Philip M. Hocker is president of the Mineral Policy Center (MPC), a Washington, DC-based, non-profit organization formed to "address the environmental problems that are caused by mineral development in both the hard-rock mining and onshore oil arenas." Hocker has been involved with resource development and environmental policy issues since the 1970s. He has been a plaintiff in several lawsuits regarding environmental management of federal onshore oil and gas leasing. He was also active in the 1987 campaign to pass the Federal Onshore Oil and Gas Leasing Reform Act. Hocker served on the board of directors of the Sierra Club from 1980 through 1986. He is also a member of SME and spoke at the welcoming luncheon and keynote session of the SME Annual Meeting and Exhibit, Feb. 14, 1994, in Albuquerque, NM. In his role as president of MPC, Hocker has become a major player in the ongoing battle concerning mining law reform. And, while the mining law issue is the most visible and controversial issue confronting the mining industry and MPC, Hocker's organization is also active in clean water reform and other public policy issues that concern natural resource development and the environment. Hocker and MPC invoke a wide spectrum of reactions from the mining industry, most of it negative. Even so, the editors of ME decided that SME members should hear from Hocker his views on domestic mining, including mining law reform, clean water legislation and other environmental issues facing the industry.

Introduction There is a continuing search by government and industry for new mining methods that increase production, improve the working environment, reduce labor intensity, enhance recovery effectiveness, improve the reclamation process, streamline the flow of material, and reduce the unit cost. Hydraulic extraction and transport methods have outstanding potential in several of these areas. For example, hydraulic fragmentation produces a significant reduction in respirable dust. The inherent simplicity of hydraulic mining equipment and the resulting high reliability are recognized. Tool wear can be virtually eliminated. There is great flexibility in the size, shape, and orientation of the mineral deposit that can be mined. The cutting, gathering, and transport operation can be controlled remotely, providing more safety for workers. The threat of tool sparking and the resuiting dust or gas ignition are also eliminated. Although hydraulic mining was introduced in the US before the turn of the century, it has not gained the degree of acceptance found in other countries such as the Soviet Union, China, Germany, and Canada. The Hydraulic Mining Research program, initiated by the US Bureau of Mines in 1958, and the subsequent research by others has provided much of the basic technology required to spur the development of these methods into a viable extraction alternative. This article updates the development of hydraulic mining in the US. Particular attention is paid to monitor mining, the long-wall hydrominer, borehole mining, and the semi-autonomous mining system. Whenever the particular mining method is also being developed in other parts of the world, a brief description of the world-wide state of the art is given. Finally, allied studies designed to optimize these mining techniques are described. Hydraulic Monitor Mining Since 1958, the US Bureau of Mines (USBM), the Department of Energy (DOE), and other government agencies have funded more than a dozen programs to investigate the potential of hydraulic monitor mining. For this method, water is directed on the coal face from a monitor nozzle. Sufficient velocity is used to cause local fragmentation (Fig. 1). Coal particles are washed from the face to a trough. They are then flumed to a collection point. Oversized particles are directed through a breaker and then into the troughs. Monitor field tests were conducted in the 1960s in bituminous and anthracite coal at the following locations: • Rosylin No. 9 mine, WA (Nasiatka and Badda, 1963); • Rosylin No. 10 mine, WA (Price and Badda, 1965); • Sugar Notch mine, PA (Buch, 1964); • Thomson Creek mine, CO (Palowitch and Malinka, 1964); and • West Lebanon, PA (Fowkes and Wallace, 1968). Part one of this two-part series covers conceptualizing and developing a maintenance information system. It explains what information is necessary to manage such a system. Next month, part two will discuss using this type of system with administrative information, including error and absentee reports as well as open work files. Introduction There is no doubt that quality, timely, and accurate information can make a solid contribution to maintenance cost reduction objectives. Yet, despite obvious benefits, methods being used to acquire information systems are proving costly, frustrating, and often unsuccessful. Those needing the information are disappointed. Mine managers, hoping to reduce costs with quality information, are instead seeing no system, no savings, and massive spending on information endeavors of questionable benefit. Options Any software vendor will happily sell you his program. Numerous mining organizations, having "gone to the cleaners" themselves, will gladly make their programs available to help cover huge trial and error development costs. Any package can only be a generalization. Any program bought from some other organization must undergo numerous modifications to make it work properly. In the process the initial cost is doubled. Many mining maintenance organizations do not know how to go about the task of conceptualizing, developing, installing, and effectively using a maintenance management information system. Consequently, many have hedged their primary responsibility of specifying what information they want, how they will get it, and how they will use it effectively. Into this void have jumped many who claim they can help. But some may not understand the special information needs of maintenance in the mining industry. By default, the whole scene of maintenance information systems has become confused and in need of clarification. A Starting Point Four broad phases are used to organize the steps by which maintenance acquires an effective maintenance management information system and initiates its use. Conceptualization is an identification of needs, factors that influence development, and an assessment of support for the system. Development is a plan of action for bringing the conceptualized information system to life. Consideration is given to the practical aspects of collecting field data, processing it, and converting it into useful information. Implementation consists of those actions by which the newly developed system is integrated into the organization and put in the hands of its personnel so that its value can be derived. Use addresses the means by which personnel use the information to accomplish maintenance improvement objectives. These phases are preceded by establishing the need for the information system. They are followed by a requirement to measure its success (Fig. 1). Conceptualizing the Information System Responsibilities - The information system user must acquire the system best suited for its use. A step-by-step process is essential to avoid many serious problems than can easily occur. The most important step is to clearly identify its objectives and lay out a course of action to achieve those objectives. The major reason for the failure to achieve information objectives is not carrying out this responsibility. Maintenance cannot delegate the task to data processing. The 2025 Women in Mining USA National Conference, held April 15-18 at the Grand Hyatt Riverwalk in San Antonio, TX, brought together hundreds of professionals for a fourday event focused on empowering women and creating space for all individuals in the industry. Under the theme “Empowering the Future of Mining,” the conference served as a dynamic platform for professional development, knowledge-sharing and cross-sector collaboration. Organized by Women in Mining USA (WIM USA), whose mission is to foster equity, sustainability and leadership in mining, the event featured an extensive agenda including workshops, keynote speeches, panel discussions and networking opportunities. Attendees ranged from industry veterans to emerging professionals and students, united by a shared commitment to progress within one of the world’s most essential and traditionally maledominated sectors.

The following is a summary of the Robert E. Murray Innovation Lecture on “Sustainable Copper Mining Flowsheets and the MissionZero Mine” presented as part of the keynote session on Feb. 23, 2026 during the MINEXCHANGE 2026 SME Annual Conference & Expo in Salt Lake City, UT. As the world accelerates its transition to renewable energy, the appetite for critical minerals such as copper, lithium, nickel, rare earths and graphite has never been greater. Forecasts suggest that global mineral demand will double by 2050, driven by the proliferation of electric vehicles, renewable power infrastructure and digital technologies. This surge presents not only an immense opportunity but also an unprecedented challenge. In a world where every ton of ore processed and every liter of water used is scrutinized, how can mining deliver more with less, while meeting tightening environmental and social expectations? Traditional mining methods, developed for an era of abundant, high-grade ore and looser regulations, are struggling to meet today’s demands. Declining ore grades, volatile markets and the imperative to shrink environmental footprints have rendered traditional mineral processing practices unsustainable. The sector thus finds itself at a decisive juncture, caught between the need to fuel the green economy, defense and artificial intelligence (AI) infrastructure, without compromising the planet’s future. Balancing these competing demands requires a paradigm shift in technologies and processes. FLS has responded to this challenge with MissionZero: an ambitious, holistic initiative to develop flowsheets for the future of mineral processing. This systemic approach aligns operational excellence with environmental responsibility. Integrating innovative technologies, digital intelligence and commodityspecific process designs, it offers mining professionals a roadmap to meet both production targets and sustainability goals. At the center of this approach is the belief that a more sustainable mining requires more than incremental improvement; it demands a fundamental shift in how we extract, process and manage resources. By developing tailored flowsheets for copper, gold, lithium and tailings reprocessing, FLS aims to set a new standard for efficiency, circularity and environmental stewardship. The message is clear. We must achieve more with less: less energy, less water, less waste.

The Republic of Monte Negro (a member of the Serbia and Monte Negro federation) has 26 different mineral raw materials, 4 of which are recoverable and 22 unrecoverable. At present, 12 types of mineral raw materials are exploited. Based on these resources more than 80 facilities were built for the production and processing of mineral raw materials. The most significant of them are coal, bauxite and decorative and technical stone. Bearing in mind that all the mentioned mining facilities have significant impact on the living environment, and that Monte Negro was declared the ecological state, the objective of this paper is to present the experience acquired from this field of science.

The Kelsey Centrifugal Jig is an enhanced gravity concentrator capable of separating fine minerals and/or minerals with relatively small differences in specific gravity. Since the first commercial installation at the Renison Bell tin mine in Australia, development and improvement in hardware has continued, including the introduction of the high-capacity J1800model Kelsey Jig. The Kelsey Centrifugal Jig is widely applicable to fine mineral recovery duties, with key application areas including mineral sands, tin, gold and nickel. Other areas of application include: iron ore, base metals, chromite, PGMs, soil remediation and scheelite. The latest developments on the Kelsey Jig are discussed together with a review of recent installations involving: • Fine gold / sulphide recovery from leach tailings • Magnesium mineral removal from nickel sulphide concentrates • High-grade zircon recovery from plant tailings

Activities in the mixed sulphides industry, such as mining and beneficiation, cause adverse impacts to the environment due to excavation, treatment and disposal of low-grade ores and tailings containing residual sulphide minerals. The greatest impact is caused by the oxidation of sulphide phases contained in the tailings and waste rock and the subsequent production of leachates characterized by low pH and high concentration of heavy and toxic elements and sulphates, called acid mine drainage, that contaminates soils, surface- and groundwater. Therefore, rehabilitation of these sites is required in order to render these pollution sources inactive and minimize environmental impacts. The calculation of risk, based on acid mine drainage probability and magnitude of consequences at the disposal sites offers engineers, environmental scientists and authorities a valuable tool for the selection and application of the best remediation technology. Several parameters, such as the chemical and mineralogical properties of the wastes, the most probable pathways the contaminants follow, the potential receptors and the exposure scenarios have to be taken into account. Therefore, risk is the most critical parameter in decision-making regarding management of mining wastes and rehabilitation of disposal sites.

Many a deposit estimation has been carried out since geostatistical methods were first implemented. To date however few mining programs have totally been completed and even fewer comparisons can be drawn between estimated reserves and extracted ore tonnages. Aluminium Pechiney work a number of bauxite mines in Southern France. As from 1969 they modified their deposit estimation methods, giving up traditional approaches and opting for geostatistics. At that time, the authors of this paper were entrusted with the first geostatistical estimations and in particular, those concerning the deposits mentioned herein. Over the past decade a number of deposits have been worked out and we thought it interesting to report about comparative results. French bauxite deposits are of the karstic, as opposed to the lateritic, type. The bauxite, formed at some distance of the present-day deposit, was brought to and trapped in limestone karst pits. Subsequent physical and chemical alterations may have taken place : silica and carbonate drifts, recent karst slips. The morphology of these deposits is often rather complicated. The deposits are small from a few hundred thousand to a few million tons at the most. The overburden thickness usually precludes open mining. Mining investments and financial risks are often high, making it necessary to obtain optimal information on the deposit considered for mining. For the three cases brought up in this paper, deposit sizes, exploration methods and conclusions differ. They are brought up mainly to show the advantages inherent to a quality geostatistical study and the lessons drawn by Aluminium Pechiney.

The chapter describes how several OR techniques assisted the planning of a major new UR project. A computer system was developed to analyze reserves distribution and potential of possible underground layouts, to assist in choosing the location and size of access points. Manpower requirements of each proposed working plan were assessed and matched with the potential recruitment of skilled and unskilled labor. Computer simulations were used to determine the optimum capacity for coal preparation plant and surface bunkerage. For the overall assessment of robustness, financial modelling and risk analysis techniques were adapted to the special requirements of new mines.

Two three-lane highway tunnels, 700 and 2900 m long, make up the driven tunnels portion of Melbourne City Link. Tunnel construction, using design-construct delivery, commenced in May 1996. Construction required excavation through varying rock conditions; temporary support included ground freezing, pipe-spiling, steel sets, and rock bolts. Permanent support for the tunnels required both drained and undrained tunnel cross sections using unreinforced concrete. This paper reviews the construction methods, and highlights some of the not-so-standard designs developed while construction was underway.

We will introduce the Small Business Liability Relief and Brownfields Revitalization Act, which is an amendment to CERCLA and the types of sites it includes and excludes, especially as related to mine-scarred land. We will also describe the types of available funds, whether they are competitive or not, what entities are eligible to receive them, and how to access them. We will introduce the legislation’s liability provisions; for example, the recently issued interim guidance clarifying some of the conditions that contiguous property owners, bona fide prospective purchasers, or innocent landowners must meet to qualify for the liability limitations provided in the Brownfields Law.

The objectives for closure of a hard rock mine include minimizing long term environmental liability, attaining regulatory compliance, and maintaining geotechnical stability, while closing as cost-effectively as possible. Proper planning for closure should come during the feasibility study, design and permitting phases, and during operations as updates. The lack of a proper or updated closure plan can result in severe environmental and economic consequences. Effective mine closure is the result of a combination of innovative concepts, long-term commitments, and multi-party cooperation. The purpose of this paper is to discuss concepts, commitments, and cooperation as they relate to an effective closure plan.

Minpro International has developed an innovative, flexible¬shaft impact crusher that produces glass aggregate from mixed¬color, post-consumer glass. The crusher operates with low power and generates a subangular aggregate, with minimal fines. Output is screened to yield sized aggregate, which can be used directly as surfacing material in Owens Corning's shingle process. Metal, plastic and paper waste is preferentially removed by the Minpro system. Duval County and the City of Jacksonville collect more than 12,000 tons of glass bottle waste per year. It is anticipated that a successful end-use application by Owens Corning, will allow increased collection and cost-effective glass recycling in north Florida.

The research deals with the study of the quality indicators in the productive process and its use for the consuming market, for two types of ores: industrial sand and crushed stone. Companies who represent the profile of the São Paulo producing market in its respective modalities well produce the selected cases. The development of the studies have to be, for the application of consistent methodological models of the fundamentals of the Engineering of Quality, especially how much to the statistical control of processes and its trustworthiness, of form that the results of the research can serve as referential in the boarding for other generic cases of the mineral industry.

A new magnetic liner, with unique magnetic circuit and novel structure designs, was developed. It was characterized by light weight, low noise, as well as corrosive and abrasive resistance. The wear rate of the magnetic liner was one twentieth and one ninth those of the manganese-alloy steel and rubber ones respectively. The forming mechanism of the protective layer and that of influencing factors on magnetic liners were also investigated. The research results could not only instruct using magnetic liner, but also widen their application.

The offered technological line includes a flotation pulp air conditioner operating on the impact-mechanical effect and two column apparatuses with a descending pulp-air flow mounted in series. The technology developed makes it possible to increase considerably the valuable component in the concentrate simultaneously with a reduction in energy consumption for the flotation process. The experience achieved with the technology showed the possibility for obtaining sulphide silver-bearing ore superconcentrates with the noble metal content 2-10 times higher than that in the concentrates obtained by the conventional technology. The same results were obtained in the process of calcium-bearing boron-silicate ore-dressing.

A study was conducted to compare physical and numerical models of the block-caving mining method. Results from the numerical analysis closely simulated the blocky behavior of the physical model, including bridging and interlocking of the simulated orebody during draw. The draw-down patterns and the rate of draw developed during numerical modeling also closely simulated the physical models. An unexpected result from the numerical modeling was the development of a zone of downward deflection which preceded the development of the zone of material movement.

A comprehensive model has been set up for surface mine long range planning. It is a system simulation model based on the oriented graph theory. Via this model, a series of mining results such as mineral and waste volume, mineral quality, mining intensity, material haulage distances, dumping area parameters and mining coat for different mining alternatives, can be derived and optimized. This model has been applied to 37 mining alternatives in several surface coal mines and proved mathematically correct and results reliable.

This paper deals with experimental work to improve the settling and filtration characteristics of an industrial sludge from an iron-ore mine using synthetic polymeric flocculants. The experimental work consisted of the characterization and evaluation of suitable flocculants to enhance settling and filtration rates. The optimum dosage of the flocculants were determined. The experimental results revealed that the settling rate can be increased many times, compared to untreated sludge, by using a suitable combination of flocculants. Compared to cationic and nonionic flocculants, anionic flocculants were found to be more efficient in sludge flocculation. The synergistic effect of two anionic flocculants produced the best settling conditions. Filtration test results also reveal that suitable flocculants can improve the dewatering characteristics of the slurry.
