Wrought iron and steel have been prepared from limonite, hematite, and magnetite ores by gaseous reduction, compacting and squeezing the resulting product at high temperature and finally melting the wrought iron so formed. The structure, analyses, mechanical and magnetic properties of the products are given. It is found that the structure of iron ores is best studied by subjecting them to gaseous reduction and using metallographic technique on the resulting sponge iron. In this way the cell structure of iron ore is clearly shown. The wrought iron made by heating compacted sponge iron to 1450" C., and forging, shows a cell structure inherited from the ore. This cell structure is further preserved in melting and casting the wrought iron. The probable relation of the properties of the materials to this inherited cell structure is discussed.

An extended investigation by the chief engineer of the Bureau of Mines shows that North Dakota has immense beds of lignite. War conditions have stimulated the use of North Dakota lignite until it is now being used at the rate of 1,000,000 tons annually. This North Dakota lignite is coming into extensive local use and considerable of it is being shipped to various parts of the state. The great problem at the present time is to find a market for the gas, which is the principal-by-product of lignite preparation. Bureau of Mines specialists will complete their reports of the studies of lignite in this country and will then make a recommendation as to the lignite field which is best suited for the establishment of the proposed Government's experimental plant. "Broken eggs cannot be mended."-(Lincoln.) Neither can "cashed in" War Saving Stamps grow to their maturity value.

Stripping of the Exotica open-pit mine, which is proceeding at about 120,000 tpd, is dwarfed by its proximity to the 500-million-ton Chuquicamata tailing pile. The excavating work is being carried on smoothly and efficiently and, as of the end of October, accounts for the removal of 77 million tons of total material of which some 200,000 tons is stockpiled ore. Diamond drilling has outlined an orebody 5900 ft long and 3400 ft wide containing an estimated 153 million tons of ore at 1.35% recoverable copper based on 80 % extraction.

As a result of Engineering Council's request to the Director of the Census, the National Service Committee has been successful in effecting a reclassification of engineers so that all technical men will be listed as such and they will be separate and distinct from the non-technical engi-neers. Thus, the next census will bring an enumeration of all technical engineers together as one unit under the main headings of civil, mech-anical, electrical and raining; architects also will be enumerated separately. This will enable the engineering profession, the Government or any other interested organization to know exactly how many technical men there are in the United States and in each state. The enumeration will also include non-technical engineers, except that there will be no such heading and in order to get the totals of non-technical men all of the various grades of this classification would have to be sorted out and added.

The saying that a "prophet" is without honor in his own country does not always hold true, as is shown by the following from one of the local papers, which appeared under the above heading: "Edwin Ludlow, for more than seven-years vice-president of the Le-high Coal.& Navigation Co., with headquarters in Lansford, has resigned, to take effect July 1, when he will take up his residence in New York and engage as a consulting engineer. Mr. Ludlow, during the incumbency of his present position, has demonstrated his efficiency as an engineer and general manager in many directions, notable among which are the almost perfect methods in practice in the inside workings of the several operations under his charge and the erection of the most complete, most practical and most commodious breakers for the preparation of the mine product for market. In addition, his relations with organized labor have been cordial and his dealings with its representatives have been invariably based upon the principle of fair play."

The paper describes a cyclic method for processing manganese ores using sodium sulphate as the basic reagent. Sodium sulphate is electrolyzed in a diaphragm cell to give an anolyte sodium sulphate acid and a catholyte containing caustic soda, a part of which is carbonated in a cyclic manner to Form ash. and reduced ore is leached with the anolyte to dissolve the manganese and the impurities are precipitated by addition of catholyte. Manganese in the pregnant solution is precipitated as synthetic rhodochrosite with a carbonated catholyte, and sodium sulphate is regenerated. Calcining the manganese carbonate site a high-grade product and the carbon dioxide is returned to the carbonation step. the results of laboratory tests using cells equipped with synthetic fiber diaphragms and permselective membranes which permit transfer of using or cations during electrolysis are described. France.—Pechelbronn remains about the only producing field, 41 per cent of the 1937 output of 496,525 bbl. being mined by shaft and 59 per cent produced from pumping wells. At present Gabian has only a very small production. During 1937 there was no private undertaking for petroleum research. Only the Office National des Combustibles Liquides has done any drilling, unsuccessfully, at Pezenas and Frangy-Chilly. Algeria.—No new research has been made and Tliouanet, a small acreage pool that has been declining for several years, gave only 2193 bbl. in 1937. Morocco.—The SociCt6 Chhrifienne des Petroles continues active work. First tests of production made on the Jurassic structures of the Tselfat and Bou Draa must be mentioned for 1937. In connection with these tests, which have yielded 16,495 bbl., 14 new wells have been located

The co-operation of the members of the Institute is earnestly sought by the Committee on Nominations, recently appointed by the Board of Directors, in its work of formulating a ticket for officers and places falling vacant in the Board of Directors in February, 1916. The Committee must present the official ticket of nominations to the Board of Directors at its October meeting. Members are, therefore, urged to send promptly their nominations for officers and Directors in order that the Committee may have an opportunity to give them full consideration. This Association is made up of Alabama members of the following technical societies: The American Society of Civil Engineers, American Institute of Mining Engineers, American Society of Mechanical Engineers, American Institute of Electrical. Engineers, American Chemical Society and the American Institute of Architects. The association organized last winter for the purpose of maintaining an organization among the technical men of the State of Alabama, to stimulate the development of the natural resources of the State, to foster public interest in all things beneficial to the State, to advance the interest of the technical profession in the State and to encourage social intercourse among its members. On June 30, 1917, an excursion was made to the power house of the Alabama Power Co. at Lock 12 on the Coosa River. This is the first meeting held outside of Birmingham and is also the first meeting to which ladies were invited. About 85 members and guests attended and the excursion was voted a great success by all present.

Our merchant marine is rapidly outgrowing our consular service, according to Edward N. Hurley, Chairman of the United States Shipping Board, who urges that steps be taken immediately to provide facilities abroad for handling the millions of tons of shipping which will be afloat under the American flag in peaceful trade when the war is over. When peace is restored and our present tonnage is scattered over world trade routes, the consular service will be inadequate to handle our ships: Besides, it will have to work against the handicaps of obsolete shipping regulations and, in many cases, lack of experience. There are nearly 100 pages in the United States consular regulations dealing with shipping platters. . Many of these regulations are based on old treaties and many of them are obsolete. There are also differences between treaties with various countries. Our consuls often lack authority to handle matters involving the interests of our sailors and shipowners. Before we can operate a modern merchant marine we must revise, standardize, and simplify this whole mass of regulations and bring them up to the efficiency of other nations' practice.

The Vice-Chairman, C. Colcock Jones; presided, in the absence of the Chairman. The amendment' to the By-Laws providing for the increase of the Executive Committee from five to seven members, having been formally presented at the annual meeting of June 18, 1915, and duly announced for consideration at this meeting, was voted on and unanimously adopted. Prof. Robert H. Richards of the Massachusetts Institute of Technology; made a short address on the subject of ore concentration. The paper on the Geology and Ore Deposits of Mojave, County, Arizona, prepared by F. C. Shrader, was presented to the meeting by the Secretary and was discussed by Allen Burris and Dr. L. D. The old De Beers mine, which lies northwest of Dutoitspan mine at Kimberley, was the mine which launched Cecil Rhodes (In his historical career. It was the nucleus of the De Beers Mining Co. Ltd., formed in 1880, which later became De Beers Consolidated Mines Ltd. Inactive for more than a half century, the De Beers Mine is being rejuvenated for a new era of operations. Both mines were on the Vooruitzicht farm owned by the De Beers brothers, who had bought it from the Orange Free State Government ten years previously for £50. Although the brothers sold it soon after the discovery of diamonds at Dutoitspan, they are remembered for having given their name to the foremost diamond mining company in the world. Diamonds worth nearly R180,000,000 have come from this ground, and more will be recovered when the mine is re-opened.

The Commissioner of Education has issued a call for a public conference on business training for engineers and engineering training for students of business. This conference, national in scope and character fully representative of all interests, will be held in Washington, D. C. on June 23 and 24. Educational institutions, commercial organizations, and educational and engineering societies will be given an opportunity to state their views. Engineers, educators and business men will be invited to discuss the following major topics: Business Training for the Engineer; Engineering Training for Commercial Enterprises; Significance of the. War Experience for Engineering Education; Training of the Engineer for Foreign Projects. This conference has been called on behalf of the Conference Committee on Commercial Engineering. This Committee is composed of administrative professors in engineering and commerce from several of the large educational institutions and representatives from the American Institute of Mining and Metallurgical Engineers, Society for the Promotion of Engineering Education, The American Society of Civil Engineers, American Institute of Electrical Engineers, American Society .of Mechanical Engineers, and a committee f fifteen on Educational Preparation for Foreign Service.

The death of Privy Councilor Bruno Kerl, on March 25, 1905, terminated a distinguished and useful career. Bruno Kerl was born March 24, 1824, at St. Andreasberg in the Harz, and entered in 1840 the mining school of Claus-thal, where he studied for three years, working at the same time in the mines and stamp-mills. After an additional year of practice in the silver-reduction and iron-works of the Upper Harz, he passed his examination as a metallurgical graduate, and studied for a gear at Göttingen under Wöhler in chemistry, Hausmann in mineralogy, and eminent teachers in other branches. In 1846 he was employed at the Oker works, but very soon left this post, to become a tutor in chemistry, metallurgy, etc., at Clausthal, where he continued to labor until 1867. During this period the Clausthal school became a completely equipped Mining Academy, and Kerl was made in 1862 a full professor. Meanwhile, in addition to the work of instruction, he discharged, simultaneously or successively, the duties of many responsible official positions in the Royal Hanoverian administra-

AMONG the more interesting peculiarities of plutonium is the brittleness of its room-temperature monoclinic phase, a, since the adjacent higher-temperature phase (transformation temperature, 112C), ß, is also monoclinic but very ductile. Other elements, e.g., tin and manganese, have phases which exhibit similar contrast in plasticity. However, it was considered unusual when the a phase which has less than 0.1 pet tensile elongation' was rolled to 90 pct reduction in thickness at room temperature.' Since brittle behavior often is a structure-sensitive property, but could also be the result of covalent-type bonding, further experiments reported here have been conducted in an attempt to illuminate the problem. Electrorefined plutonium was rolled under various conditions and examined to determine the strain-hardening characteristics and also to determine under what conditions rolling could be performed. The rolling mill had 6.0-in.-diam heatable rolls with a variable roll speed (6.25 to 445 in. per min). W. 0. Philbrook (Carnegie Institute of Technology, Phila.)—Mr. DeVaney's paper is a valuable addition to the growing technology of the magnetic roasting of lean iron ores. His furnace is ingeniously designed to permit close control of the process and to achieve high thermal efficiency by counter-current heat exchange and the withdrawal of both solid and gaseous products at relatively low temperatures. The principle of using a lean reducing gas to avoid over-reduction of the ore even at high operating temperatures (for rapid reaction rate) is thoroughly sound. The gas analyses and flow rates reported, however, are internally incon- sistent and render suspect any details of a heat balance based upon them. While it is entirely proper to consider the entrant gas as a reagent and to account only for the heat evolved by consuming a portion of the gas, many operators are accustomed to a heat balance using the total calorific value of the reagent supplied; and comparison of heat balances made with different bases of calculation can be quite misleading. Since Mr. DeVaney's paper is likely to be cited frequently in future discussions of magnetic roasting processes, it seems worth while to point out the internal discrepancies and to give alternate values of heat requirements for different bases of calculation.

Coal Mine Health and Safety Act in December 1969, the most comprehensive law in the history of the coal mining industry went into effect. Hardly anyone will quarrel with the philosophy that all miners in the United States should be afforded equal protection under the law irrespective of the state in which they reside. Furthermore, it appears contrary to any sound judgment that a competitive advantage should appear to accrue to a mine operator because his operations are located in a state with less stringent (and costly) health and safety laws Yet it is recognized that the quality of state mine laws and inspection agencies has been extremely variable. Why, then, should there be such resentments over the passage of the Act? The Act was written In the highly emotionally charged atmosphere following the Consol No. 9 disaster: the technical expertise within the industry was discredited and largely ignored; and those directly involved in the writing of the Act were non- technical and largely nonmining people. The result was that the law incorporated certain requirements that were impossible to meet (automatic brakes are the classical example) and certain parts that were too ambiguous and consequently open to interpretation.
