Land use planning is not a new concept in the United States but the emphasis has changed drastically since the early 1960's. Under the old interpretation we tried to expand our frontiers and develop our land, but as society has become more affluent and mobile the demand has grown to preserve those parts remaining undeveloped. There is something of a paradox inherent in this change of emphasis. While affluence has motivated our support to preserve the quality of the natural environment, industrial development is needed to support the affluence. Because we cannot accomplish all of each, sound planning and compromise will be necessary since it is unlikely that, the American people will want to surrender much of their life-style or their awakening environmental concern. Any industrial society, whether a goal reached or an aim yet ahead, is built largely on the use of mineral raw materials and energy, the physical base of nearly all activities and products. The standard of living which is important to us all is growing more dependent upon these minerals, metals, and energy fuels. Although reduction in consumption of raw materials may be acceptable to those at a certain economic level of a society, those who have not reached that level cannot be expected to accept a lowering of their present or anticipated standard of living.

"Comminution circuits are widely used in nonferrous and precious metals milling. Steel crushers, grinding mills and grinding media are typically used in comminution circuits. Comminution circuit wear products, in the form of metallic iron (steel) fines, are unavoidably produced and report to undersize products in the classification circuit, i.e., flotation or leach feed, while tramp grinding steel (TGS) reports to classification oversize products and returns to the grinding mill, building up in the circulating load. In laboratory studies, TGS reduced grinding efficiency significantly, the impact being dependent upon the size of the TGS present in the mill. Because iron fines adsorb flotation reagents effectively, iron fines increase reagent consumption and reduce flotation recovery. Iron fines are also capable of reducing gold recovery in cyanidation circuits via a cementation reaction. When using filtered gold solution from the cyanidation circuit of an Alaskan gold mine, the gold concentration in solution was reduced by 0.2 to 2.6% over various reaction periods when iron fines were present in the solution.IntroductionComminution circuits are widely used in copper, lead, zinc, nickel, cobalt, molybdenum and precious metal mills. Flotation and leaching processes are usually preceded by comminution (crushing and grinding) circuits in order to liberate valuable minerals for effective separation, concentration or dissolution by the subsequent flotation or leaching processes.Steel crushers, grinding mills and grinding media are typically used in comminution circuits. Comminution circuit wear products, in the form of metallic iron (steel) powder, are unavoidably produced and report to undersize products in the classification circuit (flotation or leach feed), while tramp grinding steel (TGS) reports to oversize productions during classification and returns to the grinding mill, building up in the circulating load. Variables affecting the amount of metallic iron powder and TGS produced in a comminution circuit include ore hardness, grinding mill operating conditions, comminution circuit design and the metallurgy of the steel used for manufacturing crusher liners, mill liners and grinding media. As one example, a comminution circuit product of 80% passing 200 mesh at the Pogo Mine, AK is estimated to contain approximately 2 kg/t of metallic iron. A finer grind will generally produce a comminution circuit product with higher metallic iron fines content."

"Cyclones are one of the most extensively used pieces of equipment within the mineral processing industry because of their simplistic operating and maintenance philosophies. They are commonly used as classifiers within the comminution circuit to control the grinding product particle size for satisfactory performance of downstream operations.Cyclones are a key contributor to the effective operation of the plant and have a significant impact on the mineral processing plant operations. If the cyclones are not performing as they should, the results are often a combination of lost recovery, grade, capacity and reduced throughput. Similarly, an inefficient cyclone operation may also lead to low or high recirculating loads that impact the efficiency of the comminution circuit. This highlights the importance of having proper stability in cyclone operation while implementing any plant-wide optimization strategy.One of the key challenges in cyclone operation is that cyclones are highly sensitive to changes in operating conditions and are affected by process fluctuations such as feed pressure, solids concentration and flow rates. Fluctuations in cyclone feed characteristics lead to unstable cyclone performance which affects mineral liberation. For such an impactful unit operation, cyclones have historically been under-instrumented in an otherwise highly instrumented process plant. Traditionally, mill operators have relied on visual observations of the apex discharge to determine the operating state of the cyclones. Visual cues corresponding to the different cyclone operating conditions have been discussed by Neesse et al. (2004) as shown in Fig. 1."

8.1 INTRODUCTION Under room and pillar mining if the extraction ratio is low, (i.e., < 50%) a pillar can support the overburden without collapse and there will be no surface subsidence whatsoever. In other words, if the pillar sizes are properly determined to support the overburden weight, the roof strata cannot cave and there will be no surface subsidence, provided the entry width is small and properly reinforced so that a continuous roof fall leading to piping or the total collapse of the roof does not occur. Under the prevailing mining conditions in the US if only development mining is em¬ployed in room and pillar mining (i.e., no pillar extraction), the extraction ratio is usually less than 50% and generally no surface subsidence will occur. If pillar mining is employed, surface subsidence may occur, depending on the extraction ratio and the size of the remnant pillars (or stumps) left in the gob. The higher the extraction ratio, the smaller the stump pillars left behind in the gob. As the size of the stump pillars becomes smaller, the possibility of their support¬ing the roof without collapse is smaller. If all stumps are crushed completely, the roof will collapse and surface subsidence will occur. Again, whether surface subsidence occurs, it depends on whether the remaining stumps can support the overburden or not. Therefore, since the weight of the overburden which the stump pillars have to support is proportional to the mining depth, a fixed¬size stump pillar can support the overburden at a shallow depth, but will collapse under greater depths. In this context extraction ratio is not the only parameter for determining whether surface subsidence will occur. Furthermore, during pillar mining a pillar can be cut away in many ways to finally reach the same extraction ratio. Therefore, the safest way to determine whether or not sur¬face subsidence will occur in room and pillar mining is to compare the strength of all stump pillars in the panel of interest with the weight of the overburden that the pillars have to support. If they are too small to support the overburden, surface subsidence will occur. Under normal mining practices the characteristics of surface subsidence profiles vary with methods of mining. In the US there are two types of coal mining methods, i.e., longwall and room and pillar mining. Longwall mining is indisputably a total extraction method, but different percentages of coal recovery are achieved in room and pillar mining. Recovery is much higher for sections with pillar extraction than those without pillar extraction. For those without pillar extraction, coal recovery increases with increasing entry width or decreasing pillar size. For those with pillar extrac¬tion, the total coal recovery depends on the amount of coal ex¬tracted from each pillar which is in turn dependent on the roof conditions and methods of pillar extraction. Bauer and Hunt (1981) analyzed the characteristics of the subsidence profiles due to the three types of mining methods in Illinois. Fig. 8.1 shows the range of locations associated with the following profile features: profile edge, maximum tensile curvature, maximum slope, maxi¬mum compressive curvature, and maximum subsidence. The scat¬ter of the data increases with decreasing percentages of extraction. The profile is much sharper for longwall mining and becomes milder as percentage of extraction decreases; for longwall mining the profile edge is always beyond the opening, while in room and pillar mining it may fall within. The location of maximum tensile strain moves outward, while that of the maximum compressive strain moves inward as the percentage of extraction decreases and the maximum subsidence decreases with decreasing extraction ra¬tio. The general concepts discussed in this chapter may not apply to the entry development sections between two longwall panels where roof caving in both panels are very severe and overlap each other. Consequently, it must be treated differently. 8.2 CASE STUDIES Kohli et al. (1982) described several case studies on surface subsidence due to room and pillar mining with pillar extraction. In one case, the seam was 6 ft thick and ranged from 650 to 800 ft deep. The panel was 720 ft wide (Fig. 8.2) and was developed with seven entries. Each entry was 18 ft wide and the pillars were driven at 88 ft center-to-center between entries and crosscuts. Dur¬ing retreating, two additional pillars (pillars J and K) were devel¬oped, two blocks ahead of the pillar line, to take the barrier pillar, 160 ft wide, between panel No. I and No. 2. Pillar extraction began by taking a central slice across the whole panel, beginning from pillar 0 through J. After that, each pillar was sliced by 6 wing-slices, 3 on each side, leaving 4 stumps, 2 on each side. One of each pair was triangular shaped approximately 6 ft wide by 26 ft long. The other was trapezoidal, 26 ft long by 16 ft and 10 ft wide at the upper and lower bases, respectively. This resulted in a total extraction ratio of 85% within the panel. Obviously the stump pillars were not large enough to support the overburden and col¬lapsed completely. The final subsidence profiles were rather smooth, just like those under total extraction (Fig. 8.3). The max¬imum subsidence on Lines A and B was about 3 ft for an average mining height of 6 ft, but the locations of the maximum subsidence were skewed toward panel No. 1. Along Line D, the central por¬tion was flat-bottomed, but the maximum subsidence was only 2 ft, mainly because Line D was only two blocks from the right-side edge. Notice in every profile there was heaving of as much as 0.3 ft, beyond the edges above the solid coal. In another case (Fig. 8.4), the seam was 6 ft thick under 650 to 850 ft cover. Three panels, 710, 400, and 350 ft wide, respec¬tively, were extracted side by side. The entries were 18 ft wide and the pillars at 88 ft center-to-center between entries and crosscuts. Pillar extraction was practiced the same way as described previ¬ously. According to the mine maps, there was no barrier pillar left between the adjacent panels. Thus after extraction the three panels formed a common gob of more than 1460 ft wide. This was re¬flected in the development of the subsidence profile along the county road. After Panel No. I was mined, the maximum subsi¬dence of 1.2 ft occurred at Monument No. 1. This was increased to 1.6 ft after the extraction of Panel No. 2 and went to a further 1.8 ft after the extraction of Panel No. 3. The final maximum subsidence of 4.3 ft occurred at Monuments No. 6 through No. 8, while the remaining portion of the county road showed rebound. However it must be noted that the subsidence profiles were rather bumpy and fluctuated, perhaps an indication of the irregular stump pillars that were left and crushed at various time after mining. There are compelling reasons for us to look to our Country&apos;s Western coal. Despite its inherent low BTU content, Western coal&apos;s low sulphur content provides a near-ideal answer to satisfy our in- dependent goals of clean air and self-sufficiency in energy. Vast reserves, thick seams and amenability to low-cost strip mining serve as a powerful economic basis for its viability as a primary and dependable source of energy for the coming decades. A major consideration, the solution of which may not be quite obvious, is transportation cost. These abundant deposits are remote from the utilities of the heavily populated eastern regions of the United States (Figure 1). A Western coal mine in Montana is likely 1500 miles or more from an eastern power plant. The comparable distance to an eastern coal mine may be only 200 miles. Thus, the question is: How can the haulage cost of our Western coal be substantially reduced to an acceptable level? If resolved, western reserves of coal will be one of the key solutions to satisfying our Nation&apos;s energy needs.

The San Miguel Mine is owned by San Miguel Electrical Cooperative, Inc. and operated by Atascosa Mining Company, a wholly-owned subsidiary of Morrison-Knudsen Company, Inc. This multiseam, single-zone lignite surface mine is located near Jourdanton, Texas, 110 kilometers (68 miles) south of San Antonio. Lignite extracted from four closely-spaced seams is used to fuel the 400-MW San Miguel Power Plant. Recovery depths range from 7 to 37 meters (25 to 120 feet). The mine began stripping operations in the spring of 1980 and now produces approximately 2.5 million tonnes (2.8 million tons) of lignite annually. Atascosa Mining Company is responsible for production, maintenance, engineering, and management services. Production responsibilities include topsoil removal, overburden removal, lignite mining, spoil pile regrading and topsoil replacement, as well as ash disposal and construction and maintenance of water retention and diversion facilities.

"The Office of Mine Safety and Health Research (NIOSH-OMSHR) currently is leading an effort in the development of the next-generation self-escape apparatus as part of the research imperative directed by the MINER Act of 2006. A multifaceted contract program over the past 3 years delivered key components and base breathing modules to form the basis for developing backpack and vest-style versions of dockable self-contained (closed-circuit) self-escape respirators with hoods (CCMERs). This paper outlines the current status in developing the CCMER that incorporates a docking and switch-over valve (DSOV) for seamless transfer from one breathing device to another, and a hood with an inner mask and speech diaphragm (HMC) for ease of donning, ease of use, and communication ability. Three versions of the CCMER are being pursued, namely: the CCMER-B, which can be worn as a backpack and incorporates the features of a miner’s belt; the CCMER-V, which is worn similar to a miner’s vest and attaches to a miner’s belt; and the CCMER-C, a breathing module cached along the escape route that can be docked to the -B and -V versions. Human factors considerations are a key element in the CCMER design, as it is to be continually worn by the miner while underground, and must be readily accessible for deployment when needed. The CCMERs are designed to be capable of being certified to 42 CFR part 84 standards, including sub-part O for mine use, and to meet MSHA permissibility regulations for use in underground mines. They are sized for sufficient oxygen capacities (Cap 2 and Cap 3 as defined in sub-part O) to yield a duration that is of practical use in a mine escape scenario. INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) is leading the development of self-escape apparatuses to provide breathing gas to mining personnel operating in the event of an emergency in various capacities underground in environments containing hazardous gas components. The Mine Improvement and New Emergency Response Act of 2006 (also known as the MINER Act) and input from the mining community called for the need to move Self-Contained Self-Rescuer (SCSR) technology to a next-generation status. In response to this need, NIOSH’s Office of Mine Safety and Health Research (OMSHR) established a strategic plan to develop key components and devices with help from external experts knowledgeable in breathing apparatus designs. The US Navy was identified as a key expert in this field through its extensive experience in diving apparatus and life support systems, and development work commenced through Inter-Agency Agreements with OMSHR. A contracts program was also launched with industry experts specializing in this field. This paper outlines the current status in developing the Next-Generation Closed-Circuit Mine Escape Respirators (CCMERs) that could be used for surviving and escaping from a mine following an emergency that renders the mine atmosphere irrespirable."

Many coal beds that will be mined in southeastern Montana are aquifers that provide essential local water supplies. Mine cuts along aquifer outcrops create almost imperceptible piezometric changes. Monitoring near such operations at Colstrip has detected almost no water-level declines in observation wells. Mine cuts between outcrops induce rapid storage depletion and associated piezometric depressions. One such cut near Decker induced 1,250 m3/day of flow from storage and created a piezometric depression of 3 meters or more as far as 1,500 meters from the mine. No wells have yet become non-productive but losses of some are inevitable as operations expand. Alternative supplies are available from aquifers stratigraphically below the disturbed materials. Effluents from active mines are chemically similar to other area waters because they are mixtures or ground waters entering the mine cuts. Occasional high concentrations of nitrate do occur, however, as residuals from explosives. Spoils generally consist of confined aquifers of wasted coal and coarse rubble at their bases, overlain by finer-grained sand, silt, and clay. Hydraulic conductivities and storage coefficients are comparable with those of undisturbed confined aquifers. Water quality in mined lands is highly diverse because of diverse spoils lithologies and poorly-established ground-water circulation. Ground water in spoils is more mineralized than in the coal beds and chemically resembles waters from sandstone aquifers. Hydrologic effects of mining will not be catastrophic or widespread but may have local significance. Most notable changes will be in water quality; availability will not be permanently reduced.

Exploration budgets are commonly determined by "rules of thumb" such as a percentage of earnings or other fiscal measure. An appropriate exploration budget is the amount needed to achieve the goals of the company. It can be determined by discounting the income expected from achieved goals. Budgets for individual projects are determined in a similar manner except that risk of failure is included in the computation.

Flash smelting products of a copper sulfide concentrate collected at successive levels in an experimental reactor have been studied by reflected light microscopy, scanning electron microscope - energy dispersive analysis and electron nicroprobe analysis. Chalcopyrite, intermediate solid solution, bornite, chalcocite, metallic copper, magnetite, iron-copper spinel, pyrrhotite, hematite, delafossite and cuprite have been identified in the product samples. The detailed reflected light microscopy study of these phases and their abundance in the samples has resulted in the identification of the series of reactions during flash smelting.

The Robinson Mining District near Ely, Nevada, is one of the major porphyry copper districts in the world. Within the district is an east-trending zone of altered porphyry, metamorphosed sedimentary rocks, and sulphide mineralization surrounded by Paleozoic limestone, dolomite, shale and sandstone, Tertiary volcanics, and Quaternary alluvium. Six major disseminated ore deposits have been exploited in this eight-mile zone. About 20% of the district production has come from disseminated ore in metamorphosed sedimentary rocks found adjacent to altered quartz-monzonite porphyry. The following brief statements summarize the inter-relationship of porphyry, alteration, metamorphism, and mineralization: 1. Disseminated copper ore does not occur in unaltered porphyry or in unmetamorphosed sedimentary rocks 2. Sedimentary rocks have been only weakly metamorphosed where intruded, by unaltered porphyry. 3. Intensely metamorphosed sedimentary rocks are found only adjacent to, altered porphyry. 4. Many hydrothermal minerals are common to both altered porphyry and adjacent metamorphosed sediments. 5. Disseminated ore is found in altered porphyry and adjacent meta¬morphosed sedimentary rocks. 6. In general, there is a direct correlation between grade of ore in porphyry and copper content in the adjacent rocks. 7. The Conneaut, Ohio, terminal of the Bessemer & Lake Erie Railroad was the first rail-to-ground-to-water coal terminal on the Great Lakes. Compared to the traditional method of holding coal in railroad cars at the ports for dumping their contents into vessels, it provided for: a. Immediate train turn-around independently of vessel arrivals. b. Winter storage of coal at the port, permitting year round shipment by the mines and year round operation of the railroad.

A new flotation collector, benzyl arsonic acid, was used for the flotation of ilmenite. ESCA, Auger spectroscopy, and chemical analysis were used to investigate the correlation between the variation in surface constituents and the flotation recovery of ilmenite. Experiments indicated that, as the ratio of surface Ti ions/surface Fe ions increases, flotation recovery increases. pH regulation with an inorganic acid was found to be effective in changing the ratio of surface ions, and, hence, the flotation recovery.

The Metropolitan Water Reclamation District of Greater Chicago (MWRD) imposed a no-blasting specification (blasting is restricted to the construction shaft and shaft bottom or boot) on the Deep Tunnel project in 1988. This was prompted by numerous complaints from the residents in the vicinity of the project, and controversies experienced on previous projects from blasting the rock overlying the tunnel. This paper will describe the methods utilized by two major contractors who are driving 20 km (12.5 of tunnel along with drilling over 36 shafts under this restrictive specification. The impacts on design, construction, schedule, cost, and the environment are detailed.

A new explanation of the scale dependency of the strength properties of rock is presented based on the theory of extremes. A review of past work on specimen size strength relationship is followed by an introduction to the fundamentals of the underlying theory of extremes and its relationship to the scale effect on the statistical properties of the strength distribution. It is shown that the weakest link theory is directly related to extremal statistics and properties of strength distributions of rock can be derived as a function of the specimen size. Three sets of Brazilian test data are used to demonstrate the use of this approach.

The centrifuge which will be reviewed in this dis¬cussion is the continuous solid bowl typo. As there are presently approximately 2000 of these units operating in our country, and about 200 of these in use in the coal industry, I expect that most of you are acquainted with its operating principle. How¬ever, for those who are not familiar with the machine a brief introduction is in order. The continuous solid bowl centrifuge was first successfully marketed, worldwide by the Bird machine Company in 1934. The successful development of this unit was based primarily on the invention of a drive mechanism to properly control the differential speed between the two rotating elements. This centrifuge was introduced into the coal industry immediately following the second World War. Today there are five or six additional firms&apos; selling this machine in our country, and approximately twenty others in Europe, England and Japan.

An experimental study was carried out to compare the results of laboratory column flotation versus conventional flotation for the cleaning of fine coals of different rank and their oxidized samples as well as discrete size fractions. Surface oxidation caused a significant reduction in the flotation yields achieved with both methods. However, the column flotation produced concentrates? of lower ash content. The recovery -size curve achieved with column was similar in shape to that obtained with conventional cell, with superior results in the region of fine fractions. The influence of some column operating parameters was also discussed.

Underground openings resulting from coal mining activities have been a serious cause of subsidence problems in the Warrior coalfield of Alabama, which is the 11th largest coal-producing state in the United States (National Coal Association, 1986). The problem will be even more serious in the future because 17 Gt (19 billion st) of Alabama&apos;s 22 Gt (24 billion st) of coal reserves are classified as an under- ground resource (Tolson et al., 1982). Subsidence data in this area has been scarce com- pared with other coalfields (Conroy, 1980; Dunrud and Osterwald, 1980; Gentry and Able, 1978; Hunt, 1979; King and Gentry, 1979). This paper discusses the results of a study of subsidence overlying two longwall mines that contrast each other. One of them (Mine #1) is a shallow longwall mine where the coal strength is very high, and the other mine (Mine #2) is extremely deep with a low strength of coal.

This work was completed in a 440 KW pilot-scale combustor in preparation for a 50,000 Kg/hr industrial steam boiler limestone injection test program. The main objectives of the work were to: (1) identify the variables which affect sulfur capture, (2) determine the maximum sulfur removal, and (3) determine the effect of limestone addition on furnace operability and heat transfer. The variables which were identified as being important in sulfur capture were: Ca/S molar ratio, flue gas temperature at the limestone injection location, and limestone particle residence time. The maximum sulfur dioxide removal was 72%. The addition of limestone increased the particle deposition rate in the combustor; however, all deposits were easily removed by an air lance.

The Kings Mountain area of North Carolina is the lithium pegmatite center of the U.S., if not of the whole world. We have two spodumene and by-product mineral producing companies, Lithium Corp. of America, and Foote Mineral Company. We also have Kings Mountain Mica and Kings Mountain Silica Companies producing mica. feldspar, quartz and clay from weathered pegmatites in that area. Figure 1 gives the location of the spodumene pegmatite area in North Carolina. The two spodumene producers mine typical pegmatite ore in open pits after removing amphibolite or mica schist overburden which is sold to aggregate producers. The ore reserves are discussed elsewhere in this session. They are in the order of plus 50 million tons but not unlimited. 1.2 The major minerals found and concentrated from the North Carolina spodumene pegmatite ores are tabulated on Table 1.
