In surface mining for coal, common practice for the disposal of preparation plant refuse is to bury it. As with surface refuse piles, these buried wastes can ignite and can also lead to ground and surface water pollution. Steps to ameliorate these problems have been devised over the years. C and K Coal Company, of Clarion, Pa., the largest Pennsylvania surface mining company, has incorporated all of these steps and added of few, of their own in their latest disposal practice. In addition to layering and compacting, C and K practices selective placement and dilution to minimize longterm problems.

Residual cyanide in cyanidation tailings can be detoxified by its oxidation to cyanate, as in the Inco and Degussa processes. However, cyanate, the product of detoxification and other oxidation processes, may be reduced to cyanide in reducing environments, e.g., deepwater discharge of cyanidation tailings. This study shows that the reduc-tion of cyanate to cyanide occurs and that the reduction rate increases with decreasing solution redox potential. Solutions with lower pH favor the reduction rate. No significant difference was observed between the results of tests prepared with distilled water and seawater, and the presence of cyanidation solid tailings does not show an effect on the reduction. Because cyanate can be reduced to toxic cyanide, causing environmental concerns, the deepwater discharges of cyanidation tailings must be handled carefully.

The requirements of the International Mineral Property Valuation Standards Template (IMVAL Template) (includes Petroleum), 4th edition of April 14, 2021, are based on six principles: 2.1.1 competence, 2.1.2 materiality, 2.1.3 transparency, 2.1.4 objectivity, 2.1.5 independence, and 2.1.6 reasonableness. The IMVAL Template describes “reasonableness” as, “The Valuer must ensure the Reasonableness of the Valuation. Any Valuation, assumptions applied, and any method relied upon should be reasonable within the context of the purpose of the Valuation and the Basis of Value. A method applied to the subject Mineral Property should be within the expected capability and consideration of an assumed likely buyer or lessee of the property.” The IMVAL Template’s Guidance 3.6 on Reasonableness states, “The test of Reasonableness is to consider what appropriately qualified and experienced Valuers, acting reasonably, would conclude in the circumstances. The Valuer must form an opinion that is reasonable in the circumstances, that is, what a Valuer believes is rational and plausible in the circumstances and would be viewed as such if considered by other appropriately qualified and experienced Valuers with the same information and at the same time.” Finally, the IMVAL Template’s Definition 4.26 states Reasonableness “[m]eans that other qualified and experienced Valuers with access to the same information for the same Valuation Date and Basis of Value would consider the Valuer's estimate of Value to be within a reasonable range.”

"The City of Atlanta’s Water Supply Program Tunnel project includes a 7,315-m (24,000-ft) long, 4-m (13-ft) diameter, hard rock tunnel. A complex aspect of the project involves connecting five, blind bore shafts to the tunnel in a location close to current drinking water reservoirs. During the supplemental geotechnical investigation following the initial contract award, results from additional borehole geophysics were reviewed. Unfavorably oriented fracture sets forced a change in the original pre-excavation grouting program designed for that site. Real-time grout monitoring and geophysical data were compared to provide assurance that the program, as designed, correlated with the in situ ground conditions. Following grouting, results were modeled, and all grouting data were reviewed to determine if grouting was complete.Project backgroundThe current water supply system operated by the city of Atlanta’s Department of Watershed Management (DWM) consists of four, aged, raw-water pipelines, one of which dates back to 1893. Based on previous assessments completed by the DWM, the entire water supply system is at, or will soon reach, its recommended useful life. As such, the city acquired the Bellwood Quarry in 2006 with the intention to create a water storage facility with a volume of approximately 9.1 billion L (2.4 billion gal) to serve approximately 1.2 million people.The project location is shown in Fig. 1, which is generally in the northwest part of downtown Atlanta, GA. The overall project has been divided into two phases. The Phase 1 project connects the quarry and the Hemphill Water Treatment Plant (HWTP), and the Phase 1 Extension project connects the HWTP to the Chattahoochee Water Treatment Plant (CWTP) and the Chattahoochee River. A 7,315- m (24,000-ft) tunnel with a finished diameter of 3 m (10 ft) connects all three elements. The HWTP location is also where the city’s two most proximate drinking water reservoirs are located."

Introduction The incentives for developing a distributed form of the comminution model include: • for describing the heterogeneous comminution behavior of multiphase mineral systems (i.e. realistic ore bodies, such as complex sulfide ores consisting of chalcopyrite, galena, sphalerite, pyrite and siliceous minerals) and •for generating, for various locked and free particles, in situ, microscopic, breakage behavior such as the mode of fracture (intergranular vs. transgranular), the relative rates of breakage and the breakage distribution. However, the computational difficulty and the effort made in estimating a large number of parameters (Andrews and Mika, 1975; Wiegel, 1976; Herbst et al., 1985, 1988) do not justify the utility of this approach. Also, obtaining the results experimentally is very tedious and time consuming if using this approach. Although recent work in this area (Choi, Adel and Yoon, 1987; Mehta, Adel and Yoon, 1989, 1990) showed good results for liberated particles, the quality of the estimation and prediction was poor for locked particles. Attributing this to the complex breakage behavior of locked particles, it was concluded that additional constraints, and possibly modification in the breakage distribution functional form for locked particles, were necessary. However, further mathematical analysis revealed that the method previously used was in error. The purpose of this technical note is to present the correct solution methodology used in solving the general model equations of a multicomponent mineral system containing multiple classes of locked particles. Previous work and connection The general form of the comprehensive, distributed-component comminution model has been described as (Herbst et al., 1985) [d (m (0) -[ I - B ] S_ m(t) = A m(t) (1)] where [A] is the fundamental matrix/state companion matrix, commonly referred to, in the comminution literature, as the "mill matrix." Note that for a distributed-component comminution model, this is a full, general, real matrix, unlike a lower triangular matrix for a simple grinding model or a lumped-binary grinding model with one locked-particle class (Herbst et al., 1985, 1988). Also note that all of the underlined letters refer to matrices. Herbst et al. addressed the difficulty in arriving at a closed form of the analytical solution of Eq. (1) via similarity transformation [IT J inv (T)]]. This difficulty occurs for several reasons: •[A], as a general real matrix, may have complex eigenvalues and complex eigenvectors. •More importantly, there is no guarantee that a set of eigenvectors of [A] will turn out to be independent. An attempt was made to solve this problem by implementing a decomposition method. With this technique, the mill matrix was decomposed into a sum of lower and upper triangular matrices [(i.e., A = L + U)]. Then the solution was obtained using similarity transformation (Mehta, Adel and Yoon, 1989, 1990). Researchers from the National Institute for Occupational Safety and Health’s Office of Mine Safety and Health Research conducted an assessment of the effects that ground control mesh might have on rock and float coal dust distribution in a coal mine. The increased use of mesh to control roof and rib spall introduces additional elevated surfaces on which rock or coal dust can collect. It is possible to increase the potential for dust explosion propagation if any float coal dust is not adequately inerted. In addition, the mesh may interfere with the collection of representative dust samples when using the pan-and-brush sampling method developed by the U.S. Bureau of Mines and used by the Mine Safety and Health Administration for band sampling. This study estimates the additional coal or rock dust that could accumulate on mesh and develops a means to collect representative dust samples from meshed entries.

The tempo of air pollution control regulations has increased dramatically in the past few years. Because coal mining operations are frequently located in remote areas away from urban developments, specific regulations applying to coal mines have received lower priority and are thus only now being promulgated and/or enforced. Therefore, many mine operators are not yet familiar with the regulations and the impact upon their method of operations. Few have been faced with an inspector on the property sighting them for specific violations. Several of the Mid-western states are just now requiring permit applications to be submitted.

Coal plays an important role in the energy needs of the World. Given its wide abundance and low cost, coal use is bound to increase with the growing energy demand. Despite its importance, there are growing concerns over coal?s environmental burdens, especially its contribution to greenhouse gas emissions. To ensure sustainable extraction and use of coal, opportunities for minimizing potential impacts from coal have to be identified and exploited. Whilst extensive work has been done on life cycle assessment of coal use, especially in electricity generation which uses the bulk of coal produced, there has been limited work focusing specifically on coal mining. This study aims to estimate the cradle-to-gate life cycle climate change impacts of coal from a surface coal mine in the United States. The study employs general principles of ISO standards for LCA.

Oregon Resources Corp. (ORC) has developed and permitted a new mining operation that incorporates a process design that will allow the unique paleo-beach placer deposits of southwestern Oregon to be extracted efficiently and economically, creating the only domestically mined source of a unique foundry grade chromite and specialty de-veining sand for precision casting. The operation will also provide an additional domestic source of garnet and zircon. Engineering design has been guided by the variable geology and mineralogy of the paleo-beach placer deposits as well as the need for a dry tailing scheme that resolves a lack of water resources at the placer locations and at the same time eliminates the need for slurry settling ponds, typical of paleo-beach placer operations in North America.

INTRODUCTION The Keystone Tunnel project consists of widening an existing 7.3 m-wide (24 ft) highway tunnel to a width of 13.7 m (45 ft) to provide a three-lane, two-directional highway tunnel. The 13.7 m-wide tunnel was excavated in a staged drill-and-blast sequence through foliated schist, and was supported using pattern rock reinforcement and shotcrete. Notable project features are: the low vertical cover over the tunnel is less than the span of the opening; the project is the second instance where the Federal Highway Administration (FHWA) has accepted rock reinforcement as a permanent support element; and the project is the first instance where the FHWA is accepting shotcrete as the final interior surface of the tunnel. This paper covers the design and construction phases of the project. PROJECT DESCRIPTION The South Dakota Department of Transportation (SDDOT) retained Woodward-Clyde Consultants (WCC) to evaluate the feasibility, prepare construction plans and specifications, and provide construction management services for the widening of the Keystone Tunnel. The tunnel is located in the Black Hills National Forest area of South Dakota near the southwest corner of the state. The Keystone Tunnel is on U.S. Highway 16A, about 0.8 km (1/2 mile) north of Keystone which is approximately 32 km (20 miles) south of Rapid City (Figure 1). Highway 16A serves as an important transportation link between Rapid City and the Mount Rushmore National Monument which is located about 2 miles west of Keystone. Flotation has long served as the foundation for sulfide mineral recovery. As ore grades decline, however, this traditional approach is being pushed to the limit. Nowhere is this more evident than in the challenge of recovering coarse, partially liberated particles — an area where conventional flotation systems typically underperform due to excessive turbulence. As a result, valuable coarse minerals are often lost to tailings. Fine grinding has become the default solution, although with the added burden of higher operating costs and more challenging tailings disposal. To address the challenge of coarse particle recovery, Eriez developed the HydroFloat, a technology that uses a novel fluidized-bed approach to extend the upper particle size range of flotation significantly. The HydroFloat can recover particles exceeding 0.5 mm in diameter with a sulfide surface expression as little as 2 percent. Coarse particle recovery allows for optimization of comminution circuits for coarse gangue rejection before fine grinding. A substantial increase in overall tailings particle size provides higher water recovery due to improved drainage and allows for consideration of a dry, stacked tailings option instead of a tailings dam/impoundment. The technology’s transformative potential has not gone unnoticed. In recognition of its impact, Eriez was honored with the 2024 Robert E. Murray Innovation Award, commonly referred to as the Murray Award, by the Society for Mining, Metallurgy & Exploration. This prestigious award was established in 2017 to recognize organizations that advance the mining industry through the implementation of technical innovation. The HydroFloat stands as a fitting example of how creative thinking and industry collaboration can solve long-standing technical challenges.

Traditional methods of project procurement of have remained virtually unchanged in the U.S. infrastructure construction industry for more than 50 years. The traditional method, Design-Bid-Build (DBB), uses a two-step process that separates planning and design from construction. Design is generally done by the public agency and their consultants and the subsequent construction contract is procured from the private sector, almost always by a “low-bid” approach. This method has worked well for many projects, delivering quality work for the lowest bid price. This is particularly true for those projects where the work, and the public agency’s management procedures, are well understood by the contracting community and there is relatively low uncertainty in the work or conditions, particularly geotechnical conditions for underground construction. However, concerns exist with the DBB process. It is time consuming because all planning and design work must be completed prior to beginning any construction work and it is of concern for complex or large projects, plus those with significant risk, where the separation of design and construction, in conjunction with pressures resulting from the low-bid environment, often result in substantial cost and schedule increases. Frequently, these increases occur in a non-productive, inefficient, adversarial work environment leading to claims, disputes and costly litigation (Quick 2002).

Researchers at the National Institute for Occupational Safety and Health (NIOSH) are studying the time-dependent response of rock stressed along weakness planes. The objective is to improve mine safety by reducing the number of roof falls that cause injuries and fatalities to miners. Researchers conducted direct-shear tests on mud-stoneovercored from a coal mine roof. Results showed frictional strength weakens with displacement along the shearing planes. Results of direct-shear creep tests also showed time-dependent deformation. Test measurements were compared to classical analytical models. Results suggest that risk of roof collapse may be decreased through layout and support design to reduce creep rates and thus slow progression toward failure.

The Athabasca tar sands of Alberta are an increasingly important source of crude oil for the North American continent. Published figures indicate estimates of recoverable resources in the tar sands at some 300 billion barrels of synthetic crude of which some 86 billion barrels can be recovered by surface mining techniques. At the present time, two commercial plants are in operation, Great Canadian Oil Sands Limited and Syncrude Canada Ltd. Their present combined capacity is approximately 150,000 barrels per day. Some of the factors which will make this oil expensive will be noted here. The location of the present producing plants is 500 kilometres north of Edmonton at an elevation of approximately 320 metres. Recorded temperatures range from +38 to -55 degrees Celsius. Wind velocities are not high but the chill factor with even a slight breeze and minus 40 degrees is very uncomfortable.

Available literature on the effect of re-entrainment on overall airborne dust concentration in mine airways or the fundamental mechanisms of coal dust re-entrainment in mine atmosphere is scant. Therefore, as part of the Respirable Dust Center's ongoing research, a three part study was envisaged: study of the re-entrainment phenomena of anthracite and bituminous coal dust particles in a wind tunnel under the influence of varying air velocities; study of the same in the Lake Lynn Laboratory Mine of the USBM with both airflow and walking by personnel causing re-entrainment; and mathematical modeling and computer simulation of the re-entrainment phenomenon. In this paper, results from the re-entrainment studies in the wind tunnel and the Lake Lynn Laboratory Mine are presented. Further, the results from the wind tunnel studies are compared with the results from in-mine studies conducted at the Lake Lynn Laboratory Mine of the USBM. Comparing the results from the two studies it was observed that increasing air velocity increased the rate of re-entrainment, but increased time of exposure decreased the airborne dust concentration. Compared to same size particles, a mixture of sizes created more airborne dust concentration when re-entrained. It was also observed that contribution of airborne dust concentration due to airflow was negligible compared to the contribution due to walking.
