The State of Washington has a federal program that gives the Office of Surface Mining responsibility for assuring the reclamation of lands affected by coal mining. Most of Washington's coal-bearing regions lie west of the Cascade Mountains. The state's coal reserves are estimated at 1.4 billion tons, about 0.3 percent of the nation's total coal reserve. Steeply dipping. minable seams range from 2.5 to 25 feet in thickness. The occurrence of coal in Washington has been documented since the early days of its settlement; at one time, coal production played a significant role in the state's economy. During the late 1800s and early 1900s, coal was second only to lumber in Washington's industrial production. Coal production declined as other sources of energy were developed. By 1959, production was at 200,000 tons. Regulation of the coal mine operations in Washington is conducted by the Office of Surface Mining's Casper, Wyoming, Field Office and its local office in Olympia, Washington. All permit applications and abandoned mine land reclamation are completed by the OSM Western Support Center in Denver, Colorado. Inspections of mine and reclamation sites are conducted by OSM reclamation specialists located in Olympia.

Ohio has an estimated 46 billion tons of coal beneath 12,000 square miles of the eastern third of the state. Recoverable coal reserves within this vast area are estimated at 21 billion tons, 3.2 billion tons of which have been mined since 1800. Ohio is the eleventh-largest coal- producing state in the nation and ranks third nationally in coal consumption. Coal resources in Ohio lie in as many as 60 identifiable coal seams along the northwestern flank of the Appalachian coal basin. Except where interrupted by minor faults and erosional discontinuities, these rocks dip gently and uniformly to the east, simplifying the mining methods needed to extract the coal. Fourteen of Ohio's 60 coal seams are considered to be important, although only a small number of seams are currently being mined. Ohio first enacted a surface coal mining law in 1948, requiring in part a $100 per acre reclamation bond. Ohio progressively strengthened its surface mining law in 1949, 1955, 1959, 1961, 1965,1972,1975,1978, and 1981. At the time of its enactment, Ohio's 1972 mining law was one of the most stringent in the country. This law also created a state coal severance tax of four cents per ton to be used for abandoned mine land reclamation. Ohio received primacy to regulate the surface coal mining operations within the state August 16,1982. Its Abandoned Mine Land Program was approved on the same date.

Electric furnace smelting of blister copper directly from copper precipitates (cement copper) was investigated by the Federal Bureau of Mines. Copper concentrations in five different lots of cement copper in the investigation ranged from 62.5 to 82.5 wt-pct. Laboratory-scale smelting tests were made in a 50-kva electric-arc furnace to establish the reductant and flux requirements. Best recoveries were realized by adding 60 pct of the carbon required to combine with the contained oxygen in the cement copper. Operating parameters established during the laboratory-scale smelting tests were used successfully in smelting 20 tons of cement copper during 12 pilot-scale tests in an 800-kva electric-arc furnace. Over 98 pct of the contained copper was recovered as blister-grade metal. The projected energy consumption for a commercial-size furnace was 380 kwhr per ton of cold charge.

The Bureau of Mines has investigated a process to produce titanium powder directly from titanium salts. If successful, such a process could lower the cost and increase the use of titanium. In this study, K2TiF6, K2TiF3, and TiF3 were reduced with potassium in the temperature range of 650° to 750° C. Under certain conditions, titanium powder 1.6 to 3.3 microns in size was produced. After leaching the product with a 0.1M HCl solution, powder impurities as low as 0.04 pct potassium and 0.28 pct fluorine were obtained. However, oxygen levels of over 1 pct and the frequent formation of insoluble byproducts demonstrate the need for further research to make the powder suitable for powder metallurgy applications.

The value of mineral production in Alabama reached a new high of more than $246 million. 4 percent above the previous record established in 1964. New high values were reported for bentonite, portland cement, fire day, kaolin, miscellaneous clay, lime, crushed limestone, crushed marble, mica. salt, and sand and gravel. Among the States, Alabama ranked second in the production of bauxite and scrap mica and third in the production of native asphalt. The mineral industry of Alabama was dominated by the mining and processing of coal and Slone, the manufacturing of cement, and the production of crude petroleum, which together comprised 85 percent of the total value of mineral output, compared with 84 percent in 1964. The iron ore industry continued to decline. Coal production continued to increase, resulting in the State's coal-mining best year since 1948.

Recent Bureau of Mines research in earth grounding safety is documented in three separate papers. First, guidelines for the design of a 5- ohm borehole ground are presented. Next, an inexpensive practical means to construct a low-resistance bed in high-resistivity soil is described. Finally, a procedure that employs a commercial resistivity meter to measure shock potentials around grounded objects is explained step-by-step. These papers complement the material presented at an earlier technology transfer seminar and published as IC 8767.

The Bureau of Mines investigated a silver-catalyzed oxidative procedure for leaching an arsenical copper sulfide concentrate containing 10 pct As and 32 pct Cu_ Currently, there are no environmentally safe means to treat arsenical copper concentrates in the United States. Leaching was conducted in a 2-L autoclave reactor. The effects of catalyst concentration, O2 pressure, temperature, and H2S04, Cu, As, and Fe concentrations in the leaching solution on extractions of metals from the concentrate were determined. The best leaching conditions for extracting 95 pet eu and As and less than 21 pct Fe were 260 g/L concentrate, 0.007 mol/L (1.0 g/L) AgCI, 3.0 mol/L (294 gIL) H2S04, 1000 C, 60 psig 02, and 6 h. Copper as CuS04-5H20 was recovered by crystallization from the pregnant solution. Arsenic, as AS203, was recovered from the copper mother liquor by solvent extraction, with tributyl phosphate, S02 reduction of As5+ to As3+ in the strip solution, and crystallization of the As3+. The silver catalyst was recovered by contacting the leached residue with a brine solution. A conceptual scheme is proposed for treating arsenical copper sulfide concentrates.

The U.S. Department of Energy Pittsburgh Research Center,1 has developed and field tested a spatial, spectral sensor for measuring the thickness of mineral deposits. Knowledge of the dielectric constant of the material is not necessary because the electrical properties of the media are determined automatically along with the thickness or distance measurement. The technology was developed to measure the thickness of coal remaining in the roof and floor of a mine or the thickness of a coal pillar remaining between two mining entries for the purpose of guiding a mining machine. However, field tests have shown the new technique is equally valuable for measuring the thickness of each layer in a multilayer manmade structure such as highway paving or building foundations and the thickness of geological deposits other than coal, such as, salt, granite and sandstone. The noncontacting electromagnetic technique uses spatial modulation created by moving a simple dipole sensor antenna in a direction along each axes to be measured while the complex reflection coefficient is measured at multiple frequencies over a two-to-one bandwidth. The antenna motion imparts spatial modulation to the data and enables frequency domain signal processing to solve the problem of media, target and antenna dispersion. The technique overcomes the problem of multipath reflections from nearby metal structures and avoids the use of radio frequency absorbing material. In its present form the system measures material thickness of zero to over 3 m to within ±2.5 cm accuracy. The system parameters are variable to suit the application but for most applications default values of 40 cm antenna motion with measurements made at 401 frequencies from 0.6 to 1.4 GHz at each of 32 antenna positions with a power level of 0 dBm or less are more than adequate to provide a satisfactory signal-to noise ratio. In the range of 0 to 10 m the system operates in the continuous wave mode and by simply turning off the transmitter for ranges beyond 10 m the problems of time domain processing are entirely avoided. The technique can be implemented with a vector network analyzer, a servo controlled L-band antenna positioner, an IEEE488 bus controller and a process computer. An electronics package designed and constructed to operate in the harsh mining environment and providing 1, 2 or 3 dimensional image presentation is being evaluated as a replacement for the network analyzer. The purpose of this study was to assess the adequacy of the cab design and to determine the percentage of musculoskeletal symptoms among workers. A questionnaire was designed to assess demographics, work information, job history, and musculoskeletal symptoms in operators of heavy construction equipment. Information concerning equipment included design of the seat/chair, levers, pedals, bothersome vibration, quality of egress from the equipment, proper preventative maintenance and repairs, and age of the equipment. The body regions that were evaluated included the neck, middle/upper back, low-back, shoulder/upper-arm, elbow/forearm, wrist/hand, hip, knee, and ankle/foot. One hundred and eighty nine operators completed the questionnaire. The results indicate that these workers are at risk for developing musculoskeletal disorders, the need to perform a larger survey to further substantiate the outcome, and the need to quantify risk factors (i.e., whole-body vibration and static sitting postures).

It is known that exposure to high sound pressure levels can lead to permanent hearing loss; however, many workers, in mining as well as other occupational sectors, frequently receive hazardous noise exposures. The National Institute for Occupational Safety and Health (NIOSH) recommends using a criterion level of 85 dB(A) for implementation of hearing loss prevention programs1. But, despite engineering and administrative controls, workers continue to exceed their recommended daily noise dose. Hearing protection devices are worn as a final defense against noise overexposure, but many workers have difficulty communicating or detecting warning signals while wearing them. New electronic technology has been integrated into conventional hearing protectors to allow for some degree of sound restoration. Research is currently being carried out within NIOSH, Pittsburgh Research Laboratory (PRL) to evaluate the performance of sound restoration hearing protectors. Due to certain features of the devices, such as their non-linear performance and possible manipulation of electronic settings, there are obstacles to testing them using the existing standard hearing protector test methodology (ANSI S12.42-1995 and ISO 4869-3:1997). These and other issues related to testing these devices are outlined within this paper, and possible solutions are discussed. Measures of attenuation properties have been done on a set of the devices and preliminary findings indicate that new test methods, or at least modifications of existing methods, must be developed to accurately determine device performance. Furthermore, it is necessary to know not only the attenuation properties of such devices, but also the degree to which speech intelligibility or recognition of warning signals is preserved, as compared with conventional hearing protectors. As additional data is collected a more accurate and reliable test methodology will be developed, and a more comprehensive picture regarding device performance will be determined and disseminated.

The Bureau of Mines is investigating the use of complex gas mixtures, such as would be produced by coal gasification, for reducing iron oxide pellets. A semiempirical model was developed to predict a priori the reduction rate of an iron oxide pellet in a laboratory tube furnace with simulated coal gases at a total pressure of 1 atm. The model uses partial pressures of H2, CO, CO2, CH4 (methane), water vapor, and a temperature-dependent term to predict the rate of reaction. The reduction rate (weight loss per unit of time) was determined with a thermo-gravimetric apparatus (TGA) in the temperature range of 800° to 1,100° C. The ranking of the reductants, in order of decreasing reducing potential, is H2, CO, and CH4 at temperatures between 800° and 1,000° C; however, CH4 became a better reductant than CO at 1,100° C. Water vapor did not decrease the reduction rate as much as did CO2, Carbon deposition was observed at temperatures below 1,000° C with gas mixtures with high CO and low H2 concentrations. With low-Btu gas at 900° C, over 90 pct of the iron oxide was reduced to iron in less than 3 h. This com-pares with a reduction time of 1.5 h with medium-Btu gas and 1 h with reformed natural gases.

"INTRODUCTION This investigation is a continuation of previous work 3/4/5/ on the gaseous products of permissible explosives with and without sheaths. The range of oxygen balance of the explosives has been considerably increased. As has been shown previously, certain approximate relations exist between the volumes of gaseous products and the oxygen balance. Further systematization of the data is not feasible, since the method of theoretioal calculatln of the gaseous product is not yet satisfactorily developed. In a previously described method, 6/ it has been assumed that the explosion occurs at constant volume and that thermodynamic equilibrium is established. Apart from the presumably less important uncertainty of some of the thermodynamic data, it is not known how the confinement of the shots in the Bichel gage or the Crawshaw-Jones gage should be treated, or whether thermodynamic equilibrium is fully attained; nor can the extent to which the equilibrium composition changes during the subsequent period of expansion and cooling be judged with any reliability. Therefore, no calculations have been attempted. However, in anticipation of possible future theoretical interest and as an aid in answering practical problems, the new data are presented in the same minute detail as was done previously."

"INTRODUCTION Preliminary tests of the Oyon coal constituted part of a wartime exploratory and development program in which many agencies participated. The general objective was to find new and adequate source of fuel and other raw materials for greatly expanded industry.The Oyon coal field, known for at least a hundred years to the mining people of Peru, offers a possible source of high-grade process fuel for the growing metallurgical industries of South America and the Pacific coast. Santolalla 4/ reports that low-volatile coal from this region was used in local smelting operations as early as 1850. It has been mined in very small quanti¬ties for many years and used in neighboring mining camps and villages. Small quantities are regularly used at Oroya for the manufacture of carbide, and in recent years small-scale coking operations in specially designed ovens in the region have demonstrated that these coals will make dense coke.During this long period of desultory operations many small openings have been made scattered over a wide area in this general region, indicating very extensive occurrence of the coal measures, although systematic exploration work has not been undertaken. However, current development work of the Banco Minero del Peru has opened up several substantially parallel highly inclined or vertical beds of workable thickness and has followed these deposits to sufficient lateral extent to prove fairly well the existence of substantial reserves on this property."

Interstitial compounds of iron, cobalt, and nickel, and their binary and ternary mixtures with silver, gold, palladium, and platinum were prepared and tested as fuel cell catalysts. The first step in the preparation of the interstitial compounds consisted of preparing finely divided metals. This was done either by the Raney method or by reduction of precipitated hydroxides of the metals. The finely divided reduced metals were then treated with carbon-and/or nitrogen-containing gases to prepare their carbides, nitrides, and nitrocarbides. The materials were tested for cathodic activity towards O2 and for anodic activity towards H2, C3H8, NH3, CO, and N2H4 in acid and alkaline electrolytes at 25° to 90° C in half-cell assemblies. Samples of carbided and nitrocarbided INi-lAg-1Au were about one fifth as active as Pt-black in the reduction of O2 in 35 percent KOH solution, whereas the activities of several interstitial preparations exceeded the activity of Pt-black in the reduction of O2 in 12M KOH containing N2H4. Nitrocarbides of x-Fe2C, 3Ni-1Au, and 1Ni-3Au were effective catalysts for oxidizing N2H4 in liquid NH3 containing NH4SCN. Corrosion of the catalysts by electrolytes was severe in many cases.

Background: Frictional ignitions continue to be a problem facing the U.S. underground coal mining industry. Many methane igni-tions are associated with the impact of mining machine cutter bits on quartzitic material (e.g., sandstone) during the coal-cutting process. Most ignitions result in small methane-air fireballs often only a few feet in size and limited to the cutter head location. However, under certain conditions, frictional ignitions can lead to larger methane explosions and/or fires with the potential for causing serious injury or death to the mining machine operator and other nearby miners. The requirements for a frictional ignition are a flammable volume of methane-air and an ignition source. This source is usually the hot streak caused by the frictional impact of the mining bit on hard rock, and the frequency of occurrence increases with increased bit wear. Another possible ignition source is the fric-tional impact of rock on rock during a roof fall.

This paper sets forth the hazards of accumulations of explosive mixtures of methane and air due to inadequate ventilation, the causes of which are discussed as follows: 1. Lack of well-maintained air courses. 2. Air losses due to leaky stoppings, trap doors, and overcasts. 3. Faulty mining methods. 4. Poor supervision. A modified plan of room-and-pillar panel mine development is suggested, which, it is believed, will eliminate many off the hazards of gas accumulations inherent in the present method of mine development. It is also suggested that some water-proofing agent be used on the roof of permanent air-course entries in conjunction with roof bolting to eliminate the detrimental effect of the moisture-laden atmosphere during summer and thus prevent serious roof falls.

"The Johnny Bull and Silver Knight claims were selected for exploratory diamond drilling after having been examined by the Bureau of Mines 3./The property was considered attractive for two reasons: (1) A prominent outcrop, recognized as an extension of the Tennessee vein, persisted over a distance of 2,000 feet across the claims; (2) its proximity to the known ore shoots in the Tennessee-Schuylkill mine, one of the largest zinc-load producers in Arizona.Actual drilling was started September 18 and was terminated December 8, 1943. Eight holes, aggregating 2,979.5 feet, were drilled with two machines. ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resource to the end that they make the greatest possible contribution to national security and economy. Leaching of a Georgia umber ore when using both ferrous sulfate and pickle liquor was studied in the laboratory . The ferrous sulfate content of the leach solution was the major factor affecting the extraction of manganese from the ore . Time , temperature , and the sulfuric acid content of the leach solutions had relatively little effect on leaching of manganese from the ore ; however , these factors did affect the amount of iron extracted from the umber and/or precipitated from solution . Simulated countercurrent leaching of the ore with pickle liquor containing 130 gpl (grams per liter ) ferrous sulfate ( 48 gpl ferrous iron ) produced a pregnant solution having 16 gpl manganese and 41 gpl iron . Filtration tests of the leach slurries indicated that separating the leach solution and solids by vacuum filtration was impractical , whereas pressure filtration was feasible when the cake thickness was limited to about three- fourths of an inch . Fired pellets of the filter cake yielded a firm , hard product analyzing 56 percent iron and less than 0.1 percent sulfur .

The first thought in the case of an accident or contagious disease is naturally that aroused by our humane instinct , how serious is the case and will the person recover ? The economic effects of such cases , owing to their many ramifications , are seldom realized either by those directing mining operations or those engaged in the labor of producing . This paper is based on the accident experience of the State of Utah and the number of cases of two well known preventable diseases , typhoid fever and smallpox , in that State for the fiscal years 1917-1918 , 1918-1919 , 1919-1920 , and 1920-1921 . The data and figures presented are from coal -mining camps only . W. W. Adams , mine- accident statistician of the bureau, contributed valuable corrections and suggestions . The economic results of accidents are considered first , and those of the two preventable diseases later .
