The typical management systems used to address the issue of operating risk centre around technologies that identify, analyse and evaluate the risk factors. These logical systems such as HAZOPs, Fault Tree Analyses, etc rely heavily on technical considerations and process flow analysis. However, several research projects, across industries and countries have clearly shown that up to 80 per cent `operating risk' is determined by the actions of workers, supervisors and managers. Yet, most of the focus of risk management is on technical and procedural issues. This suggests that a significant imbalance exists in our management systems and that industries are unlikely to show significant improvement on current levels of safety performance. Effective risk management must include the intangible element of the organisation psychology towards risk. A practical and theoretically sound approach had been researched and developed in and for the mining industry. This paper describes the approach and methodologies applied at the Cosmo Howley Gold Mine in the Northern Territory, where an inclusive approach to managing financial and operating risk was followed. The Cosmo Howley Mine showed a dramatic reduction in lost time injuries and improvements in financial indices - providing conclusive evidence of the link between management effectiveness, safety and productivity. This `triangle' has often been the subject of speculation and theory. It is demonstrated in this paper how the management team of Cosmo Howley focused their practices and systems on the improvement of organisational dynamics, ensured tangible and clear focus on parameters of costs and safety and how the improvement process was managed. It is concluded that the improvement process did not require a `major re-engineering' of the organisation. The organisation culture changes that occurred were incremental, planned and effective. It entailed the implementation of sound risk management methodologies, and ensured that a significant emphasis was placed on an aspect that is defined as `organisational dynamics'.

Deposits of gold, silver and other precious metals often display a high variability of grade values, usually a very low average metal content and are frequently not easy to sample reliably. The characteristics, together with the volatility of precious metal prices, make evaluations of precious metal deposits extremely difficult to make. Geostatistical estimation techniques can be used to make grade estimates of precious metals and to assess the reliability of these estimates. Two case studies are presented.

The function of a thickener is to optimise and accelerate the process of gravity sedimentation. The desired end product (be that maximised concentrated solids or clarified liquid) determines how the thickener is designed and operated.Significant internal research, together with extensive on-site piloting, by Outotec has resulted in the determination that the application of the appropriate amount and type of shear to hindered settling aggregates can result in a substantial change to the sedimentation process. A new patented technology, called shear enhanced thickening (SET), has been developed. SET results in considerable design implications for full-scale thickeners, including a substantial reduction in required footprint and/or significant increases in underflow density.The development of SET, combined with laboratory and pilot scale verification, will be discussed along with the introduction of this technology to a number of full-scale thickeners. The Graham Farmer Freeway Project in Perth, Western Australia, is the largest urban infrastructure project ever carried out in the State. At a project cost of over $360 million, it also ranks as one of the largest in Australia and is even large by world class standards. The project provides a much needed east-west freeway bypass around the CBD of Perth, linking the Great Eastern Highway in the east with the Kwinana and Mitchell Freeway system in the west. The Bypass will have 6.5 kilometres of freeway, a major bridge over the Swan River, several pedestrian overpasses and underpasses, dual use paths, interchanges and flyover bridges and a rail tunnel. The whole project is being carried out over a four-year time frame, due to be complete and open to traffic in June 2000. The project has been divided into two stages, with Stage 1 including the 1.63 kilometre long Northbridge Tunnel, the subject of this paper.

The Black Star lead and zinc ore-bodies, situated in the western zone of mineralisation at Mount Isa occupy an area 2000 ft. long with varying widths from 100 ft. to 300 ft. The strike is N5°W, and the average dip 60° West.To test at depth the potentialities of this area, an extensive diamond drilling campaign was commenced on 16th October 1927. It was continued, with from one to six machines working, until the end of 1931. During this period, 26 inclined holes, with an average depth of 1224 ft, and a total footage of 31,828 ft. were completed. A vertical hole, 2452 ft. deep, for comparative purposes, has been omitted.These drilling operations came directly under the charge of G J Gray, General Superintendent of Mount Isa Mines, and, in the early stages were supervised by E. D. McDermott, of the Mining Trust, London. The foremen, who were in charge of various sections of the drilling operations, were: H Vale, F Bray, J Winston and A A Sanstedt.

Remote monitoring of geological situation at distant regions with complicated relief, including reliable detection of the rock falls and estimation of the scale of accidents, is of great importance for practical needs. In the paper, vibration data, caused by fall of sample objects and registered by cable sensors, are processed and analysed in order to construct some measure for the indirect evaluation of weight of fallen objects. Nonlinear models, which based on artificial neural networks (ANN), are proposed for the signal presentation. To improve and simplify the learning and classification abilities of the whole system, the aggregative learning method (ALM) is implemented. ALM features relatively low memory and computational resources needed for the procedure realisation, especially for data classification (recall) stage, in compare to conventional methods. The validity and efficiency of the proposed approach are tested through its application for rock fall detection and weight evaluation system using cable sensors and mobile communication network. Classification abilities of the proposed approach are shown useful for estimation of the fallen object weight. Characterised with high computational efficiency and simple decisionmaking procedure, the derived method can be useful for simple and reliable real-time monitoring system design.

China has at least 200 collieries suffering from the problem of instantaneous outbursts of coal and gas. Strong outbursts often have occurred in geological tectonic zones and concentrated stress areas. There are some particular characteristics of these strong outbursts, including the effects of ground stress, gas pressure and the properties of coal associated with the outbursts.

Supergene enrichment of ilmenite occurs through a complex series of reactions with initial oxidation and hydration followed by leaching and dehydration. Lateritization appears to be associated with the early phase of the supergene process and if ilmenite grains are encased in iron oxides no further alteration proceeds.

A zone rich in-fish debris in the Rolling Dow= Group in the sub-surface of the Great-Artesian Basin has been discovered a Further research has shoe i this zone to-be of very wide distribution in the Artesian Basin and to occur. at the base of the Ta?nbo .f ormati'on resting on the Roma forma-tion. The zone gives a very characteristic curve on the electric and' gamma ray logs and is thus an excellent correlation marker in the sub-surface over a very wide area. It is probably to be correlated sith.the Toolebuc member described from: outcrops east of Boulia. There .are apparent similarities between the Fishecale zone of the Great Artesian Basin in' Australia and the Fishscale sand of the Western Canada Sedimentary Basin.

The Great Artesian Basin (the Basin) is a large aquifer system underlying more than 20 per cent of continental Australia and most of Queensland. The aquifers of the Basin are an important water source for many industries, including the mining sector. The Queensland Great Artesian Basin Water Resource Plan (the Plan) was released in March 2006. The Plan provides a framework for the long- term holistic management of the aquifers in the Queensland Section of the Basin, in a manner that is consistent with the strategic management plan for the Basin as a whole. The paper describes the Basin and summarises trends in the demand for water in the Queensland section of the Basin. It describes the broad framework for management of the Basin by the individual Australian states, as well as the planning entitlement framework for water resource management in Queensland. The paper discusses the content of the Plan. This includes: the division of the aquifers into management areas and management units for management purposes, provision for protection of the flow of water to springs, limits on further allocating water, provision for a competitive process for access to new water and provision for water trading. Under the Queensland planning and entitlement system a resource operations plan is prepared to specify operational arrangements to implement a water resource plan. A resource operation plan for the basin is expected to be finalised before the end of 2006. The paper summarises the likely content of the plan.

After a methane explosion in a coal mine a pre-determined crisis management procedure is instigated. As the process rapidly evolves the inevitable question arises - are personnel trapped underground, are they alive and can they be rescued without putting the lives of the rescue crew at risk? This is a very emotive question with many sub-questions such as; could anybody have survived, is there the potential for a secondary explosion and is there a `window of opportunity' before that secondary explosion occurs?To determine if that window of opportunity exists two fundamental elements must be in place; a method of determining the atmosphere at key points in the mine and a method of predicting the course of change of that atmosphere with respect to time. The first element can be achieved if the tube bundle system is intact and drawing samples from known points, alternatively boreholes can be drilled from the surface. The second element can be realised by utilising a sequence of computer generated control charts which have a time axis, a percentage combustibles axis, the upper and lower explosive limits of the current atmosphere and a prediction option which allows the user to look at the potential changes in the atmosphere over a set period of time. These control charts would be part of the mines on-going crisis management system rather than a tool to be used after an explosion had occurred.

A large amount of wastes from the preparation plant is produced. The properties of these wastes vary depending on the mineralogical contents of the mother rock in which the coal is embedded. The waste quality depends on the method of mining and cleaning. The waste mainly consists of clays, quartz, carbonaceous materials, mica, pyrites and so on. About 55 per cent of coal-ash is now utilised and the remains are disposed of at the disposal sites, however, the life of the disposal site is limited. Moreover, it is difficult to find new disposal sites. Therefore, it is requested that the percentage of the utilisation of the coal-ash be increased in every field in Japan. So, it is very much available if the injection material for natural/artificial openings can be applied on the cement that is added to flyash. Among the man-made pozzolans, a flyash is probably the most successful component used in grout injection. When flyash is added to Portland cement concrete, the same kinds of oxides as those of the cement are being added. As an injection component, flyash acts, in part, as a fine aggregate and, in part, as a binding component. However, there is not a substantial alteration of the properties of the original component. From these points of view, in order to clarify to what degree the flyash content affects the properties of the injected grout mixture; different combinations of flyash, Portland cement and water were considered by means of several experiments.

The advent and easy availability of fast and powerful digital computers has marked a transition from one era to another in the field of process control in many industries. Mineral processing is no exception. Aims, practices and problems associated with process control of mineral beneficiation plants in the 'old days' are compared with those available at present. Although basic processes remain generally the same, there have been simultaneous social and economic developments, which directly relate to the development and present value of process control. Lower head grades are now treated, plant capacities have increased, and a large proportion of future capital in the mineral industry will be associated with large capacity plant, treating still lower grades. Environmental considerations have pressurised moves to better control in some areas. With these changes, economic operating incentives have changed, and process control has, in many plants, become more critical. Finally, while computer technology has developed recently at a very rapid rate, developments in the fields of instrumentation, basic on-line measurement and sampling have in general lagged behind, limiting the progress possible in process control. It is common practice to include microspheres or similar density reducing agents in inherently insensitive water-based commercial explosives to achieve detonative sensitivity in the absence of chemical sensitisation. It has recently become possible to similarly include microspheres in LDAN (low density ammonium nitrate). Further to previous studies and publications to determine the benefits resulting from the use of microsphere enhanced LDAN technology in blasting, additional advantages are described in this document. These include range tests at independent testing facilities (Universal Tech Corporation û USA) which reflect results observed in the field, and support theoretical assumptions made when the products were introduced. Additionally, on-site studies in opencast pits using Heavy-ANFO blends incorporating modified LDAN, show that monetary savings can be realised through significant advantages gained in plant throughput and explosives use.

The Manantial Espejo district (Argentina) hosts a low-sulfidation epithermal Ag (-Au) deposit with a proven and probable reserve of 38 Moz Ag and 0.55 Moz Au. The district lies along the southern rim of the Deseado Massif in the Middle to Late Jurassic Chon Aike Province, a large bimodal igneous province dominated by silicic volcanic rocks that were formed during the initial extension leading to the opening of the South Atlantic Ocean. The district stratigraphy consists of 162 to 161 Ma old rhyodacitic to rhyolitic volcaniclastic rocks of the Chon Aike and La Matilde Formations, followed by 160 to 157 Ma old andesites and dacites of the informally called intermediate formation. The main stage of normal faulting post-dates the volcanic activity and coincides with the formation of the precious metal veins that were dated by 40Ar/39Ar on hydrothermal adularia with ages between 152.8 ¦ 0.8 Ma and 156.6 ¦ 0.8 Ma. Economically important hydrothermal veins show characteristic features of a low-sulfidation epithermal deposit with crustiform and colloform banding, bladed calcite replaced by quartz and abundant adularia. In the Maria Vein, the major orebody of the district, six hydrothermal stages are identified, but only stages one and four contributed metal. Lead isotope ratios in hydrothermal sulfides show a close relationship to ratios in feldspars from the district Chon Aike Formation, suggesting a common source for the Pb and possibly the precious metals in both the magmatic and hydrothermal products, or that the Pb in the hydrothermal veins was derived from the volcanic rocks. The Golden Cross mine is a Joint Venture between Coeur Gold New Zealand Limited, as Manager, and Viking Mining Limited The mine is targeting Zero Lost Time Accidents as a goal. The Golden Cross operation produces gold and silver from both underground and open pit. The mine is based on an epithermal gold-silver deposit. Treatment of ore is on a campaign basis for each ore type (ie underground or open pit). Milling is conventional SAG Mill and Ball Mill grinding circuit followed by carbon in pulp recovery of gold and silver. All tailing materials are treated through the Cyanisorb process to reduce cyanide levels prior to being discharged into the tailings dam.

Australasian mining companies expect a high standard of professionalism from their metals exploration teams. They also have, increasingly, a global perspective, employing explorationists of diverse cultural backgrounds and operating in diverse environments. Human resource development (HRD) of these professional explorationists needs to address all personal facets of functioning independently and interdependently in a modem working culture, as well as the needed technical competency. Creation of a learning organisation to promote this development is critical. Organisational consultants can support managers and supervisors as mentors facing the wide spectrum of development required by the explorationists; mentorship and guidance counselling can then complement training in the maturing of professionals from technical competence to professional independence and interdependence. Empowerment and clearly stated expectations are keys by which professionals can learn efficiently and effectively.

The Vera Nancy orebodies, although simple in overall geometry, are in detail generally narrow, multi-veined and fluctuating in width, strike and dip. Tight geological control is required to optimise gold and silver production from this bench stoping operation. The processes used to model the resource and to control ore drive development have evolved since mining commenced in 1997. Grade control is a combination of orebody sampling, geological data collection, understanding orebody geometry and the optimisation of ore driving and stoping activities. Global resource modelling utilises mainly drill hole data which is largely superceded by drive development data as stope development progresses. The orebody has a relatively low nugget effect that assists in grade estimation. Rather than rely on sophisticated grade interpolation methods, resource estimation to-date has focussed on developing the geological understanding of the orebody to ensure the framework for estimation is correct. Drill data alone is not adequate to define deposit geometry for stoping . Drive data is used as the dominant data set for stope geology modelling once development for a stope is complete.

This address is set deliberately in the broadest possible terms. A review of the place of mining in Australian life today will serve to point up the changes that we can see in the life of people in the industry. Some of the influences on the future welfare of mining people bear also on the progress of this Institute, now approaching its 90th year. As mining becomes more and more dependent on higher technology and therefore, on the higher skills of the people in the industry, the role of The Institute, I suggest, becomes more and more significant.With investment per employee in mining generally continuing to rise, our ability to handle problems of manpower and human relations becomes a matter of greater importance.Questions that flow from these general thoughts form the substance of what I have to say.
