In this paper, a correlation between selectivity of flocculant adsorption and separation efficiency is outlined, and a potential technique to achieve selective adsorption of flocculants is discussed.

For several years, Independence Mining Co. (IMC) has routinely used oxygen fluid-bed roasting to pre-oxidize refractory gold ores ahead of conventional carbon-in-leach (CIL) processing. Oxygen serves jointly as the fluidizing medium and the combustion gas. This technology has proven to be reliable, environmentally sound and cost-effective. IMC is a subsidiary of the Minorco group. The company operates the Jerritt Canyon (a joint venture with FMC Gold) and Big Springs gold mines in the Independence mountain range north of Elko, NV. Ore bodies in the range contain characteristic refractory ore. It requires pre-oxidation ahead of conventional CIL processing. This article describes the technology developed specifically to treat these difficult ores.

Upgrading molybdenite ore can be technically difficult and expensive if talc is a major impurity in the ore. The layered structure of molybdenite and talc decreases the surface specificity of floatation and suppression agents, thereby making molybdenite ore beneficiation inefficient if under some wet processing methods. However, oxidic talc surfaces may be distinct from the sulfidic or oxysulfidic molybdenite surfaces, such distinction related to electron work functions and/or densities of electron donors/acceptors sites. If such differences are present, the upgrading of finely sized molybdenite ore by dry triboelectrostatic methods may hold advantages over traditional wet methods. We report on the upgrading of molybdenite ore using a laboratory-scale, drytriboelectrostatic beneficiation system. This system employs pneumatic transport conditions to tribocharge, beneficiate and collect the fine molybdenite ore particles. Using this system, two Mo ores were beneficiated under dry conditions without the addition of water or surface modifiers and additives. Beneficiation performance was dependent on the particle size of the feed ore. The surface and particulate morphology and elemental concentrations in the parent feeds and the beneficiated products were examined by scanning electron microscopy (SEM) and optical microscopy. These data, in conjunction with a complete recovery analysis, define some potential advantages of dry, triboelectrostatic beneficiation processing and provide insight into factors controlling molybdenite ore upgrading.

Certain health and safety hazards occur entirely unexpectedly in some subterranean excavations. Although ground support is not the subject of this paper, ground failure can result in large and often uncontrolled flow of fluids into an excavation. Even when there is no ground failure, the disturbance of nature's equilibrium between rock or unconsolidated alluvium or rubble and the contained fluids poses severe problems to a well planned operation. Optimum conditions for safe operation cannot be the sole criterion for site selection. Some mineral deposits form in zones of structural weakness, others form where hydrothermal alteration substantially weakens the enclosing rock, and tabular deposits such as coal and evaporites inevitably undermine large areas. Excavation to acquire mineral values cannot be relocated. The same is often true for tunnels driven to connect distant points by the most direct route. Rivers and mountains cannot he avoided, and the cost of lengthening a tunnel--by even a fraction of a percent--must be strongly justified. No responsible engineer will knowingly select a dangerous route for excavation, but to what extent do engineers attempt to assess the health and safety hazards that may be reasonably expected? How, specifically, can methane explosions, water and sand flooding, dangerous dusts, toxic gases, thermal shock and radar poisoning be eliminated or minimized through systematic advance planning?

Research and development of tunneling technology is rapidly taking its rightful place as an important ingredient in the Nation's research and development strategy. The state of technology in tunneling is very important to the Federal Government. Through its support, both direct and indirect, of a wide range of public works, our government, using the taxpayer's money, is the biggest buyer of tunnels. So that this money is spent wisely and efficiently, it is important that potential developments in tunneling technology that promise lower cost tunnels be pursued, if the cost of reaching the goals is commensurate with the prospective benefits. For too many years, the Federal Government's activities in the tunneling technology field were fragmented. Recently, specific coordination efforts have been initiated. It may surprise some to realize that the total Federal expenditure on excavation technology research and development, which is largely devoted to underground excavation, is growing by leaps and bounds. In fiscal year 1971 alone, approximately $19 million were expended by Federal agencies. This current fiscal year (FY 1972) that amount will increase to $24 million. It would appear that next year we will exceed the 1972 expenditure by 52 percent to bring the total FY 1973 expenditure up to $36 million. The use of explosives in deep rock mining carries conventional blasting technology into a relatively new and unexplored realm. Although bill ions of pounds of explosives are used fairly routinely in mining, quarrying, and construction, almost all of these uses are surface blasting. Most of the in sib processes that are proposed for recovery of mineral or energy resources require the creation of high permeability to provide well defined flow paths in the resource bed. At present there is very little information on the fracturing produced by explosives deep in the earth, and the technology for using explosives in deep rock mining is just evolving. A qualitative understanding of the applicable mechanisms in deep rock fracture leads to some key parameters in the selection of explosives for deep rock mining. The selection and characterization process involves a careful analysis of the field environment and the establishment of tests to determine candidate explosives response to planned and accidental stimuli. The details of this selection and characterization process are given for a few candidate explosives. The use of explosives in deep rock mining must be considered as one of the possible tools for recovery of yet untrapped energy and mineral resources. A basic understanding of explosive deep rock fracture will allow optimum selection of explosive processes or other more appropriate methods for recovery of energy or minerals from a particular resource area. The results of some experimental studies are discussed.

Leonard and Newman (1989) describe concepts and plans of their forthcoming project designed to increase the bulk density of broken coal at various stages of its production and handling. This is an excellent idea and something that will certainly be useful to the coal mining industry worldwide. The authors seek to achieve bulk density increase by "reducing oreliminating, through chemical additives and engineering design, particle voidage and enhance particle consolidation trickling between the point of breakage (at the face) and loading (in the shuttle car) to increase coal bulk density and productivity." In the paper, they present some supporting results of bulk density versus moisture, with or without oil addition, from the steel industry research. Unfortunately, the paper contains many misconceptions and half-truths that detract from an otherwise excellent objective of the project of increasing bulk density by reducing particle voidage -"the bottom line evaluator." Correct.

This paper presents a stabilizing controller for flotation plants which uses a quasi-multivariable technique. The controller monitors all the levels in the plant, and by anticipating interactions between various parts of the plant, is able to stabilize the plant far more successfully than the normal plant control. Once stabilizing control has been achieved, optimization of the process becomes easier and more sustainable. An estimate of the improvement in metallurgical performance is made and a singular value analysis was conducted to verify that the multivariable algorithm will theoretically control better than a collection of individual PID loops. Metallurgical results are presented to show that the improvements are attainable in practice. Control by the Mintek algorithm was alternated with normal plant control, to show that the improvements are statistically significant.

Electronic systems introduced for haulage equipment in recent years probably exceed what mine management is prepared to use. Haulpak trucks alone are equipped with General Electric's Statex III drive system controls, Detroit Diesel's DDEC, Cummins' Centry engine management system and the Haulpak Management System (HMS). The future holds promising developments of even more sophisticated electronics that will lead to unmanned truck operation and control. Trolley-assist will finally come into its own due to the importance of environmental issues, as well as the high potential for increased productivity with dramatically lowerfuel consumption. All of these high technology systems do not mean much unless they add value to mining operations. Some of the benefits that can be expected from these systems are reviewed. In the near future, haul truck control and monitoring systems will be fully linked by telemetry to a mine's dispatch system, as well as to its maintenance management information system. The manufacturer and distributor can also be kept in the communications loop, so that they can better serve customer needs. Portable computers will allow technicians to talk to machine systems to quickly locate a problem, look up service information, check what parts are required and electronically order them.

The fundamentals of domain knowledge, knowledge base building, system structure, principle of inference mechanism, function of explanation mechanism, application analysis on Expert System of In-situ Leaching of Uranium (ESILU) are described, especially the Dempster/Shafer theory on inexact reasoning, which was used in ESILU, is detailed discussed. The application of in-situ leaching for abstraction of uranium and the analysis of parameters required for evaluation of uranium deposit. the procedure of evaluation of uranium dewsit for the purpose of in-situ leaching as well as the concept related were introduced. For building knowledge base, discussion is emphasized on production rule, which wasused in ESILU, on representation of rules and facts and application as well. From the system menu provided in the paper, the readers will, in a certain content, under- stand the functions of system structure and the way to set up. Several paragraphs are written concentrated on the procedure of backward reasoning and the principle of inference mechanisms combined with knowledge bases. Tracing interpretation and acquisition of knowledge with interactive method, which the system flexibility is considerably strengthened, are the main specific features of ESILU.

With the dissolution of the former USSR and a welcoming of foreign, minerals expertise by a host of developing countries, a "new," more international, world of minerals is open to the mining industry. However, even in the new frontier, the old laws of nature still apply. For those attendees of the 98th annual Northwest Mining convention, the adage "survival of the fittest" commanded particular attention. Miners, engineers, geologists and other unique species traveled to Spokane in December to learn of adaptations they can make to assure, or at least prolong, their place in the mineral industry's land of the living. You have heard the tales of the spotted owl and the desert tortoise, but add to this endangered list the North American mining industry. During a session on international investment criteria, D. Silver of Balfour Holdings (Littleton, CO) blamed excessive environmental regulation, 1872 Mining Law revision and the anti-mining-and-business attitude of our government for migrations from and extinctions within the domestic mining population. "We've been on a death curve for some time," Silver said, "with a lower birth rate and a higher death rate. In the last four years, we've lost 60% of the gold producers in North America, and we're down to 110 companies. The entire industry has lost about 400 companies and is now down to 2800." Unreasonable regulation founded on emotion rather than scientific fact has been the chief cause of death, according to many of the convention speakers. B.J. Kennedy, president and chief operating officer of FMC Gold (Reno, NV), emphasized, "We have accepted a regulatory environment - but we oppose being strangled to death by unreasonable regulations."

Introduction Inorganic depressants are chemicals added to the froth flotation process to maintain or produce hydrophylic surfaces on one or more minerals so they will remain in the pulp rather than attach to the air bubbles. Whether a depressant will be effective in depressing a given mineral depends on how it is used and the environment in which it is used. Some depressants must be added and conditioned into the pulp before the collector is added. Other depressants can be added in the presence of previously added collectors and effectively depress the desired minerals. Often the concentration of depressant relative to the collector concentration is critical to making an economic separation. It should be noted that some depressants will only work when specific collectors have been used. Some reagents such as sulfuric acid and hydrogen peroxide essentially act as depressants by altering the previously added collectors so that they are no longer effective. Some depressants such as sodium ferrocyanide are only effective in a very limited pH range and an essentially collector free environment. Major Depressants CaO Milk of Lime is by far the most used depressant both in tonnage and dollar value. Although it is most commonly listed as a pH modifier, it is also an important depressant for pyrite in copper and copper molybdenite flotation plants. Although a simple pH adjustment will often depress pyrite, there are times when grinding with fresh milk of lime is required to obtain optimum depression. Lime is also a molybdenite and gold depressant. NaSH Sodium hydrosulfide is by far the most commonly used reagent to depress copper and iron sulfide minerals in by-product molybdenite flotation plants. NaSH also depresses gold, silver sulfides and silver chloride. ZnSO4 Zinc sulfate is commonly used to depress sphalerite in lead-zinc and copper-lead- zinc flotation plants. It has also been used to effectively depress talc in by-product molybdenite circuits at a pH of 6.5.

Transporting goods from producers to consumers is a fundamental part of the US economy. The demand for transportation closely reflects the economic health and well-being of the nation's industrial, commercial, and agricultural sectors. The inland waterway barge industry has traditionally played a key role in transporting needed commodities to industries on an economical basis. Barges account for 10% of the domestic intercity tonnage carried by all transportation modes. Water carriers operating on inland waterways hauled more than 450 Mt (500 million st) of cargo in 1980-up from 428 Mt (472 million st) in 1970. Inland Waterway Shipments Metallic and nonmetallic minerals comprise one of the largest commodity groups moved on inland waterways. As illustrated in Table 1, metallic and nonmetallic mineral shipments accounted for more than 69 Mt (77 million st), or nearly 15% of all commodities shipped in 1980. Putting this tonnage in perspective, coal and petroleum represent the two largest commodities moved on inland waterways. In 1980, petroleum and petroleum products accounted for 138 Mt (152 million st), or 28% of all commodities shipped. Similarly, coal represented 120 Mt (132 million st), or 25% or all commodities shipped. Even though shipments of metallic and nonmetallic minerals are smaller than coal and petroleum, they still account for a sizeable portion transported. The inland barge industry moves a variety of metallic and nonmetallic minerals ranging from manganese ores to building cement. Minerals transported by barge include: • iron, copper, bauxite, and manganese ores for metal production; • lime and limestone for construction and electric utility scrubbers; • phosphate rock, natural fertilizers, and gypsum for agricultural needs; • sand, gravel and crushed rock, clay, asphalt, tar, and pitches, and building cement for construction purposes; and • a host of other minerals to meet industrial needs. A few mineral commodities are responsible for a large proportion of waterborne mineral shipments.

Status of ISO 14000 standards. The ISO 14000 are voluntary international standards providing a frame-work that allows a company to integrate an effective environmental-management system (EMS) into its operations. The purpose of an EMS is to provide a systematic procedure to identify the environmental aspects of a company's activities, evaluate any significant impacts and use the information to set objectives and targets toward continuous improvement of the company's environmental compliance and performance. In addition to the specifications for certification, ISO 14000 can be used as a guide to develop an effective environmental-management system or for self-declaration. The International Organization for Standardization (ISO) is a worldwide federation founded in 1947 to promote the development of international manufacturing, trade and communication standards. The organization is now represented in 118 countries, with the American National Standards Institute (ANSI) representing the United States. The principal goals of the ISO is "to promote the development of standardization and related ac¬tivities in the world with a view toward facilitating the international exchange of goods and services and to develop cooperation in the sphere of intellectual, scientific, technological and economic activity." ISO develops standards with input from government and industry. Because the standards are voluntary, there are no legal requirements to pressure countries to adopt them. However, many governments, industries and US agencies are adopting the ISO standards as a requirement for business trans¬actions, thereby, compelling suppliers to adopt ISO standards. These business and market forces, which are likely to be strategic business issues in the 21st century global marketplace, are imposing the need to develop a systematic approach to environmental management. The ISO 14000 series evolved from a United Nations Conference on the Human Environment in 1972. It includes a broad range of elements: the basic environmental management system, environmental auditing criteria for internal and external auditors, criteria for environmental performance evaluation (EPE), environmental labeling criteria and life-cycle assessment methodologies. The standards comprise two categories: organization evaluation standards and product oriented standards (Table 1). The ISO 14001 specifications contain the requirements for developing an environmental-management system that may be objectively audited for certification. The ISO 14004 standard provides guidance on interpreting the ISO 14000 specifications for the development and implementation of the EMS and for coordination with the management system of the company. On Sept. 1, 1996, the American National Standards Institute (ANSI) and the Registrar Accreditation Board (RAB) signed a formal agreement to create a new entity called the National Accreditation Program (NAP). To obtain certification, a company must fulfill the requirements outlined in ISO 14001. It is required that "a third party give written assurance that a company's EMS meets all the requirements of ISO 14001." Preparing for ISO 14000 can include subscribing to voluntary environmental initiatives; learning from ISO 9000 quality-management experiences; and utilizing information from recognized training courses, publications and numerous Internet resources. Once committed to an EMS, the management should provide sufficient resources to achieve continuous environmental-performance improvement, as outlined in an environmental policy. A thorny issue now being debated concerns the potential liabilities of documenting the environmental performance of a company. General impact of the ISO 14000 EMS standards. With increasing stakeholder awareness, costly end-of-pipe pollution-control approaches and the success of ISO 9000 quality-management standards, the ISO 14000 EMS standards are being adopted by companies and governments worldwide. The United States and Canada have well-established programs. In Europe, countries differ but are firmly committed toward environmental-management standards (BS 7750, EMAS and ISO 14000). The Department of Environmental Protec¬tion of the State of Pennsylvania is using ISO 14000 as a vehicle to develop a closer working relationship with industry, and it is anticipated that this policy will eventually lead to fewer environmental site inspections for those companies with ISO 14001 certification. Increased interest in the utilization of the underground environment for water conveyance tunnels, vehicular tunnels, room and pillar type storage chambers, and military installations has focused attention on the possible effects of seismic activity on the stability of these types of structures. Earthquake experience has generally been related to the seismic stability on the surface of the earth. To establish aseismic design criteria, we attempt to predict the seismic exposure of a given site, both in terms of the spectrum of motion to which the structure must react favorably, and the recurrence rate of that motion. Experience gained from studying the effects of the Plowshare underground nuclear tests on existing tunnels and mines, coupled with the experience of the behavior of tunnels and mines in earthquake regions, provides us with an insight to predict the possible effects of earthquakes on underground openings and to establish design criteria. The type of damage ranges from minor fracturing and movements along pre-existing joints or faults through deformation of openings to collapse. The methods used to establish the seismic design criteria for an underground opening require modification of surface criteria to account for the difference in both amplitude and spectra underground. An aseismic evaluation should be performed on all important projects in areas exposed to possible earthquake motion. To perform this evaluation, information is required pertaining to the geometry and properties of structure and ground. Dynamic as well as static properties are required. A prediction of performance can be derived by exposing a model of the site, expressed in terms of its properties and geometry, to a design earthquake.

A review of the geology and mineralogy of several of the better known hydrothermal platinum-group metal (PGM) deposits is undertaken. Along with new data from two recently discovered occurrences in Nevada, a number of common characteristics of these deposits are identified. Newly described PGM occurrences in Nevada are the abandoned Gibellini mine workings characterized by limestone-hosted hydrothermal Mn-V-Zn-Ni mineralization and the granite-hosted base-and precious-metal veins of the Gingerload claims.

This article, though not common feature material, should be of reader interest. Goth made this presentation as the keynote address at the 19th Annual Intermountain Minerals Conference in Vail, CO, in August. Introduction Working backward, what is an LDC? LDC stands for Less Developed Country. LDCs play a dynamic role in world supply and demand of basic materials. They occupy an equally important position in international marketing and finance. I will explain later some of my concerns with LDCs. First, I want to address an issue I think is of equal or even greater concern. Mining and High Technology Unfortunately, many people believe that America must make a decision now between being a smokestack-based economy or a high-technology-based economy. Some would have you believe that smokestack America is dead. Our only option is to turn to high technology, in a manner similar to countries such as Japan. Presumably, when we talk about high-technology industries we envision organizations that came into being within the last decade or so and incorporate microelectronics, biotechnology, and interconnected computers. The entire workforce is clad in lab coats and there are few employees in proportion to the work performed. High-technology industry is not labor-intensive work thanks to the efficient robots used. On the opposite side are smoke-stack industries, that we presume include the older, basic industries such as mining, agriculture, iron and steel manufacturing, ship-building, auto manufacturing, and nearly all forms of construction. These industries are judged to be labor intensive, requiring unsophisticated and untrained employees who succeed by the sweat of their brows rather than by advanced degrees in mathematics and physics. If these are indeed the presumptions about high technology versus smokestack industries, then I submit that those presumptions are a disaster. They are wrong and far from the truth. Smokestack industries, such as mining and the others mentioned, are indeed much older than some of the recently founded high-tech industries. But this does not mean that those smokestack industries are low-technology industries. On the contrary, American agricul¬ture is a very high-technology industry whose crop yields are the envy of the entire world. Mining uses virtually all of the advances available through modern technology. Far too many opinion leaders still envision mining as Humphrey Bogart and John Huston in the movie Treasure of the Sierra Madre. Yet there are many who hold the opinion that our basic industries are dead and that this country's future depends on specialized high-technology industries and services. That is tantamount to announcing we will continue to build space shuttle vehicles, but we no longer need launching pads and landing fields. The point is, we should not be wasting our time talking about "new" industries and "old" industries. We should devote our time and effort to industries that are effective and efficient in meeting our needs, in contrast to industries that are not effective and efficient in meeting our needs. Less Developed Countries That leads me to some of the problems I perceive with policies regarding the previously mentioned LDCs - Less Developed Countries. Far too many people do not realize that many of the smokestack industries being lauded in Less Developed Countries are being operated at a loss and to the detriment of worldwide industry. The portal is the primary access through which most if not all tunnel construction is carried out and it is the lifeline of the tunnel. Of these, 11 were in the industrialized world, 13 in the Third World. By 1985, the number had dramatically surged to a world-wide total of 145, with the greatest growth among the developing countries to 110, an increase of almost 1000%.

INTRODUCTION The Bureau of Reclamation is conducting a research program to investigate, develop, and test polymer-impregnated concrete tunnel support and lining systems for gravity flow, circular cross-section water conveyance tunnels. This system consists of segmented precast rings, backfilled with concrete. Polymer-impregnated concrete is conventional precast concrete which has been impregnated with a liquid monomer. The liquid monomer is subsequently converted to a polymer by thermal-catalytic or radiation methods. The polymer is a solid plastic which fills voids and microfractures within the concrete, resulting in greatly improved strength and modulus of elasticity and reduced permeability, which in turn increases the durability of the concrete. The immediate goals of the program are to develop techniques for the fabrication of precast concrete segments, test single segments to determine physical and mechanical properties, assemble the segments into a support and lining system, load and test the full-scale system, evaluate specific applications, and develop design criteria and construction procedures. NEED FOR THE TEST PROGRAM Modern rapid underground excavation technology emphasizes desirability of supporting and lining a tunnel closely behind the heading without reducing the excavation rate.
