The mining industry faces concurrent pressures of reducing water use, energy consumption and greenhouse gas (GHG) emissions in coming years. However, the interactions between water and energy use, as well as GHG emissions have largely been neglected in modelling studies to date. In addition, investigations tend to focus on the unit operation scale, with little consideration of whole-of-site or regional scale effects.This paper presents an application of a hierarchical systems model (HSM) developed to represent water, energy and GHG emissions fluxes at scales ranging from the unit operation, to the site level, to the regional level. The model allows for the linkages between water use, energy use and GHG emissions to be examined in a flexible and intuitive way, so that mine sites can predict energy and emissions impacts of water use reduction schemes and vice versa. This paper examines whether this approach can also be applied to the regional scale with multiple mine sites.The model is used to conduct a case study of several coal mines in the Bowen Basin, Australia, to compare the utility of centralised and decentralised mine water treatment schemes. The case study takes into account geographical factors (such as water pumping distances and elevations), economic factors (such as capital and operating cost curves for desalination treatment plants) and regional factors (such as regionally varying climates and associated variance in mine water volumes and quality).The case study results indicate that treatment of saline mine water incurs a trade-off between water and energy use in all cases. However, significant cost differences between centralised and decentralised schemes can be observed in a simple economic analysis. The Fitzroy River Aqua-Eco Health Project is a collaborative research project between the Central Queensland University, the University of Queensland and BMA. It is designed to assess the aquatic ecology and health of the streams within the Fitzroy catchment located adjacent to mine sites. The universities are conducting an independent sampling program expected to yield the most comprehensive monitoring to date. The project design incorporates in situ testing of water quality variables including temperature, dissolved oxygen, conductivity, oxidation reduction potential, pH and turbidity. Water and sediment chemistry incorporate testing for sulfate, suspended solids, nutrients and metals. This sampling is complemented by quantifying changes in the abundance and diversity of a wide range of biota, including microbial, macro invertebrates and fish.This paper will detail the program and highlight some of the particular difficulties in conducting this type of research in ephemeral stream systems. Mining faces many environmental, social and regulatory liabilities of which water management is just one. Others include site rehabilitation, carbon emissions, biodiversity offsets, strategic cropping land, subsidence, and noise and dust generation. Management of these liabilities is commonly seen as a cost of doing business and each is often independently addressed, bypassing the opportunity to reduce costs through integrated approaches. Furthermore, approaches to dealing with these liabilities tend to be constrained by a prevailing culture of engineered solutions and lack of appreciation of risk associated with alternative and hybrid alternative-engineered solutions. Suboptimal outcomes can also be reinforced by rigid regulatory constraints. While the cost of addressing operational liabilities may be a small proportion of overall mine management costs, failure to do so effectively may influence social licence to operate and, as recently demonstrated by the decision of the NSW Land and Environment Court to block expansion of the Warkworth Mine near Singleton, absolute licence to operate.Integration of environmental, social and regulatory liabilities with value-creating and risk-reduction opportunities such as beneficial water use, carbon bio-sequestration, habitat connectivity, keyline farming, improved grazing design and management systems, windbreaks and visual screens, presents opportunities to reduce risk and create value. This potential may achieve overall improved outcomes in both economic and non-economic mine performance criteria.Two case studies in beneficial use of waste water from the mining and coal seam gas (CSG) sectors (which operate under different legislation) will be used to illustrate the potential to address mine development, operational and closure liabilities by understanding opportunities to reduce risk and create value through a holistic water management framework. The technical requirements and alternative approaches to beneficial use of mine water are addressed, along with the direct economic benefits for mine operational costs and opportunities to positively engage communities and build resilience into social licence to operate. There has been significant growth in mining and energy exploration in South Australia, which has identified new major potential opportunities. This sector generates significant economic value to the state and their support remains a priority for the state government. The delivery of this economic and associated community value to the state is dependent on the mining and energy sector being able to access reliable water supplies.The vast majority of priority areas for the mining and energy sectors are located in areas that have traditionally been of low priority from a water-use perspective and hence, data and knowledge levels are generally low.Recent studies have identified a potential increase in demand for water in the mining and energy sector for potential developments from approximately 40 GL to over 170 GL over the next ten years. The studies found that water and water infrastructure is the second highest proportion of planned infrastructure capital investment by resource companies. The South Australian GovernmentÆs Plan for Accelerating Exploration (PACE) initiative (PACE 2020), also identifies addressing the issues of location, use and management of South AustraliaÆs water resources as a key priority for the growth of the mining and energy sector.The Department of Environment, Water and Natural Resources (DEWNR) has developed the facilitating long-term outback water solution (FLOWS) initiative. DEWNR is currently undertaking a suite of programs to provide groundwater information at the regional scale to better target water supply options for mining and energy developments and community water supplies.The Goyder Institute for Water Research has leveraged significant research investment of $3 M to develop methodologies to interpret airborne geophysics to map groundwater sources.The FLOWS Initiative will provide key content for the PACE Water Program and will also assist in the development of water supplies for remote far north communities by identifying alternate groundwater sources to improve water supply security.This paper will discuss how developing an appropriate science and knowledge base will encourage and secure development where appropriate, enable prudent decision-making and policies regarding water allocation, accounting and licensing, whilst ensuring the protection of environmental assets.CITATION:Power, N and Costar, A D, 2013. The sustainable management of surface water associated with coal mining and coal seam gas projects is a considerable factor affecting the global competitiveness of these resource companies operating in Australia. Management of surface water can be costly, but effective water management and hence environmental stewardship enhances corporate social responsibility and the social license to operate. The surface water issues for the two industries are comparable, yet there is currently a lack of alignment between how Queensland, where the majority of AustraliaÆs coal seam gas projects are located, manages and regulates water on coal mine projects and coal seam gas projects.This paper provides a high level comparison of Queensland legislation and highlights the lack of alignment of this legislation regarding surface water management in these two industries. Through a case study, it looks at the surface water management process at a coal mine site based on the current legislation and principals of surface water management. QueenslandÆs lack of alignment in legislation regarding surface water management in these industries is understandable given the different development paths and time scales of the two industries. The coal mining industry has developed over a long period of time and the legislation has progressed in parallel, whereas, the coal seam gas industry is relatively new in Australia and the legislation has had to advance quickly. Current climate change projections suggest both an increase in the intensity of significant rainfall events and an increase in the variability of rainfall in some regions of Australia. It is necessary for mine site owners and operators to understand the effects that this potential shift in climate may have on their operations. The ability to maintain compliance with discharge regulations and operational security for those sites that rely on surface water run-off harvesting may be negatively impacted if some current climate change projections are realised. Although current regulations require the preparation of water management plans, these are generally developed using historical climate records for the site in question and as such do not give any indication of a siteÆs resilience to the influences of climate change.This study compares design and operational considerations for a case study mine site using historical rainfall records and modified records representing climate change projections. The future climate models are invariably broad scale and are limited in their capacity to be downscaled to a reasonable resolution for developing a site water balance. Instead the local historical data set has been modified to concentrate precipitation to peak periods and propagated through the model. The study looks at the siteÆs response to the potential changes in climate.It is shown that if current climate change projections are realised, this will have a significant effect on both the necessary size of designed surface water infrastructure and operational considerations on-site. A discussion is presented on the potential risks that climate change presents to mine sites and the range of options that could be considered to mitigate these risks. The coal seam gas (CSG) industry is expanding rapidly in the Surat and Bowen basins. CSG production involves pumping water from the coal seams to release the gas adsorbed to coal particles. The reduction in water pressure in the coal seams will cause some reductions in water pressure in overlying and underlying aquifers because there will always be some interconnectivity between the formations. The Surat Basin is a sub-basin of the Great Artesian Basin, which contains aquifers of high economic, environmental and cultural value. The Condamine Alluvium is also an important water resource, which overlies parts of the eastern margin of the Surat Basin.Under the Queensland (Qld) regulatory framework, an area of intensive CSG development involving multiple CSG operators can be declared to be a cumulative management area. For such areas the Office of Groundwater Impact Assessment develops assessments of future impacts on aquifer water pressures and develops and manages arrangements. The results are published in underground water impact reports.The Surat underground water impact report (QWC, 2012) was approved in December 2012. "Water is increasingly being recognised as a material business risk that many companies are still not well-equipped to deal with. Despite a raft of water-risk focused initiatives, methodologies and guidelines, the challenge of managing the strong link between the technical and operational water issues, along with the growing external challenges and interests in water, remain a significant risk to a companyÆs ability to deliver value.This paper provides an overview of the key lessons learnt from ERMÆs experience of working with companies across a range of water sensitive industry sectors, in particular, the mining and oil and gas sectors, to develop and implement practical approaches to manage business critical water risk. These examples highlight the importance of managing water risk by linking technical and operational aspects of water management - with the longer term strategic and social license aspects. "Unconventional gas resources, including coal seam gas (CSG) reservoirs, can be located above and below aquifers that provide groundwater for agricultural, industrial, urban and other uses. Development of these resources may, therefore, lead to potential impacts on groundwater supply.Management of reservoir/aquifer interconnections necessitates a program of focused data acquisition. For example, groundwater transfer from shallow aquifers to underlying CSG reservoirs may occur where CSG-containing units subcrop beneath shallow aquifers, possibly at significant distances from operating wells.Arrow Energy is undertaking studies of connectivity between aquifers including an investigation in collaboration with the Queensland Office of Groundwater Impact Assessment to evaluate connectivity between the Condamine Alluvium (CA) and CSG-containing Walloon Coal Measures (WCM).The Condamine Valley hosts highly productive agricultural land with groundwater resources heavily utilised for irrigation. Water demand outstrips available supply and groundwater has been subject to restrictions on further development since the early 1970s. Developments that could have an additional impact on groundwater resources in the CA are of major concern to local landholders. This paper describes: planned field investigations at two sites: 1. Stratheden, where pumping from the WCM will be undertaken 2. In 2009, the Queensland Government developed a series of amendments to environmental authorities (EAs) for mines throughout the Fitzroy Basin in response to studies that assessed the cumulative impacts of mine water discharges in the basin. One of the key amendments was the requirement for all mines in the Fitzroy Basin to develop and implement a receiving environment monitoring program (REMP). The intent of the REMPs was to provide baseline information on the condition of the receiving environments of the mines and any impacts resulting from release of mine-affected water. Since this time, the requirement to complete a REMP has been incorporated into new or revised EAs for mines (including metalliferous mines) in other regions, as well as for other industries that discharge to natural watercourses (such as coal seam gas). This paper discusses the approaches that can be used to incorporate biological monitoring and direct toxicity assessments into REMPs. It highlights the importance of collecting biological data using sound experimental design principles to investigate whether releases resulted in environmental harm; and the use of monitoring data, coupled with direct toxicity assessments, for setting more realistic, site-specific trigger values and release limits (compared to the default guidelines such as Australian and New Zealand Environment and Conservation Council (ANZECC), which may not be appropriate to the region). The coal mining industry is now faced with new regulatory requirements that limit the discharge of chlorides into receiving streams. To meet these new regulatory standards for treated mine water, a zero liquid waste approach was developed using advanced treatment technologies. The extraction of groundwater to produce gas from coal seam gas (CSG) reservoirs has highlighted the opportunity for beneficial uses of groundwater in Australia. This paper presents an assessment of alternate groundwater modelling approaches that can be used for assessment of one beneficial use option, that of injection. This assessment examines the outcome of the use of different simulation methods on predictions of hydrodynamic behaviour.In this paper, a simplified hydraulic concept of a multi-aquifer system within the hypothetical injection field was used to investigate the hydrodynamic behaviour of injection into the Precipice Sandstone. Comparisons were made through the analysis of a Theis 3D analytical solution with 2D and 3D numerical solutions. The paper discusses the different solution methods and the impact of these on predictions of pressure and flux. Differences in 2D and 3D solutions result in implications if planning injection as a beneficial use of water. For example, the 2D solution resulted in faster and higher injection pressure build-up when compared to the 3D solutions. The 2D modelling could result in either plans that require higher capital expenditure for a greater number of wells in order to spread the pressure effect and remain below the maximum injection pressure or a reduced injection rate. Meanwhile, the 3D modelling with sensitivity analysis could result in planning for lower capital expenditure for fewer wells required to spread the pressure effect and remain below the maximum injection pressure. Mining is a water intensive sector, contributing to declining water resource quality around the world. Improvements to current mine water management practices can help reduce the amount of water utilised by the mining sector and the impact on water resources. Creating a water account can help companies understand water use in their operations and identify areas where water reduction is possible. Water accounting methods include the Water Footprint Network method and the WaterMiner tool.The Water Footprint Network method is used to determine the amount of direct and indirect water used by an organisation either in a process or to manufacture a product. The total water footprint is divided into the blue, green and grey water footprints. Blue water is the amount of water abstracted from surface and ground water resources. Green water is the amount of rain water utilised. Grey water is the amount of freshwater required to assimilate the waste stream to the natural resource and still conform to ambient water quality standards.The WaterMiner tool is a program available via the internet, which can be used to model water use of mineral processing sites. The program reports the amount of raw, worked and treated water used by the process and recommends flows that can be added to reduce the amount of fresh water required by the process.To gain information on mine water management practices in South Africa, a water account for a platinum mine was developed using the Water Footprint Network method and WaterMiner tool. "Understanding controls on groundwater and surface water flow and quality at mine sites throughout all mine stages is critical to effectively manage environmental impacts over the entire mine life. Monitoring forms is an essential component of this proof of understanding. Typically, monitoring programs at mine sites have been developed in the framework of existing conditions. However; recognition of the challenges of climate change and the performance of mines during recent extreme events in Australia has highlighted the need to develop monitoring programs that are resilient and responsive to changing environmental conditions. Water monitoring programs need to be effective under a range of environmental conditions, potentially not historically experienced.This emerging challenge requires cross-disciplinary teams to work together to understand issues including: representativeness of background conditions to longer-term conditions at the mine site sensitivity of mine and closure designs to changing climate and hydrologic conditions methods of performance (eg water quality or quantity) failure during extreme climate events such as flood or extended drought.These understandings come together in a detailed conceptual and, in many cases, numerical hydrologic model that considers the mine-water environment under a range of conditions. The groundwater, surface water and water quality monitoring programs that are developed from the conceptual model need to be sufficiently responsive to be effective in the face of such changing conditions, with results in turn informing the conceptual model. Extended drought, major floods and changing weather patterns can alter recharge and discharge areas, oxidation profiles and ultimately, the contaminant flux estimates that would have contributed to mine design parameters and performance. Unless these effects are considered in the spatial and temporal design of the monitoring program and within the parameters monitored, the resultant program may fail to capture data that are critical to evaluating environmental impacts from mine sites.Developing and implementing a water monitoring program that considers these issues can build confidence in mine performance under a range of conditions, leading to increased confidence by all stakeholders in long-term mine performance during and after closure.CITATION:Weaver, T R, Price, A D, Patterson, O and Germs, W J, 2013. "Water evaluation and management during mining exploration and operational activities is crucial to minimise direct and indirect operational costs and also in delivering mining companies the less tangible, but equally critical æsocial license to operateÆ.Mining is often carried out in remote areas, where the mine will be the most significant and visible user and potential contaminator of water resources. However, wherever it is located, a mineÆs use of water must be managed in the context of two key aspects: the natural parameters of the resource; its abundance, its temporal variability and its chemical and physical qualities other users of the resource; other industry, potable water supplies and ecological requirements of local habitats.It is vital, therefore, that this commodity be assessed to an appropriate degree to help establish the viability and sustainability of the mining project and identify those other stakeholders who may be affected by the mining companyÆs activities.This paper outlines the background to catchment-scale model and presents a cost-effective method for establishing a robust water baseline and creating a water management tool to be used throughout whole mine life cycle. Numerical surface and groundwater modelling has long been established as a tool for reactive management, following collation of yearsÆ worth of data. Now, using freely available remote sensing data and desk study information, analytical modelling techniques can be used cost effectively to provide mining companies with a tool for assessing and managing their water consumption requirements at the outset of a new project venture.The paper includes a selection of case studies to show how the use of analytical modelling can be used as an evaluation and management tool to help not only assess general watershed parameters and water availability but also how it can be used as a tool to provide decision makers with the information to complete æwhat if?Æ scenario assessments. This paper describes how specific technical and regulatory issues related to water management have been dealt with at Anglo AmericanÆs Moranbah North mine. It compiles the collection of practices that have been implemented since 2010 in response to climatic and regulatory drivers. Operations must continually evolve as they face emerging challenges. For Moranbah North mine, one key challenge is the integration of its mine water system to that of its new neighbouring mine Grosvenor. The commitment to ongoing improvement has placed the mine in a good position to face this particular challenge.Water-related risks were identified then mitigated by technical practices, which have focused on improving underground water management, increasing storage capacity and installing a state-of-the-art control system for the management of water on-site and for releases of mine-affected water to the environment. These practices are supported by an extensive monitoring and audit system that provides confidence in the reporting of activities and outcomes. "Inter-aquifer leakage due to fractures caused by coal seam gas extractions or longwall mining is an important issue for both the gas and coal industries. Currently, predicting stress induced macro-porosity associated with hydraulic fracturing, depressurisation via dewatering or collapse of overlying seams to infill a void left by longwall mining, is problematic. If fractures can be located the fracture can be sealed. Locating fractures is difficult. The non-geophysical approaches to locate fractures has been to consider the mixing of different waters, particularly that of more recent shallower groundwater with older deeper groundwater, via differences in radio-isotopes integrated with geochemical models to predict likely mixing of waters. This approach is applicable under appropriately complex settings; however, it is an expensive technique and is based on the assumption that the daughter isotopes are equally non-reactive which may not always be the case.Potentially a cheaper and faster technique is to consider integrating geochemistry (mineral weathering) and hydrogeology. The chemistry of groundwater, controlled by the weathering of primary rock?minerals and?formation of secondary minerals, can not only be differentiated between geological strata but also within strata as different stages in weathering results in differing impacts on water quality (ie different reactants).Field analysis of pH, electrolytic conductivity (EC), oxidation reduction potential (ORP) and dissolved carbon dioxide together with laboratory analysis of dissolved constituents characterise the chemistry of the water. Collection of rock samples at the time of drilling for bore installation can provide the (only) opportunity to assess the media in which the groundwater resides and migrates through. An assessment of aquifer matrix chemical makeup, via bulk sample chemical analysis, X-ray diffraction (XRD) and petrographic analysis can achieve this.The chemistry of groundwater is dependent on the water velocity. Water at deposition and post-diagenesis dissolution of minerals by hydrolysis and oxidation will result in equilibria of the dissolved phase with the solid phase. Post-depositional fractures caused by either tectonic activity or weathering alter the rate of weathering and thereby the geochemistry. Slow water flow in microfractures results in water in equilibrium with the rock minerals. Faster flow in larger fractures results in water being in disequilibria with rock minerals.Fractures can alter groundwater chemistry by two pathways: changing groundwater velocity, which changes the rate of hydrolysis or oxidation mixing water from different geological strata.Both pathways cause subtle changes in the water chemistry.It is however, the dissolved phase chemical data, which can be observed over time at individual locations and/or at a point in time along a flow path, which allows the hydrogeologist to ælook up-gradientÆ and locate the zone of leakage. Hence, influences on rock/groundwater chemistry, from anthropogenic sources to natural mixing of waters, can be assessed via appropriate interpretation of geochemistry, hydrogeochemistry and flow data.This paper will use the example of the geochemical and hydrogeological characterisation of aquifers within the Hawkesbury and Bulgo Sandstone of the Southern Coalfields to the south of Sydney in New South Wales to demonstrate this approach.CITATION:Stuckey, M and Mulvey, P, 2013. Rio Tinto Alcan has undertaken feasibility level assessments into the expansion of its bauxite mining operation in an area south of the Embley River in far north Queensland. The project has the potential to extend their Weipa operations by approximately 40 years.The construction and operation of two additional mineral ore processing plants are proposed for the South of Embley project. Golder Associates was engaged to develop and conduct modelling assessments of potential sources of water supply required by mineral ore processing.Two models were developed using GoldSim: a dam yield model and a water balance model. GoldSim is a graphical object-oriented modelling environment with a capacity to carry out dynamic probabilistic simulations. Originally developed by Golder, GoldSim has been applied successfully in a decision support role to a range of mine water management operations.The dam yield model was used to provide estimates of reliability and volume of annual water supply of several potential surface water dams. This information was then used to determine a hierarchy of water supply options for processing plant operations. The water balance model dynamically simulated the water demands of the two production plants and the consequential response in water supply, with respect to the timing and discharges provided by the various source options.Use of the model provided a preliminary operational tool to assist with water supply management decisions. Water quality issues required a blending of water from separate sources and attention paid to scheduling to ensure water supply through the dry season. The model also helped identify risks to water supply in the event of underperformance of one or more water supply sources. This allowed the operational rules to be refined to minimise those risks.The dynamic and stochastic modelling approach provided a method for identification of water supply issues susceptible to seasonal climate variability.CITATION:Weeks, S W, Hart, M and Fergus, G, 2013. In this study, coke oven tar additions over a range of 0?8 wt.% were evaluated as a possible substitute for imported coal fractions. The coke oven tar used was collected from tar decanters in the byproducts section of the coking plant. The moisture content in the tar varied depending on the residence time and water carryover from the coke oven tar separators to the storage tanks. Moisture contents of 1 wt.%, 3 wt.%, and 6 wt.% were investigated in order to evaluate the effect on coal blend, carbonization, and coke properties. At 6 wt.% moisture content with 6 wt.% coke oven tar, although the coke quality improved the yield showed a 4% decrease. On the other hand, 1 wt.% moisture content with coke oven tar of 6 wt.%, increased the yield by 1% and the coke quality improved. However, the latter process was characterized by an excessive increase in wall pressure and pushing energy, both of which are detrimental to the oven walls. The optimum moisture content in coke oven tar was found to be 3 wt.% with a coke oven tar addition of 6 wt.% in the coal blend. With these conditions, the coke properties improved and wall pressure and pushing energy were acceptable. However, a decrease in coke yield of up to 2% was observed. Despite this, coke oven tar addition is considered to be a viable option based upon economic factors of a reduction in the quantity and cost of imported coking coals that is required to achieve the same optimum final coke product.
