Nickel powders of 1-, 0.4-, and 0.2- average particle size were combined with 0.05- p MgO powder. Oxide was added in quantities of 4, 12, and 20 vol pct. The mixtures were vacuum hot pressed and extruded at 2100°F. In spite of a general tendency to growth of oxide particles during processing, dispersions of fineness comparable to those of Sintered Aluminum Powder, SAP, were achieved. A small amount of oxide considerably improved 1800°F stress-rupture strength, but further oxide addition resulted in a decrease of strength. RECENTLY there has been much speculation concerning the requisites for strong and stable dispersion-strengthened alloys. The nature of the dispersed phase, the stability of the alloys, and variables influencing the mechanical properties of alloys have been given consideration. Such topics have been reviewed by Bunshah and Goetzel. Of the many parameters related to the mechanical properties of dispersion alloys, mean free path between dispersed particles (a measure of the fineness of the dispersion), particle size, and vol pct of the dispersed phase have been shown to be very important. Generally, strength increases with decreasing mean free path, and there is an optimum vol pct of dispersed phase. Just how fine a dispersion ought to be is somewhat open to debate, but Irmann, Lenel, Backensto, and Rose, Gregory and Grant,4 and others have shown in the original SAP-type alloys, aluminum plus aluminum oxide alloys, that better strength is generally obtained with finer dispersions and the best strengths were obtained when the mean free path was less than . Further, Cremens, and rant' showed that in nickel plus aluminum oxide alloys, stress-rupture strength at 1500°F was definitely increasing with decreasing mean free path. In their investigation, however, the finest dispersions that were produced were about 2.0 mean free path. To determine the potential of the nickel plus oxide type of product, it would be neces- sary to obtain dispersions analogous to those of SAP alloys; namely, ones where the mean free path between oxides is less than . Unfortunately, however, it is very difficult to produce extremely fine dispersions of oxides in metals other than those which naturally form refractory oxide skins. There are several approaches to this problem including such procedures as mechanical mixing, internal oxidation, reduction of mixed oxides, and metal deposition from solution. Work at the Lewis Research Center has shown that metal powders 0.1p or finer could be produced by ball milling, when selected grinding aids were utilized.' Because these unusually fine powders were available, it was an initial objective of this study to determine if by mixing of these fine Ni powders with various amounts of MgO (0.05) a fine dispersion of MgO in Ni comparable to those in Al-Al203 might be achieved. A second objective was then to attempt to relate the parameters of structure to 1800°F stress-rupture strength of the alloys. Nickel powders of 1-, 0.4-, and 0.2-p average particle size were combined with 0.05- average particle size MgO powder. This oxide was added in quantities of 4, 12, and 20 vol pct. Laboratory-scale intact and jointed rock masses were tested in field and laboratory experiments to investigate tunnel response in high stress environments. In most of the experiments the tunnels were modeled by a rigid-plastic foam polyurethane with a crush strength of 3.4 MPa (500 psi) and emphasis was placed on jointed rock parameters: joint sets (single set of parallel plane joints versus a double set of orthogonal parallel plane joints), joint plane angle with respect to the direct loading direction, and joint spacing. Other parameters were loading stress, loading direction, and tunnel reinforcement strength. Results show quantitatively the increase in tunnel deformation in jointed compared with intact rocks, double versus single joint sets, and large versus small angle between the joint plane normal and the loading direction. A surprising result was the decreases in tunnel deformation with increases in the number of joints across a tunnel diameter. The efficacy of scale modeling with laboratory-constructed rock was tested by modeling complex reinforced concrete and steel tunnel reinforcements in jointed rock masses and comparing the results with large scale tunnels previously fielded in highly jointed granite. Tunnel response was reproduced in surprising detail, including concrete fracture, steel liner bending and fracture, and critical load to produce these responses. The scale models also allowed sectioning of the jointed rock masses to observe gross sliding along the joints that accompanied tunnel failure.

Radioactive; tracer techniques we?-e used to study solute distvihutions along llze specimens and irmpurity substructures, as functions of the conditions growth. The results have heen mzalyzed using Burton, Prim, and Slichter's tnodel for the solute disty-ihution in the liquid ahead of an advancing solid-liquid interface. DECANTING techniques have been used to establish criteria for the formation of impurity substructure during solidification in several alloy systems An analysis equating the appearance of impurity substructure with the incidence of constitutional supercooling was developed,= in which diffusion was assumed to be the predominant mode of solute mixing in the liquid. Substitution of experimental data into the equations derived from the diffusion analysis gave reasonable values for solute diffusivity in the liquid. However, in these investigations solidification rates of 10 cm per hr and over were used, to minimize the effect of natural conection, whereas for crystals of high perfection lower solidification rates are needed, usually between 1 and 5 cm per hr. A knowledge of the conditions under which impurity substructures will be formed at low growth rates, and the degree of segregation to be expected, is therefore of interest. In the present investigation, radioactive-tracer techniques have been used to study the effect of growth rate, initial solute concentration, and size of specimen on the formation of substructure in uni- directionally solidified rods of dilute silver in tin alloys, over a range of growth rate between 0.5 and 10 cm per hr. Criteria for the formation of substructure were established by auto radiography. This was believed preferable to the decanting technique, for the relationship of the structure on a decanted interface with that of the freezing interface is not clear, since a layer of liquid is left on the surface following decanting.' The effect of substructure on the distribution of solute along the rods was also investigated. EXPERIMENTAL The procedure for sample preparation has been described in detail by einber. Alloys were prepared from tin of 99.999 pct purity and silver of 99.99 pct purity. A"', an emitter of both y and 0 radiation, was used as tracer. Samples of the alloys were drawn up into silica tubes with inside diameters 0.5 or 2 mm, remelted in a horizontal furnace, and solidified at controlled rates. A few centimeters of the samples were left unmelted for a measure of the initial concentration. Total sample length was approximately 20 cm. The temperature gradient in the furnace was kept constant at 36°C per cm in the region corresponding to the melting point for tin. To find how well this corresponded to the actual temperature gradient in the melt, a thermocouple of 38-gage wire was electrically insulated with a thin layer of Sauereisen cement and placed within one of the 2-mm-diam tubes, which was then filled with tin. The maximum diameter of the coated wire was 0.5 mm, the bead of the thermocouple junction being no larger than the diameter of the wire. LARGE copper whiskers were grown from cuprous iodide by reduction with hydrogen at about 500°C. Carefully selected single-crystal whiskers of [loo], [110], and [Ill] orientations were used and the whisker shapes and cross sections are shown in Fig. 1. Spec-trographic analysis of a typical batch of whiskers showed that the composition was better than 99.9 pct with iron and silicon as the major impurities. The test specimens varied from about 70 to 400 u in diam and they did not show a conspicuous yield drop as observed in very fine whiskers (diam <25 u), tested by Brenner.1 The characteristics of the stress-strain curves were similar to those of bulk single crystals, even though the maximum flow stresses reached in some orientations were comparable to the yield stresses observed in fine whiskers. Mechanical properties of whiskers of different materials and copper whiskers up to about 100 u in diam have been reviewed,&apos; and a mechanism of slip band propagation in fine whiskers has been recently suggested.3 Whiskers in this work were tested in a floor-model Instron testing machine using low strain rates. BRAZIL has had an industry based on ocean beach deposits of heavy minerals containing monazite, zircon, rutile, and ilmenite for well over 40 years, but except at the very earliest period, prior to 1906, and again during World War 11, has this industry been at all comparable in size with similar operations in other countries. Limiting factors have been neither a lack of reserves nor lack of markets (except for zircon). Although poor local transportation and shipping facilities have handicapped the development in Brazil, these conditions were perhaps equally bad (when mining operations started) in the Indian State of Travancore, and in New South Wales and Queensland, Australia, in which states the principal production of beach deposits of heavy minerals has occurred. The outstanding restraints on the Brazilian industry have been the lower quality of the Brazilian minerals, the relative small size of individual deposits that were known until recently, the lack of interest of Brazilian investors in mining ventures, and the unfavorable climate for investment of foreign capital under Brazilian mining law. The lower quality of the minerals is indicated by the fact that the Brazilian monazite carries only 5 to 6 pct Tho2*, and the ilmenite 561/2 pct TiO2, whereas the corresponding Travancore minerals carry 9 pct Tho, and 60 pct TiO, respectively. The Brazilian zircon is a dirty brown color (which can be removed readily) as compared with the gleaming whiteness of the Australian zircon. An inadequate market for the abundant zircon that will be available in any operation in Brazil is certainly a heavy restraint, since otherwise it could be an important byproduct. The oxide of zirconia, baddeleyite, that has come from Brazil is from other sources.&apos; Since the Brazilian beach sands carry only a little rutile, that mineral has not been available as a valuable byproduct to help finance the operations. Substantial tonnages of rutile have been exported from Brazil. The sources of this mineral are stream placers and residual deposits over gneisses in the States of Goyaz, Minas Geraes, Ceara, etc. (Leonardos,&apos; and Chambers". With these handicaps, Brazilian production from beach sands has been marginal, and there has been only one consistent producer. This is a company, originally French, which was called Companie de Franco-BrazilliCne, but, with the downfall of France in 1940, became Brazilian under the name Monazita e Ilmenita do Brasil ("Mibra"). This company has operated several deposits in the vicinity of Guara-pary, in the State of Espirito Santo. Its office and plant has been at Guarapary. Recently a company called, "Fomil" (Fomento Monazita-Ilmenita) started operations. This company was organized by the Foote Mineral Co. of Philadelphia, and such share as a foreign company can hold under Brazilian law has now been acquired by the Lindsay Light and Chemical Co. of Chicago. When the writer went to Brazil in the fall of 1940, he found that no general survey of the beaches had been made except for a thorough study of part of the area by Abreu.4 The paper by Miranda6 had not then been written. The federal Geological Survey and Department of Mines knew only of the existence of the deposits in Espirito Santo south of Vitoria, and had a hazy idea that others might be found north of Vitoria. The charactevistics of the deformatiotz of fcc thorium were examined between 78 and 473 K. Activation energy, actiuation volume, and the temperature dependence of the flow stress were determined and conlpared uith several theories for the rate-controlling mechnnistn of the tempemture-dependent component of the flou~ stress. It was established that the Cottrell-Stokes law does not hold, even approximately, for thorium. Through consideration of the above factors and other parameters, it was concluded that the vandom solute barrier theory proposed by Friedel demonstrates the best agreement with experimental observations of the deformation of thorium below ambient temperature. THORIUM, the first metal in the actinide series of rare-earth elements, is interesting and important from two points of view. In the more practical vein, it is a potential reactor fuel. As such, it is important to know its properties. Of specific interest here are the mechanical properties of thorium. Second, no detailed information concerning the deformation characteristics of the actinide elements has been gathered to date. In view of the interesting physical and chemical properties of these metals, their mechanical behavior might reveal characteristics which could improve our understanding of the mechanisms controlling deformation of the more common metals. For example, it has been shown1 that thorium exhibits a yield point which is greatly enhanced by interstitial solute elements such as carbon. This is not a normal occurrence in fcc metals. The goal of this investigation, therefore, was to characterize the deformation of polycrystalline thorium. MATERIAL AND PROCEDURES Thorium, made by the magnesium intermediate alloy process described by Peterson et al.,2 was rolled and swaged to 0.065-in.-diam wire. The metal analysis is given in Table I. After preparation, the oxygen and nitrogen contents had risen to 308 and 60 ppm, respectively. The 0.065-in.-diam wires were cut into 2-in. lengths and annealed in a vacuum of lo-&apos; Torr at 750°C for 1 hr, producing a grain size of 2735 grains per sq mm. The ends of the 2-in. sections were masked off so that a 1-in. gage length could be electropolished. Specimens were polished at 35 v in a solution of 6 pct perchloric acid in methanol which was maintained at 0°C . The gage diameters after polishing were about 0.0625 in. The tests were run on a screw-driven tensile machine at a constant crosshead speed corresponding to a strain rate of 0.005 min-&apos;. The strain rate was changed rapidly after each 0.01-in. extension between 0.005 min-&apos; and one of three higher strain rates which were selected in order to achieve strain-rate ratios of 5, 10, and 20. Tests were run at several temperatures from 78" to 473°K; most were tested at 423", 300°, 215", and 78°K. EXPERIMENTAL RESULTS Flow Stress vs Strain and Temperature. Typical true stress-true strain curves for thorium are shown in Fig. 1 for several temperatures over the range 473" to 78°K. The curves for 78", 215", 300") and 423°K were obtained from strain-rate change tests using the lower (0.005 min-&apos;) or base strain-rate values of stress. Additional tests, using the same base strain rate at different strain-rate ratios, gave curves which virtually superposed on those shown, indicating that strain-rate changes did not materially influence the work-hardening characteristics at the base strain rate. The year 1940 was singularly unmarked by sensational developments in Kansas. Routine operations were carried on in a systematic, orderly fashion and the efforts of oil producers were concentrated on extending known fields. In Kansas an arbitrary yardstick for wildcats has been set up. A well drilled mile or more from a known pool or well is now considered a wildcat. A "rank wildcat" is one that is drilled at least 2 miles from any known producer. During 1940, rank wildcats resulted in the completion of 116 test wells, among which 16 were successful in finding new oil pools and the remaining I00 were dry holes. The ratio of successful wells to dry holes, therefore, was approximately I:6. During the year, 1890 wells were completed in eastern and western Kansas. This figure is somewhat lower than that given in several trade journals, because it does not include wells that were deepened or wells that were recompleted in a different geological horizon. About three fourths of these (1423) were completed as commercial oil wells (I220 in western and 203 in eastern Kansas). The commercial gas wells completed number 58 of which 10 are in eastern Kansas and 48 in western Kansas. Of the remzining completions 147 are dry holes in eastern and 262 are dry holes in western Kansas. Based on daily potential capacity, the new discoveries of the year account for a cumulative initial production of 46,000 bbl. in eastern and 2,128,000 bbl. in western Kansas. The state of Kansas attained a new peak in production, with the total of 66,245,000 bbl. for the year 1940, the number of contributing wells being 20,779. Thus the increase over 1939, when about 58 million barrels was produced, is considerable. The previous peak occurred in 1937, when 70,761,000 bbl. was marketed. In another still earlier peak, in 1917, slightly more than 45,000,000 bbl. was produced and sold. The production of gas probably reached a new peak also during 1940, with its total of 85 1/2 billion cubic feet. Between the peak of the year 1908, when over 80 billion cubic feet was produced, and that of 1940, the production dropped to a low point of 16 billion cubic feet in the year 1921. The number of test wells drilled was larger than in 1939; that is, 1890 compared with 1458. The first peak was reached in 1904, when 2782 wells were drilled. The number dropped off rapidly, to 368 three years later, but rose to the second and highest peak in 1918, when 4671 test wells were completed. In the period between 1904 and 1912 more gas wells were completed than oil wells. Between the high peak of completions in 1918 and somewhat lower peak of 1937, the low point was reached during 1931, with the completion of only 470 test wells. In the number of new pools discovered, Kansas again ranks high among the states. The exact number depends somewhat upon the interpretation of a "new" area— whether it should be called a new pool or a long extension of an old pool. In the last several decades, techniques of data collection have been rapidly evolving. Automated spectroscopic techniques in the chemical analysis of rocks for example have advanced to the point that we can analyze samples faster than we can grind them. Remote sensors of LANDSAT give us intensity measurements in four color bands of every acre of the U.S. every 19 days. Common depth point seismic instrumentation systems used at sea for surveying and networks of seismometers arrayed around the country for earthquake studies likewise are generating vast amounts of data. These along with many other earth science data generating systems have caused a veritable data explosion. How do we deal with these enormous amounts of geologic data presently being produced as well as those produced in the past, and to be produced in the future? There is an immediate need to acquire and utilize past and present basic data in order to address today&apos;s national earth science problems. Also data being collected and stored now must be compatible with future data in order for us to be able to undertake the wide spectrum of analysis that must be made in the future. This is a big order! In order to organize and to be able to analyze these data, the USGS has embarked on a wide ranging program of compatible data base construction and the development of computer technology, based on interactive computing, to facilitate resource assessments and analyses. These activities are analogous to two sides of a coin. One side deals with the logic, philosophy, and mechanics of information storage and retrieval; and the other side deals with the sensible application of computer technology to the treatment of data. St. Joseph Lead Company&apos;s Southeast Missouri mines have been successfully converted to the use of ammonium nitrate and fuel oil as a blasting agent. This is significant to the company because it means a savings of a quarter of a million dollars per year. It is significant to the mining industry because of the unusual conditions involved and the methods and materials used to overcome them. St. Joe has been mining the low grade lead deposits of southeast Missouri since 1864. This ore occurs as disseminated galena in widely scattered pockets within the Bonneterre dolomite. The daily production of 20,000 tons is obtained from several hundred small, room and pillar stopes covering an area 10 miles long and five miles wide. Distribution of explosives and other materials is a real problem. Drilling in the stopes is done with air legs, column- mounted machines or jumbos, depending on the size and location of the stope. Drill hole sizes vary from 1 3/8-in. diam down to 1 1/8-in. Each driller charges his own holes and shoots them at the end of the shift. Numerous shafts provide natural ventilation which is supplemented in isolated areas by churn drill holes equipped with blowers. Water, in most stopes, is not a serious problem, although the mines do produce about 20,000 gpm.

Four NX-diameter holes were diamond-drilled in competent granite. Samples of the recovered core were used in laboratory tests. A borehole, plate-bearing device known as a Goodman jack was used to perform load deformation tests on the rock in the core hole. The majority of samples used in the laboratory tests were taken from depths in the hole at or within 5 ft of those at which the plate bearing tests were made. Borehole camera records, compressional and shear wave velocities, and densities were measured. Dynamic elastic constants were computed for the in-situ material, while comparative data (except camera records) were obtained in the laboratory. These data were examined to evaluate the significance of the in-situ modulus of deformation (Ed), the value computed from Goodman jack tests. Average test results show an excellent correlation between in-situ and laboratory data. The ratio of laboratory to field deformation modulus ranges from 9.82 to 7.21 for 3,000 and 9,000-psi stress levels, respectively. The dynamic modulus ratio, ED field/Ep lab, is 1.02; the compressional wave velocity ratio, V8 field/V8 lab, is 0.94; the shear wave velocity ratio, V, field/V, lab, is 1.12; and the density ratio, field [y/y] lab, is 0.95.

Mining camps from Mexico to Alaska and from the Pacific coast to the Atlantic were represented by delegates at the 5th Annual Northwest Mining Convention which was held in Spokane, Wash., Feb. 19-24, 1917. About 300 delegates from outlying regions were present, this being fully 100 more than have been counted at any previous mining convention in Spokane. Graham B. Dennis, president of the Northwest Mining Association, made the address of welcome. In part, he said: "Heaven has made us the possessors of an area great enough for an empire, varied enough in climate and possibilities to compass the whole complex field of modern industry. In the development of this broad heritage, we are not only actors for today, but trustees for future ages. "It is to foster this spirit of unity; to create and maintain strong bonds of mutual good will and confidence, that we founded the Northwest Mining Association. Wee support it because we believe it will give us strength; because we believe we shall learn from each other; because, in industry as in every other walk of life, personal contact and establishment of ties of friendship enrich and round out the characters of men." One of the interesting lectures of the week was that on "Alaskan and Russian Gravel Mining," by Dr.&apos; Henry Mace Payne, consulting engineer for the Russian government and Consolidated Goldfields of South Africa. Dr. Payne&apos;s illustrations showed the different appliances in use in the countries mentioned. The Resolutions Committee reported back to the Convention six of the seven resolutions that had been presented to it. These were adopted as submitted, with some minor changes.

IN concentration of certain ores by soap flotation, prevention of quartz flotation is desired; the contrary is true in treatment of some oxide iron ores. Experimental study of the flotation of quartz goes back at least a quarter of a century.&apos; Clean quartz does not float with fatty acids or soaps but does float when activated by one of many metallic salts. Control of pH is important. Broadly speaking the problem of quartz flotation has been approached from the empirical side, as was the related topic of flocculation or dispersion of quartz suspensions? Empirical studies indicated the existence of critical relationships between the additions of collector and activator. These additions were not stoichiometric for the formation of soaps of the activator cation. For example, Gaudin and Rizo-Patrona found optimum quartz flotation at pH 10.6 using barium activation and oleate collection when the molar ratio of oleate to barium was 1 to 1 instead of 2 to 1, as would be called for formation of Ba(OL),. Cooke and Digre" &apos; found that if calcium is the activator, a minimum quantity of that agent is required for effective flotation when the pH is 11.5. In other words, if the concentration of Na&apos; exceeds 10 -2.5 mols per liter or if the concentration of H exceeds 10-11 mols per liter, the concentration of Ca++ in solution required for quartz activation is increased. This suggests that H+ is much more effective than Na+ on 10-2.5 quartz, perhaps in the ratio ofp or 108. Schuh- mann and Prakash6 studied anew the activation of quartz by barium, calcium, aluminum, and ferric iron. Salts of these metals are activators provided they are in stoichiometric excess over the collector used with them. Alkaline-earth salts are effective only in alkaline circuits. Important as they are in giving data on the effect of various agents on quartz, all these studies fail to give information on the detailed structure of the quartz-solution interface. A beginning in this direction was made by Gaudin and Chang,? who measured the adsorption of radioactively marked barium and laurate ions at quartz surfaces, and by Gaudin. Spedden, and Laxen,8 ho measured the adsorption of radioactively marked sodium at quartz surfaces. Work has also been done by Bell0 n measurement of the adsorption of sodium ion and chloride ion at quartz-solution interfaces. In all these experimental measurements of adsorption, the solid was centrifuged or filtered from the bulk of the liquor with which it had been associated; and the composition of the solid surface was ascertained by analysis, after allowance was made for the ionic composition of the liquor included with the centrifuged solids on the assumption that it is identical to the bulk liquid. Adsorption measurements give only the total amount of collector adsorbed at the quartz-solution interface; they give no indication of the distribution of these adsorbed ions at the interfacial layer. It is the ionic structure of the solid-solution interface and its importance to flotation that is the subject of this paper. The structure of this interfacial layer can be investigated by means of electrokinetic methods so that by combining electrokinetic studies with adsorption measurements, a more complete picture of the quartz surface may be obtained. The Bureau of Mines has played an important role in the revival of precious-metal mining underway in the Western United States. During the past 30 years, many techniques used by industry to recover gold and silver were pioneered and developed by the Bureau of Mines. In 1952, technology was developed to strip gold from granular activated carbon and allow the carbon to be reused. In 1969, the heap leaching concept was applied to low-grade gold and silver ores and mine wastes. Heap leaching in conjunction with carbon adsorption-desorption permits very low value material to be economically processed. In 1970, an oxidation treatment based on hypochlorite was developed to increase the recovery of gold from carbonaceous gold ores by cyanidation. In the early 19501s, attempts were made to employ carbon-in-pulp technology to recover gold from ores, but the fixed price of gold and increasing operational costs made the process unprofitable. The Bureau of Mines and Homestake Mining Co. jointly operated a carbon-in-pulp pilot plant, and the technology was used in full-scale production at the Homestake Mine in 1972. In 1973, a pressure stripping method, which decreased the time needed for the stripping step, was developed to desorb gold and silver from carbon. An alcohol desorption method, developed in 1976, also decreased the carbon stripping time. These stripping methods are in commercial use. In 1979, an agglomeration pretreatment was developed that permitted clayey precious metal ores to be heap-leached. Agglomeration-heap leaching technology is being used by at least 30 operations, several of them major gold and silver mines. Almost all precious-metal-mining companies use at least one of the above techniques in production facilities.

THE year 1924 showed even less drilling in Kentucky and Tennessee than the preceding year. The operators in this section, however, are anxious to resume development work and are only waiting for a higher market for crude oil before starting such a program. In Kentucky, during 1924, 1605 wells were completed, the combined initial daily production of these wells being 25,599 bbl. Of the total number of wells drilled 1176 were oil wells, 61 gas wells, and 368 were dry holes. The average initial production of the oil wells was 21.8 bbl. per well. In Tennessee, 28 wells having an initial daily production of 1199 bbl. were completed during 1924. Of these, 3 were oil wells, 6 were gas wells, and 19 were dry holes. The initial production of the three oil wells was 400 bbl. Of the total number of wells drilled in Kentucky in 1924, 73 per cent. came in as producing wells; and of those drilled in Tennessee, 10 ½ per cent. came in as producing wells and 20 per cent. as gas wells. In Tennessee, during 1924, wildcatting dropped off considerably and only about one-half as many wells were drilled as in the preceding year; in Kentucky, on the other hand, there was only a slight curtailment in drilling, there being 1943 wells drilled in 1923 as against 1605 in 1924.

H. S. COE, St. Louis, MO. (written discussion *)-I feel much gratified that Mr. Mishler has confirmed those principles of slime settlement expressed by Mr. Clevenger and myself. I wish to state that, when we wrote the article referred to by. Mr. Mishler we had not seen his earlier article in which he gave a formula to be applied to the settling rate off feed pulp for determining thickener area required at El Tigre. It has been my experience that in cyanide work the settling area required is determined by the settling rate of the feed pulp for perhaps 20 per cent. of all of the ores to be encountered. For the other ores, the area required is greater than that indicated by the settling rate of the feed and corre-sponds to the settlement of a somewhat thicker free-settling pulp. Mr. Mishler, in his paper, has thoroughly outlined a set of tests for determining thickener capacity, which, if carefully carried out, should be entirely reliable, provided allowance is made for changes in the mill feed from time to time. Two features of his paper, I, believe; need comment. In speaking of the time required for slime to flocculate after being fed, Mr. Mishler quite properly states that the actual settling rate for the feed pulp can-not be that of completely flocculated pulp because of this time lost in flocculation. It seems to me, however, that this feature cannot be of very great importance, for the following reason: The upper zones of pulp in a thickener may be, and often are, as thin as the feed pulp. If, therefore, the feed be introduced at sufficient depth below the pulp surface to prevent agitation at the surface, there will be ample time for it to become flocculated before it becomes the surface layer, and it, will

(communication to the Secretary*) :—In answer to one of the inquiries made of Mr. Conner, and as a matter of historical record, I beg to say that the idea of supporting the strata over worked-out areas in coalmines by flushing the openings full of culm originated and was put into actual practice by the late R. C. Luther, a former member of the Institute, at that time Chief Mining Engineer, and later General Manager, of the Philadelphia & Reading Coal & Iron Co. In the early 80&apos;s the Philadelphia & Reading Coal & Iron Co. purchased from Messrs. Hecksher & Co. the Eohinoor colliery, situated in the western part of the borough of Shenan-doah, Pa. On taking possession of the colliery the Philadelphia & Reading Coal & Iron Co. made a conlplete resurvey of the mine-workings, giving an absolutely correct map which showed not only the plan of the mine-workings, but also every improvement on the surface over the workings, and the marked features of the surface of the ground. Tidal elevations were shown at every eurvey-station in the mine and on the surface, so that, as is the case with all the maps of the company, contour-maps of either the surface or the bottom of any coal-seam, or geological cross-sections, could be constructed directly from the information on the mine-maps. In a cornparatively short time after the company took possession of the colliery, the workings which extended under the western portion of the borough of Shenandoah began to cause trouble and damage dwellings and other buildings in that section of the town. The lots in this section had been sold, in many cases, to individuals by the Gilbert & Shaefer Estate, owners of the coal-lands on which the colliery was located. In

ASH in coal has always been regarded as an undesirable substance, as the heat content of a coal decreases in direct proportion to its ash content. It represents so much inert material that has to be transported, handled when the coal is burned, and finally disposed of. W. R. Roberts, in an address before the Engineers&apos; Society of Western Pennsylvania, Pittsburgh, on Sept. 29, 1925, said that on an annual output of five hundred million tons of coal, a reduction of 3 per cent. of ash means fifteen million tons of refuse and a decrease of $30,000,000 in freight charges. Ash also often prevents efficient utilization of the coal through the formation of clinker caused by the melting of the ash constituents when subjected to heat. The mineral constituents of coal may be of such nature as to make the coal unsuited for specific uses, as for instance, high-sulfur coal for making metallurgical coke. While the usual proximate analysis of coal gives the amount of ash, it gives no information as to the nature and composition of the ash nor of the mineral constituents from which the ash is produced. For the efficient washing of coal to remove ash-forming constituents it is desirable to know the composition and distribution of the ash-forming constituents. Obviously such information is also desirable for the most efficient utilization of coal.

Seventy-one delegates, representing 74 organizations with a membership in excess of 105,000, attended a conference of technical societies, in Chicago, Apr. 23-25. It was called by Engineering Council, and unanimously adopted a resolution urging Congress to establish a Department of Public Works. This would include the services and bureaus having to do chiefly, with matters of engineering and architecture. Among the bureaus, services, and activities, which logically belong to a Department of Public Works, are the following: Bureau of Public Roads; the United States Reclamation Service; the Alaskan Engineering Commission; the Construction Division of U. S. Army; a Bureau of River, Harbor and Canal work, including such functions as are now exercised by the Mississippi River Commission and the California Debris Commission; a Bureau of Architecture; a Bureau of Surveys, including the Coast and Geodetic Survey; a Bureau of Mines; the Geological Survey; the Forest Service, at least until the same is divorced from the supervision of water powers and road building; and the Bureau of Standards. Later, the following resolutions were unanimously adopted: RESOLVED, That this conference be known as the Engineers, Architects, and Constructors Conference on National Public Works; that it continue in existence until dissolved by its own action and that its officers and committees be empowered to further the organization and development of a National Department of Public Works. RESOLVED, That for the purpose of furthering the passage of a bill for the creation of a National Department of Public Works there be set tip by this Conference an Executive Committee, a Committee on Text of Bill, and a Campaign Committee. The Executive Committee shall have the power to create a Finance Committee and other committees and to add to its own membership or to that of its committees.
