THE Lepanto Consolidated Mining Company is the largest copper producer in the Philippines, and the only one that makes a concentrate valuable principally for its copper; also, it has the only productive copper mine situated at considerable distance from the sea, and is the only one in the islands operating its own smelter. The Lepanto mine is in the Municipal District of Mankayan, sub-province of Benguet, near the heart of the Mountain Province of Northern Luzon. It is 165 km. from its shipping point at San Fernando, Province of La Union, on the shore of the China Sea. Elevations at the property range from 3200 to 4500 ft. The climate is very mild; temperatures are seldom below 50° or above 80°F. Annual rainfall approaches 170 in. and is mainly confined to a rainy season lasting from May to October. The months from December to April, inclusive, are usually extremely dry. This climatic pecularity entails the problems of landslides on the roads during the rainy season and water shortage during the dry season. The Mountain Trail, an improved rock-surfaced toll road maintained by the Commonwealth Government, gives access to the property. The 105 km. over this road may be traveled in about 4 ½ hr. during the dry season. Very few sections of the road are straight for more than 100 meters, and about one third of it is a one-way road controlled by gates. All freight for the property is delivered by the Manila Railroad Company to Bauang, La Union, 45 km. west of Baguio and at sea level, where it is picked up by freight trucks and hauled via Baguio to Lepanto. Granulated matte is hauled in bulk from Lepanto in four-ton lots on freight trucks to the storage bins at San Fernando. Freight rates from Bauang to the property amount to P8.00 per ton, and from the property to San Fernando the rate is P16.00 per ton. The company pays the road toll, P1.00 per truck, each way. THE CAMP The company maintains a modern camp, well separated from the mine and reduction plant. Comfortable and sanitary living quarters, water, and light, as well as free medical service are provided all employees. A hospital staffed by a doctor and two nurses takes care of all medical treatment. Considering recreational facilities of great importance, the company has provided two tennis courts, two basketball courts, and badminton courts for employees. Bowling alleys and a motion picture theater are operated by the company, the profits being expended for other recreational purposes. This chapter presents a survey of instrumentation and control systems used on ball mill circuits from the past to the present. It is based on the concept of optimization of plant practice, and addresses the influence of the circuit design on the control strategy and on the instrumentation philosophy. Methods of optimization of the grinding circuit, within the constraints of the mill design requirements, are reviewed. The modern use of automation and circuit optimization is critically reviewed for known and possible conceptual control loops. A comparative study of circuit variations due to instrument hardware, location and installation is provided. Future trends i.e., computer control (DDC) and the effects on both the control stratagems and the optimization stratagems are described.

The gradually increasing proportion of sulphide ores which lead smelters of to-day are called upon to handle has caused the roasting problem to become one of ever greater importance. Mines have increased in depth, methods of concentration have improved, competition in the purchase of ores has become more keen and it has been clear that new and modern methods of eliminating sulphur must receive a large share of attention. We may look back a score of years or so and recall the old hand roasters, some of which turned out a finely divided roasted product, and others fashioned with a "fuse-box" wherein the roasted ore was slagged. Then came mechanical furnaces of several types, the Bruckner cylinder, the Brown-O'Harra, the Ropp, and others, all designed to cut out the cumbersome hand labor of the old reverberatories. Roasting costs were thereupon reduced and tonnages stimulated to a gratifying extent. However, it seems to have been early recognized that this very feature of a greater amount of roasted sulphide ore as compared with oxide ore brought with it a train of difficulties at the blast furnaces. The mechanically roasted ore was fine physically, the blast furnaces were choked and the troubles of the smelterman were not at an end. Then the Huntington-Heberlein pot system of roasting appeared upon the scene, and later on the Dwight-Lloyd machines were invented, and inasmuch as both of these processes were designed not only to roast the ore but to agglomerate it as well, it was apparent that distinct steps in advance had been achieved. At the Murray plant, modern up-to-date roasting practice is fully exemplified and there are now in successful operation roasting furnaces or devices of several sorts: namely, Godfrey revolving-hearth furnaces, Wedge multiple-hearth mechanical roasters, Dwight-Lloyd sintering machines, and Huntington-Heberlein pots. Godfrey and Wedge furnaces will properly handle material high in sulphur, say ores with 25, 30, and 35 per cent. of that element; D. & L. machines and H. & H. pots will positively not treat efficiently ores or mixtures containing anywhere near the sulphur content mentioned, but are confined to charges containing in the neighborhood of 15 or 18 per cent. In passing, it may also be explained that, so far as the knowledge of the writer goes, Godfrey and Wedge furnaces do not economically eliminate sulphur to an extent

SINCE the beginning of the industry, commercial electrolytic manganese has followed the Shelton patent' among others, which called for the addition of sulfur dioxide in controlled amounts, to a purified manganese sulfate-ammonium sulfate at a controlled pH. Every attempt to eliminate sulfur dioxide additions has resulted in operating difficulties, chiefly solution of the deposited metal and lowered current efficiencies. Many replacements for sulfur dioxide have been proposed and studied, chiefly sulfur compounds, urea, thiourea, and proteins similar to those employed successfully in copper refining. It has been suggested that sulfur dioxide is a re-ductant for higher-valence manganese compounds, or that it is reduced by manganese metal in the deposit to hyposulfites or its compounds, and that these might affect the cathode film or the deposition potential, or the overvoltage of manganese. The additives were studied following the method of Mantel1 and Ferment2 who determined the feasibility of current-potential curves as an analytical tool for monitoring manganese elec trowinning solutions for metallic impurities: nickel, cobalt, silver, copper, zinc, molybdenum, cadmium, magnesium, and sodium. The individual effect of each on the standard polarization was determined for a range of concentrations. Not all affected the polarization curve; cadmium, magnesium, and sodium had no effect. Nickel, cobalt, silver, copper, and zinc yielded a correlation between transition current and concentration of impurity.

I DES~RE to call the attention of the Institute to two deep vertical shafts, which are now being sunk in Schuylkill County, Pennsylvania, about miles north of Pottsville. These shafts are of interest to the mining engineer, not only on account of the novelty of the method of sinking adopted, which promises to produce a revolution in that branch of mining engineering, but also as examples of the manner in which such work should be undertaken. GEOLOGICAL SKETCH OF THE TERRITORY TO BE WORKED BY THE SHAFTS AND REASON FOR SINKING THEM. The Mammoth or E Vein of the anthracite coal-measures in that part of the Schuylkill region near and north of the town of Pottsville lies at a great depth below the surface, and has, in consequence, never been worked in that locality.

A glance into the immediate future of the refining industry, and a retrospective view of 1929, cannot fail to emphasize the need for effective measures of control of refinery still runs. With oil producers alert to the need for control of the crude supply, it has become more than ever necessary for refiners to complete the movement toward stabilization by concerted determination to maintain still run schedules within the limitations prescribed by the demand for gasoline. The outlook for continued growth in the demand for gasoline appears to be well sustained by a preliminary survey of requirements for 1930. In fact, it is apparent that the industry will be assured of a market for gasoline that will aggregate in volume at least 472,000,000 bbl. this year. This indicates a gain in total demand over 1929 of about 9 per cent. or about 4.6 per cent, less than the gain recorded during 1929 over 1928, which amounted to 13.6 per cent. Despite the indicated increase in gasoline demand this year, it is apparent that little, if any, more crude will be required than last year. This is shown in Table 1, presenting estimates of gasoline demand and probable crude requirements for 1930. IT would be a difficult matter to trace from the beginning the very few improvements made in the burning of fuels prior to 1860. Doubtless the crossing of the sticks of wood in building a, wood fire early appealed to our savage ancestry as a means of expediting its effectiveness for their crude culinary purposes. Stones and andirons came later in assisting the admission of air to the under part of the fuel bed, while beacons and cressets utilized metal bars as supports for the same purpose. It is probable that Tubal Cain owed his success to the use of bellows making possible the use of mixed fuel and charge upon a hearth. With the development of working in east iron, grate bars cane in, and they are still with us doing duty in every household and almost every art where heat is a factor. Little was done beyond these crude methods prior to 1860. With the advancement of knowledge came the fuel-gas producer, a. natural child of the retorts employed in supplying illuminating gas. It is only within the last 15 years that the conclusion became general that complicated systems for saving heat would not remedy deficiencies in its primary development, and within that tine there has been great advancement in the means of producing initially fire of high efficiency, so that to clay we are moving rapidly toward loth high development and high absorption, with the resultant of high efficiencies. In studying the subject of the availability of pulverized coal as a fuel, it may occur to ask, why has this not come up earlier? This question would be naturally prompted by recalling the fact that Thomas Crompton's English patents upon his methods were issued to Min nearly 40 years ago. A conclusive answer to this, however, is that Crompton at that time had very crude facilities for raking what was at best a, very imperfect pulverization of the coal, and the expense of preparation was very great. BRADEN, the most southerly of the three big Porphyries in Chile and the first to start production (in 1910), is a remarkable mine. It would be interesting to know just how much it has contributed, and will contribute, to the earnings of the Kennecott Copper Corporation, which acquired 95 per cent of Braden stock in 1915 by an exchange of shares and which subsequently obtained the remainder. Because of this complete ownership no separate annual report is published (as is the case with Anaconda's South American subsidiaries, Chile and Andes). Income, taxes, operating costs, earnings, and other financial data, including the balance sheet, are consolidated with corresponding items applying to Kennecott's manifold operations in the United States and other foreign countries. If Braden were in the United States it would be possible to arrive at a pretty accurate estimate of revenue realized each year from the sale of copper simply by applying the average published market price to the production as reported by the company. However, because of the restrictions on sales imposed by the Chilean Government and the almost fantastic regulation of exchange rates in the past, no estimate of the sort would be reliable. This point is illustrated by the following comparison made by Charles R. Cox, president, in Kennecott's report for 1955: In each year, 1954 and 1955, Braden supplied about 30 per cent of Kennecott's total copper deliveries; but Braden's operations contributed 16.7 per cent of consolidated net income in 1955 against only 6.2 per cent in 1954. THE purpose of these conferences has been to find some basic principles to guide us in the chaos which confronts us, to arrive at elements of a national policy. None such exists, nor, as a matter of fact, have there been any concerted efforts by the public or the mineral industry to evolve one. In the absence of such a policy the administrative agencies of the government can hardly be expected to be consistent or really effective in their handling of mineral problems, domestic or foreign. Basic Facts MINERAL reserves are unequally distributed among the nations. The principal world supplies are grouped around the north Atlantic, and nearly three-fourths of the world's total is controlled politically and commercially by English-speaking people. No one nation has a complete supply of the minerals necessary for modern industry; specialization, reciprocity, and large-scale movements between the nations are inherent in nature's unequal distribution of them. The principal sources of supply are relatively few compared with the nations to be served-a fact which determines broadly certain natural outlines of the world flow. National isolation with regard to minerals can be accomplished only through backward steps in industry and lower standards of living even in the nations possessing the most of the mineral supplies. A certain measure of unified commercial control, international in scope, is a natural consequence of the limited number of the large sources of supply. Mineral supplies for the world as a whole are so large that there is little need for concern about early exhaustion, but every nation has important problems of early exhaustion of particular minerals, which must affect their policies.

COAL mine operators recognize coal as an abrasive material, because the wear of drilling, cutting, and conveying equipment is reflected as a cost item for replacement of parts. Similarly, industrial consumers of coal experience abrasive wear on all coal-handling equipment. Operators of pulverized fuel plants are doubtless most keenly aware of the abrasiveness of coal, because under the high contact pressures developed between coal and metal in pulverizers, abrasive wear is increased many fold. Moreover, experience in operating pulverized fuel plants has demonstrated that some coals are much more abrasive than others. Hardgrove' stated that maintenance costs entailed by the wear of grinding elements is often a more important variable than the cost of the power required to pulverize different coals. Craig2 also reports that one coal may cause pulverizer parts to wear several times faster than another. It is apparent, therefore, that those concerned with pulverizing coal could profitably employ a method for estimating the abrasiveness of different coals, just as they utilize standard tests for thermal value, grindability, and ash-fusion temperature to assist in selecting the most suitable and economical coal to use in a particular plant. The objective of this investigation was to develop a test procedure that would be suitable for general use in estimating the abrasiveness of coals. However, few, if any, of the standard tests now used for evaluating the properties of coal are the product of a single investigation or the result of a single investigator's efforts. Rather, in each case, a testing procedure was devised by one investigator, used by others on a wider variety of coals, and finally refined completely as the result of the joint efforts of a number of interested people. Thus, the test procedure for estimating abrasiveness developed in the course of this work may not be refined sufficiently in its present form for general use, but it may serve as the starting point from which an acceptable test procedure can be developed. The method has been used thus far on only about a dozen coals, and there has been no opportunity to attempt a correlation between experimental results and actual plant experience. Only wider use of the procedure by other investigators and correlation with plant experience can determine to what extent the method will have to be modified to render it suitable for general application. Test Method Although the literature contains no record of an attempt to devise a method for estimating the abrasiveness of coal that could be used industrially, several investigators have tested properties of coal that are closely related to its abrasiveness. The abrasiveness of a material generally is considered to be related to its hardness, and hardness tests for coal have been employed by Heywood,' O'Neill," and Mathes. Also, the resistance of coal to abrasion, a property that presumably is related to the abrasiveness of coal, was measured by Heywooda and by Simek, Pulkrabek, and Coufalik.2 11 these investigators tested only individual pieces of coal. Since coal is a heterogeneous material having components of varying properties, tests of this type can yield results having little more than academic interest. Only a test method that utilizes a representative sample of coal can give results that are useful industrially. The abrasion tests used for various other materials have been considered for adaptation to testing the abrasiveness of coal. The tests used for metals,7-9 paving and flooring,'" and rubber," cannot be used because coal is not sufficiently abrasive.~ The present experimental work was begun before World War II and was conducted by three research fellows"'" working under a joint agreement between the University of Washington and the Bureau of Mines. After a great deal of preliminary work with a variety of apparatus and materials, a test procedure was developed which consisted of rotating a test disk 2Yz in. diam in a steel mortar containing the coal sample. The shaft carrying the test disk at the lower end and a 100-lb load on the upper end was free to move vertically. The bed of coal in the mortar was kept fluid by low-pressure air admitted through a port near the bottom of the mortar. Measurable wear on an Armco iron disk could be obtained in this test procedure, but, despite extensive efforts to eliminate them, several major disadvantages remained in this test method. First, with most coals the amount of wear on the iron disk did not exceed a few milligrams. Second, a single type of disk was not applicable for all coals. A smooth iron disk gave satisfactory results with both bituminous and sub-bituminous coals, but hardly any wear with anthracite or coke. A disk having studs or projections gave more satisfactory abrasion losses with anthracite and coke and presented no operating difficulties with free-burning bituminous and sub-bituminous coals. IN every country economic circumstances prescribe the method used to produce a commodity at lowest cost. In Pennsylvania a man's wages for working 4 hr buys a ton of coal wholesale; in Germany a laborer must work 40 hr, or ten times as long. In western Europe, therefore, conservation of fuel is of primary importance, and recent practices of burning lime and cement differ from those employed in the United States. This paper presents data collected during a trip through western Europe in 1953. Considered uneconomical, shaft kilns for burning cement disappeared in the United States two generations ago. But because required capital investment is low and operation greatly improved, shaft kilns are still used to some extent in Europe, where fuel costs are high, and are even included in designs for plants under construction. During the last 50 years shaft kilns have been maintained at the same physical size, while their output has been increased at least four times.

During fifty-three years of mining operations in the Warren mining district, the mineralization has been found to cover an area roughly 2 miles long by 155 miles wide. Ore extraction from the richer portions of this area has been closely followed by surface subsidence. At the western end of the district, where the ore outcrops at the surface and oxidation is more complete over a wide area, intense surface disturbance is visible in the form of closely spaced open cracks and escarpments. As work has progressed toward the east, more unoxidized ore-bodies have been found and mining has been at increasing depth, for which reasons surface subsidence is less intense and subsidence blocks become larger and in general are bounded by open cracks, which persist over long distances. There may also be traced on the surface what appears to be a boundary crack, running in a northwest-southeast direction, marking the present southerly limit of subsidence of the district as a whole. It is not completely developed, and has not as yet appeared over the very deep mining operations in the extreme easterly portion of the district. Check surveys show that vertical and horizontal dislocation is still taking place. All of the various mining operations, including open-pit work in porphyry ore and underground mining of limestone replacement and porphyry ores, have had their influence in disturbing the surface. As these influences frequently overlap, and because the surface disturbance is continuous over practically all ore occurrences, it is virtually impossible to choose an area sufficiently isolated to ascribe the amount of subsidence to any definite volume of ore removed. After due consideration of all factors, there has been selected for discussion an area 1400 ft. long by 1200 ft. wide, which will be referred to as the Queen Hill block. It is bounded on all four sides by faults, which tend to limit subsidence disturbance to that caused by ore mined from within the block, and likewise to prevent subsidence cracks due to mining outside of the block from entering the area.

This paper describes the results of an underground coal mine trial installation of a shielded trailing cable. The cable was a three conductor, round, type SHC-GC and was installed on a shuttle car in a conventional room-and-pillar mining section. The purpose of the study was to evaluate proposed legislation that would require shielding on low-voltage trailing cables. Such legislation would require machine modifications to cable reels, packing glands, and couplers; increase cable splicing complexity; and necessitate additional splicing materials and training. Furthermore, fault location might be more difficult. Even though shielding will cause some problems for the mine operator, it can reduce electrical shock hazard to mine workers. This paper presents information that mine operators can use to solve most of the problems encountered if they are required to install shielded cables. The in-mine evaluation was funded by the US Bureau of Mines; however, the views and conclusions in this paper are those of the author and should not be interpreted as necessarily representing official policies of the US government.

The objective of delineation drilling is to provide a data base for the tonnage and grade estimates required to evaluate the economics of mine development. As drilling information is accumulated, geological risk is reduced and more reliable estimates of tonnage and grade are obtained. Investment in drilling is justified by the benefits which result from improving the reliability of the economic criteria evaluated. These benefits are subject to diminishing returns, i.e. as drilling information is accumulated the reliability of the economic criteria evaluated is improved but at a decreasing rate. At the same time, costs are incurred -- the direct investment cost associated with additional drilling and the time cost of delaying possible production revenues. The economic sampling limit is de- fined by the point at which the marginal benefits from drilling investment just balance the marginal costs. The paper describes the formulation of an economic model to optimize investment in delineation drilling. The model is applied to a simulated mineral deposit to illustrate the economic effects of a sequential drilling program.

This paper is a discussion of a part of the mineral wealth of the States of Oaxaca and Paebla, Mexico. It does not refer to the precious metals, sonie mines of which, in these States, are said to have been worked before the advent of the Spanish conquistadores in the sixteenth century, as my purpose is to invite attention to the exploration of deposits of coal and iron-ores in the Mixteca region. The prominence given to coal is warranted by the great effect of the scarcity of fuel upon the industrial development of Mexico. Under the progressive administration of President Porfirio Diaz, the Republic has made wonderful advances in the past three decades; and this progress would have been greater but for the limitations imposed by expensive fuel. In the spring of 1906 I was detailed by the Birkinbine Engineering Offices, of Philadelphia, to accompany A. B. Adams, of New York, in a reconnoissance of reported deposits of iron-ores in the State of Oaxaca. The result of this expedition was the formation, in 1907, of the Oaxaca Iron & Coal Co., of which Mr. Adams became, and has remained, President and General Manager, and I have spent the past three years as Chief Engineer of this company in Mexico, principally in western Oaxaca, where field-headquarters were established. Conventional analyses of seepage through saturated media do not apply when tailings impoundments are located above a partially saturated zone. Three stages of seepage are identified and methods for estimating the seepage rates and duration of each stage, based upon flow in partially saturated and saturated porous media, are demonstrated. The effectiveness of earthen liners is discussed and procedures for estimating the required properties of the porous media are provided.

Chalcocite flotation is affected by agitation intensity during conditioning. Sodium sulphide in minute quantity may activate or depress, depending on conditions. Oxygen is a depressant while oxygen and sulphide neutralize each other by re-action at the mineral surface. Diffusion across a stagnant film at the surface governs reaction rates, while film thickness is reduced upon increase of agitation intensity.
