In the first half of 1990, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in August led to the Persian Gulf War in January and February 1991. The subsequent oil shock contributed to a dampening of the U.S. economy, and the U.S. gross national product rose only 0.9 % to $5,463 billion (U.S. billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The U.S. Department of Defense continued to review stockpile goals and upgrade several mineral materials. In addition, the U.S. Bureau of Mines continued to maintain the standby Emergency Minerals Administration. After the Defense Production Act, which authorizes priorities, allocations, and supply expansion, lapsed on October 20, 1990, the Selective Service Act of 1967 became the authority to ensure that orders of the Armed Forces and defense atomic energy programs were given priority treatment.

Samples of low-grade oxide manganese ores were procured from two southern Utah properties by examining engineers of the Bureau of Mines during an investigation of manganese mineral deposits of continental United States. A 2-ton lot of ore was obtained from the Blackbird group of mining claims in Paiute County, 11 miles southeast of Marysvale, Utah. The deposit was described as an intrusive sheet or sill of altered brecciated rhyolite cemented together by manganese oxide minerals. A 2-ton sample from the Black John property, situated 32 miles northeast of Kanab, Kane County, Utah, was taken from open cuts on the vein. The blanket-type vein deposit consisted of nodules and streaks of manganese imbedded in compact gray clay.

Water pollution has been an integral part of most mining operations in the past. Most mine planners had designed their mining operations with little or no regard for prevention of water pollution. The main planning element was always the economics of mineral recovery. Quite often the cheapest means of mineral recovery resulted in the largest water pollution problems. Recent water pollution laws have introduced a new economic element - water pollution control costs - to be considered in mine planning. Water pollution control costs can be extremely high. Foresighted planning can minimize these costs and provide better water pollution control. Effective pollution control preplanning can eliminate pollution from active mines and minimize pollution that may occur after completion of mining. Presently available technology can practically eliminate water pollution by treatment of the mine water. Use of water treatment during mining has no effect on the levels of water pollution after treatment ceases and the mine is abandoned. Therefore, this section of the report deals with preplanning to reduce water pollution, both present and future, by using at-source control techniques. Proper planning of mining and pollution control techniques should follow the concept of a complete, comprehensive reclamation plan. This plan should have control measures designed for all phases of mining from initiation through completion. Preplanning involves acquiring complete information concerning the future mine site, defining the reasons why mining could cause pollution from the site, and determination of available techniques to prevent or minimize formation or transportation of pollutants. Location of haulage and access roads and other mine related facilities should be included in preplanning for water pollution control. A complete list of permissible mining equipment, rescue apparatus and gas masks tested prior to July 1, 1928, was published in Bureau of Mines Information Circular 60772. The present list includes practically all equipment tested and, approved by the Bureau, up to and including Jan. 1, 1929. It covers electric air compressors, coal drills, mining machines, loading machines, conveyors, mine pumps, room hoists, mine telephones, rock-dusting machines, switches, electric cap lamps, flame safety lamps, electric hand and trip lamps, flash lamps, methane indicators and detectors, blasting units, storage barrery locomotives, tandem locomotives, power trucks, concrete mixers, self-contained oxygen breathing apparatus and gas masks. The system under which those devices were tested permits the manufacturer, after his equipment has passed certain tests prescribed by the Bureau of Mines, to mark his equipment with a seal shoring that it has been "approved" by the Bureau. These tests are designed to insure that the equipment has the minimum requirements for safety in use. The only object of the Bureau in making such tests and pub- lishing lists of permissible equirment is to safeguard the lives of workers and to help lesson the hazards of mining.

Solid-state electrotransport of impurities in cerium, lanthanum, and praseodymium, using a pulsed current, was investigated. The results were compared with those of using a steady current. Impurities that showed appreciable movement with the pulsed current, but not with the steady current, were as follows: Molybdenum and oxygen in cerium, aluminum, iron, and molybdenum in lanthanum. The use of a pulsed current enhances the practical application of solid-state electrotransport to remove a wider variety of impurities from the host metals.

The Coal Mine Inspection Branch of the Health and Safety Division, Bureau of Mines, was established to carry out the provisions in Public Law 49, 77th Congress, H. R. 2082, approved May 7, 1941. The series of major disasters that beset the coal-mining industry in 1940 aroused public interest in mine-safety measures, and the act 18 the direct result of this rekindled interest. Under the provisions of the act, the Secretary of the Interior, acting through the Federal Bureau of Mines, is authorized and empowered to make, or cause to be made, annual or necessary inspections and investigations in coal mines, the products of which regularly enter commerce or the operations of which substantially affect commerce. The principal functions of the Federal coal-mine inspectors are to determine the causes of accidents and occupational diseases in coal mines and then endeavor to eliminate or ameliorate them (1) by revealing, through personal conferences with mine personnel, correspondence, and published reports, the unhealthful and unsafe conditions and practices existing in the mines and (2) by recommending practical means for correcting the conditions observed. The act does not provide any enforcement powers, and therefore compliance with the inspectors' recommendations is not mandatory; it does give Federal coal-mine inspectors the right to enter coal mines for inspection purposes.

Rutherford,3/ an employee of the Magma Copper Co., Superior Ariz., realizing the need for a simple and practical moving-cage signaling system, began a serious of experiments early in 1937, Available electrical moving-cage signal in operation at this date required that signal wires be installed in the shaft to make a simple, positive signal without wires, the first experiments used the pipe lines in the shaft for carrying the signal current, but these experiments were not successful.

While developments in Australia dominated the minerals industry of the South Pacific area, New Caledonia's nickel, manganese ore from New Hebrides, gold from Fiji and New Guinea, and phosphate rock from several small islands were significant in world supplies of those materials. The total value of mineral commodities produced in this area in 1965 has been estimated at about $763 million an increase of nearly 16 percent over the value reported in 1964. Increases were recorded in mineral production value with respect to that of 1964 for all of the countries except Papua-New Guinea where lower gold output resulted in a drop of about $300,000 and in the several phosphate-producing islands that collectively recorded a value decline of around $1.3 million. Exploration and development activities continued at an intensified level, not only in Australia and New Zealand but also in the British Solomons, Bougainville, and Fiji. Substantial additions to world supplies of iron ore and bauxite are assured and recent discoveries of natural gas, manganese ore, and nickel combine to give Australia a brilliant mineral outlook. Important discoveries of copper on Bougainville Island and on Vanua Levu, the north island of the Fiji group, and a gold mine on Misma Island were being developed during the year, with plans for early production underway. In New Zealand progress has been made on the New Zealand Steel Company project, and preliminary appraisal of a new titano-magnetite beach sand resource on the South Island has aroused considerable industrial interest. Extensive geophysical investigations were carried out in the British Solomon Islands and on Fiji's goldfields. The expansion program that will double output of products by New Caledonia's Société Le Nickel continued through 1965, and several foreign private companies have expressed a desire to initiate additional industries based on nickel prospects in New Caledonia.

High-temperature heat-content values of gallium and scandium sesquioxides were measured over the temperature range from 298° to 1,800° K. The results fill gaps in the thermodynamic information for these compounds; no previous similar data existed. The heat-content values were combined with heats and entropies of formation to obtain free energies of formation of gallium and scandium sesquioxides to 2,000° K. The thermodynamic stabilities of the sesquioxides of aluminum, gallium, scandim, and yttrium were compared.

"Tumor necrosis factor alpha (TNFa) and thromboxane A2 (TXA2) are major products of the activated alveolar macrophage and serve as key mediators of lung injury. In order to determine if the synthesis ofTXA2 and the release ofTNFa are associated, the production of these inflammatory agents by the human alveolar macrophage (AM), as a result of activation by lipopolysaccharide (LPS), was assessed in the absence and presence of the thromboxane synthase inhibitors UK 38,485 (Dazmegrel) and OKY 046. UK 38,485 and OKY 046 inhibited both LPS-stimulated TXA2 production and TNFa release in a dose-dependent manner. Prostaglandin E2 (PGE2) production was not increased by UK 38,485 or OKY 046. Neither LPS nor UK 38,485 had any effect on LT84 production by AM. Neither UK 38,485 or OKY 046 had any effect on LPS-stimulated interleukin-I beta release. However, the TXA2 mimetic, U46619, did not stimulate TNFa release by AM either in the absence or presence of UK 38,485. These findings suggest that 1) UK 38,485 and OKY 046 are inhibitors of both TXA2 production and TNFa release by activated human AM, 2) UK 38,485 probably does not exert its inhibitory action on TNFa release through effects on eicosanoid production and 3) the possibility that TNFa- and TXA2-induced lung injury may be subject to amelioration by imidazole-based compounds should be further evaluated.IntroductionTumor necrosis factor alpha (TNFa), produced by monocytes and macrophages, is a potent peptide mediator of lung injury (1,2). The exaggerated release of TNFa has been implicated in the etiology of acute lung reactions such as septic shock of bacterial or viral origin (3,4). The role of TNFa is expressed primarily through its ability to activate a variety of cell types within the lung environment including polymorphonuclear leukocytes (PMNs, ref. 5), type II epithelial cells (6) and fibroblasts (7). The role of lipid mediators in lung disease has also been extensively characterized (1). In particular, the relationship between pulmonary inflammation and fibrosis and the production of oxygenated derivatives of arachidonic acid (here termed ""eicosanoids"") appears to be a key factor in a variety of disease processes in the lung (8). The alveolar macrophage (AM) synthesizes primarily prostaglandin E2 (PGE2). thromboxane A2 (TXA2) and leukotriene 84 (LT84, ref. 9). These eicosanoids have been shown to produce a variety of effects in the lung including bronchial smooth muscle dilatation (PGE2, ref. 10), vascular smooth muscle contraction and platelet aggregation (TXA2, ref. 11) and oedema and immune cell extravasation (LT84, ref. 12)."

A new method for measuring deformations of rock surfaces in underground excavations has been suggested by Dr. James Powell of Brookhaven National Laboratories (BNL) and subsequently developed and successfully demonstrated in a mining environment by the Federal Bureau of Mines, Spokane Mining Research Center (SMRC) and Brookhaven National Laboratories. The system uses 35-mm photography of targets strategically located on surfaces of interest, such as across the roof and on the sides of a mine drift or tunnel. The optimum tar-get, as determined in this investigation, consists of a white ?X? made with 1/8-inch-wide reflective tape on a black 6-inch square. Photographs, taken in pairs from two separated camera positions and at regular time intervals, were analyzed at the Bureau by hand and at Brookhaven National Laboratories using techniques and equipment similar to those used in cloud chamber film analysis. Test results show that deformation-measurement accuracies of better than ±0.020 inch in a drift that is 20 feet wide can be expected. This degree of accuracy, plus providing displacement data in the X, Y, and Z directions (rather than the one direction formerly possible), makes this a noteworthy and useful tool for industry as well as for mining research.

This report is the 17th of a series originally issued annually, and more recently bienially, to acquaint the reader with the work of the Division of Explosives Technology, Federal Bureau of Mines. It differs from preceding reports in that its material is presented in two parts: Part I reviews briefly the overall activities of the Division during fiscal years 1955 and 1956;4/ part II presents in abstract form, the publications of the Division during that period. As it is not unusual for research completed in the course of one report period to be published only in the following period, the Bureau believes that the present approach will give a more accurate presentation of its work for the period considered. The Bureau of Mines produced building brick of good quality in an investigation designed to explore the possible utilization of high-glass fractions of municipal incinerator residues in the manufacture of building products. Common clays, lime, and sodium silicate were used as binders for the nonplastic residues Test bricks were formed by dry-pressing, soft-mud molding, and stiff-mud extrusion. A run of standard-size face brick dry-pressed and fired in the West Virginia University Coal Research Bureau pilot plant demonstrated that SW-grade glass-clay face brick can be produced on a commercial scale without difficulty. A cost evaluation made for production of the brick showed an estimated cost of $42.13 per thousand bricks for a shuttle kiln plant and $28.70 per thousand for a tunnel kiln plant.

The motor gasoline that is being marketed in the United States this winter is practically the same 'as that sold a year ago. In fact, there has been little char sin this commodity during the year, as the gasoline sold last summer was almost as volatile as that marketed last winter. Boring the past eight years, the Bureau of Mine's has made semi-annual surveys of the gasoline marketed in the United States, the survey just completed being the fifteenth in the series. The cities in which samples have been collected have been chosen as representative of the more important marketing territories as it is obviously impracticable to obtain a sample of every gasoline sold in the entire country.

A series of open-flow tests was conducted in the Chickasha gas field, Grady County, Oklahoma, during June, 1927, under the direction of the U. S. Bureau of Mines and at the request of the Oklahoma Corporation Commission. The purpose of these teats was to determine whether or not any differences existed in the open-flow volume of a gas well when taken through well-head nipples of different diameters, and further, to establish if possible a relationship between open-flow volumes taken through well-head nipples of various diameters. The open flow of a well is the volume or quantity of gas, measured under standard conditions, that a well will produce when open to the atmosphere. There are several methods used for determining the open flow of wells; some of the methods are more suitable under certain conditions than others. The Pitot tube method is the simplest, is applicable to almost any condition, and is the one most commonly used. In the tests described in this paper no attempt was made to compare the Pitot tube method with the minute pressure measurement method or the orifice measurement method.5

A series of alkyl-dithiocarbamic acid amine salts was prepared and tested as collector for slimed lead minerals contained in the waste material from a commercial lead ore concentrator. The reagents, members of a homologous series differing only in the number of alkyl radicals in their structure, were prepared by reacting stoichiometric amounts of primary amines and carbon disulfide in a cold alcohol solution. Subsequent purification was by recrystallization from absolute ethyl alcohol solution. Evaluation was through froth flotation of a mill tailing containing 0.2 percent lead. Results show that maximum recovery (38 percent) was obtained with the reagent containing 8 alkyl radicals, but that maximum rougher concentrate grade (4.8 percent) was obtained with the reagents of intermediate number of radicals.

The results of full-scale fire tests are used to determine optimum distributions of fire sensors for the protection of conveyor belt haulageways in underground coal mines. Empirical relationships are derived that relate the spacing of fire sensors to the rate of development of the fire hazard. For this application, a critical fire size is defined as that size of fire for which belt ignition and subsequent flame spread down the belt is assured. Detection and alarm, regardless of sensor type or sensing methodology, must be achieved at some point in time before the critical fire size is reached. Based upon this approach, it is found that the horizontal spacing for products-of-combustion sensors is in the range of 300 to 600 meters, while the required thermal sensor spacing is found to be ~4 meters or less. Additional design criteria are discussed for product-of-combustion fire sensing systems.

This study was conducted to determine the patterns of heat transfer to water-cooled copper crucibles during vacuum arc melting. Values of heat flux from the ingot to the crucible were determined during nonconsumable electrode vacuum arc melting of zirconium and during consumable electrode vacuum arc melting of titanium) zirconium) and steel. The results of these studies con-firm the existence of a high thermal resistance between the ingot and the crucible wall which results from the shrinkage of the ingot as the metal solidifies. Maximum heat flux occurs near the top of the ingot where maximum values of heat flux of 1.4 X 106 Btu/ft2 hr were observed during small-scale consumable electrode arc melting of zirconium and titanium. The maximum heat flux for consumable electrode arc melting of 8-inch-diameter ingots was 0.5 X 106 Btu/ft2 hr. The effects of electrode material) electrode diameter) arc current) and arc potential on heat flux from the ingot to the crucible were studied. Data were also obtained on crucible wall temperatures and on the effect of very narrow annular water jackets.

Exhaust emissions were measured from 25 aircraft turbine engines using Jet A fuel. Analytical apparatus, procedures, and results are described. Carbon monoxide, carbon dioxide, nitric oxide, nitrogen dioxide, and aldehydes were measured at engine operating modes representing power levels used in airline operation. Carbon monoxide, hydrocarbon, and aldehyde emissions were highest at idle and lowest at takeoff; oxides of nitrogen were lowest at idle and highest at takeoff. Of the total oxides of nitrogen emitted, nitrogen dioxide constituted from 10 to 100 pct, depending on the exhaust gas temperature. Engines retrofitted with smoke-reducing burner cans produced less carbon monoxide, hydrocarbon, and aldehyde emissions, and slightly more oxides of nitrogen then engines with standard burner cans.

Five makes of expansion-type shells and two types of bolts (mild-steel and high-strength) were used in 30 tests made in sandstone and shale roof, The results show that the anchorage obtained in both the sandstone and shale were stronger than either type of bolt. That is, the yield loads of both bolt types were exceeded before excessive anchor slip occurred. A relationship for evaluating the anchorage effectiveness of 3/8-inch-diameter, expansion-type bolts is presented. A comparison of test results indicates that the anchorage effectiveness of 5/8-inch- and 3/4-inch-diameter expansion-type bolts did not differ appreciably.
