We live in a world of change and the mining industry is enjoying some of the most rapid changes today that have been seen in a long time, We'd like you to open your mind to a new concept in material handling. Figure # 1 Shows a new concept combining some of the proven application advantages of the power shovel with which we are all familiar, and applies the advantages of the dragline for the benefit of the user. First, the hydraulic excavator enjoys tooth forces of the shovel because the dipper is attached to the machine with a dipperstick and boom, and can often actually realize greater tooth forces than a shovel because of the prize action of the dipper in hard digging. Second, the hydraulic excavator enjoys the application advantage of the dragline because both the operator and the machine are up above, sitting on top where the operator oversees the excavation and the machine's operating work range is greatly increased.

In the past decade a principal growth area in refractory technology has been the development and use of extra high alumina refractories. The refractories user is asking for, and is prepared to pay for, higher purity, more dense materials with longer life, less maintenance, and better dimensional tolerance to meet the exacting demand of high output processes. High alumina and bauxite refractories are being used more and more to keep pace with the demand for guaranteed performance. The steel industry, for example, is starting to place great reliance on these products. A unique material now available with all the requirements for extreme purity and density is tabular alumina, already proving itself in many refractory applications.

The marketability of a large volume bulk material is significantly effected by transportation costs. Hence, it is essential for anyone that deals with minerals or mineral wastes to be able to reliably estimate bulk transport costs. The three types of bulk overland transportation modes that will be discussed are truck, railroad, and pipeline. Contract and private carriage are the two types of truck transport generally suitable for movement of bulk commodities. Contract carriers are those transportation firms that service a limited number of shippers and geographic points, and carry a restricted number of commodities. Private carriage consists of control over drivers and equipment by the shipper, ownership or lease of the transport equipment, and shipment of commodities related to the primary business of the shipper.1 A combination of private and contract carriage may also be used. Depending on the size and regularity of the shipment, rail offers single car, multiple car, or unit train service to move bulk minerals. Both long and short distance pipeline transportation has been shown economically and technically feasible for many different solids such as, mine and quarry products, coal, chemicals, copper concentrates, phosphate rock, and sewage sludge. 2

SOLUTION MINING Solution mining techniques present a means of extracting soluble ores, particularly such materials as salt and potash, from horizons which are not accessible by conventional mining. In the process of dissolving materials, it is evident that solution may be complete or partial. In general, the solution mining operations described in the following section relate to complete solution of the desired compound. Even though the solution of material is complete, there may be instances in which insoluble material is present to a large extent either as granular separated particles or as insoluble layers. The process required for obtaining the desired product involves access wells to reach the deposits, sufficient water supply to yield the production goals, and the development of an underground cavity. The process of solution mining, therefore, depends to a great extent on three factors: availability of a relatively pure strata or formation of salt or potash to be mined, access well or wells, and adequate control of the solutioning process so that enlargement of underground cavities can be fairly well delineated. Since halites represent the most general ores mined by this procedure, the considerations which follow are based primarily on the production of sodium or potassium chloride. The producing formations may be in the form of bedded evc~porites wherein the salt member may be some 30 to 500 ft thick or from salt domes in which great depths of salt occur. Solution mining has been carried out to depths of nearly 10,000 ft. The recovery of saturated brine from wells drilled to effect the solution-mining process leads to further processing. In many instances, the procedures are relatively simple and involve simple recrystallieation or fractional crystallieation, while in others more complex flow systems are required before a final product is obtained. The intent of this section is to provide information relative to the basic procedures for obtaining materials which are soluble in water and to acquaint the engineer with the various aspects of the overall problem which in many instances, may become quite complex and present numerous difficulties. The storage of fluids, particularly hydrocarbons, underground has proven to be a very important part of industry operations. Cavities formed in salt provide excellent storage facilities. The formation of well-defined controlled configurations of such cavities has been possible because of better understanding of the solution process, wide experience gained over nearly 30 yr, and improved technology in drilling and completing wells, surveying caverns, and the operation of numerous types of systems. Solution mining techniques will improve in the future. Many facets of the simple operation of pumping solvents and extracting valuable minerals require further study. Developments undoubtedly will occur to further the processes of mining by solution. In addition to those whose names appear in connection with the individual subjections which follow, a major role in assembling and processing the material in this section was played by Dr. D. A. The scheduled replacement of Inland's A & B coke batteries in Plant No.3 posed some serious problems in terms of pollution control and strained sources for medium volatile coal for a conventional blend. The state-of-the-art of air pollution control during the charging step in the conventional slot-type coke oven has been less than satisfactory. In addition, the work done at the Illinois Geological Survey showed that by preheating the coal blend prior to charging a greater percentage of Illinois coal could be used to produce a high quality metallurgical coke. To assist The Management in the- decision on A & B replacement, Inland Steel conducted a full-scale test program on coal preheating and pipeline charging utilizing the Coaltek system installed on No. 2 battery of the Semet-Solvay Division of Allied Chemical Corporation. The basic objectives of the test program at Semet-Solvay were as follows: 1. Determine the feasibility of producing high grade metallurgical coke from preheated blends containing more than 60% Illinois No. 6 coal. 2. Confirm the performance characteristics in one of the Inland blast furnaces of the coke produced with 75% Illinois coal in the blend. 3. Verify several claims by Coaltek such as: a) Pipelining the hot coal presents no difficulties while essentially eliminates the air pollution problems associated with the conventional charging system. b) Preheating of the coal blend permits the use of higher percentages of high volatile, marginally coking coals (such as Illinois No. 6) in the blend as compared to wet charging.

25.1-THE PURCHASING FUNCTION The word "purchase" means "to obtain by paying money or its equivalent; to buy for a price." This definition is all too simple to properly describe the word "purchase." One should consider the basic objectives of purchasing-to procure the right material, of the right quality, in the right quantity, at the right time, from the right source at the right price. Here it should be noted that in purchasing it is recognized that the best quality or grade of materials may be the only grade to purchase for a specific job. However. there are other jobs where the medium, standard or poor grade of materials is the right quality, as the lesser grade will perform adequately. In some companies the purchasing department makes the decision as to the right quality, while in others this function is shared with other departments. Years ago in business the owners controlled the purchase of required materials and services by performing the task themselves. The owners obtained the type materials and services they needed and paid the price demanded. This function was performed along with all the other duties requisite to the owner of a business, namely, clerical, hiring and firing of personnel, financial management, etc. As companies grew in size, clerical duties were assigned to other personnel and the owner usually retained the purchasing authority. This same division exists today in many small companies. However, in the larger companies, the purchasing function has been assigned to a separate department. Importance of the Purchasing Function-The larger the company the greater the need for a separate department to perform the purchasing function. Today the purchasing agent for most larger progressive companies has policy-making authority. Therefore, it is reasonable for him to report to the president or vice president of his company. Studies of several hundred companies show the purchasing department head reporting to top management 87.5% of the time. This fact in itself is indicative of the importance of recognizing that effective purchasing requires a department staffed with specialists in the field of procurement with knowledge and experience sufficient to perform in today's complicated business atmosphere. In the manufacturing field it is a common axiom that usually half of the company's dollar expenditures are for materials. If a purchasing department functions properly and the right product or service is purchased and a savings accomplished, the contribution to the net profit of the company is much greater, as opposed to sale dollars, where only a small portion is carried forward to net profit. Thus, the importance of the purchasing department and the contribution it can make to the success of the company are obvious. 25.1.1-THE PURCHASING FUNCTION 1. Responsibilities of the Purchasing Function-The purchasing agent in performing his function is acting as an agent for the company and others in the company requiring materials and services. Accordingly, he is committing the company for materials and services subject to certain limitations which the board of directors may stipulate. The development of a new means of measuring the relative abrasivity of a slurry came about by necessity in 1967 during a full scale loop test of a 560 H.P. reciprocating pump handling magnetite slurry. In order to evaluate the life of expendable fluid end parts, the question of the amount of attrition in a re-circulated slurry had to be considered. An expected reduction in abrasivity as a result of this attrition would certainly give erroneous data on a parts life test. There- fore, some means of measuring such change in abrasivity became imperative. Several test methods were investigated1 but it was felt that these did not fully represent the wear due to back and forth rubbing action associated with a reciprocating pump. A "rubbing block" device used some years ago to determine the quality of hard facing materials was recalled, along with its shortcomings, in that an attempt was made to suspend a small percentage of abrasive particles in a colloidal viscous "mud". Erratic results were attributed to the fact that it was difficult to maintain a consistent slurry concentration under the metal wear block and the reciprocating speed was not great enough to maintain good agitation.

This paper deals with a group of subjects so familiar to all of us that we might question the need for discussion. Even so, nearly every day's business turns up expensive examples of differences in understanding, misdirected assumptions and incomplete technical purchase documents. As our international activities increase, so do these problem areas. Their expense in both money and embarrassment gives rise to this attempt to focus a little extra attention on technical criteria and specifications. The two terms ?criteria? and "specifications" are, we believe, worth separating with respect to meaning. They should not be used interchangeably, although they often are. Criteria are by definition "standards for judging", whereas specifications are "enumerations of particulars". In relation to plant or project engineering, the criteria are the general rules and data which apply to the whole project and the specifications are the further listing of detailed requirements for specific contractual items or pieces of equipment. We'll look a little more closely at specifications after we give another minute or two to this "criteria" subject,

During any rush hour, tens of thousands of automobiles clog the main highways leading into or out of our large cities. Inevitably one or more cars stall or plow into another, causing a momentous traffic jam. Traffic backs up for miles as drivers try to maneuver around the roadblock. As commuters, we grin and bear the inconvenience, rationalizing the delay as part of the price one pays to live in a modern society. The truth of the matter is that the engineers planning the roads have the know-how to build adequate bypass alternatives into their design. The problem is one of economics -- can the cost of eliminating roadblocks be justified? Engineers designing solutions to complex materials handling problems for modem distribution centers are just now beginning to ask this question in relation to their work. Unfortunately in many instances, it has taken an expensive "traffic jam" to bring this question to the front. In these cases, a seemingly practical system promising an attractive return on investment -- using the latest equipment and computer controls -- was designed and installed. Everything went according to plan until one day a breakdown occurred. .Product flow stopped, and management realized it was at the mercy of the "machine." In such situations, management had assumed it could minimize the risks of the breakdown by injecting extra manpower to operate the system manually and pay the associated costs. What it had not recognized is that manual intervention is nearly impossible with sophisticated systems. Thus, too often -- and sometimes too late -- management found itself footing a very high bill for losses incurred because of major production stoppages and missed customer shipments.

The past few years have seen a much greater concern about air pollution in this country. This concern has led to increased legislation restricting the discharge of many substances such as sulfur dioxide and particulate matter to the atmosphere. In the future, it is anticipated the present permissible emission levels will be lowered. Current and impending restrictions on the emission of sulfur dioxide have brought out the fact that there is a shortage of available low-sulfur fuel for power plants and industrial use which promises to have an economic impact on the nation's energy picture (1) The Pittsburg & Midway Coal Mining Co., under the sponsorship of the Office of Coal Research, has developed a process to produce a fuel capable of meeting the energy requirements of this nation (2) The process is called "The Pittsburg & Midway Solvent Refined Coal Process". The principle product from the process is Solvent Refined Coal which is an ashless, low-sulfur fuel with 16,000 BTU per pound regardless of the rank coal from which it is produced. The product can be burned as either a solid or a liquid fuel. The process appears to be economically more attractive than other methods of alleviating the pollution problems of this nation. In addition to reducing the air pollution caused by stack gases, the product produced is potentially useful as a source of electrode coke and electrode binder pitch, as a gas turbine fuel, in the production of metallurigical coke and pavement asphalt, and as the first step in the overall process to produce distillate fuels and pipeline gas (3).

The quantity of coal recovered by diamond coring techniques is not sufficient in many instances to make meaningful coking and/or ash fouling tests. Quantities in excess of that obtained by conventional coring techniques, usually in amounts exceeding 500 pounds, has been designated bulk sampling. During the past three years, AMAX Coal Company has utilized five methods of bulk sampling. It was our desire to obtain a bulk sample that was diagnostic of the seam by the most expedient and economical method. From the beginning all of our efforts have been directed to methods which would extract the required coal from slim boreholes which provide quick and inexpensive access to the coal seam, regardless of depth, terrain and accessability. In our efforts and investigation several large diameter cores have been taken from thick coal seams at relatively shallow depths in easily drilled rocks. On the other hand, for deeper thin seams multiple large diameter coring is more expensive and time consuming. It is somewhat less expensive when multiple cores are taken from a single slim borehole utilizing deflection coring, although considerable skill is necessary.

Coal mine refuse handling traditionally has been the redheaded stepchild of the industry - a problem to be ignored as much as possible. During the past few years, however, mining companies have become more aware of the potential water pollution problem associated with refuse handling and storage. Planning for refuse disposal increasingly emphasizes protection of the environment as well as economics of refuse handling. Coal companies are responding to the environmental control needs by devising new systems and adapting well-known techniques to refuse handling systems. Monterey Coal Company has operated a non-polluting refuse disposal system at its No. 1 Mine for over two years. The purpose of this paper is to describe the design considerations given to the planning of that system and the operational experience gained during its construction

7.1-STABILITY OF SLOPES IN SOIL AND ROCK ROBERT H. MERRILL 7.1.1-DESIGN ANALYSIS APPROACHES The analyses of slopes in soil or rock can be made through application of soil- or rock-mechanics principles. In most cases, the material in the slope wall can easily be identified as either a soil or a rock. However, there will be instances where, because of unique characteristics, the soil may behave as a rock structure, or vice versa. By necessity, these unique cases must be identified through experience or critical observation by the engineer, because there are no definitive rules clearly establishing the differences. The most important step in a solution to a slope problem is to define it. Normally, once the problem is identified, a solution usually can be found or a reasonable estimate obtained. The design analysis of a slope wall implies an evaluation of the stresses or forces in the wall, and of the ability of the material in the wall to withstand them. Therefore, the factors influencing a design analysis can be divided into two categories: those which influence stresses, and those which influence the ability of the wall to withstand stress. For simplification, the latter is termed the strength of the soil or rock. Perhaps the basic difference between analyses for soils and those for rock is in the identification of the failure surface. Soils generally do not have an identifiable failure plane. However, some soil layers in a slope wall may have different strengths. A soil slope wall may consist of a thin layer of topsoil overlying a thick, uniform clay, or a topsoil over a gravel or other materials. Therefore, the soil generally does not have a potential plane of weakness that can be identified through observation. On the other hand, rocks normally contain planes of weakness in the form of fractures, faults, joints, bedding planes or other discontinuities weaker than the intact rock, which can be found through observation and/or tests upon rock samples. If the failure surface cannot be identified, the principles of soil mechanics should apply because, in soil mechanics, the failure surface usually is assumed. If it can be identified, then the principles of rock mechanics should apply. 7.1.2-ANALYSES OF STRESSES OR FORCES IN SLOPES All existing methods of soil-slope analysis are based upon interpetations of the Coulomb and Coulomb-Navier failure criteria, commonly termed the total-stress 2nd the effective-stress criteria (Sec. 6.1). Salt cavities have been proven to be a suitable structure for underground storage of various matters in gas, liquid or solid form. Since the technique of underground storage was developed mainly through field experiences in solution mining, a wider use of solution cavities for storage of gaseous and solid matters requires evaluation of three basic rock mechanics problems; cavity instability, boundary rock failure and surface subsidence. Cavity instability is due to the non-linear long-term creep properties of the surrounding ground media which are sensitive to cavity pressure changes associated with the storage. The cavity boundary rock failure is caused by the loss of effective confining pressure to the boundary rock media in the process of storage of gaseous and solid matters. Surface subsidence is the final outcome of the stress envelope originated around a cavity, eventually reaching the ground surface. The rock mechanics processes of instability, failure and surface subsidence are explained by using various field examples in salt domes and bedded formations. Methods of solving the problems are discussed including stress relief, stress control and computer optimization of design.

As a result of the enactment of the Federal. Coal Mine Health and Safety Act of 1969 1, the Department of Health, Education, and Welfare (HEW) has been carrying out research in the "field of coal mine health". The National Institute (formerly Bureau) for Occupational Safety and Health (NIOSH) was designated the agency within HEW to be responsible for such research activities. One of the early programs sponsored by NIOSH was undertaken by Eastern Associated Coal Corp., with the Harvard University School of Public Health participating as a subcontractor to Eastern. This program on Coal Mine Respiratory Protective Devices, which started on June 30, 1970, had five major objectives as follows: a. to determine current status of respirator usage with respect to duration and frequency, types. and maintenance b. to determine acceptability ( and reasons therefor) of currently used units c. to determine protection factors provided by respirators worn by working miners d. to make recommendations on ways to improve existing units, or on research needed to develop new types of respiratory protective devices for coal miners e. to provide recommendations to mine management on more effective use of respiratory protective devices

Deep well disposal is a much used and abused term which is the panacea for wastewater disposal in some minds and creates near hysteria in others. It can be the answer to a difficult waste disposal problem, or if improperly employed, can create more problems than it solves. My purpose in this presentation is to focus on the value and limitations of deep well disposal as expressed by New York State's experience and policies. To he sure, I feel a place for such practices docs exist if adequate safeguards are utilized. I shall give a broad brush approach to New York's legislative, geologic and operational concerns and speak briefly on some case histories. I shall not delve deeply into the technological details since I am not an expert in mining exploration or well drilling.

23.1-SOURCE, POWER-SYSTEM ELEMENTS A. J. T HUM Basic considerations in providing power for mine production and collateral operations are: 1. Mining operations of any size normally use electric motors for driving all equipment except mobile service units. 2. The electricity for power may be purchased or self-generated, depending on the location, size and specific operating circumstances of the individual property. 3. The major elements of the power system will be the source, either an incoming transmission line from a utility in the case of purchased power or the power plant if self-generated. Energy for the power plant may be water, hydrocarbon fuels, waste heat or nuclear, which will govern the type of prime mover selected. 4. The electricity normally is generated in the form of alternating current and must be distributed to the points of usage. This usually requires a primary substation for transformation to suitable voltages and secondary substations at points of usage throughout the operations, The power is delivered from the primary to the secondary substations over transmission lines or cables, depending on distances, voltages and local conditions. 5. At the points of use, there will be starting and protective devices for each motor. In some instances, direct current will be needed and rectifiers of various types can be used to provide it. 6. The entire electrical system requires suitable switching and protective devices to prevent damage to the equipment in case of power failues or faults; also, in most cases, sufficient metering to establish the demand and amount of electrical energy consumed. 23.2-PURCHASED POWER A. J. THULI 1. Where public-utility or government-generated power is available, it usually is advantageous for the mine owner to purchase rather than generate. Purchased power generally will be cheaper and more reliable than operating a small generating plant except in some cases where waste heat is available as the source of energy and can be used to supply all or a portion of the power requirements. 2. If it is decided to purchase power, the owner usually must participate in the cost of constructing the connecting line from the closest existing utility line to his point of usage. If the connected load is less than 1,000 lip, it probably is best to let the utility provide the primary substation. For larger connected loads the owner can obtain a more favorable "primary voltage" rate if he provides the primary substation to receive the incoming power and transform it to the distributing and usage voltages. 3. The cost of purchased power usually is made up of a demand charge, deter¬mined by the maximum amount of power the customer takes during any 15-min period throughout a month, and a graduated energy charge for the kilowatt-hours consumed-that is, so much for the first block of energy based on the demand,

18.1-RAILROAD JOHN W. BRAUNS Conventional railroad haulage can be employed at both open-pit or strip and underground mines-in the latter case, largely for transfer of ore from distant openings to processing plants, or processed material to loading points or docks, using standard hopper cars for bottom unloading or gondolas for rotary dumping. The major application, however, is in surface mining for moving ore and/or waste out of the pit to a crushing plant or dump. Consequently, the following will deal largely with this phase of railroad operation, though the conclusions apply equally, for the most part, to other rail-type surface haulage. In surface mining, trains consisting of a locomotive and gondola or side-dump cars suitable for loading by power shovels are used. Gondolas are restricted to hauling ore as a rotary dumper is required. Side-dump cars are more versatile, carrying both ore and waste, but because of their additional dumping mechanism they are likely to be more expensive to maintain.' Also they weigh up to twice a flat-bottom car of the same capacity and. therefore, fewer" cars can be hauled per train. Standard-gage track is most commonly used. Track systems incorporate low-quality temporary track where moves are frequent and permanent high-quality track on main lines. Rail haulage can be used alone, or in combination with other surface haulage methods, thus permitting a selection best adapted to the peculiar requirements of each mining project. 18.1.1---GENERAL APPLICABILITY, CONTROLLING PHYSICAL CONDITIONS For handling rough rock, the shovel-train system is unexcelled.' The ideal applica¬tion is in a large, but not excessively deep, open pit mine from which the coarsely blasted ore and waste must be transported over 3 mi. If. in addition, a high production rate is to he maintained, railroad haulage probably will afford a lower cost per ton transported. Grade must he relatively gentle-usually 3% uphill and 4% downhill. The greater the differences in elevation involved, the greater are the track grade space requirements; for example, a 3 c ramp out of a pit only 300 ft deep is almost 2 mi long. Main-line track locations should he selected carefully so that the number of moves during the life of the mining operation can he kept to a minimum. This applies both to the ore haulageway and that for waste. Such moves are not only expensive, but are difficult to execute without adversely affecting production rates. The large mine affords greater opportunities for judicious location of semipermanent trackage. Figs. 18-1 and 18-2 illustrate typical track layouts. The effect of terrain in considering railroad haulage is confined chiefly to the initial cost of the installation. Grade construction in mountainous territory is ap¬preciably more expensive. However, if that expense can be borne, the subsequent maintenance cost of trackage will not he much higher than in areas of low relief.

10.1-SHAFT SINKING AND RAISING BY CONVENTIONAL METHODS VICTOR L. STEVEN 10.1.1-SHAFT SELECTION A great deal of thought and planning should go into the selection of a mine shaft to provide the most effective use over the greatest, period of time. It sometimes is better to make an additional capital expenditure in the initial shaft program to achieve the greatest overall shaft usage. It is possible to sink a shaft which could be used for mine development, and initial production and later convert it to a ventilation, service or escape shaft. It is important to consider a second shaft in the original planning to provide ventilation, an escapeway and services for overall efficient production and safety. A second shaft usually is required to comply with state and federal mining laws. The main items to consider in shaft selection are: 1. Installation from surface or underground. 2. Vertical or inclined (sec Sec. 10.1.4L for discussion of factors involved in choice). 3. Tonnage to be hoisted. 4. Size of mining equipment to be lowered through the shaft to the underground workings. 5. Amount of water to be handled in the mining operation. 6. Ventilation requirements. 7. Type of ground the shaft is to be sunk through. 8. Position of shaft with relation to ore body. After the main features of a shaft arc determined, such as vertical or inclined, shape, size, type of lining and support, compartments, and shaft. facilities (air, water, ventilation, pump lines, power cahles, etc.), then :I sinking plant and procedures should be planned. At this point it should be decided whether the company will sink the shaft with its own crews or award the job to a competent shaft contractor. Company sinking generally will cost less if competent shaft men are available. Money also will be saved in plant costs, such as for hoist, headframe, compressed air, buildings, etc., as these will be part of the permanent plant and can be used in the sinking operation. Labor costs generally will be lower than contractor construction rates. The advantage of having a contract, or is the speed of completion of the project. Contractors usually have headframes and hoists ready to move on the job immediately and have trained crews ready to complete the project in the shortest possible time. Next, the type of surface sinking plant (hoist, headframe, etc.) should be selected and a determination made whether it is to be temporary or permanent. In most cases it is less expensive to install the permanent, headframe and hoist, and use them for sinking.
