In July 1946 President Truman approved the stock- piling act providing for the accumulation of stocks of strategic minerals in which this country is deficient. Congress also provided huge sums for the purchase of these materials to initiate the program. In order to meet anticipated stock pile goals it will be necessary for the United States to import very large quantities of 70 strategic materials, by far the largest items being minerals and metals. There are no priorities of relative importance in the list, as the lack of any single item may cause industry to fail in its part in national defense. Stock piles of material in a form as close as possible to the ultimate fabricated state represent not only the actual material physically on hand but also "canned" labor, transportation, smelting, refining, and all other steps. Central and South America, together with Canada and Newfoundland, in their normal capacity as sources of supply will be called upon to furnish a sizable pro- portion of the total requirements. No special measures should be arranged for this purpose; it will be more practical to make purchases in accordance with the availability of materials of desired quality, not by reference to geographic area. Some time ago, the author had occasion to make an alloy of equal parts of nickel and aluminum, for the purpose of adding small amounts of nickel to pure aluminum. The nickel was melted in a plumbago crucible under a layer of borax ; and at a proper temperature the aluminum was added, and the whole mass was stirred with a plumbago stirrer. The alloy immediately became incandescent and boiled. It was then poured into iron moulds, in the form of ingots weighing about 10 pounds. The metal when poured was very fluid and free from the viscosity so often noticed in nickel and nickel-alloys. The color of the alloy is gray, not unlike that of wrought-iron, and the fracture is devoid of any crystalline appearance. It is quite brittle, and can be readily ground to a powder in a mortar. More metal was made than was needed; and what remained unused was placed in a covered wooden box and set away. In about three months, as it mas again necessary to use the alloy, the box was opened; and, much to my surprise, nothing but a dark gray powder was found in it. This condition of the alloy could not be accounted for. An attempt was made to melt the powder and pour it again into ingots, but with negative results. Analogy pointed to disintegration; and it was decided to make a fresh sample of the alloy, and watch the material from the beginning. In the second experiment the conditions were identical with those of the first, with the exception that fluor spar was substituted for the borax. Much has been written upon the precipitation of metals from cya-nide solution by zinc. We often read of the many factors that influence precipitation, such as zinc surface, purity of zinc, percentage of lead, temperature of solutions, strength of solutions in cyanide or alkali, etc. Little do we hear, however, of the part that oxygen plays in precipitation. Caldecott1 says: "As the dissolving of gold is essentially an oxidation process, so its precipitation is one of reduction." All who have studied or worked with cyanide solutions will agree that Caldecott's statement is true. In the cyanide work in the mills of the Portland Gold Mining. Co., we have always found oxygen to be the greatest enemy to precipitation. OXYGEN ANTAGONISTIC TO GOOD PRECIPITATION A few years ago, while making some experiments on the effect of pressure upon the dissolving rate of gold front our ores, to prove a point, I made some bottle tests under vacuum. The results were surprising, and showed that under vacuum practically no gold dissolved, which confirmed my belief that Elsner's equation was true and also led me to investigate the amount of dissolved air carried by solutions at atmos-pheric pressure. The experiment consisted in partly filling an acid-bottle with mill-solution and connecting it by a rubber hose to a vacuum pump. When the vacuum was suddenly applied, a cloud composed of. thousands of small air bubbles rose out of the solution, showing qualitatveily the . amount of dissolved air that was contained in the solution, and also proving that the relief of atmospheric pressure on the solution permitted this dissolved air to escape.

Y.).-It may be n matter of some interest that sodium cyanide is now being made commercially by melting together in an electric furnace calcium cyanide with a common salt, which produces calcium chloride and sodium cyanide. It seems to me entirely possible that you have here about the same results that would be obtained by melting calcium chloride and ordinary cyanide together, only you obtain it a good deal cheaper. There is no doubt about that reaction once it is being carried on on a large industrial scale for the manufacture of cyanide for other uses. I think probably the same, thing takes place here, with the possible exception of lowering the melting point due to the presence of the calcium chloride.

I would like to call the attention of our Bessemer steel manufacturers to a few facts in regard to the action of the manganese in the spiegel with the oxide of iron in the blown iron. The oxygen is united with the iron as a magnetic oxide, as Gautier asserts, and this oxide is reduced to a protoxide by one atom of the manganese uniting with one atom of the oxygen of the magnetic oxide of iron. Production of petroleum in Trinidad during 1938 reached the record figure of 17,737,061 bbl., an increase of approximately two and a quarter million barrels over 1937. The principal development during the year was along the Guapo fault, which extends from Point Ligoure to Coora across the southwest portion of the island. This fault has been proved to be a major factor governing oil accumulation in the area. At the southeast end of the fault the Coora field has been actively developed during the year and already ranks as one of the major productive fields of the island. Approximately seven miles to the northwest, another richly productive area has been developed on the north side of the fault at Los Bajos, while several widely spaced wells along the fault in the intervening area suggest that the whole seven miles betwen Los Bajos and Coora will prove productive. The Penal field was placed on regular production during the early part of the year on completion of a pipe line to the Point Fortin refinery. This is a shallow pumping field with a daily output of 2000 to 1500 bbl. of heavy oil. Down-flank extension of the oil-producing structures of Forest Reserve, Kern and Point Fortin have considerably extended the proven acreages on these structures and exploitation of the deeper Cruse sands on these structures has also materially increased the known reserves. Wildcat drilling has been active in several areas. Four wells have been completed in the Mayaro district; four at Moruga; six at Cedros; six in the Morne Diable area; one at Erin and one at Point Ligoure. Few data are available from these areas, but it is understood that some cncouraging results have been obtained. In the northern basin, north of the Central Range, two locations were spudded in at the end of the year after extensive seismograph surveys. Both these locations are scheduled for depths in excess of 10,000 ft. This northern basin is entirely untested by the drill and the present drilling program is being keenly followed by all operators in Trinidad.

CONSIDERING the hazard involved in mining operations, statistics show, that a very small percentage of accidents is chargeable to electricity. These accidents do represent quite a large percentage of those that are preventable and they are the direct result of the introduction, for purely economical reasons, of a dangerous element. The introduction of electricity in mines should decrease the hazard, and in no case should electricity be applied to the mechanical operation of equipment if by so doing the dangers incidental to mining are increased. The greater number of accidents are the result of persons coming in contact with exposed conductors at potentials varying from 250 to 500 volts direct current. The use of alternating current at higher potentials than these is quite common in large mines, but it is very rare that an accident happens from this source. This is explained by the fact that where these high voltages are warranted, proper precautions are taken, and the installations are directed by those who fully appreciate the dangers incidental to the work. Direct current is in much more general use than alternating current because of its adaptability to haulage locomotives and the low cost of installation in small operations. We are, however, coming to a more extended application of alternating current for the operation of mechanical devices used in connection with mining. Our underground direct-current wiring system is an evolution from the surface trolley and feeder systems. This is probably due to the fact that our earlier successful applications were electric locomotives, which required the use of a trolley wire. The trolley current has been almost banished from industrial establishments on the surface because of the hazard involved, yet we use it indiscriminately underground, where the dangers from accidental contact or fire are infinitely greater. This does not mean that the underground trolley systems should be eliminated, but it does imply the proper safeguarding of such equipment as is necessarily a part of the trolley systems.

P. R. Kalischer.*—I should like to amplify a little one of the points made by Dr. Hensel, and rather violently disagree with him at the same time. He brought out the point that when the higher forming pressures are used on the green compacts there is a marked decrease in the density as sintered. We found that to be true and, of course, many of you notice that that is true with copper compacts also. But, in my opinion at least, it is not true that the expansion is due to entrapped air. We have vacuum-pressed both silver and copper compacts and obtained almost exactly the same numerical expansion as we secured by pressing in air. The powder, however, that is vacuum-annealed does show a slight decrease in expansion on sintering, but almost the entire increase on expansion can be overcome by very slow rates of heating. And it is our opinion that a majority of the expansion is due to dissolved oxygen in the discrete metal particles themselves rather than to entrapped gases. Another interesting observation that we have made is that often with silver or copper compacts it is desirable to silver solder or braze the compact into some part of a piece of equipment after completing powder metallurgical operations on it. If such a compact is sintered and coined, say a silver compact, given an initial forming pressure of 10 to 15 tons per square inch, and sintered, there is an adequate amount of shrinkage and it can be coined at about 50 or 60 tons per square inch and bring up the density nearly to theoretical. If, then, that compact is silver-soldered into some part of a fixture or a machine, it will expand very beautifully, and the only way that this can be overcome. as far as we know, has been to reanneal after the coining operation at a temperature higher than is to be used in any subsequent operation. In that way, a density very nearly theoretical can be achieved, but the coining operation cannot be carried to the excessively high pressures or expansion and bubbling of the compact will occur again.
