Since 1992, a tailings gravity re-treatment plant has been in operation at the New Celebration Gold Mine to recover aurifer­ous pyrite (Martins, Dunne and Gelfi 1991; Martins, Dunne and Delahey 1993). The gravity pyrite concentrate is ground in a Tower mill to liberate gold (average particle size around 25µm) prior to cyanide leaching. Although the re-treatment plant has met the predicted gold recovery, based on original laborat01y testwork, there is still room for improved gold recovery. This requires enhanced pyrite recovery, especially in the finer size ranges. The application of centrifugal gravity separators would seem to be an ideal means to achieve this criterion. In particular, the Falcon continuous centrifugal separator (Series C machines) would appear to be ideal for this particular duty. A testwork program to evaluate the application of the contin­uous Falcon to recover pyrite from New Celebration ores was unde1iaken over a six month period during the later part of 1997. The work involved laboratory batch testwork, followed by con­tinuous testing of the Falcon Cl0 (2tph to 3tph) and Falcon C40 (l00tph) units. A summary of the results from this evaluation program are provided in this paper.

A mathematical model describing the concentration profile of fine particles in the axial direction in liquid fluidized beds has been developed for the removal of fine particles. A forward finite differentiation technique has been used to solve a continuity equation with a source term to predict the concentration profile and, hence the recovery as a function of time. With the aid of experimental results obtained using a fluidized bed of 3-cm diam, dimensionless parameters were identified. These parameters were used to predict the concentration profile of fine particles in fluidized beds of larger sizes. Four different sizes of fluidized beds, namely, 1.3, 3.0, 4.0, and 7.5 cm in diam, were used in this investigation. The amounts of bed particles used included 4, 8, 16, 24, 59, and 120 g, and the size of bed particles were 48x100, 100x150 and 150x200 mesh.

"The successful commercialization of a pressure oxidation (POX) process for recovering metal values, including gold, copper, zinc, nickel and molybdenum, is the result of a carefully planned development program. The initial task involves developing one or more conceptual flowsheets, including the POX autoclave and downstream purification and recovery steps. A laboratory program is completed to determine the technical viability of the flowsheets, define the operating parameters for each step and provide information for an initial economic assessment of the process. The process is then confirmed during a continuous pilot plant program, providing engineering design data and other information for the commercial design. A well-thought-out development program has been shown to be critical for reducing the risk of commercializing POX processes. Experiences developing POX processes for refractory gold ores and copper concentrates are briefly discussed. IntroductionPressure oxidation (POX) has become a common commercial operation for processing sulfide-bearing feedstocks. These feedstocks include gold ores and concentrates; copper concentrates; nickel concentrates and mattes; zinc concentrates; and molybdenum concentrates. Drivers for the development and commercialization of POX processes include:• The high cost for pyrometallurgical processing of sulfide ores, much of which is attributed to environmental controls.• The motivation to implement safe and more environmentally attractive alternatives for sulfide ores.• The need to process increasingly difficult ores with complex mineralogy.• Improvements made over the last 25 years in POX equipment design and experience operating commercial POX plants.Although the capital and operating costs for commercial POX processing can be high, this technology is capable of rapid oxidation of most sulfides and arsenic minerals in the feed, with little noxious gases and environmentally stable iron arsenate and other iron compounds in the POX residue (Marsden and House, 2006).In POX operations, sulfides are oxidized to either sulfates or elemental sulfur in an autoclave at elevated temperature and pressure with oxygen gas. Over the past several years, computerized financial models have been an important part of Newmont's strategic planning process. Two applications will be discussed in this paper: a general purpose financial model of Newmont, and a detailed operational/financial model of Magma Copper Company. Newmont?s general purpose financial model was developed using Lotus 1-2-3. It was designed to aid management in assessing the financial consequences of investment and financing decisions associated with long-term strategic planning by simulating the consolidated effect from individual transactions. Not only is the model capable of assessing the sensitivity of specific decisions to changes in the external economic environment (i. e., commodity prices, interest rates, inflation and exchange rates), it can also evaluate the effect from operating and financial decisions, including changing production levels and cost structures at individual operating units as well as simulating several types of transactions, including equity and debt issues, acquisitions and divestitures. The analysis of Magma Copper Company required the development of a detailed operating and financial model of the Company. The model was developed using IFPS in the corporation?s UNISYS (then Burroughs) B7900 mainframe computer and included separate pro forma financial statements for each of San Manuel-Pinto Valley's mines and concentrators, as well as Magma's smelting and refining operations. The outcome of this analysis was the decision to merge Magma Copper and Pinto Valley Copper Corporation, and to recapitalize the new corporation in order to provide funds for a retrofit and expansion of its Arizona smelter and expansions of its refinery and SXEW facilities.

[Portland cement is a product made from a combination of limestone and argillaceous material which would supply the necessary amounts f calcium, silica, alumina and iron to form cementious compounds when fired at high temperatures. The resulting mixture, usually around 80% limestone and 20% argillaceous, is ground nine (80% -200 mesh), blended and then fired1 (2600-2700°F) to produce a cement clinker from which the final cement product is produced by grinding. The argillaceous component can be shale, clay, slate or other sources of the individual components of silica, alumina and iron. This paper deals with a case where a clay component was under consideration. The planned Plant site was to be located at a well defined limestone deposit. When it came to the argillaceous component, the nearest uniform deposit of clay was over 50 miles away and would require purchase of land or clay from the owner plus the daily delivery costs to the plant site. This situation made the plant site economically questionable. It was decided that a local clay deposit, which was available at the plant site but was orginally not considered due to lack of chemical uniformity and its high free silica content, would be reconsidered.]

As the 2017 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2017 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 342. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2017 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH), a special review article on Heap Leach Modeling, and articles from two Special Issues on Rare Earths. The 2017 Transactions consists of a total of 54 technical papers, encompassing all 21 papers published in 2017 in the Technical Papers Section of Mining Engineering (Vol. 69) and all 24 papers published in 2017 in Minerals & Metallurgical Processing (Vol. 34). Additionally, this volume contains 9 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our Publications staff. As the 2017 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

Rosario Dominicana, S. A. operates an 8,500 tonne per dayopen pit gold/silver mine in the Dominican Republic on the Caribbean island of Hispaniola. The mine is located in an agricultural area which is also an earthquake and heavy rainfall zone. In the 64 years from 1910 to 1974 there were 19 earthquakes within 300 km of the mine in the range of 6 to 8 on the Richter scale and the most recent earthquake in this range occurred in March, 1979. Average annual rainfall in the area is 1.7 m and is distributed throughout the year. Safe and environmentally sound tailings disposal in such conditIons has demanded the buiIding of an extremely strong dam wall and use of a fail-safe system of tailings disposal and solution reclaim. The type of dam, the system of tailings disposal and solution reclaim comprise an interesting example of the manner of handling tailings for a medium tonnage mine. The system is relatively costly but does assure a long-term, safe and trouble free structure and operating system. General views of the dam wall and tailings pond are shown in Figures l through 4.

Weak, layered, and fragile rock mass formation, if not supported properly, is subject to roof failure thereby affecting safety and productivity in underground coal mines. Though Central Mining Research Institute – Indian School of Mines Rock Mass Rating (CMRI-ISM RMR) based well-defined support design guidelines are established, still occurrence of roof failures in underground coal mines is a real matter of concern for mining engineers and researchers. Numerical modeling techniques are successfully used by several researchers by simulating rock mass condition for stability assessment of mine openings. The analysis becomes crucial in case of weak and fragile rock formation. The present research envelops the determination of 31 cases of rock load by CMRI-ISM RMR under different geo-mining conditions followed by the development of modified Rock Mass Rating (RMR), i.e., rock mass rating dynamic ( RMRdyn) by incorporating P-wave velocity as a new parameter. The rock load determined using RMRdyn and numerical models was correlated and found in close agreement. In addition, the deviation in rock load determined by all the three approaches, i.e., CMRI-ISM RMR, numerical modeling, and RMRdyn, was compared with the actual field data. The percentage deviation obtained in RMRdyn and numerical modeling is less compared to CMRI-ISM RMR.

INTRODUCTION The first portion of this chapter is concerned primarily with the contamination aspects of fine coal cleaning that include both the solids and water discharged as waste products after coal preparation. Topics include characteristics of the water and solids, changes that occur to both of these phases during use and after impoundment, as well as the impact that these changes have on unit operations and the environment. Attention is also given to the formation of acid mine drainage and treatment options that may facilitate reuse of the water. The second part of the chapter analyzes the problem of air contaminants from coal preparation plants including analysis of air pollutants and control methods. An overview of air quality regulations is also presented; most provisions have little or no applicability to coal preparation plant operation but are presented to provide an understanding of end-user constraints. The final part of the chapter emphasizes the long-range problem of refuse disposal and control. An overview of characterization, maintenance, and control of the refuse area is presented, as well as design guidelines. A brief review of stability analysis procedures is also included. PREPARATION PLANT WATER Characteristics of Makeup Water for Coal Preparation There are few specific rules governing the quality of makeup water used in coal preparation processes.'" It is generally accepted, however, that the solid matter content should be less than 5%. The solids concentration in plant makeup water typically varies between 0.25 to 0.9 lb per gal (30 to 110 g/L) and may reach concentrations as high as 1.7 lb per gal (200 g/L). The water used in coal preparation is usually obtained from one or more of the following sources: public supplies, rivers and streams, canals, mine water, and wells. In most cases, water is obtained at the lowest cost including any necessary treatment. A major portion of the recirculated water is clarified by thickeners and settling ponds to remove fine coal and clay particles. Sufficient water is generally available to meet the needs of coal preparation in most areas. It has been estimated that approximately 65 to 70% of the makeup water used in a coal preparation plant comes from surface sources. It is important to note that a variety of substances are commonly found in natural water supplies, whatever the available source may be (Table 11-1). The progress results of a pilot plant study on the effects of ball top size and other mill operating parameters are reported. Test series on taconite and quartzite crude ores using a 1.7m diameter primary mill in closed circuit with a vibrating screen indicate clear trends on the improvements of mill throughput and power consumption when using larger diameter balls. Possible effects on mill liner and ball consumption as well as future research plans are discussed.

A numerical simulation study is carried out for assessment of stability of coal pillars having dirt bands by varying its size and depths. Physico-mechanical properties of dirt bands including thickness and its position in pillar system are varied in the simulation study. Results of the simulation study are correlated with the available empirical approaches of pillar strength are validated with field observations. It is observed that the presence of weak dirt bands significantly influences the strength of pillar. An attempt is made to develop correction factor for the available empirical approaches, which are developed without considering the weak dirt bands in pillar system. The findings of the study will be helpful for suitable design of different size of coal pillars at different depths and stages of depillaring operations.

In 1989 natural industrial diamonds counted for 55% of the world's natural diamond production. Australia is currently the leading producer (35%). Zaire is the second largest producer (19%). of what is primarily industrial grade rather than gem grade. Botswana (17%) is third, with the former USSR (15%) fourth, and the Republic of South Africa (8%) fifth. Diamonds are also mined in Angola, Namibia, the Ivory Coast, the Central African Republic, Ghana, Tanzania, Guinea, and other African countries. In the Western Hemisphere, Brazil is the principal producer, with some production from Venezuela and Guyana [(Fig. 1)]. A very small output of diamonds is mined today in India, which was the first source of commercial production. In the United States, efforts at commercial diamond mining have been confined to a small area near Murfreesboro, AR. The first diamond was found in a pipe there in 1906. Small scale trial mining has not, however, proved economical. Since diamonds were first discovered more than 2,000 years ago, only about 380 t have been mined. In order to obtain 1 g (5 metric carats) of diamonds, it is necessary to remove and process approximately 25 t of rock. Recovering this small percentage involves a combination of highly developed techniques in mining and extremely sophisticated processes in diamond recovery. END USES Diamonds are used for two unrelated end uses: gem diamonds are jewels of great beauty, while industrial diamonds are essential materials of modem industry. Although imitation stones are substituted for the gem diamond, none of these matches its properties sufficiently well to offer real competition. Synthetic industrial diamonds are now of a quality and size that permit them to be substituted for natural diamonds in numerous industrial applications. For example, synthetic diamonds are available today in sizes up to 100 stones per carat (1.2 to 1.4 mm). In addition, polycrystalline synthetic diamond inserts, such as De Beers Syndite", General Electric's Compaxa and Stratapax", and Megadiamond's Megapax" have replaced natural diamonds in turning tools, mining and oil drilling bits, and dressing tool applications. Industrial Diamonds The diamond is by far the most important industrial abrasive. As recently as 50 years ago, consumption of industrial diamonds was less than that of gem diamonds, but since that time, industrial use has grown to a position of great dominance. During the six-year period 1929 to 1934, the material produced for industrial use amounted to about 74% by weight of the world's total output of diamonds. In 1989 the percentage of natural industrial diamonds mined in the world was 55%. When synthetic industrial diamonds are added to the natural industrial diamond figures, this percentage becomes 87% of total world diamond production including gems, near gems, industrial, and synthetic stones. The many uses responsible for these significant increases are dependent on the properties of the diamond, including hardness, cleavage, and parting, optical characteristics, presence of sharp points and edges, and capacity for taking and maintaining a high polish. The utilitarian role of the diamond was confined primarily to lapidary products until the industrial revolution, which created the first demand for diamond as an industrial tool. In 1777, a British inventor and instrument maker, Jesse Ramsden, used a diamond to cut a precision screw for an engine that he had invented. The first authentic description of industrial diamonds being set in a saw was recorded in 1854 by a Frenchman, Durnain. Eight years later a Swiss watchmaker, Jean Leschot, developed the first diamond drill bit for use in a hand operated machine, which was employed to drill blastholes in rock. In 1864, diamond bits were put to their severest test up to that time in the construction of the Mont Cenis Tunnel in the Alps. A few years later a steam-powered diamond drill with a speed of 30 rpm was able to penetrate rock at the modest rate of 0.3 m/hr. As the industrial revolution gained momentum on both sides of the Atlantic, metal replaced wood and machines replaced people. Thus the foundation was laid for precision engineering and the recognition of diamonds as an indispensable tool of industry. The next major demand for industrial diamonds came after World War I with the development of cemented carbide cutting tools. Diamond was found to be the most effective medium for finishing and grinding the new ultrahard metal. This discovery rapidly increased the demand for industrial diamonds. The availability of inexpensive diamond material inspired tremendous research into applications. By 1935, the first successful phenol-resin grinding wheel containing diamond had been marketed. Soon afterward, the metal-bonded and vitrified diamond wheels were produced, and, as the matrices and bonds that held the diamond grit in place began to improve, the popularity of diamond grinding wheels grew. The outbreak of World War II, and the accompanying increase in use of hard-metal tools in the munitions industry, increased the demand for industrial diamonds. Since about 1950, the development of ultrahard ceramics, semi- conductor materials, plastics, and exotic metal alloys has further consolidated the diamond's position as an indispensable tool of industry. Only diamond is hard enough to cut these superhard materials with the precision, speed, and economy that industry demands today. Special machines equipped with industrial diamonds are used to remove bumps from concrete runways and highways and to modify highway surfaces in order to prevent skid accidents. Many skids are caused by hydroplaning, a phenomenon that occurs when the roadway is wet. Tires mount a film of water and virtually lose contact with the road surface. Tailings are made of ground rock that is left over from removing valuable minerals. The tailings are usually fine particles that cause environmental issues for storage and disposal. Disposal of tailings is a growing concern, as more tailings are produced from the increasing demand for mined material (ITRC, 2008). This project proposes a way to convert the mine waste to a useful product. Tailings were selected from a South Carolina crushed stone quarry, the products of which are used for road beds, sidewalks, asphalt and driveways. These tailings were processed to generate synthetic aggregates for construction applications. The synthetic aggregate creates a product that could be used for many purposes, including aggregate for sidewalks, driveways, roads and building materials. Testing methods followed the North Carolina Department of Transportation (NCDOT) guidelines for physical testing of coarse natural aggregate, which are sieve analysis, Los Angeles abrasion, absorption, specific gravity and soundness test. The synthetic aggregate produced passed all tests for NCDOT and, in some instances, rated better than a natural aggregate. Using the tailings from the crushed stone and mining industry would convert the waste into a valuable, marketable product.

The test work was done in two parts. In Part I, five 6 x 16 mesh activated coconut shell carbon samples made by four different manufacturers were evaluated as to their gold loading rate and total gold loading. The five carbon samples tested are not identified by manufacturer and are simply designated as Types A through E. Then from the carbons tested, a suitable highly active carbon was selected for subsequent studies on impurity effects upon loading, Part II. Test Procedures The procedures and tests descriptions are given for the ultimate gold carbon loading tests and the dynamic gold carbon loading tests.

Production forecasts derived from the medium-term schedule represent the best path forward for underground mining operations to achieve corporate and operational goals. Unforeseen circumstances, such as equipment breakdown, can cause significant deviations from established production forecasts in the short term. Such situations require timely mitigation of the effects of the deviations in order to stay as close as possible to the medium-term plan. This paper presents a deterministic mathematical formulation for short-term scheduling that addresses this challenge. The formulation is able to make up for deficits resulting from operational disruptions by minimizing deviations from medium-term production goals and mediumterm activity start dates. We demonstrate this in a case study by simulating disruptions involving reduction in ore extraction capacity and development advance rate. Aside from the rescheduling capability, this formulation can help mine planners conduct analysis on the impact of various disruptions on the schedule. The formulation can help identify those conditions or disruptions that are more detrimental to the achievement of forecast targets, or otherwise. The formulation also affords mine planners the flexibility to prioritize one production goal over the other, depending on operational conditions at the mine. In the future, we seek to incorporate in the formulation respirable dust, diesel particulate matter, and ventilation constraints in order to create more realistic schedules and enhance miners’ health and safety.

This paper summarizes the research effort that was conducted as part of a cooperative agreement between the U.S. Bureau of Mines, Denver Mining Research Center and the Pittston Company. The objective of this investigation was to further the understanding of the floor heave ground control problems that have plagued underground mining of the Beckley coalbed in southern West Virginia. Floor heave is both economically and structurally undesirable. Floor heave is accompanied by a redistribution of stresses and loads that are associated with an underground opening. This redistribution of stresses may cause roof or pillar problems that otherwise would not have occurred. The floor heave that occurs in the Beckley coalbed is not cons1dered to be caused by "squeezing" or plastic flow of the materials involved. The "squeezing" type floor heave is normally associated with relatively weak floor members that contain significant amounts of clay mineralization. The floor members in the Beckley coalbed are competent, relatively strong materials which fail in a manner that can best be described by the term "buckling." This buckling-type failure is indirectly related to the time-dependent deformation properties of the materials involved, but is considered to be more of a slender column, or panel, type failure than a "squeeze" or "flow"-related failure. The Beckley coalbed has had a history of floor heave ground control problems. The Glen Rogers mine, which opened in the 1920's, experienced extensive floor heave. In a report dated April 1929, James P. Keatley of the West Virginia State Department of Mines described the floor heave in the Glen Rogers mine. Several observations listed in the Glen Rogers report that appear to be consistent with current observations follow: 1. Water plays no apparent part in the floor heave process. 2. No evidence of gas has been found in the floor. 3. The thickness of the overburden, which varies from 183 to 396 m (600 to 1300 ft), has no relationship to the floor heave. In the conclusions of the 1929 report on the Glen Rogers mine, Keatley states, "A statement in brief as to the cause (of floor heave) would lie that an undetermined natural condition doubtless augmented by former and present mining methods causes the bottom to heave." As this report will show, Mr. Keatley's insight into the problem was most accurate. The "undetermined natural condition" is the existence of a biaxial, horizontal, compressive stress field. This stress field is in excess of that which would be expected from gravity loading. This stress field and the material properties of the floor rock combine to cause the floor heave that has been experienced. The floor heave that occurs in the Beckley seam generally occurs as arching, with a tension fracture, near the center of the floor span or as a break near the rib followed by vertical deflection (of the floor) at the rib and sloping of the floor across the entry. Examples of the floor heave are shown in Figures 1 and 2. The two types of floor heave are merely different manifestations of the same basic failure mechanism. When the entries experiencing floor heave were identified on a map of the mine under investigation, it was apparent that there was a relationship between the floor heave and the direction of the entries. The main entries, which are used for ventilation and haulage, experienced the majority of the floor heave. This directional relationship suggested a directionally related loading mechanism, or more specifically, a biaxial, horizontal stress field that exceeds what would be expected by gravity loading. Since the main entries were oriented at a bearing of N25oW, it was hypothesized that the maximum compressive component of the horizontal stress field was at 90° to these entries or at a bearing of N65oE. An in Situ testing program was developed to test this hypothesis and investigate the floor heave problem.

Locus Mining is working side-by-side with a prestigious iron ore company to evaluate the addition of Locus ESG-friendly green flotation reagents with the primary goal of improving recovery and grade. In this paper, we will focus on the cationic reverse flotation application. The most “established industry” reagents for cationic reverse flotation are amine as the collector, starch as the depressant, and in some cases frothers are also used (among them MIBC, pine oil, others). Here, we evaluate the synergies of different classes of eco-friendly biosurfactants and industry-standard reagents during the cationic reverse flotation method. Exploratory research was done first with an analog sample under different pHs, eight different biosurfactants with starch and no-starch, and a customized DOE was used to perform 145 microflotation tests. The results show Separation Efficiency from 20% (baseline) to 50% (biosurfactant), and Selectivity from 3.27 (baseline) to 5.67 (biosurfactant). Optimized result conditions were then applied to the iron ore samples received from our client to perform flotation tests on a Denver Lab cell. Similar results were obtained by improving Separation Efficiency and Selectivity, which corroborate with the previous work.

The calculation of open pit operations' capacities has been the subject of many studies using computer simulations. The common problems of simulation are that if one desires a realistic picture of an operation the programming work becomes long and expensive and that the program requires a large computer and long time to run. The method presented in this paper overcomes these problems by using a straightforward calculation procedure. It is based on the queuing theory's simple formula for waiting time in a closed circuit and uses a system of correction factors, which reflect the loading, travel, and dumping times' relative variabilities and which have been found by 1) mathematical analysis and 2) simulations of basic circuits. The method includes the main parameters of the operation: numbers, sizes and operational availabilities of trucks, shovels and dumping point, distribution of the production over shovels, trucks' loading, travel (loaded and empty) and dumping times as well as their variabilities, shift's composition. The procedure models: the average duration of a complete truck cycle during stationary and non-stationary periods during the shift as a function of the number of trucks in the circuit, the composition of the average 100% operated shift, the simultaneous probabilities of operationally available shovels and trucks and the distribution of shovels and trucks according to production and cycle times. The procedure can be programmed for a small computer and requires only short computing time, which makes extensive studies of various parameter combinations practical to carry out. The development of the method is an extension of previous work by Morgan and Peterson {1}, who by simulation established the relation between the match factor (which is the ratio between the sum of one loading time pr truck in the circuit and the complete net cycle time) and the shovel's efficiency, and by Hayes, Splaine and Whitaker {2}, who established this relation from a large number of observations in the Nchanga pit in Zambia. The present method establishes this relation by a straightforward calculation procedure. Theoretical solutions to some situations are found in the litterature on the queuing theory. The papers {3},{4} and {5} give solutions to situations, which fall outside those encountered in the shovel-trucks circuit. These solutions together with simulations of in-termediary situations have been used to establish an interpolation procedure for the correction factors to be applied to the waiting time formula in order to cover the situations encountered in practice.

The European Economic Community (The Common Market) is now shifting from I a coal oriented to an oil oriented economy. The proportion of energy supplied by oil has increased from only 13% in 1950 to 38% in 1962, and will approach 50% by 1970. In the past five years Common Market petroleum demand has in- creased 15% per year compared with only 3% per year in the United States. This rapid shift to oil can be explained by looking at oil's competition, First; there is simply not enough other energy - European coal, natural gas and hydro-electric power - to meet the demand, Secondly, oil?s primary competing energy in the Common Market is coal, and Community coal is high-priced - it costs more than two and a half times as much as U. S, coal at the pithead. The third reason for the shift to oil is consumer preference for the ease of handling, convenience and cleanliness of liquid fuels. As these reasons suggest, much of the shift to oil and the resulting growth in demand would have occurred whether or not the Common Market organization had existed. On the other hand, the Common Market has stimulated the use of oil by causing a higher rate of energy consumption, and oil has been the beneficiary of most of this growth.

The Kubota surface melting system has been under development since 1975. It has found commercial application on the melting of municipal sludge, and ash from solid waste. The melted product has physical properties allowing its use as a substitute for aggregate in cement and asphaltic construction. This paper describes the surface melting system, its current use and anticipated future use.
