The report is too voluminous to be considered in detail within the scope of a single paper, so I will confine my consideration of it to the broader aspects, leaving other members to deal with points of particular interest. The method of presentation leaves one with an uneasy sense of prolixity and confusion of thought; the foreword by the Chairman may well be accepted as a true index of the whole. His argument amounts to this: Recognizing at the outset the futility of divided counsels, it was deemed advisable to arrive at unanimity. To this end, some members subscribed to views to which they do not whole-heartedly assent, thus giving weight to conclusions with which they were at variance. Unanimity cannot be qualified-either it exists or is absent-and, moreover, in the text of the Com-mission I can find no word that unanimity is required. Surely it would have been preferable to have a unanimous report covering such aspects as were acceptable to all members, with minority reports by individual members on such other aspects as were controversial, leaving it to the Government to give such weight to the divergent views as the personality of their sponsors might warrant. In the final analysis the value of an opinion varies directly as the personality of its exponent.

"INTRODUCTIONThe Upper Canada Mine is located at Dobie, approximately ten miles east of Kirkland Lake, Ontario.The mill contains Upper Canada's cyanide circuit and Upper Beaver's flotation circuit. The combined capacity is 590 tons per day consisting of 415 t.p.d. of Upper Canada gold ore and 175 t.p.d. of Upper Beaver copper-gold ore.The Upper Beaver ore is trucked five miles to the Upper Canada mine site.Crushing:The crushing circuit consists of primary, secondary and tertiary crushing employing one C .A. C. 15 in. x 24 in. Superior jaw crusher, one 4 ft. x 8 ft. Tyler-Niagara double deck screen, one 3 ft. Symons standard cone crusher and one 3 ft. Symons shorthead cone crusher.The -2 in. product from the jaw crusher is fed to the double deck screen. The+ 5/ 8 in. passes over the top deck to the 3 ft. standard cone crusher; the+ 3/ 16 in. material passes over the lower deck to the shorthead cone crusher. The - 3 / 16 in. material pas sing through the lower deck of screens is the product to the mill.The screens used prior to the installation of rubber screen cloths were: one 4 ft. x 4 ft. section with 3/ 4 in. square openings and one 4 ft. x 4 ft. section with 5/ 8 in. square openings on the top deck; two 4 ft. x 4 ft. sections with openings of 3/16 in. x 4 1/2 in. slot on the lower deck. The fine screens were positioned so that the 4 1/ 2 in. slots were parallel to the flow of feed.The crushing circuit is operated on a three shift per day basis by one operator per shift."

Seismic areas were in the eastern margin of the Qinghai-Tibet plain, whose structures were complicated, mainly composed of Maowen fault, Yingxiu fault and Pengxian-guanxian fault. The rapid rise of the Qinghai-Tibet plain led the crustal material of the eastern edge to move to the southeast along the faults on a large scale since the late Cenozoic; Minshan block structure and Long Men Mountain tectonic zone represented the strong nappe thrust movement as the east boundary of Chuanqing slip block; the stress was accumulating when squeezed, which to a certain extent resulted in breakdown of the crust, and earthquakes. The shock speed, high-energy accumulation, and the reversed dextrorotation of the earthquake fault characteristics et al. happened, which caused the development of secondary geological disastersts. According to on-site investigation, the typical geological disasters had thrust rock collapse, the instability deposit, the revival of potential debris flow et al. whose genetic model had been analysed.

"Greater reliability of mineral deposit and reserve estimates can be attained through better quality control of the data and information acquisition, and the estimation processes. This paper reviews the following key requirements:1. greater awareness of the significant figures of both data and estimates, and better understanding of the probabilistic aspects of the estimates, their confidence limits and margins of error;2. greater reliability of the information that supports the estimates, by more explicit and more rigorous methods and standards for data acquisition and for interpretations;3. more quantitative estimations of geological/mineral continuity, based on improved three dimensional sampling patterns and the use of geostatistics; and 4. better integration at the project engineering and mine production stages, of the mineral deposit characteristics and mining method constraints, for more efficient mineral recovery and mine quality control.RÉSUMÉUne plus grande fiabilité des estimations des gisements et des réserves minières requiert plus d'emphase sur le contrôle de la qualité de I ‘acquisition de l'information et du processus d'estimation. "The Kidd Creek metallurgical site is situated twenty-six kilometres east of Timmins, Ontario. The site consists of a 4.5 niillion tonne per year concentrator, a 127,000 tonne per year electrolytic zinc plant and a 79,000 tonne per year copper smelter/refinery complex.The concentrator commenced operations in 1966 and was expanded to its present capacity in 1978. The zinc plant commenced operations in 1972, and the copper smelter/refinery in 1983.The concentrator tailings, and both liquid and solid waste products from the other plants are disposed of within a 1215 hectare tailings disposal area. Here, a method known as centraljzecl thickened discharge is used to form a stable cone-shaped hill. A low permanent perimeter dyke structure encloses the cone and directs cone run-off and thickener overflow to a treatment pond. After treatment with lime slurry, this neutralized effluent is recycled to the metsite and also discharged into the Porcupine River system.The tailings system has been in operation in its present form since 1972, upon completion of dykes and a 110 metre thickener unit. Underflow densities were continuously increased until thickener overloading became a serious problem. This necessitated the construction of a second 110 metre thickener, which was completed in 1983. Target densities have been achieved without difficulty since then.This paper discusses the operation of the tailings system, reviews past performance, and outlines future operations."

This paper discusses some of the advantages and problems associated with the selection of large unit equipment for a metallurgical plant. A given flowsheet and material balance for an iron ore concentrator is assumed. Then two plant designs are developed, one utilizing a number of smaller-size equipment units and one utilizing the largest available equipment units. The mechanical and electrical problems are discussed and a comparison of capital costs is made. Finally, brief consideration is given to a plant de-sign using units larger than those which are currently available.

London Mining Plc. is developing an iron ore project in Sierra Leone. The Marampa mine is a brownfield development effort, having been operated by others since the 1930?s until low iron ore prices forced closure. Peak production of the prior operations was approximately 2.5 Mt/a in the 1960?s. Following civil war In Sierra Leone, London Mining obtained the mining license in 2006 and commenced activity to redevelop the Marampa mining and processing operations. There are two ore deposits of interest for development as well as a resource comprised of tailings from previous operations. Phase 1 will be the mining of the tailings resource with a 1.8 Mt/a plant producing 66 per cent Fe sinter feed, expandable to 3.6 Mtpa. The first phase is currently under construction with start-up expected in the third quarter of 2011. Phase 2 will include development of the two ore deposits. These deposits are weathered secondary ore and the main primary ore resource. Phase 2 is currently under prefeasibility study and targets a final 16 Mt/a concentrate production in 2016. Outotec partnered with London Mining on testing efforts to develop the magnetic separation flowsheet using SLon VPHGMS machines to process the Marampa material. This paper explains the flowsheet development process for the weathered and primary ores commencing with sample characterization and detailed parametric investigations to evaluate SLon performance. The final flowsheet configuration is explained, including expected circuit recoveries and concentrate quality, clearly demonstrating the performance of the SLon VPHGMS circuit in iron ore tailings treatment applications.

PRESSURE information has earned a place of recognition to almost everyone interested in oil and gas production. This interest is due chiefly to the multitude of uses to which it can be put. A sub-surface pressure test, conducted for as little as $60, may yield data worth many times its cost. To the uninformed, the testing techniques may seem complex. Fundamentally, however, they consist merely of the application of common sense. At one time, sub-surface pressure data were used only in identifying individual well problems and in finding appropriate solutions. Today, it is generally acknowledged that sub-surface pres-sure .data are essential for the proper evaluation and exploitation of oil and gas pools. Gold is one of the most widely used substrate materials for self-assembly. Self-assembled monolayers (SAMs) prepared from alkanethiols and their derivatives on gold are the most reliable and well-studied systems to date, which have attracted much attention because of interest in two-dimensional molecular assemblies, and of their potential applications in molecular devices, sensors, and functionalized interfaces. Gold electrodes are also very important in microelectronics and electroanalytical chemistry. This work reports the characterization of a new type of gold substrates for self-assembly. The gold substrates are constructed from recordable compact disks (R-CDs) with simple and straightforward wet-chemical treatment, and can be made at desired sizes and shapes that satisfy different experimental needs. In particular, an easy, inexpensive, and reproducible method to prepare self-assembled monolayers (SAMs) on CD-R gold substrates after removing the protective polymer films with concentrated nitric acid was described.

Sheep Creek Mines Limited has developed several operating techniques that have greatly assisted in keeping unit costs at reasonable levels. Some of the techniques, as described in this paper, include organization, accounting, warehousing, bonus and contracts. INTRODUCTION THIS paper is a non-technical report on operating techniques developed by Sheep Creek Mines Limited at their Mineral King mine, located near lnvermere, B.C. Depressed metal prices and continually rising labour and materials costs have necessitated a continuous search for method to keep operating costs down. The newly developed techniques and practices have greatly assisted in maintaining unit costs. Sheep Creek Mines Limited is a mining company incorporated under the laws of the Province of British Columbia. The Company's share capital is 3,500,000 common shares, witl1 a par value of 50 cents each, of which there are 1,875 000 shares is-sued. The Company has eight di-rectors. The administration, exploration and accounting offices are located in Nelson, B.C. The Company's working capital is approximately $1,500,000.

"Results of a program of dust research carried out at the Mines Branch Laboratory, Elliot Lake, indicate that dust-concentration estimates vary greatly, depending on the sampling instrument, the assessment technique and the properties of the dust cloud. The wide range of the ratio between the estimates by any pair of instruments shows that the correlation between the health hazard and dust-concentration estimates by most existing sampling instruments must be questionable. Important studies are being carried out to permit the definition of mine environments in more precise technical terms. The influence of size selection, the physical property measured, composition and sampling period on the assessment of the health hazard are discussed."

Labrador City is some 912 air kilometers northeast of Montreal, and 417 ratl kilometers north of Sept-Iles, Quebec.Over 2,800 employees work at the Carol Project to produce some 20.0 million tonnes of concentrate and 10.5 million tonnes of pellets annually.In 1979 our Training Department started to develop the DACUM System of training for our Concentrator Operations Department.DACUM is an individualized, self-learning, training program. It is both a curriculum plan and an evaluation instrument.To date, the DACUM System has been completed for all occupations in the concentrator and work will commence shortly to develop DACUM for our Pellet Plant and Mine Operations Departments."

The Diavik Diamond Mine is producing diamonds from two orebodies, the A154 South and A154 North kimberlite pipes, discovered beneath the waters of Lac de Gras. Innovative dike technology with appropriate water collection and treatment systems allowed Diavik to start open pit mining of the ore bodies in 2002. To allow planning, engineering, and implementation of sufficient water handling infrastructure, reasonably accurate estimates of groundwater inflow quality and quantity over the life of mine are required. Prior to mining, a numerical model using the continuum approach was developed for regional and site wide water management. After approximately two years of mining, groundwater inflows to the pit were found to exceed those predicted by the base case hydrogeologic model. The most likely explanation was flow through Dewey?s Fault zone. As this fault was not explicitly accounted for in the model, a detailed hydrogeologic investigation was conducted to evaluate its geometry and hydraulic properties. A multi-disciplined approach was used and involved core logging, fluid logging, geophysical logging, packer testing, a pumping test, and water quality sample collection. The results of the field investigation were used to update the conceptual and numerical models and to develop a Discrete Fracture Network (DFN) model to address small scale problems such as flow into future underground drifts. The updated numerical hydrogeologic models predict that up to 70 per cent of the groundwater inflow to the A154 N/S open pit is through the relatively narrow fractured rock zone associated with Dewey?s Fault. Consistent with the continuum model, the DFN model predicts that inflow to a drift excavated in Dewey?s Fault will be approximately 10 times the inflow to a drift excavated in competent rock. The DFN model provides a better understanding of the distribution of these inflows on a local scale over the length of the drift.

The recovery of cyanide from a gold mill solution containing high levels of copper (400 mg/L to 900 mg/L) using the AVR process was evaluated. It was determined that acidification to pH 2 to 3 provides a suitable balance between HCN generation, copper precipitation and acid consumption. A short pilot plant campaign showed that ~75% of the feed WAD cyanide was recovered while the remainder precipitated along with copper upon acidification. The acid consumption averaged 3.5 g H2SO4 per litre of solution. The copper precipitate, consisting mostly of CuCN and CuSCN, was readily separated from the solution by gravity. The volatilization of HCN in countercurrent packed columns averaged 98.7% efficiency. Reabsorption of HCN was practically 100% in NaOH solutions and slightly lower in a lime slurry. Basic volatilizer design parameters applicable to a large-scale operation were determined, including the Henry’s Law constant and the mass transfer coefficient of HCN gas.

"The INCO SO2/air process was patented by INCO in 1985. Well over 80 mining operations worldwide are using this process to oxidize cyanides to cyanates in the tailings from gold, silver and copper mining operations. The sulphur dioxide (SO2) for this process can be supplied either as liquid SO2, SO2 gas or as a sulphite-based salt. The majority of SO2/air operations have used sulphite-based salts as the ‘SO2’ equivalent probably due to low capital cost. Liquid SO2 has also been used frequently, but due to concerns with safety and availability, this option is often not preferred. The solid salt sodium meta-bisulphite (SMBS) is commonly employed, but its cost is an order of magnitude higher than that of sulphur. Due to the high cost of SMBS, the increased capital cost for a sulphur-burning SO2 gas plant (green field or retrofit) usually has a pay-back of less than three years. In addition, a SO2 gas plant offers potential for significant heat recovery from the sulphur burning process. In terms of safety, the SO2 gas plant only requires the storage of relatively benign sulphur and the site inventory of SO2 will be limited to the plant gas volume. Therefore, a SO2 gas plant will not trigger the Canadian Environmental Protection Act (CEPA) E2 Regulations or the US Clean Air Act Section 112(r) accident prevention regulations, as may be the case for liquid SO2.Most existing mining operations using ‘SO2’ are gold operations, but in recent years there has been an increased interest in larger sulphur dioxide gas plants for hydrometallurgical facilities that employ leaching of cobalt/manganese minerals or precipitation of manganese/iron (e.g. Tenke Fungurume and El Boleo).This paper focuses on the production of sulphur dioxide gas generated on site and on demand for the use in hydrometallurgical processes. The capital and operational costs of a SO2 gas plant is compared to conventional process alternatives using sulphite-based salts or liquid SO2."

"Louvicourt mine began operation in 1994. It is located in northwestern Quebec, 20 km east of Val d’Or. The mine is owned by Aur Resources (30%), which operates the mine, Teck/Cominco (25%) and Novicourt (45%). By the end of 2002 there were approximately 280 employees working on the site, including contractors. Production averages 4300 tons per day, working a massive sulphide body located between 415 m and 920 m underground.Maintenance expenses represent 27% to 29% of the operating costs, and the maintenance personnel represents 34% of the total workforce (including electrical, mechanical and concentrator maintenance staff). Considering these figures, in addition to capital costs and indirect costs, such as energy (electricity, fuel, gas, etc.), it is worthwhile to pay attention to how things are done in order to protect such investment. Every task performed to help understand the impact of Louvicourt’s practices must to be seen as an investment in the reliability of its operation."
