A field investigation was undertaken to study some of the. chemical and hydrological aspects of leaching an impermeable copper sulfide waste dump. Samples, obtained by means of a Becker pneumatic drill from Kennecott's Chino "J" dump, near Silver City, New Mexico, were analyzed for their moisture and soluble-salt content, Fe +2 , Fe +3, Cu +2 , and H in their interstitial solutions and non-water - soluble Fe, Cu, and S in their rinsed residues. Conclusions were drawn from these data concerning the overall chemistry of impermeable-dump leaching and the hydrological characteristics of the dump.

Exploration The technology of underground construction and particularly of tunneling, both now and in the future, starts with knowledge of the properties of the medium surrounding the tunnel. Although we are trying to develop machines that can excavate tunnels independently of the properties of the medium, and although we may achieve some success in this direction, we seem always to be brought up short by a paradox: With increasing sophistication of machines and with increasing complexity of construction jobs, our methods are likely to become more sensitive rather than less sensitive to changes in the medium. I suspect that the need for more precise knowledge of subsurface conditions in advance of construction will increase rather than decrease as time goes by. In the recent anniversary issue of Engineering News Record, Probing the Future, Senior Editor Bill Jacobus prophesies highly sophisticated devices to probe the unknowns of the earth's soil and rock materials. He envisions that "drill holes to obtain borings will give way to rock-melting coring devices". He may be right; it is hard to argue the accuracy of predictions of the future. The MSHA Technical Support, Roof Control Division's primary evaluation tool for coal pillar designs is the Analysis of Coal Pillar Stability (ACPS) program. However, ACPS is limited to evaluating interactions between two seams at a time, which is not ideal for complex multiple- seam scenarios. Further, it does not recognize the influence of strata properties in the interburden and cannot be used to evaluate individual pillars. We apply the Rocscience RS2 two-dimensional finite element program as a complement to ACPS. Complex multiple-seam scenarios can be characterized by a modified pillar stability factor where the ACPS single-seam development pillar stability factor is multiplied by the ratio of average single-seam development stress to the stress in the critical pillar at the multiple-seam stage, using the values of o as predicted by RS2. Several series of test examples involving two-seam analyses with isolated remnants, gob-solid boundaries, and high extraction areas of varying width were used to calibrate simulated gob properties such that the ACPS+RS2 method generated results that matched a traditional ACPS Stability Factor to within 13%. As high-extraction areas become wider and deeper, progressively stiffer gob is simulated by increasing the Young's Modulus property in RS2. After achieving calibration with the test series, three examples of complex multiple-seam scenarios were evaluated, using reasonable properties for strata types and thicknesses based on core log data. Resulting modified stability factors are reasonably close to those predicted by ACPS, although affected by units of sandstone in the interburden and gob shadows superimposed on remnant structures. This tends to show that even in complex multiple-seam conditions, applying ACPS to the worst-case interaction should usually result in an acceptable pillar design.

A filter consisting of a synthetic fibrous material has been determined to be a viable alternative to the wire mesh panels currently used in irrigated filter dust collection systems. An extensive laboratory investigation of the material showed that it removed a higher percentage of both respirable coal and quartz dust from the air entering a collector than did the flat and pleated wire mesh panel designs. This improvement in dust collection efficiency reduced the amount of coal and quartz dust discharged from the collector exhaust by approximately 44%. Since continued exposure to excessive levels (>5%) of respirable quartz dust presents a severe health hazard, this alternative filter medium could be of use to those mines required to comply with more stringent dust standards due to quartz.

Although past investigations (2, 5)have been conducted to determine crushing relationships, no program which covered a broad range of crushing conditions had been conducted. The previous studies appear to concentrate on small segments of the overall picture and did not fullfill our desired information objectives. The Crusher Variables Research Program conducted at the Mineral Research and Test Center (MRTC) of Rexnord, due to the broad range of variables utilized in a production size crusher, is believed to be the most comprehensive study of its kind as of this date. The principles developed by the Symons brothers in 1925, when they patented the cone crusher as we know it today, are still being used in the machine known as the Symons Cone Crusher, During the development of this novel crushing concept, a technique known as the fall of material (called the Bouncing Ball Theory1 by some) was used to determine an idea as to the proper head angle, eccentric and speed of eccentric rotation, The final variables used for the Symons Cone Crusher design were, therefore, the logical conditions to start with and use as a reference against which other variables could be compared.

It has been discovered that water insoluble alcoholic solutions of alkyl hydroxamic acids serve as selective collectors for the flotation of phosphate mineral resources (Miller et al., 2000). The effectiveness of the new collector chemistry has been demonstrated by the results from single stage bench scale flotation experiments for feed material from plants in Florida, North Carolina, and Utah. In the best case, from experiments with low grade (5% P20,) coarse feed (16 x 35 mesh), a single stage phosphate recovery of 95% was achieved with a concentrate grade of 31% P20,. Such a separation efficiency could not be achieved using the traditional fatty acid/fuel oil collectors as is evident from a comparison of the respective grade/recovery curves.

The U.S. Bureau of Mines is currently conducting laboratory experiments to study the reactions occurring during in situ leaching of oxide copper ores hosted by biotite-poor granite and biotite-rich granite porphyry. Detailed pre-leach and post-leach petrographic examinations of the rock samples are combined with the leach solution chemistry resulting from core leaching experiments to enable an evaluation of the various reactions which are responsible for the observed fluid chemistry. The information resulting from these laboratory studies is being utilized to support the design of the Bureau's ongoing field research project at the Santa Cruz deposit near Casa Grande, AZ. Atacamite and chrysocolla are the primary copper minerals present in this deposit, and both are readily soluble in the dilute 5% sulfuric acid solutions used in these experiments. In addition to the dissolution of copper minerals, biotite dissolution also occurs during the experiments, contributing K, Mg, Fe, and Al to the leach solution. The biotite dissolution appears to be non-stoichiometric, as it is progressively altered to vermiculite and finally, amorphous silica. While K, Mg, and Fe concentrations in solution steadily increase with time, Al quickly reaches a maximum, and then remains relatively constant for the remainder of the experiment. This suggests that Al saturation is achieved, and this Is supported by the presence of precipitated Al sulfate and aluminosillcate clay mineralization in the post-leach rock samples.

Processing nonmagnetic taconites by selective flocculation-desliming and flotation requires large volumes of water. If impounded without treatment these off-process waters require excessively large areas for containment. To discharge the waste water into natural waterways would contribute to stream pollution and likely would not be permitted. In Bureau of Mines experiments conducted in the Twin Cities Metallurgy Research Center&apos;s 900-lb/hr pilot plant, approximately 85 percent of water requirements for the flotation-based treatment of a Michigan nonmagnetic taconite were met by reclaimed water. Water reclamation of the off-process streams from flotation was accomplished by controlled additions of lime, sodium carbonate, and a synthetic flocculant to reduce turbidities to <1,000 ppm equivalent Si02, while maintaining a Ca(II) content of 516 ppm in the finished effluent. Flotation concentrates of good quality were obtained using the reclaimed water. The cost of chemicals used in water reclamation was approximately equal to the savings in flotation reagents attributed to recycling of the water.

Leaching is defined as a form of extraction in which a valuable constituent is removed from a solid body by mass transfer to a solution which, for the purpose of this discussion, is considered to be an aqueous medium. Historically, leaching has been applied to the recovery and purification of many elements. This paper, however, is directed toward the recovery of copper, uranium, vanadium, and precious metals included in the following systems: 1. The leaching of copper minerals, sulfides and oxides, by acid or by ammoniacal leach solutions with or without an oxidant. 2. The leaching of gold and silver, either native metals or as minerals by an oxygen-containing alkaline cyanide solution. 3. The solubilization of certain uranium and vanadium minerals by oxygen or oxidant-bearing lixiviants. Many other systems of this general type exist, but from a production standpoint, these three systems account for most of the major values recovered by leaching.

The mechanistic or phenomenological approach to ball milling involving the, concepts of particulate selection and breakage functions with particle population balance models has been well established over the past decade (c.f., the review articles by Austin (1) Herbst and Mika, (2) and Snow (3)). Initial efforts to apply this approach concentrated on batch milling, but since most milling in industrial practice is continuous, much recent research has been directed to extending this approach to continuous milling. The primary difference between batch and continuous milling processes is the relative importance of material mixing and transport in the mill in the latter case. Much analytical (4-8) and some experimental (9-15) work on the effect of mill mixing and transport on milling has been recently reported. Much of the analytical work has naturally centered around extension of the well-developed concepts that have been applied to chemical reactors, (16-18) Fortunately, it has been found(1) that most milling processes are analogous to first-order chemical reactions so that the combined effects of material transport and reaction (breakage) can be handled by the relatively simple segregated flow concepts. Pegasus Minera de Chile, Ltda. is completing three phases of metallurgical evaluation on the Pullalli project to develop a preliminary process flowsheet. A project feasibility study is in progress. The feasibility study includes a proposed process flowsheet designed based on results from the multiple stages of metallurgical evaluation. Phases I and II of metallurgical evaluation included laboratory scale heap leach and milling cyanidation testwork on multiple drill core composites and bulk ore samples from the Pullalli Project. Phase Ill included pilot scale milling/cyanidation testwork on Pullalli drill core composites. The proposed flowsheet includes selective mining and separate processing of low grade and high grade ores. Low grade ore will be crushed and heap leached. High grade ore will be milled leached for 12 hours in an agitated cyanidation circuit. After 12 hours of leaching, sands and slimes will be separated and the sands will be washed using a counter current cyclone (CCC) circuit. Partially leached and washed sands will be added to the crushed low grade ore for heap leaching treatment and permanent placement. Partially leached slimes will be thickened in a high capacity thickener and will be processed in a CIP circuit. Leached slimes will be placed in a tailings impoundment.

Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS (1994 Agreement), but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing (RAND) that has been used in other contexts. The International Seabed Authority (ISA) or another entity will need to coordinate and promote this licensing regime through governance of intellectual property (IP) derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

The Communaute Urbaine de Montreal is currently involved in construction of the South Interceptor which consists of 53 kilometers (33 miles) of 1,800 mm (6.0 ft) to 5,400 mm (18.0 ft) diameter tunnels for the purpose of collecting, storing, and delivering sanitary and combined sewage to the treatment plant. Work is divided into ten separate contracts; nine of which have already been bid. The purpose of this paper is to describe construction activities that have been performed through the end of 1986 with emphasis on a general layout of facilities, a summary of subsurface conditions, and brief descriptions of actual construction activities for the six contracts where tunneling has been performed. All projects are being excavated with tunnel boring machines.

The chemistry of the element uranium enables industry to employ either an acid or alkaline carbonate leach solution for most uranium ores. Either method my be used for conventional, in-situ, or heap leaching. Uranium recovery in the leaching process depends both on the solubility of the uranium minerals and, on the access of the leach reagent to them. The uranium leaching rate is proportional to the liberated mineral surface area and the chemical reactions involved in the dissolution step. The dissolution of U(VI) and the oxidation of u(IV) to U(VI) are the basic chemical reactions in the leaching process. The active surface area is a function of the effective porosity and the particle size of the ore (1). Ore pieces, with a high porosity and high permeability, may provide a large active surface area even in coarser fractions. This type of ore might be suitable for heap or in-situ leaching techniques. Nonporous and impervious ores are usually more amenable to conventional milling where the active mineral surface is exposed by grinding the ore down to the liberation size of the mineral.

At the outset of a discussion on the adaptability of Illinois coals for use in iron and steel production, it is perhaps well to define terms. ?Adaptability? as used in this context, means that a coal can be, adapted to use within a given technological and economic framework. For a coal to be adaptable, to use in the manufacture of metallurgical coke within the present technological and economic framework, it must possess, among other things, at least the following characteristics: 1. The coal must be capable of producing, alone or in combination with other coals, a coke that can meet at least a minimum standard of required performance in the present-day blast furnace. The coke must have sufficient strength, stability, hardness, and freedom from impurities to make it suitable. 2. If the coal in its raw form does not meet these requirements, it must be amenable to beneficiation or upgrading so that the requirements can be met. 3. It must be available in uniform quality and in sufficient quantities to meet the need. 4. Use of the coal must be economically attractive. If its quality is equivalent; to that of the coals with which it must compete, it must be no more expensive than they. If It is better, a premium price may perhaps be demanded. If, in any respect, it is the least bit less suitable, the cost must be lower to offset its disadvantages.

One of the most persistent topics at technical gatherings and in the recent scientific press has been the reduction of iron ore. To cite some of them, in May 1960, a symposium on the subject was sponsored by the Electrochemical Society. The proceedings, comprising two dozen papers, were later published.3/ More recently, November 1966, a similar gathering took place at Michigan Technological University, Houghton, Mich. The latest meeting was the International Congress on Production and Utilization of Reduced Materials, Evian, France, May 1967. If the volume of literature, symposia and conferences is a measure of industry concern, then current interest must be at a high level. To the casual observer of the metallurgical scene, the abiding and recurring attention to iron ore reduction outside the blast furnace must be somewhat puzzling in that so much research endeavor has resulted in so little commercial activity.

Dunn has written an excellent paper providing a wealth of advice on what is often the most costly consumable in the mineral processing plant. As he pointed out, grinding media selection and quality control can play a major role in successful plant operation. Owing to the economic importance of this topic, there are some important factors related to media sizing that I believe merit further comment. Dunn made reference to a slightly simplified version of the Azzaroni (1981) equation and pointed out its successful use for the Henderson SAG and Climax ball mills. Although both formulas are empirically based on successful plant experience, a notable discrepancy between them is that Bond has factored the work index by the ore specific gravity. This is invariably so, as the Bond work index is derived from the mass grindability (in grams per revolution) measured in a test mill with a fixed volume of solids load (Bond, 1961). A material having the same structural integrity but double the density of another will have double the grindability and just over half the work index. Thus, for the general case, specific gravity should be incorporated into any media sizing formulation that uses work index as the criterion for resistance to breakage.

Deposition of calcium carbonate scale on activated carbon in the Pinson Mining mill carbon column circuit was causing erratic gold recovery rate, long acid wash time, high carbon attrition and long strip times. Continuous addition of a blended antiscalant into the mill thickener overflow at 8 ppm reduced the average carbon acid wash weight loss from approximately 10% to < 2%. Cleaner carbon improved the gold loading rate in the mill column. The loading on Column I was increased to 175-225 oz/ton carbon from 125-150 oz/ton for a two-day carbon advance cycle. The higher loading capability has given Pinson more flexibility and better control of gold flow through their carbon adsorption, stripping and electrowin­ning processes. Preventing calcium carbonate build-up on activated carbon with this antiscalant reduced acid wash batch time. This enabled Pinson to acid wash and regenerate every batch of stripped carbon for all the adsorption circuits. Shorter strip times have also resulted from the lowering of the calcium carbonate scale level in the loaded carbon. Carbon consumption has been reduced and is now averaging 0.046 lb/ton ore for the first six months of 1990 compared to 0.072 and 0.083 lb/ton respectively in 1989 and 1988.

Until recently, the general expectation among mining compa­nies and financial analysts has been that the price of gold would remain on a generally upward slope. The recent drop in the price of gold has caused many people to re-think the issue. Of course, the price of gold is singularly difficult to predict, so it is difficult to tell which concept is correct. In the present financial situation, however, many junior gold companies are faced with the reality that money is hard to raise, and many senior gold companies find that they are facing a period of corporate losses even though they own solidly producing mines, As engineering consultants, Kappes, Cassiday has recently received several requests to review conventional milling projects to see if heap leaching is a more viable option. In regard to straight financial criteria such as return on investment and net present value, the question is usually fairly easy to answer. However, corporate decisions must often be based on less definable criteria. For instance, new stock issues tend to be more successful if they are larger, which tends to favor milling operations over heap leaches. The corporate issues are often subjective and difficult to generalize about, so I will con­centrate in this paper on a few financial concepts.
