Mines, miners and mining figured in the revolutionary birth of the USA. This occurred with a little help from General Washington's friends, the French. When the colonial minutemen confronted King George's "bloody lobsterbacks" at Concord, MA, in April 1775, the resulting "shot heard around the world" resounded in Versailles. France was sympathetic to the patriot's struggle. Before the Lafayettes shipped out, came French muskets and powder... but not many musket balls. The Continental Congress issued orders to get the colonial lead out for shot and shell. Colonial mining enterprises had been chiefly local affairs, cheaply supplying product to the surrounding communities. Since wood was accessible for fuel, coal had not been exploited.

Poor plant start-up performance is usually blamed on poor design and unsatisfactory equipment. But, in most cases, the real cause of poor performance is inadequate preparation for operations and maintenance. Inadequate maintenance preparation, unlike inadequate operations preparation, will not immediately manifest itself in a new plant. However, not taking advantage of the window of opportunity afforded a new plant to organize the maintenance operation ensures that the new equipment honeymoon is unexpectedly short. Also, once a plant has entered a “breakdown mode,” it is extremely difficult to turn around.

In its 110-year history as a mining camp, the Boleo copper district of Baja California has weathered significant changes in its operation, ownership, and profitability, despite an inhospitable environment and unique ore body. For some 65 years, under the operation of Compagnie Boleo, the area ranked as the second largest copper producing district in Mexico, with over 560 km of underground workings. As its ore grade-and profitability-declined, operations continued sporadically and with varying degrees of success. Today, operations at Boleo are maintained -despite the economics -while work is underway to devise a viable metallurgical process. Lab tests on a hydrometallurgical method look encouraging and, though this may end the district's days as a mining camp, the feasibility of the process may result in an 18-kt/d full-scale operation.

With increased levels of automation, capitalization, and empowerment of citizens, the traditional axis of labour versus capital or national government versus capital, upon which the allocation of benefits from a mining project was traditionally based, has shifted primarily to a capital versus community axis. In light of this paradigm shift, it is critical for the sustainability of mining that economic indicators be considered at the pre-feasibility, feasibility, and permitting stages of a project. Such indicators should emphasize the ?ripple effect? of the economic impact of a capital-intensive mining investment on a region due to outsourcing, as well as the diversified spin-off opportunities and the technological advances that can be exploited by local communities.

In 1989, William A. Vogely created the Mineral Economics and Management Society (MEMS). He did this after SME disbanded the Minerals Resource Management Committee, a group dedicated to technical programming of minerals economics and management issues. A few years later, SME reinstated this committee. MEMS held its fourth annual conference "Mineral resources: Managing dilemmas and opportunities," in Boulder, CO March 9-11, 1995. Some of the MEMS programs are similar to the Minerals Resource Management Committee programs. However, MEMS conferences cover more diverse issues. These include minerals policy, environmental legislation impacts on the minerals industry and minerals economics issues. The 1995 MEMS conference included six sessions and three distinguished speaker addresses. Papers topics included US and Canadian mineral policy, financial strategies for managing mining companies, Latin American mineral investment opportunities, quantitative economic modeling and the impact of environmental interest groups on the minerals sector in the United States and Canada. One session was dedicated to students who competed for $1900 in prizes for outstanding papers.

In 1969 Holosonics designed and developed a portable system for conducting acoustical surveys in metal mines, with lead-silver veins as the principal targets. Recently this system has been proven useful in describing rock structures for advance geologic information in civil engineering application and underground construction applications. This paper discusses a case history of acoustical surveying from a series of pilot drill holes in an advancing tunnel. In acoustical surveying a pulsed acoustic signal is used to generate reflected signals from the rock formation. Arrival time, amplitude and phase of the returned signals can be determined. These data became the basis for a signal correlation program designed to relate the signals to their respected pseudo-planar reflecting interfaces. An application of acoustical surveying has recently been conducted in a portion of the excavation for the Washington Metro Area Transit Subway. The data results and conclusions of the program are discussed in the paper. Acoustical surveying was successful in predicting the occurrence of major jointing and foliation plane shearing ahead of the tunnel advancement.

Introduction Charles III, Holy Roman Emperor and King of the Austro-Hungarian Monarchy, established one of the first mining schools in Europe on June 22, 1735, in Selmecbanya (Schemnitz in German and Banska Stiavmica in Slovakian). The old city, built around the ancient gold mines, is shown in a contemporary engraving in Fig. 1. Charles' historical decree consisted of 13 chapters and included: the deed of foundation, the definition of grants, instruction for educational policy and curriculum, disciplinary rules, and the appointment of personnel. The first professor of the school, Samuel Mikoviny, gave his first lecture the same year, in December 1735. The 250th anniversary of the establishment of the School of Mines was celebrated Sept. 2-4, 1985, in Miskolc. It was attended by representatives of other Hungarian and of several foreign technical universities. A silver medallion (Fig. 2) was issued to commemorate the occasion and a series of lectures

After several operational improvements to FMC's Westvaco Mine Longwall, an ergonomic and operational bottleneck resulted at the mobile belt tail/rigid conveyor junction. Ergonomic hazards, cutting time losses, and spillage problems near the belt tail were identified and targeted for improvement. FMC Westvaco, consulting with FMC Material Handling Division, corrected the bottleneck using an expandable/retractable conveyor system to fill the gap between the mobile belt tail and the rigid conveyor structure. This paper explains the operational expectations, defined before; the challenges, encountered during; and the real outcomes, measured after the installation of an expandable/retractable conveyor system.

A combination of a slurry trench with dewatering successfully controlled groundwater for a large sloped excavation immediately adjacent to the Arkansas River. The Murray Hydro Electric Project required excavation through sand and gravel to bedrock, 85 feet below high water in the River. The perimeter system of deep wells pumping up to 25,000 GPM (1,600 1/sec) lowered the water level to 15 feet (4.6 m) above bedrock. A short soil/bentonite slurry trench near the toe of the slope cut off the residual head. The method cut six weeks from the critical path. Design of the slopes and the dewatering system demanded high safety factors because of risk to existing Lock and Dam No. 7. A localized pocket of soft organic clay was supported by a rock filled bolster. A major flood event was successfully withstood. The method can be applied to large civil excavations and open pit mines.

One of the most challenging and ambitious dump rehabilitation projects in South Africa’s mining industry is being carried out at Greenside Colliery’s smoldering coal dump, which lies adjacent to the N 12 Johannesburg-Witbank highway. Greenside Colliery is the largest coal mine in the Gold Fields Group. It began operation in 1946, the year in which the burning dump had its origins. Today, Gold Fields plans to spend R16 million (about $USS8 million) to encapsulate the dump, bringing it into compliance with South Africa’s Mining Environmental Management Programme, according to Martin Hamer, engineering manager of the Greenside Colliery. The improved environmental management approach will result in reduced sulfur dioxide gas, smoke and dust emisson into the air and an enhanced aesthetic appearance of the dump from the N 12 highway. The objectives of the project are to place and compact coal discard to within the National Institute of Coal Research specifications in order to prevent spontaneous combustion, and to preserve as an asset the coal portion of the discard.

The Massachusetts Bay Transportation Authority (MBTA) has undertaken an under-ground transit project to extend public transportation service from downtown Boston to the South Boston Piers area. This new system, known as the Transit way, will connect existing subway lines to this area which is comprised of approximately 300 acres, in light of the potential for 21 million square feet of development by 2010. This system includes construction of a concrete immersed tube tunnel crossing of Fort Point Channel. The crossing will be accomplished in the highly congested setting of down-town Boston and will be located just to the north of the famous Boston Tea Party ship exhibit and amid major Central Artery Construction activity. The most recent concrete tube constructed in the United States was in 1962. The Fort Point Channel Crossing will employ current design and construction methods commonly utilized in the Netherlands, Australia, Hong Kong and elsewhere. This paper will present the design philosophy, planning, and evaluation of alternative crossing methods which led to the selection of the concrete immersed tube tunnel and construction techniques envisioned for this particular application.

The 1982 recession set the US mining and metals industries reeling. Will the oncoming recession of 1991 hit as hard? Probably not, thanks to a shallower downturn, a weaker dollar and remarkable lower costs. Effects of the last recession That the 1982 recession was traumatic to the American mining and metals industry is an understatement. Quantities of metals consumed dropped. Metals prices fell despite continuing general inflation. The resulting real gross revenues of producers of each of the major metals plunged, in the trough of 1982, to levels one-fourth to two-thirds of those of the peak of 1979 (Table 1). By contrast, most industries in the United States were not hit anywhere nearly as hard. Real GNP, the aggregate of all production, slipped only 1 % from 1979 to 1982. Metals are most sensitive to the business cycle because of their applications. All metals but gold are raw materials to downstream industries. Raw materials are victims of strong fluctuations. This is because buying industries try to hold high inventories in boom periods when goods are in short supply. They reduce inventory levels in buyers markets when suppliers have idle capacity and raw materials are in ample supply.

Peabody Western Coal Co. operates two mines in northern Arizona. The Black Mesa and Kayenta coal mines are unique for several reasons. They both have only two customers: Southern California Edison’s Mohave generating station near Laughlin, NV and the Navajo generating station near Page, AZ. Both mines are close together. Between the two, they ship nearly 11 Mt/a (12 million stpy) of coal. Material is shipped to the power stations in two ways. This first is a 440- km-long (273-mile-long) underground slurry pipeline, the longest in the world. The second is an 11 -km-long (17-mile- long) long conveyor to four storage silos. Product is then shipped by train from the storage silos to the plant sites. Another factor makes these mines unusual. They are both situated in the middle of the 68,795km2 (17 million- acre) Navajo Reservation, home to the Navajo Nation and Hopi Tribe members. Nearly 90% of the Black Mesa and Kayentamines’ 850 employees are tribe members. Peabody Western Coal is the United States’ largest private employer of Native Americans.

INTRODUCTION The Bureau of Reclamation is conducting a research program to investigate, develop, and test polymer-impregnated concrete tunnel support and lining systems for gravity flow, circular cross-section water conveyance tunnels. This system consists of segmented precast rings, backfilled with concrete. Polymer-impregnated concrete is conventional precast concrete which has been impregnated with a liquid monomer. The liquid monomer is subsequently converted to a polymer by thermal-catalytic or radiation methods. The polymer is a solid plastic which fills voids and microfractures within the concrete, resulting in greatly improved strength and modulus of elasticity and reduced permeability, which in turn increases the durability of the concrete. The immediate goals of the program are to develop techniques for the fabrication of precast concrete segments, test single segments to determine physical and mechanical properties, assemble the segments into a support and lining system, load and test the full-scale system, evaluate specific applications, and develop design criteria and construction procedures. Mining has been a significant component of the Appalachian economy for about 200 years. The region continues to be adversely affected by the environmental degradation associated with these past activities. In addition, companies today are being denied permits at sites where acid generation appears likely. And air emission limitations at power plants now threaten the economic health of many moderate- to high-sulfur coal mines. Thus, when considering the environmental impacts of mining coal in Appalachia, it is important to consider abandoned and active mine issues. For example, abandoned mines generate acidic, iron-rich waters that adversely affect more than 6,400 km (4,000 miles) of rivers and streams in Appalachia. In contrast, operations that were active after the enactment of the 1977 Surface Mining Control and Reclamation Act (SMCRA) cause little water pollution. However, the costs of water treatment at such sites exceed $1 million a day. Even where water quality is not dimished, water supplies can be affected by mining. Subsidence-induced fractures can lower water table elevations or drain a surface stream dry. Subsidence can also cause damage to surface and subsurface structures.

Recent events in The Peoples Republic of China indicate that a major effort is underway to increase trade with the western world. Gold production contributes to China's ability to participate in international trade. Consequently, the Chinese government places a high priority on increasing gold production. Many of the operating gold mines in China contain refractory ores that to date have not been efficiently treated. Figure 1 illustrates the description and location of a few of China's major gold mines. China recognizes that the technology necessary to economically treat this ore has been developed in the United States and other western countries. The country has therefore begun to seek assistance in evaluating several potential projects. Organizational structure Gold mining and processing in China is directed by the China National Gold Corp. (CNGC), headquartered in Beijing. The agency has a director in each province who is responsible for exploration, mining and processing. CNGC uses the services of two engineering organizations for metallurgical testing, process development and design engineering for their projects. The largest engineering organization is the Central Engineering and Research Institute for Non-Ferrous Metallurgical Industries (ENFI), also located in Beijing. The second engineering organization is the Changchun Gold Design Institute (CGDI), located in Changchun Jilin province.

Two aspects of tunnel support design are considered, and for both particular attention is paid to the influence of rock failure around the tunnel on the loads developed on the supports. 1) In general it has not been possible to extend analytical methods for the study of rock failure around tunnels to three dimensions. As a consequence it was not possible to calculate either the influence of the face or the actual sequence of support loading as the face advanced. The finite element method made this extension possible. A simplified analysis of the influence of the face and of the sequence of support installation has been made. The influence of the original stress field and of the rock behaviour on the length of tunnel which can be left unsupported (related to the stand-up time) is shown. The degree to which a 2-dimensional analysis can be used to approximate the final support load is shown to be dependent upon the post-failure behaviour of the rock. 2) Tunnel support design requires a knowledge of the forces and of the -rock displacements which cause stressing and deformation of the support system. A 2-dimensional model incorporating a detailed representation of several support systems, of the rock behaviour in the broken zone and of the interaction between rock and support is given. The model allows the calculation of the stress distribution in the support. The significance of the relative stiffness of support and rock on the stresses developed in the support is shown.

Introduction Mine operators are interested in energy conversation in two ways. With our finite sources of energy, we are concerned for future generations. In addition, as mine operators, we want to minimize energy costs. Moving material represents a substantial amount of the energy used in mining operations. Wheeled vehicles are used extensively to move materials. And they derive all their energy from fuel. Energy is also required to overcome the vehicle's inertia, and internal and external frictional forces. Included in the vehicle's frictional forces is its suspension. Tires are an important part of this suspension. What influence do tires have on the overall fuel consumption of the vehicle? Does tire construction affect this influence? As far back as 1896, it was apparent that tires were a factor in fuel consumption. A test was devised in France using a coal-fueled steam-driven auto. The test measured whether there was any fuel savings with the new pneumatic tires rather than of the then commonly used solid tires. The result was a 28% savings in water and a 29% savings in coal on pneumatic tires. Today, the pneumatic tire is accepted, but there are differences in present constructions. Tire Construction: Bias vs Radial There are basically two types of tire construction, bias and radial. Bias tires have been around for about 60 years. Radial tires are more recent. They were developed to improve a tire's ability to withstand higher speeds and loads, as well as to improve tire life and vehicle handling. Another advantage of the radial tire is its lower rolling resistance. This characteristic results in lower fuel use by a vehicle. This has been demonstrated with passenger cars and over-the-road trucks. It is now being demonstrated with earthmoving equipment. A basic description of both types of tire construction should now be reviewed: The casing of a bias-ply tire is made up of crisscrossed textile plies or layers. The cords of these plies run on a bias, from bead to bead. The cords of each ply run on an angle relative to the cords of the adjacent plies. As the tire rolls and deflects, the angle between the cords changes, like the blades on scissors (Fig. 1). The cords of one ply pull one way, and the adjacent ply pulls another, straining each other. The fine coal fraction of a coal stream is that fraction which contains particles essentially in the -28 mesh size range. This fraction will normally first appear, in a coal preparation process, as a result of classification to segregate raw coal into various size components for beneficiation. More specifically, it could appear in desliming screen underfiow, classifying cyclone overflow, and in other process circuit components. It's recognized that the top size of this fraction has been determined more by secondary reasons, such as desliming screen area for the heavy medium cyclone circuit, the dewatering equipment for the fine clean coal, or even the stability of the refuse thickener circuit. Benefits, both economic and environmental, gained by beneficiating the fine coal fraction of a raw coal stream are increasing in number, until today, fine coal beneficiation is a necessity in most coal operations requiring any degree of preparation. This is due to some of the following reasons: • In the past it was frequently more economical to discard -28 mesh raw coal sizes than to recover the coal values from them. Today, mining costs have escalated to the point where all coal values leaving the mine should report to the finished product if possible. • Today's mining methods are producing run-of-mine coals containing higher percentages of -28 mesh sizes. This heavily weighs the economic balance in favor of beneficiating this fraction. As much as 25% of the run-of-mine coal from some mines is in the fine coal fraction. Beneficiation is recommended so that clean coal contained in the fraction can be recovered to reduce the loss of coal values. • Existing and pending environmental regulations mandate that solid fuels now consumed in power station boilers contain almost no pyritic sulfur. This form of sulfur appears in raw coal in the fine coal fraction, but can be removed by coal beneficiation. Environmental considerations dictate that every year, more of the fine coal produced for steam generating purposes in the US be beneficiated. To deliberately discard any portion of the fine coal can only add to this cost, not only in the sense that fewer tons will be recovered but, more importantly, additional tonnage will be diverted to the most capital- and labor-intensive section of the entire preparation plant-the fine refuse dewatering section. It is apparent to preparation engineers that dewatering and ultimate disposal of the fine refuse derived from this beneficiation step is certainly the most difficult technical problem presented in the entire plant design. Therefore, any beneficiation procedure which increases the fine coal recovery, or in any manner decreases the tonnage of fine refuse to be dewatered, is going to be cost effective. Since the -28 mesh fraction contains both coal and refuse particles in their finest particle sizes and thus presents the greatest degree of liberation, one would immediately infer that the highest degree of beneficiation would be achieved. Separation of particles on a table deck* results from differences in specific gravity, plus a number of other interrelated phenomena: size of particles; shape of particles; stratification (consolidation trickling); and hindered settling. The effective use of these factors may be controlled and aided by the following table adjustments: differential action of the drive or head motion; speed of motion; length of stroke; side tilt; end elevation; size of deck area; shape of deck; character of deck surface; riffle design; amount and distribution of wash water; feed water-to-solids ratio; feed rate; and feed uniformity. The typical concentrating table used in the US coal industry is essentially a rhombohedral-shaped deck supported by a suitable subframe. It generally slopes in the direction of the short axis, tilts upward at the refuse end of the long axis, and is differentially reciprocated in the direction of the long axis. This head motion tends to move the particles longitudinally toward the end of the table. At right angles to this movement, wash water (distributed along the high side of the table) tends to move particles down the slope parallel to the short axis of the table. Hence, the natural path of a particle on a concentrating table is from the feed box corner to the diagonally opposite corner of the deck (Fig. 1). There is a natural tendency for heavier particles to sink to the deck of the table and for lighter particles to stay nearer the surface. As a consequence, the heavier particles are carried further along the longitudinal axis since, being on or near the surface of the deck, they are more affected by the table's reciprocating action. The lighter particles, being at or near the top of the moving bed, travel slower in a longitudinal direction and thus separate from the heavy particles. Wash water and the diluting water in the feed cause lighter gravity particles to move down the short axis of the table. The feed material then fans out from the feed box, where it enters onto the table with heavy gravity particles moving in one direction and lighter particles moving in another. By properly adjusting all of the previously mentioned factors, a clear-cut separation is possible between high- and low-gravity particles, or between refuse and coal. Riffles are of great importance to tabling. They create considerably more capacity than is possible with smooth decks, and they are responsible for better separation accuracy. Particles in their downward movement along the deck's slope are delayed behind the riffles. Hindered settling, consolidation trickling, and other phenomena occur as the particles tumble over the riffles and stratification ensues. The heavier particles settle to the deck of the table and are trapped behind the riffles, thus insuring their positive movement toward the end of the table. Since stratification and separation of particles are not complete as a result of any one riffle, a series of riffles are used. The cycle of stratification and hindered settling is repeated from riffle to riffle. The result is purer products as particles fan out and progress forward and downward over the table. The smallest, heaviest particles stratify downward to the surface of the deck more quickly and are carried out by table movement toward the refuse end at a faster rate than coarse, heavy particles.
