Mine investment decisions involve both objective and subjective criteria. The subjective criteria are efficiently decided by interaction with company experts. The Expert System approach can incorporate knowledge of experts and interact with conventional computer programs on mine evaluation. Artificial intelligence offers considerable opportunities in comprehensive mine investment decision making process.

Projections of coal reserves in Central Appalachia are essential for long-term planning in the region. Annual production is declining in states such as Virginia. And minable reserves for the Central Appalachian coalfield are challenged by difficult geological, mining and market conditions. To project coal mining longevity in this region, interviews with mining companies were conducted to determine and assess technical and economic factors that affect coal seam minability. This information was ap- plied to seam and coal reserve data developed by state and federal governments. The results were analyzed to determine the effects of various factors on the overall minable coal reserve base.

One responsibility of the Minnesota Department of Natural Resources is to encourage the development of mineral resources within the state. A second responsibility is to ensure that mineral development does not adversely impact other natural resources, including the water resources of the state. One approach the Division of Minerals has taken to fulfill these responsibilities is to conduct cooperative research with the mining industry. To encourage mineral development the Division has cooperated with industry on projects related to exploration, mining, and mineral processing. To examine environmental issues the Division has worked in concert with iron ore, base metal, and precious metal exploration and mining companies, as well as the Western Governors' Association, US Bureau of Mines, US Bureau of Land Management, and the US EPA for the past 20 years. These projects were conducted to evaluate methods of predicting, preventing, controlling, and treating problematic mine waste drainages, as well as mine waste revegetation. This paper I) briefly summarizes cooperative projects conducted, 2) enumerates elements which have contributed to the success of cooperative projects, and 3) describes changes implemented for future projects at the Division's new field and laboratory research facilities, as well as at existing mine and plant sites.

INTRODUCTION Grinding mills have been used in the minerals processing industry for over 100 years. Their dimensions have grown continuously during this time. Besides increasing throughput rates of grinding plants due to the depletion of high grade ores, the lower specific in- vestment costs, as well as reduced operating and maintenance requirements are major reasons for this trend. When selecting new plant equipment one must consider that design principles which have proven their reliability on sizes of today's equipment do not automatically warrant a successful operation on the ever larger size of equipment. Modern calculation methods as for instance the Finite Element method already contribute considerably to the safe design of the huge equipment being built today and are a standard tool of the design engineers. More recently, modern computer programs are also being used in order to size the equipment to meet the process requirements. Today, two design principles are on the market - one which supports the weight of such a unit on trunnion bearings through cast conical endwalls and one which is supported through slipper pad bearings arranged at the circumference of the mill shell (Fig.1). The reason for the development of this alternative grinding mill design can be found in the past. During the sixties and seventies the growing sizes of ball mills with high LID ratios caused many mill failures due to cracked endwalls. The accuracy of the calculation methods as well as the quality standards for castings were not developed to a degree required for such kind of heavy equipment. One way to overcome these problems was the increase of the manufacturing quality standards as well as the introduction of the finite element method based on the analysis of the experience available. The biggest grinding mills being built today are large size SAG mills with cast conical endwalls and trunnion bearings (Fig.2). This is due to the fact that mill manufacturers who had come from the conventional ball mill design adopted these principles as well to their SAG mills. These grinding mills perform well without special concern to the operators. Other manufacturers overcame the problems as mentioned above by eliminating completely the heavy castings and trunnion bearings and the problems associated to it (Fig.1). This design was originally applied to ball mills for the mining and other industries. Due to the success of these shell supported ball mills, this design principle was also applied to SAG mills(Fig.3). Despite of the fact that the majority of today's grinding mills are built to the conventional design it is also interesting to have a look at this alternative. Principles which have proven their reliability on sizes of today's equipment do not automatically warrant a successful operation on the ever larger equipment if bigger mill sizes are realized only based on the pantograph principle. With growing grinding mill sizes, the mass and volume flows through the equipment increases rapidly. Thus it is very important not only to concentrate on the safe design of the structural components of the equipment but as well on the process requirements. The influence of the design on important process parameters of dry and wet grinding plants are discussed thereafter. It shall be shown how modern computer programs can assist in the optimization of the design of components in order to fulfil the operational requirements of such large size equipment. PROCESS REQUIREMENTS OF LARGE SIZE GRINDING MILLS Dry Grinding Mills The world's biggest ball mill is a dry grinding ball mill having a diameter of 6.2m and an overall length of 25,5m with a drive power of 11,200 KW or 15,000HP. This grinding mill dries and grinds gold ore at a rate of 500 tons per hour at a moisture content of up to 9,5%. As shown in Fig.4 this mill was built as a shell supported unit. In fact only this design principle allowed to meet the process requirement. This mill could hardly be built with cast conical endwalls due to the constraints of the trunnion bearings limiting the mill inlet. The following case shows how modern computer programs can help to meet the design criteria of the air system of large size dry grinding plants. The size distribution of coal cut by a mining machine is an important performance factor. It is well established that the main machine system variable that affects product size is the depth of cut. In essence, the greater the amount of coal won by a machine cutting at shallow depths, the greater the proportion of dust and fines produced. Conversely, deep cuts produce less dust and a generally larger product size. When cutting with a rotating drum, as well as with a longwall shearer, the depth of cut always varies from zero in the vicinity of the roof and floor, where most of the dust and fines are produced, to a maximum at mid-drum level. In this paper, minimizing the amount of shallow cutting with a cutting drum is discussed, and the effects of the drum cutting and design parameters on cross-sectional cutting area per revolution are analyzed. This study shows the following: •more shallow cutting occurs during the entry quadrant of a cutting cycle than during pick exit; •the ratio of the projected area of shallow cutting to the total projected area of cutting by a single pick per drum revolution is virtually the same for drums of different radii (however, it decreases as the maximum depth of cut increases); and •for double drums, the use of unequal drum diameters can reduce the production of dust and fines, compared to using drums of the same diameter.

Old tailings from Zn, Au, Cu, and Ni mining operations were characterized. Their mineralogical variation in depth is compared with matching pore water and solids chemistry. A geochemical model was used to predict minerals precipitating from pore water solutions. These are compared with actual secondary minerals occurring. The degree to which the precipitation of secondary minerals controls the sulfate and iron concentration of the pore water was also investigated. The results obtained are related to the selection of the most appropriate modes of tailings deposition.

An 81 hectare (200 acre) tailings impoundment at a taconite operation in Wyoming that ceased operations in 1983 has been a source of blowing dust. The site qualified for reclamation under Wyoming's Abandoned Mine Land (AML) reclamation program. The ultimate reclamation construction included: incorporating commercially available organic amendments and fertilizers into a 300 mm (12 in) thick "cap" of a sterile clay loam cover material, lowering the water level in an adjacent flooded mine pit that was feeding uncontrolled seeps into the tailings basin, constructing a wide tailings pond spillway that allows flood control while minimizing seasonal water level fluctuations in the pond, and building rock berms and rock snow fences for wind erosion control and soil moisture preservation. Tree planting in the protective wind/snow shadows of rock berms and rock snow fences, and the plugging of a decant pipe are planned for future work.

The paper will provide a brief review of the latest alternatives to SAG mills. Included in this review will be a discussion of the comparable benefits of each technology. Commonly accepted disadvantages will also be presented.

To exploit the mineral resources of fine grained ore bodies the minerals processing industry is turning to fine grinding technology, of which tower milling has become an established part. However, compared to other mills relatively little is known about the operating mechanisms in tower mills. In all milling processes one of the keys to understanding how they work is in knowing how their grinding media move. To investigate the ball motion in tower mills a glass unit was therefore constructed and measurements taken of the movement of the grinding media. This paper describes the results from this study.

A new P(MAAA) latex was developed and used in separation of ultrafine apatite from calcite and silica by means of selective flocculation. The latex was found to flocculate selectively apatite from apatite/calcite and apatite/silica mixtures in the presence of sodium tripolyphosphate and sodium silicate over a pH range from 9.1 to 9.4. The separation of apatite from calcite was more selective with sodium tripolyphosphate, while the results of the separation of apatite from silica were better when sodium silicate was used. In the apatite/calcite system, 90% apatite recoveries into a concentrate containing 34% P2O5 were possible in the presence of 4 mg/l of sodium tripolyphosphate at a latex dosage of 2.2 kg/t. In the apatite/silica system, 80% of apatite could be recovered into a concentrate containing 33% P2O5 in the presence of 20 mg/l of sodium silicate at a latex dosage of 1.1 kg/t. Deposition tests were used to study the interaction between the latex and the mineral surfaces. The results revealed that deposition density of the latex on apatite was higher than on calcite; the differences between the deposition onto these two minerals were higher at pH 9.2 than at 7.2. The results point to the stronger interaction between the latex and apatite surface when compared with the latex-calcite interactions.

The Chuquicamata mining and metallurgical complex is the main division of CODELCO-CHILE. Its comparative advantage in the world of primary copper producers had deteriorated severely and, consequently, its top management launched an extensive modernization plan. This paper shows how Chuquicamata recovered its position as a low-cost copper producer and is now well positioned to face the end of this century, as far as competitiveness is concerned. It also shows the company's vision for the )(XI century. Given the volume of its ore reserves, one possibility is expanding the sulfide production line capacity, while in the case of the oxide production line, ore reserves are limited so that there is a need to maximize the effectiveness of both organization and technology use. A final consideration has to do with the balance of supply and demand. Most observers of the copper market agree that supply is growing faster than demand. On the other hand, copper is facing severe environmental problems, especially in the piping business, plus the usual threat of substitution. Nevertheless, copper producers are making very weak efforts to defend the market and increase copper consumption through the promotion of new uses of the metal. This issue is crucial and must be considered if copper producers want to maintain a profitable market.

The industrial processing of ores containing precious metals such as gold is generally very mining site specific, e. g. McQuiston and Shoemaker (1985), vanZyl et. a1. (1988), Fuerstenau and Hendrix (1990), and Hausen et. a1. (1990). The variety of various mineral processing techniques employed is extensive and includes size reduction, size classification, gravity separation, roasting, cyanidation, chemical and/or bacterial leaching, ion exchange and/or solvent extraction, and froth flotation. Gold occurs in the earth's crust on the average in very low concentration estimated by various sources to be between two and five parts per billion. For a specific ore deposit to be considered as an economic source of gold, generally a concentration of near one part-per million (one gram / Mton) or more is required. From a mineralogical viewpoint, gold often occurs in its native or free form. However, it can also occur as gold compounds of telluride, antimony, and selenium contained within either sulfide minerals such as pyrite, arsenopyrite. and pyrrhotite or, to a less extent, within silicate, oxide, and carbonate minerals. In many locations, alloying of gold with silver is found. The optimal processing method for recovering gold is determined by many factors such as the mineralogy of the gold bearing minerals as well as the associated mineralogy of the gangue minerals, the type of liberation profile of the gold bearing minerals upon' size reduction, and the particle size of the gold itself. Free or native gold particles can vary in size from the extreme of large nuggets to very finely disseminated gold associated in a complex sulfide mineral matrix. Typically free gold particles of several hundred microns or larger are efficiently recovered by one or more of a number of gravity based techniques due to the large specific gravity differential of gold (19.3 to 15) versus typical gangue minerals (5 to 2.7). When gold is associated with a sulfide (usually pyrite) matrix, historically most industrial plants involving size reduction and subsequent liberation have operated in a size range of 50 to 80 percent less than 75 microns. Grinding finer than this has been normally not economical unless the ore has a high gold content in the feed ore.

The removal of tritium from tritiated water (-0.5 µCiIL) was studied by metallothermic reduction using aluminum. The influence of the three variables namely the aluminum powder amount, the NaOH concentration and the reaction time has been studied on the tritium activity reduction. The experimental results and statistical analysis showed that more than 85% of tritium can be removed from the tritiated water. Further work on the tritium recovery as well as efforts to totally decontaminate water by incorporating a cryogenic concept is currently pursued.

Political events during the past decade have caused businesses throughout the world to think globally. Countries once closed to free market enterprises are now open and seeking out foreign investment to help improve the well being of their populations. The mining industry has always been a global one. Today, though, the industry has become even more global. The driving forces behind this include the opening up of higher grade, lower cost mineral deposits in undeveloped and developing nations. In addition, permitting delays in the United States, coupled with stricter environmental guidelines and a general anti-mining attitude, have forced the mining industry to look outside US borders. The Mineral Economics and Management Society (MEMS) took as the theme of its seventh annual professional program "Economic Globalization of the Mining Industry." About 100 people attended the conference held in Arlington, VA in late March. Speakers included members of the investment community, academia, government and the mining industry.

Empresa Minera de Mantos Blancos S.A. operates two copper mines in Chile: Mantos Blancos and Mantoverde. Oxide ore is processed by acid leaching followed by SX-EW to produce copper cathodes. In order to define the leach process adequately for each ore, an extensive metallurgical testwork program was carried out during the feasibility study for each of these projects. A combination of heap and dump leaching was selected for Mantoverde, while a modification to the existing vat leach operation was selected for Mantos Blancos.

Leachates from gold heap-leaching mines may contain selenium concentrations as high as 2 mg/L. Previous studies report satisfactory selenium adsorption by activated alumina from relatively "clean" drinking waters. However, the findings of these studies cannot be directly applied to the treatment of mine leachate where other ions compete for the alumina adsorption sites. This study evaluated the adsorption of selenium from a mine leachate to develop design parameters for a full-scale activated alumina process. The study revealed that 68% of the selenium in the leachate could be removed by alumina at pH levels greater than 5.0. At pH levels less than 4, silica was poorly adsorbed by alumina, and selenium adsorption was improved. Silica adversely affected the selenium adsorption capacity.

This paper addresses the effects of using jet fans as booster fans in mine ventilation networks. A method was developed to determine the pressure generated by jet fans using the momentum theory. The influence of a reduction cone and other ventilation parameters on the jet fan pressure was analyzed. Verification experiments conducted in the Waldo Mine are described. Examples are given to demonstrate the conditions for the effective use of jet fans.

Evidence has accumulated indicating that cultural change toward safer workplace behaviors is beginning to occur systematically in the coal industry. Through a range of programmatic mining company successes, enforcement and litigative actions, economic responses to competition and integrated efforts by federal and state agencies, a broader participation of safety and training professionals is being achieved to address prioritized workplace problems at mines. Small steps in workplace-related improvements have been realized already, but the trends in industry safety statistics, coupled with focused programmatic initiatives, indicate that more definitive and systematic steps are occurring to improve safe behavior in the workplace routinely.

Latin America is in the path of economic growth characterized by increased privatization, joint-venture projects, and reduced trade barriers. Privatization is changing the industrial operating mode from Government-owned/Government-operated to a privately-owned/government-regulated regime. The establishment of joint ventures, such as in construction and management of infrastructure, energy and mining projects, and deregulated industries (electricity/gas/ telecommunications), is now a common practice in the region. These changes, coupled with the growing awareness of environmental protection issues, have led to a sincere effort on the part of the countries of Latin America to establish reasonable environmental regulations and controls (RERCs) for all industries, including mining and energy, for the benefit of present and future generations. However, RERCs require further consideration of many factors with respect to environmental, geologic, economic, and social impacts in the region. The process must find a balance between the need to sustain profitable operations and the need to adequately protect the environment. While striving to find a balance between continued industrial profitability and environmental protection, the RERCs must be scientifically sound, pragmatic, flexible, and enforceable. There has been worldwide attention focused on the environment, and international symposia have been held on such issues as global warming, water pollution, air pollution, and hazardous wastes. Organizations such as the United Nations (UN) and the Organization of American States have performed rather extensive studies on the environment for various industries and activities, and have developed some broad general plans to address environmental concerns. This technical information is available for the asking, and should be considered a starting point for countries embarking on the passage and enforcement of their own RERCs.
