Introduction On June 20, 1986, the Occupational Safety and Health Administration (OSHA) published revised asbestos exposure standards for general industry and construction. The standards reflect OSHA's attempt to adequately control workplace exposures to minerals it considers carcinogenic - minerals capable of causing or contributing to cancer. These standards specifically identify asbestos as: chrysotile, an asbestiform serpentine mineral; and the amphibole minerals amosite, crocidolite, tremolite asbestos, actinolite asbestos, and anthophyllite asbestos. Each of these has a more common nonasbestos mineral analog that exists in nature in a crystalline, blocky shape rather than the hair-like or fibrous shape of asbestos. The mineralogical names for three of these nonasbestos minerals are unique: antigorite for chrysotile, cummingtonite-grunerite for amosite, and riebeckite for crocidolite. The other three nonasbestos analogs do not have unique mineralogical names. They are simply designated as actinolite, tremolite, and anthophyllite without the word asbestos following their names. The 1986 OSHA standards not only cover exposure to the six asbestos minerals, they also cover specifically the nonasbestos forms of actinolite, tremolite, and anthophyllite (AT&A). The new standards regulate these minerals exactly like asbestos (OSHA, 1986). The construction aggregate industry views this as a major problem because these nonasbestos minerals are common amphibole rock-forming minerals in the earth's crust. They exist in small quantities over large areas of the United States (Kuryvial et al., 1974). These minerals, unlike asbestos, are not mined for a specific commercial purpose. They are unavoidable components in much of the aggregate used for construction throughout the US. They are also common in the gangue material of metallic ores. There are areas of the US where amphibole-bearing bed¬rock is common. Not every rock mass in these areas contain amphiboles, however. It does mean, though, that amphiboles are physically compatible with many of the rocks in those areas. And given the correct geochemical conditions, they will be present primarily in the nonasbestiform variety. In addition, these amphiboles will probably exist in the natural drainage system, sand and gravel deposits, stream sediments, lake shores, valley basins, or ordinary beach sand within these areas. There has been little quantification of nonasbestiform AT&A in dusts and soils in the US. This is not surprising since these nonasbestiform minerals are not commercially valuable. However, an example of the pervasive nature of these minerals can be found in a 1981 Geological Society of America publication where about 0.7% tremolite-actinolite was found in the desert dust in and around Tempe, AZ (Pewe, 1981). Since OSHA standards treat these common nonasbestos minerals as carcinogens in the same way as asbestos, large natural areas in the US are implicitly being labeled as hazardous by OSHA. When a substance is identified as a carcinogen, another OSHA standard comes into play, the Hazard Communication standard. There are also right-to-know laws in 9 states that essentially duplicate this federal standard. These standards require that a product containing 0.1% or more of an OSHA-designated carcinogen be labeled as such (OSHA, 1983). This means that much of the stone and sand gravel products occurring naturally and mined in the US could be labeled a carcinogen when, in fact, they are not. The National Stone Association (NSA) and the domestic construction and mining industries believe that OSHA has seriously erred. The NSA has studied the health, mineralogical, technical, economic, and legal basis for OSHA's action. These studies concluded that there is no justification for the agency regulating nonasbestos minerals as if they were asbestos. Health issues The preamble to OSHA's 1986 asbestos standard states that evidence for asbestos-like health effects from exposure to nonasbestiform varieties of AT&A is inconclusive (OSHA, 1986). The fact is, not only are the data inconclusive, they are nonexistent. During 1986-1987, NSA's occupational health and epidemiology consultant, Environmental Health Associates (EHA), reviewed all available health studies related to AT&A. EHA found evidence that malignancies in both experimental animals and humans are associated with the asbestos forms of these minerals. No experimental or epidemiological evidence was found that indicated such pathogenic effects occur from exposure to nonasbestiform varieties of these minerals. There are relatively few scientific studies of the health effects of exposure to nonasbestiform varieties of AT&A. A number of small but rich copper sulfide (chalcocite) ore deposits are located on Michigan's Keweenaw Peninsula. These deposits are considered too small to warrant the capital investment required for conventional mining. However, they are being considered for in-situ solution mining as a way to revitalize the area's once prosperous copper extraction industry. Geology, mineralogy and geohydrology of the deposits have been investigated to determine their suitability for leaching; Three conclusions were drawn from the work. First, the sulfide mineralization is found primarily in fractures (65%) and, therefore, is accessible to injected leach solutions. Second, the ores are shallow, occurring from surface exposure to about 200 meters depth; injection and recovery wells would not have to be excessively deep. Third, the rock was found to have low permeability, in the neighborhood of thirty millidarcys or less. However, preliminary hydraulic fracturing experiments indicate that this will be an effective method for permeability enhancement. In one experiment a permeability increase of 100 times was achieved using a very low injection pressure at shallow depth. Additionally, fracture aperture spacings measured from drill core were correlated with fair success to field permeabilities.

Retech's Plasma Arc Centrifugal Treatment (PACT) system is a thermal technology that uses heat generated by a plasma torch to treat hazardous waste containing metals and/or organics. Metal bearing solids and soil are melted by the process, and organic contaminants are thermally destroyed. The molten material forms a hard, glass-like leach resistant mass after cooling in a mold. This paper discusses plasma processing in general and presents some results of treating mineral processing wastes using the plasma arc centrifugal treatment process.

A commercial high pressure roller press (KHD 90125) was installed at the Coleraine Minerals Research Laboratory for testing in October, 1994. Pilot plant evaluation of the high pressure roller press has shown that it can be used as an alternative to the rod mill for the comminution of taconite. A series of pilot plant tests were run to compare roller press products to rod mill products in a simulated taconite flowsheet using magnet separation and closed circuit ball milling. Further investigation of a hybrid grinding system, roller press crushing followed by ball mill grinding, indicate that the combination may represent the most energy efficient system for taconite processing.

The Henderson Mine is a large underground panel cave molybdenum mine located near Empire, Colorado. Diesel equipment is employed for all development work, as well as production ore handling. Due to fluctuating demand for molybdenum, production rates have varied from 16,000 to 32,000 metric tons per day (18,000 to 36,000 short tons per day) over the last four years. In order to obtain the maximum air flow for minimum power cost the Henderson mine has completed the following modifications to the ventilation system: removal of large intake fans, elimination of underground booster fans, shutdown of tunnel exhaust fans, completion of the number 5 exhaust ventilation shaft, and use of partially debladed main exhaust fans. These changes have reduced the annual cost of mine ventilation at the Henderson Mine by over 80 per cent, a very critical cost savings in today's competitive molybdenum marketplace.

The use of radio frequency identification (RFID) technology to solve informational needs in isolated and restricted underground mining environments are reviewed, and the specifications of some of the past and currently available systems are presented. The advantages and disadvantages of using various frequencies, system configurations and specific components, including their construction standards and capability, are also discussed. The remaining challenges to the more widespread use of RFID systems for personnel and vehicle tracking are identified, and recommendations concerning the operating environment capabilities are detailed. Finally, the ultimate requirements for maintaining system integrity during and following a coal mine emergency are discussed.

Computer technology in the mining activities of our company has been applied in the last decade. In this presentation the experience gained by applying this computer technology in mining spescific applications are reported. Attention is given to the problems phased out and to the methodology used for software selection, centralized and decentralized development, data processing personnel and end users training and support. The paper concludes with a report of the first results obtained and a look at the future developments of the system.

The Mine Safety and Health Administration, in cooperation with IMC Global Operations, Inc., conducted a joint study to determine the effectiveness of the technology currently in use at the mine to control diesel particulate exposures. IMC Global operates an underground potash mine using diesel-powered equipment to extract minerals. IMC uses a variety of technologies to control worker exposures to diesel particulate. These technologies include: ventilation, low sulfur fuel, oxidation catalytic converters (OCC), maintenance and work practices. The study was conducted over a two-week period, two shifts per day. During the first week (six shifts), baseline data on exposures and diesel particulate emissions were obtained. New OCC's were installed over the weekend on all equipment on the test section. During the second week (six shifts), data were collected to assess the effectiveness of the new OCC devices. In addition to exposure and diesel particulate emissions data, mine ventilation, engine exhaust temperatures and mine operational data were obtained. The primary means of determining diesel particulate concentrations was the respirable combustible dust (RCD) method. Gas concentrations carbon monoxide (CO), carbon dioxide (CO,), and nitrogen dioxide (NO,) were measured using passive dosimeter badges and gas bottles. Results of measurements of diesel particulate, gases, and air- flows were analyzed to determine the effectiveness of airflow and oxidation catalytic converters for controlling diesel particulate exposures. The use of oxidation catalytic converters resulted in reductions of both workers' exposures and diesel emissions.

A column reactor was applied for leaching with simultaneous flotation a complex sulfide ore in ferric sulfate-solution under oxygen pressure. Elemental sulfur and the flotable, nonreacted sulfides were collected in the froth and separated from the insoluble, nonflotable gangue minerals and solid particles formed during pressure leaching. The two-stage laboratory unit, built from Corning-glass elements is described. Results of the continuous leaching/flotation experiments conducted under 20-40 psig of oxygen pressure are presented, as are supplementary batch leaching experiments with iron precipitation under 150 psig oxygen pressure. High zinc extraction to solution and near total accumulation of lead sulfate in the nonflotable fraction are easily attainable. Relatively poor flotation of pyrite is probably caused by the partial oxidation of its sulfidic sulfur to sulfate.

The is the 13th year for this column and the 12th in which the royalty data have been tabulated. There still exist some holes in the list of royalties that readers hopefully will fill. The most common mineral commodity is construction aggregates - either sand and gravel or crushed stone. In spite of their pervasive use nationwide, there are states from which the author has no information about royalties for either of these commodities. The reader can help - share information about these missing states and next year there will be fewer states without information. Severn Brown again sends helpful information from the Prospectors and Developers Association of Canada (PDAC). The PDAC Digest contained an article that distinguished between ‘net smelter return royalty' and ‘net profits royalty’ (Haase). The article also lists clauses and details that Brown suggests should be included in a net profits royalty contract.

Precast concrete segmental tunnel linings have been used since at least 1903. More serious attention was devoted to them in England during the World War II steel shortage and they have become increasingly common since that time. They are now coming into common use in the United States, especially as primary linings for soft ground tunnels and for rock tunnels in poor ground, although they have also been used as final lining, especially in rock tunnels. The developmental logic, design considerations, and current practices are examined. Particular attention is given to unbolted linings, with and without secondary linings. Probable future developments are considered.

The Environmental Protection Agency ("EPA") has been attempting to develop a federal regulatory program for mine waste under Subtitle D of the Resource Conservation and Recovery Act since 1986. Recent regulatory and legislative events are now bringing this goal closer to reality. INTRODUCTION One of the main problems in tunneling without the use of explosives lies in the development of tools which, at an economically acceptable level, are capable of continuous breakage of the rock, resulting in a fragmentation suitable for a smooth, uninterrupted transportation of the muck away from the tunnel face. Tools employed on tunneling machines have, so far, always been of the mechanical kind which break up the rock by a crushing and shearing action. Other methods of rock breaking are possible but, even if some of them have reached the laboratory testing stage, nearly all of them are still too "exotic" to be of any practical use in the immediate future. One must admit, however, that some highly interesting results are beginning to be reported from the USA on the use of high pressure water jets for the destruction of rock through erosion, a field pioneered in Europe(USSR and Great Britain). Mechanical breakage of the rock is effected by inducing stresses exceeding its compressive/shear strength, by loading it with a wedge of cone shaped tool, until cracks are formed and chips loosened. In order to allow the tools to act upon the rock face continuously, they are commonly shaped as rotating bodies, "roller bits" or "disc cutters", spinning freely and mounted on a revolving boring head of tunnel diameter. The thrust of the tools against the face is generally exerted in a direction which is parallel to the tunnel axis.

"INTRODUCTION As underground mining continues to operate at deeper depths and in more complex geologic and geometric conditions, there has been an increased demand for higher design standards in ground control safety and stability within the mining industry. Over the past 20 years, NIOSH has developed, validated, and distributed a number of free software packages (ALPS, ARMPS, AMSS, ARBS, etc.) for the safe design of underground coal mines with respect to ground control. While these programs were initially developed on a, “stand alone model,” where all program data resides on an individual or workgroup computer, modern day web applications have begun to migrate toward a, “multiple-tier model,” allowing multiple users to access an application through an Internet connection. webGroundControl provides users with access to NIOSH ground control design software (ARBS, ALPS, and ARMPS) utilizing a web-based three-tier architecture allowing users to easily access ground control designs, perform on-demand calculations, and provide online collaboration between operational personnel and engineers through a web server. Given advancements in cloud computing as well as the expansion of Internet connectivity on the surface and underground, webGroundControl users will be able to access the applications anywhere (where permissible) at any time. As web-based computing technologies continue to advance and cloud computing gains popularity and momentum, there is an industry need to develop Internet based applications for mine and ground control design (Barczak et al., 2016). The purpose of this paper is to introduce and familiarize those in the mining industry with the basic framework and, more specifically, the user-interface of the webGroundControl application. It is expected that the mining industry will rapidly embrace this new product and webGroundControl will be a new paradigm for mining engineering computer applications. APPLICATION ARCHITECTURE With the advent of cloud computing, web-based applications have become more popular with their adoption of multiple-tier, or n-tier, architecture containing independently operating tiers. The three-tier application architecture utilized in webGroundControl (as outlined in Agioutantis and Newman, 2016) contains a Presentation Tier (Web Server), Logic Tier (Logic/Application Server), and Data Tier (Data Server) as shown in Figure 1. While tiers have the ability to be deployed across and operating on multiple servers, webGroundControl is currently being deployed on a single server located on a university desktop computer. The separation of the application into a series of tiers greatly increases the maintainability and scalability allowing for the adoption of new technologies that can be applied to a single tier without redesigning the software package. The Presentation Tier maintains the user interface translating client requests (through a web server) and displaying results (through a web browser). The Presentation Tier allows for on-demand access from multiple users and compatibility with a variety of personal computers, Smartphones, tablets, etc. on different operating systems. The Presentation Tier has been developed with respect to the HTML and JavaScript languages. Through the utilization of CSS, a coding language which describes the style of an HTML document, the webGroundControl display is able to spontaneously adapt to any browser and any screen. The development of the Presentation Tier will be discussed in more detail in subsequent sections of this paper."

INTRODUCTION Controlled blasting is used at some time during most civil engineering projects where there is rock excavation. Controlled blasting is often necessary because the blasting must take place in the near proximity of adjacent structures. In other instances, the blasting is controlled because a smooth perimeter is desired to minimize rock support and overbreak. The construction of tunnels and shafts for subways, rock excavations for foundations and the excavation of road cuts for interstate highways, sometimes require blasting operations which must be conducted in an urban environment. Unfortunately, blasting operations produce unwanted sounds and vibration along with their beneficial effects. Thus, in the writing of specifications for blasting in an urban environment, potential damage to adjacent structures by ground vibrations must be considered, possible damage to windows from airblasts must be considered, potential damage from fly rock must be considered, and the discomfort to people from ground vibrations, airblast, and noise must be taken into account. The contractor or the owner's engineer is faced with determining the maximum weight of explosives which may be detonated without damage to structures on adjacent property. If the weight of explosive is overestimated, the resulting damage to adjacent structures may result in costly losses. But, if the engineer or contractor is too conservative, and the weight of explosive becomes too restrictive, progress of the project may be curtailed and the cost of excavation will increase accordingly. "TBMs have been used in mining in decades past, but their use has been limited and sporadic, due to both perceived and actual application difficulties. With new technology and mounting success stories, this is changing. For both coal and metals mining, deep ore bodies require long access tunnels, and an efficient and economical method of reaching those deposits. Today, mining engineers are considering TBMs as part of the overall mine development plan. Planned TBM mine drifts are not only longer, but have more complicated trajectories. Mine development TBMs will have to cope with varying geology, potential for high water inflows, steep gradients, and high temperatures. TBM systems are being planned to cope with such difficulties. TBM systems will be considered and increasingly deployed for mine development, even if commodity prices remain low. TBMs can satisfy the need for increased productivity, better life of mine infrastructure, and safety. Effective conveyor systems are essential to support TBM operation in many mining applications. Many mine development tunnels are slopes, driven down at the steepest practical gradient to reach the deep ore body. Conveyors are often the only safe and effective way to haul the TBM muck form such tunnels. This paper will review the historical use of TBMs in mining, and will discuss the 2015 status of TBMs and conveyor systems in mining, and the special requirements and adaptable features needed in order to make efficient TBMs a reality in mines worldwide.HISTORICAL USE OF TBMS IN MINING APPLICATIONS The first successful hard rock TBM was invented in 1954. The Golden Sunlight Underground Mine located near Whitehall, Montana was portalled from the bottom of the existing Golden Sunlight Pit in July 2002. Gold was mined by sublevel stoping in the larger ore zones and longhole back stoping in the narrower ore zones. The stopes varied from 30 feet to 100 feet in width, extended up to 200 feet in height, and were completely unsupported. Underground production averaged 1,500 tons per day with a staff of35 people. The mine operated with a break-even cut-off grade of0.080 ounces per ton.

Failure to achieve the planned production rate at new mines and mine expansions has a major adverse impact on a project's economics. A study of 60 steeply dipping tabular deposit-type underground mines showed that 35% of the mines did not achieve their production goals. An empirical formula based on the geometry of the deposit and expressed as a rate factor is applicable to select a production rate for this type of deposit. The formula is: Annual production rate = Rate factor x Rate multiplier. The appropriate rate multiplier for each category of deposit thickness and the associated risk can be used to select an appropriate production rate.

Along with the inexpensive availability of computing hardware, a proliferation of powerful personal computers is being realized throughout the mining industry. People from every arena within the industry are designing, developing, and/or applying mining specific software, which is increasing at a rapid rate. In this section applications (or potential applications) that are being made in the analysis and design of mine systems are discussed, including the design of compressed air networks, the simulation of hoisting operations, analysis of longwall face maintenance, and a summary of computer and software applications for analysis and design of coal operations. In "Computer Aided Design of Mine Compressed Air Networks" the authors describe software, called CompAir, and the underlying theoretical and mathematical foundations of it that can be used to make accurate, cost-effective designs of compressed air systems for mines. It includes algorithms for network analysis and the optimization of pipe diameters. The techniques embodied in the software replace traditional rule-of-thumb approximations which have been used in the past and avoid the operating problems that often result from using average, steady-state parameter values, estimated for ideal operating conditions. CompAir, coded in Turbo Pascal for personal computer use, bases calculations on compressible fluid theory, which gives more accurate results than incompressible fluid theory whenever high flow rates or long line distances are involved. The net- work and pipe diameter analysis is formulated as a nonlinear programming problem. The solution technique requires a trial and error approach that iteratively applies the unconstrained optimal pipe diameter algorithm to successive solutions of the constrained network problem until the diameters become "fixed." The authors conclude by recommending the use of a mine-wide monitoring system to improve cost control and provide a better understanding of flow regimes in compressed air networks.

In this paper, a number of novel hypotheses that provide a fresh perspective on the characterization of strata movements associated with longwall mining are developed by analyzing subsidence measurements with an influence-function-based computer program. Using an inverse application of the traditional influence-function technique, easily obtained surface displacements are used to analyze some of the complicated, expensive, and difficult-to- measure movements of the intermediate roof strata in a longwall panel. The primary hypothesis developed by this analysis proposes the existence of an area of partial roof caving near the edge of a panel called the "edge effect." A secondary hypothesis, interrelated with the first, promotes the importance of the effect of gate-entry closure on the observed strata movements. Both the primary edge-effect hypothesis and the secondary hypothesis concerning gate-entry closure are justified and quantified in an extensive analysis of surface subsidence that uses supporting information from related theories, design criteria, and in situ measurements. Next, the edge effect and the gate closure hypotheses are extended further and used to provide an explanation of the complex subsidence interaction of adjacent longwall panels in what is termed a "redisturbed" effect. Finally, the importance of accurately understanding these longwall strata movements for proper subsidence prediction or gate design is stressed.
