A severely technical article, however well written, can not be an agreeable form of literature. It suffers from the defects of its qualities. One defect is a congestion of language, due to a multiplicity of adjectival nouns. The sentences are packed with words of unpleasing sound, charged with complex ideas, crowding one another so closely that the phraseology moves like an ice-pack in Bering Sea or a log-drive in a river; the undercurrent of meaning may continue to move, but the surface is obstructed. This verbal congestion is made evident by ugly compoundings, many of which are adopted by the technical writer in the mistaken belief that they give directness to his statements. For example: A unanimously approved scheme "A scheme unanimously approved" The continuous temperature record "The continuous record of temperature" To stimulate interest in synthetic plant construction "To stimulate interest in the construction of synthetic plants " In smelters reverberatory-furnace firing with powdered coal has been practised for a decade. Duquesne Light Co. and CAI Consultants, Inc. conducted a demonstration program to establish permanent vegetative cover directly on acidic, deep coal mine refuse. Several plots were treated with formulas varying in soil amendment application rates and plant speak. Periodic monitoring of refuse chemistry indicated when maintenance applications of seed and soil amendments were required. To establish drainage control, the site had to be regraded. The most successful experimental formula was used as the bank for the formula applied to regraded portions of the site. Specific treatment for acidic spots has been initiated. Results of the program indicate that adequate permanent vegetation has been established.

A two-year test conducted by the USBM's Spokane Mining Research Center (SMRC) has proven the feasibility of the yielding rockbolt, a concept which may prove very useful to the mining industry by providing ground support under a variety of conditions. The yielding rockbolt was originally developed in South Africa3 to overcome the limitations of conventional bolting in rock subjected to high-stress or rock burst conditions. The yielding effect is obtained by fitting the bolt prior to thread rolling with a smooth-bore die of internal diameter slightly larger than the shank diameter but smaller than the rolled thread diameter.

The American mining industry is vigorous today because it is young. At a time when the ore deposits of central Europe, for example, were being exploited actively, those of the United States were lying practically untouched. The founding fathers of our republic were not interested in mineral wealth because they were ignorant in such matters; their preoccupations were with defence against the Indians, the clearing of the forest, and the starting of agriculture in their new domains. They had no idea of establishing a mining industry. The Indians whom the American colonists dispossessed had no mines; they used only the metal that was to be found lying on the surface of the ground. Their arrows and spears were tipped with flint, which likewise called for little digging, if any. The native copper that glacial action had torn from the lodes of the Lake Superior region and had carried into the valleys of the Ohio and Mississippi was employed in the making of earrings, bracelets, knives, and scrapers. The same useful metal was found in many other places, in Virginia and Carolina, in Vermont and New Jersey, for example, but the Indians did not know how to melt it, much less how to smelt the ore, therefore they shaped it into tools and implements by hammering. Fortunately for them the hammering of the metal caused it to harden and therefore to become serviceable for implemental use. It is doubtful if they obtained the copper by actual mining, that is, by digging or excavating; it is true we find traces of such operations in the Keweenaw .peninsula of Michigan, but we have no

THE PROPERTY of Mount Isa Mines, Ltd., is located at Mount Isa, Northern Queensland, Australia, at roughly 20" south latitude. It is 600 miles from Townsville on the east coast, the port for Mount Isa, 1200 miles from Brisbane and approximately 1600 miles from Sydney in New South Wales. Living conditions in the camp, though wild and crude at the commencement of building, are now excellent and little has been left undone to provide comfort and attractiveness. The climate being warm and dry, many of the buildings are built on posts, 8 to 10 ft. off the ground, with spacious screened-in verandas. Club houses, stores, school, hospital and ice plant have all been provided by the company as well as modern conveniences, such as running water, shower baths, electric lights, septic tank arrangements, tennis courts and amusement grounds.

PATENT records show that the attempt to improve the burning of fuel by mixture or pretreatment with chemicals dates back to the early years of the last century. By 1845 English and French patents had included the specific beneficiations of elimination or reduction of smoke, soot and clinker; reduction of the ashes; elimination of sulphur fumes; increase of the rate of burning; increase of the time a given charge of fuel would last; and, in most patents, a saving of fuel. The earlier patents specified additions up to 80 lb. or more per ton of fuel, but after 1860 the quantity was seldom more than 4 lb. There is no record of the extent to which these patents were commercialized, but after 1874 many American patents were assigned to companies specializing in treatment of coal, so it is probable that the products were marketed on a considerable scale at least as early as that date. From 1900 on, many proprietary products were marketed under the general name of "fuel savers," the principal sales being in small packages for the use of householders; savings of from 10 to 40 per cent of the coal were promised. Starting with 1927, the use of proprietary or other mixtures of chemicals was extended to power plants and to treatment of coals at the mines, the claims of saving of fuel being subordinated to those of general improvement and, in particular, to reduction of clinkering. Such expectations are attractive and a number of companies experi-mented with or adopted the practice. There were reports of improved operation, but, apparently, few were confident enough that these improvements were due to the salts to publish the results of tests or their records of operation. There are no data on the yearly tonnage of coal treated but indirect reports suggest that it has been relatively large. Since its establishment in 1910, the U. S. Bureau of Mines has con-tinually received inquiries about these products. At the request of. other governmental departments it made tests in 1910, 1916 and 1930, using certain proprietary products applied according to the instructions of the vendors; these tests were made with eastern coals in domestic and

Procedures are given for calculating stresses in underground tunnel supports which accounts both for the structural behavior of the support and that of the adjacent rock mass. Stresses in the support are caused by service loads and rock reactions. Service loads are due to rock pressures, hydrostatic and hydraulic pressures, selfweight of the support, or other utilitarian-type loads. Rock reactions, equal and opposite those in the support, are due to the deformational interaction that results as service loads deform the tunnel support against the adjacent rock mass. The procedures developed for solving this problem are an application of matrix structural analysis. The principles involved in this method allow for the consideration of the deformable characteristics of most tunnel support systems and an iterative solution procedure is applied to determine the areas of support-rock interaction. Numerical results of example problems are given.

THE Portland Cement Association was organized more than a third of a century ago by a group of cement manufacturers, to do cooperatively the educational and research work needed to ensure proper use of their product. Specifically, the Association has a threefold purpose: (1) to search out facts to ensure the best possible service from concrete; (2) to give the widest possible circulation to facts affecting the use of concrete; (3) to urge practical application of those facts on actual building projects. An organization of technically trained men conducts many research projects in the Association laboratories, interprets their findings and applies them practically in the field. The net effect of this work has been to improve the design and prolong the life of roads, bridges, industrial, commercial and public buildings, homes, farm structures and concrete products. The results of this technical research and experimentation are made available to the entire construction industry through bulletins and reports. Information is also released to the general public through newspapers, magazines and Association publications. In addition to a1 technical staff in the general office in Chicago, the Association has district offices in 22 cities. Field engineers cover 37 states, the District of Colum-bia and British Columbia, to give service to users of Portland cement.

Troughs or launders are probably the oldest machines used for ore concentration, and their development was suggested no doubt by the natural segregation and stratification of materials that take place in the bed of a stream. Trough washers for coal cleaning were first used in France and Germany about one hundred years ago and have been used in some form or other ever since. The early launders were intermittent or batch machines, and only comparatively recent developments have made them continuous. The chief disadvantage of early launder systems as applied to coal has been that when a satisfactorily clean coal was produced the loss of good coal in the refuse was excessive. Other disadvantages have been the large quantities of water and the great lengths of troughs necessary to treat moderate tonnages of feed. One of the most widely used types of trough washers is the Rheolaveur, which has been developed in the last 25 years. Fig. 1 shows a more or less standard arrangement for fine coal. In this there are four trouglis placed one below the other and sloped a few degrees from the horizontal. Rheo-boxes or draws are provided at intervals in the bottom of the trough for the removal of material deposited from the stream. These draws are spaced substantial distances apart. Some of the rheo-boxes are provided with upward currents of water to modify the horizontal current stratification. In operation it is the function of the first two troughs to remove all refuse material and permit only clean coal to be discharged over the end. In order to accomplish this, large quantities of coal are drawn through the rheo-boxes. The third and fourth troughs are used to recover the coal discharged through the boxes of the first two troughs as a middling product and to discharge a clean refuse. The middlings are returned to the first launder and are usually about equal to 40 per cent of the raw coal being fed to the launder. In considering launder processes, one would reason that the conditions of extreme crowding under which stratification takes place in a flowing stream should effect complete separation in a single pass down a launder.

Taxes are compulsory charges levied by a government for its support. They are usually paid to support the general services provided by government rather than special services (such as safety inspection). The latter are normally supported by user charges often called license fees. Taxes are used by national governments not only to raise money but also as a part of fiscal policy. As such, taxes are used to stimulate or deflate the economy, as an incentive to save or invest, as a means of allocating national resources, and as a means of redistributing income. In our discussion, we will deal only with those facets of the subject that relate specifically to the mineral industry. In doing so we will deal with taxes levied on all industry in a generalized way and only insofar as it affects our industry, but at some length on those portions of the tax system related directly to the mineral industry. It is not our intent to provide a "cookbook" for computing taxes, but rather to present some of the policy issues that bedevil those who must develop our tax policies. MINERAL TAXES The mineral industry is subject to the full range of taxes levied by governments. These include taxes on income, property, and sales, as well as excise and severance taxes. The latter are somewhat similar to a royalty in , that such taxes are levied either ad valorem or per unit of output. Severance taxes most commonly are charged to oil and gas output, although coal, salt, sulfur, and iron ore production also have been taxed in this manner. The major governmental advantage of the severance tax is the administrative ease of collection. On the other hand, it poses an addition to cost independent of profitability. As a consequence, the severance tax can cause premature abandonment if mineral product prices do not rise sufficiently to cover it. Such a rise may not occur if differential tax rates are levied by the various states. Property taxes normally are levied on all property owners, including mineral owners. The major difficulties in this kind of tax, in so far as mining is concerned, are erratic valuation coupled to the inherent problems involved in assessing a property where the extent and richness is chiefly unknown. The impact of these taxes, including state income taxes, is reduced somewhat, as they are usually deductible from gross income as a business expense with a consequent lowering of national income taxes. MY REMARKS, which I feel highly honored in being invited to make, shall be limited to a consideration of -the mining and metallurgical problems involved in this question; in fact, these problems alone might well be considered as suffi¬cient to explain the existence of the Ruhr situation and to justify the steps taken by France in this affair. Comparing the France of pre-war days with the France of the period following the Versailles treaty indicates clearly how the Ruhr question is a direct consequence of the new economic conditions which have prevailed in Europe since peace was signed between the Allies and Germany. Before the war, in 1913 for instance, the French out¬put of iron ore was 22,000,000 tons. This output, which decreased considerably during and immediately after the war, has about regained its previous level. It should be noted that 96 per cent. of the production of iron in France is obtained from the eastern part of the country, in the districts of Nancy, Briey,. Longwy, Metz, and Thionville. This concentration of practi¬cally all the iron mines into one district creates a very serious problem for France, involving strategic and economic consequences. The strategic problem arises from the fact that the whole iron resources of France lie close to the frontier of Germany, at a distance of only a few miles; hence it is of the' utmost importance for France to be assured that her eastern frontier shall not be at the mercy of a sudden invasion by an army which could in a few hours deprive France of her iron resources and render her powerless to defend herself. Invaded by her Eastern neighbor three times during the past 100 years, France has had dire experience with what such invasions mean for her. Wherever the German armies have passed, they have left an inefface¬able trail of desolation. France, therefore, intends to protect herself by sufficient and efficient guarantees against renewed invasions of her territory.

Ore deposits are commonly divided into two classes, syngenetic and epigenetic, according to whether the ore was deposited together with the enclosing rock or was introduced after its deposition or solidification. Epigenetic deposits, which are by far the more important class, owe their formation to the channels that permitted the ingress of their metals, and both classes are, subject to great modification by post-mineral changes in the containing rocks. A discussion of the structural features of rocks, therefore, necessarily precedes any consideration of ore deposits or processes of ore deposition. The arrangement of sediments in parallel and approximately horizontal layers is called stratification, and is an original property of sedimentary rocks. Successive strata of the same sedimentary bed commonly differ from each other in some minor characteristic, such as texture or color, which results in a bedded or stratified appearance. The subjection of a rock to pressure develops within it parallel planes of weakness, called cleavage planes, along which the rock breaks into relatively regular slabs or blocks; the direction of these cleavage planes, which bear no relation to stratification, is determined by the direction of the pressure that produced them. Where there are more than one set of cleavage planes, one of them is likely to be more prominent than the others. In sedimentary rocks, the cleavage may coincide with the stratification but more commonly cuts across it. Van Hise has defined cleavage as the "capacity present in some rocks to break in some directions more easily than in others." Cleavage, therefore, does not imply the existence of subdivisions, but rather the tendency to subdivide along certain planes.

Following the end of hostilities of World War 11, a resurgence of industrial and home building has given impetus to the use of many products of the stone industry. Shortage and high prices of some building materials such as lumber have aided wider acceptance of materials such as concrete products which have been relatively plentiful and which have not risen so rapidly in price. Ingredients for many of these substituting materials come from the stone industries, often from by-products of stone operations. Most of the tonnage of the stone industry in the State of Georgia comes from granite and marble. There are extensive dimension stone operations in granite in the Elberton and in the Lithonia areas. Building and monumental marble from the Tate area has been used throughout the country. Cutting operations in both types of stone have their by-products in faulty blocks and in spalls. In the State there are three large crushed-stone plants utilizing granite, One near Camak, One near Lithonia and one at Stockbridge. All have had excess fines Or in in the past but this excess is largely disappearing with development of new uses. At times this "waste" has amounted to as much as 20 pct of the stone quarried. Handling Of this large tonnage from point of screening out to storage piles presented a costly problem and large areas were taken up by the piles. Crushed 'tone is generally sold with a a narrow margin Of price over cost, so any elimination of disposal cost or increase of income by marketing of by-products is highly desirable. By-products of Granite Dimension Stone It sometimes becomes difficult to differentiate between main product and byproduct. In the cutting of granite dimension stone in the Lithonia district of Georgia, a considerable quantity of remnants of Uneven shape and size is produced. The larger of these pieces have long found use as building rubble, particularly for retaining walls and building foundations (Fig I), They are broken down to one man size by plug drilling and wedging and by hammer. In recent times, demand for this former by-product has grown so that quarries have been opened for the production of rubble as a main product. Local masons have attained skill in using these irregular shapes to form economical and attractive walls. Areas such as Elberton, Georgia, which do not have a large building market nearby, tend to accumulate piles of large pieces of reject stone. When a road job or other local construction offers a quantity market for crushed stone, a portable crusher works this material down to crushed aggregate. Spalls and finer chips from granite stone-cutting operations have generally found their way into crushers and thence to the many uses for crushed aggregate. One company near Lithonia started marketing the smaller by-product crushed sizes for chicken grit about ten years ago. This use has grown to nation-wide distribution and the tonnage is now so great that they have opened a large quarry with

The exploration of deposits of the metals will never become an exact science. There will always be an element of uncertainty in prospecting and developing mines. In countries where the surface has been closely scrutinized, most of the deposits whose outcrops contain valuable metals have probably been discovered. Many metalliferous deposits, however, are normally so much altered at the surface that the true significance of their outcrops is likely to be obscured. If a deposit is not exposed, its presence may become known by some one of its characteristics that is different in kind or in degree from a similar feature of the associated rock. Thus, a deposit that is not exposed may be discovered because of its magnetic property. So few minerals are strongly magnetic that the value of magnetic surveys is limited, but the dip needle has nevertheless proved of great aid in locating magnetic belts, and these in some regions are associated with workable iron ores. The Cuyuna Iron Range of Minnesota, which does not exhibit any outcrop of iron ore, was discovered by drilling "areas of attraction" that are due to belts of magnetic rocks associated with the iron ores. In some regions the use of the dip needle is justified, even if it does no more than reveal the strike of the rocks, since a knowledge of the latter enables the driller to locate and point his holes to advantage. The measures of gravity by the use of the pendulum are so accurate, or the limit of error is so small, that one might detect the presence of a concealed tabular deposit approximately at the surface, 34 ft. (10.36 m.) thick, having a density double that of the surrounding rocks. However, not many deposits have a density twice that of ordinary rocks and a thickness as great as 34 ft.; if they lie a short distance below the surface the density or the thickness must be even greater. Consequently, there is not much hope of sufficiently developing the gravity method of detecting deposits of heavy ores to make it of practical value. If the limit of error could be reduced to about one-tenth the present factor, and if the rather tedious and painstaking methods of determining gravity that are now in use could be simplified, the method would promise some degree

Industrial specialization has rapidly created a demand for new and better alloys. A more thorough understanding of the requirements of specific industries and the discovery of processes by which it has been made possible to utilize certain metallic elements in larger quantities, together with greater purity in most virgin metals, has resulted in a great increase in the number and variety of alloys. This increase in the number of elements entering into non-ferrous alloy manufacture has increased the contamination in secondary metals, as received by the smelter. In order to successfully refine scrap of a much more complex nature it has been necessary for the smelter to install new equipment and to constantly search for new methods of refining as well as to improve the methods already in use. In some instances it is largely responsible for specialization in the secondary metal industry. It is usually necessary to remove the contaminating impurities in scrap or eliminate to a degree not objectionable, no matter how introduced. In order to know what metals or elements are of an objectionable nature, the smelter must make a study of the effect of single elements and combinations of elements on many of the physical and mechanical properties, such as strength, ductility, color, hardness, casting soundness, etc. The smelter of secondary mctals must be able to utilize scrap materials of all kinds, for, sooner or later, most fabricated metal parts and the waste products formed during the process of manufacture find their way to the smelter. In addition, the smelter, in contracting for salvaged material from the producer, gets some undesirable and unusual materials. The value of secondary metals and the importance of their recovery has increased in recent years and it is no longer sufficient to recover the base metal only, such as copper from copper-bearing material, but it is essential that other elements present be recovered and converted into useful form. This paper will deal not with the smelting and refining or separation of impurities from secondary metals but an attempt will be made to show the increased value of metal scrap when properly segregated and in a less contanlinated condition.
