FOR some reason or other, Mine Taxation has never been a popular subject for discussion in meetings of this kind, and it has never received the study and consideration its importance demanded. By way of explanation, two reasons may be suggested. In the first place, the computation, adjustment, and final payment of taxes, have been looked upon in most cases as a Head Office chore. Secondly, since taxes represent an uncontrollable cost item, they have been treated as an added rather than an inclusive factor in calculating unit costs. Perhaps because I am half Irish, and therefore resent taxation of all kinds, perhaps because I am half Scotch, and am therefore concerned with the results, I have always taken a keen interest in this subject. Moreover, by some peculiar set of circumstances, I have been a participating party in many, perhaps I can say most, of the discussions on this subject that have taken place between the Governments and the representatives of this industry during the past thirty years. Looking backward, certain very definite impressions remain. Political considerations have never had any part in these discussions. Views have been exchanged upon the frankest possible basis, and, when we disagreed on some particular detail, we agreed to disagree, and followed through in harmony and? good faith. We, as an industry, have refrained from importuning and fault finding in ways that might be considered as petty or selfish, and it is only upon occasions such as this, where conditions necessitate action, that we lay our troubles before the powers that be. The Ontario Mining Tax Act was drafted by men who were earnest and practical as to purpose, and that Act has stood the test of time. It is, in. truth, a mode! Act, for it has been copied in its general clauses by both Quebec and the Dominion of Canada. We all know that, when a machine is running smoothly, we should leave it alone. The same is true of a well designed, easily applicable, taxation measure, and our present difficulty with respect to this Act arises out of an amendment made in 1916. In that year, you will remember, the Dominion imposed a wartime Income Tax Act. It was described as a wartime necessity and it was intimated t:1 at with the end of hostilities its application would be restricted and finally cancelled. The rate of taxation was modest, and when the Ontario Government was asked that the Dominion Income Tax be allowed as a deductible item, they readily acquiesced. This was looked upon as a temporary arrangement.

THE pole figure interpretation in a recent paper' on the torsion texture of copper was questioned in discussion,2 nd a simpler alternative interpretation was proposed. In the hope of reaching a positive decision in favor of one or the other, further studies were undertaken with 70-30 brass and Armco iron. This additional work has not answered all the questions about torsion textures, but the new pole figures do offer support for the original interpretation and show that the texture is more complicated than the alternative suggests. From the previous paper,' the appropriate method of describing the texture in a twisted bar is known to be a pole figure plotted on a plane tangent to the surface of the bar. The axes of the pole figure are chosen to coincide with directions in the tangent plane which are parallel and at right angles to the bar axis (the longitudinal direction, L.D., and the transverse direction, T.D.), for these directions define symmetry axes of the texture. Therefore any ideal orientation that might be selected to represent the texture gives the crystallographic plane parallel to the tangent plane and the crystallographic direction parallel to the axis of the torsion specimen. A unique texture was assumed in the original interpretation, and the four ideal orientations, (112) [111], (111) [112], (110) [001], and (112) [131], were used in its description. Of the four orientations, the first three provide possible slip directions along the direction labeled T.D. in the pole figure, which is one of maximum shear stress in a specimen being twisted. The alternative, however, simply considered the texture to be made up of two components, one a [Ill] alignment along the specimen axis with a random orientation about the axis as in the wire texture, and the other a superimposed orientation (110) [0011. Experimental evidence for this simpler interpretation was derived from two observations: 1—twisting did not alter the orientation of a single-crystal torsion specimen of a brass in which an octahedral plane was perpendicular (and a [Ill] direction parallel) to the axis, and 2—deformation bands with approximately the (110) [001] orientation were seen to develop in the crystal during the test. The new pole figures were obtained with a brass and an iron torsion specimen of 3/4 and 1 in. gage length diameter, respectively. After annealing, polishing, and twisting, seven rods, about 0.030 in. in diameter and with different orientations, were prepared from material near the surface of each specimen; these were required for the method of constructing pole figures by using a Geiger counter as developed by Norton.5 Since the shear strain gradient in plastic torsion is linear, it was readily computed that the material supplying the brass rods had been subjected to a shear strain of about 3.2, and that supplying the iron rods had received a shear strain of about 2. All details concerning specimen design, testing procedure, rod preparation, and use of the Norton technique can be found in ref. 1. Only this procedure was followed in working out the (111) and (100) pole figures for brass, Figs. 1 and 2. However, X-ray photograms were also involved in the construction of the (110) pole figure for Armco iron, Fig. 3. The photograms were made according to the conventional transmission diffraction technique using a small sheet taken parallel to the specimen surface and etched to a thickness of about 0.0025 in. The owners of large infrastructure projects are challenged on how to implement sound engineering and construction contracting strategies that address their prime expectations: a quality job, on time and within budget. With the increasing number of large engineering and construction projects worldwide, owners continue to search for alternative contracting strategies to address their risk, quality, sustainability (operability and performance), schedule, and budget concerns. Coupled with the shortage of resources, delays, political pressures, and other obstacles in procurement and negotiation processes, engineers and contractors are also looking for creative ways to optimize contract packaging strategies for efficient and successful project delivery. This paper compiles an array of decision making criteria and suggests a balanced evaluation, ranking and selection strategy in procurement of both engineering and construction services for large tunneling and other infrastructure projects. A number of owners? general preferences and viewpoints are discussed on large tunnel programs encompassing water and wastewater conveyance systems, pump stations and treatment facility upgrades. Contract packaging strategies and project phasing and segmenting alternatives for preliminary engineering, final design, construction management, and actual construction of facilities are featured for several large water and wastewater infrastructure projects. While the selection (and the relevant selection process and criteria) and performance of service providers, whether for engineering or construction, have profound effects on the outcome of any given project, this paper only examines strategies for con-tract packaging. More specifically, the authors evaluated case studies and developed a range of recommendations for packaging of large water and wastewater infrastructure projects with multiple components.

This paper is one of a series being prepared by the United States Bureau of Mines describing quarrying methods and costs at stone quarries throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized that publication of total production costs might in many instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scrope of the cost tabulations shall ensue. Unlike most previous Howe lecturers, I had not the good fortune to be associated with Henry Marion Howe, nor to be directly one of his students. Yet, through his writings, he has been my teacher, as he has of all American metallurgists. Instructive as his writings are—I use the present tense because Howe thought so keenly and reasoned so surely, seeing clearly, as if by intuition, what was hazy to lesser minds, that his writings are still vital—it is not those books and papers, nor even the minds he trained in his classes, that were his most outstanding service. It was the spirit of Howe in his approach to the problems of metallurgy, his broad-mindedness and fairness, his recognition of the need for theories and hypotheses to explain metallurgical phenomena, his willingness to use them as servants, as well as his questioning attitude—his refusal to accept them as masters—that comprise his greatest service. This most thoroughly warrants the honor the Institute pays each year to his memory. These traits I so respect and honor in any man that I glory in this opportunity to do reverence to him in whom they were so notably united. Howe's Discussion of a Creep Problem I have often wished that Howe were still with us to turn his keen insight upon the problems of the use of metals at high temperatures, a field much studied but still very hazy. Indeed, 53 years ago, in a paper1 before this Institute, Howe stated a problem closely allied to some that still perplex metallurgists and engineers dealing with the high-temperature field. Howe was intrigued by a report2 from another old master, Robert Henry Thurston, on the behavior of annealed vs. cold-drawn iron wire, and in order to broaden the foundation for metallurgical generalization, Howe made experiments of his own on copper and silver. "Nineteen streams in the copper and zinc flotation units of the concentrator of the Matagami division of Noranda Inc. have been sampled for particle size distributions chemical assays, and gold and silver contents in each particle size interval. The data are upgraded by the mass balance package BILMAT. These results, in conjunction with microprobe analyses, are used to quantify the silver losses in the copper clean¬ing flotation stages and to determine how overall silver and three silver-bearing minerals are recovered in the plant final products.RESUME Dix-neuf produits des circuits de flottation du cuivre et du zinc de la division Matagami de Noranda Inc. ont été échantillonnés pour leur distribution granulométrique, analyses chimiques et le contenu d'argent et d'or des fractions granulométriques. The objective of this study is to evaluate the metallurgical behaviour of silver, and secondarily of gold, in the flotation circuit for a possible increase of its recovery in the copper concentrate to improve its economic value. For that purpose it is worthwhile to study the minerals which bear silver and to determine the critical flotation stages where they are lost in the tails. The methodology proposed here is based on a coupling of a mineralogical study and a detailed mass balance calculation in the flotation circuit."

"IntroductionTHE SMALLER industrial and commercial steam generating plants in the United States are suffering from an ‘engineering deficiency' which, if allowed to continue, will probably result in the extinction of the species• that now burn •approximately 75 million tons of coal. We will classify as 'small' those plants which should require not more than one operating man per shift, including those in which as little .as thirty minutes per day should be adequate for .all service attention. These are the small steam plants that need the most, and get the least, expert attention for fuel :planning, equipment selection, design layout, .and proper operating technique. Dissatisfaction with bituminous coal is usually caused by one or more preventable weaknesses such as excessive or burdensome labour •for firing, .coal or ash handling and manual operation, smoke and fly ash emission above nuisance levels:, high maintenance and premium coal application for acceptable operation, and .finally, overall steam costs which are not .competitive. These 'deficiencies', so .common in the small coal-fired steam plants, can be readily eliminated by competent engineering and modern equipment with automatic controls."

"1. The investigation shows that the Sewanee bed is the only bed of major importance in Marion County, 97 percent of the coal mined in the county having come :from this bed. There are coal reserves in minor quantity in the Battle Creek bed, and production from this bed depends on a few small truck mines. The Richland bed, or Lower Sevanee has been mined in the past, but no coal has been produced from it in late years. There are no production records of any other beds in the county, although some coal has been produced from them.2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and on l,800 tons per acre-foot of coal in place, are estimated to be 61 million short tons as of January 1, 1953. Of this total, 55 million short tons is in beds 28 inches and more thick. Areas in each bed ·were omitted from the estimate where available data relative to the bed characteristics are too meager to permit making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.3. Recoverable reserves of coal are estimated in beds 28 inches and more 'thick. This recovery is based on total thickness of coal in the bed (less partings 3/8-inch thick or more), rather than on the thickness of the coal actually mined. This thickness is about the minimum now being mined by hand loading onto conveyors in the Appalachian Region. The combined weighted average recovery for the Sewanee and Battle Creek beds in Marion County, as determined by this investigation, is 60.9 percent. Based on this, the recoverable reserves of coal in Marion County are estimated at 34 million tons."

The operation of the pilot plant for the S-C Copper Process during 1976 has provided the basic data for the design of a commercial-scale plant. This paper introduces the commercial aspects of the S-C Copper Process through the presentation of a process flow diagram, a schematic flow diagram and basic design parameters for 75,000 tonnes per year (tpy) copper rod production from chalcopyrite concentrate. Basic operating requirements are outlined and a preliminary estimate of operating and capital costs for a Western Canadian location are summarized. The results have been compared with a modern smelter/electrorefinery to highlight the advantages and disadvantages of these two alternatives and to show why the new S-C Copper Process technology should be of interest to the copper industry.

The study proposes the Ambidextrous Leadership-Technology Adoption (ALTA) model, which integrates leadership styles such as transformational, transactional, adaptive, and ambidextrous leadership into the technology adoption process. The model emphasizes the balance between exploration (fostering innovation) and exploitation (ensuring operational efficiency). The findings suggest that transformational leadership fosters innovation by encouraging risk-taking and creativity, while transactional leadership ensures efficient technology integration. The article also identifies key barriers to technology adoption, such as organizational resistance to change, which can be mitigated through adaptive leadership that addresses employee concerns. The research emphasizes the importance of a supportive organizational culture and cross-functional collaboration, which are essential for successful technology adoption. The study concludes by offering practical recommendations for leaders to foster a culture of innovation, manage resistance, and balance short-term efficiency with long-term technological advancement.

"High alumina slag, with alumina normally more than 15 pct, is encountered with blast furnaces in China because of high alumina/silica ratio in iron ore as well as sinter and high ash content in coke for cost reason. High alumina slag with high viscosity and high liquidus temperature would lead to higher slag volume and thereby, furnace productivity. In the present work, liquidus temperature of high alumina slag, based on Meishan factory, Baosteel China, were investigated. A liquidus temperature model was introduced in the present work based on basic physical chemistry theory and focused on the chemical composition area used in Meishan factory(pct): Al2O3 from 14 to 17.5 and MgO from 8 to 12, so that the blast furnace slag could be designed for optimum blast furnace performance.IntroductionBlast furnace slag composition[1] has very important bearing on its physicochemical characteristics which affects smoothness of operation, slag handling, coke consumption, the degree of desulphurization, hot metal productivity and its quality etc. The slag properties which affect most are liquidus temperature, viscosity, sulphide capacity and alkali capacity. Variation of these slag characteristics with composition and temperature has been a field of active researches as these its great influence on the blast furnace operation. In the early years, most of these studies were carried out over low alumina blast furnace slags with alumina normally less than 15 pct. High alumina slag was first introduced in India because of its high alumina/silica ratio iron ore as well as sinter and high ash content in coke[2]. And then this problem becomes common as higher alumina/silica ratio iron ore imported and used [2-5]. The most important problem caused by high alumina content is liquidus temperature and then viscosity of the slag.Generally speaking those reported works [2-5] investigated a pretty wide range of chemical compositions and then obtained complex model, respectively. In fact, every factory has its own interest because of different resources. For example, the Al2O3 content from 20% to 30% pct was studied in Tata Steel India [2], but it is too high for Baosteel Meishan. A very lower percentage of alumina content, 14-18 % pct, was mainly used."

"Abstract This paper investigates the compressive behaviour of screw piles in sands and the key design parameters which control this. These types of foundation elements have typically been used as screw anchors onshore (i.e. for their tensile capacity), but there is increasing interest in their potential use as compression piles for supporting offshore marine renewable energy (MRE) devices (e.g. wind and tidal turbines) in deeper water. For such foundation applications, the compressive capacity is as important as the tensile capacity and is not well understood, particularly in cohesionless soils which are a likely seabed condition in MRE applications. A 1-g laboratory study was initially conducted on small scale model screw piles in sand beds of various relative density between 25 – 88%. These experiments were used to validate a Finite Element (FE) model having a stress-dependent constitutive model, making it useful for future up-scaling of the pile size for field applications. Following validation, the FE model was used to conduct a parametric study on the effects of flange spacing ratio (s/Dflange) and flange to shaft diameter ratio (Dflange/Dshaft). By using a validated FE model for this study, it was possible to observe the failure mechanisms (through the shear strain distribution) within the soil and correlate these with the pile capacity. This information was then used to comment on the most optimal (cost-effective) pile design for supporting compressive loads. This study represents a key step towards producing design tools appropriate for the design of screw piles in MREapplications.IntroductionAs defined in this paper, screw piles consist of a central small diameter hollow steel shaft, around which thin circular steel flanges run. Their principle of operation is that the flanges are spaced so as to trap the soil between them, thereby acting as an equivalent solid pile of the outer flange diameter, with a fully-rough ‘shaft’ interface (as shearing is soil-soil). One of the most important design decisions relates to the spacing of the flanges – if the flanges are spaced too far apart, then the soil will not be effectively trapped and the pile have a lower axial capacity and stiffness (controlled by the shaft friction along the central shaft and the bearing resistance arising from the individual flanges; If the flanges are spaced too close together, then there are potentially flanges which are not contributing to the pile capacity, therefore making the pile more expensive than it needs to be."

AN analysis of the bituminous coal situation by an authority who traces the production, mining, safety, markets and labor trends in comparison with other fuels. BEFORE 1918 the production of coal experienced a steady growth, with slight recessions in ouput in only twelve years (1837, 1841, 1852, 1855, 1861, 1874, 1876, 1889, 1894, 1905, 1909, 1914), and in each of these cases the loss was recovered in the following year and the increase continued. In each decade the output was doubled. Prices, while not high, allowed some profit. In 1918 during World War I, an output of 580 million tons was reached and with the exception of 1923 this total was not again reached until 1942, in World War 11. Losses of output in this period were much greater than ever before; in 1932 the total was 270 million tons less than in 1918 or 1923, and the loss after 1923 was not recovered until 1942. The greatest output was 631 million tons in 1947.

IN most human endeavors a knowledge of the terrain is essential to the effective carrying out of projects, but no line of work is more dependent on maps than theoretical and applied geology. Maps of a kind do exist for all of the area of the United States, but most of them are crude affairs and of little use in engineering, planning, and scientific research. Topographic mapping in the United States was initiated on a national scale by the U. S. Geological Survey and the organizations that were merged in its creation to make base maps for geologists. Their work could not be effectively done then and cannot be effectively done now without maps that accurately delineate the earth's surface. The distribution of the rock masses that contain valuable mineral bodies, or that by their intrusion brought them into existence, is the first step in a study of the mineral resources of the nation. This work requires three-dimensional maps, that is, topographic maps on which the land forms are shown by contours.

"As part of a larger investigation on generation of fines from mining activities and their effect on downstream operations, ore samples from Onaping area stockpiles of Falconbridge Ltd were studied. Batch flotation tests were conducted on the stockpile samples and fresh ore samples to explore the effect of stockpiling on grade-recovery performance. Head grade and particle size distribution of the samples from stockpiles were adjusted so that the samples compared are similar to each other. In additional tests, fresh ore samples were blended with stockpile samples at various percentages, representing 27.4, 50.2 and 81.5% of stockpile samples.The samples from stockpiles produced inferior nickel grade-recovery curves compared to fresh ore. The poorer grade-recovery performance was attributable to two factors. First, a significant dilution effect was observed due to the nearly complete flotation of pyrrhotite. Secondly, while pyrrhotite from stockpiled ore became highly floatable, the same stockpiling conditions caused nickel losses that were attributable to non-floatability of some pentlandite.In the case of blending, there was generally insignificant difference in the nickel grade-recovery between fresh and blended samples when the blending cases involved 27.4 and 50.2% stockpile samples. However, an increase in pyrrhotite recovery was observed for both blending cases. At 81.5% blending case, degraded grade-recovery was significant primarily due to the nearly complete flotation of pyrrhotite. There was a small, but noticeable amount of nickel loss for this case. However, for lower ratios of blending this loss was negligible.The increase in pyrrhotite recovery was partly attributed to its activation by Cu and Ni ions. Formation of a significant amount of elemental sulphur was also apparent from analysis of stockpiled samples. It can be concluded that pyrrhotite is mildly oxidized under stockpiling conditions while part of the pentlandite undergoes a more severe oxidation."

Poorly designed sampling protocols generally result in high project risk by artificially increasing grade variability (ie the nugget effect). Sample collection, preparation and assay protocols that suit the ore type, together with QA/QC systems, will reduce this risk. All reporting codes (eg JORC, 2004) require the Competent Person to consider the quality and implication of sampling and assaying programs. High sampling errors beget higher project uncertainty; despite this fact, sampling does not receive the attention it deserves. The case studies presented show that many sampling issues frequently go unrecognised or unaddressed, resulting in poor project decisions during exploration through to feasibility and production. The overall conclusion is that correct sampling is critical to mining project success and that there is often a need for its optimisation.

TOO often, many foremen; superintendents, managers, and executives, "The Bosses" of the oil and mining industries, do not fully realize: (1) How much personal actions '.on the job" may reduce their effectiveness in getting work done; and, (2) The importance of harmonious relations with their fellow men. Today. these qualities of personality in the people entrusted with the positions of responsibility are more important than ever with the shortages of labor so critical in vital war production. Likewise, many engineers do not fully realize that their work is essentially executive in character; i.e., other people do the actual labor. Without their help. the engineer's work would not be done. A clearer appreciation of this fact would increase their interest: (1) in the nontechnical aspects of their work. and, (2)in their relations with others, particularly the individuals in their own organization. Consequently, these engineers would be more successful in equipping themselves for greater responsibilities and increased remuneration.
