Water Only cyclones were introduced into commercial operation for cleaning of metallurgical and steam coal around 1950. Since its original introduction as a primary cleaning device, the employment of Water Only cyclones as recleaning and scalping devices has also grown in popularity. Examined are examples and uses of the water only cyclone as primary, re- cleaning, and scalping devices for fine coal cleaning. Also evaluated are conditions that should exist to ensure favorable cleaning in Water Only cyclones.

The term phosphate beneficiation often conjures up visions of processing technologies that physically separate the phosphate rock from some impurity and do not result in a change in the chemical nature of the phosphate rock. However, when we consider hydrometallurgical processing as a phos¬phate beneficiation technique we have to include all chemical treatments that convert phosphate rock into a more useful product. With most of the phosphate rock mined being used for fertilizer pro¬duction, the best known and most widely employed hydrometallurgical process is wet process phospho¬ric acid manufacture. In general, all phosphate rocks are so insoluble that there is no physical treat¬ment that will allow the phosphate content to be used by vegetation in a timely manner. However, after chemical treatment, 100% of the phosphate is readily available for vegetation nutrition. If there is a chemical beneficiation process that could be considered the standard method of treat¬ing phosphate rock it would have to be the wet pro¬cess for phosphoric acid production. In this process finely ground phosphate is reacted with sulfuric acid to give phosphoric acid and phosphogypsum. The phosphogypsum crystals are removed from the phosphoric acid solution and discarded; the phos¬phoric acid is further processed to give the finished fertilizer product. The primary reason that this pro¬cess was adopted so widely is because the phosphogypsum solid that is formed can be easily separated from the phosphoric acid, thereby removing the calcium portion of the phosphate rock and the sul¬fate portion of the sulfuric acid. Other acids have been used to treat phosphate rock but nitric acid is the only other acid used commercially. Nitric acid gives a mixture of phos¬phoric acid and nitrates that can be further pro¬cessed into N-P fertilizers, but the range of N/P grades that can be produced is limited. Hydrochlo¬ric acid has been used to react with phosphate rock, and it can be used to generate a pure phos¬phoric acid but only after solvent extraction to separate the calcium chloride from the phosphoric acid. And then there is the problem of what to do with the calcium chloride. The acid that has received the most attention as a substitute for sulfuric acid is phosphoric acid. In this process, the phosphoric acid reacts with the phosphate rock to give a mono-calcium phosphate solution. This process does not dissolve all the impurities in the phosphate rock, and these solids can be removed from the solution before sulfuric acid is added to convert the soluble calcium to insoluble phosphogypsum. Despite all the claimed advantages, this process has not found favor. A suc¬cessful application of this process to treat some of the lower grade phosphate rocks being used today would seem to have some distinct advantages. The Alton Coal project, located in south-central Utah, lies at one point just over six miles from Bryce Canyon National Park. This region of the southwestern United States has been called the "Golden Circle" of national parks and monuments. Can a mine be inserted into this region so that it does not intrude on this spectacular landscape? The Alton Coal Project is a proposed surface coal mine designed to serve as the fuel source for the Harry Allen Power Plant, a 1,000 megawatt generating station planned for a site 25 miles northeast of Las Vegas, Nevada. The mine and the power plant will be connected by an underground pipeline through which coal will be transported in slurry form.

This paper presents a simple method for determining air temperature gradients along a tunnel with time-dependent intake air properties. The variable intake air properties may be the flow direction and rate, air temperature and humidity, and the carbon dioxide content. The transient intake air properties are simulated by a series of steady intake air conditions, using a superposition method. The mathematical model was verified by reduced-scale experiments in the Waldo mine. The method may be usefull in conditions where the computation speed is more important than the precision of the results.

Transportation deregulation and a handful of creative marketing and distribution managers have completely changed the rules for marketing many industrial minerals. Minerals are being trans-ported much farther than in prior decades and at much less cost. Bulk and package terminals are becoming increasingly common as a means to take advantage of freight rate savings and to provide enhanced service to far-away customers. Water and rail transportation are being used increasingly to penetrate markets considered unreachable Just a few years ago.

Introduction The McClure River Processing Plant is located at McClure in Dickenson County, VA. The plant was originally constructed in 1979 as a 600 st per hour facility. The plant is fed by coals from numerous mines in the area as well as a major longwall mine onsite. Coal is processed predominantly for the metallurgical coal market. The original plant was comprised of three separate processing circuits incorporating a heavy medium vessel for the coarse material (+10 mm). Intermediate sized material (10 x 0.6 mm) was beneficiated in heavy medium cyclones, with the remaining fines (0.6 mm x 0) passing to froth flotation for upgrading. The products from all three circuits were combined prior to thermal drying and then stored in silos or ground storage prior to shipment to the metallurgical coal markets. A middlings heavy medium cyclone circuit was also present to rewash the vessel and primary heavy medium cyclone rejects. The original circuit is as shown as Fig. 1 (Editor's note: All figures are reproduced at the end of this paper.) In reasonably close proximity to the McClure Plant is the much older, less efficient Moss 1 Plant, (Chance cone, table, water only cyclone, froth flotation, Fig. 2), which prior to the McClure Plant expansion was processing considerable tonnages of coal. At that time, the McClure River Plant was processing coal at the maximum possible feed rate, and the Moss 1 Plant was finding increasing difficulty in maintaining the stringent quality specifications on its major metallurgical coal accounts. Given the fact that many of the feeder coals to Moss 1 could be moved with minimal difficulty and cost to McClure, an exercise was conducted to evaluate the potential of expanding the McClure Plant. This would result in transferring coals from Moss 1, thereby increasing yield, reducing operating costs, and enabling customer specifications to be met more easily. After evaluating many possible ways of expanding the McClure Plant, we eventually settled on an approach based on the idea of Gallagher at German Creek in Australia (Gallagher, 1986). Our objective was to increase plant capacity by removing the coarser size fractions (0.60 x 0.15 mm) from froth flotation and at the same time eliminating the finer fractions (1.25 x 0.6 mm) from the heavy medium cyclone circuit, thereby allowing these circuits and therefore the plant as a whole to increase its capacity. These size fractions (0.60 x 0.15 mm from froth flotation and 1.25 x 0.6 mm from the heavy medium cyclone circuit) would be treated in a new spiral circuit. After desired evaluation of the various circuit capacities, including desliming screen, clean coal filter and thermal dryer capacities, etc., it was concluded that we should be able to maintain high levels of processing efficiency in the existing circuitry while at the same time expanding plant feed rate from a nominal 600 st per hour to 1000 st per hour, thereby achieving the objectives The circuit that was finally settled on is shown in Fig. 2. Several unique features were incorporated in this circuit in an attempt to maximize processing efficiency and reduce maintenance costs. First, the idea of a single-stage spiral circuit was abandoned in favor of a two-stage circuit incorporating rewashing the primary spiral middlings in a secondary spiral (Bethell, 88). The spirals selected were Mineral Deposits Model LD4 units. It was felt, after much previous testing, that spiral middlings rather than being a true middling gravity fraction were in fact a combination of true middlings with a preponderance of misplaced light coal and high-density rock. Consequently the insertion of this material directly into either clean coal or refuse streams (per normal practice) would only lead to loss of efficiency. The operating philosophy behind the design of the circuit was to produce the purest coal and rejects possible by adjusting the spiral splitters. Misplacement of refuse into the clean coal and vice versa would be minimized by taking a fairly large middlings cut. By reprocessing this material (10%-15% of primary spiral feed) in a secondary bank of spirals the misplaced material in the primary middlings would be reprocessed and its probability of reporting to the correct stream greatly enhanced. To minimize fines loading on the spirals, fine aperture sieve bends were to be included. A further novel feature of the circuitry is the desliming/ dewatering system. A philosophy of accepting inefficiency but forcing it to work in our favor was developed. The dewatering screens (Linatex Combis) were chosen not for their ultimate screening efficiency but for their ability to remove slimes (tolerating a fair quantity of oversize in the effluent) and their enhanced maintenance characteristics. Any oversize passing into the effluent, together with the fine coal centrifuge effluent, would pass to classifying cyclones, the objective of which was to reject to overflow (and hence froth flotation) as many fines as possible (-150 µm) without running the risk of losing coarse (1.25 x 0.15 mm) material to oversize. Hence, by a process of producing a "slime free" screen product coupled with a "coarse free" cyclone overflow, sizing efficiency could be maximized. Obviously, recirculating load had to be factored into the Combi Screen design capacity. The spiral circuit as shown in Fig. 2 was installed at McClure River in January 1988. The spiral circuit efficiency was very high immediately, and, after the normal debugging, plant capacity has been increased to the point at which we are currently processing of the order of 1100 st per hour. Test program The performance of the spiral circuit has been evaluated by two major samplings of the entire new circuit, coupled with routine bi-monthly tests on all other major components of the plant circuitry.

The final purpose of exploration is to esti- mate the grade and tonnage of the various qualities of ore contained in a given mineral deposit. This estimation cannot be directly carried out on the whole of the ore body. It usually requires four steps: Core Drilling Campaign The ore body is represented by a series of cores further divided into core sections of equal or unequal length. Core Splitting The core sections are longitudinally split into two halves: the first half is kept for various examinations and physical measurements, and stored for further reference; the second half (core sample) is used for determination of the chemical analysis. Core Sample Reduction The chemical analysis cannot be directly per- formed on the core samples. It requires the constitution of assay portions usually weighing from a few decigrams to one gram (more in precious metals assaying) and passing through a 100 or 150 mesh screen.

Mining employment, gross output, local economic contributions and productivity are typical economic indicators. However, these economic indicators play a much bigger role in the overall capacity of the industry to be heard in decision-making on a national scale. Total mining employment in the USA has decreased significantly in the last 20 years. Gross output from most of the mining sectors has also declined, except in the case of construction aggregate. However, significant gains have been made in productivity. This paper explores these statistics and comments on their overall impact on academic institutions and political decision-making.

Improvements in flotation technology are continually being made in the attempt to achieve the mineral processor's goal of maximum mineral concentrate grade and recovery at zero cost. Technology that cannot be totally proven in the laboratory must be tested under plant conditions either in a pilot plant or in the existing circuit. Problems associated with new technology can be solved effectively by the mineral processor who approaches each of the problems objectively.

Heap biooxidation is an economical means to treat refractory sulfidic ores. However, air flow limitations are a major obstacle in commercialization of this technology. Geobiotics, Inc. has developed a new process for heap biooxidation of sulfide ores that renders the ore more susceptible to bacterial oxidation. In this process, air and liquid flows in the heap are greatly improved by first removing clays and other fine particles from the ore. Gold bearing sulfides are recovered from the removed fines and separately biooxidized. Column biooxidations were conducted on two refractory sulfidic ores from which the fines had been removed in order to improve air flow through the column. Gold recoveries increased from 46% to 90% for a mill grade ore and from 52% to 80% for a low grade ore after biooxidation. Fines and clays in these ores had precluded whole ore heap biooxidation from occurring. This new process addresses the most significant problem of large scale heap biooxidation.

The plant demonstrates many unusual features including: underground collection of leachate, high copper tenors, extensive use of plastics and special corrosion resistant alloys.

INTRODUCTION On April 14, 1994, the joint venture of Kiewit Construction Company and Kenny Construction Company was awarded a 76 million dollar contract for the construction of the New Hampshire Avenue Tunnels in Washington D.C. The Notice to Proceed was given on May16, 1994 and scheduled completion is September 1997. This project is one of five contracts for the Mid-City E Line as part of the Washington Metropolitan Area Transit Authority (WMATA)Greenbelt Route. Once completed, the Mid-City E Line subway tunnels will connect service between the U Street-Cardozo and Fort Totten stations (See Figure 1). The New Hampshire Avenue Tunnels project consists of approximately 6800 feet of twin single track subway tunnels, three vertical shafts, associated utility work and comprehensive restoration work. Section E4b involved two methods of tunneling along the project alignment. The first method consisted of the well known soft ground open face shield driven tunnel and the second method consisted of tunnels driven using the New Austrian Tunneling Method (NATM) . The NATM section of twin tunnels begins at the Buchanan Vent Shaft and proceeds approximately 2630 feet under Rock Creek Cemetery, including the Farragut Emergency Access Shaft and connects approximately 390 feet beyond to the existing Fort Totten running tunnels (See Figure 2). Special considerations had to be given to the portion of the tunnel alignment which passed beneath Rock Creek Cemetery. The analyses and subsequent selection of the tunnel support system were based on anticipated geological conditions and the sensitive tunnel alignment. The New Hampshire Avenue Tunnels project was the second soft ground NATM project in Washington D.C. The first, by no coincidence, was completed at the adjacent Fort Totten Station and Running Tunnels Project by Mergentime/Hochtief, AJV. Currently, on a nearby WMATA jobsite, the J.F. Shea Construction Company has started a third NATM soft ground tunnel. The depressed economic condition resulting from normal cyclic behavior, a more fundamental structural alteration, or both, is a mandate for change within the mining industry. Although several strategies for change have been proposed, the option of applying high technology processes to this smokestack industry offers the greatest opportunity for regaining global competitiveness and a new vitality. Research and development to secure new technologies require a corporate commitment for substantive change, a tech¬nologically enlightened management, a well¬funded and stable science and engineering effort, and a dedicated and motivated technical team--features in short supply in the mining industry today. However, an alternative to in-house development of frontier technologies is available to this beleagured industry through entrepreneurial, high-tech companies. These entities, with their dedicated focus toward product development, motivated and streamlined teams, high productivity and efficiency, and low costs offer a unique opportunity for large corporations to obtain high-tech products and services. These commodities are available through traditional commercial channels and an array of creative business arrangements. The latter offers notable benefits to large companies including windows on frontier technologies and mitigation of risk. Likewise, entrepreneurial companies profit through manufacturing and marketing relationships and an expanded financial base.

This paper discusses the use of froth flotation as a means of removing metal containing species from a variety of feed streams that generally fall into the classification of waste streams. The variability in solid composition, degree of oxidation, water chemistry, and levels of organic/inorganic contaminants associated with waste streams implies that the collector chemicals used in any flotation process must be much more selective than typically required in normal mineral ore flotation systems. Several examples of such work currently underway will be illustrated showing the potential of flotation to upgrade metal-containing waste streams.

This paper will discuss the application of a continuous miner using a fixed drum milling type cutting head for the underground mining of hard rock and salt ores. Continuous mining machines of the ripper chain cutting head, oscillating milling cutting head and boring arm designs have been used in rock and salt applications with various degrees of success. The large boring arm miners have been successful in potash, trona and salt, but they have not been successful in mining rock materials like iron ore. The main method used in underground mining rock materials is the conventional drilling and blasting the ore from the solid. This is particularly true for the harder, more abrasive copper and iron bearing ores. The softer salt based ores of potash, trona and rock salt can use several underground mining methods depending on seam conditions. Several of these methods use underground coal mining equipment that has been extensively redesigned to adapt it for use in mining noncoal materials. Conventional mining methods employ the use of a universal cutting machine to undercut or topcut the ore body before face drilling and blasting takes place to produce a smooth parting of the ore. The boring arm continuous miner is widely used in underground mining of potash and trona ores. It produces a tunnel with a smooth semicircular contour which results in good rib and roof stability. The ripper chain continuous miner is also widely used in mining the salt based ores of potash, trona and rock salt. They are used more frequently in Europe than in the United States and Canada. INTRODUCTION During the various stages of an underground project from inception through design and construction, probably the single factor of most interest and concern is the nature of the ground. The ground conditions more than any other item govern costs and feasibility; and although the methods available for assessing the ground have become increasingly reliable during the past thirty years, it is still very difficult in many cases to predict the behaviour of soil and rock during and after excavation. To help in this ground evaluation process, we have frequently supplemented the boring program with one or more large diameter inspection holes; and during the past eighteen years, seventeen of these holes have been constructed on tunnel projects which we have designed. There are references in the literature to similar inspection holes (1); however, as far as we are aware, no detailed description of them has been published. The behaviour of soil or rock during and after excavation and the effect of ground water on tunneling operations are of vital interest to tunnel designers and contractors. A comprehensive geotechnical investigation is therefore among the early and most important tasks carried out on a tunnel project and the backbone of every geotechnical investigation is the boring program. A series of borings, typically 50 to 100 mm (21 to 4 in) diameter, are drilled from which soil samples or rock core are recovered and the ground water observed.

Their advantages have led to use in both batch and continuous applications. Expert systems in the context of real-time process control, will be defined and examples of their successful implementation in autogenous, semi-autogenous and ball mill grinding circuits will be discussed.

INTRODUCTION The enquiry of the Royal Commission on Health and Safety of Workers in Mines of 1976, known as the Ham Commission after its chairman, Dr. J. Ham , now president of the University of Toronto, was one of the activities surrounding the upturn in the fortunes of the Canadian uranium industry and its markets in the mid-seventies. Although the regulation and licensing of Canada's ten major mine/mill facilities employing six thousand or more uranium mines is a federal concern under the Atomic Energy Control Act, this Commission, which paid particular attention to health and safety in uranium mines, was appointed by the Province of Ontario. Further provincial enquiries in British Columbia, Saskatchewan and Newfoundland have been aimed at quantifying, reducing or eliminating the environmental and health impact of uranium production. This work has created a mosaic of provincial regulation in what is essentially a field of federal jurisdiction. Various organizations of the federal government related to its regulatory function in the uranium industry are outlined in Figure 1 showing the matrices of regulatory, advisory and research activities associated with the exploitation of Canadian uranium resources. A more detailed examination [ ] of the governmental (federal and provincial) activities, commissions, etc., in the Canadian uranium industry indicates a definite parallelism of effort, if not of scale between the two levels of government in the execution of their roles in occupational and environmental health and safety and is presented here to explain the complex stage onto which the Canadian Institute for Radiation Safety has just entered. The development of the Institute and its precursors together with current and planned research activities are described. BACKGROUND Traditionally and constitutionally, natural resource exploitation and its regulation is under provincial jurisdiction; however, the uranium industry has been under federal control since the Second World War when security measures necessitated the creation of the Atomic Energy Control Board (AECB). Health and safety aspects, in terms of inspection, compliance and environmental monitoring are performed on behalf of the AECB by provincial labour inspectors (Saskatchewan and Ontario) and Ministries of Environment. Non-radiation health and safety matters are also enforced under the federal Canada Labour Code by provincial inspectors. In support of licensing and standard-setting functions, major research programs have been initiated and expanded at both the AECB and the Canada Centre for Mineral and Energy Technology (CANMET), formerly the Mines Branch of the Federal Department of Energy, Mines and Resources). CANMET established a Mining Research Laboratory at Elliot Lake, Ontario in 1965 to conduct research and development aimed at improving production capability, providing information on the security of uranium supply and investigating the hazards of mining and their implications for the health and safety of the miners. The provincial route in assessing the costs and benefits of uranium production has attempted to be far more conclusive in nature. While some on-going studies are funded, periodic inquiries by Royal Commission have become the accepted practice. Six such inquiries have been conducted in four provinces and widely differing policies have resulted from their findings and recommendations. For example, while the government of British Columbia in the Fall of 1980 declared a seven-year moratorium on(2) uranium mining and exploration in the province, the province of Ontario's crown utility "Ontario Hydro" financed the rehabilitation of a mine/mill complex at Elliot Lake. The latter instance is not surprising considering that the final report of Ontario's "Royal Commission on Electric Power Planning",(3) concluded that nuclear energy has a continuing role to play in the expansion of Ontario Hydro.

In a large surface mine design, different kinds of mining equipment can be selected. Even though the major purpose of capital investment is to get more profit from mining activities, there are some other complicated factors which influence the selection of mining equipment must be considered as well. A fuzzy evaluation model with fuzzy set theory is proposed in the paper to make a good selection of mining equipment in which different kinds of factors including quantitative and nonquantitative ones can be taken into account at the same time. With the model, mining equipment selection of a large surface mine can take into consideration not only economic factors but also some other factors which play important role in mining system.
