Conventional methods of drillhole site selection are reviewed briefly. Two approaches using geostatistics are then discussed, both of which have been shown to yield improved results. Finally, a branch and bound algorithm is described which will select the best locations for drilling from a user specified number of possible drill sites. Two options are discussed. First, the user can specify a maximum drilling investment or a maximum number of drillholes and the program will select the locations yielding the minimum estimation variance. This amounts to getting the most for a given investment. Alternatively, a maximum tolerable estimation variance can be specified and the program will select the number and location of the drillholes to obtain the desired information at a minimum cost. Another benefit of the approach is the quantification of the tradeoffs between investment and information obtained.

Epithermal vein systems are often modeled as simple, discrete high grade structures within low grade host rock. However, geologic setting and structural preparation influence how such vein systems form. In structurally complex areas, veins may follow several structural trends and occur on a variety of scales. Geologic and grade modeling within such complex structural regimes can be difficult as individual veins cannot be delineated from host rock based on grade alone. Structurally complex areas require a different approach than traditional discrete vein modeling. Presented herein is a study of a structurally complex area that hosts vein mineralization to be mined underground. All veins could not be modeled discretely, so an alternate approach was needed. Major structures were modeled using surface and underground mapping and were then used to create a structural trend for the area. This trend was used to guide 3D grade shell construction. The grade shells replaced 3D vein solids for grade estimation in order to mitigate the influence of high grade samples. Structurally guided grade shell construction offers a more effective modeling method than discrete vein modeling in deposits that are structurally complex.

The Humphrey Preparation Plant of Christopher Coal Company, located in Monongalia County, West Virginia, was built to process the combined production of the Pursglove No. 15 and the Humphrey No. 7 Mines. Both Mines operate in the Pittsburgh Seam, primarily producing Metallurgical Fuel destined for by-product ovens in the Pittsburgh District. The results of an extensive core-drilling program have established sufficient reserves of low-sulfur coal to justify a 20,000 ton-per-day preparation plant, This is the story of the preparation phase of this combined operation. Few, if any, of the non-ionizing radiation health hazards to be found in either surface or underground coal mining are uniquely different because of their being found in the work environment. Hence, they can be considered generally for their bio-effects on the worker when found in the mining work environment. The same may not be said, however, for the lack of non-ionizing radiation and its bio-effects, particularly as it relates to underground coal mining. The term "non-ionizing radiation" refers to various forms of electromagnetic radiation of wavelengths longer than those of ionizing radiation. As the wavelength gets longer the energy of electromagnetic radiation decreases. Therefore, all non-ionizing forms of radiation have less energy than cosmic, gamma, and X-radiation. In order of increasing wavelength, non-ionizing radiation includes ultraviolet, visible light, infrared, microwave, and radiofrequency radiations. The energy frequency and wavelength range of both the ionizing and non-ionizing electromagnetic forces are shown in Table I. To convert the wavelengths of various radiations to Ångström units, one multiplies millimicrons by ten. In a vacuum, all electromagnetic radiation has the same velocity, namely 3 x 1010 centimeters per second. The natural source of radiant energy here on earth is our sun which emits radiation continuously over a wide spectrum. This radiation on average reaching earth ranges from 290 nm in the ultraviolet range to over 2,000 nm in the infrared range with a maximum intensity of about 480 nm in the visual range. You will note this falls into the visible blue wavelength and accounts for our blue sky and blue ocean and deep water effects. We are all familiar with the fact that the passage of solar radiation through the atmosphere to the earth changes the spectrum considerably because the atmosphere absorbs and scatters many of the sun's rays. The ozone in the upper atmosphere absorbs the shorter ultraviolet wavelengths and water vapor absorbs some of the infrared wavelengths. Smoke, dust particles, gas molecules and water droplets scatter the rays, especially those of shorter wavelengths. In addition to the sun, every gas, liquid or solid object at a temperature above absolute 0° radiates energy. Solid objects emit almost continuous spectra. At low temperatures only radiation of the longer wavelengths in the infrared range is emitted, but as the temperature of the object is increased, more and more of the shorter wavelengths are added. This fact is most readily demonstrated by heating a piece of steel. When a piece of steel reaches a temperature of about 1,700° Fahrenheit, it gives off radiation at the red end of the visible spectrum and appears dull red. As the temperature is further increased, the shorter rays are also emitted, until at about 2,100°F, the metal appears white, due to the emission of wavelengths throughout the entire visible range. Gasses, on the other hand, when heated emit radiant energy only at certain wavelengths, which are characteristic of their chemical structure. This latter fact is of importance in underground coal mining as high intensity gas and vapor lamps are becoming more and more utilized for illumination in underground coal mining. The biologic effect of non-ionizing radiation exposure depends upon the type and duration of exposure and on the amount of absorption by the miner. The effects of this radiant energy on the miner fall into four distinct types: (1) the heating effect of infrared radiation, (2) the effect on the eye of visible radiation, (3) the effects of ultraviolet radiation, and (4) the growing potential effects of the misuse of microwave radiation. Each non-ionizing type of radiation will be considered individually. ULTRAVIOLET RADIATION The sun is the major source of ultraviolet radiation, which is of concern in open pit and surface mining at certain seasons and in certain climes necessitating protection for the surface miners under those conditions; nonetheless, there are some man-made sources such as electric arc lights, welding arcs, plasma jets, and special ultraviolet bulbs for illumination underground that demand surveillance in the underground environment to be aware of whether the miners are at risk above the threshold limit values allowable. Since ultraviolet radiation has little penetrating power, the organs that are affected are the skin and the eyes. Ultraviolet radiation is strongly absorbed by nucleic acids and proteins, and the effects in man are largely chemical rather than thermal. Short-term effects on miners include acute changes in the skin. These are of four types: (a) darkening of pigment, (b) erythema (sunburn), (c) increase in pigmentation (tanning) and (d) changes in cell growth. Ultraviolet radiation also causes acute effects on the tissues of the eye. Overexposure can lead to keratitis, inflammation of the cornea, and conjunctivitis. Long-term effects of ultraviolet exposure include an increase in the rate of ageing of the skin with degeneration of skin tissue and a decrease in elasticity. Late effects of ultraviolet on the eye include the development of cataracts. The most serious chronic effect of ultraviolet exposure is skin cancer. Ultraviolet radiation effects are increased by some industrial materials and drugs. After exposure to such compounds as cresols, the skin is exceptionally sensitive to ultraviolet radiation. Photosensitivity reactions occur after exposure to a variety of other chemicals and drugs including dyes, phenothiazines, sulfonamides, and sulfanylureas. Concern about environmental pollution goes back many centuries, but until recently most efforts to control it have been perfunctory and spasmodic, aimed largely at coal smoke and other visible pollutants. Air pollution is to a large degree a byproduct of our economic development, and scientific knowledge of the causes and character of such pollution is more extensive than the technology to handle the waste byproducts of our industrial civilization. The removal of all constituents foreign to the air from the effluents produced by an industrialized society is obviously impractical at this time. There is widespread difference of opinion regarding acceptable ambient air concentration levels for the Various pollutants produced by combustion processes, but there is basic agreement that the pollution of the atmosphere must be controlled and eventually reduced. The magnitude of the air pollution problem has been increasing rapidly because our expanding economy calls for an ever-increasing consumption of energy, and fossil fuels are a principal source of energy. For example, the consumption of electricity has been increasing at an average annual rate of approximately 8 percent over the last 10 or 1.5 years. Table 1 shows the estimated emission of the principal pollutants into the atmosphere in 1966. The approximately 90 million automobiles, trucks, and buses on American highways contribute the largest proportion of pollutants to the atmosphere, but that fact does not alter the growing problems of the coal industry. You will note that sulfur oxides, particulates, and nitrogen oxides are all products of the combustion of coal. Of these air contaminants, sulfur oxides are now receiving major emphasis in terms of research to develop effective means for control, Table 2 shows that the combustion of coal produces approximately 60 percent of the sulfur oxides discharged to the atmosphere. While the utilization of coal is the principal source of particulate matter, this is not considered as serious a problem as it was in the early part of the century because of technological developments that have produced sound methods for the removal of particulates from waste gas streams.

Wheel loaders are currently being used in many mining applications for a variety of reasons. While they sometimes provide the lowest loading cost, a primary advantage of the wheel loader versus other loading systems is the increased versatility and mobility inherent in a wheeled vehicle. The advent of large wheel loaders with much greater digging capability enhanced wheel loader usage in severe loading applications. To match these severe conditions, machines offered today were designed to work in these rocky conditions. Soon after the introduction of large wheel loaders into rocky conditions, however, it became apparent to many users that tire costs could at times account for up to 50% of total hourly operating costs on large wheel loaders. In some applications, tire costs alone pushed wheel loader economics beyond the economic feasibility for these jobs, prohibiting their use. In an effort to combat high tire costs, several attempts have been made to put fast moving steel around the tires to provide a strong interface between vehicle and ground. Some earlier attempts involved wrapping tracks around tires. Mechanical difficulties with these systems limited their customer acceptance. Subsequently, the development of protective tire chains came into favor. While tire chains offered added protection to the tires, the cost and maintenance of the chains remains a problem in 1972, the Dystred arrangement was announced for usage on a 6 cu yd wheel loader from Caterpillar Tractor Co. (See Figure 1). The Dystred offered the advantages of greatly increased tread life over conventional tires, as well as resistance to tread puncture in most situations. The arrangement basically employed a track system similar to that used on track type loaders. Pin and bushing wear often caused high hourly operating costs and excessive machine downtime. In addition, the connection of shoes through the use of links, pins, and bushings forced a limitation on too speed of the vehicle.

The requirements for controlling air and stream pollution are a most timely subject for all concerned people. The coal industry has taken great measures to reduce both types of pollution. Through the use of more efficient scrubbing equipment on their thermal dryers, pollution has been considerably reduced. In many cases, the complete elimination of thermal drying by using centrifugal dryers to dewater fine coal products and meet customer specifications has completely eliminated air pollution from this source. To help eliminate stream pollution and the hazards created by tailing ponds, the coal industry is using centrifugal dewatering equipment. Use of centrifugals to dewater fine refuse for disposal would eliminate refuse ponds or extend their life. In doing this effectively and economically, preparation plants have the option of recycling the clarified water to close the water circuit or of discharging the water into receiving streams with the assurance that it contains an acceptable amount of refuse solids.

This paper reviews the growth pattern in bauxite and alumina production, and primary aluminum smelting through 1980. Because the alumina and primary metal are intermediate products of the major integrated aluminum companies, it is not possible to determine their production costs. The costs indicated in this paper are order of magnitude costs based on published figures and the market price of these products. The conclusions in this paper indicate the general pattern of growth in the aluminum industry and are not meant to be a substitute for the feasibility and economic studies that are needed for individual bauxite mining, alumina refining and aluminum smelting projects.

Generally speaking, erosion, as a process which entails degradation of surface layers of earth under the influence of the mechanical energy of surface waters, and from the point of view of biosphere sustainability, is a harmful process. This is absolutely true when agricultural and forest areas are concerned. However, if erosion is viewed selectively, this general definition about its harm raises serious questions. In other words, the erosion which takes place in the terrains where there is no vegetation because of the geological composition of the soil, does no harm. On the contrary, if the mineralogical composition of such terrains is characterized by a presence of precious and rare metals, erosion can be very useful. It contributes to the creation of new alluvial deposits of these metals in the waters in the plain land. It is here that torrents from hills come down and cause erosion. And finally, if there were no erosion, there would be no renewable deposits of gravel and sand.

In late 1993, Inco Ltd. completed a $600-million environmental improvement project at its Sudbury, Ontario operations -the largest single environmental project ever undertaken by a Canadian corporation. Efficient new facilities and innovative technologies installed during the course of the project have also significantly improved Inco's productivity and competitiveness. In early May 1994, a panel of 18 Inco authors contributed to a Technical Forum, "Environmental Programs at Sudbury," presented at the 96th Annual General Meeting of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) in Toronto. Their papers have been published in CIM's Toronto `94 Proceedings Volume, pp. 62-77. The following report draws primarily on discussions of Inco's milling and smelting operations published in the Proceedings Volume. Column flotation is finding increasing use in the flotation of copper, molybdenum and other heavy metals and coal. Columns have proven operational, cost and metallurgical advantages which caused us to investigate their use in the proposed Escondida flowsheet. A comparative pilot plant test with 35 tons of ore showed that one column can replace three stages of cleaning and result in a significantly higher concentrate grade with no loss in recovery.

Colony Development Operation is a joint venture currently consisting of four active members; The Oil Shale Corporation (TOSCO); Ashland Oil Inc.; Shell Oil Company and Atlantic Richfield Company, operator of the project. The initial efforts on the Colony project began in the spring of 1965. Pilot mining and semi-works engineering programs continued, in phases, to completion in the fall of 1972 when commercialization of oil shale was deemed realistic. Since that time, Colony efforts have been directed toward evaluation of the data collected during the semi-works operation and in designing a commercial operation. In October of 1974, Colony announced: "because of economic and national energy policy uncertainties it was suspending plans to start construction of a commercial oil shale plant on private lands in northwestern Colorado, scheduled for spring of 1975."

In recent years, there has been increased interest in construction problems presented by karst topography. Twenty-five years ago, karst areas were by-passed for development. Today, the high cost of land and population pressures are requiring utilization of karst areas. Areas exhibiting karst features can be satisfactorily developed so that construction can proceed in a normal manner; or the areas may be left undeveloped and the underground drainage system abused by improper use causing or contributing to structural collapse, excessive erosion, and a grave threat to the stability of land development and the environment. The term "karst" is a comprehensive term applied to areas underlain by soluble rock that possess a topography formed chiefly by the dissolving of rock and the diversion of surface waters to underground routes. There are four features which contribute to the maximum development of karst. 1. A soluble rock, preferably limestone, must be present at or near the surface of the ground. Occasionally, dolomite will suffice.

Historically, Bingham is a rail pit, starting with steam locomotives in 1906 and converting to electric locomotives in 1923. Ore production was maintained through an effective utilization of available rail equipment. From time to time as it became necessary to deepen the pit and as stripping ratios increased, various studies were made on alternate material haulage systems. Utilization of diesel locomotives, conveyor belts, and trucks have all been subjects of study, however, conversion from rail haulage utilizing electric locomotives could not be justified. Because of the gradual decline in ore grade, a program was approved in 1963 to raise ore production to 108,000 tons per day. This was designed to return copper production to the 1950 level. Attainment of this production level by expansion of the rail system had definite limitations and built-in inflexibility. Track and trolley wire relocation causes shovel down time in excess of that required for normal maintenance. Instability of the dumps and the resulting additional track maintenance increases greatly as the volume of waste material to be handled daily expands.

The effectiveness of pre-reinforcement as an immediate stabilization measure as well as its contribution to the permanent stabilization of a tunnel were studied through the use of physical (Figure 1) and numerical models (1). Physical models were designed for the investigation of two pre-reinforcement systems: first, reinforcing far ahead of the main excavation (Figure 2); second, spiling reinforcement ahead of the face (Figure 3). In both cases, the use of reinforcement was responsible for permanently stabilizing an otherwise unstable opening. Data from the physical models were used to calibrate a numerical model from which additional information on long term behavior, methods to account for the capacity of a pre-reinforcement system, and the mechanisms involved were ascertained. These studies indicated that pre-reinforcement can stabilize a rock mass effectively as it reduces deformations and thereby deterioration due to strain softening, provides rock mass confinement leading to increased available strength, and maintains rock arch continuity allowing for increased tangential stress in the immediate vicinity of the opening. Field studies verified the capacity of spiling reinforcement to restrain initial deformations.

In 1980, a caravan of representatives of Japanese trading companies debarked on the shores of the United States bearing gifts of watches, electronic games, and radios. In early 1983, we find in a parking lot of a major U.S. coal company, a haggard general manager of marketing returning to the Orient with a box under his arm of trinkets of his own; cross pens with company logos, alarm clocks, etc. The tables have turned, but our fellow sitting in a jet plane over the Pacific Ocean had only to heed the warning of the famous 19th Century poet well familiar with the ways of the Far East. Kipling said; "And the End of the Fight is a tombstone white and with the name of the late deceased, And the epitaph drear, a fool lies here who tried to hustle the East."

In being asked to present this paper on the improvements in loading and hauling equipment and the effect on unit costs, Mr. Van De Water, your program chairman, stated that his reason for coming to a contractor was due to the wide experience of, and I quote: "a large contracting firm using a variety of equipment on varying types of earth moving jobs." We people in Utah Construction Company are flattered that Mr. Van De Water singled out our Company for this assignment. Utah Construction Company's participation in open pit mine stripping antedates the 1920's, when overburden was being removed from copper ore in Bingham Canyon, Utah. Our first stripping con¬tract for the Copper Company was finished in 1912. Since that early beginning, Utah has, as a contractor, been engaged to strip and mine iron ore properties, coal properties, copper properties, uranium properties, phosphate,-gypsum, limestone and dolomite properties. And, as you know, the Company has become a major producer of iron ore from Company-owned open pit mines. Utah Construction Company has been instrumental in the evolution of open pit mining tools. Some of the first tools were the old wood and coal fired stream shovels which had to be fired hours before a shift started to insure a full head of steam, providing power to excavate with the then large 1-1/2 cubic yard buckets. Today, Utah's strip mining is done, with 18 cubic yard and 10 cubic yard crawler shovels. Yesterday's horse and mule drawn, iron wheeled wagons, with 1 and 2 cubic yard capacity, which were hand dumped by removing the false bottom, one 2 x 4 at a time, have been replaced by today's- 50-ton capacity, hydraulic, rear dump trucks and giant 40-ton coal haulers. Utah Construction Company used the early fresnes and wheeled scrapers which were horse and mule drawn. Often, an operator holding too tightly to a handle was thrown into his horses when a hard spot turned the scraper, a contrast with today's 20 and 25 cubic yard, self-powered diesel and diesel electric Gargantuan rigs; with power controls that relieve the operator of practically all physical work. This Company has pioneered many of today's advances in equipment with shop made prototypes, features of which were adopted and elaborated upon by equipment manufacturers.

Viewed abstractly, a mill may be defined as a mineral processing facility located somewhere between the mine and the tailings storage area, Just how mining operations and the demands of tailings storage affect mill design is, the subject of this paper. At the outset, it will be readily acknowledged that no two installations can, or ever will be the same. At one extreme is the bucket line dredge where the distance between the ?mine? and the tailings area is measured in terms of tens of feet. At the other extreme, the large open pit copper mines are frequently spread across twenty, miles or so of countryside with the ore moving to the mill, as exemplified by the operations at Bingham Canyon, Ray, or Ruth - the "upstream" counterparts of Garfield, Hayden and McGill. In each of these cases, mill location was largely determined by requirements for tailings storage and/or water supply.
