(written discussion?).-My experience has been that, where possible, it is preferable for each foreman to employ his own men, rather than to have them handled through an employment bureau. The fact that each foreman comes into direct contact with the man before he is put to work gives him an opportunity to choose, at certain times, the kind and class of men that he wishes. Where possible, after a man is employed he is sent to a central office where a complete history of each individual is kept on a card. If a man has previously been in the employ of the Company, his history can be obtained from this card, and if for any reason he is not wanted he can be refused work at the time he reports to, the central office. In connection with Workman's Compensation costs, we in Wyoming feel that although the rates of compensation paid may in some cases be rather low our law works satisfactorily. As the State and the number of employees are small, compensation cases are handled through Judges of the various District Courts. In the State Treasurer's Department, a few clerks were added to look after the handling and issuing of warrants and compiling of statistics. Most of the large employers have an arrangement by which a joint claim and assent, specifying the amount of compensation due, is made tip by the employer and signed by the workman. This is forwarded, to the Judges so that personal investigation of individual cases is not necessary. In this manner, compensation is promptly received and' overhead expenses of operation of the law is kept at the minimum. The law requires each employer to pay into the State Treasury, for the benefit of the industrial fund, a sum equal to 1.5 per cent. of the money earned by each employee, engaged during each calendar month of such employment. Each employer contributes monthly, unless the sum heretofore contributed, after deducting all payments made on account of injuries to his employees, shall equal a full 1.5 per cent. of his annual pay roll, computed by multiplying his current monthly pay roll by twelve, and shall likewise be not less than ($5000). It has been found during the years that this law has been in effect, that a number of the larger employers have been exempt from payment for from five to eight months per year, so that in some cases, even in coal nines, industrial insurance has cost less than 0.75 per cent.

A record $18.7 billion worth of metals, non- metals and fuels was produced in the U.S. during 1962, according to a year-end estimate from the USBM. The 1962 total value, based on preliminary statistics compiled by the Bureau, was nearly $600 million more than in 1961. Most minerals gained both in value and volume of production during 1962 according to information collected by the Bureau. All mineral fuels except anthracite showed increases. Among nonmetallic minerals- other than fuels-gains exceeded losses by two to one. Metal production held steady as gains and losses balanced.

MAN?S desire to harden metal is older than recorded history and obviously would date from the moment when he found his implements were not equal to the demands of service. This need for hardness in metal may be divided roughly into two main classifications: (1 :I need for hardness through- out-for purposes of greater strength or elasticity of the whole implement or member, and (2) need for surface hardness alone. A strong steel needed to transmit stresses or resist de- formation is an example of the first class. In metals only surface- hardened, the chief need is for resistance to wear. Obviously the whole gamut of all uses can be imagined- from the extreme of a simple cantilever supporting a load in space to that of a solidly supported face plate serving to resist wear. It is the in- creasing of wear resistance which I propose to discuss.

AMONG the comparatively few A radical changes in mining equipment in recent years is the introduction and use to an ever greater degree of detachable bits for rock drills. Just how great the possible field for economic application of this innovation is, and to what ex- tent detachable bits are used instead of the conventional type of drill steel, are matters of conjecture. Just as a rough approximation, one might conceive that at least three-quarters of the drilling done in mines today could better be performed by steel with detachable bits, instead of only about one-quarter as at present.

OVER 55 years ago, Sieverts and Hagenacker1 and Donnan and shaw2 made determinations of the solubility of oxygen in liquid silver, over a rather short range of temperatures (973° to 1125°C), using quartz bulbs, mainly at 1 atm. From the results of their investigations, Mizikar, Grace, and parlee3 plotted % O vs 1/T and obtained the following straight-line equation for solubility at 1 atm: log % O = 723.7/T - 1.0949 Recent work on the kinetics of the Ag-O2 system394 indicated there might have been some error due to reaction with the direct heated silica bulbs. Thus it became important to redetermine the solubility with the silver contained in a better refractory such as alumina, and by induction heating where the walls of the container were not so strongly heated. It was also desirable to extend the temperature range. A modified Sieverts apparatus of fairly standard type was used except that a special type of reaction tube was employed, Fig. 1. Dried argon with a guaranteed purity of 99.9 pet, and dried medical-grade oxygen with a guaranteed purity of 99.6 pet containing a little nitrogen, were the gases used. The measuring system consisted essentially of a manometer and a water-jacketed 100-cc gas buret with an open-end vertical tube parallel to the buret. This tube has the same diameter as the buret in order to give the same capillary effect on the mercury. A screw leveling device was used with the buret leveling bulb to help provide accurate pressure readings. A 2-mm ID capillary line connected the buret to the reaction chamber, helping to reduce the dead volume, which was determined with argon. The heating medium was a 2.5-kw output induction furnace. The induction coil was made of a 3/16-in. copper tubing with eight turns and an inside diameter of 4 cm. The reaction bulb was made of a quartz tube 18 cm long and 3 cm in inside diameter, Fig. 1. Inside the quartz tube were two alumina crucibles (Mor-ganite Triangle RR, XN10 and XN5) one inside the other. Below these two was an alumina disk. The disk prevented the corners of the outer crucible from expanding against the quartz tube. The solid sample (99.994 + pet Ag), which had been previously cleaned by air oxidation and repeated removal of scum, was placed inside the inner crucible. An alumina disk with a hole at the center covered the two crucibles. In order to decrease the dead volume, an evacuated quartz "filler" tube was placed on top of the crucible cover. The part of the reaction tube above the spherical joint was made up of Pyrex glass with a flat glass top. It was here that a prism was placed to facilitate the use of an optical pyrometer, previously calibrated at the freezing point of silver. THE slate industry of the United States has shown a marked decline in value of products made annually since the peak year 1925, although there has been moderate improvement over the lean years 1932 to 1934. In 1940, the value of all slate products sold was approximately 5 ¾ million dollars for a total output of 473,450 short tons. The quantity sold was a little less and the value a great deal lower than the annual averages for the past two decades. Enormous quantities of waste materials result from the quarrying, splitting and milling of slate. Obviously, utilization of such waste material is desirable, not only from the viewpoint of economical operation but also for the purpose of conserving natural resources. One possible use is to produce expanded or puffed lightweight aggregate for use in concretes. Such concretes are strong enough for specific uses, and the advantage of lightness could be obtained in such structures as the walls and roofs of buildings, suspension-bridge roadways and various other applications where weight is a factor. Conceivably, these uses could consume an appreciable annual tonnage. USE OF WASTE SLATES FOR MAKING AGGREGATES The lightweight-aggregate industry has been discussed elsewhere4.5 and need not be covered in detail in this paper. The materials commonly utilized are naturally occurring aggregates such as volcanic cinder, tuff and pumice; by-product materials, such as ordinary cinders and air-cooled slags; and the specially manufactured products, including Haydite, Pottsco, Gravelite, Cel-seal, Superock and Waylite. Slates, however, have not been given the consideration they merit, especially in the United States. In the British Isles, some work has been done3 on certain Welsh slates by the Building Research Station to stimulate the use of these wastes. REQUIREMENTS FOR RAW MATERIALS As pointed out by Hughes,4 the light-weight-aggregate industry is segregated in regions adjacent to large cities in order to localize the market and avoid the necessity of long freight haulage. Waste slate from the deposits of eastern Pennsylvania, northern Maryland, and Virginia would meet the basic requirement of any low-priced structural raw material. One apparent advantage is attained when slate waste, normally discarded, is utilized in the manufacture of a by-product. Mining or quarrying costs usually have been assessed against the main product. Some additional grinding might be desirable, but this operation would be relatively cheap, as most slates grind easily. It is believed that virtually all slates, when properly heated, will expand to some degree. However, types that will expand from 3 to 7 times their original volume are preferred. Anticipating the availability of tiltmeters suitable for use in boreholes, this article proposes a method of using one or more of these meters to determine in situ stress distribution before and after mining operations. Several ways of using relief techniques to measure in situ stresses in rocks have been developed. These techniques, summarized by Merrill,1 involve measuring deformations which take place when a specimen of rock is wholly or partially isolated from the stress field in the surrounding rock. Measurements of rock deformation caused by stress relief from mining operations can, in principle, also be used to estimate in situ stress distributions. Müller2 has mentioned experiments being carried on in Austria with a "deformation indicator" to determine the tilting of holes drilled before a mine opening is made. Similar work using borehole extensometers has been reported by Potts? and Duvall4 has called attention to the possible use of tiltmeters in making these measurements. Considerable attention is now being paid to the use of tiltmeters in detecting rock deformation associated with fault movements, earthquakes, earth tides, etc. The instruments used for these measurements have usually been of the mercury tube, water tube, or quartz fiber type, but because of their large size, and/or fragile nature, such instruments would not be suitable for use in mining stress measurements. Recent instrumentation developments, however, give promise that rugged, sensitive tiltmeters small enough for use in boreholes may soon be available.' In anticipation of these developments, this article presents a number of calculations of the possibility of using one or more tiltmeters emplaced in a drill hole prior to mining operations to determine the in situ stress distribution both before and after a mining operation. Each generation accepts the developments of the preceding generations without full appreciation of the difficulties that had to be overcome or of the effect of any given development on society. Today, the production of pig iron is the yardstick with which general industrial health and progress are measured. So natural and logical does this seem to us, that it is difficult to picture conditions prior to the fourteenth century when pig iron was unknown. Not only was pig iron unknown but iron or steel could not be melted and poured into castings; all iron and steel articles were forged from sponge iron. All castings, as well as many worked articles, were made of non-ferrous metals or alloys. In many parts of the world, over long periods of time, not only was the annual exchange value of non-ferrous metals greater than that of iron and steel, but their combined tonnage was greater. At present, the value of the pig iron produced in a year is of the same order of magnitude as that of all non-ferrous metals combined; the tonnage of pig iron is, however, about twenty times that of all non-ferrous metals combined. Owing to lack of records, we will probably never know the relative importance of the various metals at all periods in historic times. A certain conclusion is that the iron and steel industry, since the discovery of pig iron and the cheap methods of converting it into steel, has grown at a much more rapid rate than the non-ferrous metal industries. Notwithstanding their fundamental fitness for man's needs, iron and steel owe their importance in no small degree to the low cost of production. The low cost was a result of increased knowledge of the production appliances and of the metallurgical processes. This increased knowledge is the key to our modern industrial civilization. It will remain for future generations to determine whether there is now going on a gradual change toward greater importance of the non-ferrous metals, as compared to iron and steel. The world's pig iron production in 1920 was slightly more than twice what it was in 1890, whereas the non-ferrous metals production in 1920 was about two and one-half times that in 1890. IN connection with the question of coal waste and economy in mining, we would call the attention of those interested to an apparatus invented by M. Dernencourt, Superintendent of the Anzin Division of the Anzin Coal Company, North of France. This apparatus is known in France and Belgium under the name of prop screw jack (vis botte), and has been used with good results in the above-named countries for some years past. M. Ponson gives, in his " Traité de l'exploitation des Mines," a description of it (page 533), but as the description given is old, the work not widely known in this country, and as some valuable improvements have been made since, I thought it might be useful to give a description of it, having seen it in operation in 1867, while in Europe to attend the great Exposition, and on a scientific tour to the mining districts of France, Germany, Belgium, and Italy. The prop screw jack is composed of the following pieces: I. The body or column B, Fig. 4 [Plate (1)], of oak or yellow pine, sawed square, the bark taken off, and any length, proportionate to the vein. The smallest are 10 inches diameter at the base, and 9 inches at the top, the height being from 12 to 15 inches less than the size of the vein. In the axis of this column, and at the top end, is a cylindrical opening or hole, C, 2 3/4 inches diameter, 10 inches deep, for the screw, S. II. Two wrought-iron rings, R R, to strengthen the two extremities of the column ; the rings must be put on hot. III. A cast-iron washer, E, with hole in centre a little larger than the screw, to be put on the top of the column, and on which the nut is to rest; the top side of this washer must be faced on the lathe, also the bottom of the nut, to prevent friction. IV. The screw, S, having a total length of 12 inches and a diameter of 21/2 inches (for very high veins this diameter may be in¬creased to 3 inches), and has on its top a wrought-iron plate, T,

THE Federation of Engineering Societies has been created for the sole purpose of public service. This initial meeting surely warrants some discussion of a few of the problems to which this organization, for expression of the --. engineering mind, can quite well give consideration. Some of the greatest of the problems before the country and, in fact, before the world, are those growing out of our industrial development. The enormous industrial expansion of the last fifty' years has lifted the standard of living and comfort beyond any dream of our forefathers. Our economic system under which it has been accomplished has given stimulation to invention, to enterprise, to individual improvement of the highest order, yet it presents a series of human and social difficulties for the solution of which we are groping. The congestion of population is producing subnormal conditions of life. The vast repetitive operations are dulling the human mind. The intermittency bf employment due to the bad coordination of industry, the great waves of unemployment in the ebb and flow of economic tides, produce infinite wastes and great suffering. Our business enterprises have become so large and complex that the old personal relationship between employer and worker has to a great extent disappeared. The aggregation of great wealth, with its power of economic domination, presents social, economic ills which we are constantly struggling to remedy.

FOR many years it has been the invariable custom of the Institute, in addition to its annual meeting in February, to hold a technical meeting in the fall in some mining or metallurgical center in the West. As the activities of the Institute have increased, and especially since the absorption 'of the American Institute of Metals, there have for a number of years been two fall meetings. Never before in the history of the Institute have there been three meetings in addition to the annual meeting in February; in 1920, however, three important fall meetings are to be held. The general Institute trip will be made this fall to the Lake Superior iron and copper country. Members will leave Buffalo on August 20 by steamer, visit the copper mines in and about Houghton, the iron mines of the Marquette and Iron Ranges of Michigan and the iron mines of the Mesabi Range in Minnesota, and' return to Buffalo by steamer on September 3. Technical sessions will be held at Houghton, Minneapolis and Duluth. For a long period it was customary for the Institute to visit the Lake Superior country about every seven years. This trip, however, will be the first visit since 1904. The unprecedented development in both copper and iron mining in this section during this period will make this trip of unusual importance. In addition, a notable series of papers will be presented.

It is always the case with heavy and cheap materials that the area within which they can be economically used depends upon the cost of transportation, and in those days of poor roads and no mechanical means of haulage on them, coal could only be moved a few miles from the mine by any other means than water. The need of better means of transport to the areas west of the mountains had been urged by Washington and many other leaders, but the first turnpike over the Alleghenies only reached the Ohio River at Wheeling, W. Va. in 1818. The James River and Kanawha road reached the Ohio in 1831, that from Winchester, Va. to Parkersburg in 1838, and the road through the Cumberland Gap was completed in 1797. None of these affected the coal industry excepting indirectly by building up some of the river towns which coal could reach. The inadequacy of roads alone to carry the traffic of the rapidly growing interior communities was demonstrated only a few years after the National Pike was completed, and in the early 1820's several of the states embarked upon the construction of a canal system, which had been under discussion for some years. The Erie Canal was opened in 1825 from Lake Erie to the Hudson River through New York; Pennsylvania, Virginia and Maryland had already started similar projects designed to bring traffic to their principal cities from the interior. The Pennsylvania Canal was started from Columbia, as a railroad extended from Philadelphia to that point, and it followed the Susquehanna and Juniata Rivers to Hollidaysburg; thence to Johnstown, a distance of 36 miles, where it consisted of partly railroad and partly inclined planes, the boats being hauled up, and lowered down the planes; from Johnstown the canal followed the Conemaugh, Kiskiminitas and Allegheny Rivers to Pittsburgh, 104 miles. Boats first reached Pittsburgh by this route in 1834. The Chesapeake and Potomac Canal followed the Potomac River from a point above Alexandria above the falls, to Cumberland. This canal was chartered in the eighteenth century and a portion of it was used by traffic in 1800. It was too small to be of much use and was abandoned, and later after many legal and financial vicissitudes was completed to Cumberland, traffic from there starting late in 1850. This date, however, was long after the Baltimore and Ohio Railroad had been completed to

This was one of the inadvertences of war. Mr. De Wolf has been Director, or Chief, of the State Geological Survey for approximately ten years. Through the courtesy of the Governor of Illinois, lie was loaned to the Bureau of Mines for about seven months, after which period he resumed his former position.
