The minerals industry contributes to the economic growth, prosperity and quality of life of nations, particularly in areas where there might be limited opportunities for employment in other sectors. However, notwithstanding their economic importance, the minerals extraction and processing industries are considered to have significant impacts on the surrounding environment. In recent years many mines have implemented modern monitoring technology and modelling of the monitored environmental parameters to provide scientifically proven indicators about the state of the environment. The flexibility required by the minerals industry to respond dynamically to a changing natural, social and economic environment has become a major consideration. Whilst the notion of continuous improvement is embodied within most environmental management systems, what is now required is a structured audit trail which tracks the flow of resources through the production process to the ultimate environmental impact associated with their consumption, transformation and disposal. Imperial College is coordinating an EC funded project, which is developing a methodology to minimise the ?full life-cycle? impact of metalliferous mining projects, adopting an integrated approach to production and process design, and the costs involved. In order to develop a life cycle assessment (LCA) system that will incorporate different types of data related to the minerals extraction operations, a data inventory was designed and coded in an object-relational database model. The calculation procedures accounting for the input/output balance of the alternative scenarios for mining production, processing, waste disposal, monitoring, and their financial implications are being programmed into a software system. This paper presents the rational and innovative aspects of this work. The methodology developed for the life cycle database is illustrated for the mining production and gaseous emissions components of the system.

The Research Council of SME, at its Annual Meeting in Reno, NR, in February 1993, held a Research Forum on Technology for the Future. The Forum's purpose was to find out from the members, particularly those from industry, their opinions on research needed in the mineral industries. Panelists were selected for their breadth of knowledge and connections. Many panelists, in turn, solicited opinions from additional contacts. A similar effort is underway with mineral-oriented schools. A parallel mission has been undertaken by the American Mining Congress (AMC) through its Committee on Technology. In particular, AMC is concerned that the needs of industry be transmitted in a timely way to federal agencies, especially the US Bureau of Mines. This article reports to the SME membership the principal findings of the Research Forum. The article is derived from a full report that is available from SME. Many of the calls for research made during the Forum can be clustered into five broad categories. These categories are discussed in the following sections of this article. However, since the time of the Forum, many reviewers of the full report have noticed that fundamental research was not given much emphasis. The Research Council points out that the Forum was organized around industrial needs. There is a call to the academic and research community to organize a similar Forum. The Council emphasizes that this is not the last word on research needs and that the membership is urged to continue to give ideas and opinions to the SME Research Council. There will be an opportunity at its next meeting during the SME Annual Meeting in Albuquerque, NM, Feb. 22, 1994, for open discussion of this report. Because the opinions were intentionally confined to representatives from industry, the problems portrayed and the solutions sought are from the vantage of an operator. It comes as no surprise that many of the espoused research desiderata seek more efficient or cost-effective outcomes for the various mining activities discussed. The order of the Forum was a straightforward set of mining activities: exploration, evaluation, mining and processing.

INTRODUCTION In May 1984, The Canadian Pacific Railway awarded to the Joint Venture of Foundation of Canada, Ltd. of Toronto, Atlas Construction Co. of Montreal, and S. A. Healy Co. of Chicago the contract for the construction of 27,000 ft of tunnel starting from the east portal. Selkirk contractors, the Joint Venture of Foundation, Atlas and Healy, which had successfully completed for CPR in 1983 the construction of both portal structures for this tunnel, studied several different alternative proposals before presenting its bid pooling each individual company's technical resources and experiences. (Foundation had just completed in association with other companies a similar tunnel project in British Columbia, and the S. A. Healy Co. could provide its experience of more than 40 miles of tunnels excavated by full face boring machines.) Among the alternatives investigated there was a fully circular tunnel to be excavated by a 30 ft diameter TBM, a full section drill and shoot proposal, and a mixed alternative, the "key hole" proposal, consisting of a TBM driven circular top heading followed by benching to design size. Technical, geological and economical considerations determined the alternative that was eventually proposed to CPR. HISTORICAL NOTES The tunnel construction parallels an existing tunnel through the Selkirk mountains that was excavated in 1885. In order to reduce the grade to 1% on the heavily loaded west bound trains, the new tunnel was at a lower elevation and lengthened to almost 9 miles. GEOTECHNICAL INFORMATION CP Rail site investigations began in 1978. The surface rocks in the tunnel construction area are metamorphosed Cambrian and Pre-Cambrian sediments; the underlying formation contains fine and coarse grained rocks presenting different degrees of metamorphism. The current status of the technology leaves many questions unanswered and hence the choice of the best system to employ is open to discussion. Reasons are given for the choice of the reactor system to be built and operated by Davy McKee. The pilot plant has been designed to provide answers to a number of the questions posed by this technology.

"An innovative method to reduce acid rock drainage (ARD) and sediment loading of a recreational lake was used in the Red River watershed in northern New Mexico. The Red River drains a mining district that contains multiple naturally occurring hydrothermal alteration zones that release ARD and sediment to the river during episodic summer rain storms. A lake is near the mouth of the watershed and is filled with water from the river through a sluice gate and diversion. An automated actuator was installed on the sluice gate to close when the river is impacted by high-suspended sediment. Water quality probes were installed at the sluice gate to monitor the river water for turbidity, specific conductivity and water depth. If high turbidity is measured, the sluice gate closes automatically. Remote access is setup with a computer view screen to review the real-time system status. Once the turbidity drops below a threshold, the sluice gate is reopened remotely. The automated sluice gate has successfully reduced the amount of ARD and suspended sediment entering the lake. This reduction has resulted in an improved aquatic habitat for the fishery and benthic macroinvertebrate community. BACKGROUND The Red River is located within the Sangre De Cristo Mountain Range in northern New Mexico. The river drains an area of approximately 190 square miles and spans elevations from 6,600 feet at its confluence with the Rio Grande to its headwaters near 12,000 feet (Figure 1). The river generally flows to the west along most if its length.The Red River watershed includes several hydrothermal alteration zones. The alteration zones were created by intrusion of high-silica granites and subvolcanic porphyries, with associated hydrothermal fluids, into the volcanic rocks of the Questa Caldera. The hydrothermal alteration is also responsible for the molybdenum deposits in the area. Rapid chemical weathering and physical erosion of pyrite-rich hydrothermally altered rocks has resulted in the formation of alteration scars. The alteration scars are characterized by steep, erodible slopes with little vegetation and incised gullies. Debris fans from the drainages containing active alteration scars have formed and typically consist of poorly sorted sand and gravel that is distinctly pale yellow in color. Some of the more prominent scars are located in the Hansen, Straight and Hottentot Creek drainages downstream of the town of Red River."

Conveyor systems are an essential part of many material movements in all conceivable areas of application. They are used to transport goods in raw materials extraction, agriculture, and even articles for daily use. In the process, not only distances of several kilometers but also differences in altitude of several hundred meters are bridged. The layout of the conveyor usually follows the topography at the respective installation site. Particularly in the case of large height differences, safety devices must be provided to prevent uncontrolled movement. Backstops can take over this task in predominantly ascending overland conveyors and are used either as a primary or as a secondary safety system in conjunction with a service brake. They are always used when the system comes to an unplanned standstill, whether due to a power failure, an emergency stop or a defect. When designing backstops, it must be ensured in any case that all conceivable circumstances are taken into account so that failure is ruled out without the product being unnecessarily large in size. Various safety factors are applied, some of which are even prescribed by authorities. One example is the Australian standard on machine safety for bulk material belt conveyors (AS/NZS 4024). This stipulates a redundant acceleration safety device that can absorb at least 150% of the maximum load. Following considerable laboratory studies concerning particulate control systems for underground use, a program was commenced to develop practical real life implementation systems. This program covers the implementation in seven mines of particulate filter systems to 10 engine models from three engine manufacturers in 12 different vehicle types, a total of 24 vehicles. As the program ran, one mine had to drop out and a mutually agreed upon system could not be arrived at for another. Hence, the program included five Canadian mining companies. Several of the vehicles trialed at Brunswick Mining were trialed by Brunswick themselves. Nonetheless, the data is presented. This paper covers the work performed from the beginning to the end of the demonstration program. Data collected to properly select and design filter systems along with technical conclusions of the demonstration are presented. Also presented are the results of a survey that highlights the participating mines' acceptance of the technology.

This paper provides a discussion of the various federal and state laws governing water quality as related to mining operations. The specific laws addressed are the Clean Water Act, and the Arizona Mined Land Reclamation Act. Topics that will be addressed are mine water and process water discharges, storm water discharges, pollution prevention, dredge and fill, spill prevention control and countermeasure plan, and surface water protection. Proposed changes to the laws and regulations will be discussed. Compliance strategies will be suggested to prevent potential noncompliance and enforcement.

Automation and mechanization in mining has no value of its own. It has to be measured in economic terms or in Increased safety or in the utilization of deposits which otherwise were unavailable. The mechanization and automation of workphases in the mining and rock construction process has led to the decrease of manual work. This has had a very essential importance in the countries where the labor is expensive or where there has been difficulties in the availability of labor. The work has become much more efficient. We would like to argue that the need of mechanization has been initiated mostly from the above mentioned reasons. The origin has seldom been the "process" approach or the real need or will to change the way mining is done. Through mechanization bigger unit sizes of machines and operations have become possible and better efficiency is achieved. This has led to new problems as well, but in most cases they have been solved so that better and more economic outcome than before has been the end result. The changes have thus been justified. It is perhaps feasible to state already at this stage that we see that the mechanization andautomation steps in the difficult conditions of mining have been remarkable. There is not a slightest underestimation of the achievements and importance of this development in our mind. Where we are to- day is the result of the experience, know-how and technological excellency of all the parties involved. The natural approach to automation has been through mechanization and automation of individual unit operations and machines. This has been the way as well in manufacturing industry as in mining. There may not have been any other way. The other presentations in this session tell us very clearly of the approach .which the machine manufacturers have taken. They have not done it alone but 'most of the initiatives have come from them. A good use of their present achievements gives many possibilities to increase the, efficiency in mining. We would, however, like to extend the view one step further to the future:

INTRODUCTION The planning process for projects requiring construction of tunnels in urban environments can be highly complex and involves interaction with professionals of many disciplines. Typically the initial step in the planning process is to establish basic design criteria for the tunnel or tunnel system consistent with its intended purpose. Such criteria might include acceptable tunnel geometry, minimum and maximum slope or other associated criteria. Ideally, once the basic criteria have been established, the next step in the process might include establishing technically feasible horizontal and vertical alignment and shaft siting alternatives and developing "ball park" construction and operational cost estimates for the alternatives. Comparisons can then be made regarding the relative technical and economic merits of the alternatives and the most favorable alignment(s) are selected for further study or preliminary design. Typically the last and perhaps the most important task that is conducted during the planning stage includes identifying issues and potential problems to be addressed during the design and construction stages of the project. Many issues warrant consideration during the planning phase of a tunneling project. For the purposes of this paper, these issues can be divided into two broad categories: technical and non-technical. Important technical issues include, among others, general design criteria, geotechnical and geoenvironmental issues, and constructibility issues. Important non-technical issues include, among others, right-of-way and easement related considerations, project scheduling constraints, both short and long term environmental impacts and overall cost/benefit aspects of the project. With respect to influence on the planning process, these two groups of issues often cannot be separated completely. Throughout recorded history, underground fires have plagued mining operations. Compared with other hazardous situations in underground mining, a fire can become a global problem by swiftly spreading deadly carbon monoxide and other products of combustion (POC's) throughout the whole mine, often without warning. Experience has shown that when fires are detected and located in their early stages, they are much easier to control and proper escape routes can be more intelligently selected. Recent advances in sensor and data communication technology have made reliable mine fire .detection system installations possible. Unlike building construction. in a mine, it is impractical to install detectors at every desired location. Abandoned workings and unsafe locations preclude sensor installations from both safety and economic standpoints. The net effect is that some fires are detected and located early while the location of others, even if detected early, remains unknown too long for effective evacuation and fire fighting.

Mining engineers in charge of open pit mine planning very often face decision making situations dealing with the selection of the most economical method for the removal of overburden. Ripping versus conventional drilling and blasting are the options considered. The choice of a particular overburden removal method depends upon the physic-mechanical properties of the overburden material as well as the various cost factors involved in the process. The analysis of techno-economical factors involved in different methods of overburden removal needs detailed study and investigation by a technical expert. But the expert system "Fragmentation System Design" has been created in a way such that it will help and expedite the decision making process relating to overburden removal in surface mines. Furthermore, this expert system can be used for detailed design aspects of overburden removal in open pit mines.

There are many aspects of a grinding mill supply and installation that can result in the mill not operating as intended, resulting in unplanned shutdowns, poor reliability and headaches for all concerned. One of the largest aspects, both in criticality and physical mass, is the mill foundation; if not properly specified, designed and constructed the mill operation will be compromised. The mill foundation starts with the design specification and loading diagram supplied by the mill builder. The importance of understanding these documents and how to apply them is critical for the start of any mill project. When designing mills with a GMD the foundation must be properly modeled to ensure that all interactions of the mill and motor structures, foundation and subsurface strata behave in the intended fashion. All of the previous efforts can be laid to waste if the construction of the mill foundation is poorly handled. Mill foundations are typically the most massive concrete structure at a processing plant and can easily cause nightmares for inexperienced contactors. This paper explores some of the more important facets along the lifecycle of the grinding mill foundation.

Polish power industry is based on brown and hard coal combustion and transferring the heat into electric power. Over 99% of lignite is used as a fuel in power plants. Lignite is mined on in open pits. Therefore very deep (for example 300 m in Belchatow open pit) excavations having great volume are formed. Thus such type of mining has the impact on land degradation. In order to reduce this effect, at the earliest possible moment the cap rocks are dumped in the pit but at the safe distance from the mining face. Due to the big amounts of lignite delivered to the power plant, there are shortages of solids for filling the pit after completing the mining operations. Geotechnical properties of dumped combustion by-products depend on the lignite type, combustion technology and ashes haulage methods. The paper presents lignite combustion methods used in Poland and their impact on properties of ashes and methods of their transport determining the parameters of dumped wastes. Geotechnical, physical and chemical test results concerning transport and deposition of hydraulically active ashes from the Belchatów power plant are presented. The critical role of geotechnical properties in selecting the deposition technology and post mining management of open pit excavations was showed. The importance of filling the post-mining spaces for restoration the useful function of brown fields and for neutralization of negative effects of mining activity, was underlined.

Since geologic anomalies are one of the governing factors of instability of underground openings, it is extremely important to know in advance the locations and extent of these anomalies such as faults and weak zones. At an underground coal mine in the Black Warrior Basin, core drilling was conducted to find a fault in an area where they were planning to locate longwall panels and possibly a shaft. Core logging did not provide sufficient information to delineate the exact location, strike, and dip of the fault. However, a high resolution reflection seismic study successfully solved this problem. This experience proved the seismic exploration technique could be used for premining coal exploration by reducing drilling costs and providing more accurate and detailed information about geologic anomalies.

Of these, 11 were in the industrialized world, 13 in the Third World. By 1985, the number had dramatically surged to a world-wide total of 145, with the greatest growth among the developing countries to 110, an increase of almost 1000%.
