The Charleroi Locks and Dam (Figure 1) was completed in 1932 and is located on the Monongahela River, approximately 22 miles (35 km) south of Pittsburgh, in Charleroi, Pennsylvania. It is comprised of a 420 foot (128 m) gated dam, and a 720 foot (219 m) by 56 foot (17 m) land side lock which provides for a 16.6 foot (5 m) vertical lift.

A series of laboratory tests were conducted to study stress-induced spalling on medium to coarse-grained granite specimens. The specimens made from cylinders had two manufactured notches on opposite sides aimed to represent the tangential loading around a circular opening. Specimens of three different sizes were tested with notch radii, 98.5, 225 and 375 mm, representing 197, 450 and 750 mm diameter holes, to study the effect of notch radius on the spalling initiation stress. The cracking was monitored by acoustic emission sampling. The fracture patterns were investigated visually on polished slabs and by microscopy on thin sections. The crack analysis describes how the cracks propagate in relation to the grain structure in the rock and to the macroscopic stress field.

"The lattice-shaped cement treatment method has been used to improve the seismic performance of liquefied sandy soil in Japan. The efficacy of the method has been confirmed by the huge earthquake in Japan. In the present study, a new method to improve sandy ground by using the lattice-shaped cement treatment method is proposed as a liquefaction countermeasure. It is the floating-type and lattice-shaped cement treatment method, where cement treated soil is not fixed to an un-liquefiable stratum. In this method, a fixed-type structure such as treated soil should be formed at the side of the floating-type treated soil to reduce its lateral displacement. In the study, one-dimensional dynamic response analyses were firstly conducted to confirm the mechanism of the new method. Secondly, a series of centrifuge model tests were performed to demonstrate the effect in a proto-type scale's stress condition. The analyses and model tests confirmed the effect of liquefaction countermeasure of the new method.INTRODUCTIONLiquefaction induced by an earthquake generates sand boiling and ground settlement. Other problems have also been reported, including a decrease in bearing capacity and an increase in the horizontal earth pressure against retaining walls. To prevent these problems caused by liquefaction of the ground, various countermeasures have been proposed, such as cement deep mixing and high-pressure jet mixing methods. These methods have the big advantage of being applicable to ground that contains soil with a fine-grain fraction. Furthermore, the unnecessary displacement caused by the construction can be reduced. In Japan, a lattice-shaped cement-treatment method has frequently been used at many construction sites to prevent liquefaction, where cement-treated piles are intersected to form a lattice, as shown in Fig. 1. The lattice-shaped walls can reduce the shear stress generated by an earthquake, restricting the liquefaction at that location. However, the construction cost of the cement treatment is relatively high compared to other methods such as the sand compaction pile (SCP) method, and needs to be reduced. Therefore, decreasing the total volume of the cement treatment is necessary to reduce the construction cost."

"This study focuses on partial leaching of coal pyrite with sodium sulfite in order to increase its degree of liberation from the coal matrix, which might help to increase the removal of coal pyrite, together with trace elements of arsenic (As), selenium (Se) and mercury (Hg) by froth flotation. The U.S. Bureau of Mines’ two-stage reverse flotation process was applied to further reject coal pyrite in the second stage, where pyrite was floated while coal was depressed. The results show that the leached coal flotation with sodium sulfite produced lower pyritic sulfur content in the clean coal by approximately 25% compared to the flotation of unleached coal. The synergism mechanism between the leaching and the two-stage flotation is delineated. The rejection of trace elements (As, Hg and Se) after the two-stage flotation process with unleached coal followed approximately that of pyritic sulfur (64.6%). However, after the two-stage flotation with leached coal, the rejection of Se was as high as that of pyritic sulfur (77.9%), while the rejections of As and Hg were 20% lower than that of pyritic sulfur, or followed approximately the same rejections obtained through the two-stage flotation with unleached coal.IntroductionSO2 is a reducing reagent, but when it is combined with oxygen in an acidic solution, it will become a strong oxidizing reagent for leaching coal pyrite. Sundaram et al. (2001) found that the reagent could leach coal pyrite to produce ferric iron, which, in turn, catalyzed the oxidation of SO2. Similarly, Cho et al. (2009) found that the reagent could leach pyrite as well as mercury from coal. In the present study, coal was preconditioned by partially leaching coal pyrite in water-coal slurry with sodium sulfite at 48° C. The partial leaching of coal pyrite may enhance its degree of liberation from the coal matrix and give a chance to be rejected more effectively during the flotation.The two-stage U.S. Bureau of Mines’ reverse flotation process (Miller, 1975) was used in this study. The first stage is conventional flotation, in which coal is floated while material with higher ash and pyrite content remains in the cell. Kerosene is used as a promoter to float the coal and MIBC (methyl isobutyl carbinol) is used as a frother. In the second stage, the floated coal from the first stage is depressed using a starch-based reagent, while coal pyrite is floated using potassium amyl xanthate. In this second stage, the liberation of coal pyrite from the coal matrix seems to be an important factor for successful rejection of coal pyrite."

"Cobalt refining at Vale Canada (previously known as Inco) has been associated with Ni production. Because certain compounds of both metals carry risks for adverse health endpoints by inhalation exposure, it is critical to understand the aerosol concentrations of specific substances and the metallurgical processes through which they enter the air. Vale Canada has therefore decided to describe the histories of its Ni-related operations and to report industrial hygiene measurements when available. This paper describes electrolytic Co operations carried out at Port Colborne, Ontario (1954–1966), and provides aerosol measurements (1995–2008) for current Co electrowinning operations.RÉSUMÉ L’affinage du cobalt chez Vale Canada (anciennement Inco) a été associé à la production de nickel. Puisque certains composés de ces deux métaux comportent des risques d’effets néfastes pour la santé par exposition à l’inhalation, il est essentiel de comprendre les concentrations en aérosol des substances spécifiques ainsi que les procédés métallurgiques par lesquels ils entrent dans l’air. In underground blasting, the pull of the initial cut is the limiting factor for the success of the rest of the round. By improving the pull of the first cut, a critical step is made towards improving the entire round. This project attempted to optimize a burn cut’s effective pull by varying the depths of the relief holes in the burn. The effect of varying the depths of the relief holes was investigated, including depths longer than that of the cut’s charged holes. The overall objective was to consistently achieve greater pull than in a standard burn, using an identical amount of explosives. Increased pull results in savings of both time and cost in underground heading advance.

"The International Tunnelling and Underground Space Association (ITA) is a nonprofit organization that represents all aspects of the tunneling and underground space industry worldwide. Next year, the ITA will be holding its annual World Tunnel Congress (WTC) in San Francisco, CA, April 22-28, 2016. The ITA’s mission is to be the leading international organization advancing the entire industry and promoting the use of tunnels and underground space through knowledge-sharing and application of technology. This article updates a series of articles about the ITA prepared in 2007 by Harvey Parker, former president of the ITA, in anticipation of the next WTC in San Francisco.ITA accomplishes its goals through a range of activities that includes organizing conferences, workshops and meetings, working group and committee studies, training, experiments and other activities. ITA is also involved in the publication of proceedings, reports, and guideline documents as well as facilitating interaction among its membership and with sister organizations and decision makers. ITA currently includes 73 member nations and several hundred affiliate members, including 15 prime sponsors and 63 supporters. ITA’s membership is comprised of member nations as well as sponsors and affiliate members.The United States has had a prominent role in ITA since its 1974 inception, when it was formed as a result of a worldwide survey conducted in the early 1970s by the Organization for Economic Cooperation and Development (OECD). "One of the most concerns of room and pillar mining system is subsidence of the ground surface due to coal mining particularly in room and pillar mines. Subsidence of ground surface is a result of floor, pillar, or roof failure of the mine. At the same, due to many difficulties associated with surface disposal facilities of coal refuse, some mining companies are trying to use underground space as a disposal storage place. In this study, stability and subsidence analyses of an underground coal mine located in the Illinois Basin are conducted. This room and pillar mine was abandoned and later on was used as a storage place to accommodate the coal fine refuse with slurry backfilling method. The geological stratigrophy and geomechanical properties of the mine floor and roof were collected. Floor and pillar stability analyses were conducted for areas with various extraction ratios. The stability of the mine was evaluated both prior and after slurry backfilling. The floor and pillar stability analyses results of the mine due to moisture exposure after slurry backfilling are discussed. The subsidence potential due to mine failure is also evaluated.INTRODUCTIONA typical lithology of coal seams in the Illinois Basin consists of weak underclay stratum. The immediate weak underclay causes frequent floor instability problems in Illinois underground coal mines. There are two different stages in assessing floor stability of the mines where slurry backfilling is planned. The first stage is during the mining operation when weak underclay layer squeezes under pillar stress and results in punching or bearing capacity failure. The second stage is after slurry backfilling. During this stage, the slurry material soaks non-durable floor layers and causes strength reduction in floor material. Pillar stability conditions should also be taken into account during both the operational period and after the slurry backfilling."

"Researchers at the Colorado School of Mines have studied the influence of headgate side ventilation controls near the longwall start-up room on the formation of explosive gas zones (EGZs) in underground coal longwall bleeder ventilated gobs. In a project funded by the National Institute for Occupational Safety and Health (NIOSH) researchers developed a Computational Fluid Dynamics (CFD) model to study the formation of methane-air mixtures in the gob, start-up room, and bleeder entries. The relative change in size and location of EGZs are examined in response to ventilation controls in the headgate side bleeder entries near the start-up room. Modeling suggests that adjustments to the ventilation controls can be made to minimize the size of the EGZ. However the EGZ may form in or around active working areas regardless of the ventilation control settings. Research found regulators on the crosscuts into start-up room and first entry inby can force air into to crosscuts outby the start-up room causing more air to flow through the gob. INTRODUCTION Underground longwall mine ventilation systems may operate with either a bleeder ventilated gob or a progressively sealed gob. Bleeder ventilated gobs must meet the standards for safe operation of the bleeder system by examining bleeder system effectiveness. As defined in the United States Mine Safety and Health Administration (MSHA) Program Policy Letter (PPL) No. P13-V-12 (MSHA 2013), the pillared area or gob is “any area where a reduction in pillar size has occurred during retreat mining” and includes the “caved and broken material, the interstices within the caved material, and the open spaces surrounding the caved material.” The PPL further states that the intended purpose of ventilating the gob is “to protect active workings from the hazards of methane accumulations …” The requirements for operating a bleeder system as stated in The United States Code of Federal Regulations (CFR 2013) Title 30 §75.334(b) is to pass ventilation air though the gob “and to continuously dilute and move methane-air mixtures [from the gob] away from active workings and into a return air course …” where the concentration cannot exceed 2 percent methane (CFR 30 § 75.323). Further clarification of the bleeder system as described in the PPL states the following: “A bleeder system includes the area from which pillars are wholly or partially recovered, bleeder entries, bleeder connectors, and all associated ventilation control devices that control the air movement through the area. Bleeder entries are air courses designed and maintained as part of the bleeder system.”"

"In the present study, the effect of organic/inorganic (hybrid) polyacrylamide polymer on fine coal flotation was investigated. Raw coal samples contain about 37% of ash-forming mineral at a feed size of -75 + 38 um were subjected to flotation tests in the presence of in-house synthesized hybrid Al(OH)3-PAM at different polymer dosages and pH values. Results show a significant improvement in both combustible recovery and ash rejection at 1 ppm polymer dosage. Further improvement of combustible recovery was obtained when flotation was performed at pH 5. Interfacial properties of coal particles before and after flotation were examined through electrokinetic (zeta potential) measurements of coal/water slurries. Zeta potential vs. pH curve were established and compared. In the case of raw coal/water slurry, zeta potential-pH curve resembles the ash-forming minerals (silica and clays) more than coal. After Al(OH)3-PAM-assisted flotation, the zeta potential of froth/water slurry shifted to more positive values point which strongly indicates significant removal of ash-forming minerals from coal by Al(OH)3-PAM. INTRODUCTION Coal has been a major commodity in meeting the world energy demand during the past several decades (Milici et al., 2013). According to the international energy agency, global coal demand will continue to increase for the coming decades. With increasing world population, the global electricity demand would also increase as more people would get access to basic electricity especially in developing countries (Maggio & Cacciola, 2012). Due to this increase in energy consumption, operations in coal mining and beneficiation processes have been highly mechanized to meet the demands. This mechanization has increased the quantity of raw fine coal particles produced which contain high amount of ash-forming mineral matter (slimes). Aplan et al., have reported that the major constituents of ash-forming minerals in U.S.A coal are clay minerals such as kaolinite, montmorillonite and illite (Aplan, 1997). Conventional froth flotation for fine coal cleaning suffers mainly from two major problems: 1) Low recovery of ultrafine coal particles due to slime coating by ash-forming minerals, and 2) The lack of selectivity, which results in the flotation of middlings and entrainment of mineral fines in the froth (Polat et al., 2003). Slime coating on both valuable and air bubbles have been proposed to explain the observed reduction in flotation recovery especially when fine grinding is required. In this case mineral matter may be degraded to extremely fine or colloidal sizes thereby creating difficulty in the water clarification process such as flotation. Slimes inhibit bubble-particle attachment, and increases reagent consumption due to the increase in solid/liquid interfacial area, resulting in low coal recovery."

"Underground mine rib stability is an ongoing safety issue in all mining applications. Rib-related accidents present at least as many problems as roof-related ground control. Underground coal mine rib safety is continually emphasized as a primary safety concern at every mining operation. The application of rib support materials is increasing as more difficult mining conditions are experienced due to deeper cover, more variable depositional environments, thicker seam heights, and multi-seam mining effects. As the coal seams become thicker, the need for rib control increases. A variety of rib control methodologies has been documented and research continues on mine design methods and support techniques to reduce or eliminate rib-related accidents.This paper presents an alternative rib bolting technology using proven conventional rib support systems that allows mine personnel to more efficiently install rib support during development operations. This alternative rib bolting method allows for additional rib support with a single support installation.INTRODUCTIONRib control continues to garner the watchful eye of both concerned operators and government officials due to many factors: inherent safety within entries and crosscuts, actual rib stability history, safety improvement, cost control, improved mining methods, and maintaining production goals. As demonstrated through many years of actual practice, desired outcomes can be achieved by scrutiny, innovation, and combining improved practice methodologies.Rib surface control continues to be a necessary part of the production process. However, production and safety issues persist at the point of installation using current control apparatuses and methods to install rib controls. Among others, current issues of rib control are quantity of bolts required, overall time required for installation, ease of apparatus installation, flexibility of the system for appendage installation and operator exposure. A need exists to decrease the time miners spend installing rib control apparatuses, while increasing the safety of such installation processes. At present, installing rib control devices (primary rib bolts, plates, mesh, and, in most cases, secondary rib bolts and plates) is performed in a very congested area and is time-consuming process at the primary coal-winning area: the face. The MatLok system addresses these problems."

"The Bushveld Complex is a large layered igneous intrusion, located in the northern parts of the Republic of South Africa. The complex hosts the largest known reserves of Platinum Group Metals in the world. On the western limb of the complex, mining of the Merensky economic horizon and UG2 chromitite layer has been conducted for many years by several mining companies, including Impala Platinum Limited. Over the past decade, Impala has planned a new generation of greenfield vertical shafts, commencing with comprehensive geological and geotechnical studies. As part of the geotechnical studies, numerous tests have been conducted to quantify the mechanical properties of the various near-reef rock types. These tests include point load tests conducted in the field, as well as uni-axial compressive strength, triaxial compressive strength, and Brazilian disc tensile strength tests conducted in specialist laboratories. The authors have compiled an extensive database containing a large number of tests for different rock types, ranging from felsic Anorthosite to mafic Pegmatoid. The database was analysed to quantify the mechanical properties and values for Mohr Coulomb and Hoek Brown failure criteria for each rock type typically exposed by mining. The paper will provide a data set of rock mechanical properties typically used in numerical modelling and other design processes. Using the significant number of tests available, data describing the variability of the various parameters will be included."

"1. BENTONITE: THE CRUCIAL CONSTITUENT OF SLURRYSuspensions of bentonite and water are used in a variety of applications in underground engineering. For the construction of underground elements like slurry walls or piles, bentonite slurries offer support to the excavation of loose soils and counter pressure against hydrostatic pressure of ground water, especially where soil permeability is high. In addition, for the construction of tunnels by the slurry-shield method or when hydromills are used for excavation, bentonite suspensions transfer the loosened soil to the surface. In applications like pipe jacking and microtunneling, or where high revolution drilling is required, bentonite also provides lubrication and cooling.To fulfill these functions, the properties of a bentonite slurry need to remain stable, or at least predictable, during the course of construction. Unfortunately, when a suspension mixes with earth, ground water and/or impurities, its properties may be compromised resulting to reduced performance, which would in turn lead to increased construction costs and the risk of the excavation collapsing. Our experience in the lab and onsite is presented herewith.2. MOST USUAL FACTORS OF PERFORMANCE FAILUREWater and soil quality are important factors defining the behavior of suspensions. In an extensive program of measurements in our technical laboratory, the effect of frequently encountered harmful substances on bentonite suspensions has been examined and the results are summarised in Table 1.Some tests show that the conductivity of water has a direct relationship with Marsh Viscosity. For example, we have seen that if the quantity of bentonite required to achieve a 40s Marsh Time ranges between 50-52 kg/m3 at water conductivity below 100 µS/cm; when conductivity is increased to 1,400 µS/cm, we need 65-68 kg/m3 in order to achieve the same property."

"Over recent years, specifically following the MINER Act of 2006, an increasing number of manufacturers of underground mine seals in the United States have begun using a form of pumpable cement or shotcrete to create barriers separating the working and abandoned sections of underground coal mines. This seal material, while generally considered to be homogenous and solid, contains a network of microcracks, voids, and delaminations. Generally, it has been assumed that methane (CF4) leakage around these seals is a result of movement around the boundary interface between the seal and surrounding strata. Using a perfluorinated tracer compound, perfluoromethyl-cyclohexane (PMCH), the movement of gases can be monitored through seal material to observe how gases move though the material, both intact and with faulting in the material. This paper documents two large experiments where the movement of PMCH was monitored in the field, along with modeling confirmation using 3D visualization software. INTRODUCTION According to a report in 2007, there were over 14,000 active mine seals in underground U.S. coal mines alone (Zipf, Sapko, & Brune, 2007). These seals are used for both ventilation and safety purposes, to direct the flow of air away from the abandoned area of the mine and to help eliminate the propagation of explosions that can occur on the outby side of the mine seal. The atmosphere on the outby side of these seals typical consists of low levels of methane that have the potential of producing leakage along the face of the seal on the inby side. Methane leakage around mine seals has historically been attributed to the permeability between the seal and mine interface (McPherson, 1993). According to the United States Bureau of Labor Statistics (BLS) between 2003 and 2012 an average of 17 deaths occurred annually in underground bituminous coals mines. The only time during the ten-year period where the fatalities were higher than the average was in 2006 and 2010, years which had three major explosions occurring in underground coal mines in West Virginia and Kentucky. Two of the explosions were propagated through the mine by seal failure or methane leakage around newly poured seals (Light, et al., 2007) (Gates, et al., 2006). These recent events, and new regulations regarding seal strength (MINER Act), have created a need to monitor the condition of underground mine seals. BACKGROUND Measuring the permeability of solid materials, such as concrete or seal materials, can be a valuable tool in the field of non-destructible testing (NDT). By using an inert gas, such as nitrogen, injecting the gas into a solid structure, and measuring the resultant flow rate and pressure differential, this can provide valuable information about the structure. Studies have shown permeability can be affected by the stresses applied to the structure, as well as temperature and moisture (Choinska, Khelidj, Chatzigeorgious, & Pijaudier-Cabot, 2007) (Abbas, Carcasses, & Olliver, 1999)."

The role of biomass char in blast furnaces has been re-examined by scientists worldwide, as a feasible option to reduce the carbon intensity of ironmaking. This contribution makes a technical and economic analysis of the ferro gusa industry in Brazil, with the last 172 charcoal-Blast Furnaces operating in the world. A key strategic question is presented: what is the current status and future prospects of biomass use in Blast Furnaces? Findings provide significant implications to metallurgists: while ferro gusa from charcoal is regarded as carbon neutral iron with low impurities, there are limiting factors that hinder the further proliferation of charcoal-BFs: biomass generation requires vast extensions of arable land and aggregates have low production capacity. Additionally, most of the charcoal is presently generated in beehive kilns with low yields. These elements combined make charcoal-hot metal expensive in price. With respect to the future prospects of biomass, the injection of small biochar particles through the PCI rigs in BFs (here coined Bio-PCI) and iron ore sintering may offer a practical alternative to significantly reduce the CO2 emissions in the ironmaking process.

"Naturally occurring geomaterials such as sandstone, limestone and other soft rocks, residual soils are composed of a particulates held together through a cohesive matrix, usually composed of argillaceous or siliceous cementing agents. Geo-materials such as these have been reconstituted in the laboratory using ordinary Portland cement in lieu of the naturally occurring cohesive matrix, in addition to using sand particulates. This cohesive frictional granular ensemble is an ideal model material for understanding the mechanical behaviour of transitional geomaterials such as soft rocks. An important consequence of this cohesion that pervades the inter particulate system is the enhanced tensile strength when compared to a purely granular ensemble. The assessment of strength of these soft rocks and cemented sands is often understood in the framework of continuum mechanics, i.e. considering the cemented sand to be a continuum, and performing simple elemental tests such as uniaxial compression or tension tests. A simple model to describe the behaviour of these cemented sands has been to use elements such as springs, sliders, and dashpots in parallel to describe the existence of a cohesive and frictional component of strength (Jiang et al. 2007). In the framework of continuum mechanics, the mechanical response of these cemented sands have been modeled using traditional plasticity theory, for example utilizing variants of the traditional Mohr Coulomb model, Modified cam clay (Sun and Matsuoka 1999) etc. The typical sand models are amended to include the effects of cohesion, as proposed by Lagoia and Nova (1995).The mechanical response of cemented sands is understood to be transitional to the behaviour of a typical particulate assemblage and a quasi-brittle material. However, the effect of length scale in these material systems has not been investigated. This paper presents a series of uniaxial compression experiments conducted on weakly cemented sand specimens of various sizes. The effect of length scale in these weakly cemented sands is investigated through unconfined compression tests."

"It was possible to beneficiate a low-grade iron ore fines sample from Bellary-Hospet, Karnataka, India assaying 56% Fe, 9.1% SiO2 and 5.2% Al2O3 and produce two concentrates, namely, a sinter-grade fines concentrate (43.7% by weight), assaying 63.6% Fe, 2.6% SiO2 and 1.7% Al2O3, and a pellet-grade concentrate (30.7% by weight) assaying 64.7% Fe, 2.9% SiO2 and 1.7%Al2O3. Rejects (25.6% by weight) assayed 32.5% Fe, 27.9% SiO2 and 15.4% Al2O3. The mineralogical characterization indicated that the sample consisted of 69.5% ironbearing minerals (56% hematite, 7.5% martite and 6% goethite-limonite), 12.5% quartz and 15.2% clay, and the rest were minor minerals. The fast depletion of highgrade iron ore fines, increased industrial demand and an increase in iron ore prices have necessitated the exploitation and use of low-grade iron ore fines in the steel-making process after beneficiation. Thus, the beneficiation of low-grade iron ores by removing the associated gangue minerals and enhancing their grade is essential. The use of these iron ore fines in sinter and pellet making has prompted the undertaking of systematic studies on low-grade iron ores.Finely disseminated low-grade iron ores with siliceous impurities have been upgraded by gravity, magnetic and flotation-based processes (Burt, 1994; Svoboda, 1987; Houot, 1983). The processing of low-grade Indian hematite ore containing high levels of alumina-bearing minerals as impurities present separation challenges and pose special problems in martite and magnetite, in association with quartz and clay as the gangue-forming minerals. "The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), commonly known as Superfund, mandates evaluation of remediation alternative using nine criteria: (1) overall protection of human health and the environment, (2) compliance with ARARs (applicable or relevant and appropriate standards), (3) long-term effectiveness and permanence, (4) reduction of toxicity, mobility or volume, (5) short-term effectiveness, (6) implementability, (7) cost, (8) state acceptance, and (9) community acceptance. Many states have adopted these or similar criteria for remedy selection under state laws. Although not explicitly addressed in the CERCLA criteria, consideration of sustainability can be incorporated into these criteria. This paper explores how sustainability can be evaluated for remedy selection using the CERCLA criteria. INTRODUCTION Sustainability considerations can be incorporated into all phases of site remediation: • Site investigation (remedial investigation). • Remedy selection. • Remedial design. • Remediation construction. • Operations, maintenance, and monitoring. This paper focuses on remedy selection. Many have looked at remedy selection using sustainability criteria. However, CERCLA and corresponding State programs require remedy selection using mandatory criteria. This paper shows how sustainability can be explicitly considered using the mandatory criteria. REVIEW OF CERCLA CRITERIA First, we review the definitions of the CERCLA criteria. We then explore how sustainability criteria can be fit into the CERCLA criteria. Overall Protection of Human Health and the Environment This criterion addresses the degree to which each alternative is protective of human health and the environment, considering both long-term and short-term risks. Overall protectiveness is a ""threshold"" criterion, in that alternatives that do not achieve adequate protection of human health or the environment are eliminated from further consideration. Evaluation of this criterion is derived from the evaluation of the other criteria (e.g., long-term effectiveness and permanence, and short-term effectiveness). It is not an independent criterion, but more a summary of the overall evaluation."

"An industrial waste liquor having high sulfate concentrations was subjected to biological treatment using the sulfate-reducing bacteria (SRB) Desulfovibrio desulfuricans. Toxicity levels of different sulfate, cobalt and nickel concentrations toward growth of the SRB with respect to biological sulfate reduction kinetics was initially established. Optimum sulfate concentration to promote SRB growth amounted to 0.8 - 1 g/L. The strain of D. desulfuricans used in this study initially tolerated up to 4 -5 g/L of sulfate or 50 mg/L of cobalt and nickel, while its tolerance could be further enhanced through adaptation by serial subculturing in the presence of increasing concentrations of sulfate, cobalt and nickel. From the waste liquor, more than 70% of sulfate and 95% of cobalt and nickel could be precipitated as sulfides, using a preadapted strain of D. desulfuricans. Probable mechanisms involving biological sulfide precipitation and metal adsorption onto precipitates and bacterial cells are discussed.IntroductionIndustrial effluents from hydrometallurgical and mineral processing operations often contain high sulfate and metal concentrations posing significant disposal problems, which require urgent solution to avoid serious environmental contamination. In such waste liquors, sulfate and heavy metals such as cobalt, nickel, zinc and iron originate from the chemical or biological oxidation of exposed sulfide minerals. Reduction of sulfate and precipitation of toxic metal ions from industrial wastes is essential from the viewpoint of environmentally acceptable waste disposal and recovery of associated strategic metals.Many of these heavy metals are essential for metabolic activity of bacterial cells at low levels. But they exert toxic effects at concentrations encountered in polluted water. Removal of toxic metals through biological reduction of sulfates from industrial waste waters have been practiced for several decades. Metal remediation through common physicochemical techniques such as oxidation-reduction, chemical precipitation, filtration, electrochemical treatment, evaporation, ion exchange and reverse osmosis processes is expensive and not suitable in the case of voluminous effluents containing complexing organic matter and low metal concentrations. Further, strong and contaminating reagents are used for desorption, resulting in toxic sludge and secondary environmental pollution. Biotechnological approaches can be more efficient and cost effective for detoxification of such effluents. Biotreatment/ bioremoval offers several advantages over conventional chemical and physical treatment technologies, especially for diluted and mixed contaminants. Biological detoxification, which involves the use of microbes to detoxify and degrade environmental contaminants, has received increasing attention in recent years (Iwamoto and Nasu, 2001). In addition, valuable metals can be recovered from metal sulfide sludge (Boonstra et al., 1999)."

"Discontinuum Mechanics is based on two foundations: the idealization of the internal structure of substances, and the principle of the arithmetic mean value. For a linear discontinuum, the methods of Crystallography are used to describe their structure, in which nodes stands for the position of the homologous points such as molecules, grains, or any other motif. The principle of the mean value states that the value of any discrete function at a node is equal to the arithmetic average of the values of this function at the neighboring nodes. This principle leads to an elliptical linear differential equation of the second order, with coefficients given by the statistical second moments of the Cartesian components of the metric vector. As long as those coefficients are components of a symmetric second-order tensor, there are three mutually perpendicular directions, in which the variances reach their extreme values and the covariances are zero, showing that the mean value principle transforms the discontinuum into a statistically equivalent orthotropic continuum.The application of Discontinuum Mechanics to linear rock masses is simple and direct. It is sufficient to define the motif as the plane of geological discontinuity, and the metric vector as the normal vector to this plane, whose magnitude is the spacing between two consecutive planes belonging to the same set of discontinuities. Furthermore, heterogeneities of rock masses can be also included in this description by substituting the plane of discontinuity by a zone of weakness. In this way, the magnitude of the normal vector results from the product of the spacing and the RQD or the RMR. In going further in this theory, at least three conclusions show up. First, in the evaluation of rock masses, it is necessary to determine the orientation, spacing, and RMR for each set of discontinuities. Second, the conventional method of finding the principal families from the contours of equal concentration of poles on the stereographic projection excluding the spacing does not have any physical meaning. Third, any problem of rock mechanics can be solved in a rigorous and reliable way by integrating the differential equation of the mean value."
