The release of these data would benefit the mining industry as a whole. Particularly valuable would be the details of drilling programs that have been tested by actual mining operations, as most of the available published material is unsupported by production records. The scope of this paper is limited to a few of the commonest problems of interpreting diamond-drill core and sludge samples and the deviation of holes. It does not include the description of routine operations performed by the drillers, nor the estimation of ore reserves. The methods of calculating reserves have been described,25,26,31,32,50,65 but more informa- tion is needed on the results shown by actual mining operations. Core Sampling The accuracy of diamond-drill-hole Sampling depends in large measure on the percentage of core recovery. As a general rule, the longer the run, the poorer is the recovery. Although the longer runs allow cheaper drilling costs, the determining factor should be the percentage of recovery desired. The problem is one of balancing accuracy against costs. Holes of larger diameter may show improved recovery, except as Joralemon* points out that there are some conditions in which small holes give better core recovery than large holes. This is particularly true, he says; in rocks like shattered quartzite, where larger core tends to break in angular fragments and grind up, while the diameter of smaller core is less than the distance between joint planes and grinding is not so serious. In a large measure the length of the sample run should depend on the type of deposit. Favorable drilling may allow uniform sample runs of 5 ft., 10 ft., or perhaps 20 ft. In veins or beds of relatively narrow widths and changing characteristics, however, the ore zone may be overrun and ground in a core barrel full of waste rock. Generally it is desirable to break the sample at a change in the rock or ore. Such a change; often indicated by a color change in the sludge water, should be a a for the driller to make a "dry" block and to pull out that run regardless of the length. The withdrawal of gas and/or oil in appreciable quantity from a natural oil reservoir causes the pressure within the reservoir to diminish, and if the oil is completely saturated with gas, this dissolved gas begins to evolve from solution. The liberation of gas from solution in oil causes the oil to change in several ways, the principal changes being: (1) reduction in volume or "shrinkage"; (2) increase in specific gravity (decrease in degrees A.P.I.); (3) decrease of energy in the oil; (4) increased viscosity; (5) increased surface tension. As the writer's investigations have been concerned more with the first three items than with changes in viscosity and surface tension the following discussion relates particularly to the volumetric shrinkage of the oil, to the increased specific gravity, and to the decreased energy in the oil, each caused by the liberalion of dissolved gas. One of the most surprising facts that have developed in the study of high-pressure well-head and "bottom-hole" samples is the great reduction in volume that occurs in some oils when the naturally dissolved gas is liberated. High-pressure samples taken from well heads in the Oklahoma City, Kettleman Hills and Ventura, Calif., fields decreased in volume from 11.2 to 40.5 per cent when the dissolved gas was liberated in reducing the pressure on the sample to atmospheric. The amount of shrinkage an oil undergoes when gas is liberated depends upon the quantity of gas liberated and also upon its composition. A given volume of the heavier gases, propane and butane for example, will occupy more space in the oil than an equal volume of methane. The reason for this probably is that the molecules of the heavier gases are larger than those of the lighter gases. When gases are not in solution, and particularly when they are at low pressures, the distance between the gas molecules is so much greater than the dimensions of the molecules themselves that the mere size of the molecules has little effect upon the space occupied by the gas, Avogadro's hypothesis, which in effect states that all gases under the same conditions have the same number of molecules per unit volume, relates to this phenomenon. A notable amount of fossil resin exists in many of the bituminous coal beds of Utah, The upper part of these show a marked concentration of resin, which occurs primarily in the fracture seams. In general, these seams are less than 1/8 in. thick, but it is not uncommon to find coal with areas as thick as 3/8 in. The resin is of the hard kauri variety, with coloration varying from deep blood red to lemon yellow and almost colorless. There is also an almost black variety, which is not readily soluble in the same solvents as the lighter colored resins. These resins are valuable for many industrial purposes. When refined, they are suitable for uses similar to those for which lac resins are usually employed. They are particularly desirable for preparing dielectric varnishes. They are also desirable in preparing printing inks, waterproofing agents, special synthetic rubbers and rubber cements, They are especially suitable as an admixture in synthetic rubbers and cements, as they supply the essential tackiness the synthetics lack. The following chemical trade characteristics' have been found by Inter-Chemical Co. research chemists in the refined resins: Specific gravity (melted)....... Completely soluble in aliphatic and aromatic hydrocarbons. Insoluble in alcohols, ethyl acetate and other commonly used alcohols and esters. Compatible with natural and synthetic rubbers, chlorinated and cyclized rubbers, waxes, vegetable oils, mineral oils, rosin, ester gum, phenolic and modified phenolic resins and other natural and synthetic resins of like solvent solubility."* The recovery and refining of these fossil resins has been the subject of much research work and has intrigued many investigators. Broadly speaking, the problem involves separation of the resin from the coal into a very high-grade concentrate, and subsequent treatment of this concentrate to produce an acceptable refined resin for its various usages. THE method developed and used in this laboratory for the production of metallic uranium of such purity that it is ductile and can be cold-worked to fine wire or thin sheet by rolling has already been described1. It consists, briefly, in the electrolysis of potassium uranous fluoride (KUF5) in a molten bath composed of equal parts of sodium and calcium chlorides. The bath is contained in a graphite crucible, electrically heated to about 775° C., the crucible serving as the anode for electrolysis. The uranium deposits in finely divided form mixed with salts upon a molybdenum cathode suspended axially in the crucible. Upon com-pletion of the electrolysis the cathode is removed and cooled, the deposit broken and leached to remove salts. The metal powder is washed with water and dilute acetic acid and dried in vacuo to reduce oxidation. Suitable amounts are then pressed into pellets and heated in vacuo by high-frequency induction, using a thoria crucible. The uranium melts and flows away from the pellet, leaving a shell, which is largely oxide. In general, this method produced a satisfactory metal, although at times the uranium was not ductile. The investigations recorded here were made to find the cause of this embrittlement. It was known that the metal generally contained carbon, derived from disintegration of the graphite crucible in which electrolysis is conducted, in amounts dependent upon the thoroughness of washing the metal powder. Accordingly, analyses of several samples, both ductile and brittle, were made by combustion and absorption of C02 in Ascarite, using air instead of oxygen to reduce the temperature and rate of oxida-tion. Several of these metals were made with special precautions to reduce carbon content. The results show no relationship between ductility and carbon content in the range investigated (Table 1).

The Tar-Sands" is the name which has been given to the extensive horizontal deposit of fine Cretaceous sand, blackened by tarry petroleum, which forms the banks of the last or lowest 130 miles of' the Athabasca river before it terminates in Athabasca lake. The Cretaceous strata, to which these sands belong, extend northwesterly from Dakota all the way to this lake and for 500 miles beyond it. The Athabasca river forms the uppermost section of the Athabasca-Mackenzie, one of the great rivers of the world. It rises on the Pacific side of the Rocky mountains, westward of Edmonton, and flows north of east to a point called Atha-basca Landing, 100 miles north of Edmonton, where it turns northward and runs about 280 miles before it falls into the west end of Athabasca lake. The section of this river-system which discharges the lake just named into Great Slave lake, is called Slave river, and below the latter lake it becomes the Mackenzie river. Along the section of 280 miles of the Athabasca river above mentioned, the Cretaceous strata consist of bluish-gray and drab-gray marls, on top, from Athabasca Landing to Drowned rapid, 110 miles down stream; then heavily bedded gray sandstones, 225 ft. in greatest thickness, underlying these, form the banks for about 40 miles further. The strata appear to be horizontal, but they really dip very slightly to the southward. At Drowned rapid, we see the first of the tar-sands resting on almost horizontal beds of bluish-gray limestone of Devonian age. In some places the limestone is associated with shaly or marly bands. Notwithstanding the great hiatus between the two series, the horizontal tar-sands lie conformably upon the almost level upper beds of the limestone wherever the two formations are seen together, all along the river, throughout a

The ductile fracturing process was studied in single-crystal and poly cvystalline aluminum deformed in tension over a temperature range from 295° to 4.2°K. At temperatures as low as 77°K, the fracture of "inclusion-free" material, including zone-refined aluminum, was by rupture (-100 pct RA). At 4.2 OK, fracture was brought on by adia-batic shear. Metallographic examination did not disclose any voids or slip-band microcracks, thus negating for inherently ductile metals any mechanism of void nucleation by vacancy condensation or of cracking due to dislocation pile-ups. In Izigh-purity aluminum not treated to be inclusion-free, fracture at temperatures as low as 45°K was of the double-cup type and a result of void formation. The reduction-of-area decreased as temperature was lowered, corresponding to the earlier appearance of voids. Such behavior was rationalized in terms of a larger increase, with decreasing temperature, in the .flow stress relative to the strength of the inclusion-matrix interface. Evidence for low-temperature adiabatic shear was found in discontinuous flow at 4.2"K, in the transition to a localized shear fracture at low temperatures, and in the suppression of shear fracture with an elastically hard pulling device. A simple analysis for the initiation of adiabatic shew permitted a general correlation of the various contributing factors. It has been pointed out that the duration of shear depends upon effective mass and elastic stiffness of the deformation system. Much information about ductile fracture has also been accumulated over this period, but only recently has an understanding of mechanism begun to appear. Ludwik,' in 1926, first reported fracture in a tensile specimen starting with a central crack in the necked section. Since then, other studies have disclosed that such cracks may form by the coalescence of voids nucleated in this region where hydrostatic tension is highest.2-4 Rogers and Crussard et al.' have emphasized void formation and reori-entation along localized shear bands as a mode of crack propagation. pines6 has considered the tensile rod as a bundle of fibers joined by weak interfaces, which subsequently separate to allow individual fiber contraction. The notion of cavity growth and coalescence by purely plastic processes was discussed by Cottrell: who added that the tensile reduction-of-area ought not to be sensitive to temperature. On the other hand, it has been observed that the reduction-of-area is greatly increased if tests are carried out at high temperaturesa or under high hydrostatic pressure.' Fracturing anisotropy in wrought products lends support to the idea of void formation from preexisting flaws strongly aligned by earlier processing.''-l2 There is evidence that many voids result from the fracturing of inclusions or separation at the inclusion-matrix interface Another possibility is that voids grow out of pore volume produced in the initial solidification and never fully removed in later working. In general, a structure 3f particles, pores, and weak interfaces can be expected, at least in materials of engineering interest. Vacancy condensation has been suggested as an alternative mechanism of void formation for materials considered to be inclusion-free.13 Yet experience has shown that tensile reduction-of-area increases with purity, to the extreme of rupture as so often observed in single crystals. Adiabatic shear has an important bearing on ductile fracture. It occurs when the decrease of flow stress, as a result of local temperature rise from heat generated during straining, becomes larger than the increase due to strain and strain-rate hardening. As demonstrated by experiments on punching of plates,14 a large temperature rise may be brought about by rapid straining. Adiabatic flow as a result of the high strain rate reached in an ordinary tensile specimen just prior to separation may account for the cone formation in cup-and-cone fracture;14 evidence of such local heating has been presented.15 For geometrical reasons, however, pure sliding along the conical surfaces is unlikely, and separation under tensile forces is probably an important accompanying feature of the shear.7 In deformation processing operations, a high shear-strain rate may exist at boundaries between plas-

IN a previous article preliminary experiments were described, indicating the possibilities of a quantitative spectroscopic method for the determination of small amounts of lead in copper, which would be accurate and rapid, and could be carried out in the refining plant by one not skilled in chemical analysis. The present paper deals with the development of the method in the factory, giving the details of apparatus and its standardization, and presenting a comparison of the accuracy of the method with that of the standard electrolytic determination. The Mississippi river was discovered by French explorers that came southwestward, by way of the Great Lakes, from eastern Canada. Vignan, Joliet, De Champlain, and others of the French pioneers in the first half of the seventeenth century, dreamed of a short cut to China by means of the great waterways they explored. In a geographical book published in London in 1726 by Daniel Coxe an account is given of "a new and curious discovery and relation betwixt the river Meschachebe [Mississippi] and the South Sea, which separates America from China, by means of several large rivers and lakes". Louis Joliet, a fur-trader, and Jacques Marquette, a Jesuit missionary, reached the Mississippi and paddled their canoes on its broad waters on June 17, 1673.* They descended the river as far as the entry of the Arkansas tributary, and then returned overland to Canada, being deterred from going farther south by reason of Indian hostility. Several years later Robert de La Salle, a French trader, starting from Quebec, went westward to Lake Michigan and thence to the Illinois river, which he and his comrades descended in their canoes to the junction with the Mississippi, and then followed it to the sea. They reached the Gulf of Mexico on April 9, 1682. Thus the great central waterway of North America was made known. These French-Canadian voyageurs, or boatmen, traded with the Indians for furs in the Upper Mississippi valley, and when in need of bullets they noticed the outcrops of lead ore, from which, probably in the last decade of the seventeenth

Restriction and proration of petroleum production have increased materially the difficulties attendant upon the estimation of reserves, particularly in large, "flush" fields. Such practices preclude the use of decline or other curves, from which, under capacity production conditions formerly prevalent, much could be learned as to the ultimate recovery to be expected from a given field or lcase therein. In restricted fields that would produce at many times the low rate allowed by the regulations in force if allowed to flow without restraint, one is forced to use other information than production performance to predict the volume of oil recoverable. Examples are: at Kettleman Hills, California; the Conroc, Van and East Texas fields, Texas; the Iowa field, Louisiana. It is beyond the scope of this paper to apply a definite method to the determination of the reserves in any actual field, therefore the discussion will be limited to a consideration of available methods and an enumeration of important factors governing the accuracy of such estimates. The problem is to determine not only oil in place but recoverable oil in place, for a given field or tract, which is complex and depends not only on the characteristics of the reservoir but also on the plan of development, the production allocation scheme, the rate of production and many other factors. Many data must necessarily be considered, weighed as to inportance, and assigned quantitative values. Estimates of recovery in prorated fields have been discussed by Brace', Shaw2, Snider3 and others. Attention has been given to the sources and supply of the raw vegetal matter and the conditions of its submission to the process of sedimentation. An original and most valuable review has been made of the more important or significant chemical compounds originally contained in the organic dct,ris, and of the biochemical changes undergone by the latter during deposition. Consideration also has been given to the factors controlling the selective biochemical decomposition, in whole or in part, of this debris, and the deposition, as sediments, of the undecom-posed plant structures and compounds, together with more or less of the so-called "ulmic," or "humic," organic decomposition products in colloidal so1ution. Biochemical Changes End in Peat Formation The biochemical process terminates in the peat stage of coal formation, and with the cessation of this process organic sedimentation is completed. All subsequent changes result from geological causes and conditions. The deposits are in the form of peats of different types, organic muds, oozes, etc. They are essentially uncompressed and are wholly uncon-solidated, and their water content is great, amounting to over 85 per cent, near the surface of the deposit. Many of the chemical compounds remain as in the once living organisms; others are biochemically broken down and new ones formed. Geochemical and Geophysical Changes in Buried Deposits Subsequent Changes " Dynamochemical" The changes which subsequently take place through dehydration, lithification, and simultaneous progressive chemical alteration, by which organic sediments are advanced to brown lignite, subbituminous, bituminous, semianthracitic, and graphitic ranks, are geochemical and geophysical, and the process, which really is metamorphic,2 takes place under dynamic influences. Coal is the geological product of entombed vegetal tissues. This view of its origin led Stopes and Wheeler to define it as "mummified plants." They evidently intended this term to be used in a broad way and to mean the preservation of the organic material, as such, regardless of the means employed to accomplish the purpose. The term " coal" should be regarded, therrfore, as broadly generic, and applicable to all accumulations of vegetal tissues as soon as they are covered and protected either by water or by earthy material. In this sense peat should be regarded as the first stage of coal formation and the term coal should include the resultant products of transformation in all other stages of the process until they have lost all resemblance to the original matter from which they were derived. If this idea of the development of coal is accepted and it is admitted, as the geologists claim, that the forces which produced this transformation of the coal have been active since vegetation began to grow upon the land, and are still in operation, it is obvious that somewhere in the world there are all gradations of this material from peat just forming in the swamps of today to graphitic anthracite which presumably marks the most advanced stage that can be recognized with certainty as belonging to the series. Some of these coals, particularly those occurring in the upper part of the series, are fairly well known because they are the ones that are most widely distributed and have been mined and utilized most extensively. On the other hand, the coals in the lower part of the series are but little known because they are not so abundant and, owing to their relative inefficiency, have been only slightly exploited and utilized, especially in regions where the better coals are abundant. The result of these conditions is that much research work has been done on coals of the higher ranks and a great body of facts regarding their physical and chemical properties and the uses to which they are best adapted has been accumulated, but little information is available regarding the coals of the lower ranks. This paper is written primarily for those who are familiar with the processes mentioned but who desire a further insight into some of the fundamental principles. It does not give a complete description of the various practices employed in the working of aluminum and its alloys, but presents a few illustrations of the essential respects in which aluminum differs from other common metals, and emphasizes the controlling factors of the processes under consideration. Heat Treating Certain aluminum alloys are capable of having their mechanical properties greatly altered by a heat-treatment process. The degree of this irnprovement may be illustrated by some typical properties of dura-lurnin (Table 1). It is essential that the material be in the wrought condition in order to obtain rnaximum heat-treatment effects. In the case of duralumin, the process consists of heating the metal to a prescribed temperature and then quenching it. Immediately after quenching, the material is relatively soft though not as soft as in the annealed state. If allowed to stand at room temperature, the material changes, increasing in hardness and strength without loss of elongation, but at the expense of the plasticity. This action is very rapid at first, gradually diminishing in intensity and to all practical purposes being completed in about four days. This process of hardening is termed

THE pioneering work of Steinitz1 and Steinitz, Binder, and Moskowitz2 has shown conclusively the existence at high temperature of two additional phases in the molybdenum-boron system and thus brings to a total of six the number of structures appearing in this system. To the structures Mo2B, MOB, and Mo2B5 they have added MO3B2, a new -MOB form, and have shown that MOB,, which has the same range of composition as Mo2B5, is only a high temperature structure of the latter. This solid solution, interestingly enough, includes neither of the compositions corresponding to the stoichiomet-ric compounds, MOB, or Mo2B5, but rather at all temperatures has intermediate values of composition. These workers have also, in the course of their work, measured melting points, transition temperatures, eutectic and peritectic points in the system and have shown that Mo3B2, because of its dispro-portionation at low temperature to Mo2B and MOB, is stable only in a limited high temperature range. During the course of the present work on the vaporization properties of the molybdenum-boron compounds, a few transition temperatures were observed. When the report of the other workers appeared, it was decided to repeat, in part, their study of the system. As a result, considerable evidence has been obtained that substantiates the specific kinds of melting processes they report as well as the general features of their diagram. However, a marked difference was found between the temperatures they report and the ones observed in this study, with the latter being higher. The purposes of this paper are to present the evidence obtained in this laboratory that verifies their diagram of the system, to give some important temperatures in the system, to compare them with those previously published, and to seek an explanation of the difference. Samples The metal starting material was 400 mesh molybdenum powder with a purity stated by the manufacturer to be 99.9 pct. The initial treatment, designed to remove volatile contamination, consisted of heating in a vacuum for 10 min to a temperature of from 800" to 1000°C during which a loss of 0.3 to 0.4 pct occurred. An assay following this treatment showed it to be 99.4 pct pure, with the principal impurity probably being oxygen. The boron starting material was obtained from the Cooper Metallurgical Laboratories and the Fair-mount Chemical Co. as 325 mesh powder with manufacturers' analyses of 99 pct or better. Initial treatment consisted of heating in molybdenum in a vacuum at about 1700°C for 10 min. During this time a loss of 3.5 pct occurred. An assay following this treatment showed the different samples to have purities ranging from 95.5 to 99.0 pct with iron and carbon as the principal impurities. Following the initial treatment, the elements were combined to form stocks of Mo2B and MOB by heating pressed mixtures in a vacuum to 1100" to 1200°C to accomplish reaction and to 1500" to 1900°C for a few minutes to evaporate the more volatile impurities. Analysis of the two compounds for boron by a modification of the method of Blumenthal3 and for molybdenum by the lead-molybdate method indicated them to have purities greater than 99 pct. The individual samples to be studied had compositions in the Mo2B-MOB range and consisted of mixtures of the stock compounds. Procedure As is usually the case in high temperature work the selection of containers for the samples posed some problems. For vapor pressure studies tantalum crucibles, allowing little contact with the pressed samples, were used and some of the observations made during these experiments are pertinent to the study of the phase diagram. Most of the experiments, however, were performed in graphite containers, as were those of the previous authors. Two kinds of spectroscopic grade graphite crucibles were used. One was a % in. cylinder, 3/4 in. high, containing seven 3/16 in. holes drilled 1/2 in. deep into which were packed samples of the different mixtures weighing 250 to 500 milligrams. The other, consisting of separate crucibles, was prepared by drilling 3/16 in. holes, 1/2 in. deep into 1/4 in. graphite rods % in. long. The 7/8 in. cylinder was heated directly by induction while the small crucibles were packed in a tantalum heating element for induction heating. All heating was done in a high vacuum system in which the pressure was generally less than 1x10-5mm and never rose above 2x10-5mm when the samples were hot. The general pattern of the heating in graphite was to heat rapidly to a temperature somewhat below the desired one, then to raise the temperature slowly. The samples were held for 2 to 5 min at the maximum temperature, which in all cases was far higher than that needed to produce reaction. The short time was employed to reduce possible contamination by the crucible material and to reduce composition changes that would occur because of vaporization. After examination following the heating, the samples were reheated to a higher temperature. Temperatures were measured with a Leeds and Northrup disappearing filament optical pyrometer, certified by the National Bureau of Standards, by sighting through a window at the top of the vacuum

Extensive and diversified resources justify large populations and great industries. To carry on the business of commerce and meet the demands of large populations, the utilization of tunnels in some form for transportation purposes constitutes an important link in modern civilization. The driving of tunnels has been appropriated by the tunneling branch of the heavy-construction industry, and the progressive steps taken by modern tunnel builders were not even dreamed of 50 years ago. Great strides have been made toward more rapid progress in tunneling in the United States during the past I0 years. Tunneling consists of a definite cycle of operations developed from ideas that are crystallized and translated into action programs through various engineering phases that begin with the first preliminary survey and do not end until the job is completed. Once the line of the bore is established and a time set for the completion of the work, the face must advance according to estimates prepared before the work commences. This schedule must be followed in regular sequence from the moment the drills start against a new face of rock until they are ready again to drill the Succdeding face, constituting a round. Mining is largely tunneling carried on under conditions often more inherently hazardous than actual tunnel construction, but for various reasons" tunne1ing is more hazardous than mining in any branch of the mineral industry. On the other hand, obstacles are sometimes encountered in heavy-construction tunneling projects that when met in mining enterprises do not offer comparable tasks to avoid or overcome them. One is the existence of water under high pressures. In mining enterprises, various alternatives offer a solution in driving a tunnel, even to the extent of its discontinuance or the abandonment of the mine, but a "construction" tunnel usually must go forward because some important project depends largely if not entirely upon it. This paper describes an unusual method of driving a water-supply tunnel through rock carrying water under pressures and conditions that did not permit the use of ordinary tunneling methods. The Delaware Aqueduct The new Delaware aqueduct is a Manhattan project of some magnitude; when regular it will contain what probably will be, for some time to come, the longest tunnel in the world. Various features in its construction are currently described in the trade journals of the construction industry, and informative engineering details are given in the Delaware Water Supply News, published twice a month by the Board of Water Supply of the City of New York. Work was begun on this project on March 24, 1937. The tunnel will convey water from reservoirs at the headwaters of the Delaware River to the City of New York.

Introduction The profitability of an open pit operation depends to a large extent on the use of the steepest pit slopes possible, provided they do not fail during the life of the mine Optimum pit slopes can be designed by using rock mechanics technology. Such technology includes gathering and analyzing pertinent data prior to pit design, rigorous application of rock mechanics principles during the design process, remedial actions to improve slope stability, and monitoring slopes during the life of the mine. Ignoring rock mechanics technology in pit design may place the entire mining enter- prise in jeopardy Disruption of mining operations and safety hazards caused by slope instability can be severe. A classic case in point is the major slope failure (Seegmiller, 1972) that occurred at a southwestern US copper mining operation in 1970-1971 Minor slope stability problems initially amounted to no more than a nuisance, but in time, the unstable zones became larger, causing greater disruption of production and threatening safety Mining at or near the slide toe had continued throughout the period of slope failure, aggravating the already unstable condition The original plan for this pit called for mining the overall pit slope to 37.5" Mine operators were forced to lessen the back- slope angle in the hope that the failing rock mass would stabilize. However, stabilization did not take place, and when mining in the area of failure was completed, the overall slope had been reduced to approximately 27" Mining had been successful in removing only a small portion of the ore body at a high stripping ratio.

The first attempts at direct utilization of blast-furnace gas in engines were made in 1895. For a considerable time the gas had been burnt in Cowper stoves for heating the blast for the furnace, and under the boilers which supplied steam to the blowing-engines, and others serving the furnaces. It was natural, therefore, that the idea of directly employing it in gas-engines should have occurred simultaneously to several engineers, notably to Lurmann and to Lencauchez, who had pointed out the blast-furnace as a powerful gas-producer. Nevertheless, nowhere had any attempt been made to apply it to this purpose up to the end of 1894, when Thwaite proposed it to Mr. James Riley, of the Glasgom Iron & Steel Company. About the same time investigations were being made in Belgium and in Germany, independently of Thwaite's experiments, which were not generally known on the Continent. The industrial world, which up to that time had hardly favored the idea, had thus been gradually prepared to receive it. The gas-engine, long restricted to small sizes and dependent upon the use of an expensive fuel obtainable only in large centers, now began to make headway. At the Paris Exhibition of 1889 two engines of 100 h.p. were shown and excited much interest among engineers. One had four cylinders, and was made at the celebrated works of the Deutz Company, and the other was a single-cylinder engine, exhibited by two French designers, Messrs. THE State Department can be of assistance to Americans in the petroleum business directly and indirectly. During the past few months, at the Arms Conference, it had a large hand in dealing with affairs indirectly affecting the oil problem. The conference has somewhat relieved the emphasis on naval strategy in relation to oil supply by limiting the number of naval vessels or the fleets of the Great Powers and in maintaining the "open door" in the Far East in respect of the development of the natural resources of that region by defining that policy in a nine-power treaty. The largest competitors of the. United States in the petroleum field are parties to that treaty. The Department of State also has stood steadfastly for the principle of equal opportunity in the Dutch East Indies, Mesopotamia, and Persia. The Department of State has been of indirect assistance in connection with oil problems by insisting on the recognition of treaty rights and other guar-antees, such as most-favored-nation clauses, and mandate provisions. I am not speaking as a representative of the Depart-ment of State, as L now have no connection with that institution, but my experience of several years as a member of the department and my practice since my resignation have given me opportunity to see the department from both the inside and the outside, and to measure its limitations as well as its resources.
