Today's subject of discussion, "OSHA AND ITS PROBLEMS", must be covered in the time allotted with a slight tongue in cheek approach, for if one is to believe that the "problems of OSHA" can be covered in a twenty minute review, he, himself, has one of three problems: 1. He has residual combat fatigue left over from World War II. 2. He is an egomaniac. 3. He is afflicted with both of the above. Clearly, the difference between divinity and humanity lies in their work. All human endeavor is plagued by errors and omissions, and unless one would be so facetious as to equate bureaucracy with godliness, our government-sponsored ventures seem to receive more than their share of missive missles with which to combat the ills of our society. Coming from an industry known for its undertaking of gargantuan projects, I feel capable of looking at things from the big picture perspective. No one would deny that the massive influx of government, both in the monetary and supportive personnel roles, has accomplished much. But only we, as tunnel constructors, have moved countless mountains of muck, placed endless yards of concrete and engaged the public on numerous fronts and in spite of all, at times have even made a profit! Profit! What a dirty word in our society today. It makes one shrink back from the filthy overtones dripping with the cloying scent of decay. Never shall we judge the success of our government programs with such a slimy yardstick as profit. No, for that which has been conceived in the bowers of Camelot, the measure must be more elevating and inspiring. Something to bring a proud bearing to our efforts! Using an approach based on the theory of similitude, the author develops a general equation and related concepts that provide new insights to an old problem. The load-bearing capacity (strength) of a square, rectangular, or cylindrical prism of a brittle material such as rock, coal, or concrete is expressed as the mathematical product of a size effect, a shape effect, and a function of the mechanical properties (deformability, cleat/joint spacing, and friction) of the pillar, roof and floor materials. Through an application of multivariate statistical analysis, the results of assorted tests and observations of failed pillars can be combined into a fundamental scaling equation, which provides a unified, consistent approach to the estimation of mine pillar strength. The form of the equation is sufficiently general to be able to incorporate refinements in the characterization of the basis factors, as they become available through future experimentation and analysis.

In the design of a modem mill, a stockpile storage system for raw and/or semi-processed ore has become almost indispensable. This paper discusses the benefits of such stockpile storage as well as the various types of belt conveyor stockpiling units available. Particular attention is given to large radial stackers since they offer the greatest flexibility. Stacker control systems and accessory equipment are briefly discussed. Various alternative reclaiming arrangements for stockpiles are reviewed and a discussion of the advantages and drawbacks of each arrangement is included.

INTRODUCTION The City of Oslo together with the neighbor municipalities, Baerum and Asker, are presently building a jointly owned sewage treatment plant located on the west side of the inner Oslofjord. The project is scheduled for completion late 1981. Because the location of the treatment plant is at a distance of about 20 miles (30 km) from the city center, a discharge of more than 13 yds 3/sec (10 m3/sec.) of sewage and storm water will have to be transported over considerable distances. The topography of the area and the geological conditions early indicated that the only realistic transport method had to be through tunnels. As planning proceeded, full face tunnel boring emerged more and more as a favorable alternative to conventional drill and blast medhods. Today the scheme comprises nearly 25 miles (40 km) of tunnels being excavated by full face tunnel borers. In addition a number of access tunnels and cross cuts are to be excavated by conventional methods.

Computer applications in mine 'production' planning and control are concerned with the here and now. In production planning and control we are dealing with tactics as opposed to strategy. Our objective is to make the best of the situation in the short term, i.e., in a relatively fixed environment with relatively fixed plant, equipment, and labor. Environmental factors include not only the geology of the deposit but also market factors (such as price) and governmental constraints and regulations. Mine production planning systems are applied at the interface between concept and execution. Mine production control systems are applied at the interface between execution and revised operating practices or a revised concept. Fig. 1 shows the information flow that takes place regardless of whether the planning and control systems are manual or automatic. The feedback that results depends on the feedback mechanism that has been established, and this feedback can be enhanced by careful systems analysis and design. Chronologically, production planning and control activities support the last in the series of line functions that are ordinarily performed by mining companies. The first of these is exploration, the second is evaluation and development, and the third and final function is production.

Starting in 1967 two major hydroelectric power projects have been implemented in East Africa viz. Kafue Gorge in Zambia and Great Ruaha in Tanzania. The two projects have similar characteristics and each consists of an underground power plant, a dam in connection with the power plant and a reservoir dam. The power plants are both designed and constructed according to principles applied in Scandinavia for a long time. Each consists of a headrace of a horizontal unlined rock tunnel with a length of about 10 km, vertical penstock shafts, machinery and transformer halls in large rock caverns and a tailrace of an unlined rock tunnel with a length of about 1 km. The head of the power plant of Kafue Gorge is 400 m, Great Ruaha 175 m, the capacity is 900 MW and 200 MW respectively. Both plants were executed in one stage, but building and erection works were made in two stages. However, the power plants show some interesting differences in design. The power plants are briefly described in the following, special regard being paid to the excavation works. Tunnel Boring Machine Instrumentation A 9.17 m. diameter tunnel boring machine presently in operation in Chicago, Illinois, has been instrumented to continuously monitor and record machine thrust, torque and penetration rate during boring. A micro-processor-based data logger capable of monitoring up to 60 channels of data digitizes and converts into appropriate engineering units the signals from various transducers mounted on the machine. The output from the data logger is sent to a teleprinter, providing a permanent record of measured data. The program control enables the data logger to scan all data channels at desired time intervals. Data obtained to date have been analyzed to determine the interrelationships of the parameters measured. Penetration rate was found to increase linearly with machine thrust with a unit increase in thrust causing more than a unit increase in penetration rate. For low thrust levels corresponding to the initial stages of a boring cycle, the penetration rate was observed to behave erratically until the thrust pressure was sufficiently high for the cutters to establish full contact with the tunnel face. Torque showed a curvilinear increase with machine thrust, reaching the design rating at about 70% of maximum available thrust. No-load torque was approximately 20% of the machine's rated torque capacity. Overall, the trends observed in measured machine parameters correlated closely with those predicted from experimental and theoretical boreability studies. In summary, the instrumentation system has mett two basic goals. First, it provided extensive and accurate boring data and secondly, it has proven that an automatic data acquisition system can be installed on a TBM and can function under adverse environment.

The microseismic method of detecting instability and high-stress zones in underground mines was first developed in this country by the US Bureau of Mines in the early 1940's (Obert and Duvall, 1957). Early laboratory experiments showed that when competent rocks are stressed in a testing machine, the rock noise rate (number of rock noises per unit time) increases with increasing applied stress. This increase is more pronounced as the ultimate strength of the rock is approached. Subsequent testing of rock noises in underground mines confirmed this laboratory experience and much effort has been directed in recent years to make use of this property to develop a practical method of predicting rock failure. Investigations conducted in the Coeur d'Alene district mines have pointed out a definite relationship between the stress buildup in a rock mass caused by mining activity and the emission of audible and subaudible seismic activity (microseisms). In 1968, a concentrated joint effort by USBM Denver Mining Research Center and American Smelting and Refining Co. at Asarco's Galena mine was undertaken to verify several theories regarding the generation of microseisms (Blake, 1971; Blake, Leighton, and Duvall, 1974; and Kovacs, 1973). Findings indicate that (1) rocks under stress emit detectable seismic energy; (2) the energy source can be located using a triangulation method involving travel time differences to various receiving stations; (3) the rate of release of seismic energy increases with increasing stress; and (4) this increase in noise generally precedes a major rock failure (rock burst).

Cyprus Pima is a medium-sized open-pit copper mine located 35 km (22 miles) south of Tucson, AZ. The ore body was discovered using geophysical prospecting methods in 1953 and was originally worked as a small underground mine followed by small open-pit operations. As mining equipment grew larger and the economic ore grade dropped, the operation grew in size, through four expansions, to the present 50 500 tpd (56 500 stpd) milling rate. The remaining stripping ratio is about 2.5 to 1. Mining equipment includes 11 electric shovels ranging in size from 6 to 15 m3 (8 to 20 cu yd) and 42 diesel-electric haulage trucks ranging in size from 89 to 223 t (100 to 250 st). Mine planning is performed at Cyprus Pima to serve several functions. The most important is to plan ahead, one year at a time, to predict the ore grade and stripping requirements on a month-by-month schedule. This yearly plan is necessary for budget preparation and is revised once each quarter to incorporate variations in actual production experienced during the preceding quarter.

In order to continue improving the quality of telecommunication services to meet the expectations of the people and to increase reliability in the case of emergency such as disasters, Nippon Telegraph and Telephone Public Corporation (NTT) is now constructing cable tunnels which connect main urban telephone offices. However, almost all the large cities in Japan are built in river deltas, so that their chief underground features are low strength fluvial deposit and a high ground water level. In this saturated soft ground, the ground surface at an installation site has occasionally subsided through deep excavations for cable tunneling construction. As these settlements have sometimes caused accidents, especially in densely populated large cities, NTT has made much effort to avoid such accidents. These accidents have occured mainly in flexible sheeting due to its inward movement. Therefore, after the investigation into forecast method of sheeting deflection with accuracy, NTT has reserched a system which forecasts ground surface settlements. This paper describes an outline of the ground settlement forecast system and practical example on the site.

In a continuing effort to upgrade tunnel design and construction practice, the New York City Transit Authority sponsored a geotechnical monitoring program on a recently completed section of the E. 63rd Street line in mid-town Manhattan. The purpose of the program was to document rock behavior as well as temporary and final rock support systems to provide a possible basis for either confirmation or modificification to design methods and construction specifications. This paper describes those portions of the study associated with rock behavior and temporary support systems. The entire study included monitoring of rock movements above the tunnel as well as adjacent to a 36.6m (120 ft) shaft, monitoring of stresses in steel ribs, monitoring of loads in rock bolts in two test sections and monitoring of stresses in the final concrete lining. PROJECT DESCRIPTION Route 131-A, Section 4 is located in mid-town Manhattan extending from under the Central-Park Zoo on Fifth Avenue eastward under 63rd Street to the end of contract between Madison and Park Avenue. Figure 1 is a Project Locus Map. The contract included approximately 355m (1165 l.f.) of 4 track tunnel(13.4m (44 ft) wide by 13.7m (45 ft) high excavated dimensions) plus a 22.9m (75 ft) by 19.8m (65 ft) by 36.6m (120 ft) deep ventilation shaft. The entire tunnel and most of the excavation shaft was excavated in metamorphic rock, known locally as the Manhattan Schist. The depth to tunnel invert varied from approximately 27.4m (90 ft) at the west end of the contract to 35.Om (115 ft) at the east end. Rock cover above the excavated crown varied from approximately 6.7m (22 ft) at the approximate mid-point of the contract to 18.9m (62 ft) at the western end. P. T. Pacific Nikkel Indonesia (PTPNI) was incorporated in Jakarta, Indonesia in February, 1969 by a group of Dutch and North American companies. At the same time, a Contract of Work with the Government of the Republic of Indonesia was signed, granting Pacific Nikkel all the necessary licenses and permits to explore and develop all nonradioactive minerals in two separate areas in Irian Jaya, eastern Indonesia. Nickel mineralization occurrences were confirmed by Dutch geologists in the two areas in 1952 and 1955, however, detailed exploration began in June 1969 after the Contract of Work was signed. Since that time, numerous studies and investigations have been conducted to determine the feasibility of producing metallic nickel in Irian Jaya. Four engineering studies, two bulk sample tests, an oceanographic survey, and a preliminary site investigation indicated that construction and operation of a nominal 100 million pounds per year metallic nickel plant on Gag Island were technically feasible. The fourfold increase in the price of oil in late 1973 without a corresponding adjustment in the price of nickel necessitated a reevaluation of the project, the results of which showed that the project required other conditions to be viable. Subsequently, analysis of: the future projected nickel supply-demand and cost-price relationships, the economics of treating a higher grade feed, and participation by the Government of Indonesia, indicate that the project will be viable. Therefore, planning of the Gag Island Nickel Laterite Project is continuing with the objective of commencing production to supply the market in the 1983-1984 time period.

The chapter describes how several OR techniques assisted the planning of a major new UR project. A computer system was developed to analyze reserves distribution and potential of possible underground layouts, to assist in choosing the location and size of access points. Manpower requirements of each proposed working plan were assessed and matched with the potential recruitment of skilled and unskilled labor. Computer simulations were used to determine the optimum capacity for coal preparation plant and surface bunkerage. For the overall assessment of robustness, financial modelling and risk analysis techniques were adapted to the special requirements of new mines.

The Athabasca tar sands of Alberta are an increasingly important source of crude oil for the North American continent. Published figures indicate estimates of recoverable resources in the tar sands at some 300 billion barrels of synthetic crude of which some 86 billion barrels can be recovered by surface mining techniques. At the present time, two commercial plants are in operation, Great Canadian Oil Sands Limited and Syncrude Canada Ltd. Their present combined capacity is approximately 150,000 barrels per day. Some of the factors which will make this oil expensive will be noted here. The location of the present producing plants is 500 kilometres north of Edmonton at an elevation of approximately 320 metres. Recorded temperatures range from +38 to -55 degrees Celsius. Wind velocities are not high but the chill factor with even a slight breeze and minus 40 degrees is very uncomfortable.

Flowsheet flexibility in new 750 TPH coal cleaning plant provides three unusual capabilities. Two compartment drum coarse H.M. washer can be adapted to provide two stage separation. Coarse section of plant can be operated without fine section when washing surface mined coal. Fine section can operate with flotation cells bypassed if strip coal oxidation kills the froth. Plant can be fed by belt from bulk storage, front end loader from storage piles and truck from the mines. Raw coal and each of four washed products can be fed by belts to three separate loading points on two separate railroads.

As a step in the endeavor to reduce future tunneling costs in New York City, the Environmental Protection Administration, Dept. of Water Resources, instituted a program in 1972 to monitor the performance of the lining of one of its tunnels. A monitoring program was included as part of the contract specifications for the East Branch Interceptor Sewer tunnel for the Port Richmond Water Pollution Control Project in the hope that measured data would indicate possible future cost effective design or construction improvements. The monitoring program involved measuring ground deformations, circumferential liner stresses, longitudinal liner stresses, and jacking pressures. This paper presents some of the findings from these measurements, with emphasis on liner stresses. PROJECT DESCRIPTION The 3.05m (10 ft) diameter steel lined tunnel was constructed under two separate contracts. The easterly portion, Contract 3A, was approximately 3109m (10,200 ft) in length and constructed by Peter Kiewit Sons Co.1 The westerly portion, Contract 3B, was approximately 2160m (7100 ft) in length, and constructed by Richmond Constructors, a joint venture of Grow Tunneling Corp., MacLean Grove & Company, Inc., Grove, Shepherd. Wilson & Kruge, Inc., Morrison-Knudsen Company, Inc., and Andrew Catapano Co., Inc. Each contract included three test stations, hence a total of six along the tunnel route. Excavated material along the tunnel route consisted primarily of dense fine to coarse sand with varying percentages of gravel and silt with occasional boulders. Pockets of organic silt were encountered on Contract 3B and a large portion of Contract 3A ran through slightly weathered serpentine and schist. Overlying material and the groundwater level varied considerably along the route as did the height of overburden. Figures 1 and 2 show the generalized soil profiles for Contracts 3A (PK stations) and 3B (RC stations) respectively.

1. INTRODUCTION For Europe the Arlberg road tunnel signifies the elimination of the largest traffic barrier between Bucharest and Paris in the east-west transversal. Apart from that the tunnel will serve the feeder system to the two north-south links Ulm - Milano, and the Brenner motorway, and links the Inntal and the Rheintal motorways closer together.. Thus, the supraregional road system carrying traffic through the Tyrol and Vorarlberg will considerably be emproved by the Arlberg road tunnel. 2. THE PROJECT The 16.1 km contract section of expressway S 16 includes a ramp section of approximately 2.6 km, the access points at St.Anton and at Langen, and the main 13.98 km section of the road tunnel. This section cuts the link between St.Anton and Langen by 3.7 km, and saves 475 m in altitude. The Arlberg road tunnel is planned to have two tubes with two lanes each. In the first stage the southern tube was under construction. Its traffic capacity is 1,800 car units per hour. The tunnel has a cross section of 9o to 103 m2. The sloping gradients are by 1.3o and 1.67 per cent. Fresh air is supplied and used air removed through a ventilation system, fed at the portals and through two vertical ventilation shafts. One of them, at Maienwasen, is 222 m deep, its cross section 66.5 m2. The diameter in clear is 8.32 m. The vertical shaft Albona is 736 m deep, the diameter in clear is 7.37 m. The Pb-Zn ore bodies in the Pine Point district are localized in paleo-solution structures that developed as the result of post-middle Givetian subaerial exposure of the carbonate barrier complex. Sulfides are concentrated in transgressive pale-solution structures that acted as natural bypasses between aquifers and loci for mixing of fluids of different character, one of which contained metals and the other reduced sulfur. Complex ore textures indicate rapid early sulfide precipitation followed by slower sulfide growth. Evidence for both sulfide-carbonate equilibrium and disequilibrium conditions suggest fluctuations in ore fluid composition. District and ore body metal distribution patterns may reflect the nature and movement of mineralizing fluids.

The effect of selective dispersants as wet grinding aids for ores is demonstrated on laboratory scale batch and continuous grinding equipment. A complete characterization of behavior is performed on a given ore to demonstrate correlations involving torque, % solids, net production rate, and slurry weight and volume loading. The relationship between such laboratory data and industrial scale testing results is very consistent.
