The Tayoltita Unit of Minas de San Luis, S. A. is situated in an isolated corner of the state of Durango, Mexico. The ore deposits in the region were first worked by Indians, but by 1757 the Spaniards had discovered them, and the first systematic exploitation of the mines commenced. By the early 1900's most of the mines had been acquired by American interests, and the San Luis Mining Company was organized. The modern period of exploitation, uninterrupted for the last 74 years, began. In 1962 the company was fully "Mexicenized" in compliance with the modification of the mining law, and the name was changed to Minas de San Luis, S. A. Tayoltita continues as one of Mexico's most important silver and gold mines. The ore is extracted in en extensive underground operation, mining epithermal fissure veins by selective methods. The ore is milled and treated in an efficient counter-current cyanide plant, where 95 % of the silver and 96 % of the gold is recovered. Current annual bullion output is 55,000 kg (1.7 million troy oz) of silver and 1000 kg (31,000 troy oz) of gold from milling 165,000 try (181,900 stpy). Rough, 33-kg (1000-troy oz) bullion bars are smelted at the mine, shipped by air to Mazatlan, Sinaloa, and are thence sold to the Met- Mex Peñoles smelter in Torreon, Coahuila. Ore reserves, blocked by very conservative methods, are currently at 540,000 tons (595,000 st). Ore reserve grade is 425 g of silver and 6 g of gold per ton (12.4 troy oz Ag and 0.18 troy oz Au per st).

This paper reflects the challenges encountered during the construction of the light rail tunnels under Boyle Heights, in Los Angeles, California. Equipped with two state-of-the-art EPB TBMs, the construction team undertook the mining of twin bored tunnels in the Los Angeles alluvium. The gassy underground conditions dictated many aspects of the design of the tunnels, as well as the tools and means used for their construction. This paper will detail the challenges encountered during construction, as well as the means, methods and logistics used on the project. Discussion includes: EPB TBM machines with some very unique/specific features; complex assembly sequence due to limited shaft access; final precast concrete liner with double gaskets; NATM cross passage excavation in soft ground and below the water table; compensation grouting; mucking shaft arrangement.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. While the United States and the rest of the world struggles with record-setting oil prices Canadian oil sands producers are ramping up production to meet demand for oil while also fighting against a host of negative images. In recent months, the price of oil has skyrocketed. Most of that oil comes from Saudi Arabia. In Alberta, Canada there are unconventional oil reserves that rival those in Saudi Arabia in the vast Canadian oil sands, sometimes called the tar sands. Proponents of the oil sands say that Alberta?s oil sands can be a secure source of oil and energy for the United States for many years to come. With new mining and drilling projects, the industry has said that it could quadruple its production to nearly 4 million bbl/day by 2020. Time magazine once called the oil sands, ?Canada?s greatest buried treasure that could satisfy the world?s demand for petroleum for the next century.? So why hasn?t the United States embraced this close, politically secure source of energy? Because, getting usable fuel from the oil sands can be a dirty business, say opponents. The oil sands are a combination of clay, sand, water and bitumen. It is a heavy, black, thick oil. Oil sands can be mined and processed to extract the oil-rich bitumen, which is then refined into oil. The bitumen cannot be pumped from the ground in its natural state. Instead, tar sand deposits are mined, usually using strip mining or openpit techniques, or the oil is extracted by underground heating with additional upgrading. These methods require a huge amount of energy and water and produce a large amount of carbon emissions. Environmental groups that have long spoken out against the oil sands projects got some political backing in the United States in June when a group of mayors from large U.S. cities spoke out against the oil sands, as did presumptive Democratic candidate for U.S. president Barack Obama?s senior energy advisor. During a convention of large-city mayors in Miami, FL, Alberta?s oil sands were singled out in a nonbinding resolution calling for national guidelines to track the lifecycle impact of different types of fossil fuels. The resolution urges cities not to use unconventional sources of energy with a large carbon footprint, such as liquid coal and oil shale and oil sands.

The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, Colombia's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. By way of background: ? The mine is located on the Guajira peninsula in Northeast Colombia, about 90 miles from the coast, as shown in Figure 1. ? In addition to the mine itself, the project involves construction of a dedicated railroad and port, which form a modern, efficient and integrated system. ? The Project is embodied in a 50/50 Association Contract between International Colombia Resources (Intercor), a wholly owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally and Intercor has the additional responsibility of managing operations on behalf of both partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. ? The project is a multi-seam, truck and shovel operation, based on large reserves (2-3 billion tonnes') of high quality bituminous coal. ? Exports began in the first quarter of 1985 at modest levels through what we call Early Coal Facilities, designed and constructed apart from the permanent coal handling system. ? Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt per year in 1939. Based on available resources, however, the resource will support expansion, and continued growth n production into the 1990s appears feasible.

The effects of microwave treatment on the floatabilities and magnetic susceptibilities of some sulfide minerals, namely, pyrite, chalcopyrite, galena and sphalerite, were studied. Pure mineral samples were prepared in -425+212-µm, -212+106-µm and -106+38-µm size fractions. Microflotation and magnetic separation tests were carried out on the samples after microwave treatment at 600, 950 and 1,300 Watts for 5, 20, 60, 90, 120 and 240 seconds. The maximum temperature values of the samples were measured during the microwave treatment, and possible altera-tions on the mineral surfaces were determined by X-ray diffraction (XRD) analysis. The effects of microwave treatment are discussed based on the result of microflotation and magnetic separation tests. The results revealed that pyrite, chalcopyrite and galena were heated very quickly and that their surface temperatures reached ~700° to 900°C, while the temperature of sphalerite reached only ~130°C. The floatability of pyrite, chalcopyrite and galena were decreased when microwave energy and the duration of treatment were increased, owing to oxidation of the mineral surfaces caused by relatively high temperature. As expected, there was no change in the floatability of sphalerite. The magnetic properties of pyrite and chalcopyrite were improved by the increase in microwave energy and the duration of treatment to such an extent that 90% of the feed separated as magnetic product. But no change was observed in the magnetic properties of galena and sphalerite.

In 1974, Brunswick Mining and Smelting Corporation Limited started a 48 million dollar expansion programme at their property in Bathurst, New Brunswick. A portion of the expansion plans includes a 26 foot diameter 4,525 foot deep shaft, underground crusher and conveyor excavations and lower level access development. J. S. Redpath Limited was awarded the contract for the new shaft and associated rock work in May 1974. Brunswick Mining and Smelting Corporation Limited, a member of the Noranda Group, operate this 10,000 ton per day lead, zinc, copper plant with proven reserves in excess of 90 million tons. While most of the ore is provided by the underground operation at the Number 12 ore body, some tonnage is produced from the open pit at the Number 6 ore body. Long range plans indicate a phasing out of the open pit and an increase in production from the underground operation. Existing facilities at the underground mine could not provide additional tonnage, thus the requirement for a new shaft. (Figure 1) The new shaft will also provide access to ore below the 2,800 level which is currently the bottom level of the existing facility. The contract called for sinking a 26 foot inside diameter, nine compartment concrete shaft 4,525 feet deep (Figure 2). Station access and ramp development from existing workings would be required to the bottom of the new shaft. In addition, development work for new crushing and conveying facilities was needed simultaneous with the shaft sinking.

A survey of the copper mining industry in Western United States revealed that uranium is almost universally present in the solutions resulting from leaching the waste ore dumps to recover copper. The U308 content ranges from about 2 to 15 ppm and a potential production of up to 1,000 tons of U3O8 per year is indicated. A six-week pilot plant test at the Bingham Canyon mine of Kennecott Copper Corporation showed that the uranium is readily recoverable by ion exchange techniques. The design of the new types of countercurrent ion exchange columns and operation of the pilot plant are described.

Stoppings are required to resist lateral forces on the face of the structure to control pressure differentials created by ventilating air. The design criteria in other parts of the world, including Australia, exceed this requirement by specifying over pressurization control to as much as 14 kPa (2 psi) in the active sections and 35 kPa (5 psi) in the main ventilating control areas. This is done to provide protection to the mine workers from explosive or air blast events within the mine that can create this over pressurization. The National Institute for Occupational Safety and Health (NIOSH) has been conducting research to develop a new testing protocol for rating mine ventilation stoppings. The premise of this work is that arch-loading conditions more accurately reflects the transverse load capabilities of stoppings in underground coal mines than the freestanding flexural strength test specified in the current Code of Federal Regulations (CFR). This work clearly shows that the transverse load capabilities of dry-stacked, mine ventilation stoppings are dependent upon the material strength of the block and the height and thickness of the wall, none of which are part of the current CFR criteria based on ASTM E-72 specifications. This paper compares the transverse load capabilities of several block materials and wall dimensions commonly used in stopping constructions based upon simulated three-hinge, rigid-arch loading tests of half-wall constructions in the NIOSH Mine Roof Simulator. The results indicate a wide-range of transverse load capacities, ranging from as low as 21 kPa (0.3 psi) to as much as 117 kPa (17 psi) for the conditions evaluated in this study. The current CFR criteria do not distinguish between applications of these stopping designs despite their wide variance in transverse load capabilities, which is not conducive to employing ventilation control strategies that isolate certain sections of the mine to prevent injury to mine workers.

The East Bay Municipal Utility District is undertaking seismic upgrades of the Claremont Tunnel in the San Francisco Bay area. The tunnel carries treated water across the active Hayward Fault to supply a major metropolitan area. Studies indicate the tunnel could be severed by fault offset during a major seismic event. A design approach to achieve limited operation of the tunnel following fault displacement has been established and design details are currently being evaluated. This paper describes the project, the design approach, and summarizes significant construction constraints.

There is an ever-increasing need for quality construction materials to provide the necessary housing and transportation facilities required for the protection and movement of people and goods. By the year 2000, requirements for housing in the United States will have doubled due to population growth. Requirements for transportation facilities in this same period will also have increased substantially. Further, all existing facilities for both housing and transportation will require substantial maintenance of one form or another. Aggregate is the basic material of the construction industry. There is some occurrence of aggregate source material in virtually every state of the United States, and in every country in the world. United States reserves of commercially useable aggregate have never been systematically estimated and are probably so vast as to be incalculable.1 However, in many areas its existence is largely negated by inaccessibility. Often it is lodged deeply or intricately in the earth or it is too distant from markets to offer a desirable "return on investment" under the present economic structure. Other factors that prevent its utility are the occurrence of small scattered deposits that individually are too small to justify the necessary capital investment for exploitation and collectively are too widely disseminated; also, the aggregate nay be deficient in certain desired chemical or physical qualitites.1

Mines and plants for sale, downsizing, bankruptcies, consolidation, slab imports, minimill growth displacing traditional integrated steel-making. These are some issues for North American iron ore and integrated steel producers. But the blast furnace still remains the workhorse of the ironmaking industry. And direct reduction and other alternate ironmaking technologies have yet to make any serious inroads in North America. How come? This article addresses the current state of primary ironmaking in the changing North American steel industry, the direct reduction market and new technologies under development that may hold some promise.

University research in the U.S. consists of three components; faculty, funding, and graduate students or postdoctorals. Individual faculty is the unit area of research that is not limited, although faculty normally performs research in their areas of expertise. Faculty can and often do join with other faculty in multidisciplinary research. Faculty research achievements or reputation reflects the standing of the program and university. Therefore, research is highly encouraged and regarded within the university community. Graduate students are the work force of faculty research and doctoral students are preferred for high-quality products. The federal government provides the majority of funding sources, with the remainder coming from industry, state government and others. Compared with other engineering majors, the mining engineering programs in the U.S. are unique in that they: ? Are small in terms of the number of programs, and number of faculty and students in each program. ? Serve a single industry (i.e., mining) and are thus cyclic, reflecting the up and down economic state of the mineral industries. Enrollment statistics during the past 70 years show that a cycle consists of approximately 30 years with the first 10 years up, followed by 20 years down. ? Have curriculum designed to emphasize and thus serve for either the coal, hardrock or industrial minerals industries. These unique features make mining engineering programs hard to manage in university environments. Funding for mining research has relied primarily on the federal government, i.e., the former U.S. Bureau of Mines (USBM) and currently the National Institute for Occupational Safety and Health (NIOSH). The mining industry does not directly perform, nor sponsor research projects. Federal funding provides primarily in-house research. In the last four decades, federal extramural funding was only available when Congress appropriated extra funding in response to mine disasters. For instance, a string of coal mine explosions in the mid to late 1960s prompted Congress to enact the Coal Mine Health and Safety Act of 1969. It provided massive research funding from 1970 to 1983 covering all mining-related subject areas. From 1984 to 1995, federal extramural research funding was minimal, through two generic mineral technology research centers for selected mining engineering programs. In 1995, Congress closed the USBM and transferred the health and safety of miners program to NIOSH. Federally-funded extra-mural research practically stopped from 1995 to 2006. In 2006 and 2007, in response to a series of disasters, including those at Sago, Aracoma, Darby and Crandall Canyon, Congress again appropriated funding for short-term re-search in selected subjected areas such as underground tracking and communication, mine seal and ventilation, and deep cover pillar extraction. Therefore, to develop a meaningful academic mining research program during the past three decades, funding needed to be drawn from other sources such as the mining industries. A ?meaningful? program requires a sufficient amount of consistent funding in order to produce effective results. A review of federally funded extramural research pro-grams shows that a great majority of contractors/grantees are private entities, involving few mining engineering faculty. This, in part, is due to the fact that mining engineering involves so many different subjects. Therefore, a small mining engineering program can only have resources to cover teaching in the core subject areas (i.e., extraction, ground control, ventilation and material handling), at best. In this respect, a successful and meaningful academic mining re-search effort requires strong supporting programs such as geology/geophysics, structural (applied) mechanics, material sciences, compute/software application, etc. Therefore, academic mining research had to rely on private sources such as coal companies, in the author?s case, for sustained funding in the past three decades. Relying on funding from coal companies presents several problems. The projects were small and considered routine consulting projects requiring practical answers in a very short time frame. This is not really suitable for academic research, for which the major goal of research is the training of graduate students. These short-term projects vary with time and mines, most of which are driven by U.S. Mine Safety and Health Administration (MSHA) or U.S. Office of Surface Mining (OSM) regulations. So sustained funding under such condition requires broad experience of coal mining operations, which is also not well-aligned for academic research where faculty tends to specialize in a narrow field. Consequently, under such a funding environment, it is important to keep in mind how to develop long-term academic research objectives from conducting small short-term consulting projects that require quick solutions. In other words, how to look beyond the quick answers and to develop broader and more fundamental theories applicable to other situations that advance the-state-of-the-art. In order to achieve this objective, faculty must act as the connecting link because graduate students come and go. Faculty must know the detail of each project such that they know what are the important unsolved problems, what to assign to specific graduate students and how to guide the next group of graduate students to continue the development and advance the mining science. Under such funding environments, the most effective way to conduct academic mining research and ensure quality products is to maintain a research group consisting of postdoctoral, PhD, and MS students of various rankings such that the senior ranks can assist in guiding the junior ranks, especially the senior PhD students who are experts in their dissertation research areas. A weekly meeting should be scheduled for the group in which problems encountered in the research are discussed or individuals take turns presenting the progress of their projects. During each meeting, the importance of open discussion on scientific issues must be emphasized. Thus, opinions are encouraged, debated, and rejected or accepted. Students are encouraged to listen to and analyze other points of view. In addition to training of this thought process, the meeting also helps identify the strengths and weakness of each individual. As the subject of research expands over time, the group?s and, thus, the faculty?s research experience broadens. With this approach, companies can get the quick answer they desire from expert research experience and the faculty can engage in meaningful applied and basic research that is most relevant to routine mine operations. The end result is that companies will have a high regard for academic mining research.

The Second Avenue Subway is a $16.8 billion project planned by the Metropolitan Transportation Authority (MTA) in New York City. It will reduce overcrowding and delays on the Lexington Avenue Line, improving travel for both city and suburban commuters, and improving access to mass transit for residents of the East Side of Manhattan. The project is a new, two-track, 13.5 km (8.5 mile) subway extending from Lexington Avenue at 125th Street in Harlem on the north end of Manhattan, to Water Street at Hanover Square in Lower Manhattan. The first phase of construction includes rock tunnels from 92nd Street to 62nd Street and connection to the existing 63rd Street station, three new stations, and track and systems from 105th Street to 63rd Street, allowing service between 96th Street and Brooklyn via an existing Broadway Line. The following describes the Project in detail, discusses the construction challenges addressed in the design, and the initial design/build contract to be awarded in 2005. A discussion of the planned mined construction of two rock caverns and a cut-and-cover station construction are also included.

An assessment of U.S. western hardrock miners? noise exposures was conducted as part of a multi-year National Institute for Occupational Safety and Health (NIOSH) survey of noise exposures in each sector of the mining industry. Noise from selected mining equipment and operator noise exposures were measured, analyzed and tabulated for dissemination to the participating sites and are being used to direct NIOSH research and interventions to address the greatest noise hazards. Eighty-two noise dosimeter measurements were obtained, along with time-motion studies as the miners operated hardrock mining machines. Of the operators, 96% had daily noise doses that exceeded the U.S. Mine Safety and Health Administration?s (MSHA) permissible exposure level. The average gold miner dosages while operating the following equipment were: haul trucks - 261%, load-haul-dumps (LHDs) - 235%, single boom drills - 221%, bolters - 214% and dual boom drills - 163%. The worst exposure level was a silver miner with a daily dose of 873%. Time-motion data showed that this miner?s exposure accumulated most rapidly while operating a jackleg drill. These results will be used to help prioritize noise control development by NIOSH and other partners.

The Metropolitan Transportation Authority (MTA) East Side Access project (ESA) will, when it is complete, provide a new link to the east side of Manhattan from Long Island, NY that, linked with the Second Ave. Subway currently under construction, will assist in relieving overcrowding at Penn Station as well as the Lexington Ave. subway. ESA will bring Long Island Railroad (LIRR) directly from Long Island into a new station located 37 m (120 ft) beneath the existing Grand Central Terminal (GCT) located in the heart of Manhattan. It will connect the LIRR?s mainline tracks in Queens, via the existing 63rd Street Tunnel under the East River, to a new terminal constructed within, and beneath, the historic Grand Central Terminal.

The increasing demand for pure aluminum and aluminum compounds of industrial quality from kaolinite ore cannot be overemphasized. Nigeria is one of the African countries endowed with abundant solid mineral resources that have not been sufficiently exploited to assist its indigenous industries. A wide array of applications of pure aluminum and its compounds are available, such as paper filling, refractories, adsorbent, catalysis, and paint additives. In this study, the upgrading of a Nigerian biotite-rich kaolinite ore by a hydrometallurgical route was investigated in oxalic acid media. During leaching studies, the effects of parameters including reaction temperature, lixiviant concentration and particle size on the extent of ore dissolution were examined. At optimal conditions (1.0 mol/L C2H2O4, 75 °C), 92.0% of the initial 10 g/L ore was reacted within 120 min. The dissolution curves from the shrinking core model were analyzed and found to conform to the assumption of surface diffusion reaction, and the calculated activation energy of 33.2 kJ/mol supported the proposed model. The unreacted product (~8.0%) analyzed by XRD was found to contain siliceous impurities and could serve as a valuable by-product for certain industries.

The dissolution curves from the shrinking core model were analyzed and found to conform to the assumption of surface diffusion reaction, and the calculated activation energy of 33.2 kJ/mol supported the proposed model. The unreacted product (~8.0%) analyzed by XRD was found to contain siliceous impurities and could serve as a valuable by-product for certain industries.

The electric operation and design features of the 11.000 H.P. variable speed SAG mill gearless drive is presented. The function of the frequency converter, control system drive and lubrication systems are described. An analysis of the harmonic characteristic in the Supply System and Motor is presented, and the dynamic development of the stator current, speed and the magnetic flux in the start-up process of the drive is evaluated. Besides, the most important aspects in the commissioning and maintenance of the drive are analyzed.
