An overview of the process employed to assess arsenic exposure levels at a gold mine is provided together with the recommended control measures. Arsenic and its compounds are regulated in Ontario as designated substances in all workplaces except mines and concentrators. There is a proposal to remove the exemption for mine and concentrators. If the exemption is removed, the mining industry will be required to adopt the proposed exposure Limit of 0.01 mg/m over 40 hours. There are many mines in Ontario which will be affected by this new regulation. To determine the extent of which workers are exposed to Levels exceeding 0.01 mg/m , an assessment program was initiated at the mine. The main objective of the program was to determine the effect of the proposed regulation on underground and surface operations in term of compliance if it becomes Law. The data obtained from the assessment program shared that only 1ML of the workplaces monitored for arsenic indicated levels above the proposed limit of 0.01 ,/yard all workplace levels were below the present Limit of 0.2 mg/m .

"With maintenance costs rising and an increasing demand for higher production, the use of sealed spherical roller bearings can reduce maintenance costs while providing increased production uptime. The sealed spherical bearing has increased bearing life by slowing the ingress of contamination. This paper will describe how contamination and bearing wear is reduced by reviewing case histories from coal and metal mines that improved their production by decreasing downtime using sealed spherical roller bearings. INTRODUCTION The spherical roller bearing (SRB) is a robust rolling element bearing that can accommodate high radial loads, low to moderate axial loads, and misalignment with no loss in carrying capacity. (i.e. Figure 1) Because of these characteristics, it is a favorite in mining applications and many other heavy industry applications. Primary applications are the various pulleys on conveyors. Coal and hard rock mines have hundreds of miles of conveyor lines and countless head, tail, drive, and idler pulleys. Maintaining the bearings on these pulleys and replacing bearings that have failed can be a huge expense to a mine in components, labor and downtime. Ideally, the bearings are replaced when the pulley is changed out according to the maintenance cycle, about every 4 years. Reality, however, causes the bearings to be changed out every year, or sooner. These premature bearing replacements can cause production shut downs for as long as 8 hours. Conveyor pulleys have been targeted at many mines as the single biggest maintenance pain point.The primary reason for replacing conveyor bearings is internal wear from fine, solid particle and water ingress through the bearing housing seals. (i.e. Figures 2 & 3) Traditionally, the bearing is mounted in a split pillow block housing (SAF, FSAF, SDAF or SNL are typical industry styles) with only labyrinth seals (LER/LOR) for protection against the ingress of contaminants. The bearings are lubricated with grease. A common way to extend the MTBR is to purge the bearing system with large quantities of grease to flush out the contaminants. If the bearing, and thus the housing seals are not frequently purged with grease, fine solid contaminants enter the housing and bearing through the labyrinth cavities."

In reasonably dry rock, long-wave radar can theoretically explore to distances approaching 75 meters (250 ft). High-resolution radar reflections have already been demonstrated through 13 m of hard limestone, through 9 to 18 m of coal in place and through 225 m of rock salt, using only low-power experimental radar equipment. Radar reflections have been received through the rock from rough pillar walls, from faults, and from a slim, uncased, vertical drill hole. In three years of intermittent experimentation, the feasibility of rapid radar exploration of large volumes of rock, with portable equipment, in deep, wet workings has been demonstrated. With future, improved equipment the theoretical working range, of the order of 75m, is expected to be attained in most hard rocks. THE TECHNIQUE Fig. 1 illustrates an early "monocycle" radar system (1) set up in a coal mine. This radar equipment is entirely different from that employed for detecting distant objects through the atmosphere. However, the basic principle is the same: a pulse of electromagnetic energy is radiated by the transmitter, a portion is reflected by some "target" object embedded in the surrounding medium and some of this energy is collected by the receiving antenna. In the receiver, the pulse is amplified, is "stretched out in time" by a sampling process, and is displayed on the screen of a cathode-ray oscilloscope. Introduction In October 1983, Rio Algom Ltd. decided to develop the East Kemptville tin deposit. This decision was the result of intensive geological and metallurgical evaluation work, as well as careful studies of environmental and marketing aspects. The property is located about 54 km (34 miles) northeast of Yarmouth, Nova Scotia, near the village of East Kemptville. Geology The geological setting is a granitic intrusive at the contact with metasediment. The tin mineralization is in the form of cassiterite (SnO2), which is about 80% tin. Sulfides are associated with the deposit containing silver, copper, and zinc, which are recoverable as byproducts. The mineralization is associated with quartz veins and greisen alteration. In the center of the deposit, the zones are so close together they have the appearance of a massive or porphyry type deposit. Ore Reserves The mine plan is based on 56 Mt (62 million st) at 0.165% tin. Up to the ninth year, mill feed will average about 0.2% and lower grade material will be stockpiled. In later years, the average grade will be 0.16% tin. A 0.08% cutoff grade is planned for the entire 17 years of production. East Kemptville is a relatively low grade tin deposit, and only a combination of favorable circumstances has made it economic. • The ore body is situated at, or very close to the surface, permitting mining by open-pit methods at a very low stripping ratio. • The tin occurs in relatively large crystals that allow for good recovery by gravity techniques. • It is ideally located in a well-settled area, with all essential infrastructural requirements already in place. • The positive and cooperative response from various governmental agencies involved are encouraging. Mine Plan The mine plan incorporates an initial pit, followed by three expansions to the ultimate pit. Mining will be at 14 kt/d (15,000 stpd) and will include 9 kt (10,000 st) of ore plus 5 kt (5,500 st) of waste and low grade. After five years, the mining rate will increase to 21 kt/d (27,500 stpd). It is planned to drill vertical 165-mm (6.5-in.) blast holes on a 6-x 6-m (20- x 20-ft) pattern. Bulk slurry explosives will be used to break the rock. Loading will be with hydraulic shovels into 70 t (77 st) haulage trucks. The trucks will deliver the ore to a 13 x 20 m (42 x 65 ft) gyratory crusher, where it will be crushed to 150 mm (6 in.). Secondary and tertiary cone crushers will be used to further crush the ore to 13 mm (0.5 in.). Process Design Tin extraction technology is practically unknown in North America, but Rio Tinto Zinc, which has a 53% ownership in Rio Algom, is involved in tin production in the UK. Rio Algom has used this experience and expertise in metallurgical evaluation work and in tin-related aspects of plant design. Mineralogical and metallurgical test work have been performed, both on laboratory and pilot plant scales. Mineralogical work was done largely in the UK, the laboratory test program was carried out at the Lakefield research facility in Ontario, and pilot plant work was conducted in Australia. This program has resulted in significant improvements in recovery and concentrate grades, over best projections that could be made before this work was carried out. Concentrating Process The concentrator is being designed to process about 9 kt/d (10,000 stpd). The first step is to reduce the size of the ore to -700 µm (-24 mesh) in a rod mill/ball mill grinding circuit. The ball mill will operate in closed circuit with high capacity banana-type screens. Kelsey Lake kimberlites are a cluster of eight diamondiferous pipes that occur in the northern State Line kimber lite district of the Colorado-Wyo¬ming diamond province (Coopersmith 1991, 1993) (Fig. 1). This is located at the southern margin of the Wyoming Archean province. Two relatively large pipes and a few smaller bodies define the cluster (Fig. 2). The Kelsey Lake kimberlite cluster has been developed as the first diamond mine in the United States. The cluster was discovered in 1987. Full-scale production began in the spring of 1996. Mining has produced gem-quality diamonds up to 28.3 carats in size. The 30 State Line kimberlites, intruded about 390 million years ago into Proterozoic crystalline rocks, were presumed to be underlain by Archean basement of the Wyoming Province. Nearly all the kimberlite pipes contain diamond but only the Kelsey Lake pipes are economic. The Kelsey Lake kimberlites contain predominately diatreme facies kimberlite, with minor hypabyssal and crater facies rocks locally occurring. Alteration and weathering of the kimberlites is extensive. Petrologic studies indicated an underlying lithosphere that has a largely Proterozoic signature and shows evidence of deep melt and metasomatic events. Current development has concentrated on the two largest pipes. These have been bulk-sampled after geological study (1987) identified the presence of small diamonds and mineral chemistry indicating favorable diamond conditions. A 10-t/hr (11-stph) rotary pan plant was established in 1992 to process thousands of tons of bulk-sample material. Grades and gem-quality diamonds to 14.2 carats in size were recovered. Early in 1995, it was decided to move from evaluation to commercial mining. Production began in early 1996. A 195-t/hr (215-stph) rotary pan plant was built. A water supply system and tailings disposal have also been incorporated. The project straddles the Colorado/Wyoming border. Existing mining permits were amended to incorporate the increased scale and new plant facility. The permits for this project included the following: Colorado mining permit, Wyoming dozing permit, Corps of Engineers Section 404, Colorado NPDES, Wyoming NPDES, Storm water Management Plan, Air Pollution Emission Notice, various Colorado and Wyoming State Engineer and well permits, Substitute Water Sup¬ply Plan, Larimer County Special Use Review, and US Forest Service road use permits. The temporary destruction of a wetlands area was a sensitive issue. It has been addressed through the Clean Water Act Section 404 permit administered by the US Corps of Engineers. This use will be mitigated by creating new, self-sustaining wetlands in the immediate drainage system. A comprehensive and bonded reclamation plan is incorporated in the permits. Diamond mining and ore processing is environmentally benign. No chemicals are used in processing the diamonds. The plant is a water wash facility. The kimberlite ore is inert, as is the granite wall rock. The exposure of the ore body and the subsequent ore processing and waste rock and tailings containments pose no threat of release, leaching or dispersion of any detrimental elements. There is no acid-forming waste. Even a prolonged acid rain environment will not produce a harmful leachate. Slimes containment and clarification ponds will prevent unacceptable levels of suspended solids in water discharge. Recently, a Maryland bank became the overnight owner of a toxic waste site through a foreclosure. The original property owners had operated a crash and garbage business on the site and obtained loans for their business venture through the bank. In 1980, their son purchased the property from his parents with mortgage monies obtained from the bank. Failing to make his loan payments, the son defaulted on the mortgage. The bank foreclosed on the property and eventually purchased the property at a foreclosure sale. Shortly after the bank's purchase of the site, toxic wastes were found on the property--the result of disposing solid wastes on the site for 10 years. The bank declined responsibility for contaminating the site and consequently for its cleanup. The Environmental Protection Agency (EPA) took corrective actions to clean up the site. EPA then handed the bill to the bank, citing the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) of 1980 (more commonly known as "Superfund"). CERCLA imposes liability on the current owners and operators of hazardous waste sites.

In 1984 a high temperature heat recuperation system was installed in the pellet plant of the National Steel Pellet Company located in Keewatin, Minnesota. The system is similar to those of Cleveland Cliffs Empire and U.S. Steel's Minntac operations. It recovers hot process air from the cooler by induced flow, and directs it to an intermediate zone between the drying and preheat zones on the grate machine. This system recently underwent further modifications in April 1985, following initial operation in 1984. The M. A. Hanna Company, which manages the property, developed the design criteria and made the subsequent recommendations for modification through its research facility in Nashwauk, Minnesota.

Stability diagrams for the Cu-S-H2O system have been widely applied over many years. Stability diagrams for aqueous systems generally, have been generated by computer, but with the programs for Potential-pH diagrams in particular, a common routine leads to error in multi-element systems. In this paper these errors, and some misinterpretation of diagrams are considered. In most of the published diagrams for the Cu-S-H2O system there has been no account of the sulfide complexes of copper. Here, the free energies of formation for the various species in the system have been re-evaluated for consistency, and some diagrams for the Cu-S-H2O system ( generated with the program DIASTAB Vers.5 ) are presented.

In July 2020, massive slope failure occurred in the southeast corner Grasberg open pit. This was the final episode in the breakthrough of Production Block 2 South (PB2S) of the Grasberg Block Cave to connect to the surface. This breakthrough had been rapidly evolving during the first half of 2020 and occurred as expected with no adverse impacts to safety or operations. To manage and safeguard the exposure to the workforce and operations, numerous hazards were identified and anticipated. The failure of the sill pillar between the open pit and PB2S cave was identified as the main area of interest and was closely watched during the failure process. This paper reviews the systematic approach developed to convert monitoring data into information around the collapse of the GBC PB2S cave sill pillar. The data that was interpreted consisted of micro-seismic, piezometric, ground-based radar and observational inspections. Geological structures on the boundary of the PB2S cave were clearly involved in the breakthrough process. As the cave propagation reached these structures and triggered instability, the resulting acceleration and breakdown were clearly shown by IBIS radar units associated with high movement in the slope. The focus of this paper is on the evolution of changes seen in the micro-seismic data and how it was used to understand the rapidly changing conditions of the sill pillar. The seismic parameters evaluated were event distribution, Es/Ep value, and the seismic moment tensor inversion. The changes of breakthrough indication seen in these parameters were substantiated by Shear Wave Splitting (SWS) analysis that showed a close correlation with the fractured zone above the PB2S cave as indicated by the increasing anisotropy.

The selection of a stripping method and subsequently, the stripping equipment, are two of the most important decisions confronting a project engineering staff during the initial feasibility study of a new coal stripping operation. The selected stripping units average from 60 to 70 percent of the total capital outlay for mine equipment and their selection will affect the type, size, and quantity of the attendant equipment, such as loading shovels, drills, haulage trucks, and bulldozers. This paper is intended to report on an in depth study by Utah's Technical Services Staff regarding the selection of stripping equipment for the Goonyella Coal Mine in Queensland, Australia. We will touch briefly, on the objectives considered in this selection; the various alternatives which were explored; the general assumptions that were followed throughout the engineering and design of an appropriate stripping system; and computations necessary to determine the amount and size of stripping equipment. INITIAL EXPLORATION Utah Development Company (presently 90% owned by Utah Construction & Mining Co. and 10% by Australian investors) commenced systematic geological studies of the Bowen Basin coal fields of Central Queensland in 1961. The Blackwater Mine as shown in Figure 1 has since been established in this area and is now producing 3.0 million tons per annum of washed coking coal. Geological reconnaissance was then extended to the northern part of the Bowen Basin and in 1963 Utah's coal prospecting area covered 2444 square miles of Central Queensland. The authority to prospect north of Blackwater has since been trimmed to 810 square miles by relinquishments to the State.

The Inter-Island Tunnel is one of two undersea tunnels which are part of the Boston Harbor Clean-Up Program. The tunnel is 7.7 km (25,160 ft) long, bored to a 4.3 m (14 ft) diameter in the Cambridge Argillite Formation and was finished to a 3.5 m (11.5 ft) diameter final concrete lining. The owner is the Massachusetts Water Resources Authority (MWRA) who is a regional authority responsible for overall design and construction. The tunnel's primary purpose is the transport of untreated effluent from Nut Island facility in Quincy, MA to the new treatment plant at Deer Island. Two sludge lines are installed for the transport of sludge from Deer Island to Nut Island. During construction the contractor encountered fault zones, fractured strata, and soft ground tunnel sections which liberated more ground water than was originally anticipated by the project designer. Ground water was controlled during mining and the placing of the final lining. The final lining of cast-in-place concrete had to be backfill grouted to cut off water inflows and provide contact for equal tunnel loading which is critical in long-term design. This paper deals with an engineered backfill grouting system which was the first of its type to be used in North America. It discusses the geological conditions encountered, the design criteria used in the evaluation process, and an indepth review of the various system components. It demonstrates how contractors can use knowledgeable and professional industry suppliers to solve difficult construction problems.

The Waste Isolation Pilot Plant (WIPP) is adding a third fan to supplement its two existing main fans. The third fan will operate in parallel with the two existing fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, NM, is a US Department of Energy (DOE), Carlsbad Area Office, facility that is designed to permanently dispose of US defense-generated transuranic waste in a deep, bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for modifying, supplementing or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (McDaniel et al., 1997) to identify and quantify operational concerns, evaluate possible alternatives and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness and improving system performance. The fan installation project accommodates several operational and scheduling con¬straints. WIPP was scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP 's ability to declare facility readiness. Therefore, operational disruptions during the system tie-in had to be minimized. All engineering for the project has been com¬pleted, and physical modifications were begun in July 1997. The project was completed in 1998.

A biologically assisted ferric iron leaching system was evaluated for in situ recovery of three copper sulfide oresfrorm northern Michigan. Laboratory scale bacterially assisted ferric sulfate leaching tests were run on the three ores. A T. ferrooxidans strain was found that could be adapted to copper in solutions at concentrations as high as 20 g/L. Column leaching of 4.5 to 2 mm (-4 +I0 mesh) material yielded extractions of 80-90% copper from one ore and 70 and 60% from the other ores. The highest copper extractions were from the Mount Bohemia ore deposits located in the Keweenaw Peninsula, which have fracture controlled chalcocite mineralization. The Bohemia ores are apparently well-suited for in situ solution mining.

In mineral processing, conventional magnetic separators are equipped with traditional magnetic circuits (magnetic iron yoke with copper coils or iron-clad solenoid) that develop magnetic fields of less than 2 T'. For minerals of low magnetic susceptibility, use of these circuits has many disadvantages. Only a separator with a superconducting magnet can contribute to solving the problems and produce a high magnetic field. This paper presents and describes a magnetic separator having a superconducting magnet with integrated closed circuit for helium liquefaction. The system generator and maintenance are simplified by extensive automation realized by a versatile program- mable autocontrol unit. A comparative study if the results on concentration and purification of different raw materials with the new and with conventional separators is described.

A coal's size distribution, clay content and moisture content can affect its handling behavior, but the combined effects of these properties and the effects of other properties are not known. Research underway at CQ Inc.' s (formerly EPRI' S) Coal Quality Development Center (CQOC) and at Iowa State University (ISU) will answer these questions as part of a four-year project to develop a coal handleability index for utilities to use when specifying coals. This paper will present preliminary data from the first year of the project, which focused on obtaining data on the chemical and physical properties of various coals and their measured handling properties. Additionally, size, ash and moisture analyses and shear test data for several coals used at one power plant will be presented along with correlations between these physical and chemical properties and the measured handling properties. These data lead to the conclusion that, while moisture content-is the most important variable, the amount of -325M (-0.044 mm) coal fines is a significant factor in determining coal handling behavior.

About 200 M tons of coal were imported into Japan in 2007 and Indonesia was its second largest exporter, accounting for about 30 M tons (12% of the total imported coal). Indonesia produced about 200 M tons of coal, about 75% of which was exported in 2007. As the Indonesian government has decided on an energy policy wherein 33% of the country?s primary energy demand will be met by coal by the year 2025, the domestic demand for coal has increased dramatically in recent years. Over 99% of the coal produced in Indonesia comes from surface mines. However, the conditions of surface mines are worsening each year: the stripping ratio is increasing, approaching the economic ratio, and the infrastructure for coal from inland mining areas is insufficient for such intense mining operations. To meet the demand for coal in Indonesia and the rest of the world, underground mines have to be developed. However, mining engineers and/or miners in Indonesia do not have a lot of experiences, expertise and know-how concerning the plans and operations of an underground coal mine. In addition, the industry faces a lot of problems which include poor conditions such as a steep coal seam, groundwater problem, stability of highwall, etc. Under these situations, a mine targeted in this research attempts to develop a new underground mine from an open-cut highwall because the stripping ratio in the surface mining area has almost reached the limitation of economic value. This paper discusses the possible development of a new underground coal mine from an open-cut highwall by means of field observation and numerical analysis.

INTRODUCTION During the last decade, several studies in France (e.g., Perraud et al. , 1970; Chameaud et al., 1974, 1979 and 1980) and the United States (e.g., Stuart et al., 1978; Cross et al., 1978, 1980 and 1981) have demonstrated the systematic production of emphysema, fibrosis and tumors in the lungs of animals exposed to radon daughters alone or to mixtures of uranium-mine air contaminants. The studies in beagle dogs have been particularly interesting because of the uncertain etiology of the disease and the (apparently) diverse results of the studies at the University of Rochester and the Pacific Northwest Laboratory (PNL). In the Rochester studies, reported by Morken (1973), beagle dogs were exposed to "normal" room air dust loads and radon daughters from 200 to 10,000 WLM*, delivered in 1 to 50 days (rate of delivery, about 200 WLM per day of exposure). Histological examination of tissues was conducted at 1, 2 and 3 years after exposure for all exposure levels. No cancers were noted in these dogs that received estimated alveolar doses of 34 to 1700 rad (0.34 to 17 Gy). Pathologic changes were found only in the alveolar and bronchiolar regions of the lung. These changes were small, subtle, variable, and widely separated, involving only a very small fraction of lung tissue. Lesions appeared as focal thickening of alveolar septa, with some metaplasia of alveolar cells and some hyperplasia of bronchial epithelium. In the PNL experiments reported by Cross et al. (1978), beagle dogs were exposed in lifespan studies to mixtures of radon daughters (rate of delivery, about 14 WLM per day of exposure), uranium ore dust and cigarette smoke. One group of dogs was exposed to cigarette smoke alone. Except in control and smoke-only groups, the dogs died within 4' years of the first radon daughter exposure, or were killed when death appeared imminent because of pulmonary insufficiency (characterized by rapid, shallow breathing). Control and smoke-only animals were killed at periods corresponding to highmortality periods in the groups exposed to radon daughters and mixtures of uranium ore dust and cigarette smoke. Emphysema and fibrosis were much more prevalent and severe in the lungs of dogs exposed to the mixtures. These dogs also had adenomatous lesions, which progressed to squamous metaplasia of alveolar epithelium, epidermoid carcinoma and bronchioloalveolar carcinoma. Pathologic changes in the upper airways of these dogs were most prominent in the nasal mucosa, and included a few squamous carcinomas in the nasal cavity. Respiratory tract neoplasia was noted after ~4 years exposure and at cumulative exposures exceeding approximately 12,000 WLM. Apart from differences in associated carrier aerosol (room air dust vs. uranium ore dust) and radon-daughter exposure rate (200 WLM/day, shortduration exposure vs. 14 WLM/day, long-duration exposure), the most obvious difference in the Rochester and PNL studies was the observation time following exposure (3 years maximum vs. >4 years). Although neoplasia may not have been observed in the Rochester animals because of the earlier termination of the experiments, it is surprising that other lesions, such as prominent fibrosis and emphysema, were not reported. A follow-up study (reported here) is currently in progress at PNL to determine the pathogenic role of uranium ore dust alone and, in particular, to clarify the role of the ore dust in the production of the massive pulmonary fibrosis observed in the earlier study. Pulmonary function testing (a recently acquired capability) was included in the follow-up study as an indicator of progressive change in lung tissue. MATERIALS AND METHODS Chronic (4 hr/day, 5 days/week) exposures began when the dogs were about 2 1/2 years old. Two identical exposure chambers provided space for simultaneous, head-only exposure of 24 dogs to ~l5 mg/m3 carnotite uranium ore dust. An aerosol diffusion system was incorporated in each chamber in order to channel fresh aerosol past each dog's head; uranium ore dust was added to the inlet room air with Wright Dust Feed Mechanisms* (WDFM). Uranium ore dust and condensation nuclei concentrations were measured daily; chamber aerosols were monitored occasionally for particle-size distributions as described for previous hamster experiments (Cross et al., 1981). The Jim Bridger Coal Mine, operated by Bridger Coal Co., is located in Sweetwater County, WY about 56 km (35 miles) northeast of Rock Springs. Bridger Coal is a joint ven¬ture between Nerco Coal Corp, the operator, and Idaho Energy Resources Co. The permit boundary encompasses more than 81 km'- (20,000 acres) on the western side of the Continental Divide. Since the mine began opera¬tions in 1974, it has produced about 82 Mt (90 million st) of coal while moving about 344 hm3 (450 million cu yd) of virgin earth. Annual production averages 4.5 Mt to 6.4 Mt (5 million to 7 million st) of run-of-mine coal. Coal is consumed on-site by the Jim Bridger Power Plant, a 2000-MW generating station. Electricity is transmitted to the Pacific Northwest power grid that includes Oregon, Idaho and northern California. Geology The mine is located on the northeast flank of the Rock Springs uplift. This is a broad, asymmetrical anticlinal feature about 97 km (60 miles) long and 56 km (35 miles) wide with a north-trending axis. This uplift separates the Green River Basin to the west and the Great Divide and Washakie Basins to the east. Precambrian rocks on the apex of the uplift are estimated to be 5200 m (17,000 ft) above the Precambrian rocks in the Green River and Washakie Basins. Normal faults with generally less than 30-m (100-ft) vertical displacement cut through the uplift. The dip of strata on the flanks is generally between 3° and 15°.

To place the SME Standards and Guidelines for Valuation of Mineral Properties (SME Valuation Standards) and International Mineral Property Valuation Standards template (IMVAL Template) within the global context of existing mineral valuation standards.2. To review the current status of harmonization of each International Mineral Valuation Committee (IMVAL) member’s mineral valuation standards (or code) with the IMVAL template and suggest remedies for issues found.3. To suggest future enhancements for the IMVAL Template and SME Valuation Standards, and to suggest future roles for the IMVAL and SME committees. From the author’s review, Ellis draws the following conclusions.The SME Valuation Standards comprise a minimum set of principles-based standards and guidelines for developing and reporting valuations of mineral properties (including petroleum properties) for public and private use, subject to jurisdictional requirements. The standards are also designed to provide mineral valuation guidance that supplements application of the International Valuation Standards Council’s International Valuation Standards (IVS) and the U.S. government endorsed Uniform Standards of Professional Appraisal Practice (USPAP), published by the Appraisal Foundation.The SME Valuation Standards is the first set of valuation standards developed by a minerals institute adopting and modifying the IMVAL template. As a result, the SME standards are essentially totally harmonized and otherwise aligned with the IMVAL template. IMVAL was initially conceived in 2012 as a discussion body to aid harmonization of each member’s valuation standards, by modifying to function the same. IMVAL primarily developed the IMVAL template, published in July 2016, to produce an agreed reference framework of essential mineral valuation guidance content as the goal for harmonization of the Australasian Code for Public Reporting of Technical Assessments and Valuations of Mineral Assets (VALMIN Code), The South African Code for the Reporting of Mineral Asset Valuation (SAMVAL) and the Canadian Standards and Guidelines for Valuation of Mineral Properties (CIMVal standards and guidelines). The harmonization would result from each mineral valuation standards committee modifying its standards to operate similarly to the IMVAL template, producing valuation reports with similar content and value for the same mineral property. The template is also available for other bodies to adopt and modify for their regional setting’s needs, as SME did, or use as a convergence goal when updating an existing standard."

Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau's responsibilities to the winds. "There is no doubt in my wind," said Lindsay Norman, acting director of the Bureau of Mines (see box), "that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business." The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau's mission. Devastating, too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. "When the troops are in the trenches and are being shot at," Norman said, "they need a leader-hopefully, a permanent one- that can get them advancing. This is something the Bureau did not consistently have in the 1970s." In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman's appointment as acting director, he has spent considerable time on the road explaining his agency's redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions. Lindsay, you were the principal architect in the Bureau's 1979 reorganization. How about a glimpse of what that entailed? Toward the end of the 1970s, after almost a decade of steady dismemberment, we reached what we felt was a critical point in the Bureau's history-we had the choice of redefining and strengthening our organization to meet the mineral challenges ahead, or continuing down the path toward the agency's eventual demise. We felt the Bureau's mission too important to abandon, so in 1978 with Roger Markle as director we initiated a six-month, no-holds-barred intro spection of just what the Bureau should be doing, why, and toward what ultimate national needs. And what did this self-reflection reveal? That there is, indeed, a unique federal role for the Bureau of Mines-that of a lead agency for influencing mineral decisions and pioneering tomorrow's technologic advances. Don't confuse us with policymakers, we're not. But we are policy analysts; we're scientists, engineers, and mineral professionals who can offer a sorely needed source of objective, accurate information to decision makers in both the public and private sectors. I feel there is no better brain trust in government than the Bureau when it comes to mineral expertise-of course, I'm biased. Do I understand you to say the Bureau of Mines is an advocate agency for the minerals industry? We plead no parochial interests, nor ought we, but from our viewpoint a sound minerals industry is extremely important to the broader national goals of security and a healthy economy. US dependence on foreign sources for critical minerals, the increasing noncompetitiveness of some US mineral sectors, and the array of land use issues surrounding mineral-rich lands all have much more serious implications than many otherwise informed people seem to recognize. In your estimation, how vulnerable is the US to foreign mineral suppliers? Let me make a distinction between dependency and vulnerability. The
