I WAS led some time ago to draft a statement of economic principles immediately affecting our national welfare from the standpoint of the engineer. It was the intention to offer this to the American Engineering Council as a resolution to be adopted, or a declaration to be made, of course after suitable con-sideration and debate. The presentation has not been . formally made, but I have been asked to let it be made to the mining engineers through the medium of MINING AND METALLURGY, the American Institute of Mining and Metallurgical Engineers being a constituent part of the Federated American Engineering Societies. I shall welcome any expressions of opinion that this statement may inspire. The statement follows: The engineers of, the United States, functioning through the American Engineering Council of the, Federated American Engineering Societies, feel it their duty to advise the American people respecting the present state of economic affairs in the nation, just as an individual engineer would his client. The people of the United States constitute a great corpora-tion, whose business affairs are analogous to those of a commercial company -multiplied many times. The engineers feel constrained to offer their opinion owing to the responsibility to do things which rests upon them. Confronted by the steady impoverishment of natural resources and the operation of the economic law of diminishing returns it devolves upon management, functioning through the engineering profession aided by scientists, to make such improvements leading to increased production and such elimination of wastes as to offset the increasing adversities of nature merely to hold our own; and to do more than offset them in order to improve the scale of living of the people. The engineers accept this responsibility, but in so doing they demand attention to their advice respecting fundamental economic matters, lest they be unduly hampered in the performance of the professional duties, which they acknowledge. The American Engineering Council therefore declares the following as the advice of engineers to the American people:

Readjustment of the industrial world to a peace basis after more than 4 years of war will involve many fundamental and far-reaching changes that cannot as yet be clearly foreseen or definitely provided for. Such problems may be subdivided, in the vocabulary of war, into those involving material and those centering about personnel. Of the two, the latter group is the more difficult and obscure, as the factors involved are less clearly understood and the methods to be followed are not yet tested and standardized. When it is said that the market is weak, stocks large, and demand light, every business man understands clearly what is meant and what course he should adopt to adjust himself, so far as possible, to such conditions. But when it is said that the rapid spread of Bolshevism in Europe is a danger to industrial organization in this country, it is difficult to have any assured sense that all that the statement may mean is clearly understood or that the means to be followed to meet such a situation are definitely known. Since Bolshevism is primarily a mental phenomenon and since the rupture it brings about in industrial organization should be prevented, if possible, it is my purpose to restrict this discussion of the activities of the Committee on Industrial Organization to some of its mental aspects, as the chairmen of the sub-committees, from their special knowledge of their own fields, can best set forth recent progress in the lines with which they are especially concerned. The first requisites of success in industrial organization, as in the biological organism of which it is the social counterpart, are unity of purpose and coordinated activity. Typical good and bad examples of this' are the relative parts that the United States and Russia have played in the great war. These two factors are primarily mental, and it is not difficult to view the mental aspects of all problems of industrial organization as the most important ones. Unless we can attain unity of purpose and coordinated activity in industry, the provision of comfortable homes at reasonable rent, the assurance of steady work at good wages, the elimination of industrial accidents, and provision against want in old age or in case of disability will have brought us no nearer to our real goal.

FRom the beginning of its activities, the members of the National Production Committee have felt that the following points were essential to the success of its work: The operators must feel that their operations were not 100 per cent. efficient; that they should be courteous and fair in their treatment of their employees; and that they should set an example of hard work and patriotic interest in increased production. Every move made must appeal to the sense of fairness of all parties concerned. The men must feel that in working more faithfully, and consequently producing more coal, they are rendering a distinct service to their Government in the time of its great need. As the workers feel that greater efficiency on their part results only in greater profits to the operators, the advantage to the operator should be lost sight of, as far as possible, and the advantage to the Government in fighting the war emphasized. Both operators and workers should know that the Government considered increased production an obligation, and opportunity for service, resting on both parties and not on the operators or the workers alone, and that both parties could very much better the efficiency of the pre-war period. Had the committee intimated that it thought the coal shortage was due entirely to the idleness and inefficiency of the workers, its campaign would have failed, for the men would have resented the charge because only too frequently their efforts to produce more coal were thwarted by bad management; besides, the operators would have lacked stimulus to better effort. On the other hand, had the impression been given that the committee thought that the coal shortage was due entirely to bad management, the operators would have resented the charge because only too frequently their efforts to produce more coal were thwarted by the idleness and inefficiency of the workers; and the workers, having been thus indirectly pronounced 100 per cent. efficient and patriotic, would have lacked stimulus to better effort.

ION exchange recovery of uranium has been proved successful in many operating plants in various parts of the world. First used in column plants processing clear liquors, ion exchange has more recently been applied in basket resin-in-pulp systems. A logical further development is the application of truly continuous processing techniques to the ion exchange recovery of metals, since previous systems have been semicontinuous at best. Column ion exchange is a valuable technique and has been used extensively in South Africa and elsewhere. However, it requires clear liquors. To produce these clear liquors, considerable investment in filter plant and clarification equipment is necessary. In the cases where it is very difficult or impossible to produce clarified liquors, column ion exchange is not so useful. Moreover, some liquors suffer from post-precipitation after clarification, which can become a serious problem.

The correlation of power consumed by a tumbling mill with the dimensions, speed, and load has been attempted by three principal methods. One of these, the torque formula, has been reviewed critically elsewhere. This approach, while analytical, disregards the individual motion and speed of the tumbling bodies and assumes that the gross geometry of the entire load is sufficient to establish the power requirement. A more general approach, using dimensional analysis, has been applied in this laboratory by the present authors, and more recently by Rose. This disregards the internal conditions within the mill entirely and in effect is an empirical procedure for correlating data. Finally, the complete analysis of tumbling mill dynamics as first made by Davis attempts to develop the power requirement from individual ball and rod paths and velocities. Although Davis' result is applicable only at a single speed for a given size and load it could be useful, since his optimum speed is at the upper limits of conventional tumbling mill practice. Where power values predicted by the Davis equation were compared with actual mill requirements, they were found too low for small mills and much too high for the largest mills. This suggested that the agreement with actual intermediate range requirements might be fortuitous, and the development of the equation was examined critically.

From both economic and environmental aspects, the loss of organic materials from a solvent extraction process is of major concern. A decade ago perhaps the only consideration given to solvent loss was economic in nature. Today, the environmental -.and hygiene - impacts have to be seriously considered. In this section we shall deal essentially with the processing and economic aspects of solvent loss; the environmental aspects are discussed in a later section.

Tramp iron and steel moving on a conveyor belt cause small currents to be generated in a coil situated in a strong magnetic field, which are converted to an alternating current and are amplified. The output voltage from the amplifier fires a thyratron with a relay in its anode circuit, which actuates a howler and simultaneously drops a spot of marker material on the belt.

The present mine at White Pine has been extracting low grade copper ore by mechanized room-and-pillar methods for approximately eleven years. Increasing depth of mining is decreasing the extraction ratio. It is desirable to mine a higher grade product by extracting values only and increase recovery of the available natural resource. These factors led to the consideration of a caving method such as longwalling. GEOLOGY The White Pine orebody consists of two mineralized shale horizons separated by a relatively barren zone of shale and sandstone. These gently dipping sediments lie at the base of the Nonesuch shale formation and are of late Precambrian age.

I ASK your permission to speak about a matter which is not of a specifically scientific nature, but more of a general-I might even say of an international-nature, and the international character which this city now presents must be my justification for introducing it. The Germans, very often, are thought to be an exceedingly warlike people, but I come to-day in the capacity of a peacemaker. Our German language is an original language; it is, therefore, a language in which it is impossible to change the meaning of a word at will. It may be, perhaps, easier in a combined language, as the English, to associate and to exchange meanings. Now, a word which we hear a great deal at the present day, is "Stahl," in English, "steel." This word means, in the German language, a substance which can be hardened. As the German literature, in relation to metallurgy, is the oldest of the modern world, this circumstance may give the German a right to ask for consideration. But I think, now, when the four languages, German, Swedish, French, and English, compete in rich metallurgical literature, it is very necessary to have uniformity in the nomenclature of iron, which would prove not only useful for science, but equally so for trade. For that purpose I propose to make the divisions of iron so that the word steel shall comprise a subdivision and not a primary division as formerly. Nature furnishes us iron mostly in the state of oxides, and if in any other condition, we must convert the ore into oxide before we can make iron. The oxides are always mixed with certain earthy substances called rock or gangue. The extraction of iron involves, therefore, the twofold process of the reduction of the iron, and im¬parting to it the amount of carbon necessary for technical purposes, and the separation of the reduced and carburized iron from the gangue. The reduction is always effected by carbon or carbonaceous substances (coke, anthracite, carbonic oxide, etc.), and the result is, according to the degree of heat employed, either malleable iron or a non-malleable iron. The process of making malleable iron in this way is called, generally, the direct process-in German, Rennarbeil. It produces the iron in a solid state with a fluid cinder. By this process our ancestors made all their iron, and it has been revived in various ways in modern times up to the process of Mr. Blair, so far as I know, always without commercial success. The

A numerical method to derive approximate solutions for stress intensity factors for rectilinearly anisotropic bodies without resolving to complex variable approach is presented. The method is based on the assumption that the crack opening profile can be simulated by a simple curve such as an elliptic function and a relationship is found for the stress intensity factor in terms of near tip displacements. An example solution is derived for a transversely isotropic body and the results are verified with Westergaard's stress function approach. The proposed model has a great potential for the applications to fracture mechanics of anisotropic rock materials.

The objective of this investigation of the Cendrex was to determine the applicability of the X-ray instrument for the measurement of the ash content of coal. Developed by the Dutch State Mines, this instrument is designed to provide ash analysis of any desired coal product with only a 5-minute lag between sample collection and analytical result. The unit could, with limit controls, be used to feed back signals to preset the separating gravity of coal washers, control the ratio of various coals needed to produce an acceptable blend, and permit the sorting of a washed product into two qualities, one which is below and the other which is above a prescribed ash content. This unit can also be used discontinuously for rapid determination of samples of coals taken in the usual manner.

Single crystals of tungsten were made and deformed in tension at 3000°C. The slip traces so formed on these crystals were analysed to determine the apparent slip system. Results indicate that deformation occurs in the<III> direction on planes of maximum shear stress. This determination agrees with the early work of Taylor and Elam on other body-centered cubic crystals at lout temperatures. SLIP in face-centered cubic and hexagonal close-packed metals has consistently manifested itself in straight traces which indicate that glide takes place on planes of highest atomic density and in directions of closest packing. The slip traces observed on body-centered cubic metals are, on the other hand, frequently branched and wavy, and indicate that while glide takes place in the direction of closest packing, it does not necessarily choose the plane of highest density. The early work of Taylor and Elam1 4 indicated that glide took place in the close-packed direction on planes close to those defined by the maximum shear stress. Subsequent investigations have tried to rationalize these observations in terms of an elementary process on the close-packed planes (110). For example, Elam5 and Grenin~er&apos; have suggested alternate glide on nonparallel (110) planes with the observed result that the summation of these glides results in a trace which defines some plane other than{110). Madden and chen7 have recently reviewed the phenomenological and theoretical aspects of noncrystallographic slip. More recently Koehler&apos; has presented a model of dislocation propagation which permits another rationalization. He indicated that dislocation loops are transferred from one glide plane to another by double cross-slip of screw segments. It is reasonable to assume that, on the average, such transfers may result in a trace which approaches the plane of maximum shear stress. The work described in this paper will show that

Plans have been completed with only details to be arranged for the first Metals Branch Conference in the Northwest. The two day meeting will be held jointly with the Industrial Minerals Div. on Friday and Saturday, May 9 and 10, 1952, at the Davenport Hotel in Spokane, Wash. For, some time the metals activities in this area have been neglected. Expansion of metal producing and fabricating industries in Washington and neighboring states has brought sufficient interest to insure the success of such a meeting. A committee has been hard at work for several months. Nonferrous extractive metallurgy men will find an extensive program in the April issue of JOURNAL OF METALS. Sessions for iron and steel producers, physical metallurgists, and educators will make the Metals Branch picture complete. Metals Branch members residing in Washington, British Columbia, Oregon, Idaho, Montana, Wyoming, Nevada, and Utah, or who can be in the Northwest at this time should make plans now to attend. A Metals Branch luncheon is planned for Friday and a dinner jointly with the Industrial Minerals Div. is planned for Saturday according to F. R. Bromly, Zihuatanejo, Guerrero, Mexico (communication to the Secretary*):—The following criticism of what "is offered as a summary which may be found useful by mining engineers," is not dictated by any captious spirit, but in the intereet of historical and scientific accuracy. The States of Queretaro and Oaxaca have produced sufficient silver to warrant more extended notice. Referring to Pachuca, State of Hidalgo, the eomewhat loose and inexact statement is made that "the ore-depdsit is an andesite, intermixed with quartz-veins, rich from the surface." A better description mould be,—the ore-deposits consist of quartz-veins in andesite. It is notable that many of the rich shoots worked in recent days did not come to surface. In consequence, Pachuca is often quoted by the ill-informed as a camp in which values improve with depth, the truth being that the veins carry shoots, or clavos, some of which were exposed at surface and some not. The name of " electric plow," applied to the mechanical stirrer of recent use, is certainly not to be recommended. The stirrer, or agitator, consists essentially of a traversing gang-plow, operated by power through shafting; drums, and wire-rope. The fact that in certain plants the motive-power used is electricity does not make it an electric plow. Such a name suggests a machine of which the motor is an essential and integral part; which is not so in this case. A lathe in a factory driven by water-power is not called a hydraulic lathe. My experience agrees with Dr. Raymond&apos;s note as to azulapue, which in some districts is also applied to blue copper carbonate. The El Oro, Esperanza, and Mexico mines should be allocated to the State of Mexico; the Dos Estrellas being in Michoacan, as stated. The El Oro quartz certainly does not appeal to me

In the mineral industry measurement of density or specific gravity of slurries is often necessary or highly desirable. To date the most successful method of measuring the specific gravity of various media is to hand weigh a constant volume sample of the slurry. This method is time-consuming, however, and is intermittent rather than continuous. Most density measuring instruments in use today are variations of three basic systems: air bubble tube systems, radioactive methods, and displacer systems. The high cost of the radioactive cell, combined with the precision electronic measuring that is required, limits the practical utility of this procedure to a small percentage of critical processes. In the air bubble systems clogging of the bubble tubes with solids has rendered this type of measurement completely ineffectual for many applications. Continuous or intermittent purging of the bubble tubes with air or water to prevent tube clogging has been tried but has not been very successful, especially in the heavy media process.

There are two distinct methods of combating corrosive conditions. The first and most popular method is to choose a surface or material which will give adequate service under the specific and general conditions which are present. The second is a control or modification of the corrosive conditions to the end that metals and materials which would be attacked and corroded without such control or modification may be used. Under the first method of attack of the corrosion problem may be grouped such devices as the selection of metals or alloys which offer great resistance or the use of protective coatings such as paints, lacquers or metallic coatings. Such procedures are exceedingly useful. It is undoubtedly true that most of the problems of corrosion will be solved by recourse to this first method of attack. However, it must be remembered that there are many conditions in which metals are used where the choice of the particular metal to be used must depend upon other factors than corrosion behavior. Some of the factors which may govern the selection of metals for specific use are the physical and mechanical properties of the metals. But there is another factor which is of prime importance and that is relative price. It is the pressure of these factors of mechanical properties, physical characteristics, and relative price that has acted as the stimulus for the second methhod of combating corrosion. The producer and user of various metals is confronted with the fact that because of mechanical properties, physical characteristics, or price, the use of a particular metal is desirable even though the corrosion conditions are adverse to the use of the metal. In many cases, the successful use of the metal may be made even though it is impossible to protect the metal by coatings. This is rendered possible by control or modification of the corrosive media. Use of Sodium Silicate to Prevent Attack by Alkali Solutions This idea of controlling or modifying corrosive media is well illustrated by some recent experiences with aluminum. All mines have a finite life and the time comes when the ore is depleted, or it has become uneconomical, or for some other reason which may be peculiar to that particular mine, it must be shut down. The operation at that point of time still has some assets such as mining and milling equipment, workshops, and in the case of a gold mine, an unknown quantity of gold which has been trapped in the treatment plant. Recovering this gold can be done at small cost and can be extremely profitable. Recovery of these hidden assets requires a good knowledge of the treatment plant, i. e. , as say values of heads, tails, and of the products produced; and if mercury for amalgamation was used, where? A careful study of available plant records can be extremely valuable in forming a working plan for adequate recovery. In the following paragraphs the various unit operations and equipment where gold can collect are described and suggestions made for its recovery. Subsequently, a case history will be given for dismantling a gold plant which had a complex flowsheet and which had been in operation for many years. Looking for trapped gold in a crushing section would invariably not be worthwhile since crushing is normally a dry process and there would be few areas where free gold could collect. In the milling section, however, many areas can literally become small gold mines in themselves. Material in the bottoms of grinding mill scoop boxes can be high-grade, and even the scale on the sides of the boxes should be scraped off and collected. Mill liners should be removed and all scale, rust, and residue collected. Residue in the bottoms of rake or spiral classifiers, if they have been used, should be removed as should the scale and rust on the sides of pump sumps, launders, etc. The following procedures should be used to extract gold from these collected materials. All steel (ball scats) should be removed, screened out, and reserved. Fine material should be placed in an amalgam barrel, water added and ground with the amalgamation tailings being sampled and assayed. If high-grade, tails should be reserved; if not, discarded. The coarse material that was screened out should be placed in a heap, regularly sprayed with water and allowed to rust. After several months this material should be screened again and the fines amalgamated.
