On a project which is to develop a system to suppress coal dust explosions, a facility has been built and several devices tested. The facility is a 317-foot, 4.5-foot diameter shock tube and to date 53 tests have been carried out with methane-air and methane/coal dust-air as the explosive mixtures. Suppression of slowly propagating (up to 300 ft/sec) flame fronts has been successfully carried out on two tests using the dry chemical extinguishing agent Purple K. Delivery of the material directly into the flame front Seems to be required if effective suppression is to be accomplished.

Buoyed primarily by growing consumer spending, the economy rebounded from a weak second quarter. According to preliminary estimates released by the Department of Commerce, real gross national product (GNP) grew $2 1.9 billion during the third quarter, producing a seasonally adjusted annual growth rate of 2.4%, compared with a rate of 0.6% in the second quarter of 1986 and 4.1% for the third quarter of 1985 (table 1). Third-quarter real personal consumption expenditures and Government purchases of goods and services rose $42 billion and $7 billion, respectively, but those gains were partially offset by the continuing decline of gross private domestic investment, off $16 billion, and the growing trade deficit, up $11 billion. Three quarters of the growth in consumer spending occurred in the durable goods sector as consumers responded to discounted financing offered by automobile manufacturers attempting to lower inventories of 1986 vehicles, Increased purchases of other durable goods, such as furniture and home furnishings, also contributed to the strength of the durable goods sector. The success of the automobile inventory reduction program as well as weak factory output led to a $20 billion decline in inventory growth. Investment for housing and producers' durable equipment expanded, however, and mitigated some of the impact of slower inventory depending on gross private domestic investment, Capital spending for nonresidential structures declined for the third consecutive quarter. The declining capital spending and the growing trade deficit continued to be significant and interrelated problems for the economy. Real capital spending for new plants and equipment during 1986 is expected to decline 2.5% after rising 8.7% in 1985 and 15.8% in 1984 (table 2). It is likely that capital expenditures bottomed out in the second quarter and that they will expand in the third and fourth quarters. The first-half decline was partially attributed to uncertainty arising from the pending tax- overhaul bill. Furthermore, there is little impetus for corporations to invest in new capacity since factories are operating at less than 80% of capacity (table 3) largely because of the continuing growth of imports. The growth rate of the trade deficit dropped sharply in the third quarter to less than half that of the previous quarter. Low oil prices, declining auto- mobile and steel imports, and increased exports of agricultural goods contributed to this decline. The continued low growth of the economy caused the Federal Reserve System to reduce the discount rate for the fourth time this year (in late August), drop ping it to 5,596, the lowest level in about 9 years. Inflation, as measured by the fixed- weighted GNP price Index, continues to remain low, but rose from the revised second-quarter level of 1.7% to 2.596, mostly because of rising food costs.

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. Study Design. Survival analysis techniques were used to compare the fatigue failure responses of elderly motion segments to a middle-aged sample. Objectives. To compare fatigue life of a middle-aged sample of lumbosacral motion segments to a previously tested elderly cohort. An additional objective was to evaluate the influence of bone mineral content on cycles to failure. Summary of Background Data. A previous investiga¬tion evaluated fatigue failure responses of 36 elderly lumbosacral motion segments (average age, 81 ± 8 years) subjected to spinal loads estimated when lifting a 9-kg load in 3 torso flexion angles (0°, 22.5°, and 45°). Results demonstrated rapid fatigue failure with increased torso flexion; however, a key limitation of this study was the old age of the specimens. Methods. Each lumbosacral spine was dissected into 3 motion segments (L1-L2, L3-L4, and L5-S1). Motion segments within each spine were randomly assigned to a spinal loading condition corresponding to lifting 9 kg in 3 torso flexion angles (0°, 22.5°, or 45°). Motion segments were statically loaded and allowed to creep for 15 minutes, then cyclically loaded at 0.33 Hz. Fatigue life was taken as the number of cycles to failure (10 mm displacement after creep loading). Results. Compared with the older sample of spines, the middle-aged sample exhibited increased fatigue life (cycles to failure) in all the torso flexion conditions. Increased fatigue life of the middle-aged specimens was associated with the increased bone mineral content (BMC) in younger motion segments (mean ± SD, 30.7 11.1 g per motion segment vs. 27.8 ± 9.4 g). Increasing bone mineral content had a protective influence with each additional gram increasing survival times by approximately 12%. Conclusion. Younger motion segments survive considerably longer when exposed to similar spine loading conditions that simulate repetitive lifting in neutral and flexed torso postures, primarily associated with the increased bone mineral content possessed by younger motion segments. Cycles to failure of young specimens at 22.5° flexion were similar to that of older specimens at 0° flexion, and survivorship of young specimens at 45° flexion was similar to the older cohort at 22.5°. Low back disorders (LBDs) are a major cause of both short- and long-term occupational disability in the United States, and it is clear that workers in certain occupations are more susceptible to LBD.2-5 Specifically, epidemiologic studies have shown that jobs involving heavy physical demands such as construction,2,3 mining,2,4 and farming,5 engender increased risk of back pain. These occupations are thought to experience high LBD rates as a result of their extreme postural and manual lifting demands. Studies have shown that jobs involving significant lifting 6-9 and jobs that involve frequent bending10-12 are associated with increased LBD risk. Workers in the mining industry, in particular, often have to lift heavy materials in restricted workspaces that compel torso flexion. An understanding of the impact of repeated loading of the spine in flexion on fatigue failure of spinal tissues is thus a critical issue for our research agency, which is concerned with reducing the pain and disability associated with LBD in the mining industry. It is well accepted that loads experienced by the spine during manual lifting tasks are sufficient to cause fractures in the endplates of lumbar vertebrae, particularly on repeated loading. 13-15 Endplate fractures may not be painful in and of themselves 16; however, evidence suggests that the process of internal disc disruption and disc degeneration may be initiated via endplate fractures. 16,17 It has been shown that endplate damage will alter the distribution of stress in the disc, resulting in buckling of the lamellas of the internal anulus.17 Once this process has been initiated, repeated spine loading will cause additional disruption of the anular fibers, resulting in formation of significant fissures or tears. 11-21 If these tears occur near or extend close to the outer portions of the anulus, a wound healing process is initiated, which involves infiltration of mast cells, macrophages, and re¬lease of cytokines and growth factors. 21 The presence of these infiltrates has been strongly linked to discogenic low back pain. 21,22 Indeed, for patients experiencing chronic low back pain, the prevalence of internal disc disruption is at least 39%,19 which represents the most

This publication is one of a series prepared by the Federal Bureau of Mines on methods and costs of producing uranium ore on the Colorado Plateau. The information it contains was gathered in 1955-58 and applies to eight small operations. (See fig. 1.) Mining costs have increased since the data were I collected, but the information should be helpful in estimating future costs I at similar deposits. The Bureau of Mines had early experience in the production of carnotite-type ores on the Colorado Plateau.3 4/ Under a cooperative agreement with the National Radium Institute in 1914-16, the Bureau mined and concentrated carnotite ore for recovery of radium, uranium, and vanadium. The ore was taken from claims in or near Long Park Montrose County, Colo., about 3 mi. south of La Salle Mining Co.'s La Salle mine, which is one of the mines described in this report. The Bureau leased the claims from Crucible Steel Mining & Milling Co., a subsidiary of Crucible Steel Co. of America, and from 1914 to 1916 produced 990 tons of high-grade ore, containing 2.6 pct. U308, and about 2,000 tons of mill-grade ore, containing 0.85 pct. U308. The high-grade ore was shipped directly to a radium-recovery plant built in Denver in 1914 under the cooperative agreement. There, commercial methods of extracting uranium, vanadium, and radium from carnotite ores were developed by Bureau personnel. The lower grade ore was concentrated at a small mill in Long Park before being shipped to Denver. The final recovery was 69,000 lb. of U308 and 8.8 g. of radium. The direct mining cost of producing the high-grade ore, including the labor to hand sort and sack it, was $35.96 per ton. Freighting the ore 58 miles to Placerville, Colo., the nearest rail point on the Rio Grande Southern Railway, cost $25.28 per ton, which included $4.55 per ton for ore bags and twine. Confidence in the strength of the U.S. economic recovery was considerably enhanced by third quarter 1983 profits, which showed a 12.8-percent increase over those in the second quarter (table I). Although the increases were not as great as between the first and second quarter of 1983, profits have grown each quarter since fourth quarter 1982. Both total profits and profits per unit of output increased, which the Bureau of Economic Analysis (BEA) attributes to decreases in labor and nonlabor costs (per unit of output), as well as to moderate price increases. [ ] A number of durable goods sectors, however, continue to show profit declines, especially electrical and non-electrical machinery. Profits in the primary metal industry are still negative, but the economic picture of this industry is improving. Between the second and third quarters of 1983, capacity utilization increased somewhat in primary metal manufacturing and stone and earth mineral mining but did not change at all in metal mining. Capacity utilization in metal materials increased from 47.4 percent in the fourth quarter of 1982 to 64.2 percent in the third quarter of 1983 (table 2).

A pilot plant for treating mine drainage by neutralization with limestone was designed, fabricated, and operated by the Bureau of Mines. The process consists of (1) producing a very fine (minus 400-mesh) limestone slurry, (2) mixing the slurry with the mine water, (3) aerating the resulting mixture to remove carbon dioxide and precipitate iron, and (4) separating the solids from the liquid by sedimentation. A mine discharge of pH 2.8, containing 1,700 ppm total acidity, 36 ppm ferrous iron, and 360 ppm total iron, was treated at rates from 300 to 400 gpm. The treated water ultimately reached a pH of 7.4 and contained no detectable iron. The resulting sludge compacted to approximately one-third the volume of sludge from mine water neutralized with lime. The advantages of the limestone process, compared with the conventional lime process are as follows: Widespread distribution and lower cost of run-of-mine, indigenous limestone; simplicity of plant design; reduced hazards and plant operating and maintenance costs accruing from the use of a less reactive chemical agent; higher solids concentration of the precipitated sludge; and no deleterious effect caused by accidental overtreatment. While total process costs could not be determined, it is conservatively estimated that the cost of treating mine water by the limestone process is one-third to one-half the cost of the lime process, depending on the characteristics of the water to be treated and the availability and quality of limestone used.

In 1984, the U.S. Bureau of Mines conducted a mineral survey of the Pahute Peak Wilderness Study Area (WSA) (NV-020-621), which covers 57,529 acres in Humboldt County, NV. About 90 percent of the WSA is underlain by Tertiary volcanic and shallow intrusive rocks. Of the remainder, metasedimentary rocks of unknown age are in contact with Cretaceous intrusive rocks in the northwest corner of the WSA. The entire WSA is within an upthrown fault block of the Basin and Range physiographic province. Portions of the WSA, especially south of Pahute Peak (Big Mountain), may be part of an eroded caldera structure. No mines or evidence of major exploration were identified within the WSA. Workings in Copper Canyon, claim blocks along the northwest boundary, and zones of anomalous character as defined by the Bureau of Land Management were examined. No mineral resources were identified, but sample results indicate three significantly mineralized sites, one with indications for zinc skarns in Copppr Canyon, another favorable for precious metals 2 miles south of Copper Canyon, and another area near the northwest boundary with geologic conditions characteristic of molybdenum deposits. Further investigation of these sites is warranted. Petrified wood is present in small amounts near the west central range front.

This report is in fulfillment of Contract H0230031 awarded to Bituminous Coal Research, Inc., on May 23, 1973. The scope of work to be performed under this contract was divided into four phases: Phase I - Design, Phase II - Construction, Phase III - Field Demonstration, and Phase IV - Analysis and Final Report. During Phase I, an agreement was finalized with the Rochester and Pittsburgh Coal Co. for conducting field tests of the proposed shearer spray systems on a longwall panel in the company's Jane Mine in Indiana County, Pa. A drum was then designed which could be used on the Eickhoff shearer, Model EW170-L, being used on this longwall and which would utilize the following spray systems: 1. One spray nozzle located in front of each cutter bit with the jet directed at the cutting surface. 2. One spray nozzle located in back of each cutter bit with the jet directed at the back of the bit. 3. Standard Eickhoff nozzles located in a header along the drum scrolls. 4. A fixed header mounted on the shearer directly behind the drum to simulate the spray system originally used on the Eickhoff shearer.

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. Each sheet was prepared and checked by many engineers expert in the particular subject matter of the sheet. Bureau of Mines personnel examined mines, prospects, and mineralized areas to determine the mineral resource potential of the Log Cabin Saddlebag, Hall Natural Area, Horse Meadow, and Tioga Lake RARE II areas in Mono County, California. These areas, along the east slope of the Sierra Nevada, are underlain by Paleozoic metasedimentary and metavolcanic rocks of the Log Cabin Mine and Saddlebag Lake roof pendants. The roof pendants are in Cretaceous granitic rocks. Pleistocene volcanic flows cap some of the older rocks, and glacial till and outwash locally cover the bedrock. The region was eroded by alpine glaciers. Four parts of the Log Cabin Saddlebag area have moderate gold and silver resource potential. Moderate potential for gold and silver resources was identified in one part of the Hall Natural Area and low potential for tungsten and molybdenum in two other parts (fig. 1).

A three phase program evaluated commercial proximity warning devices, developed and designed a microprocessor-based electrostatic field measurement instrument, and utilized this instrument to investigate the electro-static fields about power lines. The Phase I program consisted of test and evaluation of these commercially available proximity devices. The evaluation results were reported in the Phase I report entitlted "Evaluation of Proximity Warning Devices II dated 22 February 1980. The Phase II program resulted in the design and development of a microprocessor-based Distributed Sensor A.C. Electrometer which measures the electrostatic field present at 17 discrete locations along a crane boom. Operator control of the measurement system allows simultaneous electric field measurements from 17 probes, print out of the electric fields measured, and data archiving on magnetic tape for post measurement analysis. Under the Phase III program, electro-static fields around a crane boom were measured by the instrument at 17 high voltage power lines of various voltages and geometries. The electric field data was processed and plotted versus boom distance from the power line. Analysis of the electric field data indicate that the distances at which a single sensor alarm will activate, vary by a factory of 3 to 1. This is due primarily to variations in boom orientation. The results also indicate that in the case of multiple power lines, a single electrostatic field sensor cannot reliably be used to determine the distance from a power line.

This is one of a series of papers written for the consideration of operators of small gold and silver mines in the West. The paper discusses smelting schedules, general smelting practices that have a bearing on rates, and the reasons for penalties or credits for certain constituents of ores. Crude gold and silver ores generally are shipped to smelters only when milling facilities are not available; however, high tailing losses in milling a high-grade or refractory ore or low smelting rates because of the fluxing value of an are may make direct smelting more economical.

"INTRODUCTION The accurate determination of the free silica index in coal mine dusts is an important requirement because severe health hazards are believed to be associated with the inhalation of respirable-sized silica particles.1-6 Free silica refers to the three polymorphs of silica (Si02)viz., quartz, cristobalite, and tridymite-although quartz is usually the dominant form in most mine dusts.6 The free silica index is the concentration in micrograms of free silica in air per m3 of air sampled corrected to standard conditions of 25°C and 760 mm/Hg, the present MSHA (Mine Safety and Health Administration) limit on time-averaged basis being 100 µ.g/m 3 for coal mines. A recent review7 has concluded that quartz, cristobalite, and tridymite particles impart nearly equal long-term hemolytic damage when compared on a per unit surface area basis.At present, two experimental methods-viz., transmission infrared spectroscopy (TIRS) and x-ray diffraction (XRD)-are commonly used for the determination of silica concentrations in mine dusts. In TIRS, which has been adopted by MSHA and is commonly called the P7 method, the silica absorption band near 800 cm - 1 is used for quantification. However the mineral kaolinite, which is commonly present in mine dusts, also has absorption band, albeit weaker, at 800 cm- 1• To correct for this interference, one uses the stronger 915-cm -1 band of kaolinite to determine the concentration of kaolinite, and the kaolinite contribution to the absorbance at 800 cm-1 is then determined from a calibration curve, leading to the determination of silica by subtraction. In the XRD technique, usually an internal standard such as CaF 2 is used to determine the concentration of silica from line intensity measurements. XRD has the added advantage that concentrations of quartz, cristobalite, and tridymite can be determined.8•9 In an exhaustive study on the precision of the techniques ofTIRS and XRD for monitoring worker exposure,9 the conclusion has been reached that both methods measure silica within 253 of the ""true"" value 953 of the time in a single laboratory."

This report documents the need for formal health and safety, and equipment operations training in the mine construction industry. The outlines, objectives, and training texts were developed based on the recommendation of needs of mine construction personnel, and those of Dames and Moore (Safety Analysis of Shaft Sinking operations, 1977) and Kinton, Inc. (A Training Program for Conventional and Raise Drill Construction Personnel; Phase I, 1979). The training material samples contained herein (and under separate cover in its entirety) are designed to improve the safety and production of those in mine construction. An instructor-directed presentation is recommended. The results of the study are presented in the Findings and Recommendations section of this report.

The Bureau of Mines has conducted substantial research on the design, construction, and operation of metal and nonmetal tailings ponds. This design guide, like related Bureau publications that preceded it, is produced to assist the industry in the management of mill tailings disposal. It covers the site selection, sampling, laboratory testing, design, construction, operation, and inspection of tailings embankments. The effects of environment, topography, and hydrogeology are also included, and various methods of stability analysis and factors affecting stability are reviewed. Because of the diversity of problems encountered in tailings embankments, specific solutions are not intended. The guide is, however, a useful checklist for designers, operators, and inspectors of this type of structure.

Ten proposed processes for the recovery of manganese from domestic resources as a high-grade oxide product are described. Nine of the processes employ sulfur dioxide, sulfuric acid, or a combination of both for leaching. The tenth process utilizes sulfur dioxide to sulfatize the ore at 600° to 850°C before water leaching. In addiction to these ten complete processes, six processes from the patent literature are described. Methods for receovering MnSO4?H2O are also reviewed.

[The principle of determining volumes of liquid by alternately drawing in and discharging given quantities of the fluid from a confined space or compartment of known volume and mechanically counting the number of displacements is well established. This is true particularly in water measurement. For several years, oil meters employing the same basic principle have beer, used for gaging oil production from individual wells, groups of wells, and in some areas for metering the entire production from a property. Especially in areas where there is town-lot drilling and space for tankage in at a premium, oil meter have been used successfully to gage the oil. This facility has obviated the necessity of installing gage tanks. Oil meters also have been used in pip-line and refinery operations and in loading tankers. Present knowledge of the subject shows that positive-displacement oil meters can be used for measuring crude oil in the field and elsewhere, provided the meter-counter mechanism is in proper adjustment and the oil has been studied sufficiently to determine the proper factor to be applied to the volume as registered by the meter, making possible the adjustment for the shrinkage of the oil caused by liberation of gas from solution.]

One of the best methods by which the results of accident-prevention work can be measured for any particular period is to keep an accurate record of the accident experience, which may then also be compared with the experience of others. The purpose of this report is to compare records of the salt-mining companies operating in Louisiana, and their assistance in making available their accident records is gratefully acknowledged. PRODUCTION Four companies produce salt in Louisiana -Avery Salt Co., Avery Island; Jefferson Island Salt Mining Co., Jefferson Island; Myles Salt Co., Weeks; and Carey Salt Co., Winnfield. Three of these companies operate within 30 miles of each other in the southern part of the State, and the other operates in the central part.
