Very little has been published recently on this subject in the mining journals or proceedings of societies. The attention of experts has been diverted perhaps by the demands for pan amalgamation of refractory ores. Yet free milling ores occur in many localities, and it may be interesting to have on record some data as to details of running a small test-mill, especially as details of results do not seem to be accessible to stndents and investigators. Küstel, in 1863, under battery amalgamation, dismisses the subject by stating that "amalgamation on copper-plated platforms, troughs, and other copper fixings" is " very imperfect, and mostly abandoned." A good deal of dialogue has been published and voiced concerning one mining regulation or another, that, according to those raising the issues, in effect shuts down or drastically reduces mine and/or mill reduction. The objective of this discussion is to there fore synthesize the various regulations affecting the uranium mining industry and attempt to realistically assess the extent of impact to yellowcake production - on both an individual and collective basis. Emphasis is placed on the later or newer permitting requirements under the Mill Tailings Act, Underground Injection Control Program, the Consolidated Permit Program, and the Resource Conservation and Recovery Act (RcRA).

One of the principal factors that have contributed to the hesitancy of design engineers to use metal-powder parts is the difficulty experienced in the determination of the mechanical properties of compacted components. Because standard test methods cannot usually be applied in the inspection of such parts, and because adequate special test methods have not been developed, it has been considered desirable to investigate the methods that are applicable. These may then be included in specifications for metal-powder materials and components in order that the design engineer may be assured that the subject parts possess the desired mechanical properties for satisfactory performance. It is known that direct relationships exist between usually nonmeasurable properties as tensile strength and elongation and shear strength and the angle through which compacts may be plastically deformed before fracturing. These correlations are valuable in the inspection of specific parts, but it is necessary to set up standards before they may be satisfactorily employed. Apart from the use of correlations, the number and character of the inspection methods that are applicable to almost all powder parts is limited to three—chemical analysis, density, and hardness. The last of these may or may not be a pertinent characteristic, since the indentation hardness of many powdeied-metal materials is so low as to have little significance. It is, however, occasionally desirable to use hardness measurements as an indication of the uniformity of the structure of pieces of a given type. Chemical analysis reveals very little about the physical properties of metal-powder compacts, since the unpressed powder is usually of a composition almost identical with that of the finished pieces. Density determinations are simple to perform and have the advantage of being nondestructive in character. If the dimensions of a machine part are known (and usually they are), the average density may be determined by weighing a given number of pieces and dividing by the calculated volume of the parts. More accurate measurements may be made by the water-displacement method. It is recognized that mechanical properties of metal-powder materials are related to their density, but usually these relations are determined for only one type of powder, processed under a given set of conditions. Comparisons of the pioperties of compacts formed from different types of powders are made on the basis of compacting pressures instead of density, and for this reason the results obtained by using powders of different types appear widely variant.

A petrographic study was made of the type and sources of mineral contamination occurring in Florida phosphate rock products. Emphasis was placed on contaminants in the screened rock (+1 mm), since this portion of the product undergoes no physical beneficiation except for scrubbing to remove slimes. Since iron and aluminum contents of the finished product affect the salability, special emphasis was placed on identifying types and sources of these contaminants and relating chemical composition to visual characteristics. Wavellite derived from the overburden was the major aluminum contaminant with some aluminum being included as secondary clay balls. Iron occurred as phosphates in the overburden and as colloidal oxides included in the phosphate pebbles. Chert and limestone contamination derived from the Hawthorne formation underlying the phosphate matrix.

Roof bolting is the most common means of support in under- ground coal mines. The main advantages of this support system are the relative ease of installation and the ability to provide a stable and unobstructed work area. Roof bolts can be broadly classified into two categories, mechanical and resin bolts. Currently, about 20% of all bolts used are the resin types, and trends show an increasing popularity of these kinds. Although the reinforcing effects of resin bolts have been well demonstrated, there is, nevertheless, a considerable lack of knowledge of their interaction with the surrounding strata. To study this interaction and to further investigate the mechanisms involved in resin bolting, an instrumentation system was designed and tested in a southwestern Virginia coal mine. The instrumentation system was composed of straingaged resin bolts, convergence and differential sag stations, and a borescope. Strain gages mounted on the bolt determined axial, bending, and shear strain at several levels along the axis of the bolt. The roof movement, as measured by the convergence and differential sag readings and as observed by the borescope, correlated well with the strains registered on the bolts.

GEOLOGICAL problems are approached from a geometrical (space relations) viewpoint, a kinematical (time sequence) viewpoint, or a dynamical viewpoint. The first two require sound training in conventional geology and in field methods. The third approach requires a solid foundation of chemistry, physics, and mathematics. Modern training for geologists should include close integration of basic sciences with geological principles.

As summed up by one writer, the purpose was: "That everyone will try to learn how to feed more people from an acre of land." MANY processes for cleaning coal that are in use depend primarily on physical properties of coal and refuse other than specific gravity and surface conditions relating to froth flotation. These properties are shape, coefficient of sliding friction, resilience, friability, magnetic susceptibility, and electrical conductivity. In many of these processes specific gravity does have some effect and many separators are designed to utilize more than one of the physical properties cited. Although the processes described herein do not have a widespread application, yet for specific coals and specific conditions, they are economically important. A problem confronting many coal-mining districts is the marketing of the slacks or screenings and dust passing the final sizing screens. Processes in commercial use installed primarily to increase the form value, and hence the market value, of these slacks and dusts include briquetting, packaging, and low-temperature carbonization. MECHANICAL PICKERS Machines utilizing shape, frictional resistance, and differences in resilience of coal and impurities are usually called mechanical pickers. They require a closely sized feed, therefore their use is confined to the pea, nut, and egg sizes. Various types of these devices are described by Berrisford, 1, 2 Taggart,3 and Peele.4 Shape In general, coal differs in shape from its accompanying dirt throughout the range of commercial sizes. Coal, breaking into roughly cubical particles, contains a greater number of axes that are approximately the same length than does the dirt. The latter, consisting of pieces of slate and shale and lenses of pyrite, is flatter in nature. Further, flat coal often has a dirty, slaty appearance, even though of high quality. Mechanical pickers known as flat pickers, or "flatters," are widely used in the Pennsylvania anthracite region to remove flat coal .from the final clean coal. This practice greatly improves the appearance of the final market product. In 1967 Southern. Peru Copper Corp. was faced with the problem of developing a water supply for their new Cuajone open-pit copper mining and milling operation, at a time when the existing water system was inadequate for a proposed expansion of the producing Toquepala mine. The most probable source for additional water was considered to be the Pasto Grande basin lying 30 km north of the terminus of the pipeline. This source of supply could be developed only at substantial cost, after construction of a dam, tunnels, pumping plants, and several miles of canals. Investigation of other possible sources was undertaken, and one of these was the Huaitire alluvial fan which had been recognized on aerial photographs in 1961. Resistivity soundings on the fan provided isopach information for estimating the volume of fan sediments. In the course of carrying out these soundings, a high-resistivity layer at depth was indicated. The favored geological interpretation of this layer at the time was a tight impermeable volcanic formation, but an alternative explanation was a ground-water aquifer of high transmissibility. Geological studies just released by the Peruvian Geological Map Commission supported the latter interpretation. A diamond drill hole sunk to a depth of 725 ft on the Huaitire Pampa in June 1967 proved the absence of the expected volcanics, the presence of the sediments, and indicated that some sedimentary horizons carried artesian water. Subsequent well drilling and hydrological and geological studies show that the aquifer occurs principally in the Upper Tertiary Capillune formation, covers an extensive area on the Peruvian altiplano, discharges enormous quantities of water to a large number of canyons dissecting it, and will adequately supply most, if not all, water needs of the Cuajone operations.

The production of the Texas Panhandle1 up to Jan. 1, 1932, was slightly under 179,000,000 bbl., 90 per cent of which came from Hutchin-son and Gray counties. About 21,500,000 bbl. were produced during 1931. This was about 35 per cent less than the 1930 production and the smallest annual production since the first boom started seven years ago. The present daily production is slightly under 55,000 bbl., which is the production permitted under statewide curtailment. The assumed potential for the purpose of curtailment is 108,708 bbl. and the actual capacity of the wells is probably in the neighborhood of 75,000 barrels. The total initial production of the oil wells completed in 1931 was 40,714 bbl. from 117 wells or 347 bbl. per well as compared to a 511-bbl. average from the 304 oil wells drilled during the preceding year. Gray County led with 71 completions and a total initial production of 29,209 barrels. Completions Two hundred wells were completed in the Panhandle in 1931, as against 526 in 1930. Of the year's completions, 117 were oil wells, 77 produced gas, and but six were dry holes. Of the 3197 wells drilled in the Panhandle to date, 2944 have produced oil, gas, or both, making the ratio of dry holes to producers about 1:11.7. Ignoring the 64 dry holes drilled in nonproductive counties the ratio becomes 190:2944 or 1:15.5, which is somewhat more favorable than that obtained at the end of 1930. Of the oil wells completed 374 have been plugged. Although it is but five years since the peak of drilling operations more than one-fifth of the oil wells in Hutchinson County have been plugged. Handling and transport of coal during the winter months can be a severe problem. The inability to unload frozen coal from rail cars produces serious economic and logistic problems due to transportation delays, rail car shortages, and demurrage on the rail cars. One method of dealing with the problem of unloading frozen coal has been to spray freeze conditioning agents onto the coal before it is loaded into rail cars. Both water soluble and oil based formulations have been used as freeze conditioning agents. The water soluble treatments generally contain a polyhydroxy alcohol, such as ethylene glycol, or salts of alkaline earth metals, such as magnesium chloride and calcium chloride, as freeze point depressants. The oil based treatments consist principally of hydrocarbons, such as No. 2 oil or diesel fuel. The authors' tests have shown significant differences in the effectiveness of these freeze conditioning agents, depending on the particular coal substrate being treated. These differences correlate with the coal porosity and inherent moisture of the substrate. In general, the greater the porosity of the coal, the smaller the effect of the freeze conditioning agents. Coal porosity has a greater impact on water soluble freeze conditioning agents than oil based products. The authors investigated the pore structure of a variety of coals using mercury intrusion. Findings were related to the effectiveness of different freeze conditioning agents as measured by unconfined compression strength tests. In general, coals with a large number of very small pores (between 0.05 µm and 0.03 µm) do not respond as well to freeze conditioning chemicals.

Industry needs a generally applicable means of defining average grain sire and grain size distribution. Students of sediments have explored this field, employing methods that might also prove useful in engineering problems. Before attempting to solve specific problems it is well to review the derivation of commonly used grade scales and the reasons for their selection. This aspect of the problem seems largely to have been lost, and a review of basic factors may suggest causes for failures in using size analysis data.

THE purposes of this paper are (1) to show that the mineral matter content of coal is satisfactorily represented by the Parr formula; that is, Mineral matter = 1.08 Ash + 0.55 Total sulfur (2) to compare ash-to-mineral-matter ratios with factors by which ash values must be multiplied in order that dry, factor-times-ash-free values shall equal Parr unit coal values; (3) to examine such ash-correction factors and to compare them with similar factors corresponding to certain simplifications or modifications of the Parr formulas and (4) to show that ash-correction factors used for simplification in calculating approximate unit coal calorific values cannot be. correctly used for the conversion of other determined values in an analysis to the unit coal basis, but that each type of calculation requires separate treatment in simplification.

The purposes of composition are various; one purpose, for instance, is to make a record for the writer's own use, as in a diary. That does not involve responsibility to others. There is also the writing meant to influence opinion-to be persuasive, and pleasing. With such writing we need not concern ourselves at this stage of our study. The prime purpose of technical writing is to be informative-to convey information; therefore it must" be clear beyond the chance of misunderstanding. Such clearness is impossible if meaningless or ill chosen, words are sprinkled through the text. Discard the trivial phrases that are constantly at your elbow. Brush aside a host of vapid superlatives. Metternich exclaimed:' "The superla¬tive is the mark of fools". It is a false emphasis, like the underlining in a school-girl's letter. For example, the little word `very' can be deleted nine times out of ten; it is an impediment to terse and perspicuous writing, as 'the multitudinous hand-baggage of the British tourist is to his travel. 'Very' supposes comparison. A mine with a 1000-ft. shaft is very deep to the scribe who writes from the Joplin district', in Missouri, but it seems a shallow hole to a man living at Calumet, Michigan. A vein that is 10 feet across may be considered very wide at Cripple Creek, Colorado, but it is only a `stringer' to the miner at the Homestake, in South Dakota. Ore assaying $20 in gold is very rich at Juneau, Alaska, where .10,000 tons of $1 ore is crushed daily, but it is relatively low-grade to the pocket-miner at Alleghany, in California. It is all a matter of comparison; unless the reader knows your standards of depth, width, or richness, your `very' has no significance. "Where erosion was very rapid or oxidation very shallow"

The application of wet cleaning processes for the beneficiation of bituminous coal has created in some localities a problem in the recovery and disposal of fine solids in the washery water. The maximum allowable concentration of these solids in the washery circuit that is consistent with satisfactory operation of the cleaning units remains a controversial point. It has, however, been generally recognized for a number of years that some degree of control should be exerted over the concentration of such material. Early methods of control involved intermittent or continuous discharge of a portion of the plant slurry into near-by streams or settling ponds, and this persisted even after the adoption of settling tanks or cones. The practice is not always economical, for two reasons: first, because of the waste of coal, and, second, because it is sometimes difficult and expensive to obtain an adequate supply of water. The latter condition often is aggravated by chemical treatment of the make-up water that is necessary to prevent excessive corrosion of plant equipment. The modern approach to this problem has been the adoption of continuous thickening devices. However, because such equipment occupies considerable plant space and is somewhat expensive to construct, the practice of loading these thickeners beyond their rated capacity is widespread, therefore often the performance of such units is not altogether satisfactory. In recent years, European washeries have increased the rate of settling of the fine coal from the slurry by the addition of specially prepared starch solutions. These reagents cause flocculation of the solid particles and thereby increase the rate of sedimentation. The first important work on the flocculation and clarification of coal slurry was done by Henry, who developed the Henry process and used it successfully in Belgian preparation plants. THE purpose of this article is not to compare one type of grinding machinery with another and to conclude from a series of tests that one particular machine is superior to all others. Neither is the reader asked to tire himself with the details of many tests to prove the statements herein made. The Chilean mill stands today almost, in outcast from the milling world. It ranks with the applicant for a job who has been given a trial along with others and condemned because he was not able to perform the definite task assigned as well as the others, and was forever eliminated. The judges did not tarry long enough to try this aspirant in a field of a slightly different nature. Even though it has been condemned, the writer contends that the published records will indicate that the trials were never shifted into the field of greatest efficiency for the Chilean mill. Those of us who cling to this outcast as a fine grinder in our milling operations do not wish, naturally, to be condemned along with the machine, and yet we feel that we are classed as behind the times, at least in this phase of our milling judgment. Hence there is considerable personal feeling in our efforts. During the last few years there have been published several papers on the relative merits of the various grinding machines. In two of these articles a comparison was made between Chilean mills and cylindrical grinders. In each case the Chilean mill came out second best from about all standpoints. The outstanding feature in these comparisons would seem to be the decided attempt to keep all conditions the same, so that each machine could be judged on its merit. As Mr. David Cole states, "We are inclined to regard a direct comparison of grinders arranged side by side, and making a product that affords as nearly as possible the same screen measure, as the Supreme Court in these grinding matters." The writer agrees that this is the very best method for true comparison between machines. The results in the two detailed tests should give the relative merits of the two grinders in doing the work assigned. And they probably do. The conclusion drawn in each case was adverse to the

THIS is a story of a mine discovered in the days of the Conquistadores but that remained unimportant until the second decade of this century. Without the usual legendary history of romance and fabulous riches it has become famous for the development of unexpected metals and unusual problems. These developments and experiences, exciting and interesting as any legend, are the substance of the San Antonio mine of the Santa Eulalia district in northern Mexico. Originally opened for its silver-lead content, it developed a tin deposit of singular economic importance and unique geologic interest, a vanadium orebody that for a few years placed it among the leading vanadium producers of the world, and now lead and zinc sulphide ores. It has been the seem of a disastrous flood that brought deep-sea divers into Mexico's desert mountains and raised important problems regarding ground water, demanding unusual measures. Geology and operating questions relating to the above matters will be discussed and much of it is recent history which has become a part of Mexican mining lore. History Dates Back to 1325 Santa Eulalia is the oldest of American cities, founded in 1325 by the Aztecs under the name of Tenochtitlan and devastated in 1521 by Cortes and his rapacious band of iron-willed adventurers. Their lust for gold burned through the Aztec empire and onward into most of North America. Santa Eulalia was in the path of conquest. In 1591 the district's first ore discovery was made near what is now the San Antonio mine. The ores carried no gold and the silver-lead content was unattractive to the early pioneers. Not until 1700 was real mining activity undertaken.
