INTRODUCTION Las Vegas has recently been termed the “Construction Capital of the Country”. It has also been acknowledged as the fastest growing city in the country for several years running. The rapid growth improves the economic picture of the region but it also imparts unusual demands on the area’s infrastructure. In 1994 the Southern Nevada Water Authority (SNWA)was working on a master plan to address the rapid growth. A long range analysis revealed the need for additional water treatment capacity and delivery systems. Short term projections showed that the current system would reach capacity in the summer of 1997 with the possibility of demand exceeding the supply. The River Mountains Tunnel #2 is part of a $150M scheme to quickly upgrade the system to meet the short term demand, improve the overall system operation and allow for a smooth transition into the larger additions being planned for the future. The SNWA selected Carollo/Black & Veatch (CBV) to provide detailed design and construction management for the upgrades. The River Mountains Contracts consisted of five separate contracts broken out separately to stream line a very aggressive (just 34 months) design and construction schedule. Necessary work included four miles of excavated and lined tunnel, connections from existing pipelines to and from the new tunnel including large diameter (to 3.66m(144 in)) valves, a 18 927cu m (5 million gal) regulating reservoir, a surge tank and a 170 343cu m (45 million gal) reservoir to add additional storage to the system. Notice to Proceed was given to Kajima Engineering and Construction (Kajima) on May22, 1995 for the construction of the River Mountains Tunnel #2. The design called for a tunnel to be driven 6070m (19 915ft) in rock and lined to a finished diameter of 3.71m (12.17ft).Excavation began on December 14, 1995 and holed through on April 30, 1996. Lining began on June 25, 1996 and a notice of Substantial Completion was issued on December 13,1996. This paper describes the measures taken to complete the tunnel in 18 months from Notice to Proceed to Substantial Completion. THE RIVER MOUNTAINS SITE The River Mountains are a low range of rugged mountains separating the Las Vegas Valley from its main supply of water, the Colorado River at Lake Mead. It is well known that anticipated mineral prices can have an overwhelming effect on a property's expected value. However, price movements throughout the life of a project also affect value. Thus, it is necessary to not only estimate the expected commodity price at the start of a project but also the manner in which that price is likely to fluctuate throughout the project's life. This paper provides a simple method of incorporating mineral price movements into mineral project valuations.

The results of bench-scale testing of five flotation processes for the separation of dolomite from phosphate are discussed. Each process is compared in terms of phosphate recovery, MgO content of the concentrate and reagent consumption. Water quality was found to play a major role in the performance of these processes. The effect of water hardness, in addition to other parameters, are discussed.

The percent ash in a coal blend is equal to the weighted average of the ash contents of the component coals. If the raw coals differ in washability characteristics, the total yield may be maximized by washing the component coals to different quality levels. A mathematical basis for blend maximization is developed and a computer program is described The program determines the component weights that maximize the yield, while meeting an individual coal-quality specification. The procedure is directly applicable to linear parameters of grade quality such as percent ash, percent sulfur and the calorific value. A transformation of variables permits program execution to meet a sulfur-compliance specification. Blends may consist of any number of component coals.

Changes in the thermal-oxidation behavior and other properties of gold-bearing waste activated carbon when milled in both a ball mill and a vibratory mill were investigated. It was found that significant changes occurred in the oxidation temperature of the vibration-milled waste carbon as a result of increases in surface area and mechano-chemical activation. The mechano-chemical action brought about modifications in the crystal structure of the waste carbon. As a result, the vibration-milled sample was completely oxidized at a temperature of 450°C. Thus, the study established that vibration milling is a better way of lowering the temperature of oxidation of the waste carbon. Furthermore, the gold was found to be concentrated in the ash and, when leached with cyanide for 20 hrs, the gold recoveries from a sample having a head grade of 2 kg/t was 99.5% for the vibration-milled sample and 82% for the ball-milled sample. The lower gold recovery for the ball-milled sample was attributed to sintering of the ash, which was caused by the higher temperature required for its oxidation.

Introduction The disposal of spent ore from cyanide heap-leach processing facilities is of concern to the mining industry, the regulatory agencies and the general public. The disposal of an additional several hundred million tons of spent ore from heap-leaching operations is planned in the western United States during the next decade, and this amount could increase if gold prices rise. In the past decade, more than fifteen million tons of spent ore have been disposed of in the Black Hills of South Dakota. The criterion for offloading spent ore was set by the South Dakota Department of Environment and Natural Resources at 0.5 ppm weak acid dissociable (WAD) cyanide. South Dakota's nitrate offloading limits vary for each mine, depending on ore type and other factors. Concentrations of nitrate in the leachate from spent ore depositories could be the result of conversion from other nitrogen-containing species. One likely source of nitrate is residual explosives from the blasting of ore. Previous work on the combustion products of nitrogen explosives has shown incomplete oxidation (Johansson and Persson, 1970). Another likely nitrate source is the degradation of cyanide to ammonia, followed by oxidation to nitrite and nitrate. A third possibility may be leaching of background nitrate from soil or rock. Objective The primary objective of this research was to investigate laboratory procedures for predicting nitrate concentrations in effluent after the disposal of spent ore at heap-leach gold processing operations. Laboratory tests were performed to define the concentrations of nitrate and nitrite in leachate as a function of time. Sources and species conversions were examined by investigating the nitrogen contributions from cyanide neutralization and from blasting with ammonium nitrate/fuel-oil (ANFO) explosives. Ore processing at cyanide heap-leach facilities Gold mines in the northern Black Hills of South Dakota normally use the following steps in their heap-leach cyanidation processing: Blasting. Surface gold mines in the Black Hills use ANFO explosives (approximately 95% ammonium nitrate and 5% fuel oil). Field evidence and studies show that explosives often fail to ignite or burn completely in shot holes. One reason is that ammonium nitrate absorbs moisture readily, which reduces blast efficiency. Ferguson and Leask (1988) cited a study conducted at the Fording coal mine in southeastern British Columbia. In that study, the total nitrogen released to surface and ground water was estimated to be about 6% of the slurry explosives. However, Ferguson and Leask (1988), in a later analysis of water quality near coal mines in the Kootenay coal fields, indicated that this is likely an overestimate of the nitrogen release. Mines that used ANFO explosives in dry conditions released 0.2% of the nitrogen from blasting. Cyanidation. At surface gold mines in the northern Black Hills, cyanide species from heap leaching can be classified into free cyanides and simple ions, weak complexes, moderately strong complexes and strong complexes (Scott and Ingles, 1981). Degradation of cyanide and disposal of spent ore. Methods of destroying cyanides include hydrogen peroxide oxidation, natural degradation and evaporation, water leaching and alkaline chlorination. Hydrogen peroxide is used to oxidize cyanides in the northern Black Hills mining area. The hydrogen peroxide oxidation reaction forms cyanate, which can hydrolyze to form ammonium and carbonate ions. After formation of ammonia or ammonium ion, further oxidation to nitrite (NO2-) and nitrate (NO3-) can occur. Spent tailings from gold processing in the Black Hills normally are disposed of in tailings facilities constructed in nearby drainages. Infiltrating rainwater with a typical pH of about 5.6 is an additional component introduced into the spent ore after disposal. Methods Field sample collection. Spent ore samples were collected from conveyor belts (or other convenient points) at heap-leach mines by personnel from the South Dakota Department of Environment and Natural Resources. The samples were placed in black plastic bags that were contained within 5-gal buckets and sealed to prevent exposure to ultraviolet light. INTRODUCTION Thermally induced fracture of rock is one of the oldest rock breakage techniques known to man. Primitive underground miners used fires to heat and crack rocks as early as the third century B.C. (Ref. 1). History aside, however, present-day tunneling and mining interests are reconsidering the use of modern heating units for rock fracture for some very good reasons. One of the most important advantages of many heating techniques is the lack of direct contact between the heating device and the rock. This means a lower wear rate relative to mechanical cutters, and no large reactant force to be supplied by the tunneling machine. In addition to avoiding physical contact, some heating systems (e.g., electron-beam guns and lasers) can deliver energy to a rock face much more intensely than can be conveniently handled mechanically. Thus, heating power densities of the order of lob to 107 watts/in.2 and greater can be achieved with high-power lasers. These high power levels allow much higher instantaneous penetration rates than can be achieved by mechanical cutting. Another advantage that accrues to some thermal techniques, such as, for example, surface spalling, is that the thermal fracture process works particularly well in certain rock types (e.g., granite) that are particularly hard to cut mechanically. This paper presents design and implementation details of a fuzzy-behavior-based controller for an automated excavator. The robotic excavator is equipped with sensors, actuators and an embedded control system. The excavator controller uses neural-networks to interpret forces and torques gathered during the excavation process from bucket-mounted force sensors. Implementation details card experimental results using the fuzzy-behavior-based excavation controller are given for several excavation tasks. These excavation tasks demonstrate some of the complex skills that are essential for an autonomous mining-excavator controller.

Mineral-processing techniques were adopted for use in the separation of various plastics used in beverage bottles. A complete flowsheet, which utilized size reduction, heavy-media separation and flotation, was developed to separate PE, PVC and PET. In addition, the mixtures contained cellulose fibers (from labels) and aluminum (from bottle caps). It was demonstrated that, while heavy-media separation allows for the separation of a PVC/ PET mixture, froth flotation can be used to separate PVC and PET. For this purpose, the differential action of a pH 11 alkaline aqueous solution containing methanol and MIBC as surface-tension control agents, has been found to be a suitable flotation medium. This paper reports on some aspects of a flotation flowsheet that was developed for the separation of plastics contained in municipal solid wastes.

I feel very privileged to be added to the distinguished group that has received this award since the first recipient, Reno Sales, received it in 1954. If my research is correct, the last geologist to be honored was Bill Callahan in 1982. Perhaps the Awards Committee decided it was about time to select a geologist, and I became the beneficiary. Regarding the discovery of the Carlin ore body, it was the culmination of several studies - one going back as far as 1939 when a US Bureau of Mines engineer named W.O. Vanderberg recognized an unusual type of gold mineralization in sediments in northern Nevada. What was unusual was the fact that the gold was so fine that it would not concentrate in a pan. This, plus the study of the Roberts Mountain thrust by Ralph Roberts (1960) and conversations with Harry Bishop, manager of the Gold Acres Mine, pointed Alan Coope and me in the direction of the Lynn Window and, eventually, the Carlin discovery. There has been a great deal written about this discovery. I thought it would be interesting to discuss the evolution of Carlin gold exploration in Nevada since this time and to discuss the changes in perception of this unique type of mineralization. The method used by Coope and me in following up on Roberts' work was to map geologically the Roberts Mountain thrust and conduct geochemical sampling of favorable outcrops and float. Coope was highly experienced in geochemical exploration, as he had graduated from the Royal School of Mines in London, studying under John S. Webb, one of the pioneers of geochemistry as applied to mineral exploration. We first considered using pathfinder elements, but finally concentrated on gold analyses alone, even though the sensitivity of fire assays used at that time was only about one-half part per million. According to the spatial relationship of the mineralization to the Roberts Mountain thrust, as pointed out by Roberts (1960), we were looking for mineralization within the thrust itself. Our models were the known Gold Acres and Getchell mines, which contained reserves on the order of 0.9 to 1.8 mt (1 to 2 million st). These were not of substantial size, but I had hoped we might find more than one of these tributary to a mill that would justify an operation for our employer, Newmont Mining Corp. What we ended up with was the type of deposit we were looking for - an open pit deposit of micron gold, which the old timers had missed because the gold was not capable of being panned. But never in our wildest dreams did we think there was a chance of finding a body containing 10 mt (11 million st) of ore at 0.30 oz/st (10.3 g/t).The deposit was not in the thrust proper but was found in a favorable horizon of Roberts Mountain siltstone that was below the thrust. This is the first example of how a model should not be followed blindly. Newmont was successful in keeping this discovery quiet for some time. After a considerable amount of drilling, a rumor circulated that they had discovered a large low-grade ore body of around 1.7 to 2.1 g/t (0.05 to 0.06 oz/st), which of course would not have been economic with gold at $1.13/g ($35/oz), which was the fixed price at that time. The company, for obvious reasons, did not discourage the rumor. When, however, the true results came out there was a lot of feverish activity. Because of this new type of so-called "invisible gold," which could have been missed by the old timers, the thought was that other deposits would be discovered very soon. The Carlin and other smaller deposits, including Bootstrap, Blue Star and Gold Quarry, were in windows where the lower plate of the Roberts Mountain formation (below the thrust) had been exposed by erosion. The 13 km (8 mile) long Riverside Badlands Tunnel is planned for construction starting in 1998. Extensive geotechnical investigations indicate that the 3.7 m (12 ft) finished diameter tunnel will be excavated through soft ground, weak sedimentary rocks, and heavily fractured metamorphic rocks. Nearly 80 percent of the tunnel will be excavated beneath the groundwater level. Tunneling conditions are expected to range from raveling and over-stressed in the sedimentary rocks, to blocky and seamy/crushed with some squeezing in the metamorphic rocks. Two alluvium reaches will require dewatering. The variable and interspersed ground conditions are expected to be a key factor in selection of tunneling methods, equipment, and initial support.

Virtual reality (VR) is a concept in which the human experience of perceiving and interacting with a computer-modeled environment is achieved through the use of sensors and effectors. It is an advanced form of computer graphics. The images are generated based on where the user looks and how the user moves. As personal-computer-based (PC) instruction gains acceptance as an innovative approach to providing safety training, VR can provide a multisensory, rather than merely a multimedia, mode of presentation. New technology continues to be introduced into the mining industry to meet the productivity needs of coal and noncoal producers. There is also an increased need for more innovative training of mine workers. New technology and equipment designs often affect the basic causes of accidents. For example, the development of cabs and canopies for underground coal-mine equipment has reduced the number of accidents related to roof falls and rib rolls. However, safety-training specialists then had to focus on the machines themselves, because the modifications had the potential for causing "pinch-point" accidents. In fact, although the overall physical demands on mine workers have diminished, there has been an escalation in the concerns about trauma from repetitive physical activity. Thus, health-and-safety training specialists have shifted their atten¬tion to the recognition, evaluation and control of workplace hazards (Hancock and Hill, 1995). Recognizing that the spatial relationships of a workplace convey more information about hazards when experienced rather than described, trainers agree that simulation is the method of choice. Unfortunately, until recently, simulation systems were either simple software programs that did not come close to portraying the real experience or were complex hardware systems (such as flight simulators) that did, but at a cost of millions of dollars (Fritz, 1991). However, researchers and training specialists are excited about an emerging approach to work-force education based on virtual reality. VR is also described as cyberspace, immersive simulation, artificial reality, telepresence, virtual environment or virtual world (Meyer and Dunn-Roberts, 1992; Peterson, 1992). It represents a group of concurrent advances in computer and interface technologies. They enable an individual to interact in a multisensory way with a computer-generated environment. To achieve this, a typical VR system incorporates a computer that contains the necessary databases for producing realistic images and audio; a head-mounted display (HMD) or screen for viewing the images; and a three-dimensional controller, joystick or data glove for interacting with the computer-generated environment. If virtual reality is to become an effective tool for the safety training of mine workers, its attributes will have to be measured against other forms of delivery. Accordingly, Carr (1992) listed the following areas in which VR should be considered the method of choice: ? When training mistakes would be costly. ? When the necessary environment cannot be experienced in the real world. ? To build interfaces that are sensible and can be manipulated. ? To make training situations really "real." ?To make perceptible the imperceptible.

Air-sparged hydrocyclone (ASH) flotation is a new, promising technology, and, since its conception, numerous applications have been successfully tested. Nevertheless, research and development efforts have continued to improve the technology with respect to operating conditions and design considerations. Results, from experimental studies on bubble generation in the ASH system are presented in this paper. Bubble size distributions generated during ASH operation were determined using a high-speed photographic technique. The influence of many factors, including surfactant concentration, water flow rate, and porous-tube pore size have been studied. Test results indicate that these process variables have a profound effect on the bubble size distribution. With an increase in surfactant concentration or water flow rate (shear field), the bubble size distributions become narrower and shift toward smaller average bubble diameters. However, the influence of pore size is more complicated. Depending on the experimental conditions, the average bubble size was found to range from about 100 to 300 µm in diameter.

The expanded west pit of the 15 Mta (13.6 stpy) El Cerrejon mine will eventually reach a maximum depth of 270 m (890 ft). Slope-stability evaluations indicated that this depth, combined with structural complexities, would create a serious risk of footwall instability. Stabilization calls for anchoring the footwall by the installation of 9- to 33-m- (30- to 108 ft-) long multistrand steel cable bolts. For each of the 15-m- (50-ft-) high mining benches, a row of bolts is installed with variable horizontal spacing, depending on the dip magnitude. Cable bolting is now standard operating practice, and an estimated 11,800 bolts will be installed during the life of the mine. Results to date have been satisfactory in terms of the stability condition of the bolted slopes.

It appears that the tunneling trade is merging into its own renaissance for the decade of the 1970s', and most likely on past the year 2001. Federal interest in underground excavation, and more specifically, rapid excavation expertise has been on the upswing since the latter part of the 1960's, mainly due to the pressing national needs for more raw materials based on the rise for material goods and the projective gloom of possible power shortages. On the pure tunneling side the national needs encompass, in the mainstream of priorities, rapid transportation and water supply excavation as the two top contenders. For instance, the estimates for tunnel mileage for the period 1968-1975 are:(1) Subways---85 miles Urban Highways--- 123 miles Intercity Highways---210 miles Water Supply Routes---528 miles at a total of 946 miles of tunnels. The estimated cumulative underground excavation demand in dollar amounts for the period 1970-1989 are:(1) Construction Oriented Demand--- $35 billions Mining Oriented Demand---$34 billions (which includes the coal-oriented demand on the order of 26 billions.

Dartbrook Coal is currently developing a modern, high production (3.5 Mtpy) single longwall retreat coal mine in the Upper Hunter Valley of NSW, Australia. The location is a green field site, with no surface or underground mining operations ever having taken place in the initial target seams. The coal seams of the working section, floor and immediate roof average a total 20 m in thickness and contain a mixed carbon dioxide 1 methane seam gas ranging from 6.5 to 11.0 m3/t. The target seams have undergone detailed characterisation to assess hazards and quantify the controls required to minimise associated risks during mining. Risks identified during initial phases of exploration and 14 months of development include: • High gas emission during development. • Probable high longwall gas emission rate. • Medium to high propensity to spontaneous combustion • Possible carbon dioxide outbursts on geological structures • The main controls currently in place include, • Mine geometry and ventilation circuits • Exploratory drilling ahead of development • Intensive in seam pre drainage • Goaf drainage plants • Comprehensive monitoring systems • Underground environmental management plan. • Pre mining predictions of gas emission provided an indication of gas emission rates which have proven to be an under estimate. Current mine issues are; • Both surface fans are at full capacity (250 m3/s 1.4 kPa) • Both gas drainage pumps are at full capacity (2.3 m3/s) • Alternatives to extensive in seam pre drainage being investigated (surface to in seam hydro fracture) Review of mine design underway This paper describes the seam characterisation, assessment of mining hazards and summary of the management plan developed to address the risks identified. Newmont Gold has advantageously used the capabilities of mineral oxidizing bacteria to develop a process for the pretreatment of low-grade sulfidic and carbonaceous-sulfidic refractory gold ores. The biooxidation process results in the oxidation of the sulfidic minerals with increased exposure of gold for subsequent gold recovery. The biooxidized carbonaceous-sulfidic ores cannot be heap leached with cyanide because of the preg-robbing characteristics of the carbonaceous matter in the ores. Therefore, an alternative heapleach process using ammonium thiosulfate was developed to extract gold from these preg-robbing bioaxidized ores. The ammonium thiosulfate leach process was successfully applied in both laboratory and pilot plant tests. Satisfactory test results were achieved, encouraging the continuation of process development.

To date, no ilmenite, rutile and zircon deposits of commercial importance have been reported in Turkey. However, information from recent reconnaissance activities indicates the possibility of an economically viable heavy-mineral deposit in the vicinity of Ormanli, which is located northwest of Istanbul along Turkey's Black Sea Coast. Consequently, beach coil sand-dune samples were collected from that area for additional analysis. Laboratory methodologies drat were designed to simulate standard industrial heavy-mineral plant practices were used to analyze and evaluate the samples. Based on these analyses and current market needs, none of the deposits in the Ormanli area qualify as a commercial heavy-mineral deposit.
