, "Better Contracting for Underground Construction" (1974), "Better Management of Major Underground Construction Projects" (1978), and "Management of Urban Construction Programs" (1980). The improved transportation service that this project will furnish the Los Angeles Metropolitan Area will result in significant benefits that will add immensely to the economic well being of the community-which is one of Webster's definitions of improved productivity. RAPID TRANSIT PROJECT BACKGROUND Rapid Transit studies have been going c in the. Las Angeles area since 1925. In 1969 and 1974, sales tax ballot issues were not adopted by the electorate of the county mainly because the pre-ponderous of County voters are outside the City of Los Angeles.

Carbonaceous gold ores containing gold dispersed in sulfides are refractory to cyanidation because: ( 1) the carbonaceous materials adsorb gold during cyanidation; (2) a portion of the gold is so finely dispersed in the sulfide mineral lattice as to preclude contact with cyanide solution; and (3) a portion of the gold is chemically combined with carbonaceous material. Techniques which have been used to treat these ores are: (1) roasting or chemical oxidation to decompose sulfides and carbonaceous materials; (2) flotation to reject carbon; (3) the use of kerosene or other reagents to passivate the adsorptive carbon compounds; (4) carbon or resin in pulp; (5) flotation of a bulk concentrate which is treated by one of the above methods; and (6) the use of chelating agents which have a stronger affinity for gold than the activated carbon in the ore.

A portion of the Massachusetts Bay Transportation Authority's Red Line Extension through Somerville, Massachusetts consists of 1,553cm (5,092 LF) of hard rock tunneling 6.7m (22 ft.) diameter horeshoe, 148m (485 LF) of mixed face tunneling, 7.2m (23 ft.) diameter circular, beneath an active railroad in a heavily commercialized business district. This paper will deal with the excavation of the mixed face area without the use of a shield. It will address the special excavation and support problems encountered during tunneling operations using the floating crown bar and modified spiling methods. Topics covered will include excavation and support methods, cement grouting, compaction grouting, and instrumentation. PROJECT DESCRIPTION The Davis Square to Porter Square Tunnels and Shafts Somerville/ Cambridge, Massachusetts is part of the Massachusetts Bay Transportation Authority's (MBTA) 5.1km (17,000 ft.) Red Line Extension. This extension runs from Harvard Square, Cambridge, to Alewife Brook Parkway, Cambridge through Somerville. This portion (MBTA Contract #091-106) required the excavation and concreting of 1,701m (5,580 LF) of single track twin tunnels consisting of 1,553m (5,092 LF) of conventional hard rock tunneling under 56 residential properties and 148m (485 LF) of mixed face tunneling beneath an active railroad in a heavily commercialized business district. The mined diameter of the mixed face tunnel is 7.16m (23.5 ft.) Access to the tunnel was via the Summer Street vent shaft, and the two Grove Street access shafts where all tunnel excavated materials were removed.

The "Service de Protection Technique"of the "Institut de Protection et de Sûreté Nucléaire" was asked by the Commission of European Communities to conduct measurement campaigns which would make it possible to evaluate, on an experimental basis, the collective risk to miners exposed to radon in underground, non-uranium mines located in countries within the European Community. 1. METHODOLOGY USED TO CONDUCT THE CAMPAIGNS This campaign is original in that direct measurements of the individual monthly exposure to potential [a]-energy from short-lived radon daughters are made using personal [a]-dosimeters described previously (1). We call this type of dosimetry "personal dosimetry". The workers who wear the personal [a]-dosimeters were selected taking into account the various categories of workers and their work assignments in the various areas of the mine. Another way of finding out the occupational exposure of these miners consists in making numerous measurements of the radon concentration at the various work places, taking into account the time spent at each place by each worker. This procedure is too complex for an evaluation of the collective risk as requested by the Commission of European Communities and was therefore rejected. Additional data was gathered during these measurements campaigns using the following techniques (table 1).
