ARRANGEMENTS for the Annual Meeting of the Institute were well advanced at the end of December as the following program will show. Heretofore this has been printed separately, but its inclusion in the Annual Review issue of MINING AND METALLURGY will, it is hoped, make it more easily available for reference until the final program is issued, which will be distributed at the meeting. Added details will appear in the February issue. Last year's meeting drew a record crowd of over 2300 which should be exceeded this year. Early reservations at the headquarters hotel, the Waldorf-Astoria, or any other convenient hotel are desirable, as are prompt reservations for the Annual Dinner. No one need worry about too much speechmaking this year, for the honors will be awarded and accepted in a few words instead of a few paragraphs, in seconds rather than minutes.

THE HELIUM ACT (50 Stat. 885; 50 U. S. C. 161,163-166), as amended, places the responsibility for conserving, producing, and selling helium upon the Secretary of the Interior, acting through the Bureau of Mines-the only producer of helium in quantity in the world. It operates 4 plants-I each at Amarillo and Exell, Tex.; Otis, Kans.; and Navajo (Shiprock), N. Mex. The demand for helium has increased steadily since the decline immediately after World War II and is expected to exceed the capacity of the present plants in the near future. The Congress has appropriated $6,000,000 far constructing a new plant. In addition to providing additional capacity to meet increased demands for helium, the new plant will enable the Bureau of Mines to better conserve the helium in, the Government-owned reserves at Amarillo and Navajo.

The year 1979 was a period of increased activity for the world's mineral industry, distinctly in contrast with 1978 when estimated world crude mineral output value declined slightly and most phases of the industry's activity were somewhat curtailed. In 1979, most major mineral commodities recorded significant gains in output, with a substantial number achieving new record highs; details on trade levels for 1979 were not available, but increases over those of 1978 were expected on the basis of partial data. Consumption of most commodities edged higher; in some cases the higher demand levels were met largely through draw-downs of stocks accumulated in recent years, while in other cases notable output increases were required to meet demand. Actually, 1978 was not a bad year for all elements of the mineral industry if changes in output levels of the various commodities are considered as a measure of performance. There were far more individual commodities registering production increases between 1977 and 1978 than registered declines, but some of those reported as declining were relatively major commodities (bauxite, aluminum, copper and zinc were notable), Moreover, the upturn in productive activity in 1978 was not matched by increases in profits. However, 1979 was unquestionably a year of renewed expansion efforts, although some commodity areas, most notably the steel industry component, were still experiencing difficulties.

The other South Pacific islands included in this chapter extend from Papua New Guinea, east of the Indonesian Province of Irian Jaya on the island of New Guinea, to Fiji, straddling the 180° meridian. A number of islands have been omitted from this chapter owing to the fact that their only mineral production remained insignificant to the economy of the respective country or territory. These islands include the French overseas territories of French Polynesia and Wallis and Futuna Islands; the independent states of Kiribati, Tonga, Tuvalu, and Vanuatu; the New Zealand freely associated state of the Cook Islands; and the New Zealand dependency of Niue. The mineral production that did exist in these islands was limited to construction materials such as coral reef limestone, crushed stone, and sand and gravel in minor quantities used solely for domestic consumption. FIJI Fiji, an archipelago in Melanesia consisting of 300 islands ranging from tiny coral atolls, cays, and rugged coral limestone islets to the larger mountainous, volcanic islands of Kadavu, Taveuni, Vanua Levu, and Viti Levu, straddles the 180° meridian about 1,800 kilometers south of the Equator. Fiji has been an independent member of the British Commonwealth of Nations since October 10, 1970.

The bulk of plain carbon steel is produced through conventional Basic Oxygen or Electric Arc Furnace routes where the development of the AC Ladle Furnace has made it possible to also produce alloy steels. Smaller Ladle Furnaces have limitations such as lower efficiency; high electrode consumption and diminutive yields rendering them uneconomical to operate and making the processing of low carbon steel grades difficult due to carbon pick up. The demand for special steels and alloys with strict specifications is increasing while commodity prices remain competitive. The production of special steels and alloys have specific process control requirements and the development of the induction melting furnace (IMF) has made it possible to produce smaller batches economically. Refining and alloying of the melt in the IMF further enhance the efficiency. The INDUREF furnace offers increased productivity and flexibility through increased thermal efficiency and can be utilised for holding molten metal for further processing such as granulating, atomising, nitriding, alloy additions and desulphurisation of Ferro-alloys and steels. The system utilises a specially engineered ladle which is placed in an induction-heating assembly comprised of a stationary water-cooled copper coil and lamination packs. The addition of equipment for vacuum degassing and decarburisation of steels and alloys is also feasible. Benefits are: ? No electrode consumption or carbon pick-up ? Lower installation, operation and maintenance cost. ? No line-flicker facilitates operation on a weak power grid. ? Good power factor and balanced load ? No skull formation and reduced refractory consumption ? Higher yield of Fe-alloys ? Automatic controlled stirring

I FEEL greatly honored and appreciate this opportunity to be able to say a few words about that rather perplexing subject, silver. The constant decline in the price of this metal has now reached the stage where it is of much concern and the cause of serious discussion among the leading financiers, economists, and statesmen of the world. Further- more, it is significant that this subject is so important that almost every day one can read articles pertaining to it in the newspapers and trade publications. Being essentially a banker, and not an economist, I do not claim to be an authority on the silver question. These remarks are merely some of my observations in, regard to the many puzzles which-I came across in my recent studies of this very important question.

O quartzito Taboões é uma fonte potencial de matérias-primas de sílica (areias industriais), e precisa ser adequadamente caracterizado para se definir metodologias de beneficiamento que visem o seu melhor aproveitamento possível. Dois litotipos foram classificados nos quartzitos intemperizados da Formação Taboões presentes em São Joaquim de Bicas – MG: quartzito argiloso e quartzito. A principal diferença entre eles é a abundância relativa de argilominerais. Em uma amostra representativa do quartzito argiloso foram caracterizados quatro tipos de contaminações com auxílio de análises granulométricas e químicas, microscopia (óptica e eletrônica de varredura), e difração de raios-X. Estas contaminações são: incrustações no quartzo; películas de argilominerais e minerais de ferro aderidas ao quartzo; partículas de minerais de ferro liberadas em meio ao quartzito; e partículas liberadas de rochas estranhas ao quartzito. A caracterização realizada é um ponto de partida para se planejar rotas de processamento mineral visando obtenção de matérias-primas para a indústria.

"Free gold particles occur in many base metal and precious metal mines throughout the world. Occasionally mine operators are unaware of the presence of free gold particles in their ores because they have not seen free gold hand specimens or at the working face of the mine.Due to the high density and malleability of gold, large circulating loads of free gold particles can build up over time in grinding circuits. This gold is often deposited in unintended traps throughout the mineral processing system.These unidentified free gold deposits represent a serious security risk as well as inaccessible inventory of gold. Deposits of free gold particles often remain undetected by mine management until they are accidentally discovered while repairing mill equipment. The trapping and subsequent release of gold particles can frustrate attempts to calculate accurate metallurgical balances.Nuclear tracers have been used to determine the free gold recovery efficiency of gravity recovery equipment, drills, and sampling equipment (Clarkson, 1994, 1997, 1998, 1999 and Walsh, 1986, 1992). In 1995, the author used radiotracers to locate and eliminate gold traps at La Mine Doyon (Clarkson, 1997). In 1998 and 2001, the author also salted mineral processing circuits at Royal Oak's Pamour Mine in Timmins (Clarkson, 1999) and at Gold Corp’s Red Lake Mine in Ontario with radioactive gold particles.The gamma and X-ray radiation from gold's nuclear isotope (Au198) were detected through steel, in pipes, and in moving equipment with scintillometers. The radiotracers proved to be a safe, rapid and accurate method of identifying gold traps, improving security, determining the recovery efficiency of Knelson gold concentrators and estimating retention times of gold particles in various processes."

"Biotechnological approaches to decommissioning of mine waste management areas are presented in the context of sustainable environmental management. Improved design of waste sites and environmental management paves the way for the application of new technological approaches. Mining wastes are better confined, effluent quantity is reduced and the quality is expected to improve in the future. The biologically mediated treatments focus on the creation of conditions inside the waste management area which lead to the confinement of the contaminants in the inactive tailings ponds and seepage collection ponds, as well as pits or other disturbed areas which were part of the operating conditions.Biogeochemical reactions lead to three fundamental water treatment steps mediated biogeochemically , alterations in chemistry which lead to formation of particles, which then have to flocculate and be assisted to collect in the bottom of the ponds. Microbially active sediments are installed to assist particulate formation and serve as sinks for metals. In deeper sediment strata, stable forms of metals are created. Biological polishing is used to collect the particulates and relegate them to the sediment. Examples will be given of the application of these processes, to waste rock piles, open pits and tailings ponds. This paper attempts to show that, through the integration of applied biotechnological advances and the application of new approaches to decommissioning, reductions of environmental impacts by mining are possible. * Note: this paper has been presented at the 13th Annual Meeting of BIOMINETIntroductionThe role of biotechnology in decommissioning of mining waste management areas should be placed in the context of sustainable development. The concept of sustainable development as defined by the Brundtland Commission (1987) for the restoration/ reclamation of mining operations could be translated as follows: The increasing demand for the resources by the world population must be met in a manner which does not compromise the earth's environment over the long term (Brooks et al., 1995)."

When establishing an underwater testing site for the energy measurements of the explosives, the dimensions of the measuring pool have to be measured to find out what is the maximum weight for the test charge. Secondly one has to decide the distance between the pressure gauge and the shooting point. Thirdly the pool has to be calibrated because of the reflections of the explosions by measuring the bubble periods of the calibration charges. The calibration shots can also be used to estimate the minimum weight of the explosive charge for the reliable energy measurements by calculating the shock, gas heave and total energy values and their standard deviations.

Mining men, quite as exploration minded as petroleum interests, are in the position where most of the exposed crustal portions of the earth have been examined, where the demand for metals is high and likely to continue so, and yet where, perhaps, the tools fail for the economic exploration of many of the possible mineral areas more deeply covered with drift, alluvium, and later formations. At the same time the incentive exists to create acceptable substitutes for many of the duties of metal. The problem of the economic exploration of possible mineral-bearing areas is hence a vital one. In oil exploration, the absence of surface or shallow occurrences and the high cost of test drilling has led to the intensive study of geophysical techniques. Hence the development of the seismic method with its high certainty factor and its adaptability to standardized procedure.

Of the 50 or so most often utilized industrial minerals, more than two thirds are, or have been, produced in the western states of Arizona, Colorado, Idaho, Kansas, Montana, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming. Some commodities, such as natural aggregate, currently are produced in all 13 states; others such as beryllium and iodine are produced in only Utah and Oklahoma, respectively. Together, the 13 western states make a significant contribution to the US industrial minerals industry.

You may think long before this talk has been completed that the speaker is belaboring the obvious. Please let me put to rest here and now any doubt which you may have in this regard by assuring you that is precisely my intent, and for a very specific reason. We all profess to know and recognize the obvious, but I am impressed increasingly how often we forget or fail to act upon the obvious. Shortly after starting my first job upon graduation from college, I was asked by my boss to participate in a course on practical communications, particularly as applied to conveying proposals effectively to the client -- be he customer or company president. The concept or philosophy underlying this program was so simple and obvious that in my youthful brashness I saw only a gross waste by the company of e good, solid $1930 in compelling me to take the course. The sequel to this experience occurred about five yews ago when I was directing a 300-man marketing group. At that time I enrolled a dozen of my department heads, and subsequently about a hundred other personnel, in the contemporary version of that sane program. Why? -- because they all knew the obvious, but I could see how imperfectly they were implementing it. Truly, a wide chasm exists all too often in our beliefs on the one hand and our practices on the other.

Despite the recent pullback in metal and mineral prices, and the associated market adjustments, the mining industry is still facing a serious issue with the declining availability of graduate expertise. This is due to a combination of an aging workforce, retirements and retrenchments, coupled with a lack of suitably qualified graduates entering the workforce. The issue has certainly improved since 2004 when the industry picked up the rates of hiring graduate engineers and mining/mineral school enrollments picked up in response. This hiring effort has helped to cover the ?gap? years from about 1985-2000, when industry demand for graduates was particularly poor. However, the recent market pullback is likely to set back this progress, as recruitment and hiring wavers as a result of cost cutting measures and economic uncertainty. A key issue for the mining industry is how to ensure the survival and growth of relevant ?core? degree programs. Such programs include mining, metallurgical, mineral processing and geological engineering. The mining industry needs a healthy, high-level education program to ensure an adequate supply of appropriately qualified graduates for the mining industry. Two-thirds of the professionals entering the minerals industry who graduated within the past 40 years graduated prior to 1985. Since 1985, we have been living off the legacy of graduation classes from the mid-1970s and early 1980s. It is estimated that we have been producing graduates at approximately 40 to 50 percent of the sustaining rate since about 1985. Further growth in the domestic industry would increase graduate requirements significantly, and the export of U.S.-graduates to other parts of the world (as is currently occurring) also impacts the total graduate requirements.

The history of the use of calcium aluminates in mining is discussed including a review of very rapid hardening concretes, anchoring using cement capsules and pumped ground control systems. Specific reference is made to the long term performance of highly abrasion resistant orepass lining in South Africa and the use of rapid hardening materials for a range of applications in Australian coal mine where water infiltration creates difficulties or where rapid repair or return to service is required. The topics covered in detail are, high strength abrasion resistant concretes with a 20 year, 30 million ton ore pass life. Rapid reinstatement of wet and worn roadways using mineral dewatering and rapid roadway rebuild solutions, all in I maintenance shift. The different applications are illustrated using examples from operating mines.

This paper is one of a series being prepared for the United States Bureau of Mines to disseminate technical information retarding the methods used in mining nonmetallic minerals. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total costs might in many instances cause embarrassment to individual operators as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. This paper deals particularly with methods and costs of dredging, classifying materials, and transportation at the plant of the Ross Island Sand & Gravel Co. of Portland, Ore. AT most smelting plants, forced draft, induced by high stacks or fans, is used to carry the gases away from the furnaces, roasters, or sintering plants. Gases moving under forced draft carry varying amounts of solids in the form of dust and fume. Where the weight of the solids is material, and the metal content high, it is usually profitable to treat the gases to recover these solids. Baghouses, Cottrell treaters, and settling chambers are the common forms of plants used to recover solids from gases. To check on the efficiency of these plants it is necessary to know the volume of gas leaving the plant and the amount of solids carried by the gas. As the volume of gas is equal to the product of the velocity of that gas and the cross-sectional area of the flue, the determination of the volume includes the measurement of the area of the cross section and the determination of the velocity. The velocity is generally measured by means of the Pitot tube and Ellison differential pressure gage, although low velocities are best determined by means of an anemometer. The dust concentration is determined by passing a measured volume of sample through a filter and weighing the dust caught. From this the dust concentration per unit of volume may be calculated. It is necessary to assume that the gas is homogeneous or that each cubic foot of the gas contains the same weight of dust as every other cubic foot. Having the volume of gas passing through a flue per unit of time, and the dust concentration of the gas per unit of volume, the amount of solids may easily be calculated.

IF I LIVE another fourteen months and am still con-nected with the coal industry, I shall then have com-pleted a half century with it. Since May, 1874, when .I first entered the bituminous workings as a miner, I think I have held almost every position connected with a mine except possibly that of mule driver, for which I was unfitted by reason of my religious upbringing. We are all agreed, at least I have not heard it contra-dicted, that there is serious over-production in the bituminous industry. This has come about in various ways and is easily explained. During the Fuel Admin-istration, I recall making an estimate of the possible output of the bituminous mines of the country provided they were given a full force of men and a full-car supply; my estimate was a little over a billion tons a year. A few months ago, the late Francis H. Peabody, of Chicago, made a practically identical estimate. If, however, both of these conditions should happen con-currently, there would very soon be no market for the coal, and many of the mines would close down. Even today, if 10 per cent. more cars were furnished, to the bituminous mines, market prices would drop very seriously.

THE official title of our topic for today is "Resources of Metals and Other Strategic Minerals," but in accepting the invitation to open this discussion I claimed the privilege of being allowed to talk about problems other than resources for the two reasons that a great deal has already been said about resources and because we can never discuss them with the degree of certainty that an engineer likes. Resources are uncertain for many, reasons. One is that we do not know what is in the earth. It is four thousand miles to its center and although oil wells 1 ½ miles deep are becoming common and engineers are now talking of drilling holes 2 miles deep, even when they do they will have advanced only one two-thousandth part of the total distance. Only a relatively few mines are over a mile deep as yet. We know certainly that it is comparatively expensive to work at such great depth, but it would be a very foolish man who would assert it will be' impossible, one or two hundred years from now, for engineers to obtain from great depths mineral supplies that are now being obtained at or near the surface. As long as- I can remember I have been hearing that our petroleum resources were in imminent danger of speedy exhaustion, and yet the yearly output is now of the same order of magnitude as the total resources were once estimated, with ' the cry of over-production the loudest it has ever been. Tapping progressively deeper and deeper sources of supply, has produced this result. Even in the thin layer that we are now working much-exploration still remains to be done. .

Separation of dolomite from phosphate is the most challenging problem in phosphate mineral processing. Over 50% of the future phosphate reserve in Florida contains too much dolomite to process using the current industry practice. The current phosphoric acid production practice requires less than 1% MgO in the phosphate concentrate as the feed material. The Florida Industrial and Phosphate (FIPR) Institute has collaborated with worldwide experts in the field to address this issue. As a result, the industry is now offered three feasible options. Option 1 offers three methods for reducing MgO content in the concentrate from the Crago process, including adding a dolomite depressant in the rougher flotation step, dolomite flotation of the cleaner concentrate, and scrubbing the cleaner concentrate in quartz sand. These methods could reduce MgO content in the final concentrate by 20–40%. Option 2 involves crushing and grinding of high-dolomite phosphate pebbles followed by dolomite flotation at slightly acidic pH using a new collector that does not require phosphoric acid as a phosphate depressant, achieving a final concentrate analyzing less than 0.9% MgO at about 87% P2O5 recovery. Option 3 is a gravity separation technique using an innovative separation jig, and its full potential remains to be demonstrated.
