Robert Campbell Gemmell, assistant managing director of the Jackling allied porphyry mining properties in Utah, New Mexico, Arizona and Nevada, died suddenly on Oct. 25, of heart trouble, while traveling from Hurley, N. M., to Los Angeles. To shape justly even an outline of the brilliant career and uniquely charming personality of Mr; Gemmell is well-nigh impossible, and any effort so to do can but demonstrate the inadequacy of language to sound the depths of soul-stirring sentiments. To touch upon his more important work, and afford even a limited conception of his general worth and character, is all I can hope to do.

Raphael PUmpelly, who became a member of the Institute in 1871, the year of its organization, and retained his membership for a long period, died at his home in Newport, R. I., Aug. 10, 1923. He is survived by a son, Raphael, Jr., and by two daughters, one of whom is the wife of Prof. Henry L. Smyth, of Harvard. Doctor Pumpelly was born in Oswego, N. Y., in 1835. He studied sciences and mining engineering in Paris and at Freiberg, later taking his Doctor's degree at Princeton. He was Professor of Mining at Harvard from 1866 to 1873. Doctor Pumpelly made geological explorations in many lands. In 1861-63, he conducted a scientific exploration for the Japanese government, and for two years thereafter carried on researches in central, western, and northern China and Mongolia. In 1864-65, he undertook a voyage of exploration across the Gobi desert, returning to Europe through Siberia. He was State Geologist of Michigan from 1869 to 1871; Director of the Missouri Geological Survey from 1871 to 1873; and Chief of Division, U. S. Geological Survey, directing the mineral industries division of the tenth census. He organized and directed the Northern Transcontinental Survey, 1881-84; directed the explorations inaugurating the iron ore industry of most of the ranges of Michigan and Western Ontario, 1897-1901; initiated and directed a physical-geographical and archeo-logical exploration of Central Asia under the auspices of the Carnegie Institution of Washington, 19034.2.

Anders Richard Akerman entered the eternal rest on Feb. 23, 1922, after a long and distinguished career. All mining men in Sweden arc mourning him, because he was one of their greatest and a leader in the scientific metallurgy of the iron. He was born April 18, 1837, in Stockholm, where his father, Joachim Akerman, was a professor at the Technical University, but the greater part of his childhood was spent in Falun, where the family moved after his father was made principal of the mining academy. He was at first taught by a tutor, but in 1851 entered the high school in Vesteras and the University of Uppsala in 1855, from which he graduated as a mining engineer on Dec. 11, 1860. A week later, he entered the service of the Department of Commerce and entered the mining academy at Falun, from which he graduated Dec. 15, 1862. The following May, he was accepted as a student in the metallurgical section of "Jernkontoret" (the "Iron Institute") and on Oct. 22, 1864, he was made an assistant in the same section. Thus begun the cooperation with the Iron Institute which was to continue for so many years and to bear such rich fruit. He had, however, previously received two requests from the Iron Institute: One to assist Prof. V. Eggertz in the preliminary work of preparing a handbook on blast-furnace practice, the other to make a complete index of the proceedings of the Iron Institute ("Jernkontorets Annaler") volumes 1817-1864, which index was published in 1866. On Oct. 19, 1865, Akerman was requested by "Jernkontoret" to give during 1866, lectures in the metallurgy of iron at the mining academy of Falun, as Prof. V. Eggertz wished to devote his entire time to the study of assaying. This request was renewed Oct. 15, 1867, for the year 1868, and on April 17, 1869, he was made instructor in metallurgy and mining at the Technical University, to which institution the higher education in mining engineering was transferred at that time. Akerman thus entered his career as a teacher, which lasted until the end of 1891. On May 11, 1877, he was appointed assistant professor in metallurgy and mining; on Sept. 7, 1883, he was appointed acting professor in the same department; and two weeks later was appointed dean of the mining college. On May 21, 1874, he was instructed by the Crown to inspect the mining schools in Filipstad and Falun. As a teacher, Akerman was very popular and his lectures were excellent, in form as well

Robert Carl Sticht, member of the Institute since 1886, an American metallurgist of world-wide reputation, died in St. Margaret's Hospital, Launceston, Tasmania, on April 30, 1922, after an illness of eleven months, against which he fought with the highest courage and characteristic fortitude. The news of his passing came as a great shock to a host of his friends and former associates here, but on account of his long absence from the United States, exact biographical details have been heretofore lacking. Throughout Tasmania, the expressions of public sorrow were many and impressive, and the flags were flown at half-mast in Queenstown, Zeehan, and the entire Mt. Lyell district, in honor of the man who had won his place in the community as a great captain of industry and a man universally admired and loved. Sticht had been connected with the Mt. Lyell Mining & Railway Co. in Tasmania throughout its entire productive period. He had originally been induced to go to Tasmania through the good offices of the late Dr. E. D. Peters, then professor of metallurgy at Harvard University, who after personally examining the undeveloped Mt. Lyell properties, recommended Sticht as the best possible man to work out the complex metallurgical problem which that great orebody presented. Sticht had already made himself the leading authority on pyritic smelting, having taken up the idea as suggested and partly worked out by Lawrence Austin and carried it through to a certain degree of perfection in the case of limited tonnages of special ores. After studying the situation at Mt. Lyell, Sticht found the conditions there to be almost ideal for pyritic smelting, and he had the courage to adopt as the basis for a permanent, and eventually successful, solution of the metallurgical problem, a process that was then little more than a theoretically interesting possibility. The thorough studies and remarkable results attained at Mt. Lyell were published as chapters in Doctor Peters' various publications on the metallurgy of copper, Doctor Peters giving full credit to Sticht for their authorship. Stuart Manwaring Buck, a member of the Institute from the first year of its existence, and one of its Managers from 1883 to 1885, died at his home in Bramwell, West Va., on July 16, 1921, at the age of 79 years. He was the son of David and Matilda S. Ruck of Boston, and was educated at Williams College, at the Massachusetts Institute of Technology and at the School of Mines at Freiberg, Germany. Mr. Buck was one of the pioneers in the development of the coal fields of West Virginia. From 1872 to 1877 he was connected with the Kana-wha and Ohio Coal Co. as engineer and as lessor; from 1877 to 1888 he was general manager of the East Bank Coal and Coke Co.; from 1888

TsunashiRo Wada, honorary member of the Institute, died at his residence, Ushigome, in Tokyo, on Dec. 20, 1920, at the age of sixty-four; he was born on March 15, 1856, at Obana in the province of Wakasa. An expert mineralogist, lithologist and geologist, he identified himself throughout his life with the development of the mining interest of this country. Perhaps the most noteworthy of his meritorious services in the public sense was the extension of the Imperial Steel Works at Yawata, anticipating the grim fate that hurled Japan. into a war with Russia in 1904. Educated in the Imperial University of Tokyo by foreign professors, he studied especially mineralogy, lithology and geology. In 1875 he was appointed assistant professor in the Imperial University of Tokyo, and in 1878 entered the service of the Home Department. From 1880 until 1893, Mr. Wada was Director of the Imperial Geological Survey of Japan, during which time he practically laid the foundation of the geological investigation work in Japan. In 1884, he made a trip to Europe by government order to attend the international Congress in Berlin, visiting en route several countries of Europe and America. While Director of the Survey, he was also, from 1880 to 1885, lecturer, and from 1885 to 1891, professor of mineralogy and lithology in the Imperial University, and, from 1889 to 1893, was Director of the Imperial Mining Bureau of Japan. In this capacity, he revised the mining laws of Japan, thus laying the foundation of Japan's mining administration. In 1894, he was again appointed lecturer in the Imperial University of Tokyo; in 1895, appointed Technical Adviser on Mines to the Imperial Household Department of Japan; and, in 1897, appointed President of the Imperial Steel Works, which was completed in 1900 with the expenditure of $10,000,000. In this capacity he did a great deal to promote the iron and. steel industry of this country. We owe him the ore-purchase contract with the Daiya iron mine in China, which remarkably facilitated the extension of the iron works in later days. The victory of the Russo-Japanese war must be said to be due to his merit in no small measure. He resigned the presidency of the Imperial Steel Works in 1901. The mining fraternity of North America was grieved and shocked to learn of the death of Dr. Willet G. Miller on Feb. 10, 1925. Doctor Miller was for many years the Provincial Geologist of Ontario and the one who more than any other had contributed by his personal work and the reports of his subordinates to the recent extraordinary mineral development of the Province. Doctor Miller was fifty-eight at the time of his decease. A man of unusually stalwart physique, he seemed destined to many years of useful service. His friends in both the American and Canadian Mining Institutes can with difficulty reconcile themselves to his loss. Doctor Miller was born in 1867 in Port Rowan, Ont., on the shores of Lake Erie. After preparation in the high school of his native town, he entered the University of Toronto and took his bachelor's degree in 1890. He pursued graduate studies in geology at Chicago, Harvard, and Heidelberg Universities. In 1893, he was first appointed lecturer and soon thereafter Professor of Geology in Queens University, Kingston, Ont., a chair which he held until 1902. He was then appointed Provincial Geologist of Ontario and was placed at the head of the Survey which was attached to the Department of Mines. Within the next year, 1903, he performed the service that made him famous. In the summer of 1903, in connection with the building of the Ontario Government Railway toward an objective on James Bay, veins had been noticed by construction parties just north of what is Cobalt Lake today, and in the rocky pass that is now traversed by the main line of the Canadian National Railway en route to Vancouver. The pink stain of cobalt bloom on the vein, known later as La Rose, caught the eye of a workman; in November, Doctor Miller recognized the silver in it, and brought the possibilities of the district to general attention. In December, he published an article in the Engineering and Mining Journal, stating that the veins could be worked at a handsome profit. During the winter and spring, the mining interest awoke, which resulted in the astonishingly productive silver district of Cobalt; but in which, Doctor Miller, because a government official, scrupulously refrained from having any financial interest whatever. Seldom has so high a sense of honor been manifested; and as the result, Doctor Miller commanded confidence and respect to an extraordinary degree. William Andrews Clark, former United States senator from Montana, died at his home in New York on March 2, at the age of 86, after a brief illness due to pneumonia. He was the last of the three great Montana mining magnates, Clark, Daly and Heinze. He was born in Connellsville, Pa., on Jan. 8, 1839, and in 1863 arrived in Bannock, Ida., with only five dollars, after a journey of 65 days. On reaching Idaho, he became successively a miner, teamster, machinist, railway builder, mine owner, capitalist and, in his more recent years, philanthropist and art collector.

William B. Cogswell, member of the Institute since 1872, died on June 7, 1921, at his home in New York City, after an illness of about six weeks occasioned by an infection of the middle car. Mr. Cogswell is survived by his wife, Mrs. Cora Brownell Cogswell; a son-in-law, and three grandchildren. His first wife died in 1877. William Cogswell was born at Oswego, Sept. 22, 1834, and was taken to Syracuse by his parents when he was four years old. He attended Hamilton Academy and private schools in Syracuse and Seneca Falls. In 1843, he visited England with his parents and brought back a set of drawing instruments, which led to a series of lessons in architecture under Luther Gifford, the only architect in Syracuse at the time. The boy drew many building plans and one set was used for the old Globe Hotel in Syracuse, erected in 1846 and 1847. In 1848, when only 14, he spent a year with a party that was surveying the route of the Syracuse & Oswego R. R. and relaying the tracks of the Utica & Syracuse R. R. He studied civil engineering at the Rensselaer Polytechnic Institute, Troy, for three years, but left that institution in 1852 without receiving his degree. Many years later, in 1884, the degree of C. E. was conferred upon him. During the three years following 1852, Mr. Cogswell served as an apprentice in machine shops at Lawrence, Mass., under the superintendence of John S. Hoadley. About 1856, he was made manager of the machinery department of the Marietta & Cincinnati R. R., at Chili-cothe, Ohio, and three years later became superintendent of the Broadway foundry at St. Louis, Mo. In 1860, in Syracuse, Mr. Cogswell was associated with William A. and A. Avery Sweet in the formation of Sweet Bros. & Co., which later became the Whitman & Barnes Mfg. Co. At the outbreak of the Civil War, Mr. Cogswell received a civilian appointment as mechanical engineer in the United States Navy. During 1860 he was located at Port Royal, S. C., having general supervision over the work of fitting up repair shops at five widely separated stations on the Atlantic seaboard and Gulf of Mexico. In this year his genius and resourcefulness were notably shown. He literally launched a naval machine shop, so that warships could be repaired without leaving, and thereby weakening, blockades against Southern ports. The machine shop was assembled by Mr. Cogswell and shipped by boat to Port Royal. There an old whaler was made over for machine shop purposes and Mr.

William R. Walker, assistant to the president of the U. S. Steel Corpn., died at St. Luke's Hospital, New York, on Dec. 20, 1922. He was born at LaPort, Ind., Nov. 26, 1857, and his whole career has been closely identified with the iron and steel industry. His first employment was with the North Chicago Rolling Mill Co., Chicago; then he was appointed chemist for the Crown Point Iron Co., at Crown Point, N. Y.; and later he was works superintendent for Spang, Chalfant & Co., of Pittsburgh. He was early associated with Robert Forsyth, the well-known engineer who constructed the South Chicago works of the North Chicago Rolling Mill Company. Prior to 1890, Mr. Walker was works manager for the Union Steel Co., and upon organization of the Illinois Steel Co. he became general manager of its South Chicago works. At the time of the formation of the U. S. Steel Corpn., in 1901, he was appointed assistant to the president, which position he held until the time of his death. Through the technical staffs and committees of the Steel Corpora tion, Mr. Walker had an excellent opportunity to study and direct the development of mechanical methods for coal mining, coal washing, beehive coking, including the collection and recovery of its byproducts, and to interest himself in byproduct coke ovens, and the design and operation of processes for the coking of special coal mixtures. He also brought his experience to bear on the design, construction and operation of the blast furnace and its appurtenances, as well as the bessemer, open-hearth and electric steel processes. Incidentally, he was interested in microscopy and metallography, and was familiar with the manufacture of products related to the iron and steel industry, such as tin, zinc, sulfuric acid and many other substances. Mr. Walker had the remarkable faculty of being able to discuss and conduct investigations in practically any technical branch of the ferrous industry. In the words of President James A. Through the technical staffs and committees of the Steel Corpora tion, Mr. Walker had an excellent opportunity to study and direct the development of mechanical methods for coal mining, coal washing, beehive coking, including the collection and recovery of its byproducts, and to interest himself in byproduct coke ovens, and the design and operation of processes for the coking of special coal mixtures. He also brought his experience to bear on the design, construction and operation of the blast furnace and its appurtenances, as well as the bessemer, open-hearth and electric steel processes. Incidentally, he was interested in microscopy and metallography, and was familiar with the manufacture of products related to the iron and steel industry, such as tin, zinc, sulfuric acid and many other substances. Mr. Walker had the remarkable faculty of being able to discuss and conduct investigations in practically any technical branch of the ferrous industry. In the words of President James A. Dr. Robert Bell died on June 18, 1917, at Rathwell, Manitoba, in the seventy-seventh year of his age. He was born in Toronto on June 3, 1841, and was a son of the Reverend Andrew Bell of the Free Church of Scotland. He was educated at the Grammar School of the County of Prescott, Ontario, and subsequently at McGill University and the University of Edinburgh. While still a boy of 15 years of age, he joined the Geological Survey of Canada, under Sir William Logan, in the capacity of Junior Assistant, and was rapidly promoted in the service, where lie remained-with but one short interval-for over fifty years, retiring as Chief Geologist and Acting Director in the year 1908. He married Agnes, daughter of the late Alexander Smith, of Westbourne, Glasgow, and Auchentroig, Stirlingshire, and is survived by one son and three daughters. Practically nothing was known of the geology of Canada, and very little with reference to its geography, when Mr. William E. (afterward Sir William) Logan was called upon to undertake the organization of the Geological Survey of Canada, and as its first Director to carry out the mapping of this vast area and the examination of its mineral resources. Dr. Bell's work as a member of Sir William Logan's staff in these early years consisted, therefore, exclusively of geological reconnaisance and geographical exploration. Even in later years, and until his administrative work confined him to his office, Dr. Bell's work remained essentially of this character. The exploratory traverses and track surveys which lie carried out were, chiefly within the area of the great Laurentian protaxis or Canadian Shield, which forms such a striking feature and which has played and will continue to play so important a role in shaping Canadian history and in influencing the character of the Canadian people. Dr. Bell's lines of exploration crossed and re-crossed this area from the Atlantic Coast to the Great Lakes on its western border, and from Lake Huron and Lake Superior on the south to the Arctic Sea, following the water ways of this great land. He also worked along the coast line when acting as geologist and naturalist to the "Neptune" Expedition in 1884, and to the "Alert" Expedition in 1885, both of which carried out explorations in Hudson's Bay and Hudson's Straits; also on the "Diana" Expedition in 1897, when he surveyed the coast of Baffin Land, and was one of the first white men who penetrated to the great 'lakes in the interior of that immense

THE following paragraphs, constituting the concluding portion of the Annual Report of the Council for 1903, have been withheld from publication until now, in order to make them as accurate and complete as possible. They will be published in Volume XXXV. of the Transactions in their proper place at the end of the said Annual Report. Franklin Ballou was born in Pittsburg, Pa., May 29, 1845. He was the son of an old resident, Arthur Ballou, a manufacturer and wholesale dealer in vinegar. In early youth Franklin attended the Western University of Pittsburg, but left school at the age of 16 to become book-keeper for his father, upon whose retirement from business, in 1868, he associated himself with Walter C. Childs, of Pittsburg, in the manufac¬ture of furnace-grates and asbestos-cement for blast-furnaces. This firm was known as W. C. Childs & Co., and did a success¬ful business for several years. In 1869 Mr. Ballou married Miss May S. Wilson, daughter of Judge Wilson, of Lewistown, Pa. In 1876 he spent several months traveling in the West and studying the mining industry, which greatly interested him. In consequence of this journey, he wound up his business in Pittsburg and removed in 1877 to Georgetown, Colo., where for several years he conducted a sampling-works, and built up an extensive business as an agent for the sale of ores, besides engaging to some extent in mining enterprises. , It is said that he controlled at one time about one-eighth of the output of the Leadville mines. In the early 80's, he became Vice-President and General Manager of the Bimetallic Smelter at Leadville, of which Mr. David H. Moflat was the principal owner. This was practically the first successful demonstration of pyritic smelting in Colorado. Upon the sale of the works in 1897 to the American Smelting and Refining Co., Mr. Ballou retired
