Bauxitic laterite of variable thickness and grade is best developed in the Darling Range but covers a large part of the southwest corner of Western Australia. Its limits are defined by the rainfall isohyets to which jarrah forest is confined. Within this broad belt there is an increase in arable land southwards concomitant with a thinning of the laterite layer.Bauxite quality and perhaps thickness as well are dependent on the type of source rock, and are influenced by topography. Economic deposits occur over a vertical range in altitude of about 1200 ft. Some bauxite orebodies appear shoot-like in character, and analogy is suggested with the ore shoots of syngenetic metalliferous deposits.The alumina is in the form of gibbsite enabling low temperature digestion in treatment.INTRODUCTIONAlthough the existence of bauxite in Australia has been known for many years it is only recently that exploitation has commenced of the two most important deposits, strangely at almost diagonally opposite tips of the continent (Fig. 1).Recognition of the importance of the bauxite in the southwest corner came about initially through the efforts of Western Aluminium N.L. which, with some outside financial help, tackled the early exploration with commendable foresight and courage. Recent events have raised the issue of whether, and if so when and how, an explorer may gather data from a mining tenement or permit which is held under the relevant mining Act by another party. Two situations arise: that of the small operator who wishes to prospect, and if successful mark off, ground held by others by virtue of the local form of exploration permit; and that of a regional explorer who may wish to enter on to some one else's existing mining tenement within the region of interest. The legal situation varies from state to state. At present the broad consensus seems to be that, provided consent is given, small-scale prospecting on another's exploration permit is at least tolerated if not actually provided for by the relevant Act. Entry onto a granted tenement to carry out any form of exploration is, however, prohibited in all jurisdictions unless consent is given. Furthermore it would appear that the proposal and conclusion of a joint venture agreement places certain obligations upon the party proposing to carry out exploration. These conclusions apply where ground surveys are proposed. Where data acquisition is by aerial survey the situation is much less clear, principally it would appear, because up to now little thought has been given to it. If trespass applies at ground level, at what height does it cease to apply? Can aerial magnetometry or photography be classified as prospecting? Is there an obligation upon public authorities who carry out remote sensing to make data available to the holders of mining tenements within the surveyed areas? Moves are now afoot to address these and other considerations, and it would be in the interests of everyone if a national approach to the problem could be adopted from the beginning. Certain suggestions in this respect are put forward.

The disagregation and privatisation of the mining and power gene ration operations of the former State Electricity Commission of Victoria has being taking place over the past five years. This has transformed the service provision to the new organisations and has resulted in major change to the working lives and professional relationships of thousands of Australians. The authors wish to take this opportunity to explore the issues arising as the program of privatisation of public assets continues. Changes within the workplace which resulted from the outsourcing of the 'investigation and design' functions and more lately as a result of privatisation of the operating, generating and distribution businesses are discussed. The responsibility of managers retaining the services of design engineers has changed. There is an added responsibility of contract administration and an increased focus on intellectual property and strategic issues. The way in which the sectors are adapting is discussed and future directions are explored. We welcome this opportunity to explore the changes in professional life which have taken place over the last five years in the Latrobe Valley Power industry. Engineers and earth scientists have a pivotal role in the continuing successful operation of the three Latrobe Valley Mines of the generation companies. The Mines' collectively excavate annually over 13 million cubic metres of overburden and 48 million tonnes of coal for delivery to mine-mouth power stations and for briquette manufacture.

Efforts to stabilize international markets in commodities have gradually intensified during the course of this century in keeping with the grow- ing complexity and interdependence of the world economy and the increasing involvement of government in economic activity. Successive Australian Governments have con- sistently supported the concept of commodity agreements and arrangements in an effort to lessen short term fluctuations in price and to moderate the boom/bust conditions which tend to charac- terize production and trade in many commodities. The objective is to stabilize price at a level which equates supply and demand over the life of the arrangement. Such action involves a degree of market inter- vention and government involvement in the inter- national trade in the commodity concerned; the acceptability and desire to foster such arrange- ments varies from country to country depending upon attitudes to market intervention and man- agement. However attitudes, even among those opposing commodity agreements, have under- gone a major reversal in this century. Before the first world war, such intervention as existed almost entirely involved the physical producers. There was almost no government involvement and at that level most regarded commodity agree- ments as neither desirable nor practical. However government regulation of such activities as pro- duction and marketing of food during World War I, coupled with post-war shortages, followed by overproduction and the crash in prices during the Great Depression, stimulated producer gov- ernment interest in commodity market regulation. Consumer governments took a little longer and with a few exceptions, it was not until the post World War II period, that the fear of shortages of basic commodities brought some consumer countries to accept the concept.

This paper examines the broader implications of recent and ongoing changes in mineral resource managementå and reporting practices and the impact that these might have on mining companies. It is likely that an International Reporting Code will be developed in the near future, based on a number of National codes produced in recent years. However, this is only part of the reporting story, as an International Code brings with it a range of further issues to resolve. For the Code to be effective, there needs to be international recognition and perhaps licensing of Competent Persons and an expanded base of sponsoring professional bodies. Also, in an increasingly global business, shareholders, regulators and other interested parties need to know and understand the general processes involved in resource and reserve estimation and reporting in order to recognise companies that maintain the highest standards. There is a current trend towards greater scrutiny of company performance in a range of areas under the banner of corporate governance, and many changes are happening that will place greater disclosure burdens on all companies in the future. Good corporate governance means management of company assets for the benefit of the stakeholders. For a mining company, there is no greater asset than its mineral resources and reserves and directors are just as responsible for effective management of their mineral resources as they are for financial good practice. The paper looks at the relevance of corporate governance principles to mineral resource management and the changes that this could bring to the way that companies deal with regulators, shareholders, financiers and others. Finally, increased scrutiny and further regulation inevitably means greater effort by the industry and higher costs. Despite this the author believes that there are substantial offsetting benefits to be gained by companies prepared to take the initiative in improving resource management practices and communicating these improvements to shareholders. In order to achieve the benefits however, the industry needs to fully engage in the changes that are taking place û setting its own standards and working with the regulators rather than sitting back and being legislated against. Mineral resource reporting provides a good model of how this process can work and there will be other opportunities in the coming years as the industry seeks to develop best practice in mineral resource management. Results of experiments for dissolution of zinc by aeration of sphalerite in glass, copper, galvanised iron and stainless steel vessels of identical dimensions are reported. It was found that in a glass container dissolution of zinc reaches a maximum after 30 min aeration and then decreases whereas in the copper container dissolution remains nearly unchanged up to 30 min aeration and then increases. In the cases of galvanised iron and stainless steel containers zinc dissolution increased steadily with time up to 60 min aeration. It is suggested that the different rates of dissolution in glass and copper containers may be due to electro-chemical actions.

The attachment of a spherical particle to a bubble is theoretically investigated under the condition of a mixed sorption coating of a collector. It is shown that the attachment is determined primarily by the hydrodynamic factor involving the displacement of liquid from the gap between a bubble and a particle. The dependence of the attachment on the state of the surface of particle (sorption coating) is due to a change in the boundary conditions on the interface with water both in the case of surfactant chemical sorption and in that of the physical adsorption of oil. It is demonstrated that at large distances the thinning of a interlayer is facilitated by a physically sorbed collector, while near the bubble this is done by a chemically sorbed one.

Government geoscience may be categorised by objective under three headings: Applied Research for Geoscientific Framework Studies, Resource Inventory, and Technical Advice. In Queensland, the Department of Resource Industries is active in all three categories. Under the program-based management system adopted in 1987, three Programs, namely, Geological Survey, Mineral Resources Development, and Energy Resources Development and Utilisation, have geoscience responsibilities.Prime responsibility for geoscience resides with the Geological Survey Program, which provides a geoscientific framework for mineral and energy exploration and the development of the State. Simply stated, the Program goal is to provide geological information when and where it is required. Geological Survey work also encompasses aspects of resource inventory and technical advice, complementing the work of the other two Programs. This role has a 122 year long tradition, for geoscientists of the Geological Survey have been engaged in investigations designed to facilitate the identification and utilisation of the mineral, water and energy resources of Queensland since 1868.

Construction of Western Mining Corporation's nickel refinery at Kwinana, Western Australia, commenced in July, 1968. Production of 15,000 tons per annum of refined nickel metal will commence early in 1970, The plant will also produce approx- imately 150,000 tons of ammonium sulphate0 The ammonia leach process which was developed by Sherritt Gordon Mines Ltd., and has been in operation at their plant at Fort Saskatchewan, Alberta, Canada, for the past 15 years, will be used at Kwinana. The refinery will cost approximately 435 million, and will employ upwards of 250 people.

Tonnes per Hour - Kilowatts per Tonne Tonnes of Mesh Size Produced Kilowatts per Tonne of Mesh Size Produced - Terms often heard in discussions of grinding mill and grinding circuit performance. All of them only tell a partial story as none of them relate to a fixed reference or overall standard measurement. Tonnes per Hour gives the production rate relating it to a specified or desired rate set as a goal or objective. As such it does not take into account changes in feed size, product size or grindability. Kilowatts per Tonne which accurately stated is kilowatt hours per tonne brings power consumed into the picture which is related to grindability but still does not take into account changes in feed size and product size without which power changes do not necessarily reflect the complete effect of changes in Grindability.

In a previous paper in these Proceedings(l) it was shown from a study of the bore'logs and analyses then available, that the brown coal seams of the Latrobe Valley areas show progressive changes in composition with increase of stratigraphic depth, equivalent to a rise in rank: These changes appear as:(i) An increase in ultimate carbon and hydrogen, calculated on a dry, ash-free basis, and(ii) An increase in calorific value, calculated on the, same basis, each of the order of 1% per 100 ft. of depth, and(iii) A decrease in moisture content of the order of 0.5% to 1.0% per 100 ft. of depth. The decrease in moisture content was found to be less regular than the other changes. In some bores the moisture content remained more or less constant throughout a single seam, or fluctuated slightly, decreasing stepwise on passage to the seam below.It was noted that individual analyses within a bore showed irregular fluctuations, tending to mask the general trend in composition change. This was particularly so for the moisture content, which had been determined for 10 ft. lengths of core, whereas the other components were determined for 50 ft. lengths of core. Averaging of the moisture contents over 50 ft. lengths reduced the masking effects of these irregularities. The suggestion was made that these irregularities arose from variations in the relative proportions of pollen, resin, wood (lignite) and woody attritus composing the core. An assessment has been made of six reported methods for the determination of the swelling of iron ore pellets on reduction. The methods are discussed on the basis of apparatus requirements, reduction conditions, sample requirements, measurement of swelling and reproducibility. It is concluded that the CNRM, LKAB, and Lurgi methods are the most satisfactory which presently exist for determination of the swelling of industrially produced, iron ore pellets.

The problems associated with underground mining continue to grow in size and complexity. As a result mine management is becoming aware of the benefits that can be achieved through the use of computer-oriented tools for system analysis. When such tools are employed in conjunction with benchmarking practices, the drivers of the system that lead to superior performance can more easily be determined. This paper discusses the use of the Simulation Language for Alternative Modelling (SLAM II) in the determination of the drivers of an underground room-and-pillar mining system. The mining operations included in the model consist of extracting, loading and hauling of the coal using continuous mining equipment in a room and pillar system. Equipment specifications and mining techniques used in the model are based upon current methods employed at the existing underground coal mines worldwide. The model developed is capable of adequately predicting the operational performance of the real world system from a statistical point of view. The results from the study show that computer simulation is an excellent tool for evaluating various mine configurations and for gaining a better understanding of the mining systems.

The origins of instrument application in the Mineral Industry are discussed. Development of measurement techniques pertinent to the industry is described as is the early application of mini-computers. The current application of microprocessor based equipment and the benefits obtained from this range of equipment are discussed. A speculative opinion as to what future instrument development may offer the industry is outlined.

This paper describes a plant built at The Broken Hill Associated Smelters, Port Pirie to sample lead sinter automatically. As the plant is still in the commissioning stage results on the precision and accuracy of the sampling are not yet available, but some of the difficulties experienced during commissioning are discussed.

Accounting for borehole damage in analytical modelling of explosively generated stress waves is important for predicting the finer details of the stress wave patterns observed in the field. The classical Sharpe's [19421 concept of an effective borehole larger than the initial borehole diameter has been widely accepted to explain material damage around a borehole. A new analytical model based on dynamic compaction is advanced to predict far-field stress wave patterns. This model supports field data corresponding to reduced frequency of oscillations and increased damping. The present model recovers the earlier result when compaction around the borehole representing borehole damage is ignored.

Many aspects of best practice resource evaluation do not create value, but poor practice can certainly destroy value. Generally companies prefer to present how their good practice adds value and for this reason few publications exist on examples of how poor practice can destroy value. However in big and small companies there are many previous and current examples of poor practice destroying value. The incremental expenditure required to move from poor practice towards best practice can be looked upon as insurance against destroying shareholder value. Examples of how poor practice in geology has destroyed value are presented as well as the improvement model used by BHP Billiton to add value and insure against destroying value.

A philosophy is presented that new graduates in mining and metallurgy should be equipped to use computers during their under- graduate courses, should be aware of the capabilities and costs of a wide range of computing equipment, and should receive sufficient stimulus to become involved in applying computers for the benefit of the mineral industry. A program is presented in which computer applications and "hands on" involvement with computers are integrated into the progressive stages of the undergraduate courses in Mining and Metallurgy. In this respect, the role of the computer is to assist the student by performing time consuming tasks, to demonstrate the industrial applications of computing, to extend the scope and complexity of the tutorial, assignment and project work which can be undertaken by the student, and to provide the essential first stepping stones toward continued useful involvement with computers during the graduate's working life.

Metal casting operations are a significant source of hazardous air pollutants. In particular, high production iron foundries emit significant quantities of volatile organic compounds (VOCs) during pouring, cooling and shakeout of iron castings made in green sand molds. End-of-the-pipeline capture and destruction methods to reduce VOC emissions add crippling costs to foundries. Alternately, the incorporation of advanced oxidants (AO) into metal casting green sand systems has been shown to reduce emissions from high production iron foundries in the US, and at the same time reduce operating costs. Cost savings are driven by the benefits of AO in clay recovery systems. Emissions reductions are the direct result of cascading AO-based reactions taking place in green sand molds. This sustainable greening of the metal casting process is a prototype for the development of other AO and non-AO process-based solutions for sustainable high temperature processing of materials. Fundamentals of AO technologies will be discussed along with the performance characteristics of AO processing systems in the metal casting industry and the breadth of other processing and remediation applications for which AO technologies have the potential to be successfully employed.

In 1965, Peter Flawn author of the famous text-book on Mineral Resources (1966) published a paper in Economic Geology with the delightful title `Who took the `Economic' out of Economic Geology?'. He opened this most interesting article with the following paragraph:If one were called upon to cite an example of a fish out-of-water he could hardly pick a better one than a recent graduate of geology of an America university who is suddenly faced with the responsibility of evaluating or appraising a mineral property. And I venture to say that the 'ftsh' with a doctorate - even in economic geology - is not much better equipped than one holding a lesser degree. The new graduate with a major in economic geology probably knows the significance of the various sulphur isotopes, he surely knows a great deal about the chemistry of the ore forming fluids and he recites with ease the arguments which prove deposits are epigenetic rather than syngenetic. However he is a rare bird indeed if he knows anything about the economics of the mineral industry. The truth is that geologists who are engaged in evaluation work are largely self taught. I ask my more distinguished and experienced colleagues - `Has it always been this way? Who took the `economic' out of economic geology?
