In 2018, the German Federal government decided to phase-out the energy production using coal-fired power plants and to terminate lignite mining completely by 2038 at the latest. This decision will impact approximately 60,000 jobs. It will have an enormous impact on the socioeconomic development especially in all German lignite mining regions. To avoid economic and political friction, it is of utmost importance to achieve a sustainable transition towards a post-mining era and to offer residents in the mining districts perspectives for a good future that include adequate job opportunities. In this context, the German government is providing massive structural aids early on. As previous closure experiences from the German hard coal mining industry have shown, it takes at least a generation to overcome the effects of a strategic closing decision of this magnitude. Therefore, the planned closure process appears to be a long time at first glance. In fact, however, it is not.

INTRODUCTION Cleveland-Cliffs' operations in Michigan have been utilizing fully autogenous grinding for over four decades. This is but one of the key characteristics of the iron ore processing method that was developed for the extremely fine grained, low grade deposits of the region. Liberation size of the hematite and magnetite ranges from about 30 to less than 1 micron. Typical grinding fineness target to achieve silica grade in the concentrate is 80 to 90% passing 25 microns, or a P80 of approximately 20 microns. After primary grinding, the magnetite ore is first upgraded by rougher magnetic separation. It is then ground to final product size, sent through thickener-sizers utilizing selective flocculation, upgraded again by finisher magnetic separation, and then brought to final silica grade by reverse amine flotation. Hematite ore follows essentially the same route, less the magnetic separation stages. Concentrate is filtered and pelletized, along with con- trolled additions of fluxstone, to ready it for shipping. Iron ore pellets on the water of the Great Lakes have a value of approximately 1.5 cents per pound. The importance of factoring mining dilution into the estimation of ore reserves in an open pit mine is discussed. An example that relates the issue of mining dilution to the size of the smallest volumes that can be mined selectively is given. The relationship between the size of the selective mining units (SMUs) and the variance of their average grade is presented. The concept of variance reduction and its use in factoring mining dilution into geostatistical ore reserve estimation is described. An approach to estimate a variance reduction factor by way of conditional simulation is introduced.

A major concern for operators of leaching/SX-EW plants is a phenomenon known as gunk or crud. The build up of gunk is typically the result of fine particulates which are transported via the leach operation to the solvent extraction plant. The particulates develop into a solid layer that concentrates at the aqueous/organic interface. This can cause phase separation problems which can result in entrainment and other deleterious operating conditions. Most operations physically remove the gunk from the SX settlers and process it via a centrifuge or coalescer to remove valuable organic. While both methods have served for many years, Magma is currently evaluating the use of a chemical surfactant which induces a definitive separation of particulates from organic.

When a fire breaks out in a mine access road, the hot smoke, due to heat transfer with the surrounding strata, progressively cools as it moves forward. Depending upon the resulting temperature distribution, the density of the fluid changes. This change will bring about: Firstly, a variation in the resistance of the roads, a static factor which will affect ventilation flow rates; Secondly, the appearance of extensive aerodynamic driving loads in the vertical and angled roads, a dynamic factor which can have an extensive impact on ventilation. Because of the appearance of combustion and distillation products, the vaporization of water, which wets the timbering and strata, and the expansion of gases, fluid rates can at times be increased tenfold in the area of the fire. These disturbances may cause explosions and ventilation inversions, which fill other working areas with smoke toxic to workers, and which can come up upon rescue teams from behind. Due to the progressive heating of the surrounding rocks, which will slow down heat transfer, these dangerous conditions change over time. At the Lorraine Basin Coal Mines, programs have been set up and employed for the computer simulation of these phenomena over time. They serve to anticipate or to understand such phenomena, the input data being the characteristic parameters of the mine ventilation network, the operating curve of the main fans, and measurements or estimates of some temperatures. Two programs, employed together, have been developed for these studies: One program, called RESO, calculates the distribution of flow rates and pressures throughout the entire network; The other, called FEUMIN, determines smoke temperatures over their entire path.

For conventional applications, there is limited demand for rare earth elements as well as yttrium and scandium. But the emergence of new high technology applications such as supermagnets, lasers, and superconductors should result in significant demand for some of these elements. This article examines the anticipated applications and demands for rare earth elements over the next decade. It also looks at the implications on the use of available resources. In the context of a growing demand, process methods are reviewed for the recovery of rare earth elements from conventional and unconventional resources. And the article also discusses the challenges facing the mining industry in meeting this opportunity. Reserves and reserve base The rare earths (RE) are a homogeneous group of metallic elements occupying the area from lanthanum to lutetium in group IIIB of the periodic table. Yttrium and scandium are also included with the rare earths because of their chemical similarities and common existence in nature. These 17 elements and their atomic numbers are shown in Table 1. The rare earths are widely distributed in low concentrations throughout the earth's crust (Hedrick, 1985). They occur in many rock formations including basalts, granites, shales, and silicate rocks at concentrations of 10 - 300 ug/g. They also occur in more than 160 discrete minerals. Most of these are rare, but may contain as much as 60% rare earth oxides (REO). More than 95% of the REO occurs in three minerals: monazite and bastnasite for the light rare earths and xenotime for yttrium and the heavy rare earths. Apatite and multiple-oxide minerals, such as euxenite and loparite, are also commercial sources of the lanthanides and yt-trium. Rare earths do not occur in nature in the elemental state. And, except for scandium, they do not occur in minerals as individual compounds. Bastnasite and monazite are the two major minerals used commercially to supply most of the rare earths (Hedrick, 1985). Bastnasite is a key raw material source for the cerium subgroup elements. The largest known bastnasite deposit occurs with iron ore minerals in China. The second largest deposit is situated in California. Typical rock analyses of the fluorocarbonate mineral bastnasite deposit in California show about 15% bastnasite. The REO content of that is about 50%. She was young, beautiful, intelligent, virgin. Her name was Barbara and she captured the attention of many men, especially those in dangerous occupations. Her rich and doting father was hopeful of making an advantageous marriage for his daughter. Instead, she defied him, became a Christian, and refused to marry. Traumatized, he killed her and was himself struck dead by lightning. That is not the plot of a new soap opera. It is the melodramatic story of a Turkish teenager who was martyred in the third century but lives still as patron saint of mining. The story begins with a 20th century fact. Santa Barbara is a figment of imagination - perhaps based on an early oriental folk heroine, embroidered by a seventh century storyteller, and reworked by a ninth century Greek martyrologist. The authoritative Lives of the Saints reports: "There is ... Considerable doubt about the existence of a virgin martyr called Barbara and it is quite certain that her legend is spurious. There is no mention of her in the earlier martyrologies, her legend is not older than the seventh century, and her cult did not spread until the ninth." The Catholic Dictionary adds that the Barbara story is probably "a pious legend." Widely revered Santa Barbara was one of the most widely venerated saints of the Middle Ages. She became the patron, not only to miners, but also to artillerymen, engineers, architects, builders, stonemasons, gravediggers, and sailors. Mines, mountains, churches, and places bear her name. Barbara's feast day, Dec. 4, appears on the most ancient holy day calendars. And a Barbara festival is still celebrated throughout central Europe, in Spain, and in mining areas of Latin America on that date. The Pacific coast channel, the city, and the mission of California are named for Santa Barbara. An expedition, sailing that coast under Viscaino in 1602, was saved from shipwreck on Dec. 4 after the sailors prayed for Barbara's intervention. Franciscans gave her name to the modern Franciscan Province of Santa Barbara, which embraces six western states and the Philippine Islands. Barbara is intimately entwined with mining. Coal froth flotation cells typically receive little attention in coal preparation plants. They process only a small portion of the total coal feed (perhaps 5-1 0% of the total plant feed in the United States), they are viewed as a way to take the load off the refuse thickener, and their operation is not well-understood by cleaning plant operators. Operating parameters are set based on the equipment supplier information, and reagent dosages are set at the recommendation of the latest chemical vendor. The cells then operate day in and day out, recovering coal and producing a product that may not meet ash or sulfur specifications or that may be the wrong percent solids for downstream dewatering operations. If improvements can be made to this circuit, then the whole plant will benefit. Paying attention to rate and residence time and the wealth of data from the literature or from a series of targeted laboratory tests can give operators the key to improving the performance of froth flotation cells AND overall plant performance. This paper provides an overview of froth flotation rate and residence time data and gives practical suggestions for specifying and using laboratory tests to improve froth flotation performance. Suggestions for improving froth cell performance are also given based on available literature data.

This paper focuses on the use of a numerical tool known as the discrete element method (DEM) to study the motion of ball charge in ball mills. DEM is employed to simulate the motion of individual balls. While doing so, the effect of liner design on the grinding performance of the mill is studied. Two important, factors, such as the configuration of the liner and the geometry of the lifting surfaces, are correlated with the overall mill performance. An attempt is made to show the effectiveness of the lifter bars in transmitting power from the mill shell to the interior of the mill, with particular emphasis on large diameter mills.

The US Bureau of Mines performed a study to determine optimal locations for longwall face methane monitoring equipment. Longwall face ignitions continue to be a concern to the US coal mining industry. Gains in ignition control technology have been somewhat negated by advances in longwall productivity. More reliable, heavy duty longwall face systems generate higher production rates and increase methane liberation rates. These rates will likely continue to rise as further coal production increases occur. Efforts will continue in the areas of methane drainage, methane containment and methane dilution. In addition, more effective face methane monitoring is needed. As technology continues toward automated longwall panels, the importance of monitoring for methane at the shearer becomes even more significant. Since the primary face ignition source is the shearer mining machine, the Bureau ran tests to determine the best location to take methane readings on the shearer. This information, in conjunction with data obtained from field studies, provides a knowledge base for selecting optimum face methane monitoring locations.

This paper examines methods for limiting occupational silica exposures for roof-bolting personnel in underground coal mining. A canopy air curtain and an air tube were evaluated as means to provide filtered air over the breathing zone of these personnel. Laboratory testing showed that dust reductions beneath the air curtain and air tube approached 60% and 40%, respectively, with low interference air velocities. The data also showed that dust reductions were highest for positions closest to the device and that these levels decreased with distance. This paper also evaluates a metal rake, a flexible insert and a rigid insert for cleaning the roof-bolter dust collector box. Less dust was produced when using the rigid insert. Surprisingly, the flexible insert was sometimes no better than scraping or raking the dust onto the mine floor. However, little dust got on the workers coveralls when using either of the inserts.

The benefits derived from the use of main fan evasees or diffusers are well known. If a well designed evasee is fitted to a fan either more air will flow through it or the same air flow rate will be discharged at a lower fan speed. This latter possibility will reduce the air power requirement of the mine, the fan input power and the overall energy costs. Despite these apparent advantages, many reports have been received from the industry of poor evasee performance. After examination, it appears that these problems are often caused by installation difficulties or inaccurate design procedures. The performance of an evasee is affected by several independent factors. Some of these factors describe the evasee geometry whilst others are concerned with the behaviour of the air as it passes through the evasee. This paper shows that the divergence angle is by no means the only ;important parameter which affects evasee performance and that the size of the inlet boundary layer has a significant influence. The performance of evasees of differing geometric shape are compared and the criterion to be used for optimum performance is discussed. It is shown that the commonly used evasee efficiency is a poor indicator of good performance. Recent work by the author and others is evaluated and a simple design. guide discussed. For more sophisticated work, details of a. computer program are provided. Finally, a brief resume of the performance of truncated diffusers is given. Since compressibility effects can be ignored for most mining applications, incompressible flow has been assumed for most of this paper.

The heavy oil reservoirs of Alberta and Saskatchewan include sequences of unconeolidated silts and fine sands which respond in an unusual manner when subjected to the high temperature and pore-fluid-pressure associated with steam injection and other thermal enhanced recovery techniques. Apparent transient connections are suddenly established between producers and injectore and there is an associated enhancement in oil (and sand) production. These phenomena have been attributed to local fluidization and piping processes which are known to occur in situations where high pore-fluid-pressures prevent the mobilization of intergranular friction. These breakdown processes may be associated with the penetration of tongues of the heated reservoir fluids with suspended sand into the creep sensitive intact reservoir since the viscosity ratios are sufficiently high for viscous fingering instability of the fluid-fluid interface. A program of laboratory tests has been carried out to measure the strength characteristic of saturated oil sands at a variety of temperatures and fluid pressures. These tests suggest, that in common with the coarser Athabasca sands, the Waseca sands have very little cohesive strength and show the characteristic dilational failure response of dense sands. Some special tests, devised to determine the relative ease with which samples can be fluidized, confirm the expected susceptibility of the fine- sand silts. Both piping and fluidization can be readily induced at in-situ reservoir temperatures and pressures. Analysis of stresses around wellbores suggests that fluid-pressure gradients may be sufficient to initiate piping and that backward erosion along streamlines may link producers and injectors. Such pipes may act as well “adits” gathering oil from the heated reservoir and contributing to enhanced production rates. Mechanical breakdown of the reservoir by drilling, injection and production processes provides a consistent possible explanation for the sand-cut response of production wells.

The scrutiny given to model predictions of pit-lake water quality has focused attention on the uncertainty associated with long-term predictions. Although comparison of probabilistic predictive modeling of water quality in existing pit lakes suggest that short-term predictions can bracket most parameters, un¬certainties in wall-rock reactions and the stability of groundwater composition and climate remain unquantified This overview of the uncertainties associated with longer-term predictions is presented as support for those considering policy decisions that must be made in the absence of reliable estimates of future conditions.

Respirable coal mine dust (RCMD) is one of the biggest occupational health hazards for underground coal miners. Coal extraction is a main source of RCMD. To prevent challenges related to RCMD from developing, it is vitally important to limit airborne RCMD and stay within the regulatory limitations for mine operators. The flooded-bed dust scrubber (FBS), mounted on a continuous miner, is one of the most widely used dust mitigation technologies in room-and-pillar mining, but it is limited by technical challenges, the most notably being the potential to clog. In this study, the impact of mesh design and surface modification on system efficiency is examined using different vibrating, liquid-coated, stainlesssteel mesh panels in a laboratory-scale FBS.

Bituminous sands of the Lower Cretaceous McMurray Formation in northern Alberta constitute the ore for the surface mining operation at Syncrude Canada Ltd. These sediments represent a complex succession of fluvial, estuarine and marine depositional environments. Grade prediction is realized through a combination of geological interpretation, computer modeling, and reference to past mining experience. Accurate forecasts of feed grade permit reliable predictions of volumes for removal to meet budgeted synthetic crude oil production. This planning facilitates efficient allocation of mining equipment and resources. The feed grade to the Extraction Plant is monitored at various points along the delivery system.

HISTORICAL PERSPECTIVE Environmental protection is not a newcomer to the minerals industry, there having been numerous examples dating from decades ago. Sometimes the awareness of a need for preservation or restoration derived from the ethics and principles of the engineers and management responsible for development and operation of a property. On the other hand, pressures to clean up industrial messes frequently were applied by special interests such as farming and ranching, recreational and conservational groups, and local governing bodies. Mineral industry environmental controls in this century have therefore been a patchwork of good intentions and bad, clean operations and dirty ones. The Hoboken siphon converter for converting copper matte while effectively capturing sulfur dioxide at a relatively high concentration was developed in Olen, Belgium in 1928, a full sixty years ago. The alternative was closure of the Hoboken smelter by Belgian government health officials who had become intolerant of sulfur dioxide emissions which were causing serious respiratory ailments in the river valley in which Olen is situated. As early as 1958, the Anaconda Company had a full-time botanist on its metallurgical research staff with the responsibility of learning how to vegetate the extensive tailings deposits at Anaconda, Montana. By that time, considerable progress had already been made in restoration of Silver Bow Creek, which at one time was “dead” for as far as 40 miles down- stream from the point of entry of acid mine drainage in Butte.
