It all started with the National Environmental Policy Act of 1969, which establishes that Congress is committed to restore and maintain environ- mental quality. It directs all federal agencies to identify and develop methods and procedures so that environmental parameters and values will be given equal consideration in the decision-making process, along with economic and technical parameters. Section 102 of the Act directs, among other things, that all agencies will submit a detailed statement on: (1) the environmental impact of the proposed action, (2) any adverse environmental effects which cannot be avoided should the proposal be implemented, (3) alternatives to the proposed action, (4) the relationship between local short term uses of man's environment and the maintenance and enhancement of long term productivity, (5) any irreversible and irretrievable committments of resources which would be involved in the proposed action should it be implemented. Passage of this act has been followed by other legislation, both federal and state. The Water Quality Act of 1970 puts teeth into the previously existing Federal Water Pollution Control Act by requiring a "certificate of reasonable assurance that the activity licensed will not violate the applicable water quality standards." The Clean Air Act of 1970 requires that the Environ- mental Protection Agency establish national air quality standards, as well as standards for significant new pollution sources.

The Wing Hill Garnet Deposit, located near Rangeley, Maine, forsed through assimilation of Early Paleozoic metasediments by an intrusive Devonian gabbro. The resulting ore body is exceptionally large and high-grade, consisting of 50-70% almandine garnet. Following open-pit quarrying, the ore is trucked to Industrial Garnet Extractives' mill in West Paris for final processing. Two grades of abrasive are produced - a pure, premium grade INDUSTRIAL GARNET and the Lower grade co-product IGE UTILITY GRIT, both of which are available in a variety of sizes. INTRODUCTION The gold production is from the state-owned gold mines, the local gold mines and the by-product of metal mines. Since 1975, the small gold mines have developed in rapid strides. Currently, there are about 3000 small gold mines in China. Most of them are operated by the local, and the production is about 50% of China's gold output. In the small gold mines, the normalized mining equipments are employed at most of mines, but some mines still use such backward tunnelling and mining tools as pick, shovel and hand hammer etc.. The mining techniques have developed from the primitive to the advanced, especially the methods of open stope, shrinkage and filling have been widely used. Such new mining techniques as bolting, vibrating draw, non-electric ignition and diamond drilling etc. are also introduced in the wall gold mines. In recent years, the development of small gold mines is very fast under the guidance of new mining policy which is ' rapid and great development of large-sized mines, helping small mines to develop, and quick mining for the existing mines; and encouraging the collective and the individual to operate a mine.' GEOLOGICAL FEATURES The gold veins are dominant, which are divided into two types, ie. the mesothermal deposit with altered rock in a crushed zone and the hypothermal deposit with quartz veins. The orebody distribution is not centralized, and the size of deposit and single minable orebody is small respectively. Most of deposit dip at 30° to 50°, characterized by expansion and shrinkage, ramification and compound, thinning out and reappearance, separation and composite at the parallel veins etc.. The ore grade is variable, and the factor of grade change is above 100%. The waste zones with lean or submarginal ore usually exist in deposits. As for the gold deposits with altered rock, the ore boundary is indistinct. Most of gold deposits, particularly the gold deposits with altered rock, are intruded by the late structural rock, thus the faults and joints are developed, and the rock and ore are crushed, especially the host rock of roof wall is very crushed. It ie obvious that the conditions of both formation of deposit and mining are considerably complicated. HISTORY With a long mining history and rich experiences, the local gold sectors are small, but they play an important role in China's gold mining industry. Dated from Xia and Shang Dynasty, the gold goods was made. In the Tang Dynasty, the development of gold mining industry was very fast. A Chinese poem , written by Liu Yuxi -- one of famous poets in the Tang Dynasty, says: As sun is shining over Dengzhou land, The fog on river slowly goes away, The panning girls together meet at bay, The beauty's jewels and stamps of king are gold from river sand. This poem shows the local gold mining was flourishing at that time. In 1888, the local gold mining sectors were all the rage at the moment, and the annual output of gold was as high as 21.5 tons. Since the founding of New China, the development of local gold mining was subjected to several back- sets, but certain advances are made on the whole, especially since 1970. Round about 1970,the simple, backward and indigenous mining was dominant in the small gold mines; for instance, the hand-hammer drilling, the hand-operated winch hoisting and the hand haulage etc.were main methods of gold mining . Up until the late 1970s,great changes took place in stoping, haulage and so on. Currently, some advanced technology and large-sized equipments are adopted in the local gold mines. Generally, the local small gold mining sectors play an important role in development of China's gold mining industry, and are important and attractive sectors. PRESENT DEVELOPMENT

Explosions in underground mining due to methane gas have been the leading cause of incidents and fatalities in the mining industry. The main objective of this research is to develop a forecasting methodology for methane gas emissions based on time series analysis. Methane time series data were retrieved from atmospheric monitoring systems (AMS) of three underground coal mines in the United States. The AMS data were preprocessed and statistically evaluated to explore the potential autocorrelation of methane gas. It was concluded that the autoregressive integrated moving average (ARIMA) time series model used in the one-step-ahead forecasting mode provides accurate estimates that match the increase or decrease of the methane gas emission data.

A series of nonionic and anionic surfactants were tested to enhance the flotation response of a low rank coal. An ethoxylated octyl phenol and several polypropylene polyethylene block copolymers were tested as nonionic surfactants. The anionic surfactant was a dioctyl sulfosuccinate. All the surfactants employed improved the yield significantly but the influence on grade was complex. Separate studies were conducted to determine the emulsification behavior of the surfactants. For the nonionic water soluble reagents tested, a correlation between emulsifying power of the surfactant and flotation was observed. An increase in the number of droplets produced in surfactant containing systems was considered to be the main reason for increase in the yield. Since it increased the number of collisions between dodecane droplets and coal particles. When a surfactant was introduced into the flotation pulp prior to addition of dodecane, it decreased the benefits of the surfactant significantly. The decrease was attributed to an increase in the wettability of coal and a decrease in the surfactant available for emulsification. When a suitable surfactant was added as a solution dissolved in the oily collector, a considerable increase in yield was observed.

"Chloride ions and their interactions with two organic smoothing additives – Cyquest® N-900 and HydroStar® 4208 – during copper electrodeposition were explored using cyclic voltammetry and electrochemical impedance spectroscopy. The results revealed that chloride ions, up to a concentration of 40 mg/L, depolarized the copper deposition reaction. A combination of chloride ions and Cyquest N-900 inhibited the depolarization reaction during copper electrodeposition. It is proposed that the chloride ions acted as bridging ligands between copper and Cyquest N-900. Addition of HydroStar at a concentration of 2.5 mg/L depolarized the copper deposition reaction when no chloride ions were present. This behavior did not change with the addition of chloride ions at the concentrations tested, indicating that chloride ions and the polysaccharide do not interact.IntroductionElectrowinning is a major production method used to obtain high-purity copper. In modern tankhouses, copper is electrodeposited onto stainless steel blanks and then stripped, washed and bundled for delivery. Significant improvements in the quality of electrowon copper have been made over the last few decades. Additives, temperature, current density, electrolyte concentrations and agitation are known to influence the quality of copper electrodeposits (Jenkins and Eamon, 1990).The influence of chloride and organic additives on copper electrodeposition has been the subject of considerable research. The addition of small quantities of chloride and organic additives has been recognized to significantly improve the properties of copper electrodeposits. These additives are critical in the prevention of dendrite growth and the production of smooth, dense cathode deposits.Chloride ions have been reported to catalyze the copper reduction reaction and assist in the production of uniform deposits (Lakshmanan et al., 1977; Sun and O’Keefe, 1992). Moreover, it is generally agreed that chloride ions depolarize the copper deposition process at low (several millimolar) chloride concentrations. This is because chloride ions catalyze the reduction of copper (II) ions to copper (I) ions (Cu2+ ? Cu+ + e-) in the rate-limiting step of this process (O’Keefe and Hurst, 1978; Ilgar and O’Keefe, 1997; Hebert, 2005; Shao, Pattanaik and Zangari, 2007)."

This paper is a companion to, and amplification of, the ?History? section of the 2014 version of the SME Guide for Reporting Exploration Results, Mineral Resources, and Mineral Reserves (SME Guide). The need for the careful examination and evaluation of mineral deposits has long been recognized. In the book De Re Metallica, Georgius Agricola noted, ?Moreover, a prudent owner, before he buys shares, ought to go to the mine and carefully examine the nature of the vein, for it is very important that he should be on his guard lest fraudulent sellers of shares should deceive him? (1556, p.29). Agricola further stated, ?Now a miner, before he begins to mine the veins, must consider seven things, namely: the situation, the conditions, the water, the roads, the climate, the right of ownership and the neighbors? (1556, p. 30). The elements of Agricola?s seven things, much expanded, are incorporated into the 2014 SME Guide. As reflected in this quotation, veins were the primary concern of mining until 20th century technology permitted bulk mining techniques. The need for standardization of reserve descriptions arose along with the development of western mining in the United States and the concurrent development of mining engineering and mining geology as professions. By the turn of the century, debate about terminology of various classes of reserves was in full swing. Herbert Hoover noted in 1909 (p. 16-17), ?The old terms ?ore in sight? and ?profit in sight? have been of late years subject to much malediction on the part of engineers because these expressions have been so badly abused by the charlatans of mining in attempts to cover the flights of their imaginations. A large part of Volume I of the Institution of Mining and Metallurgy has been devoted to heaping infamy on these terms, yet not only have they preserved their places in professional nomenclature, but nothing has been found to supersede them. ?Some general term is required in daily practice to cover the available field of visible ore, and if the phrase ?ore in sight? be defined, it will be easier to teach the layman its proper use than to abolish it. In fact, substitutes are becoming as badly abused as the originals ever were. All convincing expressions will be misused by somebody.? Hoover (1909) noted that the common terms at the time were: ? Positive ore or ore developed: Ore exposed on four sides in blocks of a prescribed size. ? Ore blocked out: Ore exposed on three sides within a reasonable distance of each other. ? Probable ore or ore developing: Ore exposed on two sides, ? Possible ore or ore expectant: Ore in whole or in part below or beyond the range of vision. Hoover stated that these, and similar terms, overlapped and had the difficulty of failing to account properly for geologic variation in metal distribution beyond the exposed face. Certainly assuming extension of values along a vein is reasonable, but how far? Also, these definitions are for vein deposits, not all types of deposits are in veins. Hoover (1909, p. 19), therefore, defined the following terms. ? Proved ore: Ore where there is practically no risk in failure of continuity. ? Probable ore: Ore where there is some risk, yet warrantable justification for assumption of continuity. ? Prospective ore: Ore that cannot be included in the above classes, nor definitely known or stated in any terms of tonnage.

Overview In 1992, US coal supply and demand were shaped more by weather conditions and the export market than by the economic recovery. Preliminary data compiled by the Energy Information Administration (EIA) (Table I) show that coal production declined slightly to 902 Mt (994 million st). Consumption, though, rose by about 1 % to 811 Mt (894 million st), trailing the 2.1 %growth in Gross Domestic Product. Contributing to the decrease were a sizable drop in coal exports and some coal stock withdrawals. Consumption increased largely because electric utilities turned to coal to offset a shortfall in hydroelectric generation caused by a drought in the Northwest. Apart from this, the demand for coal-fired generation was dampened by a mild winter in the northwestern and northcentral United States, and a cool summer in the central and eastern parts of the Nation. Coal use by other consumers was about the same as in 1991. The average delivered prices of coal to all consuming sectors decreased slightly in 1992, reflecting soft coal markets (Fig. 1). US coal exporters experienced a set-back in 1992 mostly because of losses in the European market. Total coal exports fell by 6% to 93 Mt (103 million st), the first decline since 1987. Coal stockpiles at the end of 1992 were about 1.8 Mt (2 million st) below 1991, despite stock buildups by some electric utilities in the East. Stocks were built up as a hedge against possible coal miners' strikes after the Feb. 1, 1993, expiration of the contract between the United Mine Workers of America and the Bituminous Coal Operators' Association.

The need for wartime supplies of uranium for the Manhattan Project prompted a 1944 study of uranium in South Africa. Uraninite had been reported by R.A. Cooper in 1923 in a Witwatersrand heavy- mineral concentrate, and the search for uranium, therefore, included the district's 30 operating mills. The method of investigation was simple: take bulk concentrate samples from the Wifley tables and determine their mineralogy. Samples were taken on a daily basis, although weekly composites also were taken of some mills. In 1944, most mills had simple gravity circuits and produced (I) a gravity concentrate, and (2) an all-slime [-75 pm (-200 mesh)] product. The tonnage throughput was known, and from that, head assays could be calculated. Concentrate samples were sent to the United States for chemical analyses. A Geiger counter set up in a Johannesburg hotel room provided preliminary data. The early data showed uraninite to be widespread. Microscopic, mineragraphic, and siezing tests were all under- taken in Johannesburg. Ultimately, tests led to a high grade (+90%) uraninite concentrate. Platinum and other heavies were the impurities. In seven months, the investigations had reached the stage where it was possible to forecast an annual production of 5.4 to 7.3 kt (6,000 to 8,000 st) of U3O8. The estimate is still realistic. Rare earth elements have important strategic significance and economic value, and the rare earth elements in coal resources have considerable development potential. This study took coal refuse in the Jungar area of Inner Mongolia, China, as the research object, and investigated the occurrence modes of rare earth elements. A special sequential chemical extraction experiment was designed, and the results showed that the rare earth elements in coal refuse mainly occur in silicate and aluminosilicate form, accounting for approximately 65% of the total rare earth elements. According to the results of SEM-EDS, micro morphology of the sample belonged to the lamellar structure of clay minerals, and Al, Si, Fe, S, Y, and La were all present in the sample. Through SPSS software analysis, rare earth elements have an obvious linear positive correlation with Al, Si, and Fe elements, and a negative correlation with S elements. The rare-earth element occurrence mode in coal refuse can provide a definite theoretical basis for the later extraction and enrichment work.

The phenomena of dripping into cavities (e.g., tunnels and drifts) within an unsaturated fractured porous medium under ventilated conditions was studied to improve estimates of dripping rates, drop sizes and the chemical composition of droplets that could affect the integrity of high-level nuclear waste packages placed in drifts. The sensitivity of dripping rates and water chemistry to ventilation was analyzed at various flow rates using analytical expressions linking flow on fracture surfaces to drop formation and evaporation. The model was tested using laboratory experiments involving machined aluminum slabs designed to represent a simplified morphology of a fracture face intersecting a cavity and using natural fracture surfaces from a welded tuff Comparison with ten years of data on dripping in natural caves showed good agreement with model predictions. In particular, for low dripping rates, evaporation due to ventilation leads to larger drop sizes and alters drop chemistry by increasing the concentration of solutes in the drop relative to that in the water flowing on the fracture face.

"A South American nickel mine has been producing a nickel concentrate that also contains copper and iron (15 percent nickel, 5 percent copper, 28 percent iron) for the end use of stainless steel production. A critical specification for the quality of the steel is the iron to magnesium oxide ratio (Fe:MgO), with a ratio of below 3.5:1 having a substantial impact on the nickel value. This nickel concentrate producer historically mined the sulfur-rich mineral pyroxenite but had been forced to move to a magnesium oxide/silicate (MgO/SiO4)-rich mineral harzburgite, resulting in nickel recovery being reduced to around 50 percent to maintain the required Fe:MgO ratio. In this study, ore mineralogy, water chemistry and the chemistries associated with the flotation process were evaluated in an effort to increase nickel recovery while maintaining the Fe:MgO ratio according to specification. New chemistry was introduced with the specific goal of complexing with the MgO and retarding its interaction with the bubble flow in the flotation process.IntroductionGlobal nickel production in 2011 totalled to 1,770,000 tons, according to the Raw Materials Group (2013). From 1950 to 2005 there was an aggregate 4.4 percent increase in nickel production, with a market-value high of $1,000/ton nickel reached in 1998 (Mudd, 2010). Approximately 65 percent of nickel production is consumed by the stainless steel industry, with 12 percent of the remainder used in super alloys or nonferrous alloys. Nickel imparts corrosion resistance, temperature resistance and other benefits to its alloys (Table 1) (Oberg, 1996; Cáceres, 2003). The dominant types of nickel-bearing ores are classified as either laterites (limonite: nickel-iron oxide; and garnierite: nickel hydrosilicate) or magmatic sulfide deposits (pentlandite: iron-nickel sulfide) (U.S. Geological Survey, 2013a, 2013b). In 2012, about 40 percent of the nickel ore mined was sulfidic-type ores and about 60 percent was laterite. The processing of laterite ore is expected to continue to increase as the availability of sulfidic ores continues to decline."

St. Joseph Lead Company has been paying incentive bonuses for well over 40 years. In 1958 almost half of St. Joe's 1,860 employees in Southeast Missouri received some form of incentive bonus in addition to their guaranteed wages. There are very few payroll jobs in St. Joe s Southeast Missouri organization that lend themselves to a reasonably good measurement of production or quality, or both, where an incentive bonus is not paid. The term "Incentive Bonus" is used to differentiate betwen bonuses that are based on quantity or quality of work, and those that are merely additional pay of a standard amount per hour or day because of an employee being temporarily assigned to some unusual task, An employee temporarily assigned to a job where the working conditions make the job performance unusually difficult or where a special skill is used is often given a bonus of some standard amount per hour or shift in addition to his usual rate. This is merely a convenient way of paying something extra without disturbing the normal rate structure. Actually, it is differential pay similar to that almost universally paid for evening and night shift work. Bonuses of that type are not being considered in this paper. The basic reason or theory for paying incentive bonuses 9s to get improved production at lower cost, Unfortunately, it is often difficult, if not impossible, to find a yardstick by which it can be definitely proved that a particular bonus plan is accomplishing its purpose, It becomes, then, a matter of judgment on the part of management personnel as to the value of the bonus plan. The fact that St. Joe Lead Company has continued to pay bonuses for over 40 yews and has increased the number of bonus schedules used attests to a definite belief that they are beneficial to the company's successful operations.

A new flotation collector, benzyl arsonic acid, was used for the flotation of ilmenite. ESCA, Auger spectroscopy, and chemical analysis were used to investigate the correlation between the variation in surface constituents and the flotation recovery of ilmenite. Experiments indicated that, as the ratio of surface Ti ions/surface Fe ions increases, flotation recovery increases. pH regulation with an inorganic acid was found to be effective in changing the ratio of surface ions, and, hence, the flotation recovery.

Lost foam casting is a process in which a polymeric material is formed into the shape of the part to be cast. Parts that are more complex are fabricated by simply gluing several patterns together. The pattern is then coated with a refractory material consisting of a mineral mixture and binders. Finally, hot metal is poured into the pattern, evaporating the expanded polystyrene and taking the shape of the coating shell. Prior to casting, a significant number of the patterns are damaged and inevitably landfilled. In this study, a process was developed for the recovery of expanded polystyrene from the coating and glue contaminants. The process consists of shredding, impact comminution, size classification and pneumatic separation. It is successful in separating up to 97% of the contaminants, while recovering 95% of the polystyrene. Key words: Casting, Lost foam process, Expanded polystyrene recovery

This article presents results from a comparative case study focusing on newspaper coverage of mineral exploration and mining in three European countries representing different geological and socioeconomic contexts. The results show that regional newspapers in Finland, Germany and Spain report about mining issues relatively intensively even in the absence of major accidents or other media events causing peaks of attention. The tone of the articles is generally neutral to positive toward mining activities. Common themes include mining revival, mining events and social interaction, history of mining, and damages related to mining. Past, present and future employment opportunities related directly or indirectly to the mining sector are key storylines. Contrary to some expectations, the regional-level debate was not dominated by a long-lasting confrontation between the mining industry and its adversaries spearheaded by environmental nongovernmental organizations.

The logic and capabilities of a long-term production planning method for open pit mining are presented. This is a new method that can be used to obtain simultaneous solutions to the four interrelated parameters of open pit mining: mine life, specific blocks to be mined each year, the amount of ore and waste to be mined each year, and the ultimate pit limits. An efficient milling cutoff grade can also be obtained through a systematic analysis. A production plan for a real-life gold deposit is given to illustrate the logic and the capabilities of the method.

Excavation of underground openings results in the redistribution of the in situ stress into the rock adjacent to the opening. Stress redistribution depends on opening geometry, pillar geometry, material properties, possible confinement, and constitutive models describing the behavior of adjacent rock. This paper presents typical pillar stress distributions for elastic and yielding pillars as a function of opening geometry, material properties, and material constitutive models and highlights the differences between them. Stress distributions are compared with empirical strength profiles that have been developed for coal pillars as well as actual pillar geometries documented for stone pillars.
