For the 22nd year, the chance to exchange knowledge, experience and business cards drew hundreds of mining and phosphate professionals for a two-day regional Phosphate Conference in Lakeland, Florida Nearly 400 people participated in the October conference, which focused on the phosphate industry?s future success. There were 41 exhibitors, 13 program advertisers and 23 sponsors among those supporting the conference. It was chaired by David Gossett, 2006-2007 SME Florida Section Chairman. In the opening panel session that he chaired, John Garlanger (SME) of Ardaman and Associates posed the questions; ?How successful has the industry been? How do we measure it and what factors contributed to the industry?s success? How long will the ethanol boom last? Can the industry obtain the permits it needs to mine for the next 30 years? Can the industry attract and retain the quality of workers it needs??

If enthusiasm is a requirement, the coordinator of the Total Concept program is a dynamic, exciting leader with a lot of potential to keep the program a vital and progressive effort for many years. Art Meyer is entering his third year as the leader of the Total Concept. He is using his years of experience in the industry to emphasize the basics required for the course, and has also instituted new programs. Meyer began his career, after graduation from CSM as geological engineer in 1950, with St. Joe Lead. He held other responsible positions with Amax and Rocky Mountain Energy. He can answer any questions that may crop up or find the right resource person for those questions. Additions to the 18-year-old curriculum instituted since Meyer became coordinator are the study of industrial minerals and strategic minerals. The industrial minerals portion of the course includes visits to a major sand and gravel operation, in addition to lectures on the subject. Much of the strategic minerals requires study and lectures, since Colorado is not a big production state in these commodities. How does the director arrive at new additions or deletions to the program? "It's very simple," he says. "We listen to questions posed by the students, recommendations by industry people who know what is important, and feed-back from course alumni." Alumni feedback from this course has been extremely gratifying, according to Meyer. Other ideas are constantly surfacing, ideas that will be implemented as time and resources permit. One of the most gratifying results of the Total Concept program from an alumnus was the development of a complete teacher and student package by John Christiansen, a teacher at Cherry Creek High School near Denver. The course so excited Christiansen that he envi¬sioned an energy and minerals course to fill a perceived gap in science education on the high school level. The draft package was so attractive that it was sponsored and the publication costs guaranteed by the Society of Mining Engineers. Today, under the leadership of the Mineral Information Institute, the package is in use in several states and has gained enthusiastic acceptance. Other alumni have launched their efforts to broaden the scope of the existing science education by instituting courses or special seminars. One recent alumnus, Dick Will, class of 1984, who was sponsored by the Denver Mining Club, is conducting a science seminar based on his experiences with the Total Concept program. Meyer will be speaking at this seminar, as well as other industry speakers from the SME GEM Committee Speaker's Bureau. Jane Dianich, another alumna, brought her students at Kent Country Day school, also near Denver, into the mainstream of resource education by taking them on abbreviated field trips similar to those she experienced while in the program. She also has been a vocal supporter of the organization and available to speak to other teachers on the value of the experience. George Wright, of the Lake School and a second sponsoree of the Denver Mining Club, admits he came into the program because the six credit hours given toward his continuing education requirement were attractive. He then stayed on to become an ardent advocate of the mining industry. In his own words, "I'm a convert." Wright has developed a slide presentation and has lectured to teachers and students as well as presenting his views to the Denver Mining Club. He has also indicated a willingness to participate with other organizations who need speakers. The value of these speakers and teachers is obvious, according to Meyer. "They represent a respected segment of the public and are not too `tainted' by association with an industry that is too often under criticism from various groups. They represent, in effect, a citizen's advocacy of the industry, which is an invaluable asset to us all." One of Meyer's concerns about the program is that the out-of-state student rate attendance is declining. He is hoping that more AIME sections around the country will become involved in the scholarship program of the Total Concept. Total cost is about $1200 per student. "The rewards to their sections could be tremendous, with the same kind of participation we get here with speakers, citizen advocates, and interested persons," he said. Teachers say that the course improves their teaching and knowledge in a number of subjects including biology, history, economics, career planning, environmental data, science, math, geography, physics, and chemistry. The recent interest in hazardous waste management has sharpened the desire to learn more about this. And Meyer foresees another segment of the course to emphasize this subject. "One of the most valuable resources we have is the field trip program. The course would probably be meaningless without this opportunity to get out into the field where these folks can see what actually happens. George Wright, for example, was amazed at the very small amount of area actually involved in the mining operation - something contrary to what he had heard in the past." The 45 students are taken by van on eight trips, one each week, and the long trip to Colorado's Western Slope. During this long adventure, the students visit underground mines, including CSM's Edgar, open-cut and underground coal mines, precious metals mines, and oil shale properties. They also have opportunities to meet with mine personnel at each of these stops. These field trips fill another function. Living together and exchanging ideas helps the teachers come up with new concepts for the classroom work - expanding their horizons. "As long as we have a mining industry, this effort will continue to grow," Meyer said, "and will fulfill a need within the public education and public relations area of the industry. We need the support. I have dozens of comments from teachers who attest to the value of this program. They understand. The mining industry must continue to do its part."

Ensuring adequate ventilation is a critical aspect of safety in underground mining operations. In small-scale mines in particular, key ventilation parameters such as temperature, humidity, and air velocity are often measured manually and only at infrequent intervals, typically using analog instruments. As a result, real-time monitoring of environmental changes, timely detection of hazardous situations, and demand-driven ventilation control are not feasible. This presentation discusses the selection and evaluation of modern digital ventilation measurement devices, including handheld instruments with digital data logging capabilities and continuously operating sensors with potential for real-time data transmission. The investigations focus on the challenges posed by underground environments with extremely high humidity levels, which can adversely affect sensor performance and electronic components. The results are based on testing conducted at the Research and Teaching Mine of TU Bergakademie Freiberg—an underground ore mine characterized by humidity levels exceeding 95%. Findings include assessments of measurement accuracy, reliability, and practical applicability under these demanding conditions.

The Hiddenite District of Alexander County, NC has produced some of the world?s finest large emeralds since the first one was discovered 134 years ago. In fact, North America?s largest emeralds come from the district, making this one of the continent?s most unique gem deposits. In addition to emeralds, the Hiddenite District is also famous as the discovery site for the rare spodumene mineral hiddenite, first identified in 1881. Nowhere else in the world do these two minerals naturally occur together. The emeralds are a unique color variety of beryl (Al2Be3Si6O18) with trace amounts of Cr+3 and V+3 substituting for Al+3. The hiddenite (LiAlSi2O6) crystals also exhibit emerald green color due to traces of chromium. Consisting of three large deposits and numerous prospects, the district encompasses an area of 10 km2 (4 sq miles) centered on the small town of Hiddenite. Operations at the Adams, Ellis and North American Emerald Mines properties have been productive at irregular intervals since the 1880s. Currently, only the North American Emerald Mines property is being mined on a regular basis. Recent activity there has exposed a 3-hm2 (7.4-acre) pit with depths of 25 m (82 ft) that provides the best exposures of unweathered bedrock seen in the district in more than 120 years. Although no official records exist, public and private data indicate that the production of the entire Hiddenite District from 1880 to 2007 is about 70,000 carats of emerald and 20,000 carats of hiddenite. The bulk of the emeralds came from the North American Emerald Mine property (NAEM, formerly known as the Rist Mine) where sustained mining replaced the previous sporadic prospecting in 2000.

In addition to compliance with government emissions and reporting requirements, mining and mineral processing companies are increasing energy efficiency to reduce costs and become more competitive in the global marketplace. One of the major obstacles to identifying opportunities for increased energy efficiency is the lack of readily available data on energy use, and more importantly the energy use linked to production data, that identify energy reduction opportunities. As well as energy reduction, mining and mineral processing companies often struggle with the prediction of energy use, and are often penalized for under or over forecasting. Once again, it is the lack of timely information that makes this prediction difficult. This paper looks at expanding the use of a Manufacturing Execution Systems by integrating with Energy Solutions. This will provide automatic, timely information, at a granularity that makes it easier to identify energy reduction opportunities, reduce energy costs, and better predict energy use in a mining and mineral processing operation.

When mining accidents occur, workers often become trapped and/or incapacitated. Current rescue operations can be dangerous and too slow to produce favorable outcomes. Currently, no method exists for rescue crews to scout ahead at critical times to assess the situation. Sandia National Laboratories (SNL), through a National Institute for Occupational Safety and Health (NIOSH) sponsored program has developed the Gemini-Scout mine rescue platform. The Gemini-Scout was created to assist in underground mine rescue missions. It has been designed to go into potentially hazardous environments to assess the conditions (structural, air quality, temperature). In addition, it will enable two-way communications with potential survivors prior to human rescue teams being able to enter the area. The Gemini platform is a dual tracked-chassis design, which gives the robot excellent mobility in unstructured environments. The design includes a passive 2-degree of freedom joint between two identical bodies allowing for ±30deg of pitch and roll. In addition to the base mobility platform, the Gemini-Scout incorporates many other features to help it succeed in its underground mission. The electronics are mounted in explosion proof housings to ensure safe operations in hazardous gas environments. The platform is also able to operate in up to 18in of standing water with its elevated pan/tilt cameras for navigation. A four-channel video link and Two-way audio on the vehicle help to ensure located survivors can communicate with the robot operators. The platform also incorporates a Mine Safety and Health Administration (MSHA) approved multi-gas sensor to monitor air quality. SNL believes that this technology is broad enough to be appealing to other first responders, such as police, firefighters and medical personnel. Gemini could easily be fitted to handle earthquake and fire scenarios, and it could provide relief in currently inaccessible situations.

Introduction The US Office of Surface Mining (OSM) is proposing changes to the Code of Federal Regulations in the interest of minimizing the adverse effects of excess-spoil-fill construction on the “prevailing hydrologic balance, fish, wildlife and other environmental values” (70 FR 35112). The proposed changes will require: (1) minimization the amount of excess spoil generated at a mine site; (2) minimization of the size of the fills constructed; (3) consideration of alternative configurations for disposal; and (4) development of a disposal plan that would minimize adverse impacts to the environment.1 To achieve those objectives, mining companies operating in steep-sloped Appalachia will likely build excess spoil fills (also called valley fills) that toe out at higher elevations in the hollows (i.e. to prevent or limit burial of streams). Consequently, the slopes of fill foundations will generally be steeper. Whereas the authors of this paper support these measures to protect the hydrologic balance and general environment, we wish to point out that placement of fills on steeper foundations can negatively impact the stability of the fills if proper care is not taken during their construction. It is important to note that in addition to impairing human safety, valley fill instability can negatively impact streams, the riparian habitat etc., and thus defeat the very purpose of the spoil minimization measures proposed. We do not, however, propose additional regulatory requirements pertaining to valley fill stability. Rather, we intend to emphasize the importance of engineering requirements already on the books, especially as they apply to the predominant type of valley fill constructed: the durable rock fill. We believe that the practice of restricting valley fills, to higher elevations in the watershed leaves less room for error in the design and construction of stable structures. This paper gives a quick review of the nature of excess spoil generation; methods and requirements of excess spoil fill construction, and the to-date stability record of the fills. The interest in excess spoil minimization and how it affects valley fill construction is also discussed. Most importantly, we will review long-standing issues pertaining to proper design and construction measures with respect to durable rock fills and discuss how they will become more critical as spoil minimization is practiced.

PT Kaltim Prima Coal?s 13.1 km overland conveyor (OLC) was commissioned in 1991. It is of conventional 3 roller 350 trough belt type. Cost and performance optimization during initial design ended up with 5.4 mps belt speed, 1000 mm belt width to convey 1350tph, and 7 mtpa of coal. Despite high initial figure, the belt speed was lifted to 6.5 mps in 1996 to accommodate mine throughput increase. In 2002, new low loss ST2100 1100mm wide belt replaced the old ST2250 due for change-out. An upgrade project was initiated at the end of 2003 to further increase the belt speed to 8.5 mps, hence to increase the OLC capacity to 30 mtpa (million ton per annum). Performance data, experience of site personnel, site observation and tests, benchmarking, and information from equipment manufacturers were major inputs to the design review. The project fast track was another challenge in addition to executing modifications on a production lifeline. The project was completed within fifteen months and the OLC was successfully commissioned at 8.5 mps belt speed in February 2005. The OLC has been to date conveying 4 200 tph satisfactorily.

Oil sands processing generates huge volumes of slurry, known as tailings, that is being stored in tailings ponds. The volume of produced tailings is a very important factor in oil sands surface mine planning, because the available area for dam construction is limited to the lease areas. On the other hand, oil sands operators cannot leave mine sites without reclaiming the tailings ponds. Since most of the reclamation material is generated in either oil sands mining or processing, it is reasonable to include reclamation material requirement as part of long-term mine planning. In this paper, an integrated optimization framework is proposed to maximize the net present value (NPV) of the produced oil sands, with respect to tailings capacity constraints and reclamation material requirements. A mixed integer linear programming (MILP) model is developed to find the optimal solution for long-term mine planning problem. A sample bitumen processing flow sheet is used to formulate the volume of produced tailings, based on Clark hot water extraction method. To verify the proposed model, it is coded in Matlab and run using CPLEX. Run results for real-case oil sands dataset show that the optimal production schedule meets material requirements for reclamation, tailings volume is within tailings capacity range in all periods and the production schedule follows the predetermined horizontal direction.

"SUMMARY The Istanbul Strait Road Crossing Project includes a 3.34 kilometer subsea tunnel excavated by TBM with an excavation diameter of 13.71 m. The tunnel will incorporate two road decks, each employing two traffic lines and shoulder with the daily capacity of 100,000 light vehicles. The tunnel alignment crosses full face rock sections with heavily fractured zones due to tectonic events as well as a long central stretch of difficult mixed face and very variable soft ground conditions. The demanding ground conditions and the large diameter in combination with realized face pressures well above 10 bar required a highly specialized and well adapted TBM. The paper describes the project challenges and the related technical solutions incorporated within the TBM design as well as the real site experience. INTRODUCTION In 2013, a 13.71 m diameter Mixshield was manufactured in Germany for the Istanbul Strait Road Crossing Project. The delivery of the TBM in late 2013 was a major milestone for the Istanbul Strait Road Crossing Project, also known as the Eurasia Tunnel Project. The Eurasia Project (www.avrasyatuneli.com.tr/en) consists of a 14.6 km route including a 5.4 km tunnel segment in its central part crossing the Bosphorus. The 3.34 km subsea section of the tunnel was excavated in closed mode using a Mixshield TBM. The remaining tunnel length is constructed by sprayed concrete lining (SCL) method followed by a cast in place (CIP) lining or by cut and cover (CC) structures for the TBM transition boxes (Figure 1, right). Other project sections on the European and Asian side consist of upgrading and widening surface access roads towards the tunnel. Conceptual ideas of connecting Asia with Europe via a tunnel crossing the Bosphorus have been around for an extended time and only became realistic towards the end of the 20th century based on significant technical developments in mechanized tunneling. Feasibility studies for a new Bosphorus crossing in 2003 and 2005 confirmed and suggested a road tunnel in its present alignment as the preferred solution. Following an international tender process the Ministry of Transport, Maritime Affairs and Communications of Turkey assigned ATAS, a special purpose company formed by Yapi Merkezi (Turkey) and SK E&C (South Korea), to design, build and operate the Eurasia Tunnel Project. The Implementation Contract was signed in February 2011. In 2012, Herrenknecht AG was selected as the supplier for the 13.71 m Mixshield TBM."

At the beginning of the 20th century, barite was a mineral of minor importance in the United States. Its primary use was to extend lead oxide in white paint. Barite also added the special qualities of hiding power and flatness to paint. Because white lead sometimes turns black or yellow and barite does not, ground barite became a pigment on its own merit. Barium chloride was added to bricks before fi ring to stop efflorescence when exposed to weather. Barium carbonate or nitrate added luster and brilliance to glass. Barium chemicals were added to refining sugar, enameling iron, making oilcloths and paper collars, and in the manufacture of paper, artificial ivory, rubber and lithopone. Lithopone became a major paint ingredient in the 1920s; its use lasted until the 1950s, peaking at 150 kt (165,000 st) of barite in 1937 and 1947 for the manufacture of lithopone. Later in the 20th century, titanium dioxide replaced lead oxide, barite and zinc oxide in the coatings industry. In the 21st century, barite is used as a filler, extender or weighting agent in products such as paints, plastics and rubber. Some specific uses include its use in brake and clutch pads for automobiles, automobile paint primer for metal protection and gloss, to add weight to rubber mud flaps on trucks and to add weight to the cement jacket around petroleum pipelines under water. In the metals casting industry, barite is part of mold release compounds. Because barite significantly blocks X-ray and gamma ray emissions, it is used as aggregate in high density concrete for radiation shielding around X-ray units in hospitals, nuclear power plants and university nuclear research facilities. Ultra-pure barite consumed as liquid is used as a contrast medium in medical X-ray examinations. Barite is the raw material for barium chemicals, such as barium carbonate, which is an ingredient in faceplate glass in the cathode-ray tubes of televisions and computer monitors. In the 21st century, barite industrial uses accounts for an estimated 78 kt/a (86,000 stpy) in the United States.

The Mine Safety and Health Administration (MSHA) has received several reports of filters igniting when high-temperature disposable filters were used on non-cooled diesel exhaust systems in underground coal mines. Based on laboratory testing (to determine the ignition temperature of these filters, which were loaded in the field with diesel particulate matter, or DPM), MSHA determined a maximum safe operating temperature for high-temperature disposable filters. When the results of the laboratory filter ignition testing were reported to the Coal Diesel Partnership (comprised of members of the Coal Industry, Labor, NIOSH and MSHA) the Partnership charged NIOSH with investigating the safe use of high-temperature disposable filters. This paper reports on the design, fabrication and testing of a unique exhaust gas cooling device and the ability of this device to successfully lower filter inlet temperatures and thus reduce the potential for fires.

A dump edge and vehicle proximity warning system is being developed at the Colorado School of Mines using GPS and wireless local area networks to improve the safety of off-highway trucks in open pit mines. After two years of research, software development, and testing in the laboratory, field tests are currently being carried out at operating limestone quarries and open pit mining operations to evaluate the effectiveness of the system under rugged operating conditions. This paper describes the progress made on this NIOSH-funded project and discuss, tests carried out recently, at the Morenci open pit copper mine in Arizona.

The Chino Mines Company, a Kennecott-Mitsubishi partnership, located in Hurley, New Mexico, recently completed a $405 million modernization of its mine, concentrator, and smelter facilities. The mine/ concentrator modernization commenced in 1980 and the smelter modernization began during 1982. Modernization of the mine and concentrator facilities involved increasing the mining rate from 98 kt/d (108,000 stpd) to 152.2 kt/d (167,800 stpd). Ore mining was designed to increase production from 20.2 kt/d (22,300 stpd) to 34.0 kt/d (37,500 stpd). A new concentrator was constructed near the mine using semi-autogenous grinding. The new smelter uses the INCO flash smelting process, increasing capacity by 40.8 kt/a (45,000 stpy) to 99.8 kt/a (110,000 stpy) of salable copper.

The EVINOS-MORNOS tunnel project with its 30 km of length is one of the longest hydraulic tunnel in the world realised with TBM method. The adverse geological conditions, the high cover and the short construction schedule were a great challenge for the successful construction of this tunnel. The paper will describe: the criteria adopted for the tunnel design, the selection of the construction methods and equipment, the productions of the 4 TBMs adopted and the comparison of the behaviour of the different type of TBMs in the various rock conditions, including special conditions, the characteristics of the adopted in situ and precast linings, a comparison between the foreseen and actual construction schedules, the contractual implications of realising a tunnel in such a severe and complex conditions.

Introduction Heap and dump leaching are low-cost metal production techniques that are gaining in popularity among gold and copper producers. However, the flow of solution in heaps and dumps has received little attention in the literature. This is unfortunate since solution flow is one of the few parameters subject to operator control. Thus, solution management may well influence both operating costs and plant performance. Costs aside, there are two important aspects of solution flow to be considered -the metallurgical and the hydrological. Some of the metallurgical factors have recently been discussed (Jackson and Ream, 1980; Schlitt, 1984; Schlitt and Nicolai, 1987). These cover solution application rates and methods, irrigation rates, leach-rest cycles, and nonvertical solution flow. According to Caldwell and Moss (1985), however, the hydrological aspects may be more significant than the metallurgical ones. In particular, a phreatic surface will form when excessive flow leads to an accumulation of water and the associated buildup of pore pressure within the rock pile. Such internal flooding can either originate at the foundation or at some other zone of very low permeability. The latter condition gives rise to an impounded volume of solution, i.e., a perched water table (see Whiting, 1985). Caldwell and Moss point out that a rising zone of saturation is probably the most common cause of dump failures. Of course, such failures have even occurred in heaps that were carefully prepared for leaching (Milligan and Engelhardt, 1984). Thus, flooded conditions and perched water tables represent an important safety consideration as well as having an impact on metallurgical performance. The following sections describe a case history in which a perched water table developed within a copper leach dump. The description includes background information, solution flow rates, and metallurgical data. Then this situation is compared to one involving normal drainage. Description of the leach system The leach dump in the case history is located at a shutdown open pit copper mine. It was built in two lifts, with the second added some 20 years after the first. There is little detailed information available on the initial lift. It was built with rail¬hauled waste and was generally less than 30 m (100 ft) high at the crest. The area available for leaching was about 120 m (400 ft) wide and more than 380 m (1250 ft) long. The dump surface was prepared for leaching by dozing ponds approximately 12 m by 12 m by 2.5 to 3.0 m deep (40 ft by 40 ft by 8 to 10 ft). The ponds were leached by flooding with barren leach solution returned from a scrap iron cementation plant. Based on mill feed at the time, the average waste grade was probably close to 0.4% Cu. The first lift leached well. It accepted high flows, which together with the waste grade, produced a rich pregnant leach solution (PLS). Old records indicate a PLS of "50 lb Cu/ 1000 gal," or about 6 g/L. As later drilling would indicate, such a high tenor led to dissolution of considerable scrap iron that was returned to the dump. The iron then hydrolyzed and settled out on the pond bottoms. In addition, the waste settled substantially so that the unleached crest was 3.0 to 4.5 m (10 to 15 ft) above the ponded area. Eventually, the leachable copper was extracted and the dump became less permeable. Thus, the PLS tenor dropped until it became uneconomical. About ten years later, mining resumed and the decision was made to add another lift to the dump. This was done without giving much thought to a subsequent leach operation. Hence a 24-m (80-ft) lift was built on top of the original dump. The surface of the latter was not prepared in any way, e.g., by leveling and/or deep ripping, prior to over-dumping. Examination of subsequent drill cuttings indicated that the new lift contained about 0.2% Cu, with chalcopyrite and chalcocite (50:50) being the predominant copper minerals. Most of the chalcocite occurred as rimming on the abundant pyrite, with the pyrite to chalcopyrite ratio estimated at 10 to 1. The use of 100- and 120-ton trucks for haulage caused some waste compaction during emplacement. In addition, the host rock itself was relatively soft, being a porphyry intrusive material that was partially altered to clay. As a result of the initial compaction and clay swelling, the rate of water percolation from the new leach ponds was slow and the ponds often contained considerable standing water. Even frequent ripping failed to provide a sustained improvement in the percolation rate. The poor surface permeability was exacerbated by hydrolysis of iron salts which settled as a layer on the pond bottoms. Partly as a result of the permeability problems, metallurgical performance was not up to expectations. These had been based on laboratory tests which showed about 20% copper solubilization in two weeks. Continued copper extraction in the tests also suggested that a substantial percentage of the copper would eventually be recovered. However, the PLS grade in the actual operation peaked briefly at about 0.48 g/L Cu (4 lb Cu/1000 gal), then declined to a range of only 0.24 to 0.36 g/L Cu (2 to 3 lb Cu/1000 gal). The poor leaching was traced to a lack of oxidation of the sulfides. There were two principal observations supporting this conclusion. First, there was no evidence of any heat being generated within the dump. As discussed elsewhere (Schlitt and Jackson, 1981; Hiskey and Schlitt, 1982), pyrite oxidation is quite exothermic and the high pyrite content of the waste should have led to an increase in the temperature of the leach solution as it percolated through the rock pile. Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. Longwall management, regular shield maintenance, and evaluation of ground control problems can be performed using real-time shield monitoring program. Based on real-time shield pressure data, evaluation of intensity and interval of periodic weighting, estimation of time-dependent pressure increase and the effects of geologic anomalies can be obtained. In this study, full-face shield pressure data of over 457 m (1,500 feet) of face advancement is analyzed to evaluate shield response in the presence of surface lineaments, floor undulations, and multiple main roofs. Shield pressure increase due to web cutting is also correlated with setting pressure during periodic weighting and normal time. In addition, time-dependent pressure increase rate on Sundays and holidays is also correlated with time average pressure and the location of previous periodic weighting.

Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API's intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960's. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonites to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath, 1986 and personal communication). These bentonites typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X¬ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. Off-grade molybdenite concentrates, mainly derived from secondary sources as by-products of the processing of copper, uranium and tungsten ores, do not satisfy the purity requirements (percent MoS2) for the production of molybdenum bearing products. This investigation is a continuation of a successful effort to refine a low-grade molybdenite concentrate to prepare a high-grade MoS2 using a mixed acid (HF + HCl) leach procedure. Specifically, this investigation is concerned with an understanding of the separation chemistry underlying the removal of the oxide/silicate gangue and the base-metal sulfide associations present in the low-grade molybdenite by their selective dissolution in the two acids. Experiments were conducted on an off-grade concentrate containing 42.6% Mo. Results of the controlled dissolution tests indicate that both HCl and HF are suitable for the removal of the associated alumina and both work well for iron, nickel and copper. However, HF was found to be the most effective for dissolving silica/silicate and magnesia. An attempt was made to rank the leaching efficiencies of the acids used singly, sequentially or in a mixed mode. Scale-up (300 to 2,000 g) experiments were conducted to validate this approach. Excellent purification of the concentrate was possible by processing the off-grade concentrate with 10% HCl plus 15% HF at 363 K for 7.2 ks in open polypropylene reactors with internal stirring. These conditions leached practically all of the oxide and silicate gangue and 96% of the metallic impurities. Starting from the low-grade molybdenite concentrate (42.6% Mo; 71.1% MoS2) it was found feasible to obtain a refined product containing 97.8% MoS2, which is suitable for industrial use.
