The problems confronting the development of Latin America's mineral resources have hinged largely on the political and economic climates-in short, the investment climate--existing and often changing in each nation. .The attractions and risks confronting today's investors in such mineral developments have been described and debated to considerable length during the past two decades, the arguments pro and con colored by the previous experiences incurred by the would-be investor, whether company or individual. In an effort to shed light on the investment climates existing today throughout Central and South America, the Council of Economics brought four experts together at the AIME Annual Meeting last March to give their views on this subject.

"BHP-Billiton’s Cannington mine in Northwest Queensland produces a silver-rich lead concentrate and a zinc concentrate. The plant has the capacity to treat 3.1 mta and for the year to June 2006 mean feed grade was 10.3% Pb, 461 g/t Ag and 3.7% Zn. Recovery losses of lead and silver are primarily in the fine fractions. In 2001, the plant was modified when it was determined that splitting the lead feed into two size fractions, and floating the two fractions separately increased fine lead and silver recovery. The fine lead fraction (called the split float) is 80% <16µm and about a quarter of the lead and silver is in the finest fractions. In 2006 to further improve lead and silver recovery a statistical plant trial of magnetic aggregation conditioning of the split float feed was undertaken. While pure galena is diamagnetic the Cannington galena contains iron within the galena mineral resulting in the galena having a paramagnetic, magnetic susceptibility. The trial demonstrated to greater than 98% statistical significance an increase in lead recovery, and to 99% statistical significance an increase in silver recovery, and to greater than 97% significance an increase in the lead in concentrate in the split float circuit. These economic recovery benefits with magnetic aggregation of the split float feed, has led to the incorporation of this technology in the plant.INTRODUCTIONThe BHP-Billiton owned Cannington silver, lead and zinc mine is located in the Australian state of Queensland about 800 kilometres west of the coastal city of Townsville. This is a pastoral area characterised by large cattle farms, low population density and very little infrastructure. The area has two seasons, a wet, hot summer and a dry, mild winter. Because of its isolation and lack of infrastructure the mine has always operated on a fly in fly out basis.Geological drilling defined the resource as 43.8 million tonnes grading 11.6% lead, 4.4% zinc and 538 ppm silver (Walters and Bailey, 1998). At times during its history Cannington has held the crown as the single largest lead and silver mine in the world (Torrisi and Smith 2003). Another unique characteristic of the operation’s history is the rapid progress from discovery to operation. The first drill to intersect the ore body was in 1990 and the mine and plant was commissioned in 1997."

Approximately half of all the fuel energy used in the United States is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation&apos;s reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal/and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.

In laboratory research on the behavior of oil, gas and water in porous materials, no direct method has been devised to measure saturation without disturbing the flow. Indirect methods involving various forms of radiation have been developed for measuring one or two components. The X-ray absorption method for two components has been described previously1-3. The possibility of three component measurement has also been mentioned1. Since two component measurement still requires considerable care to insure accuracy, the fact that three components can be measured satisfactorily is not generally appreciated. The fraction of the energy of an X-ray beam of one wavelength transmitted through a material is given by the transmission factor. in which 1 is the beam&apos;s path length through the fluid. p is the fluid density, and 1,. is its mass absorption coefficient. Eq. 1 implies that all parts of the beam pass through equal amounts of the fluid. Practical applications are, therefore, limited to systems in which the fluid is distributed so that I varies negligibly over the cross-section of the beam. Typical variations of the transmission factor with X-ray tube potential arc shown in Fig. 2 from which experimental points have been omitted for clarity. The X-ray absorption of low pressure gases in a core is practically zero so it cannot he distinguished from that a vacuum by instruments that will differentiate between liquids. The transmission factor of a gas in a core is. therefore, unity. Consequently, the saturation of only one gaseous component can be found. If two fluids completely fill a core, their two saturations add to unity and, therefore, only one value of the transmission factor, T, is needed to determine both of them. When two liquids do not completely fill the core, their saturations do not add to unity and transmission factors at two wavelengths must be measured. At one of these wavelengths, 7 for one liquid must be different from T or the other liquid. The change of T for one liquid us the wavelength is changed between the two values must be different from the corresponding change of T in the other liquid. The two values of fluid saturation will also give that of the gas because the three saturations must add to unity. In Fig. 2 it can be seen that there are many large differences of T between various oil solutions and water solutions at any one potential, and between potentials for any one solution. Consequently, conditions for optimum accuracy of measurement of the saturations of a gas and two liquids can be chosen. Once the operating potentials have been selected, however. it is more convenient to cross plot the data from Fig. 2 on transmission factor-solution concentration coordinates for the chosen potentials, as shown in Fig. 3. Fig. 3 was used to plan the experimental procedure for Core N-38-1. Since the voltage control at 45 kv was good, the slopes of the curves in Fig. 2 at this potential would cause little error. At low potentials, however, the voltage control was not good, so 33 kv was chosen because the small slopes of the curves made voltage control less critical. The lowest strength beam that could be measured reasonably at 33 kv corresponded to a minimum T factor of 0.385. Fig. 3 shows that both 4.80 weight per cent of cadmium chloride in water and 24.0 per cent of iodobenzene in crystal oil had this T value, and, consequently, were indistinguishable to the X-rays at 33 kv. Thus, at 33 kv, the liquid saturation was given by the same curve regardless of the relative amounts of oil and water solutions present. This simple calibration curve from which the gas and liquid saturation can be read, is shown in Fig. 4. Fig. 3 also shows that at 45 kv, T for the aqueous solution is 0.610. and that T for the oil solution is 0.220. These values were transferred to Fig. 4 to give the triangular calibration plot from which the brine and oil saturations can be found, after the gas saturation has been determined at 33 kv.

The Late Archaean of South AustraliaÆs Gawler Craton contains significant potential for gold resources. The main targets of interest are migmatised gold style systems of which the Challenger deposit is the best known example. This deposit is one of the lower cost gold producers in Australia due to the high-grade, low-tonnage nature of the mineralisation. Structurally controlled, metamorphosed deposit styles are also possible throughout the Archaean of the Gawler Craton, including occurrences within reactivated shear zones. More typical, lower metamorphic grade orogenic gold styles are also possible within greenstone host sequences identified in the central and southern parts of the Gawler Craton.

"The Chatham Rock Phosphorite project is situated 450 km east of New Zealand at approximately 350 to 450 m water depth. The deposit occurs as a thin layer of phosphatebearing glauconitic sand at the surface of the sea floor and has a thicknesses typically ranging from 0 to 1 m. The sand layer consists of mainly silt and sand-sized sediments, with phosphatised chalk nodules up to 15 cm in diameter. Phosphate nodules were first discovered on the Chatham Rise in the 1950s by a New Zealand Government survey. During the 1960s to 1980s several private and government sponsored cruises explored the Chatham Rise and surrounding seafloor area. A total of 1174 samples were collected over a 600 km2 area with the majority of the samples collected using a pneumatic -or large Van Veen-style grab-sampler.Since acquiring the licence in 2010, Chatham Rock Phosphate Limited has conducted six cruises in two programs in the Project area. A total of 261 samples were collected using a Van Veen grab, box core and grab samples.Sample quality and QA/QC measures varied considerably between the cruises and within each cruise. A critical part of the assessment of the data collected in the Project area was to determine what quality thresholds to use to allow or disallow data to enter into the estimation process. As part of the data verification process, the relative and absolute quality of the data was assessed in as much detail as practically possible. The best samples were those that were collected using the pneumatic grab, sampled the full sand horizon, had a small location survey error and had no other apparent data ambiguities. This paper describes the challenges for mineral resource estimation for an unconventional style of mineralisation using unconventional sampling techniques."

"Studies have shown that there is a correlation between commissioning and start-up time, i.e. time to reach full plant design capacity, and the degree of innovation and technical/engineering uncertainty in the project design. The paper describes the types of start-up curves for plants according to the level of technology or uncertainty in the process design. The need to properly describe and understand the commissioning and start-up time is examined using these curves and the importance on project success is highlighted. A number of case histories of recent mining and metallurgical projects are also reviewed. Finally, the paper reviews how to better assess the level of start-up uncertainty associated with a project and makes suggestions for decreasing the commissioning time due to technological risk.INTRODUCTIOThe start-up of a new mining and metallurgical facility, a much anticipated event, is a critical step in the life of such a project. Achieving a successful start-up and reaching the design capacity on-time requires careful planning, a thorough understanding of the key technological and engineering components involved and a well-trained and adequatelystaffed start-up crew. In this paper, some of the aspects related to start-up of a mining/metallurgical project will be explored, and in particular, the impact of the technology component will be examined. In order to illustrate this, a number of case histories based on recent mining and metallurgical projects will be discussed. Ways of assessing and understanding the uncertainty associated with technological issues related to start-up of a mining and metallurgical plant will also be examined.The history on mining and metallurgy is full of success stories of great mines and mills that are now considered “company makers” (well known examples of such successes include the Horne mine for Noranda which had a 1 year start-up in 1926-27, the Dome mine for Placer Dome, the Grasberg deposit for FMI in Indonesia). Less well documented are specific studies relating to plant start-ups and what constitutes a success or a failure, however there are a few notable references in the literature and these will be reviewed."

The borate deposits of Death Valley, first exploited in 1882, were a major world source of boron-bearing products until shortly after very large deposits near Boron, California (Kramer) came on stream in 1926. Borate mining in Death Valley then became moribund, with most extant deposits held as reserves backing Kramer. Tenneco began borate operations following acquisition of claims in 1967 and is the only active borate producer inside Death Valley National Mon¬ument. Borate ores, confined to the lower Furnace Creek Formation (early to middle Pliocene), initially precipitated in a shallow lake fed by boron-rich volcanic hot springs associated with the Basin and Range province. Later diagenesis and remobilization plus regional folding, faulting, and erosion altered and complicated originally simple borate mineralogy and distribution. Dominant ore minerals are ulexite (NaCaB509.8H20), probertite (NaCaB509.5H20), and colemanite (Ca2B6011.5H20). Tenneco currently operates two open pits near Ryan, California. Mining is by bulldozer-pushed scrapers hauling waste and front-end loader/off-highway truck combinations for ore and waste haulage. Archeological, environmental, and aesthetic considerations influence both mine plans. Boraxo Pit, opened in 1970, has deep ore (stripping ratio 10 to 13:1) which occurs along a fault and as beds in shale on the hanging wall. Problems include pit wall instability (adverse bedding), non¬ripable calcareous shale (11,000 fps), and mixed ore separation. Sigma Pit, opened in 1975, has shallow (stripping ratio 1 to 1). low dipping, bedded ore in shale. Massive ulexite and "granular" un- cohesive colemanite present problems in mining and milling. Colemanite is crushed to -6 inches, washed, dried at 350°F, then calcined at 800°F with 100 tpd capacity. Crushed (-6 inch) ulexite or probertite is Raymond milled to customer specifications with a capacity of 1000 tpd.

Primary copper industry flue dust plays an increasingly important role in the creation of matte and slag. From a thermodynamic point of view, the chemically formed section of fine particles play a techno-logically interesting role in comparison to the mechanical carry-over. Here, the volatilization and the sub-sequent condensation in the off gas system lead to a characteristic distribution of the contained elements which are represented by various compounds of desired metals like zinc and lead. On the contrary, certain undesired components such as arsenic, bismuth and cadmium accumulate within the product as well. This paper describes existing models and theories concerning the formation of flue dust in the copper smelting process and presents a thorough investigation of the physico-chemical fundamentals by verifying assump-tions with thermodynamic calculations. By fully understanding the formation patterns at different stages and temperatures within the process, better knowledge for flue dust in the first step of the pyrometallurgi-cal copper smelting can be obtained - hence leading to new ideas and incentives for the following stages in the copper production cycle.

The Beirut Hilton Hotel, which was built in 1975, but never occupied, was imploded on Sunday, July 14, 2002 by Controlled Demolition, Inc. (CDI) of Phoenix, Maryland and their client, Optimal Engineering Consulting & Contracting, SARL, (OECC) of Antelias, Lebanon to make room for a new hotel. Twenty-seven years ago, just days before the grand opening, the Hilton Hotel became the site of fighting in Lebanon’s Civil War. Christian and Muslim militiamen fought room to room for control of the building and other nearby hotels. The Hilton, two other major hotels and other high-rise buildings were ravaged by the fighting. The building was one of the three major hotels badly damaged, but not rebuilt, in Lebanon. Located in the City Center, the Hilton stood out in a major redevelopment area which, in recent years, had erased the scars of the 15 year long Civil Wa r.

As a result of strategic analysis in respect of the needs for air quality management a new advanced and holistic approach to air quality management process was introduced in the North West Province (NWP) of South Africa. The process is based on the principle of co-operative management. It involves both active participation of all Interested and Affected Parties (I&AP) and the holistic approach to solving problems with the underlying principles of shared ownership and sustainable development. The process consists of the followings phases: ? Industrial process quantification ? Quantification of impacts ? Formulation of the required control measures ? Definitions of certificate conditions ? Implementation of an adequate compliance management system at company level ? Ongoing co-operative air quality and system management with the strategic objective of continuous improvements The system has been successfully introduced in the North Province and proved to be an effective management tool and aids assurance of sustained environmental ability to cope with the pressure of industrial developments. The benefits and effectiveness are discussed using Hernic Ferrochrome as an example. Hernic Ferrochrome is one of the first companies, which successfully implemented this system.

MR. N. T. AVARD : I would like to congratulate Dr. Cameron on his presentation of some pertinent facts about the Coal Resources of Nova Scotia. There is no question but what there is something very definitely wrong about the coal mining situation in this Province. These are times when we can with profit look facts in the face and attempt to solve some riddles. Perhaps now is the time when we can bring some of these coal mining facts into the open and look them over. Co-operatively, we might evolve some helpful solutions. However, I would like, first, to make some specific reference to the Joggins coal field, not as a mining expert, but rather as an executive who has evolved some ideas after some years of practical contact with this field. Dr. Cameron states that existing operations in this area will probably continue for a few years. As a matter of fact, under normal conditions, these mines are good for another twelve years. With the installation of more powerful equipment for hoisting, pumping, and ventilation, an additional five years could be counted on. With one exception, that pretty well clears up mining from the outcrop, hitherto the only method of approach in this field. The chief reason for this present limitation is prolific &apos;bootlegging&apos; operations. It is too bad that these should have been permitted to ruin a valuable coal field. Moreover, I am cold by competent authorities that this need not have been so. At one time shortly before war broke out there were 74 bootleg operations within an area of one square mile around Joggins. However, despite the fact that these operations were illegal, I could not find any means of stopping then and I believe the same conditions existed in many other coal areas in the Province. For some reason, the eyes of the law were closed. The result is that many outcrop possibilities have been permanently ruined. The exception noted in the so-called Queen seam, which has definite possibilities for approach through the outcrop. This is probably the best coal in the district.

"A process mineralogy study was conducted to guide the development of a process for the extraction of vanadic oxide (V2O5) and aluminum compounds from bone coal and its ash as well as the production of byproducts. Results show that to extract the targeted metals at higher recovery rates, one must find a suitable agent capable of destroying the structure of the mica and breaking down the lattices in which these metal-bearing minerals occur. For such minerals, metal extraction efficiency is usually low if the approach is simply adding an oxidant that cannot destroy the structure. In this research, a byproduct fluosilicic acid (H2SiF6) at 20 percent concentration from an operating phosphate fertilizer plant was found to be powerful and effective for the leaching of vanadium-bearing minerals such as mica. This environmentally friendly process improved the leachability of valuable constituents in the bone coal significantly, with the leaching rate of V2O5 increased to 94 percent, from 83 percent, and that of aluminum oxide (Al2O3) increased to 75 percent, from 40 percent. X-ray diffraction and chemical analyses showed that the structure of mica can be destroyed using fluosilicic acid either alone or in combination with sulfuric acid. Based on the process mineralogy study, a processing flowsheet was tested, which resulted in a final V2O5 powder product with purity of 99.2 percent and an overall recovery rate of higher than 85 percent. The flowsheet consists of leaching, ion exchange and ammonium precipitation. With this process, various byproducts could also be generated, including aluminum fluoride, cryolite, aluminum sulfate, calcium sulfate, ammonium chloride, sodium chloride and cement admixtures.IntroductionVanadium is an important rare metal broadly used in the production of steel alloys and nonferrous alloys as well as in the chemical field as a catalyst. Vanadium-bearing bone coal and clays are abundant in China, and they contain other valuable metals such as aluminum. Bone coal is a type of carbonaceous shale. The vanadium-bearing minerals mainly exist in mica, kaolin, iron oxides, tourmaline and garnet. According to previous studies (Xiao, 2007; Xu, 1989; Xu and Chen, 1991; Ji and Xu, 1991; Chen and Xu, 1992; Xu and Heng, 1992), vanadium occurs from the isomorphous substitution of V3+ for Al3+ or Fe3 + in the crystal lattices of mica, tourmaline, garnet, dolomite and aluminosilicate minerals. In iron oxide and kaolin minerals, vanadium appears as an adsorption form. The isomorphous substitution of vanadium is more stable in tourmaline, garnet and silicate minerals. Therefore, vanadium in bone coal may exist in three phases: vanadium-containing kaolin and oxides, vanadium-containing mica, and tourmaline and garnet (Xu and Chen, 1993; Xu and Zhang, 1993; Xu and Wang, 1994; Feng, et al., 2005; Lin and Fan, 2001)."

In this paper we describe the leaching characteristics of pure gold in thiosulfate solutions that contain a known chelator; meso-2,3-dimercaptosuccinic acid (DMSA). The interfacial and chemical characterisation of the system was accomplished using both electrochemical methods and inductively coupled plasma mass spectrometry (ICP-MS) analysis after pure gold samples were exposed to solutions composed of 65 mM Na2S2O3, 1 mM NaOH and a range of DMSA concentrations. In the absence of DMSA, cyclic voltammetry revealed the onset of thiosulfate mediated gold dissolution, the degree of which was reduced at more positive potentials due to the formation of oxidised thiosulfate products on the gold surface. The addition of small amounts of DMSA (&lt;10 ¦M) to the electrolyte resulted in minor changes to the voltammograms indicating a subtle interaction of the additive with the gold surface that may improve leaching. However, at higher concentrations of DMSA (up to 100 ¦M), electrochemical evidence suggests the formation of new oxidation products in solution as well as the formation of more compact monolayers of DMSA on the surface, which contribute to partial repassivation of the surface. The influence of DMSA on thiosulfate leaching of pure gold electrodes at the open circuit potential for a period of 90 minutes was tested and the corresponding gold leaching performance evaluated with ICP-MS analysis. Our data shows that small amounts of DMSA (1 ¦M) doubled the amount of total gold in solution when compared to the same study in the absence of the additive. However, higher concentrations (5 ¦M DMSA) reduced the overall amount of dissolved gold. These results may point to a mechanism where small amounts of DMSA improve leaching by adsorbing onto the surface in a highly defective monolayer that partially blocks or disrupts the formation of passivation products caused by thiosulfate oxidation, but excess DMSA can limit the leaching process itself by forming too coherent a monolayer on the gold surface.CITATION:Uceda, M, Choi, Y, Shepherd, J L and Guerra, E, 2013. THIS CHAPTER of the Minerals Yearbook (Volume III) contains overall injury experience for coal mines, both anthracite and bituminous, coke plants, petroleum and natural gas, peat, and asphalt and related bitumens (native); metal mines, their metallurgical plants, including ore-dressing plants and primary nonferrous reduction plants and refineries; nonmetal mines; nonmetal mills; sand and gravel operations; slag (iron blast-furnace) plaints; and stone quarries and their related pants. Volume I of the yearbook contains a chapter showing injury experience and employment data treated separately by metal mines, nonmetal mines, quarries and their related plants, metallurgical plants (ore-dressing plants and primary nonferrous reduction plants and refineries are shown separately), nonmetal mills, sand and gravel plants, and iron blast-furnace slag plants. Volume II contains injury and employment experience in the fuel industries (coal, coke, petroleum and natural gas, asphalt and related bitumens (native), and peat. Injury and employment data are submitted voluntarily for the mineral operations through an industry canvass made by the Bureau of Mines, except for the coal industry, whose reports are mandatory. Information published in this chapter is the result of this canvass. Figures presented in this chapter for 1961 are preliminary except for anthracite, peat, coke, petroleum and natural gas, asphalt and related bitumens, and slag. These preliminary data, with the exception of bituminous coal, are a summation of reports received by May 31, 1962, from the operators showing their injury and employment experience. Estimations of injury and employment experience are not included in these preliminary data.

Consolidated Rutile Limited (CRL) was one of the best performing mining stocks of the turbulent 1980s, having a very high payout of franked dividends. In contrast to some other mining groups, it was not highly involved in the speculative lead-up to the 1987 sharemarket crash. Its base was firmly laid through a succession of decisions that were taken in the period 1982-1985. These decisions and the rationale behind them are outlined in this paper. CRL began the 1980s in a highly favourable position. It had successfully pioneered the transition to high-throughput mining of the high dunes on North Stradbroke Island (NSI), commissioning its 2100 tph cutter suction dredge at the Bayside reserves in 1978 at the time of rising prices, such that it was able to pay off its modest bank loan within 18 months. The June 1980 results showed a record after-tax profit of $5.6M, from total assets fo $26.5M and sales tonnages of rutile and zircon of around 50,000 tonnes each.

Two integral components of the 30 CFR 48 training requirements mandated for new miners, newly employed experienced miners, and the annual refresher training of all miners are hazard recognition and prevention of accidents. In these categories, instruction shall include the recognition and avoidance of hazards present in the mine, and a review of accidents and their causes. Unlike instruction preparation for fact-based material, program development for hazard recognition places a particular challenge before safety-training specialists because they are often limited in their ability to adequately gauge the trainees&apos; levels awareness prior to training. Further, they must also assure that the training is relevant, and it is presented in a thought-provoking manner. Computer-based instruction is particularly well suited for assisting trainers in developing hazard- recognition topics because it can be used in pre-training and post-training modes for assessment of training effectiveness, in addition to use as a presentation tool. Therefore, this paper will present a recent approach developed at Penn State to apply this technology for assessment and instruction of accident prevention through hazard recognition, with an application prepared for surface coal mines.

INTRODUCTION SOONER or later in the development of any natural resource it becomes highly desirable to know the quantity of this resource in the country as a whole, as well as of the part that is being developed, for the general course and. conduct of the development work must be governed to some extent by the total supply available. An accurate estimate of the quantity of any natural resource is difficult to make; yet if one is diligent enough one can obtain a pretty accurate idea of the quantity of marketable timber, the acreage of tillable land, or the horsepower that may be developed from the streams, for these are things that may be measured. But any attempt to estimate the quantity of some mineral in the ground appears to enter the realm of imagination and it seems that the estimate can be nothing more than a blind guess. It may appear to be especially futile to attempt to determine the quantity of oil and gas that is available in the ground, for these minerals are so vagrant that even if the quantity now available should be known quite exactly, the quantity that will eventually be obtained may be much less, for certain losses in the extraction of both oil and gas are unavoidable, and just what these losses will be cannot be predicted. Though necessarily inaccurate, estimates of such mineral reserves are, however, of distinct value, for they summarize the existing knowledge of the deposits of the mineral and thus enable those who are interested in some industry that depends in one way or another on this mineral to formulate a rational commercial policy. Some time ago, when the price of gasoline suddenly rose in a rather spectacular manner, the writer was one of the U. S. Geological Survey geologists called upon to help to estimate the quantity of oil that could be obtained in the United States, for the fear had become widespread that perhaps the rate of increase in the price of gasoline was a measure of the rate of depletion of the supply of petroleum. FOSTER BAIN.+ THE recently aroused public interest in the conservation of our natural resources has peculiar importance to mining-men, since they deal with resources which are stored products. Within certain limits, the fertility of a worn-out soil may be restored, deforested areas can be replanted, one year&apos;s wasted water-supply is followed by another; but coal and ores, once taken out, cannot be mined again, and should therefore be conserved with especial care. This means, however, not that mining should be restricted, but that it should be done most economically and with the minimum of waste.
