Pocahontas Land Corporation, a wholly-owned subsidiary of Norfolk and western Railway Company, owns a 100,000-acre block of coal lands in Martin, Johnson, Pike, Floyd and Lawrence Counties, Kentucky. These holdings were largely acquired in three major purchases between the years 1942 and 1959. The area is undeveloped and constitutes a part of the coal reserve for future mining. This block, which is principally in Martin County, lies in a triangle formed by the Levisa and Tug Forks of Big Sandy River on the sides with Dewey Dam at its base and the Town of Louisa at the apex. The topography'is typical of eastern Kentucky and consists of steep hills rising from 500 to 800 feet above creek level. There is little level ground in the area. As a matter of fact, some roads are on the creek bottoms with what little bottom land is available in the hollows being utilized for small-scale farming. The steep hills are marked by three separate massive sandstone formations which form cliffs ranging from 40 to 100 feet in height.

The three-dimensional finite element technique combined with a progressive failure approach were used to simulate stress distributions in a complete mine section that occur in response to a longwall mining operation. Due to the availability of a Cray supercomputer, a large-scale, three-dimensional, finite-element model was developed for the analysis. The Hoek-Brown failure criterion, which describes a realistic behavior of rock masses, was used for the simulation of progressive failure. A comparison of calculated and monitored stresses in the mine has shown that the model gives a good representation of stresses in the mine structure.

The Henderson Mine is a large underground panel cave molybdenum mine located near Empire, Colorado. Diesel equipment is employed for all development work, as well as production ore handling. Due to fluctuating demand for molybdenum, production rates have varied from 16,000 to 32,000 metric tons per day (18,000 to 36,000 short tons per day) over the last four years. In order to obtain the maximum air flow for minimum power cost the Henderson mine has completed the following modifications to the ventilation system: removal of large intake fans, elimination of underground booster fans, shutdown of tunnel exhaust fans, completion of the number 5 exhaust ventilation shaft, and use of partially debladed main exhaust fans. These changes have reduced the annual cost of mine ventilation at the Henderson Mine by over 80 per cent, a very critical cost savings in today's competitive molybdenum marketplace.

When we were asked to prepare a paper on gold to be part of the Economics of Precious Metals session, our immediate thought was that we should address the question of supply. Are the existing mines of the world capable of filling the demand for gold? We recognized that gold does not conform to the normal pressures of supply and demand. Major new sources of production and increased sales might have a very short term effect and depress the price but this does not last very long. Those forces that affect gold prices are very different from the ones economists normally deal with. Factors such as mass psychology, political tensions and fear are certainly more important to the gold price than supply and demand in today's world.

The removal of metals from an acid mine drainage (Leviathan Mine, Alpine County, California) water by precipitate flotation was investigated. The Leviathan waters vary from about pH 4.0 to pH <2.0and contain from about 2,000 to about 12,000 ppm SO42-.The main multivalent metals present in solution are Fe, Ca, Mg, Al and Mn. Both Cu and Co are present in small amounts. The pH was adjusted with lime. The collector used was either sodium oleate or tall oil. The sodium oleate was used as a function of pH to establish optimum flotation conditions and the tall oil was used only at the optimum pH. Dow Froth 250 was used as a frother. In some test additional Cu was added to the system. Excellent recovery of Fe and Cu were achieved at optimum pH. The process achieves results comparable to precipitation and filtration without as much problems with screens blinding because of less material to filter.

Wastewater sludge is a problem for environmental control and it is necessary alternative researches for its reuse. Industries can research the association of clay and sewage sludge as a source of ceramic mass. This procedure can contribute for the industry sustainability including in its raw materials, wastes of environmental concern. This paper presents the results of sewage sludge and clays characterization being analyzed particle size distribution (sedimentation), mineralogical (X-ray diffraction), chemical composition (X-ray fluorescence), thermal analysis, density, and Atterberg proprieties (liquid and plastic limit; plasticity index) and also their applications in ceramics. Results were used to determine moisture for mass of raw material and sewage sludge and there were realized tests of fired in kiln at temperatures used in ceramic industry for bricks production. In the test pieces were analyzed the properties for application as bricks.

Texasgulf Inc. currently operates an open pit phosphate mine in the central coastal plain of North Carolina. The area of phosphate deposition lies within the Aurora Phosphate district which consists of an embayment which is in the center of the Neogene phosphate deposition. A variety of solid and liquid fertilizer products are produced at the Texasgulf complex. One of these products is known as North Carolina Natural Phosphate (NCNP). New potential for use of unacidulated natural phosphate, now exists in regions with acid soils due to the discovery of the findings from recent research, cost advantages, and moves to reduce chemical inputs.

A closely spaced grid of survey points was installed over the tensile zone of a longwall panel in southern Illinois and monitored daily during subsidence to document the complex ground-surface movements associated with dynamic subsidence. Vertical and horizontal displacements were used to calculate maximum tilts and principal strains within the grid. The dynamic nature of subsidence is made evident by changes in both the direction and magnitude of maximum tilts and principal strains. The maximum tilt (smax) of 0.036 and maximum tensile strain (Emax) of 0.027 were measured after subsidence and were oriented transverse to the longwall panel. Observations of surface fracturing were correlated with strain determinations to estimate a surface strain at incipient cracking (E;) of 0.006 to 0.009. Using shallow inclinometers, a linear variation of horizontal displacement with respect to depth was observed, suggesting a neutral¬axis bending mechanism for near-surface deformation. Horizontal displacements transverse to the longwall panel reduce to zero at a depth of 40 feet. A linear relationship between strain and curvature was used to estimate ground-surface curvatures associated with Emax (0.00068 ft-1) and E; (0.00015 to 0.00023 ft-1). The curvature estimates are consistent with published results.

Accident prevention can be portrayed as a science that deals with facts and natural phenomena and must be dealt with in the same manner as any other operating problem. Safety at the Copper Queen Branch dates back to 1913 when a Safety Organization was started and rules formulated for underground mining. Since then the mining industry has made substantial progress in the elimination of accidents and when the Lavender Pit was started in 1951, it adopted the general plan in use at all Phelps Dodge properties. Mineral Processing Wastes, as defined by the Environmental Protection Agency (EPA), has determined that most of the mine wastes will be regulated pursuant to subtitle D (Solid Waste Regulations) of the Solid Waste Disposal Act while specific mine waste categories will be regulated within the framework of the Toxic Substance Control Act. Though EPA&apos;s determination currently relieves the industry of the regulatory constraints mandated by the Resource Conservation and Recovery Act (Hazardous Waste Regulations) Subtitle C regulatory framework; the industry is not granted immunity from historical or current environmental regulations related to listed or characteristically hazardous or solid wastes. Because of the current regulatory trends and the need to implement cost effective remediation alternatives; advanced currently available on-site remediation technologies are available to minimize, reduce, contain or prevent environmental impacts related to mining and processing activities. In light of industry technical needs, an overview of the research and commercially available remediation technologies will be discussed and a brief discussion of the strengths and weakness of each technology will be presented. Technologies to be discussed includes stabilization, solidification, soil wash, soil flush, thermal distillation, pump and treat, metal extraction, centrifuges, filter presses, bioremediation, and incineration.

Non-renewable mineral raw materials are grouped into three categories to investigate ways leading to sustainable use of natural resources: 1.) metallic resources, 2.) non-metallic resources with the exception of the fertilizer minerals, and 3) the fertilizer minerals for the nutrients nitrogen (N), potassium (K), and phosphorous (P). With the exception of minerals in Group 3 which are essential for plant growth, mankind does not need raw materials as such, only the intrinsic property of a material that fulfils a useful function. This is especially true for non-metallic materials. Metallic resources have the best chance to become renewable if one makes optimal use of the resources of the man-made technosphere. For the fertilizer elements K and N there does not exist a problem, because sea water or air respectively provide an inexhaustible source for them. This does not apply to P however. So P is serving as one of our apposite case studies for solving sustainability challenges. For all the challenges along the road from a non-sustainable to a sustainable resource economy technology can be envisioned to come to the rescue provided conditions that are considered to be essential for sustainable use for all natural resources-- affordable renewable energy and human ingenuity to find new solutions for functions, to optimize processes and to minimize losses-- are satisfied.

Homestake Mining Company has identified a significant native sulfur resource at its Cinnabar Canyon prospect in Mono County, California. Elemental sulfur occurs as replacements, fracture coatings and breccia fillings in a thick sequence of Miocene-Pliocene intermediate volcanic rocks. The deposit extends along a northwest trending regional fault and measures approximately 900&apos; in width, at least 1800&apos; in length, and has a thickness in excess of 200&apos;. The deposit lies approximately 150&apos; below the surface and is covered by a silicified cap of volcaniclastic strata. The deposit has been delineated by rotary and core drilling. Utilizing a grade cutoff of 5% elemental sulfur, the delineated deposit has a probablelpossible resource of 16.1 million tons of ore averaging 17.9% elemental sulfur containing 2.57 million long tons sulfur. Assay grades within the resource area range up to 40% sulfur over a 40-foot intercept.

The announcement of a high-grade ore intercept near Wenatchee, Chelan County, WA, by Asamera Minerals in 1983 triggered widespread interest in this old gold mining district. The district has a long history of exploration and production and was actually one of the few underground gold mines that operated in the post World War I1 years in the US. Gold occurs in a north-trending structural zone in folded and faulted Eocene arkose intruded by andesite and dacite dikes having dates in the 42 to 50 m.y. range. Ore has been mined selectively from ladder veins perpendicular to the trend, from the south end of the trend near Squilchuck Creek. These veins narrow and silicification becomes pervasive northerly where wider zones were caved later in the operation. Recent discoveries at "B" reef at the north end are also in wide zones of silicified arkose. The gold lodes originally cropped out as prominent silicified and iron-stained ridges that were described in the early days as "reefs." The early discoveries were made in out- crop about a hundred years ago, and two claims, the Gold King and Macbeth lodes, covering the most prominent out- crops on the north side of Squilchuck Creek, were staked in 1885 and patented shortly thereafter. A five stamp mill was erected in 1894, but failed to liberate gold for amalgamation. The two patented claims were acquired in 1934 by J. Keegan, who carried out limited exploration and shipped small amounts of flux ore to Tacoma during the next few years. There was no substantial exploration or development of the claims, however, for several years after that time, and ownership of the claims eventually passed to a series of trusts administered by a bank in Seattle.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Fourth and finally, it is important to note that this paper, at least in so far as it concerns the specific requirements of particular regulations, will likely soon be out of date in some important respects. "SummaryFor more than a century, ground freezing has been a construction technique used in stabilization of ground by means of lowering the temperature of surrounding soil strata. This technique is used in circumstances where conventional grouting method is unable to achieve the degree of consolidation required to prevent settlement and water ingress during the execution of underground excavation. Whilst ground freezing is effective in imparting self-supporting characteristics to the excavation profile, it poses significant challenges when it comes to the New Austrian Tunneling Method (NATM) where sprayed concrete is used to support the freshly excavated ground. Sprayed concrete, if used in an appropriate manner, provides a fast, efficient and structurally-reliable means of supporting the structure, especially in underground construction. The evolvement in sprayed concrete technology is attributed to the development of concrete know-how, improvement of spraying technique with the use of automation spraying equipment, more in-depth understanding of sprayed concrete behavior and enhancement of materials used in production of high quality sprayed concrete Not only has this markedly escalated the prominence of sprayed concrete on wider perspective,. the positive development has also pushed sprayed concrete beyond its boundaries, enabling it to be embarked on area of application not considered possible decades ago. Nevertheless, sprayed concrete, for all its placement versatility, still depends largely on the technicality provision very similar to concrete to achieve the required quality. Parameters such as raw material grading composition, curing temperature and cement quality are some of the factors that can easily sway the quality of concrete from one extreme to another. Conducive ambient temperature is critical in ensuring optimum hydration of concrete. This is more important in sprayed concrete where temperature plays a pivotal role in influencing the early strength and long term strength development. The low temperature imposed by ground freezing is everything but ideal for competent hydration to take place. This paper outlines how the innovative use of sprayed concrete helps to overcome the adverse ambient temperature in the construction of a 110m underground pedestrian walkway utilizing ground freezing technique in Hong Kong."

Large metallurgical complexes have more data than a small city and much of it is "real time," changing rapidly as internal and external conditions evolve. As corporations buy and sell assets and reengineer their staff, the structures and tools that were used to understand these data are lost. The lack of an integrated approach makes the profitability of metallurgical plants lag behind that of other industries despite technical advances that have occurred in recent years. This results in significant deterioration in the ability to maintain a "smart” operation. The solution is to use the sophisticated new tools built for the Internet so as to leverage information in a familiar browser format that people can use and understand. Combining real-time infrastructure with portal technology is becoming an accepted methodology. This paper introduces real-time portals and team sites to support decision making by work- groups which require both real-time and documentary information from manufacturing assets, vendors, head office and the Internet. Workers get insight from the overall process effectiveness index based on key variables such as losses due to plant availability, performance efficiency and rate of quality. One function of the U.S. Bureau of Mines is assessing potential economic impacts of federal land withdrawal policies. This often requires performing economic ana1ysls for an area with limited geologic information available. Input to the economic decision process relies heavily on estimates of mine and mill costs for the potential resources in the area being considered. A methodology for performing these cost estimates was needed to address this situation.
