This chapter deals with the Mine Safety and Health Administrations's (MSHA] concern and obligations with regard to asbestiform minerals. Asbestiform minerals are defined as the magical group of hydrated, silicate minerals that possess a fiberlike structure capable of being woven into cloth. Their unique combination of properties, such as resistance to heat and chemical attack, high tensile strength, and flexibility was recognized centuries before Christ. Pausanias, the early Greek geographer, speaks of golden lamps, made about 430 BC, with in- combustible wicks of Carpathian flax. The Ro- mans used asbestos as cremation clothes to con- serve the ashes of deceased persons of rank. Charlemagne had an asbestos table cloth that he used to pass through fire to clean (Lanza, 19381. Early recognition of the health hazards associated with exposure to asbestos was documented in the first century by Pliny the Elder, a Roman naturalist, and Strabo, a Greek geographer. Both wrote of slaves with sickness of the lungs, whose occupation was that of weaving asbestos into cloth. This concern for the health of asbestos workers disappeared over the ages. Today, with the use of modern technology, asbestos products have been greatly exploited. The asbestos output has increased over a hundredfold in the past 70 years. World production has jumped from 454 t/y (500 stpy) in 1900 to 4.5 Mt/y (5 million stpy) in 1978. An increase in health problems for asbestos workers accompanied this increased usage. However, it was not until the modern era that the association of asbestos with chronic respiratory disease was rediscovered. Reports were published at the turn of the century documenting the effects of asbestos exposure on textile workers. One such report in 1907 by H.M. Montague Murray described the post mortem findings on a 34-year- old carding machine operator. Murray de- scribed the lungs as showing extensive diffuse pulmonary fibrosis spicules of asbestos. Subsequently, more reports of pulmonary fibrosis following inhalation of asbestos were published, including an epidemiological study of asbestos miners in 1930 (Merewether and Price, 1930), at Thetford, Que., Canada. This study took place at the mine 52 years after large-scale mining of asbestos had begun. But, the cancer- producing potential of asbestos was not established until 1949 when a report by Merewether in England described an excess of cancer of the lung and pleura [the lining of the lungs) among individuals dying from asbestosis (Merewether, 1949). In the past decade much attention has been focused on asbestosis, mesothelioma, and bronchogenic carcinoma, as the three major biological effects associated with asbestos ex- posure. Parenchymal and pleural asbestosis is a fibrosis in the substance of the lung with thickening and often calcification of the membranes lining the thoracic cavity. Mesothelioma is a malignant tumor of the membranes lining the thoracic or abdominal cavities, and bronchogenic carcinoma is a cancer of the lung tissue itself. These diseases occur in various degrees and combinations. The severity and occurrence of these biological effects are directly influenced by conditions such as dose response relationships, intensity of exposure, duration of exposure, lapse of time since initial exposure, and cigarette smoking. Numerous studies indicate that the relationship between these conditions and the incidence of disease is proportional. Congress has recently concluded (Congressional Record, 1979) that, "exposure to asbestos fibers has been identified as significantly in- creasing the incidence of cancer and other severe or fatal diseases such as abestosis." Congress conveys its concerns for the safety and health of the nation's miners through the Federal Mine Safety and Health Act of 1977 in which it gave MSHA the authority to set safe

Arch Mineral Corporation and Rocky Mountain Energy's Medicine Bow Mine in Wyoming presented an interesting challenge to the concept of mining a multiple-seam, dipping coal in the Hanna Basin. The 3362 and 2962 pits at MBCC were designed in a multiple seam coal consisting of 4 (and in some areas 5) bands of coal; these coal beds are all in the Ferris formation. The area was subject to some localized faulting and a major fault caused a physical restraint that we mined up against in our final cut. Using a 1570 dragline as the principal stripping machine, the concept of developing a bench for stripping the lower seams from the low-wall side of the pit was initiated. The results of this method of stripping were very satisfying for this pit through the completion of pit life and prompted us to use it in other areas at MBCC and at our other operations. Mining a dipping coal presents a small twist to conventional "flat" coal stripping. The spoil has a tendency to continually try to slide into the pit and the increased overburden on each cut as you mine down the dip creates spoil problems unless adequate design provisions are made prior to stripping.

Cyanidation has established itself as the main process for extracting gold from ores in this century. However, many ores exhibit refractoriness to the conventional cyanidation process. The main cause of the refractoriness is generally the presence of carbon, tellurium, and sulfides, particularly those of antimony, arsenic, and iron. The problem is usually solved by either modifying the cyanidation conditions or providing an oxidation pretreatment. This paper presents results from studies that help in understanding the causes of refractoriness of various gold ores. This is followed by a discussion of many processes that have been developed to solve the problem such as intensive cyanidation, pressure cyanidation, carbon-in-leach cyanidation, and pretreatment processes such as roasting, chemical oxidation, autoclave oxidation, and bacterial oxidation.

As market conditions become more competitive, U.S. coal producers are faced with the increasing need to find methods of lowering production costs in their operations. One area worthy of investigation is the additional recovery of fine coal that is normally discarded in the preparation plant waste stream. United Coal Company is currently assessing the capability of the Deister Flotaire, a new application of a column flotation cell, to recover additional, saleable coal from preparation plant waste. This paper presents the technical data obtained to date. Work with a 0.76 m (30 inch) diameter cell installed in a plant shows considerable coal recovery is possible from a nominal 0.595 run (28 mesh) X 0 refuse stream.

INTRODUCTION The accomplishment of a well engineered design, and the realization of efficient plant operation cannot be achieved without weaving a web of safety consciousness from the beginning of the project. When the plant becomes operational, and throughout its life, responsibility safety will rest with the client or operator. Recognition of this understanding does not reduce the importance of the engineering and construction contractor's role, but merely puts the responsibility where it belongs. A project which has had little or no operator input during the early stages of design is almost certain to have serious work place safety, health, and environmental problems in spite of the fact that all MSHA and OSHA design requirements were met and the engineering was performed using accepted practices. DEFINITIONS The author has a personal preference in safety definitions that begins and ends with simplicity. If the safety criteria, program, and rules are confusing or complex, the results will soon become obvious. Confusing and complex are the key elements in the avoidance of responsibility and if punitive is added to the list, a brew exists which breeds accidents, illness, and poor performance. A safely designed and operated plant is one that a worker can journey to each day; leaving that person and his or her family with the above average expectation that the person will return healthy, emotionally intact, and hopefully a little wealthier. The research activities of the Minerals Research Laboratory, which is a part of North Carolina State University, is normally confined to solving beneficiation problems, and developing flotation processes for the mining industry. In recent years the laboratory has veered from its main purpose somewhat and has placed some emphasis on the manufacture of products from mineral concentrates. This has been the result of requests for help from industry. One such request came to the MRL from a talc producer in North Carolina who was having a difficult time competing with foreign imports of steel marking crayons. He felt that if a process could be developed whereby a satisfactory crayon could be produced from powdered talc at a low cost that he could compete.

Many mines, in particular coal mines, use inclines or slopes as an access to seam or seamlike deposits which outcrop at or close to the surface. In general, from the surface or from a certain depth, inclines or slopes follow the dip of the deposit with length up to 30,000 feet and by that going under an overburden cover of several thousand feet. The common outbye transport system for mine products is the conveyor. Material and men to be transported down into the mine are handled by rope driven systems when the angle of inclination exceeds the employment of locomotive traction. The transport volume can be sizeable and reach 200 to 300 tons of material and 500 men to be handled daily in a medium size coal mine with a production of 10,000 tons ROM.

Propelled by the invention of the transistor at Bell Laboratories, germanium's unique properties have advanced our electronic world by many years. Germanium has found major uses in infrared optics, fiber optics and a revised vigor as a catalyst for PET plastic production. Other advanced applications are in various stages of development. The solid state electronics industry has been the driving force behind the accelerating demand for gallium since the late sixties. Past developments of substrates for light emitting diodes, lasers and magnetic bubble memories are paling in view of the current excitement over the use of semi-insulating gallium arsenide for high performance integrated circuits. This application requires gallium metal and gallium compounds of extraordinary purity.

A novel principle for a waste repository, based on a backfilled thermosyphon as the functional unit, is proposed. Such a unit reduces temperatures and temperature gradients in the vicinity of a waste package and in the repository near field, reducing leach rates from packages and thermomechanical disturbance of the rock mass. Preliminary analyses confirm the mode of performance of the system, and reveal some interesting features of material transport and sealing in backfill and rock fissures. The thermosyphon combines attractively with the prospect of developing a near-field geochemical trap with chemical specificity for radionuclides. It is proposed that a thermosyphon repository may provide superior performance of engineered and natural barriers compared with conventional designs. The achievement of the ability to predict accurately the performance of the thermosyphon, relative to other isolation schemes, will represent a benchmark in the understanding of the absolute performance of any repository.

Despite the importance of froth flotation to the mineral industries as a means of separating various minerals, the commercial flotation reagents used have varied little in the last twenty years. Numerous articles and books are available describing existing flotation chemistry and its application, e.g., Fuerstenau (1962), Fuerstenau (1976), Aplan (1980), Somasundaran (1980), King (1982), Leja (1982), Ackerman, et. al. (1984), Crozier (1984), Hansen and Klimpel (1985). There are many reasons for this lack of significant new reagent development including the general utility and relative cheapness of collectors, such as xanthates, and frothers, such as methyl isobutyl carbinol and the glycol ethers. Another important reason is the inherent complexity of the flotation process itself coupled with highly variable and difficult to standardize feed materials which make reliable reagent comparisons difficult and seriously limit the use of theoretically based studies to "predict" new or optimal reagents. In addition, the higher cost of "specialty flotation reagents demands that their performance attributes be significantly greater than existing general all- purpose commercial reagents – something often difficult to prove in practice. Faced with this situation, a detailed applications research pro- gram [Klimpel (1980 ab, 1982, 1984 ab), Klimpel, et. al. (1982)] was organized from 1979-1985 on mineral flotation with the following goals: 1) the development of appropriate batch laboratory flotation testing techniques sensitive enough and statistically reliable enough to identify small differences in performance between different flotation tests (i.e., between various reagents, even those with relatively minor chemical structural changes); 2) the identification of mathematical models with appropriate numbers and types of parameters that have maximum statistical power to statistically distinguish between various time-recovery profiles; 3) the generation of laboratory and corresponding plant scale data in sufficient quantity and consistency so that the highly interactive nature of the "flotation system9' of chemistry/ equipment/operating conditions could be quantified; and 4) the invention and development of really new and unique reagents for giving improved flotation performance. The Bureau of Mines (BOM) evaluated the technology, capital investment, and annual operating costs of emission control for further reductions of lead in ambient air at the East Helena, Montana, smelter, and the Glover, Herculaneum, and Buick smelter-refineries in Missouri. This study seeks to analyze the technology available to the domestic primary lead industry for attempting to further reduce lead emissions below 1985 levels. Through enclosure of concentrate unloading and handling areas and all lead-processing buildings, followed by venting these enclosures to the atmosphere through baghouses and the application of appropriate local controls, emissions can theoretically be reduced by a total of 2,424 pounds of lead per day from 1985 levels at the three Missouri operations. Using conventional technology, aggregated additional capital costs of $250,014,000 and annual operating costs of $18,507,800 are estimated for the four operations, resulting in a total cost of $0.063 per pound of refined lead. Continuous drossing techniques would assist in meeting OSHA standards in process areas. Continuous drossing would change capital and operating costs to $258,344,800 and $16,104,700, respectively, for a total cost of $0.062 per pound of refined lead. First quarter, 1986 open market price for refined lead was $0.184 per pound.

The metals industry is in complete chaos with mines being shut down, profits becoming non-existent, and continual losses to imports from other countries. Yet the raw material supplier to the glass industry has many opportunities to grow and to produce profits. Fortunately, the cost of most glass raw materials are low enough that competition from imports is not anywhere as critical as it is in the metal industries, such as copper, aluminum, lead, and others. But the glass raw material supplier must develop new products, both chemically and physically, to effectively compete in the future. The purpose of this paper is to point out generally where these opportunities exist and to suggest how they may be further developed. As the glass industry looks for energy saving materials, they look once again towards finer materials. A glass furnace is now approximately 40% efficient. Glass engineers are constantly striving for energy savings and it is well known that finer materials melt easier so that the manufacturer can operate his furnace either at lower temperatures for the same production or he can produce more material at the same temperature. The old 20 mesh sand specification is no longer sacred and as the mesh size for sand changes so do the specifications for all other raw materials used in the melting process. Highly instrumented glass furnaces can now measure quite accurately the energy needs to produce glass and can also measure the energy loss in each furnace. Glass technologists desire today a sand with a top size of 40 mesh while some would like to have the top at 60 mesh. This becomes more difficult to accomplish as a raw material supplier without .grinding. As you well know, grinding develops fines. Yet the same technologists will tell us that we can have nothing passing a 140 mesh screen. Therefore, we must develop processes which allows us to produce a finer screen size without increasing the amount of fines passing through the 140 mesh screen. To counteract this, different and changing industries are now demanding much finer products so possibly there will be markets for the fines which are currently separated out of the products. Methods that are practical and low cost must be found to develop different products with different screen specifications. What works for sand can be carried over to the other raw materials used in melting. Among the answers to finer products, of course, are pellets. Aglomeration or pelletizing has been looked at in the past and will be looked at in the future. Considerable work has been done in the glass container industry on this and must be carried out more extensively. By using aglomerated material or pellets, the glass producer will gain the benefits of melting fine materials without suffering from handling or dust problems. Pelletizing, particularly where using basic glass melting materials such as burned lime or sodium silicate, will not only produce a good pellets but will add desirable minerals to the glass batch.

INTRODUCTION The inelastic stress-strain behavior of rocks has urged engineers to seek for the possible application of plasticity to engineering pro¬jects such as tunnels, oil wells, dams, etc. for a long time. Early efforts in this direction have tentatively used the classical theories to solve some axisymmetric problems, in which the rocks were treated as perfectly plastic and nonfrictional materials (Talobre, J. A., 1957). Meanwhile, one of the fundamental assumptions is that the volume strain of elastoplastic material is purely elastic. Drucker and Prager (1952) developed a perfectly plastic and frictional model with a generalized form of Mohr-Coulomb law, which serves as both failure criterion and yield criterion. Although the associated flow rule gives unacceptably large dilatancy, this model is a very important step to deal with the frictional behavior of geological materials. As a further step, Roscoe et al (1963) and Schofield and Wroth (1968) proposed a Cam-clay model, which accounts for the yielding before the material reaches a failure envelope and reflects the plastic volume strain as a strain hardening factor, and the open end of the Drucker-Prager envelope is capped by a family of yield surfaces, the envelope is made conforming with crit¬ical void ratio line. The proposed shapes of the cap have been based on experimental data and on convenience of mathematical descrip¬tions. Drucker, Gibson and Henkel (1957) introduced a spherical cap for soils, while in Cam-clay model the cap is semi-logarithmic yield function derived from the result of triaxial tests. DiMaggio and Sandler (1971) proposed an elliptical model for sand, in which the hardening function depends exponentially on plastic strain. Sandler et al (1976) used a plane cap model to express the behavior of a wide range of geological materials of which the nonlinear hysteretic nature is significant. Mizuno and Chen (1982) illustrated the physical mean¬ing of cap models and their adaption to finite element calculation. In recent years, Carroll et al (1972, 1980) have studied the com¬paction of porous materials under hydrostatic pressure and discussed the mechanism of the nonlinear response thoroughly. Analytical and numerical analysis of the hollow sphere model by Curran and Carroll (1979) predicted an initial yielding surface, dependent on the initial porosity, and showed a strong coupling between hydrostatic and deviatoric effects. All these main features from the abovementioned theoretical research are visualized by the experimental data on Boise sandstone (1984). The combination of such previous work would be logically the construction of a plasticity model for porous rocks which, following the tradition of assigning the name of birthplace to a special model, is called Cal-Rock model (Carrol, M. M., 1984). The results of triaxial tests along different loading paths reveal the compaction characteristics for deviatoric and hydrostatic stress separately. the fitting of the nonlinear stress-strain curves leads to a construction of yield surfaces. Moreover, an uniaxial strain test gives the strength envelope which is the critical state line. The whole model is composed in the frame of elasticity theory. The concept and representation of plasticity used here are in the spirit of Naghdi¬Casey theory (Casey and Naghdi, 1984 and 1984, Naghdi and Trapp, 1975). In order to find the way of using such a plasticity model in engineering problems, the stress field in a thick-walled cylinder of porous material is calculated. This is an axisymmetrical problem with plane strain, which is an idealization of oil well in an infinite medium. Because the constitutive relation is highly nonlinear, a numerical method has been utilized to obtain the solution. CONSTRUCTION OF CAL-ROCK MODEL (1). An opportunity to compare the performance of different tunnel boring machines (TBMs) operating in similar rock conditions occurred during the construction of a major water scheme in the UK. The principal objectives of this study were: (i) To collate, analyse and present the data available for the four TBM drives of the Kielder Aquaduct Scheme in terms of the tunnelling system performance and the downtime experienced, particularly where these were influenced or controlled by geotechnical parameters. (ii) To isolate the major sources of machine downtime and highlight those aspects of the tunnelling system that critically affect tunnelling progress rates (iii) To determine, by statistical techniques, relations between TBM performance and rock properties.

The term kaolin is derived from "kauling". a Chinese word meaning high ridge, which was the name of a hill in China where kaolin was first mined several hundred years ago.(1) Other common names used today for kaolin include "clay" and "China Clay". The former word technically has a broader meaning and could refer to various types of clays such as bentonite and ball clay as well as kaolin. China clay, as a descriptive term, apparently results from kaolin's origin as described above but could also be due to a significant historical use in ceramic applications. The terms "kaolin" and "clay" will be used interchangeably in this analysis because of the common practice of using these terms in the paper industry. Major reasons for kaolin's widespread industrial usages center on the mineral's (kaolinite) physical features of good color, low viscosity and inertness. Kaolin is described as a hydrous aluminum silicate with approximate composition Of 2H20.A1203.2Si02. As will be shown later, a new version of the product, calcined clay with modified hydration content, is gaining widespread usages. Components of any particular kaolin in addition to alumina and silica are viewed as impurities. The more valued deposits and, hence, higher priced kaolin products are those of highest purity.

A closely spaced grid of survey points was installed over the tensile zone of a longwall panel in southern Illinois and monitored daily during subsidence to document the complex ground-surface movements associated with dynamic subsidence. Vertical and horizontal displacements were used to calculate maximum tilts and principal strains within the grid. The dynamic nature of subsidence is made evident by changes in both the direction and magnitude of maximum tilts and principal strains. The maximum tilt (smax) of 0.036 and maximum tensile strain (Emax) of 0.027 were measured after subsidence and were oriented transverse to the longwall panel. Observations of surface fracturing were correlated with strain determinations to estimate a surface strain at incipient cracking (E;) of 0.006 to 0.009. Using shallow inclinometers, a linear variation of horizontal displacement with respect to depth was observed, suggesting a neutral¬axis bending mechanism for near-surface deformation. Horizontal displacements transverse to the longwall panel reduce to zero at a depth of 40 feet. A linear relationship between strain and curvature was used to estimate ground-surface curvatures associated with Emax (0.00068 ft-1) and E; (0.00015 to 0.00023 ft-1). The curvature estimates are consistent with published results.

The U. S. Department of Energy is constructing and operating the Waste Isolation Pilot Plant (WIPP), a research and development facility near Carlsbad, New Mexico, to determine whether or not defense-generated high-level radioactive waste can be stored safely in bedded salt. The goal of the WIPP modeling program is to develop the capability to predict room responses from one site to another without a priori knowledge of the actual room responses. Data from one of the early WIPP excavations, called the South Drift, have already been used to form an initial evaluation of computational models for predicting room closures as a result of salt creep [Morgan et al., 19851. In that study, a significant unresolved discrepancy existed between predicted and measured room closures. It was suggested that future studies address alternate forms of the constitutive law. In this paper, an alternate form of the creep model for salt is used that is founded upon the deformation- mechanism map for the micromechanical deformation processes. This model embodies both steady-state and transient creep. Also, quasi-static plasticity is incorporated into the complete constitutive model for salt. The conclusion is drawn that the combination of the mechanistic creep model, plasticity, and flow potential can approximate the late time South Drift deformation. Further improvement of the model fit of plasticity in the future is expected to further improve the simulation.

The so called 'SISCOM' is a General Purpose, microprocessor-based Monitoring and Control System, developed by AITEMIN to meet the requirements of Spanish Mining Industry in - the field of automation and data -transmission. Typical applications -are automatic control of pumps, compressors, fans and conveyors, as well as environmental monitoring and production monitoring. In relation with the last, the - System has been succesfully installed in a full section roadheader and in a mechanised steep coal face. In both cases, the main objective is to get information about running times, down times and causes, -and monitoring of other important parameters such as ventilation, methane content, power consumption..etc. Measurements concerning the face behaviour from a geomechanical point of view are also monitored. These are different pressures and stresses. All data is transmitted to the - surface and on-line analysed by a -desk-top microcomputer. The paper shows the system structure and the requirements that have - been considered on its design. Attention is given to the mechanical data acquisition problem, involving special development of some transducers. The information provided by the surface microcomputer is shown and its utility discussed.

INTRODUCTION A very important factor in froth flotation is the use of surface-active chemicals to form a froth in which minerals or coals are retained, thus allowing for valuable component enrichment. In coal flotation reagents (frothers) specifically designed to provide an efficient froth are employed. It is this group of chemicals that will be the primary emphasis of this paper. Despite the importance of frothers, surprisingly little systematic scientific work has been performed with the goal of quantifying frother mechanisms and the influence of particles on froth stability. Based on direct experimental observations in both batch laboratory and continuous large-scale flotation cells, the use of a frother significantly increases first, the possibility of a particle- bubble contact, and second, the efficiency of sticking after such a contact. Thus, a major role of a frother is to significantly increase the rate of flotation. This rate modification by a surface-active agent occurs through several observable mechanisms including the formation of a froth of relatively consistent character (bubble size and bubble density) under a variety of operational conditions, an increase in the ability to disperse air in the flotation cell, a reduction in the rate of coalescence of individual bubbles in the cell, and a decrease in the rate of bubble rise to the pulp surface. It will not be the intention of this paper to exhaustively list all frother accomplishments related to research, development and use in coal flotation. Rather, the authors will attempt, based on their experience, to present a technology overview of the role of frothers in the chemistry of flotation as successfully practiced at the industrial level. A very useful framework for flotation is the concept suggested by Klimpel (1984, 1984a) of viewing flotation as a system consisting of three major components: chemistry, equipment and operating variables. This is illustrated in Figure 1. A major point of this figure is that flotation is a highly interactive system with many technical and economic combinations of component settings available to operators to achieve a given goal. Sometimes simultaneously changing various component settings will reinforce a particular attribute. Also various component settings can cancel or counteract each other if changes are not chosen wisely. Thus, coal flotation must be viewed by the plant operator as a complex system with the economic/technical optimization of a given flotation process being directly related to the operator's knowledge of how his particular flotation system behaves as a function of the major control variables he has at his disposal. Typical important component settings in coal flotation are collector dosage, frother type and dosage, air flow rate, feed rate, particle size, pulp density, and the surface oxidation conditions of the coal. Because of the above complexities, it is sometimes assumed (especially in laboratory studies) that the choice of frother type and dosage is not as crucial as some of the other factors such as collector type and dosage (e.g., Leja, 1982). Detailed plant level testing of all of the factors of Figure 1 performed in recent years, Klimpel (1980, 1980a, 1982, 1984, 1984a), Hansen (19861, Klimpel, Hansen and Meyer (1982), simply do not support this assumption. The above testing has shown rather clearly that certain frother chemical structures consistently exhibit predictable performance characteristics in both mineral and coal flotation. In addition, significant changes in both rate and recovery can be expected. In the remaining sections of this paper, the following topics will be covered: requirements of chemicals capable of use as frothers, types of chemicals used commercially as frothers, some general performance characteristics of existing commercial frothers, and recent work in developing new frother chemical structures.
