Several companies have adopted policies and standards aimed explicitly at increasing ‘local procurement’, recognising that local economic participation has benefits for companies and communities alike. From a corporate perspective, local economic participation is seen as one means of maintaining a social license to operate, as well as ensuring reliability of supply by having a supplier located nearby. From a community perspective, the participation of local businesses in the resource project is a means by which the benefits of resource development can flow into their communities. This paper is based on the research undertaken to produce a good practice guide for the mining, oil and gas sector. Our research revealed that the extent to which the local community will actually benefit from local procurement initiatives is dependent on the capacity of the community to supply goods and services to the project and, even more importantly, on its ability to adapt to the inevitable changes that accompany large-scale resource development. We provide guidance on adapting impact assessment tools to guide planning of procurement interventions.

Since the establishment of the standard dust concentration of 2 mg/m3, a strong effort has been made by mining engineers and researchers to provide better dust control equipment and procedures for underground coal mines. Particular areas of success have been control of dust generation by better coal-cutting strategy, better design of water sprays for dust suppression and air movement, use of scrubbers, and improved design of face ventilation systems. A drastic improvement occurred over time such that the average dust concentrations for continuous miner operators dropped from 6.5 mg/m3 in 1968 to 1.3 mg/m3 in 1980 and for auger, cutter, longwall, and roof bolter occupations from 2.7 mg/m3 in 1973 to 1.6 mg/m3 in 1980 (Niewiadomsky, 1983).

Eldorado Gold Corporation of Vancouver, B.C. owns and operates three gold mines. The Sao Bento underground gold mine in Minas Gerais State, Brazil produced 105,907 ounces in 1997. The La Colorada and La Trinidad open pit, heap leach mines in Mexico produced over 83,000 ounces in 1997. With a deteriorating gold market plaguing the industry throughout 1997 Eldorado had to take critical measures at each mine to enhance gold production while lowering cash operating costs. Each mine had its own unique problems to confront. This case study will discuss three distinct courses of action taken at the three mine sites.

Recently water insoluble alcoholic solutions of alkyl hydroxamic acid collectors have been shown to be particularly effective in the flotation of coarse feed material sampled from phosphate operations in Florida, North Carolina and Utah (Miller et al., 2000). The experimental results indicate that high separation efficiencies can be achieved in single stage flotation with these new collectors. In some cases the concentrate grade reached 34% P2O5 with 93% recovery from single stage bench scale flotation experiments. Critical aspects of the composition and structure of these new collectors are discussed with respect to their effectiveness in phosphate flotation. The wetting characteristics at fluorapatite, francolite, dolomite and quartz surfaces are being investigated with the new collector. Finally, other surface chemistry considerations in the development of these new collectors for phosphate flotation are discussed.

A decanter centrifuge of novel design was developed for the dewatering of fine-solids slurries having micrometer-range particles that form pastelike, flowable, hard-to-dewater cakes. The design combines a compound beach with a cake flow control structure that allows expressed liquid, from the cake in the dry beach region to be returned to the liquid pool while maintaining a high-solids throughput. To provide optimal performance with various operating parameters (i.e., feed rate, centrifugal gravity, pool, differential speed, concentration of feed solids and slurry type), the cake flow control is adjustable. The second part of the beach is preferably at a zero angle. Tests showed that the new design allows increases in solids dryness and solids throughput. Martin County Coal Corporation operates three underground mines and two surface mines on Wolf Creek in Martin County near Inez, Ky. The original underground development was begun in March of 1970. The property being developed is leased from Pocahontas Land Corporation. The A. T. Massey Coal Company, whose offices are located in Richmond, Virginia, is the parent company and sales agent for Martin County Coal. Duke Power Company is the customer who will take all the production from the mines which ultimately are scheduled to produce 2,500,000 tons annually. The Norfolk and Western Railway Company built a 24-mile railroad into this huge reserve of low-sulfur steam coal. Four coal seams, all above drainage, are included in the lease. The Middle Coalburg and Stockton seams are being deep-mined now and it is in three mines that the diesel haulage equipment is used. Those of you who attended the AIME meeting in Birmingham last October or the Diesel Symposium in Pittsburgh in January of this year are familiar with the introduction of trackless diesel-powered haulage equipment into our Martin County mines. I made a presentation at each of those meetings which dealt with our first experience with Wagner Mining Equipment haulage units. These machines are sold exclusively by Lake Shore, Inc. whose offices are in Iron Mountain, Michigan.

The title of my paper today is "public relations challenges for the pending minerals crunch". There isn't anyone in this room who would dispute. That the minerals industry has always had public relations challenges . . . No matter what the circumstances, mineral shortage or abundance. The industry suffers from an image that is second to none in longevity. It defies all actuarial formulas of the past or the future. Never mind that such an image is outdated, distorted, overstated, and reiterated. I submit that the minerals industry had public relations challenges long before there was anything called public relations. This account of egyptian mining practices, recorded for posterity by Diodorus Suculus at the end of the second century, b.c., is indicative. "On the confines of Egypt . . . And Ethiopia is a place which has many great mines of gold, where the gold is got together with much suffering and expense. The kings of Egypt collect together and consign to the gold-mines those who have been combined for crime, and who have been made captive in way . . . Sometimes only themselves, but sometimes likewise their kindred. "Those who have been consigned to the mines, being maw in number and bound with fetters, toil their tasks continuously both by day and all night long, getting no rest and jealously kept from all escape.

I was very glad to see an article on alkali-silica reactivity of concrete aggregate in Mining Engineering. It is a topic that should be reexamined every 45 or 50 years. The last paper (that I am aware of) that examined this topic in Mining Engineering was Rexford (1950), who, at the time, was chief of the Petrography Section, South Pacific Division Laboratory, Corps of Engineers, Los Angeles, CA. The paper was presented at the AIME meeting in Los Angeles in October 1948. Professor Leming's discussion generally reflects the current state-of-the-art; but it provides no references for more detailed information. I wrote a paper titled "How to avoid excessive expansion of concrete due to alkali-aggregate reaction," which was included in the Proceedings of the Second International Conference on Alkali-Aggregate Reactions in Hydroelectric Plants and Dams (Mather, 1995). In it, I emphasized that it was the hydroxide ion (not the alkali ion) that caused the pore fluid in the concrete to dissolve reactive silica, producing alkali-silica gel capable of taking up water, thereby, causing swelling and rupturing of the concrete. Excessive expansion will not occur unless there is a sufficient amount of potentially expansive alkali-silica reaction product and water. However, this will not occur unless there is a sufficient quantity of reactive aggregate and unless there is a mechanism by which the pH of the pore fluid can get well above the normal value of about 12.6. In many cases it is sufficient that the cementitious medium not only contains portland cement but also contains ground granulated blast-furnace slag (GGBFS) or a pozzolan such as fly ash, silica fume, metakaolin, volcanic glass or calcined shale - any of which may have been included for economic reasons. If, however, the person selecting the ingredients for concrete knows that the aggregate is reactive (with no alternate nonreactive aggregate available) and if the person knows that the only available portland cement has a high alkali content (i.e., more than 0.6% Na2O.; Na2e = % Na20 + 0.658 x % K20), then it becomes irresponsible not to establish what reasonable precaution one should take. Professor Leming suggests using one of the following: 30% Class F fly ash, 50% GGBFS or 7% to 10% silica fume. My view is that one should prepare test specimens with the cement and aggregate to be used and then expose these both with and without at least two dosages of each of the various alternative materials (slag, pozzolan and lithium salts), so that the required dosage. to control the expansion is established. Then, economic considerations can dictate the final selection. I would point out to the author that GGBFS is not a pozzolan and is not an admixture, but, rather, it is a latent hydraulic cement. An admixture is, by definition, a material other than hydraulic cement. I commend him for suggesting that aggregate producers should become more active in knowing about the reactivity of their products and the precautions needed to permit those products to be safely used in concrete.

In 1989, United States mine production of barite decreased 13% while world mine production decreased by 8.6%, according to the US Bureau of Mines. Consumption, sold or used by grinding plants, decreased by 21.2%. And imports decreased by 12.8%. The value of domestically produced barite, fob mine, increased 17.4%, according to the Bureau. The declared value cif US port of all imported crude barite during 1989 increased from $38.10/t ($34.56 per st) in 1988 to $40.27/t($36.54 per st). Nevada continued to be the leading producer of barite with 77% of the total, followed by Georgia and Missouri. The Bureau of Mines estimates 75% of the domestic mine production was used as a weighting agent in drilling fluids. The remaining 25% was used in barium chemicals, glass, or as a filler. Most of the production from Missouri, Georgia, and Tennessee was used in the nonoilfield sector. Of the total consumption used by grinding plants and chemical manufacturers, it is estimated that 80% was used in drilling fluids. The other 20% was used in the non-oilfield sector, including barium chemicals and fillers in paper, plastics, and glass. The tonnage consumed in the drilling fluids market decreased due to the lower average rig count during 1989. The average number of rotary rigs operating was 869, 7.2% less than the average of 936 in 1988. Crude barite imports were down 12.8% from 1988. Imports accounted for 73.8% of the barite consumed (apparent) in the US. China continued to be the leading exporter of crude barite ore to the United States with 63% of total crude ore imports. India followed with 27.4%, Peru 4.3%, Chile 2.9%, and Canada and Mexico, each with 1.1 %. About 97% of the imported barite ore was used in the oilfield sector.

The iron ores mined by LKAB in the north of Sweden have excellent beneficiation properties. This gives LKAB a favourable position as regards the production of low silica pellets for direct reduction. LKAB have concentrated on developing and marketing grades of pellets for the Midrex-Purofer-HyL process group, i.e. such D.R. processes which are carried out in a shaft furnace or a static bed using reformed natural gas as a reducing agent. The paper deals with properties and quality demands of iron ore pellets for such processes. Matters such as the effect of the residual magnetite in the fired pellets on the degree of metallization, the amount and composition of the slag phase in the pellets, the mechanism of the disintegration during reduction, the state of swelling of the pellets during the conditions prevailing in these processes, the importance of the porosity, the improvement of the reducibility and lowering of the sticking tendency of the pellets by small additions of suitable additives and the influence of the pellet size are discussed. A special test procedure for D.R. pellets has been elaborated by LKAB. Thus, three metallurgical properties are routinely determined separately, namely reducibility, reduction strength and sticking. The test methods are described. Finally the present and future LKAB pellets for direct reduction are presented with respect to chemical analyses and metallurgical properties.

One-half of the $607 million Conveyance construction portion of the Milwaukee Metropolitan Sewerage District's Water Pollution Abatement Program is completed or under contract. 12,200 m (7.5 miles) of tunnel boring machine (TBM) driven rock tunnel from 2.5 m (8.0 ft) to 9.9 m (32.3 ft) diameter has been completed. This paper presents a review of TBM performance and a discussion of the pertinent geological conditions of the area.

Geochemical static tests are a basic component of geochemical assessments and predictions for acidic drainage, and include acid-base accounting and total-metal contents. A key database for such information is the International Static Database (ISD), which currently contains more than 45,000 static-test analyses from over 200 minesites. Such large databases are useful in identifying general trends and, just as important, the percentage of exceptions. General trends and significant exceptions can be seen in the ISD by comparing one parameter against another. This paper shows that bulk neutralization potential (bulk NP) obtained from acid titration is often a good indicator of neutralizing capacity above values of 10 t CaCO3/1000 t. Other types of calculated neutralizing capacity are then compared to bulk NP to determine if they, in fact, reliably represent actual neutralizing capacity and if they can substitute for the more time-consuming and expensive bulk NP. For example, bulk NP correlates better with Carbonate NP (from carbonate analyses) and Total-carbon NP (from total-carbon analyses) than with (Ca+Mg) CaNP (from solid-phase analyses of calcium and magnesium). This means that, in general, (Ca+Mg) CaNP is a less accurate substitute for bulk NP than the other types, and thus requires intensive site-specific justification if a substitution is attempted. This also means that measurement of the frequently less-expensive parameters of total carbon and carbonate can often substitute, within site-specific error bars, for the bulk-NP titration. However, the ISD also shows that non-carbonate minerals make the primary contribution to neutralization in up to 20% of samples, so Carbonate CaNP and Total-carbon CaNP do not always reveal the full neutralizing capacity of a sample.

The Bagdad mill, built in 1977, was de-signed for a mill capacity of 36,300 tpd. An ABC (Autogenous Mill-Ball Mill-Crusher) grinding circuit was chosen. The original mill contained three completely independent grinding circuits, each containing one 9.75 m diameter by 3.96 m long fixed speed autogenous mill, one 4.72 m diameter by 6.71 m long ball mill and one 2.13 m diameter short-head cone crusher. Total installed power per grinding circuit was 8,464 kw with 5,966 kw in the autogenous mill, 2,237 kw in the ball mill and 261 kw in the crusher. (See FIGURE I--Major Equipment Flow Diagram.) The autogenous mills were designed to be able to operate semi-autogenously but were never converted to SAG. As a result of this design, only about 4,100 kw of the designed power is utilized in the autogenous mills. The grinding circuits are closed with 2.44 m by 6.10 m double deck vibrating screens. Screen oversize is returned, by a series of conveyors, underneath the mill coarse ore stockpile to feed the crushers. Variable speed belts feed the crushers and control power draw. Crusher product reports directly to the tail end of the autogenous mill feed belt. (See FIGURE 2--Typical Crusher Feed and Product Size Distributions.) Tramp iron in the autogenous mill-crusher circuit is handled in a unique way. A magnetic sensor detects the metal. This closes a gate which directs the crusher feed onto a separate belt which bypasses the crusher and returns the material to the autogenous mill feed belt.

Modeling a mine ventilation system is a formidable mathematical problem requiring the solution of twice as many equations as there are airways with half of these being quadratic equations. The addition of a mine fire to the problem adds many more complexities. The U.S. Bureau of Mines and Michigan Technological University attacked this problem in stages. During the 1970's and 80's, a series of computer simulation programs were developed which offered progressively increasing levels of modeling capability and accuracy. The current version of this software, MFIRE 2.0, was released in 1993. This programs provides for full dynamic state mass flow-based modeling of a mine ventilation system, and includes natural ventilation, mechanical ventilation, air reversals and recirculation, methane and fire contaminant spread, and moisture condensation and evaporation in the mass flow and heat exchange calculations. This program is a useful tool for routine ventilation planning and can significantly improve mine safety by enabling detailed quantitative analysis for mine emergency preplanning. This paper reviews the evolution of the MFIRE program from its infancy as a simple digital network simulator replacing analog computers to the present version.

Highly energy-intensive systems prone to wastage are significant causes of unnecessary energy losses in industry. Deep-level mine chilled water reticulation systems fall within this category of inefficient energy-intensive systems. Some techniques (measured baselining, zero-waste baselining, leak detection, and control valves) exist to identify and reduce wastage in mine water reticulation systems. However, these techniques have not been compared, which begs the question of which is more accurate. A need, therefore, exists to compare these methods to determine the effectiveness of each. This study investigates each method and applies them to a case study mine, providing a platform for comparison. These methods identified wastage ranging between 2 and 20 l/s (3–30% of water consumption). The comparative effectiveness of the methods from best to worst was found to be zero-waste baselining, leak detection, control valves, then measure baselining. This study proposes an application procedure combining the considered methods to identify and eliminate wastage on deep-level mine systems more efficiently.

Utah Development Company (UDC) operates five large opencut coal mines in the Bowen Basin of Central Queensland, Australia. In total, over 20 million tonnes of coking coal are exported annually from the five mines. Typically, the coal seams dip at 5 percent, are 2 to 10 metres thick, and sub-crop some 20 to 40 metres below surface. In the main, the operations are single seam, but multiseam (2, 3 or 4 seams) operations do exist and will form an increasing proportion of the mining activities as depths increase. Draglines are used as the major stripping equipment, highwall depths currently ranging from 20 to 65 metres. Whilst project feasibilities were based on stripping to a 60 metre highwall, it is now proposed to continue opencut mining to depths exceeding 100 metres. This will entail large quantities of prestripping (ahead of the draglines) and overcoming problems associated with steepening seam dips, including haulage of coal from the pits.

INTRODUCTION At the time the 4th edition of this book was published in 1979, the coal industry had experienced a sharp upturn in prices for its product. From 1950 throgh 1969, steam coal prices had held almost flat at about $5 US per st (about $5.50/t). Thus, when considering the effects of inflation, the price of coal had actually been declining for two decades. The passage of the Coal Mine Health and Safety Act in 1969 and its cost effects started an upward trend in coal prices which was rapidly accelerated by the effects of the Mid-East oil embargo in 1972. Prices of steam coal on the spot market eventually climbed to over $30 US per st ($33/t) and higher in some cases. Metallurgical coal prices skyrocketed in a similar manner and the industry at long last appeared assured of an adequate return on investment. Many companies did expend large sums of money to upgrade and expand their mining and preparation facilities. Unfortunately the bubble eventually burst, in great measure due to the downturn in the US domestic steel industry and the resultant decline in metallurgical coal demand, loss of export markets to other nations and even imports of large amounts of foreign coal to the United States, and more stringent environmental regulations which made many high sulfur coal measures uneconomical to mine. Compounding the problem was the rapid world decline in oil prices in the mid-1980s which encouraged many consumers to utilize oil rather than coal. During the 1980s, metallurgical coal dropped over 20% in price, which, when considering inflation, actually amounted to about a 40% decrease in value. Export coal decreased a similar amount in price. Steam coal prices held nearly constant, thus also losing considerable value when inflation is considered. All of these factors make it even more imperative than ever that the industry do everything in its power to make wise economic decisions and to examine carefully all existing operations and planned future expenditures to be certain that their full cost implications are understood and that they can be justified on the basis of an adequate return on investment. It cannot be assumed that the price of coal will increase. To the contrary, as indicated previously, when considering inflation, coal decreased in value in the 1980s, just as it also did in the 1950s and 1960s. The price surges in the 1970s merely were a catchup game, and in truth the true market value of coal is in reality even lower than it was in 1950. A compressed-water hydraulic pulse generator (HPG) for nonexplosive blasting of rock and concrete is described. Energy is stored in the HPG by compressing water to ultrahigh pressure. A large, fast-opening valve discharges the compressed water, resulting in a high-energy impulse. The HPG can be used for small-scale bench blasting by discharging the water through a nozzle that is closely fitted into a borehole. A bench blasting system requires an HPG, a drill and an indexing mechanism to allow insertion of the HPG nozzle into a drilled borehole. Systems with discharge energies ranging from 40 to 250 kJ have been used to excavate hard rock, including andesite, granite and quartzite. The largest system can excavate 15 t/h (16.5 stph) of massive quartzite based on a 2-min cycle time for hole drilling. Blasting with an ultrahigh -pressure hydraulic pulse generator was demonstrated as an effective means of excavating hard, massive rock under the confined conditions of a tunnel opening or underground sloping panel. Hydraulic blasting provides a continuous mechanized mining capability that is well suited for deep-level mining and urban excavation sites where explosives are prohibited.

The mining industry is an important economical factor in Vietnam. Mining is presently being conducted at about 60 locations and at over 1000 mines. Petroleum extraction and coal mining are the most important parts of industry though metals such as zinc, tin, chromites, iron are also extracted. Last year the sector produced 20 million tons of crude oil, 26 million tons of coal and 500,000 tons of apatite. In particular, Vietnam is one of the world?s largest producers of anthracite, and it is one of the top producers of ilmenite and zircon in the Asia-Pacific region. The government intends to increase the mining production on all levels, however, at present one can observe adverse impacts of the mining activities on the natural environment such as insufficient waste dump rehabilitation, occurrence of acid mine drainage, mining subsidence and emissions as well as lack of appropriate water treatment facilities. This paper describes the current mining situation, future perspectives, the major environmental challenges of the country and approaches to solve these problems. Particular emphasis will be given to the research project ?RAME ? Research Association on Mining and Environment in Vietnam?, a venture carried out by universities, research centres and industry. This project is worked out in collaboration with the national Vietnamese coal and industrial minerals company VINACOMIN.

In 1958, it became obvious to some of us in the solution mining business that there were certain problems in connection with our sodium chloride brining operations which were industry- wide. These were the types of problems which, while they were important to the safe and economical operation of our salt brining operations, were not such that their solutions would give an individual company a great competitive advantage over his competitor; and since they involve the safe and efficient mining of a natural resource, it was obvious that the answers would, in any event, be shared industry-wide. Since we were dealing with underground solution mining and, consequently, unseen and remotely controlled operations, the problems are formidable and the solutions difficult. While all of us were doing work to improve our operations, none of us could justify the expenditures necessary for basic research in these areas. Consequently, the idea was conceived of research sponsored by many companies with the same problems. In 1960, 11 companies entered into a' formal agreement to jointly support research on a specific problem of sodium chloride solution mining. The project to be undertaken was the development of a method for measuring the size and extent of underground solution cavities in sedimentary salt beds. It was agreed that all research was to be performed by independent research organizations. A part-time consultant or administrator was retained to administer the research contracts and to provide technical advice.
