At the request of representatives of the Treasury Department, President Winchell appointed the following committee, which .held a two-day conference with the Treasury representatives in Washington Oil Oct. 6 and 7 to aid in deciding upon the principles of mine taxation to he adopted by the Government. The results of this conference, which is not yet concluded, will be published in a future Bulletin.

Rapid advances in any branch of science often follow the development of new instruments or techniques which permit the scientist a closer look at the material in which he is interested. With the development of the polariz¬ing microscope, modern petrology was born. The resolving power of the microscope, however, was not great enough to enable the geologist to dis¬tinguish or identify the material now known to be minerals which constitute the bulk of the rocks known as "clays" and laterites. The discovery of X-rays and the development of powder X-ray diffrac¬tion techniques provided the extra resolving power necessary to get "a closer look" at the minerals in the clays and laterites. These techniques are largely responsible for the great strides made in the past two decades in the identification of the clay, sesquioxide and hydroxide minerals. To obtain an X-ray diffraction. pattern of a mineral or rock is relatively a simple procedure, but to interpret this pattern in terms of crystal structure or min¬eral identity is quite another matter. It has taken the combined talents of physicists, physical and colloid chemists, mineralogists, and geologists to unravel the identity of some of the minerals in these complex rocks and, as this symposium will indicate, many more problems remain to be solved. To assist in the identification of these minerals, we have the ever-useful microscope, which, is supplemented by the development, only in the last ten years, of differential thermal techniques and the powerful and costly "eye" that enables us to see the shapes and sizes of extremely small particles -the electron microscope. To this array of equipment must be added such gadgets as supercentrifuges, spectrographs, and the apparatus necessary for chemical analytical work. Obviously, not only is it difficult for any one man to master all of the techniques to the point where he can do competent re¬search, but also few institutions are able to provide the high capital outlay for purchase and maintenance of suitable equipment. Here we clearly see that if this equipment is to help us solve our many problems, a close co¬operation of specialists from various institutions and industry is essential. This, however, is less than half the problem. If the geologist is going to learn to intelligently find, and the industrialist to intelligently and eco¬nomically exploit the materials that constitute a large part of the mineral wealth upon which our way of life is based, we must get a better insight into

The question of the proper valuation of mines of iron ore was suggested to me by the difficulties experienced in getting answers for the United States Census Office, while I was engaged in the work of collecting the statistics of mines in New Jersey and New York. The answers to the questions relating to values of real estate of mine properties varied so greatly that it was necessary to revise them according to some general principles of valuation. Generally the returns of mine proprietors seemed to be too low. There were, however, examples of what would be termed excessive valuation. The subject appeared to be of practical importance, and led to the paper here presented. The following table of selected mine statistics is given, prefacing the discussion of the principles of valuation. It is in part made up of census returns and partly of data obtained directly from mine owners and managers. The mines which were selected for the several groups and mining districts include nearly all of those from which the more full and carefully filled returns were received, and are also representative of their respective districts. Hence the averages obtained from them become good types of these groups or districts. The mines of New Jersey appear in six groups, each containing from three to eleven mines, or, in all, thirty-four mines. The magnetic iron ores of New York are in four well-marked groups, and there are twenty-six mines in them. Then follow the red hematite mines of St. Lawrence and Jefferson counties; and, lastly, the brown hematite groups of Dutchess and Columbia counties, and those of the adjacent parts of Connecticut and Massachusetts. The whole number of mines represented by the table is eighty-eight, of which twenty-eight are hematite mines. The first column gives the value of the real estate; the second that of the plant; the third is the sum of these two, or the capital invested. Then follow the number of men employed, the amount of wages paid during the census year, and the value of materials used in mining and preparing the ores for market." THERE have always been in this world men of such keen intelligence that with their discourse they have been capable of infinite and various inventions that are as beneficial as they are simultaneously harmful to the human body. Wherefore, from day to day, we see unfolded before our eyes some of these that greatly astound our minds, and we remain so stupefied that when-we think of them we are not able to control our faculties for some time, both from considering by what necessity or purpose these men were goaded, as well as from contemplating the profound subtlety of their discoveries, which, in truth, are such that they are awarded the greatest commendation by noble minds. By following their counsels and with their aid, there have been* some astute and lever captains who have had certain pots or balls of earthenware carried by their infantry, expressly filled with compositions of powder or other unctuous liquors disposed to ignite easily. When they meet the enemy in battle and come up close to them, they try to strike vigorously with these in the first assault in an effort to throw them into disorder and to make them give way by breaking them up and drawing them out of formation. The smoke is harmful, but the fire very much more so. These are made in this way. Take the number of vessels that you have to make-it does not matter whether they are raw or baked as long as they are well freed from the moisture of the clay-and fill them a little more than half full with coarse gunpowder which has mixed in it pounded Grecian pitch and at least a third of crushed sulphur. Then pour in a covering a dito thick of strained pig fat mixed with powder. This keeps it from falling out when it is thrown and keeps the fire slower until it reaches the enemy. When this has been made, open up the pig fat a little at one side when you wish to throw it and put in a little fuse or a little good powder and apply fire, holding it in your hand until you see that the fire has taken hold well. Then throw it, choosing your time. A liquid composition is also made in a kettle in which are put pork fat, petroleum oil, oil of sulphur, live sulphur, [163] doubly refined saltpeter,

Reading Anthracite, like AIME, is celebrating its 100th anniversary. While Reading marks a century in the mining, preparation and marketing of domestic anthracite, AIME commemorates 100 years of parallel endeavor in promoting the economical production of minerals and metals and the welfare of those employed in the industries dedicated to this pursuit. Both Reading and AIME possess another common denominator, in that both were conceived in the eastern anthracite fields of Pennsylvania, where coal reigned supreme in the early days of mining.

Australian research scientists at the University of Melbourne's Institute of Materials Research have discovered two methods of extracting metals from raw ore, using brown coal. The discoveries could lead to extensive new markets for the brown coal producers of Australia (boasting the world's largest brown coal deposits in the Latrobe Valley region of Victoria), the United States and West Germany. Research on the extraction processes began at the University's Department of Metallurgy in mid-1969 under the direction of Geoffrey Cullen, manager of the Materials Research Institute. In June of this year. Cullen announced that both metal extraction processes, using brown coal, had proven successful.

All manuscripts intended for presentation at the February meeting of the Institute must be in the hands of the Secretary of the Institute not later than Monday, Nov. 23, 1914. This is the date at which the manuscript must be in the hands of the Secretary, and is not the mailing date upon which it leaves the author's hands. In case manuscripts are sent to members of Technical Committees, they must be in the hands of the Technical Committee a sufficient time in advance of Nov. 23 so that they may be in the hands of the Secretary on the date indicated.

MISSOURI SCHOOL OF MINES The Missouri Mining Association has enjoyed a very good year. Last October the society was reorganized and the following officers elected for the year: E. Ross HOUSHOLDER, President, ORE N. MANESS, Vice-president, WILLIAM REBER. Secretary, RUAL CHAVEZ, Treasurer. The head of our mining department, Prof. C. E. Forbes, is now serving as a Major in the United States. Army. We were fortunate in having. Prof. Chas. E. Locke, of Boston, with us for part of the winter to take charge of the senior mining work. During the autumn and winter months we had a number of informal smoker lectures in Norwood Hall. Among the speakers at these meetings were: H. A. Buehler, Missouri State Geologist; Chas. E. Locke, Boston, Mass.; V. H. Hughes, Tulsa, Okla.; Dorsey Lyon, Washington; D. C.; Prof. G. H. Cox, Professor of Geology, Rolla, Mo.; together with a number of returned alumni.

WM. A. COWAN, Brooklyn, N. Y. (written discussion*). -This is evidently an excellent continuation of the work described in the article "An Investigation of Fusible Tin Boiler Plugs" by Messrs. Burgess and Merica.1 The present paper gives information of much value in con-nection with the manufacture and inspection of fusible boiler plugs, and the investigation of the cooling curves of tin with various other metals close to the tin side of the diagram is very interesting. These curves corroborate in all cases, except that of antimony, the diagrams given by other investigators. However, only the liquidus curves of the thermal equilibrium diagrams are given, except for copper-tin alloys where one branch only of the solidus (representing the freezing, of the eutectic)

A time-sharing computer was tied in to Hecla in August of 1967. This has proven to be helpful in performing metallurgical and engineering calculations that were formerly tedious tasks. Metallurgy programs were written for applying two and three product formulas. Programs were expanded to make the monthly metallurgical balance calculations for each of the Hecla mills. The Hecla engineering department uses the computer for solving hoist duty cycles and for traverse analysis. Both Asarco and Bunker Hill Company in the Coeur d’Alene Mining District are tied to a time-sharing computer. Their uses for the time-sharing computer will be discussed. Asarco had the advantage in learning computer techniques during an extended strike. A comparison of Asarco computer use with that of Hecla's will show the advantage in having a person or persons spend full time on the use of computers. Bunker Hill has the versatility of five teletype units in their mine-smelter complex plus ability to tie in to their own computer.

In this Monograph are presented operating data, operating costs, plant descriptions, and detailed flowsheets of twenty seven different cyanidation plants around the world. Twenty three of these are gold producers and four are primarily silver producers. With one exception, (Pueblo Viejo scheduled to start up in late 1974), all of the plants are operating at the time of this writing. Selection of operations was based on metallurgy and were grouped into free milling lode ores, other free milling ores, ores requiring sulfide flotation in addition to cyanidation, ores requiring roasting, telluride ores, South African ores, and silver ores. Each of the plants described illustrates some unique form of cyanidation metallurgy. It is the hope of the authors that publication of this Monograph will be an aid to metallurgists in bringing new and successful cyanidation ventures into operation.
