THE opening session of the Institute was held at Staunton, on Monday evening, May 30th, in the Opera House. Major Jed. Hotchkiss, Chairman of the Committee of Reception, called the meeting to order and introduced Mayor Balthis, who spoke a few words of welcome to the members present, and then introduced the Hon. A. H. H. Stuart. Mr. Stuart in addressing a formal welcome to the Institute to the " little city of the mountains," spoke of the value of the services of the mining engineer in developing the mineral wealth of Virginia and in solving the problems of her geological history. Mr. Metcalf, President of the Institute, replied on behalf of the Institute to the cordial welcome of the mayor and Mr. Stuart, and then read an inaugural address on Force. At the conclusion of the President's address the following papers were read The Electrolytic Determination of Copper and the Formation and Composition of so-called Allotropic Copper, by J. B. Mackintosh, Hoboken, N. J. Read by Professor Egleston. The New Unpublished Map of Chester County, Pa., by Professor Persifor Frazer, Philadelphia. The second session was held at the Opera House on Tuesday morning. The papers read at this session were: Investigations on the Ore Knob Copper Process, by Professor Thomas Egleston, School of Mines, New York city. A Volumetric Estimation of Manganese in Pig Iron and Steel, by F. H. Williams, Vulcan Steel Works, St. Louis, Mo. Read by the Secretary.

Activities of oxides in the ternary FeO-MnO-SiO system are calculated from data on the binaries, using the Gibbs -Schuhmann method. These activity data are used, together with thermodynamic relations, to calculate the contents of oxygen, silicon, and manganese in liquid iron, and the composition of the corresponding oxide phases in equilibrium with it. Excellent agreement was found between calculated and experimental metal compositions, indicating that thermodynamic methods, such as those presented, can supply useful data on slag-metal equilibria, and are therefore capable of wider application. When molten steel containing oxygen is treated with a deoxidizer, the product of the reaction is composed of the oxides of the deoxidizing elements together with more or less iron oxide. This assemblage of oxides is presumably very close to equilibrium with the melt since it is formed directly from elements dissolved in it. Therefore, it is likely that metal analyses corresponding to a given oxide phase composition are calculable with considerable precision where sufficient information is available on activities in both phases. The present study was made to test this hypothesis in the case of deoxidation by silicon and manganese. Here experimental data on the relationship among oxygen, silicon, and manganese in the metal phase are available, as are activity data for the MnO-SiO2, FeO-SiO2, and FeO-MnO binary systems. A further objective was to demonstrate in a specific example how gaps in the data may be filled by judicious interpolation, and how the Gibbs-Schuhmann method is applied to obtain activities in ternary systems. The rigorous derivation of the latter, requiring considerable facility in handling partial differential equations, tends to mask the real simplicity of the method, and repel the very engineers and experimenters who would benefit the most from its use. I) GENERAL PROCEDURE Deoxidation of steel with silicon and manganese results in the formation of two phases, metal and oxide. The number of components is four—Fe, Mn, Si, and 0. The phase rule then gives the number of degrees of freedom: If temperature and pressure are fixed, 2 deg of freedom remain. Consequently, it suffices to fix the concentration of two of the components of the system for all the concentrations to be determined and, at least in principle, calculable. The practical problem is then to discover a straightforward method of calculation with a minimum of trial and error solutions. The type of reactions to be dealt with are like the following: Si (in steel) + 2 O(in steel) = SiO2(in oxide phase) The standard free energy of this reaction is readily obtained from the literature, so that the equilibrium constant can be calculated by the expression: Since the metallurgist is concerned with percentages rather than activities, a real solution requires information that will permit activities to be converted to concentrations. This information is fairly adequate for the elements dissolved in molten steel, but is not available for the FeO-MnO-SiO2 oxide system. Therefore, the first step in this study was to find the relation between activity and concentration for the three oxides making up the system. The next step was the calculation of slag and metal compositions that are in equilibrium with one another. As shown by the phase rule, it is sufficient to assume the values of two composition variables in order to calculate the rest. But which two are picked makes a vast difference in how difficult the calculation turns out to be, so that it is necessary to make preliminary trial of several routes to find the easiest one. A convenient method is to begin with the slag, and to pick FeO concentration and that of one of the other oxides. Starting with the relation between oxygen dissolved in the liquid steel and FeO in the slag permits a good first estimate to be made of the oxygen content of the steel in equilibrium with FeO, because the iron content being fairly close to 100 pct, Fe has an activity close to unity. Using this first estimate of oxygen activity, approximate values of the manganese and silicon contents of the melt are readily calculated from the appropriate equilibrium constants. The usual parliamentary rules shall govern all meetings of the Institute except in cases otherwise provided by the Constitution or the By-Laws. At all sessions of the Institute other than business meetings, the order of proceedings and the time of adjournment, shall rest in the discretion of the presiding officer

The income of the Institute is derived from dues, subscriptions to Mining and Metallurgy and sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for especial purposes. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes, It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization and at a minimum of expense. J. V. W. Reynders is chairman of the Endowment Committee. Seeley W. Mudd Memorial Fund THE Seeley W. Mudd Memorial Fund, consisting of $100,000, was given the Institute in 1929 by the family of Colonel Mudd who had served the Institute as Director, Vice-president and on many important committees. His long career of distinguished professional and public service is fittingly commemorated by this fund. The income is available for support of research and other special purposes. In view of Colonel Mudd's life work with the nonferrous metals and his keen interest in the younger men of the profession it is purposed to apply the fund particularly to the benefit of these two. Control of income is exercised by the Board of Directors on recommendation of a Committee consisting of the President and Secretary, ex officiis, together with three others selected by the Board. The Committee consists at present of the following members: W. H. Bassett, President; H. Foster Bain, Secretary; Harvey S. Mudd serving until October, 1931; Edgar Rickard serving till October, 1932; George Otis Smith serving until October, 1933. On recommendation of this Committee the Board has authorized as a first project the preparation of a series of small books designed especially to be helpful to the Junior Members. These are now being written and it is hoped will be available for distribution in 1931. The list includes: A Brief History of American Mining, by T. A. Rickard; Mining Costs, Why and What, by Arthur Notman; Introduction to Mineral Economics, by H. Foster Bain and T. T. Read; Choice of Methods—A Record of Experience in Making Decisions, with chapters by W. H. Bassett, F. W. Bradley, E. DeGolyer, Howard N. Eavenson, A. B. Parsons, J. V. W. Reynders, L. D. Ricketts, Robert E. Tally, Pope Yeatman and others. One other book is projected but final selection has not been made. Studies by many authorities have proved that nitrogen exerts an injurious influence upon iron and steel, but in the casehardening of steel by carbon, nitrogen has the advantage of accelerating the process of cementation. Its influence upon special steels is quite remarkable; it can produce the hardest layer ever known in metallurgical products—a fact hit upon by A. Fry and studied and ascertained by L. Guillet. As there have been very few investigations on the influence of nitrogen on special steels, the writer has listed important articles dealing with this problem and has conducted experiments on nitrification. He also has tested the influence of nickel upon the penetration of nitrogen in electric-arc welding. Nitrogen Process for Surface Hardening In 1919, Siegmonl conducted an experiment known as "Versticken" by treating steel with ammonia gas and found that the steel thus treated has the properties of resisting corrosion. In 1922, L. E. Benson3 nitro-genized iron and steel by sodium nitrate. Fry3-"studied the nitrogen process for surface hardening and published the results of his studies in 1923, 1924 and 1926. Guillet tested special steels containing various elements with the current of ammonia at 500' to 510' C.10, 11, 12, and determined the hardness of some of them at various temperatures.13 He also conducted corrosion tests14 in 1927. Fry15 stated that tinplat-ing could prevent nitrogen from penetrating into steel in the course of nitrification. In 1927, Guillet 65 described the historical notes of the nitrification; and many applications of nitrification were published in the Kruppsche Monatshefte.51, 59, 62, 63, 64-74~75 H. K. The mineral gypsum, CaSO4 + 2 H2O, has been used for many years as a sulphurizing and basic flux in several smelting-operations. Thus, in smelting oxide nickel-ore in the blastfurnace, it is commonly added to the charge to furnish the sulphur necessary for collecting the metal in a matte, and a base for slagging the siliceous gangue. In the concentration of lead-copper matte in the reverberatory furnace it has been used for years at Preiberg, Saxony,1 for a similar purpose, and for producing at the same time a copper-matte with less than 0.15 per cent. of Fe. The latest use gypsum has been put to is in the blast-roasting process of Carmichael-Bradford.2 The term " blast-roasting," given by A. S. Dwight3 to the Dwight-Lloyd method of roasting and agglomerating: is a happy generic term which covers the ground better than the " lime-roasting " of Ingalls5 or the " pot-roasting " of Austin: in that it leaves the operation independent of the character of the flux and the form of apparatus, and retains the characteristic feature of this class of processes—namely, that of using forced draft. In the Carmichael-Bradford process the dehydrated material, mixed with galena-concentrate, acts as a diluent and a flux. The process differs in this from the Huntington-Heberlein7 and the Savelsberg8 processes, in both of which limestone is used.

As already announced, the XCIIId meeting of the Institute will be held at Toronto, beginning July 23, 1907. Hotel Headquarters will be at the King Edward Hotel, in which also the sessions will be held. The Queens, Rossin, Wallen, Iroquois and Palmer are good hotels not far from the King Edward. Members must secure their hotel-accommodations beforehand, by direct correspondence with the hotel they select. For those who neglect this precaution, the Local Committee will doubtless do what it can, but is unable to promise anything. Correspondence concerning this meeting (including notices of intention to attend it) should be addressed hereafter exclusively to Mr. W. G. Miller, Provincial Geologist, Bureau of Mines, Toronto, who is the representative of the Local Committee. The excursion to Cobalt, Lake Tenagami, Sudbury, etc., arranged by that Committee, involves the use of a special Pullman train for meals and lodging. After waiting a reasonable time to hear from members, the Local Committee has made its contract for Pullman cars. According to its latest report, there was still room for additional excursionists. Under this head, application made immediately to Mr. Miller may not be too late. Sessions for the presentation of papers, etc., will be held at the King Edward Hotel on Tuesday afternoon, July 23, and Wednesday morning and afternoon, July 24. This growth rate exceeds any value previol~sly reported for the vapor phase growth of Gap. In pure material, mObilities ns high as 175 sq cm per U-sec at room tenzperature and 1450 sq cm per v-sec at 77°K have been obtained. These values are anLong the highest that have been attai)led for this material. For the first time, Gap possesses a number of important properties which make it well-suited for use in electro-optic modulators. First, the transverse electro-optic effect is operable in this material, which makes it possible to increase the path length of the modulated iron doping of Gap has been achieved; this results i?z resistivities of approximately 10" ohm-cm. The problelrls of residual strain and isolated shorting paths in these crystals have been partially solved. Electro-optic modulation of visible radiation has been demonstrated with this material. It is anticipated that further improvement with regard to the probleins of strain and shorting paths will result in a practical Gap electro-optic modulator. radiation without increasing the applied voltage. In addition, this permits the use of thin crystals so that relatively small voltages are needed to provide the requisite high electric fields. Second, GaP is a cubic crystal and therefore does not introduce critical optical-alignment problems associated with birefrin-gent crystals, such as ammonium dihydrogen phosphate (ADP), and potassium dihydrogen phosphate

SANDBERG, LONDON, ENG : † I think we should all be grateful to the Pennsylvania Railroad Company, and to their chemist, Dr., Dudley, for spending so much time and money in order to solve an important question ; nor are we less indebted to the public spirit which leads them to impart the experience thus gained. In Europe nothing similar has hitherto been done, either by a company or by any private individual. In England the great railway companies employ their engineers in other ways, and do not keep a chemist or specialist to study rails; but even if they did they would probably not publish the results. The chief professional engineers are so occupied with their private practice of railroad construction generally, that they cannot be expected to devote their time and energies to so special a question. The German Railway Union has, in my opinion, missed the real object of its elaborate researches by falling into the error of specifying costly, impracticable tests for rails-tests at the same time which do not infallibly expose the impurities that may be in the rails under examination. There has, therefore, been nothing done on this side of the Atlantic in the way of exhaustive study to determine the best composition for steel rails. America should consequently have full credit for the enlightened example which she has set. I wish, however, to make a few remarks on Dr. Dudley's second paper, a paper which follows very much upon the same lines of argument as the first read three years ago, upon which I have previously touched in my paper on the same subject read at the meeting in August last. If Dr. Dudley had discovered a new metal he could hardly, I think, have taken more pains to prove that he was correct in his first formula for the best chemical composition of steel rails. But I have seen so much done in the way of proof by experiment that I am inclined to think that almost anything can be proved by experiments and by samples. If Dr. Dudley would only give up his formula, which would not suit any country-not even America- * For the convenience of members it has bees thought best to insert the continuation of this discussion at the Virginia meeting in tide place, rather than to delay its permanent publication until the issue of Volume X, Transactions, where it would properly belong. WHEN metallurgists and other engineers meet their college classmates or former teachers, the conversation will frequently become reminiscent and finally turn to engineering education. These graduates have tested the value of their college training in the hurly-burly of the outside world so respectful attention is due their opinions, which, strangely enough, fall into two opposite categories. A member of one group expresses a deep-seated conviction that engineers should have a fuller foundation of physical chemistry, another asks for a more thorough training in mathematics, others wish a more thorough grounding in refractories, a series of courses in petroleum engineering, or in electric welding. THE Birmingham district, Alabama, is distinctive in the proximity to one another of its deposits of iron ore, coal and flux. These three basic requisites for the making of iron and steel are found within a radius of 10 miles. Both dolomite and limestone are produced, the former for blast-furnace flux and the latter for basic open-hearth operations. The Tennessee Coal, Iron and Railroad Co., a subsidiary of the United States Steel Corporation, operates a limestone mine at Muscoda, near Bessemer, 12 miles southwest of Birmingham, served by its own railroad transportation system. The mine has a capacity of 130 tons per hour. Average analyses of a recent month's production are as follows: Fe2O3 Si02 A12O3 CAC03 MGCO Lump, per cent 0.51 0.22 98.63 0.14 Crushed and washed, percent 0.70 0.26 98.36 0.18 Lump stone, 2 1/2 to 7 1/2 in., is used in open-hearth operations at Fairfield Steel Works. Fine crushed and washed stone, 1 ¼ to 0.063 in., is calcined at the, lime-burning plant and used for lime charges at the Ensley open hearths.

Discussion of the paper of F.* L. Bosqui, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 101, May, 1915, pp. 997 to 1033. SIDNEY J. JENNINGS, New York, N. Y.-I notice Mr. Bosqui says that zinc dust can be used profitably. I had occasion recently to try to ship some zinc deist to South Africa, owing to the. high price of zinc in the last six or eight months and the difficulty in getting zinc sheets We were informed that the steamship companies in England refused to accept zinc dust for shipment through the tropics on the score that it was an explosive mixture. C. W. MERRILL, San Francisco, Cal.-In the early days zinc dust was packed in wooden casks. The steamers at that time were very chary of transporting it. It was put on the deck in the wooden casks, and if the zinc dust got wet it exploded. Since that time we have used hermetically sealed cases, in which case there is no risk whatever in its transportation.. This rule of the steamship companies is perhaps another sample of their ultra-conservativeness. HENNEN JENNINGS, Washington, D. C.-Unfortunately, I have not yet read Mr. Bosqui's paper, but believing it might interest you to know something of the beginning of the cyanide process on the Rand, I will speak briefly as to my own knowledge and experience of the early initiation of this process in South Africa. I took the position of consulting engineer of H., Eckstein, the parent firm of H. Eckstein & Co., and a branch of the firm of Wernher, Belt ,C Co., at Johannesburg, in December, 1889, and at that time the Robinson Co. managed by them was the premier company of the fields. Up to this date plate amalgamation and catchment of a small percentage of concentrates by blankets, and in a few instances Frue vanners, were the main gold-saving devices used and had obtained an extraction' of only about 65 per cent of the gold contents of the ore. Also at that time the orebodies were seen to be changing from oxidized deposits to pyritic at varying depths from 50 ft. to 300 ft. below the surface, and uneasiness was felt as to future recovery. The deepest exploitation at any of the mines was not much below 300 ft.

SASS and cohenl (S-C) have recently reported some transmission electron microscope observations of an interesting effect which they call "veining". They observed veining in thin foils of solution-treated and (in certain cases) aged samples of a Ni-10.3 at. pct Ti-0.6 at. pct A1 alloy (assumed equal to 10.9 at. pct Ti). S-C suggest that veining in solution-treated samples is due to the selective electrolytic etching of titanium-rich regions in alloys which are otherwise homogeneous. They associate the veins with the discrete titanium-rich regions detected in a magnetic study of aging in this system by Ben Israel and Fine,' and they also suggest that the initial strengthening of aged Ni-Ti alloys is due to these titanium-rich regions, rather than the formation of the coherent precipitate (Ni3Ti, L12 crystal structure).

The magnetic after-effect, in the form of time decay of permeability (l/µ), has been used to obtain independent data on the solubility of' carbon in pure iron. The results differ slightly from the solubilities obtained through internal -friction experiments. The mechanism of the time decay being the magnetic analogue of internal friction, it appears necessary to explain the observed discrepancies, and some suggestions are made. THE purpose of this work was to establish the reliability of the time decay of permeability as a measure of dissolved interstitial in the body-centered-cubic lattice, and further, to establish techniques suitable for such measurements with samples of a form convenient for various other measurements. This particular sample form was the "epstein" strip, i.e., 25 cm by 3 cm by 0.035 cms. While the general conclusions are not limited by this geometry, there are two aspects of the samples that may be relevant: a) texture, and b) grain size, which ranged generally from 1 to 10 mm. Effects due to these two possible parameters were thought to be small and were not investigated. Calibrating the time decay technique and the other experimental procedures by measuring the solubility of carbon in pure iron suggested itself because of the accumulation of data on this subject through the related technique of the internal friction'; The essentials of this report have been published in a somewhat condensed form.5 Since then some additional data have been taken. It is the purpose of this paper to add these data and to provide more complete description of the experimental techniques than was possible then. The time decay of permeability is a form of the magnetic after-effect.6,7 Permeability is measured immediately after demagnetization (µº) and also long after (µ8). The time decay, ?(l/µ), is the difference 1/µ8 - 1/µ0 and has been considered to be proportional to the concentration of a dissolved interstitial6,8,9,12 The relaxation time! 7, is characteristic of a particular diffusion, and affects the permeability as follows: where he being the activation energy for diffusion of the interstitial. Reference is made to the works of snoek6 and Neel7 for a complete discussion. A brief exposition of the principal ideas may be in order here, as follows. On the basis of the simplest model, resistance against domain wall motion increases with time after demagnetization due to the diffusion of interstitials to preferred sites created by the magnetostrictive tetragonolization under the strong magnetic field. Thus permeability, measured with a small field after the abrupt removal of the large field, will continuously fall with the process of diffusion of the interstitials, and the total "time decay" (or "time decrease") should be proportional to the amount of interstitial in solid solution. In the present report, use is made only of the total time decay rather than of the nature of the progress of the decay; the only problem involved in this approach is the need for assurance that only one interstitial is contributing to the effect as used. It is felt that the special use made here of the total time decay warrants the conclusions. Other work has been going on elsewhere on the detailed study of the nature of the time decay.8'9 EXPERIMENTAL A) Materials—12-lb ingots were made in a vacuum furnace from high-purity iron and by a series of hot and warm reductions were brought down to 14-mil strip. This was cut into 25-cm epsteins. The pure iron was decarburized at 750 °C by hydrogen. The time decay measurement for the decarburized iron (see below) indicated a satisfactorily low starting level of interstitials. Grain growth to grain sizes of 1 to 10 mm was produced in the pure iron by a 700" anneal in hydrogen after a critical reduction of about 7 pct as suggested by previous trials. No measurement of texture in the pure iron was made. The grain size was taken to be large enough to be beyond any sharply critical size regarding solubility. B) Infusion of Carbon—Since the permeability measurement required about two dozen epsteins, a special method of carbon infusion had to be developed to ensure homogeneity of infused carbon. THE plan of organizing a summer class of students of the School of Mines, for the practical study of mining and miner's work, received at the outset the following cordial indorsement : I have thought over the plan proposed by you of taking the students to the mines during the summer, and of having them actually take part, under the direction of skilled workmen, in all the various kinds of mining work; and of using them as a carps of engineers to make Inside and outside surveys, particularly with a view to the detailed study of the geology of the mine. I have no hesitation in saying, that if the students have been previously instructed in the theoretical part of their studies, by lectures and practice during the winter, the plan would be an admirable one. Of course experience will suggest modifications of detail. From the work you have done at our mines this spring, I feel sure that you would be perfectly competent to carry out your plan, and I shall gladly aid you in any way I can. "Yours, sincerely, T. B. Coxe." The plan of the proposed summer school thus indorsed by Mr. Coxe was adopted by the trustees of Columbia College, and an appropriation of one thousand dollars, or so much thereof as might be necessary, was voted for the experiment. A volunteer class of thirteen students was formed, and the first summer school was held at Drifton, in July and August of that. year (1877). The following extract, from an editorial notice in the Engineering and Mining Journal, of August 11, 1877, will give an idea of the 'organization of the school and the work required of the students. "The students, on reporting to Professor Munroe, were divided into squads of two or three men each, and on Monday, July 2d, were assigned to the Care of skilled miners, selected for the purpose by the mine boss, for instruction in gangway work. Half of the students worked in the morning and the other half in the afternoon, one squad at a time with each miner. The times of going and coming to and from work were so arranged that each student spent four to four and a half hours in the mine each day. The measured changes in the yield stress of a poly crystalline Ta-O alloy after strain aging at 100°C have been separated into two components; the change inflow stress and the change in dislocation locking parameter. These two components vary independently indicating that at least two separate recovery processes take place during strain-aging. Variations in the locking parameter can be accounted for by segregation of oxygen atoms to dislocations, but variations inflow stress cannot be explained by current theories. STRAIN-AGING in Fe-C and Fe-N alloys has been studied extensively.' The kinetics of the removal of the interstitial solute from solution appear to agree with the predictions of the cottrell-bilby2 model or a variation of it proposed by harper.3 Solute segregates to the dislocations under the influence of the elastic strain field of the dislocation and the rate of depletion of the solute can be measured by following the change in electrical resistivity4 or internal friction.5 On reloading a prestrained specimen, plastic flow starts at Fig. 1, but after aging the reloaded specimen yields discontinuously at a higher stress The aging index reflects the extent to which the yield has returned. Until recently it was usual to assume that ? is a result solely of the pinning of dislocations by the segregated solute atoms, that is, that op and oj coincide and the strain hardening curves AB and CD are continuous. In working up the process which I described at the Chicago Meeting, May, 1884 (p. 163 of the present volume), for the estimation of phosphorus in iron and steel, I employed samples of steel obtained from one works only, and of a given brand. Since then I have had frequent occasion to test the process on other steels, and find that it works equally well. But some steels present certain colors which may mislead the operator; and I therefore propose a slight change in the directions formerly given. On the second page of my paper, in the second paragraph, I would substitute the following modified directions: Place the flask under the hydrant, till the solution is perfectly cold ; then add, gradually, strong ammonia, with constant stirring, till the solution is changed into a pasty mass and the ammonia is in slight excess; then add cautiously HNO3 (1.40 specific gravity)
