The stable domestic supply of gallium, indium, and germanium has been identified as a critical need for the United States. Electric arc furnace dusts, processed to recover zinc, produce a residue that could be a potential source of these critical materials. An industrial zinc leach residue was characterized to determine its particle size, chemical composition, and predominant mineral phases. Heated, atmospheric, agitated leaching using sulfuric acid and hydrochloric acid was examined to determine the extractions of gallium, indium, and germanium as a function of concentration and temperature. Extractions of gallium were found to be similar to iron in all experiments. The maximum percentage of Ga, Ge, and In leached into solution were 71%, 63%, and 48%, respectively.

The Red Dog Operation is located in northwestern Alaska at Latitude 68°, 100 miles north of the Arctic Circle and 50 miles inland from the Chukchi Sea. The orebody was acquired by the NANA Regional Corporation, (an Alaska Native Corporation established by the Alaska Native Claims Settlement Act of 1971), in 1980 in their land selection. In 1982 Cominco American and the NANA Corporation signed a development agreement and Cominco Alaska Inc., a wholly owned subsidiary of Cominco American, was formed to manage the Red Dog Project. An extensive exploration program in 1980 -1982 outlined a mineral inventory of 85 million tons, at a grade of 5.2% Pb, 17.1 % Zn, and 2.4 oz/ton Ag, which makes the Red Dog the second largest deposit ever discovered. Broken Hill, in Australia, is the only zinc orebody which was originally larger than Red Dog. The design of the facilities is to process 2.1 million tons of ore annually, which will produce 560,000 tons of zinc concentrate, 100,000 tons of lead concentrate and 50,000 tons of bulk lead/zinc concentrate.

Of the 28 accident/injury classifications listed by the Mine Safety and Health Administration, handling materials is second only to roof falls in terms of generating the highest number of reportable accidents in active underground coal mines. Two materials-handling activities that cause numerous injuries each year are the categories of ‘handling supplies or material, load and unload’ and ‘moving power cables.’ Mechanization and mine worker activity training are two methods that can aid in preventing these injuries. This paper describes three mechanical methods – the mobile manipulator, the in-mine hoist, and a cable-handling system - being developed and tested at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health. Two of the devices are specifically designed for loading, unloading, and moving supplies and materials, and the third device is for handling trailing cables in the confined spaces of coal mines. Also described are safety solutions developed for underground coal mines geared to showing miners safe and unsafe ways of performing various materials-handling tasks.

A public awareness of and commitment to abate pollution of water, air, and soil continues to stimulate demand for industrial minerals and rocks capable of neutralizing strong and weak acids. The role of acid neutralizing agents is 1) to treat acidified water and soil until the desired pH is attained and 2) to remove acid-forming compounds from industrial processes to mitigate the formation of acidic discharges. Environmental applications for these agents include: acid rain mitigation, neutralization and prevention of acidic industrial process discharges, and treatment of acid mine drainage and coal refuse. Desulfurization of industrial flue gases involves removal of sulfate compounds capable of combining with hydrogen to form acids. Details of flue gas desulfurization are covered in the previous chapter on Flue Gas Desulfurization. Ideally, the neutralization of acids results in an upward adjustment of effluent pH 7, or neutrality. The final pH value for many acid treated wastes, especially industrial discharge streams, is commonly over neutralized to pH 8.5 to 9.5. The Clean Water Act sets the upper discharge limit at pH 9. ACID NEUTRALIZATION REAGENTS Acid neutralization is accomplished by adding alkali metal and alkaline earth metal compounds to acidic water or soil until the desired pH is attained. The commonly used alkali ions are calcium (Ca), magnesium (Mg), sodium (Na), and potassium (K). Sodium hydroxide, high calcium and dolomitic hydrate, high calcium and dolomitic lime (quicklime), high calcium and dolomitic limestone, soda ash, and magnesium oxide are the compounds most commonly applied to raise the pH of acidic waters or soils. Limestone and dolomitic limestone, which are calcium and magnesium carbonates, and their equivalent oxides and hydrates formed by calcination, are the industrial materials most commonly used in the manufacture of reagents for acid neutralization. Approximately 327 kt of high calcium and dolomitic lime were consumed for acid neutralization purposes in 1988. Magnesite and brucite are industrial minerals that compete with dolomitic limestone for the magnesium-oxide market. Production of caustic calcined magnesia for neutralization purposes exceeded 6 kt in 1990. Soda ash is an industrial mineral gaining increased acceptance in the neutralization of acid waste discharges. Approximately 182 kt of soda ash were consumed in 1990 for acid waste treatment or acid prevention by flue gas desulfurization. Other mineral products either consumed in minor quantities or receiving attention as future neutralizing agents include zeolite and hectorite. In some cases, waste products have been found to be suitable and cost effective for neutralization of acids. Common wastes gaining acceptance include basic slag, phosphate mining refuse, cement kiln dust, fly ash, and mine tailings.

7.1 INTRODUCTION The circulating fluid (generally an aqueous cyanide solution) is the major active component of heap leaching. This solution extracts precious metal from the heap and is then processed to recover the precious metal. The solution continuously recycles through the heap to recover more precious metal. With each cycle through the heap, water and chemicals are lost. Make-up water and chemicals must be added to balance losses from evaporation, seepage, entrainment, and chemical reaction in the heap, as well as any other processing losses. Adding more water than needed can result in a build-up of water as inventory in the various ponds and can eventually require that water be discharged from the operation. This is an extremely undesirable condition, and can often be very expensive in both investment in water treating facilities and operating costs. Most heap leach facilities operate under a zero discharge permit; thus, a situation requiring water discharge can result in permit violation. Chemical solution control must be managed to maintain the optimum pH, dissolved oxygen content, and cyanide content, while preventing "scaling". Calcium-based precipitation is a common scaling problem in mill reclaim waters. A buildup of these deposits can result in severe reduction of water flow, loss of pump efficiency and eventual interruption in metal production. In addition, problems of plugged sprinkler heads, blinded leach pads and fouled carbon (in carbon recovery systems) can be and often are experienced when scale control is not maintained. The remainder of this chapter discusses chemical solution control and scaling prediction/prevention in the context of a "closed" system. Sizing of ponds to accommodate precipitation and runoff, collection systems, and other similar design considerations are not discussed here. These topics are deferred to later chapters, e.g. Chapter 10 considers design of collection systems while Chapter 12 discusses pond sizing. 7.2 CHEMICAL CONTROL Chemical composition of the circulating solution must be controlled by the operator if the heap leaching process is to be successful. Key elements to the successful excavation and support of the Forest Glen Station and Tunnels for the Washington Area Metropolitan Transit Authority are discussed. Excavations encompassed a twin-vault station; 2339.3 m (7675 feet) of conventional drill and shoot tunnel; and 810.8 m (2660 feet) of mixed faced tunnel. The use of dewatering, boom type continuous miner and shotcrete in the mixed faced tunnel, along with hydraulic drills, bolts, and shotcrete in the rock tunnels and station proved to be effective methods.

In Chinese coal mines, extraction of deep, highly gassy soft coal seams sandwiched between soft floor and soft roof in complicated geology is commonly encountered. How to safely and efficiently excavate such seams is a very significant and important problem. It has been a focused research area in recent years. By combining the characteristics of fully mechanized longwall mining methods such as large cutting height and mining along the dip, an integrated method and technologies for the Zhangji Coal Mine were developed. This technology includes the design of a complicated geological exploration system, optimization of mining method and working face parameters, control of rock pressure and high levels of gas, reliability model of the production system, and selection and compatibility of equipment. Engineering practice shows that the integrated technology was successful in mining these complicated seams. This study not only enriches the mining method, but also improves the coal mining practice, especially ensuring both safety and productivity under complicated geological conditions.

Pearson's hard and soft acid and base (HSAB) principle may be applied to flotation systems. The HSAB principle states that hard acids prefer to bond with hard bases and soft acids prefer to bond with soft bases. By determining the Drago E and C parameters for the different components of a flotation system, the HSAB principle could be used to explain the selectivity of some collectors such as thionocarbamates against some minerals. Determination of these parameters is done by utilizing Drago's theory and flow micro-calorimetry.

A study was conducted to examine the potential of diesel emissions control strategies based on retrofitting existing power packages with exhaust aftertreatment devices and repowering with advanced power packages. The retrofit systems, a diesel oxidation catalyst (DOC) and diesel particulate filter (DPF), were evaluated individually using a US EPA tier 2 (ter 2) engine operated under four steady-state conditions and one transient cycle. The DOC effectively curtailed emissions of CO, and to some extent organic carbon (OC), elemental carbon (EC), and aerosol number concentration. The DPF system offered substantially higher reductions in OC and EC mass and aerosol number concentrations. Both, the DOC and DPF achieved reductions in the aforementioned emissions without adversely affecting emissions of NO2 and nano-sized aerosols. The strategy of repowering with an advanced system was examined using a US EPA tier 4 final (tier 4f) engine equipped with a cooled exhaust gas recirculation system and diesel exhaust fluid-based selective catalytic reduction system, but not with a DPF system. The tier 4f engine contributed substantially less than the tier 2 engine to the EC and OC mass, aerosol number, and CO, NO, and NO2 concentrations. The tier 4f engine was very effective in reducing aerosol mass, NO, and NO2 concentrations, but it was not equally effective in reducing aerosol number concentrations. The implementation of viable exhaust after treatment systems and advanced diesel power packages could be instrumental to the underground mining industry to secure a clean, economical, and dependable source of power for mobile equipment.

Analysis of the distribution of ore-bodies in space can be useful generally in the estimation of mineral resources or the management of exploration. This study is di¬rected to analysis of the undiscovered potential of well known areas of mining district size, referred to as metallogenic units (MUs). The analysis employs an effort¬ adjusted and truncated probability model for number of occurrences within a subdivision (quadrat) of a MU and Monte Carlo sampling to generate an approximation to the probability distribution for number of occurrences and number of mines within an MU when it is totally explored. Exploration potential for Monitor, Bodie, Au¬rora and Camp Douglas MUs (Walker Lake quadrangle of Nevada and California) are estimated to be 9, 4, 7 and 4 mines, respectively.

The Swedish mining company LKAB operates two of the largest underground mines in the world today that together produce around 35 Mton of iron ore per year. During the 1990s, the company embarked on a massive effort to computerize its mine planning system. The goal was to combine various mine planning operations including mine surveying, geologic modeling, mine layout, production planning, and production follow-up into one modular based integrated system. The system was built around a large Oracle database and the Microstation CAD system. This overall design strategy and the various system modules are described, and some experiences gained using the system are discussed.

Important industrial minerals are separated and concentrated by froth flotation by industry today. The following descriptions are presented as an overview of the methods employed to separate and recover a few of these industrial minerals. The minerals described in this section of the book are not, by any means, the only important minerals treated by froth flotation. Other minerals, such as calcite, kaolin, wollastonite, rare earths and vermiculite were not included, primarily due to the confidential nature of the information held by the Minerals Research Laboratory and the Colorado School of Mines Research Institute. Flotation of nonmetallic minerals is sometimes viewed as alchemy. However, the art is, in reality, based on sound chemistry, experience and a little luck in the treatment of new ores. In the flotation of nonmetallic minerals, as opposed to base metal sulfides, highly specific treatment conditions are required to accomplish separations. Because of a shortage of diamonds for the drilling industry in the 1970s, efforts were made to develop synthetic diamonds. The resulting development of polycrystalline diamond compacts (PDC) enabled the evolution of a new generation of rotary-drilling drag bits. Bits based on PDC cutters were very successful in drilling soft, abrasive and medium strength rocks. However, because of their thermal instability, they failed rapidly when drilling hard rocks. Thermally stable diamond (TSD) was then developed for hard-rock drilling. The rate of penetration (ROP) and bit life significantly influence the drilling cost. The ROP and the life of the TSD bits or cutters are affected by a number of complex factors. However, in laboratory testing and infield operations, the principal factors that need to be considered in predicting drilling and wear rates are bit design characteristics, bit operating parameters and the characteristics of the penetrated rock. These characteristics are comprehensively reviewed for both laboratory and field drilling results using TSD bits. Optimization of these parameters increases the drilling rate, prolongs the bit life and reduces the drilling cost.

The Ohio Valley Coal Company is expand- ing its Powhatan Mine No. 6 near Alledonia, Ohio. This expansion includes a 20 rn (65 ft) height in crease for an existing 44 rn (145 ft) coal refuse - slurry impoundment dam. The dam is being raised by upstream construction which will involve placement of more than 15 m (50 ft) of new fill over an existing reinforced concrete decant structure. This structure is 0.76 rn (30 in.) square inside and its deepest portion was under 24 m (80 ft) of coal slurry and water. The top of the decant structure was not strong enough to safely support the new fill and, because of the slurry and water, there was no way to reinforce the structure from the outside. The structure was reinforced frorn the inside by sliplining 73 m (240 ft) of 0.66 rn (26 in.) OD, 0.53 rn (21 in.) ID polyethylene pipe, grouting around this pipe with cellular concrete. and constructing a steel-fiber reinforced micro-silica concrete transition at the upslope end of the pipe. Rehabilition of the decant structure was completed in August 1989. The rehabilitated decant structure is now performing satisfactorily as fill is being placed over it for raising the dam.

The remediation of contaminated sites has gained great importance in many industrialized countries. One method for cleaning the polluted soils from such sites is "soil washing," the scope of which is the separation of the contaminants from the soil. Soil washing is an outstanding example for a successful transfer of technology from Mineral Processing to Environmental Engineering. This presentation intends to introduce the Mineral Processing Engineer to soil washing through a short review of the fundamentals, and the discussion of an example for a successful soil cleaning operation in Switzerland.

Preparation for flotation begins with dragline mining, pumping, washing, screening, and desliming. Slimes, nominally -150 mesh material, constitute large quantities of phosphate and water which are a disposal problem. Older techniques involve sizing at about 35 mesh for separate coarse and fine treatment. The plus 14 mesh fraction does not require concentration. Coarse treatment includes agglomerate spiralling, belt flotation, thickening, scrubbing with sulfuric acid, de-oiling for reagent removal, and cationic flotation of fine quartz. A recent trend is to screen at coarser than 35 mesh size and eliminate coarse particle treatment, sacrificing some grade of this product. Techniques for flotation concentration of the fine size fraction are discussed.
