The influence of selective chemical dispersants on the hydrocycloning of a copper ore slurry is illustrated. In the % solids and slurry feed rate ranges associated with industrial practice, desirable changes in both d50 and Sharpness Index values of classification were measured with the use of chemical as compared to tests with no chemical usage.

INTRODUCTION Standards limiting the annual exposure of United States uranium miners to radon daughters were established in 1967 at 12 Working-Level-Months (WLM). The standard was reduced by a factor of three, to 4 WLM, in 1971. Currently, the standard is again being examined to determine if it should be changed. Since 1967, Union Carbide has calculated individual monthly exposures in company and contract-operated mines located on the Colorado Plateau. Although it has been possible, by extensive ventilation control measures and accurate routine sampling, to meet the current exposure standard, there are many miners whose exposures closely approach the 4 WLM standard for any given year. However, it was noted that for miners who work for any extended period of years the [average] exposure was much less than the standard. The primary purpose of this paper is to show that, in effect, any annual exposure standard to radon daughters results in a long-term exposure considerably below that standard. Further, most miners, due to their job assignments and/or employment habits, only receive a small fraction of the standard. HISTORY OF EXPOSURE STANDARDS Prior to 1967, radiation protection in uranium mines was fundamentally based on a radon daughter concentration guide. In 1960, the American Standards Association published mine and mill radiation protection standards (ASA-1960). The Colorado Department of Mines, in 1961, adoped a standard which followed the ASA Standard and provided that if concentrations exceeded 10 Working Levels (WL), the area was to be shut down until corrective action was taken; if between 3 and 10 WL, corrective action was to be initiated; between 1 and 3, additional samples were to be taken and individual exposures evaluated; and if below 1 WL, conditions were considered to be controlled. In 1967, the U.S. Department of Labor issued the first exposure standard which called originally for limiting annual exposures to 3.6 WLM but which was later changed to 12 WLM. The complicated regulatory developments leading to this standard have been described elsewhere (Beverly-1969, Rock & Walker-1970). Effective July 1, 1971, this exposure standard was lowered to 4 WLM per year, which is the current standard. Over the past year, there has been speculation about the potential risk to uranium miners working at the present standard. A recent NIOSH Study Group Report (NIOSH-1980) concluded: "There is also strong evidence that a substantial risk extends to and below 120 WLM of exposure." The 120 WLM corresponds to a miner working in uranium mines for 30 years, a rare occurrence, at an exposure rate of 4 WLM per year, an even rarer occurrence. On the other hand, the General Accounting Office, in a recent Report to the Congress (GAO-1981), was very critical of reports by NIOSH on general low-level radiation risks. The GAO recognized that”...important questions remain unanswered about the cancer risks of low-level ionizing radiation exposure;" and recommended that Congress enact legislation giving statutory authority to an interagency committee to coordinate Federal research on health effects of ionizing radiation exposure. The International Commission on Radiation Protection at its March, 1980 meeting recommended limiting the inhalation of radon daughters to 0.02 J per year, equivalent to 0.4 WL, which on an annual basis would be 4.8 WLM and noted it is common to reduce this figure by 20% for allowance in the case of uranium miners for external and/or dust exposure(Sowby-1980). This is essentially equal to the present standard of 4 WLM. As earlier uranium miner exposure studies are reevaluated, and as new studies are conducted, it is important that the relationship between regulatory standards and the resulting actual exposures be recognized. UNION CARBIDE URANIUM MINING EXPERIENCE Union Carbide started mining Colorado Plateau uranium-vanadium ores in the late 1920s for the contained vanadium values. In the early 1950s, the Atomic Energy Commission contracted Union Carbide to produce uranium at mills located in Uravan and Rifle, Colorado. The company now has over fifty years of mining experience in the area. Some mines are operated as company mines and others are operated by private mining companies under a contractual arrangement. Ventilation, sampling, and exposure calculations are carried out the same in contract mines as in company-operated mines. Data presented in this report do not differentiate between company or contract employees and include all employees who worked underground any portion of a year in Union Carbide mines from 1967 through 1980. At the peak of uranium mining activities in 1970, there were 577 miners employed at year end (285 company employees and 292 contract) and 52 mines in operation (8 company-operated and 44 contract mines). Contract mines varied from two-man operations up to 15 employees. Company mines were generally the larger operations and employed from 20 to 100 miners.

For years, safety management has been a result of mockery, charlatanism and snake oil presentations dedicated to giving a quick dog and pony show. The result has been an unacceptable record of accidents and fatalities.

Martin County Coal Corporation's operations are located on Wolf Creek in Martin County in the eastern part of Kentucky. The mining complex was started in 1971 and has grown to a 2.273 Mt/a steam coal operation. All of the production goes to Duke Power Company's Belews Creek electric generating station in North Carolina. Production comes from four seams that are mined by deep and surface mining methods. Surface mining accounts for 55% of the production and the remainder comes from 2 underground mines. Continuous miners are used exclusively underground. The preparation plant was originally designed to take coal at the rate of 907 Mt/h but that has gradually been increased to 1134 Mt/h. Other cleaning equipment includes Daniels DMS vessels, Model 77 Deister tables, 355.4-mm R. & S. Hydro- cyclones, Krebs 254-m classifying cyclones, Daniels froth cells and in 1980, 3 Krebs 508-mm heavy media cyclones were added to recover some lost and misplaced material. CMI centrifugaldryers and a Hey1 & Patterson size 100 thermal dryer are also part of the coal preparation equipment.

The Department of Thoracic Surgery and Pathology at the Toronto General Hospital have had a long standing interest in the early detection and treatment of carcinoma of the lung. Our initial experience was with a population at risk due to a prolonged period of cigarette smoking. More recently our efforts have turned to industrial exposure, specifically in the nickel and uranium industries. [Initial Screening Project] (1) For a three year period 1963 to 1966 a cytology screening program was carried out through the Out-Patient Department. The study was limited to cigarette smokers over 40 in age. A total of 1586 patients were examined. Of the sputa collected, the classification is seen in Table 1. There were 11 malignant sputa present. Added to this number were 25 patients with symptoms, normal chest X-rays, but malignant cells on cytology, and a further 5 patients in whom an abnormality (eventually proven non-malignant) showed on X-ray, and sputum showed malignancy which was radio logically occult. (Table II). This gave a total of 41 patients with malignant sputum who were evaluated between 1960 and 1966. The clinical course of these patients is seen in Table III. Only 19 of 41 patients had localization and treatment of their tumour during that study period and this low rate of localization attests to the technical difficulties endoscopy in that day presented. The method of localization was as follows: a) 6 patients showed an area of segmental pneumonitis somewhere in this time period b) Using the rigid bronchoscope localized the tumour in 9. This was proven by direct biopsy, and frequently required more than one bronchoscopy over a prolonged time period. c) bronchograms and tomograms showed abnormalities in 5 patients. Of these 19 patients, 5 were treated by radiotherapy because of general condition or refusal of surgery. Three of the irradiated patients died of recurrent cancer within three years. The other two died within one year of unrelated disease. Fourteen patients underwent resection, with one operative mortality. At pathology, the tumours were "in situ" in 6 and invasive in 13. There was no evidence of nodal spread. When last followed up in 1979, there were no cases of recurrent tumour and no cases of second lung primary tumours. Similar experiences have been reported from the Mayo Clinic (2), Johns Hopkins (3) and Memorial Hospitals (4). Early detection of radiologically occult tumours which are in situ or minimally invasive has given uniformly good results. There have been no deaths from recurrent or metastatic cancer in surgically resected patients, and only one second primary tumour has been detected. Interestingly, the Hopkins group reports that 5 patients with Stage I squamous cell tumours refused operation. One refused any treatment and died of disease at 12 months. Three were radiated, and were alive from 14-38 months post-treatment, all with evidence of recurrent disease. [Sudbury Sintering Plant Study](5) From 1948 to 1963 an open travelling-grate sintering process was employed to convert nickel sulfide to nickel oxide at an International Nickel Company operation. The environment in this plant was particularly dusty and filled with fumes. It became apparent by 1969 that the incidence of bronchogenic carcinoma was markedly increased in workers from this plant. A concerted effort was made to track down all workmen with this exposure. During 1973 and 1974, 268 men were studied. Chest radiographs were done and showed no mass lesions. Sputum was collected on three consecutive days and analyzed. There were 12 men with malignant sputum, all of the squamous cell variety. Two refused any investigation, one presenting 31/2 years later with extensive hronchogenic carcinoma, and the other 5 years later with extensive carcinoma of the maxillary sinus. In the remaining ten patients careful rhinolaryngeal examination as well as a detailed bronchoscopy, involving examination, brushings and biopsy of all pulmonary segments was carried out. One patient was found to have laryngeal carcinoma and was treated by radiation. In nine patients, the malignancy was localized to the lung, leading to six lobectomies, two pneumonectomies and one sleeve lobectomy at operation. However, the follow-up in these cases suggests a different biological behaviour with these industrially related tumours. While no tumour has recurred locally, one patient has died of metastatic cancer and two patients have developed second and one patient a third pulmonary primary cancer. However, survival has still been much better than wits radiographically manifest lung cancer. [Technique of Localization] (6) Following a careful rhinolaryngeal examina examined and then the lower respiratory tract is examined. This is all performed under general anaesthesia. As the search for new sources of energy and minerals leads to more remote areas of the country - and the world - the need to plan for adequate housing and community facilities for the construction and operations workforces and their families takes on an importance equal to the mining and processing facilities themselves. A corollary to the need for planning is the increasingly crucial need for development companies to devise effective strategies for dealing with the local communities impacted by these projects. Experience has amply demonstrated the high price to be paid for failure to learn this lesson, a price measured in lost productivity, confrontation with local communities, labor turnover, mental health and other social and eocnomic problems. In Sweetwater, Wyoming, a new industrial activity caused the population to double from 18,000 to 36,000 between 1970 and 1974. During that period industrial productivity fell 25 to 40 percent, cost overruns on the principal new industrial facility exceeded 33 percent, annual employee turnover rates climbed above 100 percent, the local mental health clinic workload increased nine times and complaints to the local law enforcement agency increased 60 percent.

The primary objective of dosimetric modelling for the inhalation of radon daughters is the evaluation of the dose distribution and of the mean dose to sensitive cells or target tissues in the respiratory tract which are assumed to be responsible for the initiation of lung cancer. The results of such dosimetric models are influencing the practice of radiation protection in a twofold manner: Firstly, they enable us to identify appropriate operational quantities for air monitoring and for the surveillance of individual exposures to radon daughters. Secondly, they can be used to derive secondary and operational limits for these radionuclides from the basic dose limits. The dose to target tissues in the lung from inhaled radon daughters depends on various physical and biological parameters: The unattached fraction of daughter atoms, the AMAD of the carrier aerosol for attached atoms, the geometry of the respiratory airways, the breathing conditions, the parameters for the retention and translocation of daughter atoms in the different lung regions, and the location of the target cells or target tissues, respectively. Therefore, dosimetric modelling for radon daughters has to include a sensitivity analysis showing the influence of these parameters. To meet these objectives we have recently described in a comprehensive report an improved dosimetric model for the inhalation of 222Rn, 22ORn and their short lived daughters (Jacobi and Eisfeld, 1980). In the following this model is shortly described and the main results are summarized. DOSIMETRIC MODEL [Model Structure]. For the geometry of the bronchial airways the model A of Weibel (1963) was used. Each bronchial generation i (i =0.1 .... 16) was considered as a separate compartment i, for which the following transfer pathways for radon daughter atoms were taken into account (see fig. 1): (1) the uptake by deposition (deposition probability wi); (2) the translocation by ciliary clearance (rate constant [A]i); (3) the transfer to blood by diffusion through the bronchial epithelium (rate constant [A]b). To distinguish between attached (Index a) and free (index f) daughter atoms each bronchial generation was divided in two subcompartments (i.a and if) with a transfer rate constant [a]s (ia- if) characterizing the desorption or dissolution rate of attached atoms in the mucus fluid. Thus for daughter atoms primarily deposited in attached form the transfer to blood is a twostep process with the rate constants [a]s and [A]b which were assumed to be independent of the generation number i. [Deposition]. The deposition probabilities wi in each bronchial generation were calculated on the basis of the laminar diffusion model of Gormley et al. (1949); however the deposition in the upper airways was corrected for turbulent air flow, taking into account the results of our deposition experiments (Martin et al., 1972). Figure 2 shows the resulting deposition probabilities per unit surface area of the bronchial generations for nose breathing at a rate of 20 1/min. The values for attached daughter atoms refer to an AMAD of 0.2 - 0.3 µm ([O]g =3) for the carrier aerosol; the deposition values for free atoms were derived with a diffusion coefficient of 0.05 cm2/s, assuming a prefiltration of 50% in the naseopharyngeal region.

Falls of roof account for over 50% of the fatalities that occur in coal mines in the US. Thus, roof control is one of the more important phases of underground mining. In reality, the control of roof influences the system of mining and is a major determinant of the width and spacing of working places, operations at the mining face, ventilation control, and surface subsidence. Frequently, the control of roof is the largest single cost item. Roof control is a never-ending task, not only at the working face and throughout sections where men are working, but along haulways and air- ways that must be maintained for the life of the mine. This is because roof, even the best of roof, slowly deteriorates, so it must be frequently examined, with corrective support applied when needed. As coal is excavated, stresses are set up in the roof because the previous equilibrium is upset, resulting in pressures that cause fractures and slight movements that are frequently hard to detect. Unless the immediate roof, in the excavated area, is given support by artificial means, it might fall or there might be a succession of falls, varying from a thin scale to several feet, depending on the nature of the top. Exceptions to this are those rare mines, or sections of mines, with hard, strong, nonweathering roof that requires no support.

Operating mines in Wyoming and Montana, which are generally characterized by shallow overburden and thick coal seams, are faced with reclamation problems which are unique to this area. Unlike the eastern or midwestern mines, removal of thick coal seams and lack of sufficient overburden creates overburden deficiencies that require careful evaluation prior to mining to insure compliance with regulatory requirements. Computer models and computer graphics can assist in such evaluation where appropriate alternatives can be selected which satisfies both the regulatory requirements and minimizes cost. This paper presents one such model used in evaluation of backfill requirements for restoration of surface and ground water regimes, restoration of mined-out areas to the approximate original contour, and the blending of the mined-out areas to the surrounding topography.

The calculation of the dose to the bronchial epithelium, lungs and other body tissues from exposures to airborne radon and thoron daughters requires a knowledge of the pattern of deposition in the respiratory system and clearance from it. Exposure to radon or thoron daughters is measured in units of Working Level Months (WLM), which is independent of the aerosol particle size, the fraction of daughters that are attached to the aerosol and the degree of disequilibria between the daughters, and age and breathing rate of the subject. These factors will influence the deposition and clearance, and hence dose. It is therefore of interest to find the relationship between WLM and calculated dose as a function of aerosol size, unattached fraction, and disequilibria, and of age and breathing rate, and to define ranges for these parameters for which WLM is an acceptable measure of the risk. This presentation briefly reviews the two dosimetry models being considered by a current Nuclear Energy Agency (OECD) Working Group, and using these models, defines limits on parameters for which the WLM is applicable.

INTRODUCTION The selective sensitivity of plastic nuclear track detectors (PNTD's) to low energy 4He particles in an environment which also contains gamma and beta radiations has made these detectors prime candidates for the dosimetric measurement of the concentrations of radon and its daughter products in mine air. Their passive, integrating mode of measurement, small size, low weight and inexpensiveness are attractive characteristics for large scale personnel dosimetry. The detectors can be used in either active or passive dosimeters. In active devices, the PNTD is placed in close proximity to a sampling filter. The filter collects, from a calibrated air flow, all the daughter nuclei which are in suspension. As the daughter nuclei pass through the decay chain, through 214Po, a fraction of the 4He particles emitted are registered as latent tracks in the plastic. In passive devices, the PNTD is placed in direct contact with the ambient air containing the radio-nuclei concentrations to be determined. The active dosimeters have the advantage of excellent sensitivity, and the measured track densities yield very close approximations to accumulated Working Level (WL)** exposures. They have the disadvantage that the simplicity of the passive PNTD is lost, since a battery-driven constant flow-rate air pump is a necessity. The passive dosimeters are simple in construction and use, but they have the disadvantage that WL exposures are not directly measured and certain assumptions concerning radon and daughter equilibrium conditions must be made in determining WL exposures from the measured track densities. Also the sensitivities, in track densities per Working Level Hour (WLH) exposure, are much less than for active dosimeters. Dosimeters of both types have been investigated. Passive devices have been tested extensively both in the laboratory and in mines. Active devices have been laboratory tested. In our earlier measurements, cellulose nitrate plastic detectors were used exclusively, since this material had the highest sensitivity of the PNTD's then in use. When the properties of CR-39 plastic were discovered (Cartwright, 1978; Cassou and Benton, 1978), this material was used, where possible, to take advantage of its superior sensitivity. The results of our earlier work have previously been published (Frank and Benton, 1977). * Research sponsored by the Bureau of Mines, U.S. Department of Interior, under Contract No. JO-188003. ** A Working Level is defined as any combination of the short-lived radon daughters containing 1.3 x 105 MeV of potential 4He-particle energy per liter of ambient air. PASSIVE DOSIMETRY In the earliest testing of PNTD's for passive WL dosimetry, a single strip of cellulose nitrate plastic was used to determine the total cumulative 4He-particle activity in the air of simulated uranium mine and uranium mine environments (Rock, 1968; Rock [et al], 1969; White, 1969). The measurements yielded a close relationship between track densities and WL exposures in a controlled, static environment, but poor accuracy in the active mine tests. It was assumed that equilibrium differences contributed largely to the variations found. The response of PNTD's to airborne 4He-particle emitters, derived by Lovett (1969), demonstrated that detectors such as cellulose nitrate, which has a sensitivity cutoff at 4He-particle energies below the emission energies of radon and its daughters, are equally sensitive to the activity concentrations of radon, 218po(RaA) and 214Po(RaC'). Since radon does not contribute to WL as it is defined, and since, under normal ventilated uranium mine conditions, the radon activity constitutes about 40% to 70% of the total 4He-particle activity, the WL exposures calculated from measured track densities are very sensitive to the particular radon daughter equilibrium conditions. Also, the detector does not weight the individual daughter activities in proportion to their importance to WL. The equation for WL is WL = 0.00103C2 + 0.00507C3 + 0.00373C4 (1) where C2, C3 and C4 are the activity concentrations of RaA, RaB and RaC-C', respectively, in pCi/[L]. The detector leaves C3 unmeasured and weights C2 and C4, equally. [This problem has been approached by Domanski et al (1975, 1979), for some non-uranium mines, by measuring equilibrium conditions throughout the mines to determine a mean value for A, the inverse of the Working Level Ratio (WLR = 100 WL where C1 is the activity of radon-222 in pCi/[L].) The distribution of values allowed Domanski to determine probable errors in calculating WL exposures from track densities. However, measurements of equilibrium conditions in U.S. uranium mines (Breslin et al, 1969; Holub and Droullard, 1978) indicate that this method would not be accurate enough for uranium miner personal dosimetry.] A two-element dosimeter was designed at our laboratory to compensate for equilibrium variations. The first element is a radon detector; the second is a detector for the total 4He-particle activity in the ambient air, just as in the single element dosimeters cited above. The addition of the radon detector allows the equilibrium conditions for the individual nuclei to be determined, given certain assumptions concerning the interrelationships between the nuclei concentrations in mine air. The two detectors and the problems involved in calculating WL exposures from their measurements are discussed below.

I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. INTRODUCTION This presentation is concerned with the administrative and technical capability of the Atomic Energy Control Board (AECB) to assure compliance with the individual exposure limit for radon daughters (currently 4 WLM per year). It is not concerned with the epidemiological bases for setting the exposure limit. Moreover, the intent is to show how sophisticated methodologies and advanced technologies, applied to radon daughter concentration measurements in uranium mines, convey the spirit of compliance by providing better estimates than do the historical methods. These better estimates mean that more accurate and more precise estimates of each worker's exposure are determined using these more modern methods and devices. The estimates so derived should provide more convincing evidence to an individual worker that his assigned exposure is a valid indicator of his true exposure. In addition, a perspective on the exposure estimate in relation to the exposure limit is given as further evidence that an exposure limit is not the dividing line between "safe" and "unsafe" exposures. A brief description is given of the compliance aspects of the Atomic Energy Control Regulations and of the limitations of purely statistical non-compliance procedures. Most of the emphasis of the paper will be placed on the uncertainties associated with conventional radon daughter exposure determination and the means being employed (and anticipated) to reduce these uncertainties. NON-COMPLIANCE Under current Atomic Energy Control Regulations (1978), the annual individual exposure limit for radon daughters is given without reference to the possible methods of sampling and calculation of radon daughter exposure and without any reference to possible uncertainties or their magnitudes. This is common in such statutes, the details of sampling, calculation, error analysis, and so on, being left for licence conditions or provided as a specific guideline to the licensee on the matter of compliance with the Regulation. Since the exposure limit is contained in the Regulations, compliance with it is absolute, as with any other law. In Canada, a state of non-compliance with the radon daughter exposure limit exists when an exposure (attributed to an employee) is reported by the licensee to exceed the limit. No uncertainty in the measurements or in the overall determination of exposure is reported nor is any requested. Removal of the worker and the loss of his services are the immediate and direct penalty suffered by the licensee for failure to maintain the exposure at, or below, the limit. A worker may be re-instated to employment for the balance of the reporting period only if the licensee can assure the AECB that further significant exposure to the worker will not ensue. In other jurisdictions, such as the United States, non-compliance is defined on a statistical basis. For example, NIOSH, the National Institute for Occupational Safety and Health presents procedures for calculating the 95% Lower Confidence Limit (LCL) in order to "compare the results of occupational environmental sampling to an occupational health standard and make a decision with a known chance of making an incorrect decision that a state of non-compliance exists" (Leidel and Busch, 1975). (In the nomenclature of this presentation, exposure limit would be used in place of "standard", in the NIOSH sense). Furthermore, it is emphasized in the NIOSH document that such numerical comparisons "are necessary only if the sample mean is greater than the standard". The NIOSH document points out, quite correctly, that the "statistical procedures presented below will not detect and do not allow for analysis of highly inaccurate results, i.e., systematic (non-random) errors or mistakes ... If a systematic error is known to exist in an instrument or analytical procedure then correct the sample mean of the data before analyzing for non-compliance". It is certainly not the purpose of this paper to criticize the sophisticated statistical approach to non-compliance as given in the NIOSH document or in similar approaches used in other jurisdictions. Rather, the purpose is to approach, with some introspection, the question of the determination of exposure by the employer for his employee and especially the employee's understanding of, and confidence in, the accuracy of the exposure determination and its relation to the exposure limit. The open stope room and pillar method of mining is used throughout Ozark Lead Company's underground mine located at Sweetwater, Missouri. This method of mining produces an approximate overall ore extraction of 80%. Pillar recovery, on a limited and experimental basis, was started in January of 1979 to determine the maximum size underground opening that could be mined safely. Monitoring the roof and surrounding pillars for potential failure during this pillar recovery process was accomplished by utilizing a simple rod extensometer to measure roof sag. Boreholes 7.5cm in diameter were drilled 3.5m into the roof to spot any separations or cracks that might have propagated between the bedded layers of rock. Underground openings 85m in length by 46m in width have been mined successfully without roof or surrounding pillar failure. Continued measurements to establish long term results will be necessary.

INTRODUCTION The requirement that is placed on owners and operators of underground mines to protect workers against the health hazard of inhaling radioactive materials which are short-lived decay products of 222Rn can be satisfied by applying a considerable variety of what we may call "engineering" solutions as well as a number of "administrative" remedies to the problem. The most obvious of the "engineering" approaches has always been that of forced ventilation, in which relatively clean (i.e., radon-free) air from aboveground is drawn or pushed through the mine workings by a system of fans and ducts. This relatively clean air, in sweeping through the drifts, stopes and haulageways, dilutes the radon and radon-daughter concentrations in the air of the mine, and performs the added beneficial function of removing the daughter-mixture quickly enought to limit grow-in of the longer-lived nuclides in the group that make up the "toxic trio" on which the Working Level (IM) unit is based. Effective as the dilution-ventilation method is for control of WL in most underground mining situations, however, the increasing strictness of control measures that have been imposed on the mining industry over the last two decades have demanded measures of even greater effectiveness. In times of poor markets for yellow-cake and other products of the mines, mine operators are pressed to reduce operating costs, and the installation of additional primary ventilation capacity can be a severe burden on a mine that is already laboring under an unfavorable earning power. When traditional dilution-ventilation systems alone cannot meet the requirement for WI, control, radiation safety engineers and ventilation engineers begin to look at alternatives and auxiliary methods. Since the radon which produces the toxic daughter products originates in the rock of the mine walls, and since, in most United States mines, that rock is a porous sandstone through which air can move under the effect of atmospheric pressure gradients, and through which radon can diffuse relatively freely, one way to help control the growth of WL would be to hinder the escape of radon from that reservior of porous rock. An appealing; method for hindering that natural flux of radon-polluted air from the walls of the mine has long been apparent; namely, to apply a low-permeability coating over the surface of the rock, thus sealing the radon in place and, in theory at least, preventing its escape into the mine air. Our 1970 report to the U.S. Federal Radiation Council on the subject of cost impacts of proposed changes in the occupational standards for exposure of underground uranium miners to airborne radon daughters noted the possibility of using polymeric wall sealants as a means of controlling radon-pollution of mine air. Since that time a number of reports have appeared in the technical literature advocating this technique for restraining the escape of radon from building materials, mill tailings, and other materials containing 226Ra, in addition to the surfaces of underground mine workings. During this period, some controversy has occurred over the question of the probable effectiveness of wall sealants in limiting the escape of radon from the rock. Our 1970 report speculated that flaws (cracks and "pinholes") in the coating might be all but unavoidable in practice, and that even a conservative estimate of the frequency of such flaws would lead to a prediction of ineffectiveness. Hammon et al, in a laboratory evaluation of radon sealants conducted by Lawrence Livermore Laboratory of the University of California in 1975 on behalf of U.S. Bureau of Mines, concluded that a wide variety of polymeric coatings would provide "nearly 100% effectiveness" in restrain¬ing escape of radon from mine wall surfaces if applied in "thicknesses between 5 and 10 mil" (125-250 [y]pm). John Franklin and co-workers at the U.S. Bureau of Mines laboratories in Spokane, Washington, have carried the experiments with polymeric sealants through additional laboratory tests and into actual mine environments, reporting that selected sealants could provide attenuation of radon flux by a factor of four (75-80% reduction). Robert Bates and John Edwards of USBM developed a computer-assisted mathematical/physical model that predicts a relatively small effect of flaws in a low-permeability coating on the radon flux from a sandstone-type matrix. FIELD TEST Since all actual experimental work with wall sealants showed some beneficial effect on radon attenuation (even if not as exciting as the "nearly 100%" predicted by Hammon), USBM was encouraged to extend its evaluation to an actual operating uranium mine, and awarded a contract for that work to Arthur D. Little, Inc. in September 1979. We were fortunate in obtaining the voluntary cooperation of Atlas Minerals Division of Atlas Corp., who operate a mill and several underground mines in and around Moab, Utah. Atlas made available for our use a small T-shaped drift in their Pandora Mine in LaSal, Utah, and provided space for instrumentation and recordkeeping by our field crew in a surface building near the mine entry. Atlas also provided electricity and water to the test site, together with assistance in establishing necessary ventilation, removing rubble from the site, conducting periodic WL surveys and furnishing auxiliary man-power for the heavy hard work of coating the walls with gunite prior to application of the polymeric sealant. Steel consumption forms a significant part of the operating cost of a minerals processing plant. An estimated one-quarter billion kilograms of steel in the United States and over one-half billion kilograms in the world are consumed each year in wet grinding alone. The depletion of ore grades and the necessity of finer grinding of abrasive ores are expected to increase the steel consumption even higher. Through continued research and development by the mining industry and the suppliers of steel products several remedies to reduce steel consumption have evolved. This paper critically reviews the mechanisms involved in steel wear, and currently available methods, materials and operating conditions for reducing steel consumption. Particular attention is given to liner design modifications and substitution of steel liners with rubber liners.

Coal liquefaction processes can be divided into two broad classifications - direct and indirect. Direct liquefaction processes, in general, slurry coal with a solvent and react it with hydrogen under elevated temperature and pressure. Indirect liquefaction is the term applied to processes in which coal is first gasified to generate a synthesis gas of carbon monoxide and hydrogen. The synthesis gas is then converted to various types of liquid fuels by the proper selection of catalyst and conditions. The first experiments on direct coal liquefaction were undertaken in 1933 by Bergius. Development and commercialization of the Bergius concept was accomplished mainly through the effort of I.G. Farben at the Ludwigshafen plant of its subsidiary, Badische Anilin und Soda Fabrik A.G, under the leadership of M. Pier (1). A demonstration plat having an annual capacity of 100,000 tons of coal was built in Leuna, Saxony in 1927. Six years later, Imperial Chemicals Industries, Ltd., commissioned a plant in Billingham, England (2).
